A day after the Sessions Court, Margao rejected his bail plea, the Crime Branch on Thursday arrested former tourism minister Mickky Pacheco at Hospicio at around 5.45 pm no sooner doctors gave him a discharge from the hospital in a day of dramatic developments wherein he was subjected for medical examination at the Goa Medical College and Hospital, Bambolim earlier in the day. (Related reports on Pg 3). Margao Police Station in charge, PI Santosh Desai along with a posse of policemen took the former minister’s custody after he was discharged from Hospicio’s casualty by Dr Eddie de Mello. The Margao police later took Pacheco to Panjim to hand him over to the Crime Branch, which registered a case against him under Sections 304 (culpable homicide not amounting to murder) and 201 (destruction of evidence) of Indian Penal Code.

The private bus operators today withdrew their indefinite strike called from Monday July 12 after the transport director assured a hike of Re one at every nine kilometres stage. However, the department refused to hike bus fare even by 15 paisa, as demanded by the operators today. The operators on Wednesday had said that they will continue to earn only Rs 8 at every nine kilometres stage even after hike by ten paisa. Separatists behind Kashmir violence? PTI NEW DELHI, JULY 8

Involvement of hardline separatists in engineering some of the violence in the Kashmir valley is indicated by an intercepted conversation between two of them during which they discussed killing of at least 15 people in a procession near Srinagar on Wednesday. A large procession had started in Budgam district on the outskirts of Srinagar in the evening and two senior office-bearers of the hardline Hurriyat faction led by Syed Ali Shah Geelani discussed how to utilise it to create casualties, according to the transcript of the conversation available with the Home Ministry. According to the transcript, one of the office-bearers, Ghulam Ahmed Dar, was heard telling Shabir Ahmed Wani, another office-bearer, that a procession of nearly 20,000 people had started from Magam and was going towards Budgam. Wani tells Dar, “You guys enjoy

An emotional Mickky Pacheco broke down into tears soon after his arrest and has vowed to come out clean in the Nadia Torrado death case. Pacheco profusely thanked his supporters with folded hands for standing by him, before he was led to a waiting police vehicle for his onward journey to the Crime Branch headquarters at Dona Paula. As he came out of Hospicio casualty, accompanied by Viola, soon after his discharge, the former minister finally broke his silence and clarified to the media that he will come out clean despite attempts made to frame him in the case. “I will come out clean. I did not do anything wrong. I am innocent”, he asserted. Pacheco broke down while he turned towards his supporters with folded hands to express his gratitude to them for rallying behind him. When newsmen asked whether he has been falsely

implicated in the case by the big time politicians, Pacheco shot back “you know and the whole of Goa knows who are behind the move to implicate me”. He, however, did not name any individual politician before boarding the police vehicle. Emotions ran high outside Hospicio as Pacheco’s arrest drew sharp reaction from his supporters, who thronged in large numbers to the hospital this evening after hearing of his imminent arrest. Women supporters could not control their tears as the police took him into custody, while the male supporters shouted slogans “Mickky zindabad, Mickky innocent” and conveyed message loud and clear to their leader not to worry and vowed to stand by him till the last. The students of Goa College of Pharmacy have to give in writing that they would not indulge in ragging before they start attending classes. Adhering to guidelines of University Grant Commission (UGC), the college in its recent meeting has decided to get affidavit from its students, which are to be submitted by next week. “Those who are just attending classes will have to give one affidavit while those who stay at hostel will have to give two,” a member of anti-ragging committee said. The college has already formed anti-ragging committee headed by Principal M G Pai and anti-ragging squad chaired by Dr V Yeliger. The students and their parents will have to swear-in the affidavits, which has to be submitted to the college administration. ‘Freeze’ Margao proposal stirs up hornet’s nest HERALD REPORTER MARGAO, JULY 8

Goa State Infrastructure Development Corporation (GSIDC’s) City Development Plan (CDP) proposal to “freeze” development in the city has raised a hornet’s nest in the commercial capital. The plan does not specify the area – where the plan proposes to freeze the development – nor does it clearly say how the common man will benefit from the plan in respect of reconstruction of their houses, even though the plan has mooted transfer of developmental rights to the new commercial centre proposed at the Ambaji-Davondem area. That’s not all. Most of the Councillors are completely in

the dark about the plan, even though many of them are bracing up to approve the CDP so as not to antagonize the powers that be in view of the forthcoming Municipal polls. When Herald contacted a couple of Councillors on Thursday to explain the salient features of the CDP, most of them were in the dark about the CDP. This assumes significance given that the voluminous CDP is kept open for inspection in the Civic body for the benefit of the public at large. The question of freezing development in the city –which would affect the common man in the future – appears to have not been given a thought by the City Fathers. Even though the plan is prepared by the GSIDC,

it is the nod from the Civic body that would give a stamp of approval to the CDP before its final implementation. MMC Chairperson, Savio Coutinho, who had raised queries about the plan in the past, says the City Fathers and the public are large are confused on the proposal to freeze development in the existing city. “The Plan has not specified the area and the radium

Meanwhile, a group of citizens have called upon the Margao Municipal Council and the GSIDC to hold a power point presentation for the benefit of the citizens. Pollution Board checks sewage disposal at Colva hotels HERALD REPORTER MARGAO, JULY 8

The Goa State Pollution Control Board on Thursday conducted random checking of hotels and restaurants in Colva to check the compliance of measures to contain sewage disposal into the storm water drains. Information reveals that Board officials inspected as many as 12 hotels on Thursday and found that some of the es-

tablishments are yet to either install Sewage Treatment Plants or operate them as per norms. The team warned the hotels and establishments of strict action for the failure to implement the pollution control measures. It is learnt that during inspection, one of the establishment was found to have installed a STP, but it was not in use. The team has taken water samples to ascertain the pollutants released in the water with-

out treatment. Sources said the pollution control team also visited the panchayat to find out the measures taken by the local body against the hotels and establishments violating the sewage treatment norms. Colva Civic and Consumer Forum secretary Judith Almeida informed that the team would compile the report on today’s inspection. “The Forum would again take up the issue of dis-

charge of sewage into the creek and storm water drains,” Almeida said and demanded that the authorities initiate action against the establishments not fulfilling the pollution norms. The Goa State Pollution Control Board had a month ago issued a host of directions to government agencies to prevent an epidemic in the coastal village in view of rampant discharge of sewage into the creek and other water bodies.

Even though nine months have passed since the calamity hit Talpona coast in Canacona taluka and destroyed fishermen’s gears and their houses, the affected residents continue to wait for the promised government help to bring their fishing activities back on track. It may be recalled that on October 27, last year, fishermen’s fishing gears and residential houses worth Rs 36 lakh were razed in Canacona taluka. Later, Chief Minister Digambar Kamat along with fishery officers and other administrative officers from the taluka visited the area and assured compensation to the affected residents. Now, piqued at government inaction in delivering the promised compensation, the affected families have decided to resort to hunger strike on Independ-

But this has not happened and the entire last fishing season was lost,” informed Ganpath Narayan Govekar, who also lost Rs 2.5 lakh worth fishing gear. “In these circumstances, how are we going to sustain our families consisting of our children and other dependants,” asks Govekar. “The chief minister during his visit had assured us that pending office procedures, Rs 1 lakh each would be disbursed to us from the Chief Minister’s Relief Fund, but even that has failed to reach us,” added Govekar. Incidentally, sources informed that what Kamat assured when he toured Talpona fire-razed area along with former minister

The Goa State Pollution Control Board on Thursday conducted a site inspection of the Sonsodo dump yard with officials of the Margao Municipality and representatives of the Fomento company. The inspection was carried out as the Board has received an application from the Margao Municipality seeking authorization to set up a waste treatment plant at the Sonsodo dump yard. Margao Municipal Council Chairperson Savio Coutinho and Fomento CEO Shridar Kamat were also present for the site inspection. During inspection, Pollution Control Board officials raised various questions with the Fomento CEO on the land fill site

and drainage facility. The MMC chairperson said that the drainage works should form an important component of the ongoing works at Sonsodo to control leachate. Earlier in the day, Fomento made a power point presentation on the plant and machinery that would be installed at Sonsodo to take care of the city’s waste. The company also made a presentation on the land fill site at the dumping yard. The power point presentation and the site inspection was arranged by the Pollution Control board following a request received from the Margao Municipal Council seeking authorization on behalf of Fomento to erect waste treatment plant at Sonsodo.

