fore the deadline given by the Mickky Pacheco led group comes to an end today, the Nationalist Congress Party supremo announced that the Congress high command has agreed to drop the two NCP ministers – Jose Philip and Nilkanth Halarnkar from the Digambar Kamat cabinet.

The Mickky led group had threatened to quit the NCP if their demands were not met by the party high command.

The group had demanded that the NCP high command immediately withdraw support to the Kamat led government for its failure to induct Mickky Pacheco in the cabinet despite a special

request by Sharad Pawar.

Pawar, who was in Belgaum to lay the foundation stone for the Rs 52 crore KLES Cancer Hopsital, told Herald the Congress high command has now agreed to one of their demands.

“A decision has been arrived after consultation with the central Congress leadership in this regard, and it will be implemented immediately,” ascertained Pawar.

t’s an interesting story of Panjim linked across the oceans and countries to a little town in the Netherlands that hosts a jazz festival.

Amersfoort —a city that is just like Panjim, from the waterways to the heritage areas.

There is now a conscious move to make Panjim better, from within. Armando Gonsalves, along with a few friends, has formed a group called Goa ForGiving — “to encourage forgiveness from the animosity that many a Goan has within himself or herself and for giving, to show that we can give something of ourselves,” asserts Armando.

Panjim is suffocating and this is public knowledge. No one can deny that working and

travelling in Panjim, during normal hours, takes a lot of one’s self. Amersfoort too, almost suffered the same fate 20 years ago. It was an industrial town that almost lost itself when industries took a beating in the Netherlands. Slowly, it emerged from the ashes and today has established itself as the cultural capital of the Netherlands. Ricardo Rebelo, another member of the proactive group is firm in his opinion that Panjim needs help. “Panjim is a nightmare, from 9am to 8pm. There is no proper public transport system, no proper parking facilities and there is a stink emanating from different corners of the city due to the St Inez nullah and the Ourem creek, with all its sewage.

goa SNAPSHOT Vengurla local held with drugs PANJIM(HR):Anti Narcotic Cell (ANC) on Friday night arrested a resident of neighbouring Shiroda village from Vengurla taluka for possessing charas worth Rs 87,000.

Police officials said that Nikhil Warkhandkar, 21, was arrested by ANC sleuths last night with 870 grams of charas at Kiran Pani in Goa jurisdiction.

The accused is being probed for his role in pushing drugs on Goan shores.

ANC last month had arrested a Nigerian national and his Indian wife, and had seized drugs worth Rs 31.54 lakh in the international market from Arpora beach.

Youth killed in mishap POINGUINIM(HC): A youth was killed while two others were injured when a Scorpio jeep knocked down a motorcycle and a beggar along the highway at Majali-Karwar at around 11.30 pm on Friday.

It is learnt from Chittakula police station at Karwar that two youth, Nelson Pacheco and Steven Fernandes, aged around 20 years and residents of Amdalli-Karwar, were proceeding in a motorcycle (KA-30-4538) from Polem towards their homes.

The Scorpio jeep knocked down the motorcycle and also seriously injured a beggar on the highway at Majali.

While Steven died on the way to the hospital, Nelson and the beggar are undergoing treatment at the Karwar district hospital with critical injuries.

The two youth were working for the Navy's Sea Bird project. Chittakula PSI Uma Mahesh is investigating the case.

MARGAO (HR): The Maina Curtorim police on Saturday attached the motorcycle used by accused Nitin Bhosle in the headless body murder case to travel to Xelvona-Quepem to ascertain the condition of the burnt remains of the deceased head.

Margao Sub-divisional Police officer, DySP Umesh Gaonkar told newsmen that the accused had traveled on the motorcycle to Xelvona on the instructions of one of the accused persons to confirm the state of the burnt remnants. Replying to a question, he said that the police are now verifying the location at which the accused had kept the deceased for a day before his headless body was found dumped along the roadside at Nessai.

“The police are trying to find out where exactly the accused had hidden the deceased for one day before the cold blooded murder. The police are on the look out for the two accused, Vinod Kumar Yadav and an unknown native from Mumbai in connection with the murder case”, DySP Gaonkar added.

