The Bhartiya Janata Party on Thursday demanded immediate dismissal of Goa’s Education Minister Atanasio (Babush) Monserrate and his arrest under FEMA (Foreign Exchange Management Act) in view of getting caught at the Mumbai airport last Saturday with large amount of foreign exchange and Indian currency while trying to travel to Dubai. It is a clear case of the Hawala racket as the “smuggler” minister had admitted after his detention that he had been smuggling out even larger amounts in past travels abroad and hence he did not know if it amount to any crime, BJP spokesman Prakash Javadekar told a press conference here. No call from minister, says Customs HERALD CORRESPONDENT NEW DELHI, APRIL 7
The Central Board of Excise and Customs (CBEC) has denied that any calls were received by Customs officials at Mumbai Airport from the office of any minister, in the case of Goa Education Minister Atanasio alias Babush Monserrate’s detention by Mumbai Customs last week. According to a press statement by the Press Information Bureau (PIB) of the Central government, the decision was taken entirely as per Customs rules and regulations. Investigations are still in progress and other investigative agencies have been contacted with details.

The South Goa Sessions Court on Thursday framed charges against two more accused in the sensational Margao bomb blast case. Accused Prashant Ashtekar and Prashant Juvekar were charged by the court under the Unlawful Activities Prevention Act, Explosives Substances Act, for waging a war against the State and for criminal conspiracy under the IPC. Both Ashtekar and Juvekar pleaded not guilty and will now be tried along with the four accused persons already facing trial in the bomb blast case. Special Public Prosecutor S B Faria informed that Prashant Ashtekar and Prashant Juvekar will now be tried along with accused Vinay Talekar, Vinayak Patil, Dhananjay Ashtekar and Dilip Mangaonkar by the court. Remaining three accused persons Jai Prakash alias Ana, Rudra Patil and Sarang Kulkarni are still at large. The National Investigation Agency (NIA) had charged a total of 11 accused persons, including deceased, Malgonda Patil and Yogesh Naik, for preparing the

F o r m e r deputy chief minister Dr W i l f re d d e Souza reiterated his 1990s stand that all educational institutions irrespective of their medium of instruction should be given grants. Speaking at a press conference on Thursday here Dr De Souza, said Goa, Daman & Diu Official Language Act, 1987 provides, “the government shall not, in granting aid to any educational or cultural institution, discriminate against such institution only on the ground of language.” Hence, he said the government should stop discrimination against institutions over medium of instructions. Dr De Souza who was Opposition Leader in 1990, while moving a Cut Motion in the House, had clarified his stand on medium of instruction. The Government then had taken policy decision that only Konkani and Marathi medium schools will be given grants. In his speech, Dr De Souza had pointed out that the Constitution as well as the Official Language Act permits the use of English. Moreover, Article 452 of the Constitution, all education up to the age of 14 must be free and compulsory. “The State shall endeavour to provide for free and compulsory education for all children till they complete the age of 14 years,” he stated in his speech.

Stepping up his anti-corruption campaign, Anna Hazare Thursday night brushed aside Sonia Gandhi’s appeal to him to withdraw his hunger strike as Government initiated talks on formation of a joint committee to draft an effective Lokpal Bill but there was no consensus on two crucial aspects. Government on Thursday agreed to the formation of a committee with equal representation for civil society members and government representatives. But it is said to be having reservations over how to formally notify constituting it and give its chairmanship to a private individual, which could be set-
ting a precedent. ‘I thank Sonia Gandhi for her statement (appealing to him to end the fast). Soniaji, tell the government to get the Lokpal bill enacted at the earliest,’ Hazare said in a terse reaction to Gandhi’s appeal. His address to the gathering at Jantar Mantar was received with wide approbation by his followers as his campaign received further momentum across the country. Under pressure from a surging anti-corruption campaign, Prime Minister Manmohan Singh met with his Cabinet colleague Kapil Sibal late in the night and discussed ways to find a means to resolve the situation. Sibal, who had earlier in the
day held two rounds of discussions with Hazare’s emissaries – Swami Agnivesh and Arvind Kejriwal – is understood to have discussed with Singh the ticklish issue of the demand for notifying the joint committee of civil society members and government representatives and who would head it. In the morning talks, the government agreed to the activists’ demand for constituting the committee with five members each from both the sides but there was no agreement on a formal notification to constitute it and on the demand that Hazare should head it. Another meeting between Sibal and the two emissaries are scheduled tomorrow morning.

The BJP continued to disrupt the House proceedings for the third day in succession prompting the Speaker of the Assembly Pratapsing Rane to take up the business amid unruly scenes. As the Opposition benches continued shouting slogans the Speaker started taking up the business as scheduled wherein the Goa Appropriation (No 3) Bill, 2011 for Rs 8022.19 crore was also introduced, considered and passed. Chief Minister Digambar Kamat had presented the budget for 2011-12 in the assembly on March 17.
A powerful earthquake hit northeastern Japan late Thursday, seismologists said, prompting Japanese authorities to issue a localised tsunami alert. The quake, which hit at 11.32 pm local time (1432 GMT), was initially measured at 7.4-magnitude, according to the US Geological Survey, which said it struck 66 kilometres (40 miles) east of Sendai at a shallow depth of 25.6 kilometres (15.9 miles). USGS seismologists later downgraded its strength to 7.1, and revised its depth to 49 kms. Workers battling to control the stricken Fukushima nuclear plant on Japan’s northeast coast were ordered to evacuate, plant operator Tokyo Electric Power Co said. “After the earthquake and the

Although the epicentre was at a distance of 333 kilometres (207 miles) from Tokyo, it caused buildings to shake in the Japanese capital. “Please do not hesitate to leave for higher ground, nor try to return to the coast line. Please do not try to check the status of the coastline,” broadcaster NHK said repeatedly. Its advice not to go to the coastline was supposedly addressed to fishermen worried about their boats.