Tempers ran high at the meeting convened by residents of Kakumoddi-Curchorem to oppose the proposed four-lane road from Tilamol to Curchorem. Around 300 residents from Kakumoddi on Wednesday gathered near the local chapel to oppose the proposed four lane road. This was the third such meeting in Curchorem constituency in the last four days. Addressing the gathering, Babajan Fernandes said as per his calculations, presently the traffic plying on the road is only 30 vehicles per hour compared to the road capacity of 150 trips per hour. He sought to know why the government wants to widen the road by spending crores of public money. Namdev Naik alleged that

politicians from Curchorem, who are also mining transport contractors, do not want the bypass road because after the dedicated mining road is constructed, mine owners would stop giving contracts and commissions to them. Adds another speaker, Agust Barreto: “They want transport to continue through the populated areas so that they can armtwist mine owners and extract money. The locals must fight the evil unitedly. PWD has not done traffic survey before finalizing the road widening.” Adv Atrey Kakodkar explained the legal recourses available to the aggrieved people. Santan Olivera said widening means more mining traffic and more pollution leading to immense hardships to the locals. He appealed to the people to

Seven labourers may have succeeded in hoodwinking the Central Industrial Security Force (CISF) at Mormugao Port Trust (MPT) with loads of scrap on Wednesday night, but they could not escape the watchful eyes of fishermen. In a blatant security lapse by CISF at MPT, the labourers managed to escape from the port security with loads of scrap. However, vigilant fishermen from Goa Fishing Boat Owners Association (GFBOA) managed to nab five labourers red handed, but two others managed to escape. According to reports, the GFBOA office bearers detained five labourers while they were coming out of the port near Khariwado fishing jetty with scarp material after off loading

it from a barge anchored in port, while two labourers managed to escape. Later, all five detained labourers were handed over to Vasco police, who arrested them under Section 41 of CrPC. GFBOA President Simon D’Souza questioned the efficiency security of CISF. “How these labourers managed to come out from the port despite heavy security there. This is an eye opener for the port authority to asses its security arrangement,” he added. “The MPT had blamed that GFBOA fishing jetty is a security threat to the port, but GFBOA come forward in cracking such incidents,” added Pereira. jetty. It may be recalled that MPT is equipped with high resolution closed circuit cameras, enhanced security personnel and 24X7 security of the Central Industrial Security Force (CISF). MPT Deputy Chairman P C Parida, who rushed to the site to take stock of the situation, appreciated the efforts of GFBOA for detaining these labourers and urged them to work jointly with MPT. “MPT will conduct an inquiry into the entire episode, as despite such heavy security how the labourers managed to come out of port with scrap materials,” said Parida. Interestingly, the port security had come under scanner earlier during the ‘Sagar Kavach’ mock drill, as two terrorists managed to enter port under the nose of port security.

The Corporation of the City of Panaji (CCP) is likely to initiate an inquiry against its officer who released payments to Corporator Daya Karapurkar in a security contract, despite the doubts raised about the work by opposition corporators. BJP led corporators in a complaint submitted to CCP Commissioner Elvis Gomes today accused its Account and Taxation Officer (ATO) Culaso for releasing Rs 6 lakh payment to Goa Force Security owned by Karapurkar, which had bagged the security tender. “We have always been raising doubts about this security tender and as such we had requested then Commissioner Melven Vaz not to release payments to the said company,” Corporator Menino D’Cruz said. “But it has come to our notice that Rs 6 lakh has been released

by ATO,” he said. He said that the commissioner has assured them that he would conduct an inquiry in the above matter by Monday. Commissioner Gomes told Herald said that it would be unfair to accuse ATO without studying the matter. “I have sought two days time to get the details,” he said. Karapurkar has been accused for manipulating the tender documents to win security contracts for Caranzalem Park, ADC plant and market. It has been alleged that the duty hours of the security guards were altered from 12 hours a shift to mere eight hours. The BJP backed corporator had also logged a police complaint against booming security scam in CCP. Meanwhile, Culaso has also been found guilty of trying to illegally add up the name of one Goswami in the Goa State Infrastructure Development

The acquisition entails demolishing several houses, compounds, paddy fields and shops. The reduced area of plots will lead to lower FAR at the time of building new structure after present structure becomes old. Many plots would become unusable due to requirement of set-off. The present market rate in the area is Rs 3,000-5,000 per sq mtrs. The road passes through the centre of a thickly populated area of CCMC, where over 15,000 people reside. Besides, there are another 15,000 people

residing in areas of Tilamol, Sirvoi, Sonfator, Chinchnagar, Tanki, Xeldem, Kakumoddi, Hodar, Sanvordem, Cotarli, where air-borne dust flies due to wind. The chief minister in April 2010, after the death of one Satish Rivankar in the accident, had identified 12 mine owners, who transport ore on the road and had put traffic restrictions on them and had allowed aggregate 120 trips per hour. Kamat had also assured to construct separate road for the benefit of mine owners. On Sunday, about 500 affected people had convened a meeting at Bansai and had vowed to defeat the covert designs of politicians. Later on Monday, over 200 aggrieved people from Sonfator area met to oppose the four lane road.

HC seeks report on mining pollution control at Shrigao HERALD REPORTER PANJIM, JULY 8

The Bombay High Court at Goa on Thursday directed Goa State Pollution Control Board (GSPCB) to file a compliance report of its (the court’s) directions (issued on February 23, 2010) by August 31. The High Court had directed three mining companies M/s Dempo Mining Corporation Pvt Ltd, M/s Rajaram Bandekar (Shrigao) Mines and M/s Chowgule & Company Pvt Ltd, to take remedial measures in the mining affected areas of Shrigao. They were ordered to construct recharge trenches to control seepage of water into mining pits; provide adequate slope stabilization in the mining areas to minimize run-off of mining rejects to the nearby agriculture fields; and take measures for bio-remediation of silted soils. Earlier, under section 33 (A) of the Water (Prevention & Control of Pollution) Act, 1974 the Goa

State Pollution Control Board (GSPCB) had ordered the three companies to immediately implement recommendations suggested by it for containing mining pollution. They were warned that legal action as per provisions of section 33 (A) of the Act, will be initiated against them. The Act also has provision to shut down units that do not comply with the orders. The GSPCB issued directions to mining companies following a report by National Environmental Engineering Research Institute. During hearing of the case, on February 24, GSPCB had sought six months time to ensure that its recommendations were implemented. The six months period ends next month and therefore will have to file compliance report next month about the progress made by mining companies in implementing the recommendations.

Chief Minister Digamabar Kamat today refused to react to the Bharatiya Janata Party’s demand that Home Minister Ravi Naik should immediately resign from the Cabinet as his son’s name is constantly figuring in the police-drug-politicians nexus case. In an interview to an Israeli newspaper, Swedish model Lucky Farmhouse, former wife of alleged drug dealer Yaniv Benahim alias Atala, had alleged Roy Ravi Naik of having links with drug peddlers. The Israeli paper had quoted her as saying that Roy would often visit Atala at Anjuna.