Residential house gutted at Varca

MARGAO (HR): A residential thatched house was literally reduced to ashes at Fatrade-Varca late last night in a major fire, destroying property worth around Rs 8-9 lakh.

The incident is believed to have occurred around midnight due to a suspected short circuit when the inmates were inside the thatched hut.

Even as the inmates tried to save the belongings, the fire soon spread to the entire hut, completely gutting the premises.

The owner of the house informed that fire destroyed gold ornaments, cash of Rs 70,000, and household items, including TV, refrigerator, DVD, computer, cupboards, clothes. Paddy stacked inside the house was also destroyed in the fire.

Navelim MLA and PWD Minister, Churchill Alemao visited the spot later in the day and personally saw for himself the total destruction caused to the house.

When contacted, Fire brigade said they received a call at around 12.05 am and the when they reached the place, fire had engulfed the entire premises. Two water tanks was used in the fire fighting operations.

Fire services said that the estimate of the total loss of property is being ascertained. Further investigations are on.

Aquem medical store robbed MARGAO(HR): Unknown miscreants decamped with cash of Rs 10,000 from a medical store at Aquem last night.

Margao police said the miscreants effected entry into the medical store by bending the shutter. In his complaint, Krishna Pednekar stated that the miscreants lifted away the cash from the premises. The Margao police are investigating.

Churchill Alemao is no stranger to controversy. In a year when the Congress has gone into poll mode , Alemao has faced recent flak over the distribution of water tanks. Scoffing these allegations, Churchill has dared the Congress to even touch his portfolio leave alone remove him, in an interview to TeAm HerAld

He single handedly took on the Alemao brothers – in the just concluded Assembly session, exposing what he calls as scams in the two departments. GuIlHerme AlmeIdA caught up with the twotime BJP mlA representing Fatorda to find out the reasons behind his sudden outbursts against the Alemao’s. excerpts.

I have not taken a rupee from anyone Churchill is not fit to be minister: Damu If Valanka does not get a congress ticket, she will still contest HErALD: Irregularities have been committed in the distribution of water tanks according to the opposition.

Was the cabinet involved in the scheme? Was a scheme finalized?

Churchill: Look, as a minister, I take decisions which benefit the people. I have given two cylinders and a stove to the needy. Is that a scam too? Goa is facing huge power shortage. So there is no water. These tanks will help people store water and meet their needs. So what’s wrong?

HErALD: So are you saying there are no irregularities?

Churchill: There is nothing wrong done. People know Churchill is strong and can win any election on his own. I have 3000 votes in every constituency in Goa. Because of me, Karl Vaz lost the last elections, so did Dr Wilfred D Souza. In both these constituencies we got about 2900 votes. I can enter anywhere and I will win.

HErALD: In that case, you should have a say in ticket distribution.

Churchill: The High Command knows my value. I will

give suggestions.

HErALD: Will that also include a ticket for Valanka from Benaulim? And if you field her anyway, that would breach party discipline Churchill: My daughter will contest the elections even if she does not get a Congress party ticket. That is decided.

HErALD: Why is there talk of so much corruption in the PWD? Churchill: Let anyone prove if I have taken a single rupee from anyone. I have performed and no one can take this portfolio away from

me. If anyone touches P or W or D of PWD, I am out.

HErALD: Out?? Meaning.

Churchill: I will decide what to do.

HErALD: Is there a possibility of some kind of an understanding between you and your arch rival Mickky Pacheco before the elections Churchill: He recently came to a function and the press took photographs. He is an MLA and if any MLA has any requirement from my department I will help out. That’s what I did. Nothing else.

HErALD:You enjoyed pretty good relationship with the Alemao’s in recent times.

What made you to take the two brothers head on in the just concluded Assembly session.

Damu: There is nothing personal against the Alemao’s. Both Churchill and Joaquim are Ministers holding portfolios. They may be my friends, but my job as a legislator is to expose. In the past, I had spoken against the Chief Minister, Digambar Kamat and Home Minister, Ravi Naik on the law and order front.

HErALD: The PWD Minister has strongly denied of any scam in the distribution of water tanks. He has even offered to quit if the tanks have not reached the people.

Damu: First of all, Churchill is not fit to be a Minister. As a Minister, he should be clear on a policy or scheme before distributing the water tanks. I have never raised any objection on the distribution of water tanks.

