According to police records available with the Herald, Health Minister Vishwajeet Rane, for instance, has Y category security having 21 policemen guarding him against his entitlement of two PSOs (personal security officers) and one armed guard. He even has more protection than the State’s Home Minister Ravi Naik, who has only 17 policemen Naik has not exceeded his entitlement. Besides PSOs and escort officers, policemen in plain clothes are posted at his sprawling residence at Kulan in Sanquelim. Home Minister Ravi Naik has 17 policemen of which seven are head constables and 10 constables. Naik’s family was reportedly under threat from a gangster, Joe Boy, who had allegedly hired

Former Chief Minister Luizinho Faleiro and former Finance Minister and current Congress legislator Dayanand Narvekar have been allotted two head constables each whereas former Transport Minister Pandurang Madkaikar and Deputy Chairman of State Planning Board Dr Wilfred D’Souza are given one head constable and a constable each. Ex-Governor of Punjab and Administrator of Chandigarh Union Territory General (retired) S F Rodrigues has nine security personnel as against the entitlement of two PSOs and an armed guard.

Education Department circular directing schools not to detain or fail students until they reach class IX has brought glee, especially to academically weak students, it has put school administrations and teachers in a quandary for its inappropriate timing. The circular issued on May 6, but having retrospective effect implies that students who were declared failed in academic year 201011 will have to be promoted to the next class, despite results being declared. Implementation of the directive can only ensure chaos and confusion, lamented a Panjim school teacher, who preferred anonymity. “We have finished with admissions for almost all classes. Some students who failed have changed schools. Others have bought note books for