Pointing to this, the BJP demanded the resignation of Ravi and a focused criminal investigation against him and his son Roy. The BJP has also sought a probe by the Central Bureau of Investigation (CBI) into the entire police-politician-drug mafia nexus, which was revealed by a Swedish model some months back. When contacted, the chief minister told Herald that he did not want to react to such baseless allegations. “I have clarified so many times that these are baseless. If there was any truth the girl (Lucky) should have come to police and

Mickky discharged from Hospicio HERALD REPORTER MARGAO, JULY 8

Former Tourism Minister Mickky Pacheco was on Thursday evening discharged by Hospicio hospital after the Goa Medical College told him to come to the OPD for a check-up after a week. Based on the GMC report and its own examination of the former minister, Hospicio doctors had no option than to give Pacheco a discharge this evening before his arrest by the police. The former tourism minister was examined by a team of doctors on Thursday noon after he was referred by Hospicio hospital for management of his hypertension and jaundice. At the GMC, he was examined by the casualty officer, followed by the urologist and then by a medicine consultant. Sources informed that after his examination, GMC doctors told Pacheco to come to the hospital OPD after a week before referring him back to Hospicio hospital. tion that he is fit for discharge. “It was only after we received the GMC report and our own examination of Pacheco by Dr Eddie De Mello, he was finally given a discharge,” a doctor said. It is learnt that Hospicio doctors gave a letter to the police this evening that Pacheco is fit for a discharge based on the GMC report. Earlier in the day, Pacheco

was taken in an ambulance to GMC for his medical examination. Hospicio doctors said the decision to refer Pacheco to GMC was taken suo moto, apparently in view of doubts raised by the Sessions Court on the medical certificates and reports while rejecting his bail application. Acting Medical Superintendent Dr P D Nasnodkar, however,

said that Hospicio referred Pacheco to the GMC as the hospital physician thought that the former minister could receive better treatment for hypertension and jaundice from the battery of senior consultants. “There was a letter from the Crime Branch to intimate the investigating agency before discharging Pacheco from the hospital. The CB wanted to know whether the patient is fit for police custody or not. Our Physician thought that these questions whether Pacheco is fit for police custody would be answered better if he was referred to the GMC, where many tests could be conducted and the patient could be attended to by the senior consultants,” Dr Nasnodkar said. Given Pacheco’s medical history since his admission on Saturday, Dr Nasnodkar said the former minister was referred to the hospital as a case of hypertension and Hepatitis. “Our investigations show his serum urine as been going up since his admission. The many tests conducted showed that Pacheco’s blood pressure is fluctuating.

The Special Court will give its order on July 27 on a petition filed by activist Kashinath Shetye seeking thorough investigation into the alleged IFFI 2004 related scam running into crores of rupees. Special Judge Nutan Sardessai today heard arguments put forth by both the parties – Kashinath Shetye and the CBI which has been investigating the case. The complaint was filed by Deputy Speaker Mauvin God-

inho in 2006 alleging multi-crore scam in IFFI related works, against Leader of Opposition Manohar Parrikar and others. Parrikar who was chief minister in 2004 was also chairman of the Goa State Infrastructure Development Corporation (GSIDC). Major infrastructure development for holding first the IFFI in Goa was executed through GSIDC.

The contention of the petitioner is that members of the core committee who were part of the decision making body were not investigated. However, CBI has maintained that core committee members have been questioned. He had also alleged that the firm Bharat Construction which was owned by a wife of top politician had been awarded IFFI contracts. The politician was member

of the core committee. The Special Public Prosecutor S R Rivonkar appearing on behalf of CBI however told the Court today that the work was subcontracted to the firm by main contractor which was selected by GSIDC and the core committee had nothing to do with awarding work to Bharat construction. The core committee was a policy making body.

Clarification on bus fares PANJIM: The government has clarified that stage carriages and city buses plying within the State will charge Rs 5 for first 1-3 kilometres and for every subsequent

kilometre or part thereof 55 paise will be charged. The corrigendum in this regard will be issued soon, says a government press note.

Environment Day held at Pilar PANJIM(HND): Environmental Day was celebrated at Fr Agnel High School, Pilar, in a meaningful manner by maintaining the theme ‘trees are the breathing lungs of our earth’ and ‘grow trees and treat garbage’. The students of Class VI enlightened the students on the importance of trees and how its logging leads to global warming, climatic change and erratic rainfall. This was beautifully depicted by the boys representing the green swaying trees and with the recitation of a poem on trees, which was followed by a skit, in which the students demonstrated how garbage is created and the ways in which it can be segregated and treated. A tree plantation drive was then held in which the Principal Rev Fr Andrew Silveira planted the first tree in the presence of the School Environment Cell and the school leaders. The programme was well-attended by the students, parents and the PTA members. The resource persons for the session were Pratibha Pradhan and Reena Sequeira, lecturers of Fr Agnel Higher Secondary, Pilar. Pratibha Pradhan explicitly explained to the gathering the ‘hazards of garbage’ with very practical solutions for its disposal. Chief Minister Digambar Kamat said the government has prepared a new scheme entitled ‘Sanjeevani’ to allocate grants to old age homes in the State. The scheme will be implemented through the Social Welfare Department and a budgetary provision of Rs 1 crore has been made for the same. The chief minister was speaking as a chief guest after inaugurating the 22nd Batch of Home Nursing at Sanjeevan, a society for youth development at Nagueshi- Ponda on Thursday. Under the Sanjeevani Scheme, annually Rs 5.93 lakh will be given to each old age home to meet expenses towards staff honorarium, food for the inmates, building rent, health care, doctors and medicine expenses, recreation like books, magazines, newspapers, games, besides electricity, water telephone charges and one time grant for utensils, furniture and purchase of television. Newly elected Kurdi Wadem Sarpanch Josephine Fernandes has assured development of all wards in the village without discriminating any ward. Speaking to Herald, Fernandes claimed to have been elated on securing a second term in the seven-member panchayat despite steep opposition and efforts made by one panchayat member to see her get defeated from the post even at the last minute. Fernandes, who earlier held the post of sarpanch for two years, informed that whatever works that were proposed by her during her tenure and which are left incomplete as of date would be completed with due help and co-operation from other members. The major projects which Fernandes intends to undertake includes maintenance and reconstruction of internal roads in the panchayat area which are in bad shape and construction of spacious panchayat building. The proposal and estimate for the construction of the panchayat building already stands forwarded to the concerned government agencies during her earlier term, but was held up since the new sarpanch took over a year back. In the meantime, Fernandes has brushed aside the allegation made by one of the panchayat member casting allegations against panchayat member Kushta Gaonkar who was due to get elected to the post of sarpanch but made way for Fernandes to get elected for the second time. While allegations are made that Gaonkar was paid huge sum of money by Fernandes to forego the post, Fernandes claimed that no truth lies in the allegations. “It is only out of frustration that the concerned panchayat member is casting allegations against Gaonkar,” added Fernandes.

Sweet water fish ‘missing’ from Sanguemkars menu HERALD CORRESPONDENT SANGUEM, JULY 8

By now, villagers in hinterland areas of Sanguem taluka should have been savouring sweet water fish, but this monsoon season has left them a disappointed lot so far. It may be recalled that every year after the arrival of monsoon, the rivulets and the springs passing through the villages and paddy fields would begin to flow by June end. However, this year even after the State having received adequate rainfall since the onset of monsoon, most rivulets and springs in the villages are yet to flow and this has left the villagers who would go for fishing during night armed with kerosene-run lamps without sweet water fish as of date. It is to be noted that after the onset of monsoon, sweet water fish from nearby rivers would come to the springs and rivulets to lay eggs before returning to the river. It is during this time that the locals equipped with kerosene-run lamps and traditional sword used to kill big fish lay in wait to trap the fish which would come to lay eggs. Normally across one big rivulet, one could see a line of locals waiting to catch the fish with the most-waited place being the rivulets forming tributaries to the backwaters to Selaulim Reservoir, where a lot of fish would come for breeding during fag end of June or first week of July. What surprises one the most is that despite enough rain, no major rivulet or spring has begun to flow in most parts of Sanguem taluka, thereby denying the locals the taste of the sweet water fish and fish eggs. Locals in remote villages claimed that even otherwise the availability of fish in the rivers has dwindled over the years and one does not get to see much fish in the local river as they used to see during earlier times. “The availability of local crabs is also reduced considerably,” claimed Ramchandra Gaonkar of Bhati. Opined Vinay Gaokar of Kalay Sanguem: “While no specific reason is cited by the locals over the steep decline in the availability of sweet water fish, a study to this effect would be of great help as with the passage of time some species of fresh water fish may begin to disappear.”

Plaint filed with PMC over stage construction HERALD CORRESPONDENT QUEPEM, JULY 8

A resident of Sirvoi-Quepem has filed a complaint against one contractor for constructing a stage in his property at Sirvoi. Speaking to Herald, one of the co-owners of the property, Vikas Vasu Bene, said the contractor constructed a stage in his property at Sirvoi-Quepem in March 2010, which was inaugurated by a councilor. “Since the contractor did not take consent from me at the time of construction of the stage, I filed a complaint with Quepem Municipal Council (QMC) to initiate action against the work,” stated Bene. “The QMC on April 30 forwarded the complaint to PWD to verify whether the PWD has undertaken the construction. The PWD in turn in a letter dated June 10 informed QMC and me that they had not executed the work,” he said. “The QMC officials also denied that they had executed the work. However, some councilors challenged me to stop the project,” alleged Bene. As both PWD and QMC have denied execution of the work, the property owner on June 28 filed a complaint with QMC to initiate action against the contractor, who had executed the work.