My objection pertains to the absence of any administrative, financial and cabinet approval for the scheme.

HErALD: On the water tank distribution, the PWD

Minister says you too had asked in writing for the tanks for distribution in your constituency. At what stage, did you decide not to accept the tanks or is it because Alemao gave the tanks to your bete noire Sardessai for distribution in Fatorda.

Damu: I had initially asked for the water tanks, but when I came to know that there’s no such scheme, I immediately lodged my objection. I collected all details fro the engineers and put questions before the Petition Committee and the Budget committee. There is no truth in the allegation that I had raised objections because of Vijay Sardessai.

The water tanks were being distributed for 4-5

months, and Churchill could have stopped the distribution when it became clear there was no scheme.

HErALD: Is it a sheer coincidence that when you were attacking Churchill and Joaquim in the Assembly, you made repeated references to the GPCC general secretary Vijay Sardessai.

Was you attack indirectly targeted at Sardessai, who is gearing up for yet another electoral battle in Fatorda.

Damu: No, not at all. I have defeated Vijay once, he is a defeated candidate. Vijay is not a question here. There is a need to crack down on illegal activities.

HErALD: When you were demanding a Joint Assembly Committee to probe into the alleged water tank distribution scam, you did not receive much support from your party colleagues.

Did you later expressed your resentment to your party which made opposition leader Manohar Parrikar to demand the JAC the next day of the session.

Damu: My party leaders were firmly behind me on the issue when I was demanding JAC to probe into the distribution of water tanks.

Veggie crisis: Root of the problem A ‘veggie’ good First came the stike, then the goa governments attempts to solve the situation. As we go to press the comfort of going to our local market and buying veggies at the right price still eludes most Goans. Suraj Nandrekar travelled to Belgaum where the crisis all began and spoke to all players to get a feel of the situation.

The main local player is the Cantonment Wholesale Vegetable Markets Association (CWVMA) of Belgaum which has banned its members from supplying vegetables to suppliers who sell to the Goa State Horticulture Corporation.

to their own association’s decision not to allow the any kind of supply to the Goa State Horticulture Corporation (GSHC).

Though this has hit small traders who are CWVMA members, they are reluctant to supply to GSHC suppliers, fearing a ban form their association.

At the root of problem, according to local traders, lies the subsidy scheme of the government of Goa A small time trader named Vaiju Patil, who supplies veggies to Bicholim, Sanquelim, Margao etc said

their business in Goa is down because locals in Goa buy vegetables only from the GHSC shops , where prices are lower and not from the regular stalls where the bulk of the vegetables from Belgaum are sent.

About 300 tonnes of vegetables are supplied to Goa with 47 trucks leaving daily.

Out of this 130 tonnes are procured by GSHC through it four suppliers – Jai Ganesh Trading, Om Trading, Balaji Trading and Prashant Trading while the rest through the 115 members of the CWVMA.

Intro for the boxes: Herald met the association president and the one of the suppliers to GSHC in Belgaum Ganesh Oulkar and spoke to GSHC chairman Sankalp Amonkar on the phone.

Divakar: The Goa State horticulture corporation is procuring the entire quota of 130 tones from just four suppliers. We want the government to buy through the association as they can give at much cheaper prices. But the GHSC did offer you an opportunity when the delegation came last week.

Divakar: Yes, but they wanted the association to supply just one truck, which is hardly six tones. When they are taking 18 trucks (130 tones) from four suppliers is it justified to take only one truck from the rest 150 traders?

There are charges that the protests are politically motivated.

Your view?

Divakar: Absolutely not..We are not acting on any political parties and have no political affiliation. This is a question of our very existence and livelihood.

The government of Goa has started that scheme only to gain mileage in the next elections.

Our prices are far less than retail There are charges that you are monopolizing the prices and selling veggies at higher rate to Goa? Ganesh: (Laughs)… in fact our prices are much cheaper than others even those who are supplying to retail market. There are other 250 traders supplying to Goa you can always compare the rates and you will find the difference. There are also charges that the veggies supplied by you are of substandard.

