IN BRIEF Air India pilots threaten to strike Toughening its posture against the deferment of payment of January salary to February 14 by Air India management, a section of its pilots today threatened to go on a flash strike to protest the move. “We demand that our salaries should be disbursed by 5pm of February 10, failing which we will go on flash strike,” Indian Commercial Pilots Association General Secretary (ICPA) Capt Rishabh Kapoor said in Mumbai tonight. — (PTI)

New spectrum scam hits government PTI NEW DELHI, FEB 7

Government was today faced with another suspected scam which can cost the exchequer upto Rs 2 lakh crore concerning a deal between the Indian Space Research Organisation (ISRO) and a private company and in a quick response it was announced that the pact was under review. After a news report this morning that ISRO’s commercial arm — Antrix Corporation — has entered into a deal with Devas Multimedia Services that allegedly confers unbridled use of 70 MHz of scarce S-band spectrum over a 20 year-period, the Department of Space came out with a late night statement. “The Department (of Space) wishes to clarify that the agreement entered into by Antrix, the commercial arm of ISRO, and M/s. Devas on January 28, 2005 is already under review by the DoS and the government will take whatever steps are necessary to safeguard public interest. A decision on the matter is likely to be taken soon,” it said. Devas is owned by M G Chan-

drasekhar, former scientific secretary, ISRO. The DoS statement climaxed a day of strong attacks by opposition parties which targetted the government and demanded a clarification from Prime Minister Manmohan Singh. The DoS comes directly under the Prime Minister. Mauvin picked to lead Cong poll campaign HERALD REPORTER PANJIM, FEB 7

In what could be termed as a move to control his tirade against the government, the Congress party has decided to appoint Cortalim legislator and Deputy Speaker of the Goa legislative assembly Mauvin Godinho as the party’s campaign manager for the assembly polls to be held next year. The decision to this effect was taken at a meeting between Chief Minister Digambar Kamat and Congress General Secretary in-charge of Goa desk B K Hariprasad. Sources in the Congress said that Hariprasad was in Goa for a brief visit on Sunday and met the chief minister at his official residence. Initially, the Congress had decided to appoint Mauvin as the working president of the party. The Cortalim legislator rejected the post, sources said. However, sources added, it is still unsure whether Mauvin will

MHA team postpones visit to Goa HERALD REPORTER VASCO, FEB 7

A top-level Ministry of Home and Affairs (MHA) team has reportedly postponed its scheduled visit to the State on February 9 to work out modalities to take over the charge of immigration chores from the State police. According to a news agency, a State Home Ministry official had said the delegation, led by Anil Goswami, additional secretary (MHA) in charge of the foreigners section, and Anuj Sharma, director (Immigration), were to meet Goa Chief Secretary Sanjiv Srivastav Wednesday to discuss the details. Levying capitation fee to soon be an offence PTI MUMBAI, FEB 7

The government will soon bring a bill which will make levy of capitation fee by educational institutes a cognisable offence, Union Human Resource Development (HRD) Minister Kapil Sibal said today. Educational Malpractices Bill proposes to prosecute institutions who provide wrong information and levy capitation fee, he said, delivering the 8th Nani A Palkhiwala Memorial Lecture on ‘Emerging scenario in the field of education’. Sibal said he was for opening up of the education sector and ending the license raj. “The new bill does not propose for inspection of educational institutions. Instead, at the start of the academic year, the institutions have to themselves declare on their website information about infrastructure, fees, faculty and the kinds of service they provide. The in-

formation will be stored in the HRD Ministry and if the facts are wrong, the ministry shall prosecute the institutions,” he said. The Centre will announce the national vocational qualification framework in May. The framework will provide vocational courses for students from Std 9 to 12th, he said. Stating that education was all about expanding one’s mind, Sibal said Foreign Education Providers Bill envisages collaboration with Indian universities

and investment in the skill development courses. The minister lamented that a large number of politicians’ own educational institutions was standing in the way of reforms in the key sector. Education policies needed to be developed on what the children want and not what the government wants, he said. “I believe democracy is freedom in the classroom.” Sibal said he favours continuous and comprehensive evaluation of the attributes of a child rather than a board exam to test his/her memory. “We need to change the way we teach our children.” Stating that the Right to Education Act cannot be enforced overnight, the minister said it needs three years for implementation and five years in the context of teachers acquiring minimum qualifications.“We need the co-operation of the civil society and all the stakeholders in education.

The House committee meeting on the national highway today was postponed without any decision after heated arguments between Power Minister Aleixo Sequeira and the Alemao brothers. The meeting was scheduled to discuss the new alignment for the NH17, which has been drawn by a joint committee. However, a comment by the Sequeira that people were losing faith in government started the argument, sources told Herald. Sources stated that Sequeira’s statement did not go down well with Public Works Department Minister Churchill Alemao and Urban Development Minister Joaquim Alemao. Joaquim and Churchill immediately stood up and asked Sequeira “Why did you not say this in the House?” There was no further discussion and the meeting was postponed for February 12. When contacted PWD Minister Churchill Alemao neither confirmed nor refuted the developments at the meeting.