BJP’s Shiroda MLA Mahadev Naik has demanded an enquiry into the alleged bogus entry of names in the electoral roll of Shiroda constituency. “In every ward, there are at least five to six bogus names of persons who either have electoral cards in other states or in other constituencies,” claimed Naik. In a complaint to Ponda Mamlatdar, Naik has requested to conduct thorough investigation and verify the addresses. “In each part of Shiroda constituency, there are at least 5 to 10 bogus entries. Names of people who have shifted to other constituencies have also been included. Even the names of labourers from other states feature in the list,” added Naik. At the time when government invites more and more farmers to take up paddy cultivations by increasing support price from Rs 5 to Rs 7 per kg, an increase in VAT by 1% and withdrawal of subsidy on fertilizers seems to have demoralized farmers in Canacona taluka. If agriculture sources are to be believed, increase in VAT from 4% to 5% since the last year has instead increased cost of fertilizers ranging between Rs 25 and Rs 40 for 50-kg bag. Government’s subsidy which was earlier eligible to all the farmers is now limited to only ST farmers, who according to Canacona Agriculture office sources gets 70% subsidy on the cost of fertilizers for the use of their paddy fields. Presently, three brands of fertilizers, Urea, Samarth and Sampathi, manufactured by Zuari Agro Chemicals are available in the market. Judicial Magistrate First Class of Mapusa E Court has sentenced a resident from Khorlim on charges of a bounced cheque. According to Mapusa police, a person from Panjim filed a case against Oscar Vaz under Section 138 of Negotiable Instruments Act towards a bounced cheque issued to him. Accordingly, the Court issued a warrant to the accused to be present in Mapusa Court. The accused along with his advocate went to the Court on Tuesday to request the Court to cancel the warrant. The JMFC agreed to cancel the warrant provided the accused gave a surety. Since the accused failed to give any surety, the JMFC was in the process of typing the order to send the accused to judicial custody when Vaz went out from the court. The JMFC then filed a police complaint and the accused was nabbed on Wednesday at 2 am from his Khorlim residence. He was arrested, produced in Court and later sent to seven days judicial custody.

Scotching speculation about seeking additional ministerial berths for NCP, Sharad Pawar today said he had asked the Prime Minister to reduce the number of his existing portfolios to focus on strengthening his party. Pawar, who had fuelled speculation of a Cabinet reshuffle after he asked the Prime Minister to 'reduce his burden', dismissed suggestion that he had sought ministerial berths for his MP daughter Supriya Sule and other party leaders. There is talk of Prime Minister Manmohan Singh effecting changes in the Council of Ministers before the Monsoon session of Parliament commences on July 26. "I haven't demanded any additional berths," the Agriculture Minister said in an informal interaction with media here last night after being felicitated on being elected International Cricket Council(ICC) president. Pawar, who has been entrusted with agriculture, food and civil supplies, consumer affairs and public distribution, said

he had asked for a reduction in his portfolios as he wanted to focus on strengthening his party's base. "There are some districts in Maharashtra where I have not been able to visit in a couple of years. I want to go and meet people and interact with the youth," Pawar said. "Given the strength of my party in Parliament, I can't ask for additional ministerial berths," Pawar said. To a query, he denied that NCP had demanded that Civil Aviation Minister Praful Patel be elevated to Cabinet rank. Pawar also rubbished reports that Chagan Bhujbal would be inducted in the Union ministry so that his nephew Ajit could be the new deputy CM.

No change in Centre's position on Belgaum PTI NEW DELHI, JULY 8

The Centre's stand in the Supreme Court on the Belgaum issue has been consistent and there has been no change in its position, official sources said today. The written statement in the main suit filed by Maharashtra demanding transfer of Belgaum from Karnataka to Maharashtra was filed in November 2006. "There is no change in the position of the Central government and that the suit may be disposed of 'in accordance with the proved facts of the case and in accordance with the law'," the sources said. In an affidavit filed in the Supreme Court yesterday, the Centre said that Belgaum district in Karnataka cannot be ceded to Maharashtra merely because it has a large chunk of Marathispeaking people. The Centre pointed out that reorganisation of states was carried out in 1956 and 1960 on the basis of various criteria and

language was only one of them and not the sole factor. It urged the court to dismiss Maharashtra's claim on the ground that there was no justification for the demand. In March 2004, Maharashtra challenged in the Supreme Court the validity of certain provisions of the States Reorganisation Act and sought a direction from the Supreme Court for inclusion of certain Marathi speaking areas in Karnataka. The Central government filed a written statement in the Supreme Court opposing the prayers in the Maharashtra's plaint. "It is stated that the suit may be disposed of by this honourable court in accordance with the proved facts of the case and in accordance with the law," sources said. In February 2009, Maharashtra filed an interim application in the main suit reiterating its contentions in the earlier main suit and sought to urge additional grounds and reasons in support of the prayers.

A Bihar court today issued a non-bailable arrest warrant against former Union Minister Md Taslimuddin on the charge of wrongfully confining a havildar. Chief Judicial Magistrate Sanjay Kumar Upadhyay ordered issuance of the non-bailable warrant against Taslimuddin, who had recently quit RJD to join the JD(U).

He was booked under sections 323 (voluntary causing hurt), 340 (wrongful confinement) and 353 (criminal force to deter a public servant to discharge his responsibility) of Indian Penal Code. Taslimuddin, who was a Union Minister of State in the RJD government, was allegedly involved in a scuffle and had wrongfully confined a havildar when he had tried to prevent his convoy of vehicles from passing through a damaged bridge near Tarabari in Kishanganj, over which movement of traffic was banned, in early 2009. At least six cases are pending against Taslimuddin, under charges of attempt to murder, assault of public servant, extortion, forgery and defamation in courts in Araria and Kishengunj.

A massive combing operation was launched today to trace a police officer allegedly abducted by Maoists in Orissa's Keonjhar district as normal life remained disrupted in some parts of the state, second day of the twoday Bharat bandh called by the rebels. SOG and police personnel conducted combing in Daitari area in Keonjhar district where heavily armed Maoists had attacked the police station and a forest office last night and were feared to have abducted Assistant Sub-Inspector (ASI) Umesh Chandra Marandi, police said. Marandi, missing since the attack by about 80 heavily armed ultras on the first day of their strike to protest the death of a top rebel leader, was yet to be traced, they said. The bandh continued to disrupt road communication and business activities in some areas as Government bus service was suspended in Maoist-hit districts

Barring the ultra attack in the mining area of Daitari, no untoward incident was reported from any other part of the state where the situation remained peaceful, a senior police officer said.

he All Goa Private Bus Owners’ Association has chosen to justify its demand for a fare hike of at least 20 paise per kilometre in a most innovative manner. The bus owners have decided to tell the public exactly how much they pay in bribes to government officials. Bus Owners’ Association General Secretary Sudip Tamankar told the media that private bus operators in the state today have to pay nearly Rs1 lakh per bus per year as bribes to officers in the Transport Department and the Traffic Police. He said these bribe were shared, and percolate up to the level of Assistant Director of Transport (ADT), apart from reaching the Minister of Transport! A bribe, he said, has to be paid “at every stage of operation”. ADTs and the Minister, he said, pocket almost 80 per cent of the bribe amounts, while the remaining 20 per cent is shared in the department. He confessed that it is not just the increase in the price of diesel but the high cost of such harassment by transport officials that is forcing private bus operators to put a greater burden on the public in the form of an increase in ticket prices. Bus operators say that the amount paid as bribes goes up to as much as Rs80,000 for a fresh bus permit. They gave a virtual ‘price list’ of graft by the department: While the official fee for registration of a new bus is Rs2,000, bus operators have to pay Rs5,000. The fee for renewal of a permit is Rs300, but they pay Rs5,000. Transfer of permit (Fee: Rs300) costs Rs7,000. Issuing of the time schedule (officially, no charge) costs Rs5,000. And so on and so forth… The amounts are well documented. Mr Tamankar actually gave names of officers who demanded huge bribes to pass on to the minister, non-payment of which has led to denial of a stage carriage permit for his bus. He said bus owners had not exposed this earlier, because the association’s previous leaders decided to tolerate the corruption in the interest of getting their work done. The present committee has decided that enough is enough, he said. Much as we may dislike them for the way they run their buses, the bus owners must be congratulated for taking a huge risk to bring this corruption out in the open. It takes immense courage to do that when one’s livelihood itself is at stake, and it is the government’s duty to give them the protection accorded to whistleblowers by law. In response to the allegations, Transport Director Arun Desai apparently said that they should go to the Anti-Corruption Bureau (ACB) or the Vigilance Department with their complaints against corruption. What is the point in going to the media with such complaints, he asked. It must be noted here that not a single allegation of corruption has been made against Mr Desai, though several appear to have been levelled against his boss, the Minister of Transport. Technically, Mr Desai is right. He is telling the bus owners to go by the rules. But the point is, if things in the department went by the rules, the bus owners would not have to pay any bribes at all in the first place. It is because no rules are followed in the department, and the only criterion for getting anything done is cash, that this whole issue has blown up. In such circumstances, it is perfectly understandable that whistleblowers want the protection that comes from media exposure. It is now for Chief Minister Digambar Kamat to institute an inquiry into these charges and put an end to the corruption in the Transport Department. Surely he does not want his government to get a reputation for supporting corrupt ministers and officials?