Ganesh: Laughs again…In fact we are responsible for any damaged vegetable. There are some terms and conditions in our contract. Whatever damaged item is found the GHSC returns it. Besides the charges being deducted we also pay for the transportation of that damaged item.

There are allegations that you are lifting the vegetables from only few agents.

Ganesh: That is debatable as I procure items in large quantites and very few traders can supply me as per my requirement and price.

We are open to involve more people

Why are you procuring vegetable items from just four traders?

Sankalp: When the GHSC started we had started with just one supplier as the business grew we increased the number to our suppliers and even in future we are open for involving more people.

There are charges by Belgaum traders that you offered them supply of just one truck for entire association.

Sankalp: When we start business with we give them a contract or one truck then depending on prices, quality and quantity we increase the supply.

Traders suggest that despite subsidy by government the rates in Goa are double of that in Belgaum.

Sankalp: Well, the government provides 36 per cent subsidy for transportation and the rest for labour and handling. We are not a profit making organization. If the traders say that than why the rates in retail market are 150 per cent to 200 per cent more than in Belgaum?

BELGAUM, FEB 12 : For generations together, Goa has depended on Belgaum for its vegetable supply, which has become the mainstay for the farmers and traders of Belgaum. The vegetable trading has commenced since couple of decades.

Traders here inform that a large number of vegetables used to supply vegetables to Goa on bullock carts and bring back dry fish from there. Some even have ventured on bicycles and other traditional mode of transports that were available then.

Belgaum blessed with good rains, provided with irrigation facility and committed farmers is known as the major vegetable market across the nation.

But its proximity to Goa and the rising demand, the entire vegetable growing and trading fraternity gradually has been depending upon Goa and vice versa.

This is because of the perishable nature of vegetables, which need to be disposed off the day it is procured.

Moreover, the vegetable trade here is depending more on tradition and faith, rather than economics.

An estimated 300 tons of vegetables are sent to Goa every day, which involves more of credit transactions than cash.

“The relationship with farmers and traders has been nurtured on faith that has been built over decades, the farmers de-

pend upon us and we on them, the experience and expertise is churned out to give the best to the consumer,” said Kaka Haval, a veteran wholesale trader and the former president of the Cantonment Wholesale Vegetable Merchants Association (CWVMA) the apex body that has been formed in to bring uniformity in the trade since 1989.

A separate body called Goa Wholesale Vegetable Suppliers Association has been also formed as the local suppliers here started facing payment problems from traders of Goa. Asked why all these years prices of vegetables to Goa were always higher a senior members said that the supply rates have been uniform.

Another trader Mohan Mannurkar said that Goa being the best market, we are sending the best quality to Goa, hence Goa gets more fresh vegetables, he claimed.

Asked regarding the present crisis, he said that we were never given an opportunity to supply to Goa directly, but if the GHSC gives an equal opportunity by calling open tenders, the entire scenario can change for the benefit of the traders, farmers and Goan consumers.

The need of the hour is that the authorities and traders need to sit together without pride and prejudice and work out an eternal solution.

CAG tightens noose on CCP market committee

PANJIM, Feb 12 : While the market committee constituted under mayor of Corporation of the City of Panjim (CCP) bypass its responsibility to favour “illegal occupants “ of market complex and those involved in the market scam, the Comptroller and Auditor General (CAG) is learnt to have “tightened the screws” on the culprits in its recent audit.

We have certain information that CAG in its audit of the CCP, have found a lot of irregularities in the way shops came to be occupied in the market complex and have also sought explanation from the CCP. When contacted CCP Commissioner Elvis Gomes, said CAG had raised some aspects of the market scam

in last audit but they now sought more details. I have had sent complete report to the government also suggesting what corrective action needs to be taken. The recently constituted House Committee is expected to look deeper into the issue. “ The CAG is also learnt to have thoroughly scrutinized the role of the market committee which was constituted to sort out the problem but acted otherwise. In its meeting on April 8, 2010, market committee resolved to regularize illegal occupants (vendors) on ground that it was not practical to shift them elsewhere.

Thus it in effect recommended regularization of intruders who occupied the CCP property without formal allotment. It also passed a resolution favouring intruders even as none of the

Ex-judge favours independent panel for appointment of judges HERALD REPORTER MARGAO, Feb 12: Retired Judge of the Bombay High Court, Justice Hosbet Suresh has called for independence of the Judiciary at all levels, right from the Supreme Court down to the lowest court in the country and rooted for an Independent Commission to oversee the appointment of Judges.

