inite bus strike, if Government fails to accept their demands by April 14, he said. The Association had issued a notice to the Government on April 5.

Of its fifteen demands, the Association has demanded that the 50 per cent concession granted to students in the State should be reviewed with certain riders to curb its misuse. A d d re s s i n g t h e m e d i a , Tamankar stated that several bogus Identity Cards had cropped up affecting their ticket collections. “We have found that many youths carry bogus I-cards and avail the 50 per cent concession”, he said. The general secretary said the scheme should be reviewed and concession should be granted only on school routes within a specific time period. “Either the Government should stamp identity cards or AGBOA should be given the right to certify them as genuine”, Tamankar said. Powerful quake jolts Japan again PTI TOKYO/FUKUSHIMA, APRIL 11

A powerful magnitude-7.1 quake rattled Japan’s northeast today amid sombre ceremonies to mark a month since the monster tsunami claimed thousands of lives, forcing evacuation of workers from a radiation-leaking atomic plant around which the exclusion zone was also widened. The latest tremor, which struck at 5.16 pm local time, shook buildings in Tokyo as well, hours after people across the country fell silent in the memory of nearly 30,000 people killed or missing in the March 11 mega quake and tsunami. The US Geological Survey put the magnitude of today’s onshore quake at 7.1 and said it struck at a depth of just 13 km. Its epicentre was 81 km south of Fukushima city near the crippled nuclear plant. J a p a n’ s M e t e o ro l o g i c a l Agency, however, said the quake measured 7.0 on the Richter Scale.

Notorious goon Michael Fernandes, who escaped from the moving police van while under judicial custody in February this year, has landed behind bars again. Addressing a media briefing at police headquarters, Deputy Superintendent of Police Deu Benaulikar said that Michael along with his partner-in-crime Deepak Kerkar were nabbed in the thick forest area of Khola in Canacona, on Monday evening. Police have recovered a local made pistol loaded with six live rounds from him and his accomplice, who was the part of his newly found gang of five people. Michael, 23, had taken shelter in the forest almost one kilometer away from the main road which leads to Palolem and Agonda beaches. DySP Benaulikar who led the operation comprising of 26 armed policemen drawn from Panjim, Agassaim and Betul coastal police stations laid a trap after tracking him for 15 days. Police acted on a tip-off that the Michael gang was hiding in the jungle. “The team members in civil clothes proceeded to Khola soon after Agassaim police inspector Vishwesh Karpe received reliable information about their whereabouts. We hired a private tempo to execute the arrest operation”, he said. Three policemen including

Karpe were injured during the operation. Michael had escaped at Chicalim junction while being transported from Vasco sub jail to Goa Medical College, Bambolim for regular medical check-up, on February 22. “The escape plan between Michael and his associate Deepak transpired in the Court, when he (Michael) was produced before a Judge for a case trial. They had made full proof plan that Deepak would chase the police van when Michael would be escorted back to the jail”, Benaulikar stated. “When the van slowed down at Chicalim junction, Michael jumped off the vehicle and got onto the bike and fled”. Two police constables attached to Escorts Cell — Gaurish Pednekar and Sadanand Malik — were suspended for dereliction of duty. Soon after fleeing, Michael got back to his criminal acts with three cases – including one in Maharashtra booked against him. Barely few hours after his escape, Michael looted a foreigner and the rickshaw driver at knife point in Canacona. The DySP said that Michael was on the prowl in almost half of Karnataka and Maharashtra after he escaped from here. In the latest case, Michael gang robbed Manisha Patil at gunpoint in Maharashtra’s (Continued on page 8)

Hazare wants Sibal to quit PTI NEW DELHI, APRIL 11

Controversy dogged the Joint Committee set up to draft an effective Lokpal even before it starts its work with Gandhian Anna Hazare today asking HRD Minister Kapil Sibal to resign from it “if he feels nothing will come” out of this institution. His colleagues in the campaign for a strong Lokpal Bill, Kiran Bedi and Arvind Kejriwal, also slammed Sibal, who, however, denied having made any such statement and that he was with Hazare for drafting a strong anti-corruption legislation.

Draft education policy rolls out Policy maps State’s future plans from KG to higher education HERALD REPORTER PANJIM, APRIL 11

After the end of four-year long exhaustive exercise, Goa Government’s draft Education policy has finally seen the light of the day. Director of Higher Education Bhaskar Nayak on Monday submitted the draft education policy titled ‘ The Goa State Integrated Education Policy 2011’, to the Government. The details of policy, however, are kept under wraps awaiting formal sanction from the Education Ministry. The 30-page document to map out future plans for education in the State right from Kindergarten to Higher Education level, is likely to be kept for further suggestions and objections before it is finally notified. Nayak said that the ground work for this policy began a long time back, was later submitted to various sub-committees for their feedbacks. The draft policy was even referred to all the 40 MLAs of the State. “Of the 40, two MLAs Leader of Opposition Manohar Parrikar and Congress ML A Aleixo Reginaldo Lourenco, reverted back with their suggestions”, Nayak said. He said that the financial implications of the policy were also taken into consideration before it was given a final shape. Involving a consultative process, the policy was also cir-

The policy was also circulated to various stakeholders – Education Department, Goa Headmasters Association, Diocesan Society, Higher Secondary Principals Association, College Principals Association and Teachers’ Union.

A fortnight back, Education Minister Babush Monserrate had told the State Legislative Assembly that the Education Policy for Goa has been already designed by the group of experts and would be announced on April 11.