f you haven’t noticed it yet, Goa is struggling to extricate herself from the complex, strangulating and confusing spider’s web she finds herself enmeshed in. What that? Let me deconstruct and explain. Goa is presently in a relentless tug-of-war between two fiercely opposing forces. On one side is the force of the self-serving and powerful, and on the other the good but powerless. The self-serving and powerful include those who are hell bent on ripping open the bowels of our earth, engage in a race-to-the-death exercise of mining and building, and showcase this devastation as some kind of mirage of economic growth (nice to see that the recent ‘Bharat Bandh’ is a resounding slap in the face of the Manmohan Singh government that is responsible for this economic vandalism in the country). Their lobbyists are embedded in all political parties, oil their machines regularly and influence every policy that benefits them and only them – the rest of Goa be damned. All our principal political parties – the Congress, the Nationalist Congress Party (NCP) and the Bharatiya Janata Party (BJP) – are servile supplicants to these powerful economic forces, if only to keep themselves in power. Dirty money pays for dirty politics, which helps them make more dirty money, which pays for more dirty politics... You get the all-embracing drift. So witness how the Congress in Goa, AP and Maharashtra must lie prostrate before the money bags. The BJP, comically, is held hostage by the illegal mining lobby in Karnataka. Even the suave Naveen Patnaik is held to ransom by the Poscos of the world. The intricate pattern is the same all over. All dyed in the same soot. At an individual level, I have met politicians of all these parties in Goa. Privately, they swear at and curse all the slime balls who hold them at gunpoint. Perhaps many of them may love to implement the ‘Goa Agenda’. But the moolah has to come in, and the moneylender is menacingly at the door. Frankly, for them, there is just no way out. The people of Goa, naturally, gravitate to this

Let us continue the hair splitting between the ‘We love Goa’ types with all the gusto and gale force that Goans are famous for. Vive la Goa!

ndians thrive on acronyms, but understanding newspaper headlines such as: “PWD RTA Minister chided the BDO for shabby treatment of NREG card holders,” presents a challenge. Market rules society. The popularity of a newspaper appears to be directly proportional to the number of acronyms employed. As a Goan, I browsed the net in search of Konkani equivalents of some acronyms and drew a complete blank; none of the illustrious Konkani scholars promoting conferences at the KA (Kala Academy) have dedicated a single second to this topic. I make this humble contribution hoping that the process of developing Konkani acronyms can be kick-started. Everyone knows that ‘Chief Minister’ is abbreviated as CM, but this acronym has 217 other meanings, including ‘Cookie Monster’ and ‘Checkmate’. Since the CM has successfully outfoxed diverse contenders to his throne, and with fond childhood memories of a story about a fox that ate ‘kanntans’ and ‘chunnas’ and disposed of the seeds after wiping them to its posterior, I propose the Konkani equivalent of ‘Colo Mama’. It is common knowledge that PWD and RTA are acronyms for the lucrative Public Works Department and the Road & Transport Agency. I found 29 meanings for the former, from ‘Prevailing Wage Determination’ to ‘Palm Wine Drinker’. Quota in hospitals P K Pal, Panjim Politicians always enjoy certain privileges. A special quota is kept for them in buses and trains, even though they do not normally travel by bus or train. This is normally used by their relatives or friends, at the politician’s recommendation. There is now a need to reserve some beds in general wards, some in special wards and a few in ICUs in all hospitals. No sooner does a politician come to know about an impending arrest, (s)he is sure to get high blood pressure, suffer chest pain, uneasiness, profuse sweating and all medically known and unknown symptoms that compel his or her immediate admission to hospital. This has happened not only to Mickky Pacheco, but also to Somnath Zuwarkar, Dayanand Narvekar, Mauvin Godinho, etc., in the past. The cunning illness waits for the last moment and strikes only when the cops come to make the arrest or the accused finally surrenders. Since politicians are a privileged class in India, undoubtedly they require reserved accommodation in hospitals, at least till they get bail.

Critical Mass Jonathan Pereira, Navelim Rocky Dias’ letter ‘Children’s Mass’ (Herald, 7 July), wants the language of the Mass to be the medium of instruction of the school. It is really heartbreaking to see the indifference of the society to our mother tongue, Konkani. In Mumbai, maybe, a Mass in English is preferable to one in Marathi. But most people living in Goa, including successful people who usually speak only English at home, prefer Mass in Konkani. The English Mass is mostly beyond the reach of children, considering the level of English in Goa (no offence, let’s be frank). It is high time the Goa government thought about maintaining the image of the state, and not only helping bureaucrats fill their pockets with the hard earned money of foreign tourists and NRIs.

Unfortunately this group is further divided into two opposing camps – into what I call the erstwhile United Goans (UG) thinking group and the erstwhile Maharashtrawadi Gomantak (MG) thinking group. Divided on the fault lines of religion and caste and language and script, the yawning chasm between these two groups prevents them from coming together to mount an all-out assault on the first force. So even if this group is right and good and sensible, they are inherently powerless because they can’t dictate an economic agenda to the current batch of our politicians. And therein lies the tale.

Nowhere in the annals of medicine is a patient kept in the Intensive Care Unit (ICU) for a slight increase in his blood pressure (BP) or a mild rise in his liver enzymes (also grandly called ‘jaundice’), as it happens in Goa, and occasionally in the rest of India. I must admit that during my tenure at GMC, even we were cowards enough to be sometimes arm-twisted to provide sanctuary to politicians in power on the bail run. We ran the risk of losing our jobs or being shunted to postings in remote areas if we didn’t. Mercifully, the courts were far more lenient then. The good news is that a mild rise in BP or ‘Jaundice’ in no way affects your libido and you can merrily continue on your risqué rampage. However, it does render us in the medical fraternity and the law enforcers completely and shamefully impotent. I do earnestly hope the judiciary takes a dim view of this miserable charade being played out in Goa.

I recall with nostalgia the onset of the monsoon in Goa; our eagerness to get drenched with the thick drops of the first rains, the heady smell of wet earth, and our wonder to witness on occasion, sunshine at the same time as rain, a phenomenon called ‘makddanchem login’ or monkey’s wedding. Members of Goa’s Legislative Assembly or MLAs (68 meanings, including ‘Market Level Adjustments’), who are constantly denigrated yet faithfully re-elected, are masters at simultaneously being rain and sunshine, effortlessly adopting opposing philosophies of two or more parties, seamlessly hopping parties (political parties, of course), and swiftly changing

RTO inspector posts are rumoured to be sold for upwards of Rs25 lakh. Goans should support the bus operators and help them get rid of corruption. Bus operators pay bribes to get old and shabby vehicles passed in the ‘Annual Fitness Test’. This compromises the safety of commuters. Is it not more important for the bus operators to spend money on keeping their vehicles properly roadworthy, rather than paying bribes to Transport Department officials? Director of Transport Arun Desai has asked for proof of corruption, and the private bus operators must not fail him. I request bus operators to keep up the fight against corrupt officials and, if possible, to use the latest electronic devices to record conversations with corrupt officials.