Speaking at the one day seminar on Judicial Accountability and Transparency in Judicial system and reforms in law organized by the Govind Ramnath Kare College of Law in association with the South Goa Advocates Association here on Saturday, Justice Suresh lamented that there’s still no

Justice Hosbet Suresh proper system in the selection of judges, saying the system is bad at the lower level.

He further said that the appointment of Judges is shrouded in secrecy and called for an independent commission for the appointment of judges. “There is no methodology and transparency in the selection of

Judges. The process is shrouded in mystery”, he said.

The former Judge of the Bombay High court slammed the Accountability Bill mooted by the government, terming it as a farce and will not help bringing about accountability in the Judiciary. “The Judges need to be accountable to conscience and faith”, he asserted and added that there is no political will in the country to reform the Judicial system.

In his key note address, Adv Joaquim Reis of the Bombay high court said the lawyers in Goa have a great task ahead to conscientise the national on the niceties and benefits of the Common Civil Code prevailing in the

Mickky sets 24-hour deadline to arrest cops in Cipriano murder HERALD REPORTER PANJIM, Feb 12: Former tourism minister Francisco Pacheco (Mickky) has given a deadline of 24 hours to Goa police to arrest the guilty police officials responsible for killing Moira resident Cipriano Fernandes in police custody.

“I demand immediate arrest of policemen accused of murdering Cipriano… I demand that guilty officers are named and arrested within 24 hours failing which I shall launch an agitation to ensure that they are booked,” Pacheco said in his press

statement today.

The former minister’s statement comes on the day when Herald published a news report on how police have manipulated First Information Report (FIR) by not naming the guilty policemen. Pacheco has demanded that police to re-register a case of murder by naming the guilty policemen. “I demand that FIR be changed to name each and every police officer on duty and make them personally accountable for the crime they have committed. Moreover, everyone should be placed under arrest and not

Porvorim residents decry modified NH alignment HERALD REPORTER PANJIM, FEB 12: A group of Porvorim residents have alleged that state government has modified the alignment for NH 17 to save the properties of certain influential people.

A group headed by Winston D’Souza has claimed that the proposed NH expansion has skipped from acquisition properties owned by influential people including Fatima D’Sa and Anil Counto.

“The alignment between Damian De Goa to Chodankar Nursing home has been altered,” D’Souza said adding that Counto’s Hyundai showroom and D’Sa’s Ashwin Garage properties have been saved.

On the other hand, he said that many families in Porvorim stand to lose both land and houses as a result of this proposed alignment.

Addressing a gathering in Ponda during the launch of the sewage plant survey work for Ponda and Curti Sewerage System on Friday, Naik said his dream project of providing a sewage system for Ponda Municipal area, including Curti, will soon become a reality.

He said the consultant appointed by the Sewerage Corporation will prepare the detailed project report which will be submitted to the Central Government and Ministry of Urban under Small and Medium Town for financial approval. He said the project is estimated to cost Rs 250 crores, of which 70% will be funded by the central Government in the form of grant and rest 30% will be borne by the State Government.

HERALD REPORTER MARGAO, JAN 12: Continuing its ongoing protests for the third consecutive day over the suspension of Judge Desmond D’Costa, members of the South Goa Advocates Association on Saturday held a dharna near the Margao Old Market circle demanding justice for the suspended judge.

The agitating advocates have threatened to intensify their agitation from Monday if Judge D’Costa is not reinstated immediately and have reiterated their demand for a separate high court for Goa. The advocates held a dharna at the Old Market circle here since morning with banners protesting against the injustice meted out to Judge D’Costa. They have vowed to continue their boycott of the courts across the district in protest against the suspension order.

Adv Rajeev Gomes said that there has been tremendous support from the public for the agitation and the movement would snowball into an all Goa agitation. “We have received feed back from members of the public to join the ongoing agitation.

Adv Jawaharlal Dias said the agitation would continue till the Judge Desmond is reinstated.

he brotherhood of thugs is hell bent on making a mockery of even the fast depleting reserve of decency of the police force.

