Making a fresh offer of talks to those in Jammu and Kashmir who shun violence, Prime Minister Manmohan Singh today said attempts continued to be made from “across the Line of Control” to cause disturbances in the State. He also made it clear that meaningful talks with Pakistan, which could lead to resolution of “old issues”, were possible only when its soil is not allowed to be used for terrorism against India. Without naming Pakistan, Singh said it should help in creating an environment in which people from both sides of the LoC could live in peace and harmony and work together.

Sources say the former tourism minister may file his anticipatory bail application before the court on Tuesday, even as he is believed to have consulted legal experts from Delhi on how to go about fighting a legal battle to ward off his arrest by the Crime Branch. Lyndon’s bail plea would come up for hearing before the additional Sessions judge on Tuesday noon. The court has directed the Crime Branch to file a reply on Lyndon’s bail plea. Chief Minister Digambar Kamat today announced that his government has proposed to provide financial assistance to Goan students who opt for education in Indian Institute of Technology (IIT), M-Tech, Indian Institute of Management (IIM )and BITS Pilani. Making an announcement at a function organised to mark the completion of three years of the Congress led government, Kamat said the State will pay fees amounting to Rs 1 lakh and also certain amount to students every year for expenses on books and other things. However, Kamat said, the government will put some conditions for the scheme. “The income limit for family to take benefit under the scheme will be a maximum of Rs 4.5 lakhs per annum and the scheme will be implemented (Continued on page 10)

Saying that he is not involved in any offense, Lyndon maintained there is no reason he will flee from justice and submitted that he will present himself before the court or the investigating officer for the purpose of investigations. Lyndon submitted that the Crime Branch has registered an offense in relation to the death of Nadia Torrado and have implicated the former Tourism Minister Pacheco in the offense. Lyndon added that he tried to plead with the Crime branch officers not to harass him since he is neither concerned nor connected with any case connected with the Nadia case. He, however, submitted he has reasons to believe that he may be falsely implicated in the case which has politically motivated and may be arrested in the case considering the attitude of the Crime Branch. Former Tourism Minister Mickky Pacheco continued to elude the Crime Branch sleuths for the third day in succession even as the Goa Police said that his presence is required only for questioning in the Nadia death case. Crime Branch is investigating the death of Nadia, Pacheco’s close friend, who died almost a fortnight after consuming rat poison. Sources in the Crime Branch said that the officials continued to look out for the former minister. Goa Police spokesperson Atmaram Deshpande said that there was no further development in the case today. “We have questioned Nadia’s family members again today,” Deshpande said. Asked whether the police have sufficient evidence to implicate Pacheco in the case, Deshpande replied, “It would be known only after his questioning is completed.” “As of now we need his presence for questioning and only after the end of that we would know about Pacheco’s role in the case,” he stated. Nearly 26 years af ter the world’s worst industrial disaster left more than 15,000 dead in the Bhopal gas tragedy, former Union Carbide India Chairman Keshub Mahindra and seven others were today con-

victed and sentenced to two years imprisonment in a judgement that came under attack from civil rights activists and parties. Chief Judicial Magistrate Mohan P Tiwari held the 85year-old non-executive chairman of the Indian subsidiary of the

United States based company and seven others guilty and gave them punishment under less stringent provisions of the Indian Penal Code (IPC) for causing death by negligence. 89-year-old Warren Anderson, the then chairman of Union Carbide Corporation of USA, who lives in the United States, appeared to have gone scot free for the present as he is still an absconder and did not subject himself to trial. There was no word about him in the judgement delivered by CJM Tiwari, 23 years after trial commenced. The US-based company reacted to the judgement saying neither it nor its officials were subject to the jurisdiction of the Indian court since they were not involved in the operation of the plant, which was owned and operated by Union Carbide India Limited.

Monsoons likely to hit Goa in two days HERALD REPORTER PANJIM, JUNE 7

After a prolonged wait, finally, monsoons are likely to hit the State in the next 48 hours. The consistent pre-monsoon showers, a prelude to the south west monsoons, lashed the State this evening and continued pouring till late night. Indian Meteorological Observatory in-charge K V Singh told Herald tonight that monsoons has reached Karwar and are speedily approaching Goa. “It will arrive in Goa in 24 to 48 hours,” he said. The rains are already delayed in the State by almost five days due to Phet cyclone that originated in the Arabian sea last week hindering the progress of monsoons. IMD during the day had predicted that Goa will have to wait for at least three more days to get the south-west monsoon rainfall. “The monsoon currents have now started developing. Goa might receive rainfall on or after June 10,” Singh predicted earlier. But the prediction went wrong within few hours when monsoon started proceeding at a regular pace. Monsoon showers lashed Kerala on May 31 but the cyclone halted the monsoon current for few days. Met department has stated that due to severe cyclonic storm over the Arabian Sea, monsoon remained subdued over the Kerala

and Karnataka coasts after its onset. However, Singh said that the effect is weakening at a fast rate. “As the result of monsoon current advancement, the State has been receiving small quantity of pre-monsoon showers in various pockets,” he explained. (Continued on page 10)

All the six policemen arrested in connection with the policedrug peddling nexus case were granted bail by the Narcotics, Drug and Psychotropic Substances (NDPS) Court at Mapusa on Monday.

The six policemen Police Sub Inspector Punaji Gawas, constables Sanjay Parab, Sandip Parab, Hussein Shaikh, Ram Chandra Kanonkar and Shaish Pokle were granted conditional bail on furnishing a surety of Rs 50,000 each. The six policemen have been