Shifting of casinos Stephen Dias, Dona Paula The Bombay High Court at Goa on Tuesday asked casino operators to submit suggestions to the Captain of Ports (CoP) about possible alternate locations for their floating casinos, because their casino ships pose a serious navigational hazard in the Mandovi River. Since everybody knows that these casinos pose a serious navigational hazard, citizens should request for court orders to shift them immediately to a safer locations, possibly in the outer anchorage and away from the river channel, instead of waiting for the CoP’s suggestions.

The article says, ‘In the previous week too, prices of primary food articles had risen 14 per cent…’ On 5 July 2010, we sat through a Bharat Bandh called in protest against inflation. Last week the fuel prices were raised, and that broke the camel’s back. Nothing has changed; the same rascals are in the treasury benches. UPA-1 has just become UPA-2. The loot goes on. Enron loot was Rs30,000

allegiance to the highest bidder, all in the name of the ‘aam admi’. I believe that an appropriate equivalent for Goa’s MLAs could be ‘Makddanchea Lognanche Admi’. Non-governmental organisations or NGOs are potential shining stars, but only sporadically successful in Goa, and seem to follow a confused strategy. Therefore I propose the Konkani acronym ‘Noketram Guspotat Ontrolar’. In view of Herald’s word count restrictions I am compelled to close this article, but not before addressing the scholastic world. HSSC – the Higher Secondary School Certificate – is a key milestone. I found only eight meanings, including ‘High Street Supply Chain’, without any specific reference to drug supply, though. This acronym brought back childhood memories of a gentleman in Calangute who used to don the garb of a friar and claimed to be Saint Anthony. It was related that in a fit of folly he had boiled his children, assuring that they would come to no harm because of his supernatural powers, but unsuccessfully. He was clearly a visionary, because what he had to say with the acronym HSSC to anyone willing to listen, aptly describes the state of affairs in Goa today from a political, legal, moral, ethical and just-about-every-other point of view: ‘Hea Sounsarant Soglem Cui’. Ironically, club football, so important in raising the standard of the game world-wide, has begun to take its toll. The astronomical salaries doled out to club players are the culprit. Players are not willing to take undue risks on national duty, which may render them hors de combat and put an end to their career earnings. There must be a cap on individual earnings. The capital saved should be contributed to the national organisation, to be paid as high salaries to players doing national duty. That way, they will once again begin to play for national pride.

There was only one Goan in the team. There was no such motivation for the Goa U-19, which got knocked out of the nationals. However, GFA officials came up with some good excuses. Youth leagues are an accurate indication of the GFA’s performance. Karnataka’s performance showed they have sound development in place. Coca-Cola and Budweiser sponsorships are for increasing their sales and avoiding closure of their plants (like in Kerala), not for developing football. That is GFA’S job: they need their own vision, not to follow someone else’s.

Paths of Wisdom Will They, Then, Not Believe? By Samir Khan “Did the unrighteous (in the teaching of the Prophet) not realise that heaven and earth were one solid mass, then We tore them apart, and We made every living thing of water? Will they, then, not believe (that We created all this)? And We placed firm mountains on earth lest it should sway with them, and We made wide paths in them that they may find their way.” (Al-Qur’an – 21:30-31) These verses of the Holy Qur’an remind us of how Allah the Almighty tore one solid mass apart to create this beautiful universe and how dexterously He established a perfect balance on the earth. The verse 21:30-31 suggests that this universe was initially one huge mass which was later separated into different parts so that the earth and other heavenly bodies were given shape as separate entities. The expression “We made every living thing of water” shows that Allah not only made water a means of life, but also its very basis from which He caused all life to originate in and from. The same point is made in the verse: 24:45, where the Qur’an says: “And God has created every living being from water.” The verse 21:31 in conjunction with the verse 16:15 avers that Allah placed firm mountains on earth to keep the earth in a stable position. It also asserts that Allah placed passes between mountains and also made it possible to traverse mountainous regions and journey from one territory to another along rivers. These mountain passes are intended to help find ways to traverse the earth. It also means that by observing the wisdom and dexterity of the well-ordered arrangement of things that sufficiently minister to man’s needs, people will be able to find their way to the ultimate truth.

External Affairs Minister S M Krishna today said one should not pre-judge the outcome of the new initiative for talks between India and Pakistan as these were primarily aimed at reducing the "trust deficit" between the two neighbours. "Let us not pre-judge the outcome. An initiative has been taken by Pakistan Prime Minister Yousuf Raza Gilani and PM Manmohan Singh. This is primarily to reduce the trust deficit. This is a confidence building measure," Krishna told reporters. He said this in reply to a question on whether the Sir Creek issue would figure in the IndoPak talks. He was speaking on the sidelines of the All India Annual Conference for Haj.

Fifteen people perished in floods triggered by heavy rains in Punjab and Haryana even as a fresh breach occurred in Satluj Yamuna Link at Udhar Singh village in Kuruskhetra submerging several adjoining areas. About 15 people, including two children, have lost their lives in flood-hit Kurukshetra, Ambala, Patiala and Ludhiana in the past two days. Among the dead are six each from Patiala and Ambala, two from Kurukshetra and one belong to Ludhiana. Meanwhile, about 20-feet fresh breach had occurred in SYL at Udhar Singh village in Kuruskhetra, worst hit due to torrential rains, inundating several villages in deep waters. A heavy downpour has also started in the district which will worsen the situation further, officials said. While, normal life, including movement of rail and road traffic, has been restored in parts of Punjab and Haryana with relief and rescue operations going on war footing in flood ravaged parts of Kurukshetra, Ambala, Patiala, Ludhiana and Sangrur. Due to breaches in Ghaggar river at two places in Sangrur and Patiala, nearly 50 villages were cut off in Dakala area and had been marooned under knee deep waters, they said.

A fresh chargesheet filed by the US Department of Justice in a terror case shows that AlQaeda is still running terrorist training camps in Pakistan. The Justice Department pointed to this while stating that the plot to bomb New York's subway system, uncovered in September 2009, was directed by senior Al-Qaeda leadership in Pakistan. It also said the leadership plotted to use western operatives to attack targets in Britain.

The eleven-page chargesheet, which was filed in a New York federal court, said that five of the accused had received training from alQaeda in Waziristan in 2008 and early 2009. US prosecutors have accused al-Qaeda leadership of directing the accused to attack the New York subway system last year. The Department of Justice unsealed charges against the five alleged members of alQaeda, including Adnan Shukrijumah whose name is on the FBI's list of most-wanted ter-

One of the largest hoards of Roman coins ever found in Britain has been unearthed in a field in Somerset by a metal detector enthusiast. The stash of some 52,000 coins dating from the third century AD was discovered buried in a large jar close to the picturesque town of Frome. Dave Crisp from Wiltshire, who found the hoard, said he hit the jackpot after his detector gave “a funny signal”. “I put my hand in, pulled out a bit of clay and there was a little Radial, a little bronze Roman coin. Very, very small, about the

size of my fingernail,” he told BBC radio. Since its discovery in April, experts from the British Museum have examining the find and local archaeologists have been excavating the site. Archaeologists believe the coins were probably intended as some kind of votive offering to the gods.

The coins are estimated to represent the equivalent of four years' pay for a legionary soldier. Because the find is a hoard, it is likely to be declared treasure trove, allowing the local museum to acquire it for the benefit of the nation at market value. The money paid will be shared by the finder and the owner of the land.