By all accounts the inquiry of the SDM Sabaji Shetye in the Cipriano custodial death case, based on forensic evidence has very clearly concluded that a direct assault on Cipriano was a result of his death. Following this, an FIR was lodged booking all officers on duty for murder and other charges.

The shoddy nature of the FIR, manipulation of timings showing his official arrest and release and the refusal to specify which officers were physically present at the police station at any or all points of time since Cipriano was brought to the police station till the time he was placed in the ambulance enroute to GMC, are ominous signals.

But the issue is far larger than this specific case. The manner in which this case has been handled is actually a very sad vision document of the governance of Goa. A case of murder against serving police officers is grave and heinous. And let this be very clear. The entire police machinery is shocked, not because they are ashamed of their guilt.

They are shocked because they got caught.

It was not meant to be this way. SDM Sabaji Shetye will never admit this but ask him to look at himself in the mirror and ask his conscience if there was any pressure put on him to save or dilute charges against these officers. He knows the answer. And we do too. The amazing thing in this Cipriano case is that it has come so far not because of the police but inspite of it. There were some bright sparks though. DySP Bousuette D Silva who inquired into procedural lapses of the police and found prima facie evidence after which three officers were suspended.

After this, there was a flurry of activity to cover tracks. But it took one man, ironically Goa’s senior most Forensic expert Dr Silvano Sapeco to depose before the SDM as well as the Chief Judicial Magistrate and give details of his findings of the autopsy conducted on Cipriano. It was his clear declaration that Cipriano died after being struck by a blunt object that changed the course of the case.

The larger question therefore is whether the state will continue to have different yardsticks for investigation, trial and punishment for ordinary people and those in positions of any authority. Can you possibly imagine an ordinary man, accused of murder, moving around without any questioning or arrest.

In a cognizable offence as this, arrest is imperative, though not mandatory if the agency feels that the accused will cooperate with the investigation if one goes strictly by the law. But how many common people have you heard who get the privilege of freedom as a murder accused? The seriousness of this is still not being felt.

Even within the police force or the government machinery, in a reversal of the caste system, there are the untouchables, a higher class who are not touched and the poor touchables who are always touched.

When the prosecution itself has no interest in prosecuting, it hands over its teeth to the defence. Is there any sign of the investigating agency moving in, calling the accused for questioning and interrogation and arresting them and seeking custody for questioning?

It’s the same old story. The rule of power and the subjugation of the meek. That is Goa’s vision statement

You now need strength and patience.

As you know, the judicial authorities take their own sweet time to list out charges and also to finally decide on the matter. It is bound to be frustrating and killing. But, you need to digest that judiciary can act without responsibility, accountability, transparency and penalty.

I am confident that there can be no lapse on your part warranting a suspension pending inquiry. Almost the entire Bar espoused that the action is unjust and unfair. They hold you in high esteem because you are committed and your hands are clean.

I know your head is bloody due to the bruises inflicted by the Honourable High Court. Through such actions the Honourable High Court is also putting its Honour to test and its credibility under public scanner. I know your legs are immobilised, hands tied, mouth sealed and you are flogged in public. An order of suspension gives such a feeling to the receiver and an elated feeling of attempting to put the house in order to

Despite all this and many other failings, I hold our higher judiciary and the system of judicial administration in high esteem. These are stray events and should in no way force the people to hold the courts with contempt. However, nobody can stop any court or high standing judicial officer from making its own contempt. A suspension of a highly respected judge may do damage to the already scandalised judiciary.

Our association dates back to 1975, commencing with a student-teacher relationship. I remember you and the Progressive Students Union (PSU). I recollect the sway that the PSU had over the social and political calendar of Goa during the late 70s and the early 80s. I am reminded of your fiery public speeches, resounding street-plays coupled with field action in the form of morchas and strikes. Goans used to say that the PSU was the only opposition to the establishment during those times.

Arrest, jail, bail, going underground and always scoring a First Class for all the seven years (graduation in Commerce and Law) under Mumbai University was an effortless journey for you.

Mathematics, law, logic, a photographic memory and oratory are your natural strengths.

