At Islamabad’s behest, China blocked efforts in the United Nations Security Council to slap sanctions against JuD and its leader Hafiz Saeed which were operating against India from Pakistan, according to information contained in a secret American diplomatic cable. A State Department cable signed off by Secretary of State Hillary Clinton released by WikiLeaks also suggests that the Jamaat-ud-Dawa continues to operate and raise funds and it was unclear what steps the Pakistan government has taken to freeze its assets to implement UN sanctions. Contrary to the scene that the land is scarce in Goa’s industrial estates, almost 15 to 20 per cent of the plots allotted to various industrial units are lying unutilized, officials said today. Goa State Industries Association (GSIA), President Shekhar Sardessai said that association is carrying out a study about the vacant plots in the various industrial estates. “We are conducting scientific study using Google imaging. But

as per our current approximation, 15 to 20 per cent of the plots allotted in various industrial estates are unutilized,” Sardessai told media persons today afternoon. He said GSIA will be out with proper statistics in next 10 days. The State government has recently created a task force with GSIA as its member, with a mandate to identify such unutilized and underutilized plots in various industrial estates. The task force is also mandated to review the existing

methodology for allotment of plots and can suggest necessary changes. Sardessai said that while such massive land is unused, there are several entrepreneurs on the list of state-run Goa Industrial Development Corporation (GIDC), who are waiting to set up their business and are held back due to non-availability of the plots. The president alleged that GSIDC is not following a judicious policy while allotting the plots. “GSIDC’s allotment policy is

not fair and transparent and several allotment of plots have been done without following all the rules,” Sardessai said adding that there is need to bring in transparency and fair play in allocation of plots in industrial estates. “Merit alone should be the basis of the allocation,” the president added. GSIA has strongly recommended creation of an empowered screening committee, which will decide these merits based on a set criterion.

New UK immigration curbs effective today PTI LONDON, DEC 6

New curbs on immigration to the United Kingdom will come into force from tomorrow under which the government plans to reduce the inflow by 100,000, a move likely to adversely impact Indians seeking to migrate to Britain. Under the new regime, the Labour-Liberal Democrat coalition has introduced an annual limit of 21,700 for those coming into the UK under the skilled and highly skilled routes 20,700 under the skilled route and 1,000 under the new ‘exceptional talent’ route. The curbs, which is set to come into force tomorrow, seeks to ensure that visas are

issued to only those wanting to study for a degree and eliminating bogus students. Those allowed in will also have to demonstrate a better command of English than is required at present and will face tighter rules on working or bringing in family members, according to a report in The Daily

Telegraph. The proposals are contained in a review of the student visa regime as part of the government’s drive to stop abuse of the system and to help meet its wider pledge of bringing net migration down to the “tens of thousands”. Government has raised the

minimum salary for those coming through the intra-company transfer route to 40,000 pounds for more than 12 months. Figures published last month showed that one in five foreigners who came to study in 2004 was still in Britain five years later. The review will focus on the tens of thousands of students who come to Britain each year to follow courses below degree level, such as A-levels, vocational courses and even GCSEs. Some 130,000 such students arrived from outside the European Union last year, almost half the near 280,000 total given student visas. Of those, more than 90,000 attended private colleges.

A Jammu and Kashmir minister belonging to the Congress has stoked a controversy by suggesting that Kashmir be granted “azadi”, remarks that embarassed his party which termed them as his personal view. Addressing a rally at Bani in Kathua district, Congress Minister for Health and Horticulture Sham Lal Sharma had raised the demand for making Jammu a separate State, giving Union territory status to Ladakh and granting “azadi” to Kashmir. “Give freedom to Kashmir, that’s more beneficial. Give separate statehood status to Jammu and make Ladakh a union territory. If this State has to be developed, this is the only solution”, Sharma said in the presence of Pradesh Congress Committee chief Saifuddin Soz. His remarks drew a sharp attack from the state Bharatiya Janata Party which alleged they are “tantamount to treason” and demanded his dismissal from the government and arrest. In damage-control mode, Congress spokesman Abhishek Singhvi described Sharma’s remarks as his “personal view” and said the party’s stand “is very clear—autonomy within theframework of the Constitution”. The remarks by Sham Lal Sharma had made Soz and his senior party leaders uneasy at the rally. In fact, Soz had tried to initiate damage control and expressed his party’s resolve to keep all the three regions of the State united to ensure equal and balanced development. “We are all answerable to All India Congress Committee President Sonia Gandhi and what we say here be considered as the Congress word and we must speak along the party’s line”, Soz said.
