Ahead of his strategic dialogue with the Indian leadership, President Barack Obama on Sunday made it clear that the US would not “impose” itself on Indo-Pak relations even as he said that Pakistan’s progress in fighting terrorism was not quick enough. After a hectic 26-hour stay in Mumbai, where the focus was on business and economic issues, the US leader flew in this afternoon to New Delhi where Prime Minister Manmohan Singh set aside protocol to greet him personally. During the packed morning schedule in Mumbai, a relaxed Obama and Michelle joined school children in a dance performance before he addressed a town hall interaction with students at which he fielded questions ranging from Mahatma Gandhi to why US was fighting shy of declaring Pakistan a terrorist state. Influential people scuttling Nadia probe: CB to SC HERALD REPORTER PANJIM, NOV 07

Crime Branch investigating Nadia Torrado death has refused to give details of the probe to the Supreme Court, claiming that “highly influential people in the State” were hampering the investigations. The 14-page affidavit, a copy of which is available with Herald, reads, “Disclosure of crucial facts available with the investigating agency to the interested person or the petitioner herein at this preliminary stage would hamper and destroy the evidence.” Crime Branch is investigating into the death of the 28-yearold Nadia who died after consuming ‘ratol’ paste in May 2010. Ex-tourism minister Francisco (Mickky) Pacheco and his close aide Lyndon Monteiro are accused of killing Nadia. Pacheco had resigned from the cabinet after the case against him was booked by Crime Branch. He remained absconding for over a month before surrendering to South Goa court. Subsequently, he was arrested and later released on bail. Monteiro was given interim bail by the Apex Court after his bail pleas were rejected by the Sessions Court and Bombay High Court at Goa. Election to the post of chairperson and vice-chairperson of eleven Municipal Councils (MCs) will be held this week but newly elected members of most councils have already finalised who will head the council and, the elections will be a mere formality. But it will be interesting to see how long or how early they go for a change either by resorting to no-confidence motion or arriving at an understanding wherein members agree to share the post of chairman by rotation. During last few years, most of the MCs saw new chairman at regular intervals by members working out a power sharing formula. “This formula works well for them because other ambitious members also get a chance to at the helm of affairs and there is less possibility of they bringing in no-confidence motion against the chairman,” said an MMC official. The trend has become quite popular among municipal members who pre f e r t o e n j o y power by sharing. During 2005-2010 Mormugao Municipal Council (MMC) had six different persons chairing the council whereas the post of vice-chairman was shared among eight members on rotation basis. Mapusa Municipal Council, Cuncolim Municipal Council and Margao Municipal Council followed this practice during its last term. But it appears that most councils will follow this route now.

Jose Philip quits NCP leadership HERALD REPORTER PANJIM, NOV 7

Endings days of suspense, Nationalist Congress Party State unit president Jose Philip D’Souza tendered his resignation from the post after the ugly public brawl with another party MLA Mickky Pacheco. Pacheco had claimed he was assaulted by D’Souza’s supporters while the latter charged that Pacheco was trying to poach on his supporters by distributing money prior to municipal polls. Incidentally, D’Souza’s resignation came hours before the NCP fact-finding team was to submit the report to the party high command. After the spat with Pacheco, D’Souza had said he will submit his resignation to NCP supremo Sharad Pawar in New Delhi after the municipal councils are formed. “Today, Jose Philip faxed his resignation letter to NCP supremo Sharad Pawar and also NCP leader Praful Patel,” sources in the party told Herald. After being criticised for fleecing the tourist vehicles, the State traffic police have now decided to allow only officer to the level of police inspector to fine the vehicles with non-Goa registration plates. Superintendent of Police (Traffic) Arvind Gawas said that the lower level traffic police on the street will fine the vehicles with registration plates of other States only if they are caught in blatant violation or suspicious. He said that the move to allow only senior level officer challan tourists came after traffic police have been accused of harassing tourists. In the run up to the festive season including Diwali, Christmas and New Year, the State has hoards of vehicles with Maharashtra, Andhra Pradesh, Gujarat, Karnataka and even Delhi number plates loaded with

We just issue them a warning and let go,” he added. But, if police find that same vehicle is going around with tinted glasses despite warning then they are not spared. As per rules, a vehicle’s windshield and back glass should have more than 75 per cent transparency and side can be 50 per cent transparent. Meanwhile, the traffic department has till date challaned 11,240 traffic violators through ‘notices served at their homes,’ since its beginning three years ago. The right to challan is given from police inspectors’ upto the DGP level. While, the notice is served at respective traffic violators home in two days, they are given one month’s time to pay the fine. However, if they fail, the notice branch sends the matter to the Court. As on date, 1009 cases are being tried at Court.

Army Chief General V K Singh has said India was “not sure” of China’s intentions for developing infrastructure along the borders, but a repeat of the 1962 aggression was “never” possible. Describing the regional security situation as “fragile”, Singh said Pakistan Army’s India-centric posturing and diversion of US counter-terrorism military aid against India were matters of concern. “China is doing a great

amount of infrastructure development, which it says is for locals of the area. No bones about it, no crib about it. But our problem is we are not very sure about the intentions. And when intentions change, with this capability, things can go wrong. And that is what is a matter of concern,” he said. “But, there is going to be no 1962. Never,” he said, referring to the Chinese aggression of Indian territory that year. Singh reasoned that he did not see the kind of signages of 1962 at present, as there were

no military build up or territorial claims that were witnessed just before the only time the two countries went to war. “Absolutely, with full conviction,” he said, when asked if he was confident there would be no repeat of history. “Things are better than what it was in 1962,” he said, noting that situation along the borders was peaceful “to an extent” and the stand-offs were within the known parameters governed by Confidence Building Measures, with “nothing going astray”.

Picturesque Mira Mar beach in the city may soon turn into a “No Smoking Zone” if Directorate of Health Services succeeds in its efforts. Officials said here that the department has moved a proposal to the government to declare the beach a no smoking zone. Speaking to Herald Dr Ravindra Nadkarni, Nodal officer for implementing Control of Tobacco Products Act (COTPA), said the proposal has been moved to the government as Directorate of Health Services is keen to make Mira Mar beach a smoke free area. The official said that if the proposal is accepted, smoking would be banned within the jurisdiction of Mira Mar beach except at the designated “Smoking

However, he said, the most difficult task before the department is to have flying squads in place for its proposal will not be a reality in its absence. The Central notification mandates that a flying squad should consists of Food and Drugs Administration (FDA) inspector, health officer, police officer (not below the rank of PSI) and NGO representative. The police department has expressed its inability to release

its officers even as it offered to assign constables for this job. “We have discussed this issue at steering committee meetings and we are hopeful of getting our demand met,” says Dr Nadkarni who is keen to push this proposal which will give Goa its first “smoke free area.” First and foremost such areas need to have signages and boards installed at prominent places indicating that smoking is banned in the area. “Display of signages is must in no smoking area to make people aware that it is ‘no smoking area’,” pointed out Dr Nadkarni. But it is also mandatory to provide for ‘space’ for smokers in the “no smoking zone” indicating that smoking is permitted only within that designated space and at no other area that has been earmarked as “no smoking area”.