This letter in no way should be construed as one written to any judicial authority. I write to stand by ordinary people doing extra-ordinary things. I find no purpose in writing to extraordinary people doing ordinary things.

You know your worth. Do not be shaken. Do not get demoralised or demotivated. With judiciary itself engulfed under a value and faith crisis, it needs you more than you need the robes. The association of people like you at the Bench gives hope and credibility to judicial administration.

Keep your head always unbowed.

My dear Desmond, our news of suspension pending inquiry shocked me. I know you for your qualities of head and heart which are rarely found in your fraternity and I have great admiration for your unblemished record of over 18 years in judicial service.

I also know that suspension pending inquiry does not mean much. It may be a routine disciplinary action. I say routine because I had also heard about suspension of Anuja Prabhu Dessai pending enquiry. I now understand that Anuja is reinstated, but I do not know the findings of the inquiry.

However, people view suspension with suspicion. It attaches a stigma even after one comes out clean from enquiry. Hence, any authority and particularly the High Court should use this in a legitimate, above-board, diligent and cautious manner. I need not teach the judges fair play and justice. We learn the meanings through their interpretations.

But, certainly, the judges need lessons in human relations and public honour.

Your Honour should know that every upright individual is honourable with or without the black robes.

At this stage, I do not know whether you are a subject or a victim. But, I am reminded of how the doctors who are on university boards of examination manipulate the oral, practical and written score of MBBS students so as to give a deliberate edge to sons and daughters of their brother fraternity to bag seats for post-graduate programmes. I think this will make you understand what I mean to convey.

I would have sent this letter to you in person but I have taken the option of communicating to you through the media because your news is burning there. I need to extinguish the fire and also immerse the ashes in the Mandovi.

I do not know the reasons for the suspension. Press reports state that it is related to the disposal of a matter concerning the alleged serial killer Mahanand Naik. However, it need not be so. You will of course know once the charge sheet is provided to you.

But, let me be clear. I am confident that there can be no lapse on your part warranting a suspension pending inquiry. Almost the entire Bar espoused

et’s get a few things straight, apart from a fiery passion for football, Arsenal and Barcelona in particular, good food —which I can cook, besides eat and a tendency to curse too much while riding or driving, I have this undying affection for music, in most forms.

I remember listening to Led Zeppelin, Dire Straits, the Police, Dylan, CSNY and BB King when my age was still in its single digits and that passion carried on. Living in Goa, I remember beat show, not just for the fact that halfway through you would hear the sounds of bottles breaking on people’s heads, but because of the fact that this was music out in the open. No one bothered. No one cared. Because almost everyone was there, having a good time. I remember weddings winding up at two in the morning so often and so many other experiences like this that were memories of my youth. I’m sure many people older than me will have similar or even better stories. I do miss those days.

Today, with a brother who’s the drummer of a blues band and other friends who love music as much as I do, who can play music with more panache and style than I can ever hope to, I’m always around music. The music still ex-

KuRt Bento ists, in little bars, small shacks in Anjuna and a few hole-in-the-walls, but, it’s subdued. It stops at 10.30pm. In Goa! Don’t get me wrong, I’m not saying that many a protest doesn’t make sense.

I do sympathise with residents who say they get disturbed. But, why the blanket ban on music everywhere? All the while, there are some religious places that are allowed to blast music till the early hours of the morning at certain times through the year. The Madhya Pradesh Sound Pollution Act, or something to that effect. Excuse me while I reach for the sick bucket! So, basically, we’re living in a tourist destination. We want people to come here and have fun.

We often talk about how music flows in us. But, instead of working together to create zones for entertainment, which will be able to keep the crowd away from heavily congested residential areas, we just go and adopt the act of another state. Can someone explain this? Are we too lazy/disinterested to do something about it?

What we need to do first is form a panel of people in the know, mature people who can work together with the understanding that while we need certain areas to be turned into entertainment zones, we cannot step on the toes of people who want a good night’s sleep.

We have to find some common ground and we have to draw the line somewhere. If not, bands will not get too many gigs, since many restaurants don’t see the use of paying a band Rs 6000 for a few hours, when they can get a DJ or just play music from a CD for less. More people are losing interest in being commercial musicians, be it full time or part time. The numbers are dwindling.