Market leader Bharti Airtel today termed as "lopsided" the report of telecom regulator TRAI on spectrum charges, saying it was not liable for "one time charges" for the frequency beyond 6.2 Mhz. Demanding a level playing field for the old operators, Bharti group chief Sunil Mittal told PTI "our view is that the spectrum given to us and other operators from time to time is under a policy and there is no question of any additional payment for this. " TRAI has suggested that the operators be charged onetime payment for holding extra spectrum beyond the contractual limit of 6.2 Mhz and the same may be linked to the price of 3G spectrum for which auction was held recently. Bharti, he said, has been paying extra spectrum charges on the additional spectrum for years now and there is no rationale for one-time charge for

any spectrum held by the firm. Asked if he would take up the issue with Prime Minister Manmohan Singh, he said "we have written to the regulator and the (Telecom) Minister. We have also seen the reports that the issue might be referred to an Empowered Group of Ministers. "I am very hopeful that justice will be done." Mittal also slammed the regulator for suggesting that the operators must buy 2G spectrum at new price for their next licence period of 20 years as and when their old licences come up for renewal. Mahindra & Mahindra today said it will launch a micro-hybrid version of its latest multipurpose vehicle Xylo before the year-end, while it gears up to roll out two electric cars from the Reva stable by the end of 2011. Micro-hybrid is a technology that helps a vehicle switch off the engine automatically while lying idle and restarts on pressing the accelerator, without having to switch on the engine again. This option is already available to its flagship SUV Scorpio and Bolero MaxiTruck. "We plan to launch the Xylo micro-hybrid before the end of the year," M&M president--automotive and farm equipment Pawan Goenka told reporters here. He said already there are about 50,000 micro-hybrid vehicles from the M&M stable plying on the roads now. Asked about the roadmap for its newly acquired electric car maker Reva, he said the company is eyeing the commercial launch of Reva NXR and NXG by the fourth quarter of 2011. "A lot of work is going on at the moment and the launch of the new Reva NXR and NXG should be by Q4 of 2011," he said. In May, M&M had acquired 55.2 percent stake in Reva Electric Car Co by a combination of equity purchase from its promoters and a fund infusion of over Rs 45-crore in the Bangalore based company. The Bombay Stock Exchange’s 30-share bellwether ended the session at 17,651.73, up by 180.70 points or 1.03 per cent. The International Monetary Fund raised the growth forecast for the Indian economy on robust corporate earnings, among other things. The National Stock Exchange’s wide-based Nifty-50 closed 1.06 per cent higher, at 5,296.85 points. Taking cues from an overnight rally in the US market, the Sensex opened on a strong note and never looked back. During the trade, it touched a high of 17,728.37.

The International Monetary Fund today raised India''s growth forecast for 2010 to 9.5 per cent, stating that favourable financing conditions and robust corporate profits will accelerate economic expansion. The multilateral lender hiked its growth projection from the earlier estimate of 8.8 per cent it made in April. "In India, growth is expected to accelerate to about 9.5 per cent in 2010, as robust corporate profits and favourable financing conditions fuel investment, and then to settle to 8.5 per cent in 2011," the IMF said in an update of its World Economic Outlook. Goal-line technology is back on the agenda after FIFA revealed this World Cup is set to be the last tournament under the existing refereeing system. FIFA general secretary, Jerome Valcke told the BBC that TV replays showing Frank Lampard scoring a goal against Germany was a "bad day" for organisers. And, Valcke suggested changes will be made before the 2014 World Cup. "We're talking about a goal not seen by the referee which is why we are talking about new technology," said Valcke. Suspended Indian Premier League Commissioner, Lalit Modi today moved the Bombay High Court against BCCI's decision to suspend him and prayed for quashing of the disciplinary proceedings of the board against him. In his petition, moved through his constituted attorney, Mehmood Abdi, Modi also prayed that the Court appoint a mutually acceptable and independent person or panel to consider his replies to the three show-cause notices issued to him by the board alleging various irregularities in the conduct

of the T20 League. The suspension order was issued to Modi by the BCCI on April 25 following which he was slapped show-cause notices on April 26, May 6 and May 31. Modi has prayed for recall and withdrawal of the suspension order and further proceedings on the three notices. The suspended IPL Commissioner also prayed for restraint on BCCI from taking any further steps in pursuance of the three show-cause notices and from proceeding further with the hearing of the three-member Disciplinary Committee. The three members of the disciplinary panel reconstituted by BCCI through a Special General Meeting on July 3 are Chirayu Amin, the IPL's Interim Chairman, Arun Jaitley and Jyotiraditya Scindia. Modi has also challenged SGM's ratification of BCCI secretary N Srinivasan's decision to refer his matter to the Disciplinary Committee and has termed the action of the board in this regard as malafide, illegal, perverse, un-

constitutional and liable to be quashed and set aside. "I've said before that the objective of 2010 was to regularly score points and I think we're meeting that objective," Mallya said. Mallya's sentiments found echo in Sutil who said in tracks more conducive to his car, he can do even better than his sixth place finish in Valencia. "Sixth position in the end was very good for us and really a reflection of where we are in the field now. There are some tracks where we might even be a bit higher up but we are right there close to the front and anything from third to sixth is always a possibility," Sutil said. Talking about Sunday's race, Sutil said, "We have some new developments, I would say a very similar step to Valencia, around the front wing and floor. As we saw last year, every update we put on - whether large or small - does move us forward so I think it will put us in a similar position to Valencia, top 10, higher if we can.”

Arangetram – Young Talent The Zing of the Indonesian Zest take Centre Stage Want to delve into some precious culinary secrets from Indonesia to have your taste buds sizzling? That is exactly what Goa Marriott Resort presents through its Indonesian food festival, ‘Indonesian Zest’ which starts today and goes on to the 18th of July

Classical dance has fascinated many for years and in Goa, Bharatnatyam specially has increasingly interested students. As Kalanjali Cultural Institution showcases the debut performance of three of their students, Herald finds out what it takes to step on stage and perform the dance that represents K r i s h n a ’s v a r i o u s moods

BY CHRISTINA VIEGAS HERALD FEATURES lown to the Goa Marriott Resort, all the way from JW Marriott Medan, Indonesia, master chefs, Khairul Adnan and Safrial promise to garner in all you food aficionados and have you queue up for a fill of your plate, for some authentic tongue-tickling Indonesian cuisine. Get chatting with master chef, Khairul Adnan as we try communicating with our language barrier and he sends me into a tongue-twisting ordeal with the names of the Indonesian dishes. But this is an ordeal of a lovely kind as the hospitable chef enlightens me on nuances of the Indonesian cuisine with little anecdotes of his life. Elaborating on the elements of Indonesian cuisine, the chefs inform, “The food in Indonesia is very, very specific to a particular region. For example, the food in Panang is very spicy, in Java, it is sweeter and in Malay, there is a balance between sweet and spicy.” Drawing parallels with Indian food, he enlightens, “Both Indian and Indonesian cuisine comprise of a lot of herbs and spices. But we do a lot of stir frying and Indians are famous for their rich curries.” Think Indonesian food and somehow the picture you conjure up is a muggy night, rustic tables and chairs filled with blustering locals all digging into massive plates of food. “Yes,” says chef Adnan, “though there are the expensive and elite restaurants, Indonesia is predominantly about exotic food churned out in the streets. In fact, the street food culture has picked up in the recent years with home-cooked food taking a beating.” What forms the soul of this delectable cuisine is the usage of fresh spices and herbs and lots of peanuts

whether in their original form or made into a rich, delectable paste that is liberally added to the various sates and salads. Chef Adnan also enlightens us about Indonesia being home to multiple ethnicities which is reflective in the diversity of the cuisines. The Indian essence has flavoured its way in this oriental gastronomy through the Tamils and Bengalis. And yes, Indonesia, being a country with a huge population of Muslims, also churn out the scrumptious ‘biriyani’ which is enjoyed by one and all like we do in India. So, coming to the present food festival, what kind of a menu has the chef carved out for the people of Goa? The reply is, “Indians love their food to be salty, spicy and sweet. We kept these constituents in mind and have planned out an elaborate menu. We want Indians to taste and enjoy our authentic Indonesian food.” He rattles off exotic delights for vegetarians such as the heavenly ‘Tahu Isi’. This deep fried beancurd with sprouted ‘moong’, lettuce and topped with peanut sauce makes you want to gorge on the dish as it is brimming with wholesome healthiness. Then there is ‘Sup Jagung Manis’Indonesian sweet corn soup and main course d i s h e s s u c h a s ‘ Te m p e Bacem’ – braised crispy Bean Cake in Sweet Soy and ‘Pergedel Kentang’ – shallow fried potato cake. For the carnivores, there is the ‘Soto Ayam Medan’ – Medanese chicken and coconut soup with glass noodles which is as good and rich as an Indian stew. Main course dishes include the famous ‘Nasi Goreng’ – Indonesian fried rice with fried egg and chicken sate, ‘Redang Kambing Dan Kacang Merah’ – spiced lamb with coconut and red beans, ‘Cumi Cumi Cabe Hijau’ – stir fried squid with green chilli and ‘Gulai Ikan Kakap Dan Nenas’ – braised Red Snapper fillet with pineapple. This delectable Far Eastern feast culminates with divine desserts which include ‘Es Kopyor’ – Indonesian young coconut ice and ‘Bubur Ketan Hitam’ – black sticky rice porridge with coconut milk, ‘Bubur Kacang Hijau’ – green bean porridge with coconut milk, amongst others. Just penning down these dishes makes ones senses sizzle and drool. So, while all you people gorge on the sumptuous spread during the festival, you can be assured that you will not be able to budge from your seats with satiation; all you can mumble to the oriental chef, will be a gratifying, “Terima Kasih,” meaning, “Thank you!” And Chef Adnan says, “Selamat Datang, Selamat Makan” meaning, “You’re welcome, enjoy your food!”

Kalanjali will present Nrityaranga – Bharatnatyam dance by Anushka Kunkolienkar, Koyal Shanbag and Nadia Claire Mascarenhas Dias on July 10, 2010 at 6pm at Ravindra Bhavan, Margao. Trained by their Guru, Deeptha Ruba Sundaram, they will perform four dances, Pushpanjali, Kirtanam, Varnam and Trimurti Mahima. The musical ensemble includes natuvangam (cymbals) by Deeptha Rubasundaram, mridangam (percussions) by Balachandra Bhagwat, vocal support by Vidwan Ganesh Raj and violin by Sharmila Rao. Bharatnatyam, one of the outstanding classical dances of India, originated in the state of Tamil Nadu over two thousand years back. Also known as artistic yoga and natya yoga, Bharatnatyam has a mesmerising effect as it uplifts the dancer to a higher level of spiritual consciousness. Bharatnatyam was introduced to Goan students almost three decades ago through the institute and has grown since. Though the dance form has gained prominence in the state, very often the true essence of the dance is lost when it is not taught in the right manner. Bharatnatyam has its roots in the Vedas. It is devotional in nature and inculcates rich values in a learner. “It usually takes six years to present Arangetram, a solo dance recital which showcases what a student has learnt from the guru and how well they can perform it on stage. The criteria for choosing the students to perform at this Arangetram are very crucial. A teacher observes the students in class and this being a performance dance, some children are really blessed to perform well. Talent and only talent is seen in a child. Once these students are selected, they have to undergo three months of daily practice consisting of two and a half hour sessions. Parents are informed about the Arangetram as they have to pay for the expenses like the extra fees for the trainers, stage setup and music. Those who are willing to these criteria are selected. This year, we have three students who perform exceptionally well,” says Sujata Naik. “Kalanjali is planning to revise its process and we are revaluating Arangetram and keeping it as a passing out celebration for the group of children. We are trying to come up with various constructive and progressive methods of teaching Bharatnatyam,” adds Sujata. As she grew up, we asked her if she was interested in learning Bharatnatyam. She grasped the dance and showed great passion. I am very pleased that my daughter will be dancing her debut performance in front of an audience. Though she has performed earlier, this one has a different vibe to it,” says Amit Kunkoliekar, father of Anushka. Nadia Claire Mascarenhas Dias has cleared four exams in Bharatnatyam from Akhil Bhartiya Gandharva Mahavidyalaya Mandal, Mumbai. A student of Fatima Convent High School, Margao, she is also pursuing Western Classical music and has completed 4 grades in Pianoforte and 3 grades in Theory of Music from Trinity College of Music, London. Nadia says, “We started practice in April. We have a solo performance in the last dance, ‘Trimurti Mahima’ where Anushka will perform first, then Koyal and then myself. I like performing on ‘Kirtanam’ as I fell in love with the dance steps as soon as the teacher taught us. We’ve had different teachers teaching us at different stages and Guru Deeptha has taught us for Arangetram. I love both singing and dancing and find a balance between both.” A recent trend noticed in Bharatnatyam students is that they discontinue the course after performing Arangetram. Sujata explains, “Students join classes at the age of 8-9 years and after their training they are almost in Class IX. They tend to take a one year break for their Class X exams and that crucial year has an affect on their interest in learning Bharatnatyam. By Class XI, the atmosphere around them has changed as they have to adapt to a new academic life. Some still practice and return to Bharatnatyam while others prefer a professional career instead of focusing on this dance form. We are still focussing on reviewing the system to get children interested in this ancient dance form.”

ctor Sayali Bhagat, who initially was reported to be seeing Pakistani cricketer Shoaib Malik, but revealed it was just a publicity ploy for a film, is apparently in love with yet another co-star. It looks like this time there might be some truth to the story. This model-turned-actor is currently shooting for the movie, ‘IVivek’ with Vivek Sudarshan, who was launched some time back as a playback singer. This man seems to have swept Sayali off her feet. A source, who is also an eyewitness to the growing intimacy of the two co-stars, reveals, “On the sets in Goa, Sayali found Vivek very compatible. He apparently, gave her a shoulder to cry on. This happened just after Shoaib Malik got married to Sania Mirza and fingers were pointed at her for fabricating news about their romance.” The informer adds, “Sayali was isolated by the industry, post all the negative publicity. Now, all we can do is just wait and watch as to what new heights would this love soar. We do hope that Vivek is her true love. But the monsoons these past few years have let us down, or rather, we have let our earth and environment down by not respecting and preserving what we are blessed with. And this feeling of disappointment is what led Maendra Alvares of Big Foot to bring an exhibition of his works, titled ‘Green’. “Goa at this time is normally so beautiful and green, but this year all we can see are trees cut down, the fields are being filled up and the garbage strewn across the place,” says Alvares. “This scene got me thinking and thought that we have to do something and have just put my thoughts into these works,” says Alvares. The exhibition consists of about 7 works of paintings integrated with metal work; Alvares had started work on this collection when the rains first started to lash the state. “I realised that we have to preserve our environment and keep it clean and green. We see people worshipping the trees but yet we cut them ruthlessly. We have to stop this and the exhibition is my way of sending my message across to the public,” says Alvares. The exhibition will be open to public viewing at the Big Foot, Loutolim from July 11 to July 26, 2010.

Also, in moments of peril and doubt, do not take everyone into confidence as it may lead to people taking maximum advantage of your weakness. These are the messages conveyed by Anthony Sylvester in his drama ‘Sorg Tujea Dolleanim’. Dr Borges (Rosario Botelho) owns his own hospital and his patients are content with the treatment provided by him at the hospital. He finds fulfilment in his profession, but deep down, he suffers from pain and depression; his mind is preoccupied and worried because of his mentally challenged son Daryl (Aliston). All efforts and medical treatment to bring his only son to normalcy prove futile for Dr Borges. After his wife’s death, the doctor fails to find anybody who could come, reside in his house and take utmost care of his son. One fine day, his agony is noticed by his colleague Dr Fermino (Seby) and he encourages him to open up. Taking Dr Fermino into confidence, Dr Borges reveals the truth about his disabled son. That revelation prompts Dr Fermino and nurse Pamela (Bushan) to take advantage of the situation and their boss. Pamela, who is also a widow, volunteers to settle down with Dr Borges and take care of Daryl along with her only son Aaron (Aaron). But there are ulterior motives behind her prompt decision. Hundreds miss Cup semis REUTERS JOHANNESBURG, JULY 8

Hundreds of soccer fans missed the World Cup semi-final between Germany and Spain after chaos at the airport in Durban delayed their landing or forced planes to turn back, local media reported. The airport disarray was a rare blemish on the so far successful hosting of the World Cup, held on the continent for the first time, which has gone without any major glitches. Some VIP planes, which were supposed to land at the new Durban King Shaka International airport and later park at an old airport some 60 km (40 miles) away, would not move, causing the chaos, 702 Talk Radio reported, citing the Airports Company South Africa (ACSA) as saying. Five planes were forced to turn back to Johannesburg and Cape Town, while others landed after being delayed by several hours, leading to fans missing all or most of the mouth-watering clash between the two European soccer giants. ACSA said passengers would not be reimbursed because the planes took off and landed at an airport and because only a small portion of the ticket price was paid to the company. Stranded passengers, who spent thousands of rand on flight and match tickets, were outraged by the situation and some threatened to sue the airports company for their losses.

Carlos Puyol's bullet second half header put paid to Germany's dreams of a fourth World Cup and a tasty €454,000 profit for the punter. Germany's defeat came as a relief to the bookmakers, who have been stung badly by their earlier wins against England and Argentina.