This tradition of picking up a guitar at a party and strumming away till everyone’s too tired to sing anymore, or going to a small cosy place and have a band churn out some John Mayall or CCR will be a thing of the past — another facet of Goa lost in the whirlwind of apathy. There are more pressing concerns some will say, we have garbage, pollution, corruption and so on. But to a musician, like my brother and his bandmates, or many of my talented friends, this is as important as it gets. We need to get the people at the top to face the music. Our silence is too deafening.

e keep blaming politicians for the mess around us in our everyday life. I hear many saying there is no future in Goa and we are all doomed. Today, the present generation of native Goans are bearing the brunt of mistakes made by ignorant and literate Goans who have been part and parcel of the game to destroy Goans and its future generations and identities. This was done by electing the corrupt and supporting corruption with their unfaithful acts and deceiving deeds. Hence, we are witnessing alarming cases of drug-politicians-police nexus, rapes, murders, increase in migrants, thefts, accidents, unnatural deaths, harassments, unemployment, rise of criminals and major land grabbing scams. This is the very reason why today every Goan has blood on their hands for the harassment or death of the innocent Goans be it the case of Cypriano, or a traffic related accidents, or any fabricated post mortem reports and cases of medical negligence.

We have a distinguished hallmark of being ‘susegad’ and a highly dumb educated class when it comes to defending our rights, we haven’t done enough to stem the rot. We have failed to match our words with our actions. We have only waited for others to take the lead in our fight against illegalities instead of being the torch bearers of change. We are more cowards and scared to face and fight for rights and most of all we lack the courage of conviction and privilege to live in dignity and respect.

Compare this with prostitution, even a prostitute has dignity and commands respect from a clients.

Weighing our silence and contribution to the chaos of present times against a prostitute (who due to the aforementioned reasons deserves respect) where do we stand in dignity and ethics, doing away with corruption and preserving our identity for our future generations?

If we truly have a conscience then are we not responsible in some way or the other for these deaths and crimes against humanity? Have we not deprived our innocent toddlers and kids of pure milk and clean water which are diverted to other sources through scams in PWDs and aided by water tankers?

I am certain and I have no doubt that our very own silence and failure to reason out and act in good faith (during elections) and ethics (in dealing with government servants, mamlatdars, talatis, PWD, TPD, Municipalities and panchayats) is going to destroy our future Goa. Our ego and pride has superseded the bright side of our life and instead of fighting a combined battle for Goa, we are putting up a disunited front because of our selfish motives of occupying important status and posts in the various groups.

Had we drawn some serious lessons and learnt from the sacrifices from the rights of African Americans, the abolishment of apartheid regime in South Africa and the self immolation sacrifice of an unemployed youth which resulted in the doing away of the draconian leadership in Tunisia, would we ever say again – ‘’Tem Kiem Zaovpachem Nam?’’ However, I am proud and not only salute but also commend my few conscious native Goans who are acting in good faith to save Goa and will hand over the legacy of this rich Goan identity which we have inherited from the past to our future generations to come.

From almost every hut in Moti Dongor, there is a straight line to the home of their “baba”, Digambar Kamat. Residents of Moti Dongor claim that they do not know the way to any other politicians house. For Digambar Kamat, Moti Dongor has been the path to his power. As the slum, battles with its own young generation of boys who are fighting a bloody war of supremacy, the Chief MInister needs to make a clear choice. Listen to the elders. very Sunday morning, in the early 1980’s a group of migrant men with a love for Indian mythology used to trek from their huts on the hill in Moti Dongor to the home of their construction contractor of Bharat Constructions, Digambar Kamat at Malbhat. This is where “Baba”, used to tune in to the Ramayana and Mahabharata TV serials which had given Doordarshan its biggest ever revenue spinner and watch the serials with his friends from Moti Dongor. It’s a friendship which gave Baba a leg to stand on in Margao. It’s a friendship which made him an MLA, a minister and now the Chief Minister. And it is this very friendship which is now being challenged by the changing times and changing people. And that is our story today.“Baba” Digambar Kamat too made the return journey to the homes of these men-both Hindus and Muslims- who lived on the hill, a steep curvaceous climb from the bottom of Margao next to the Hospicio hospital to the top which overlooked the vast expanse of Margao. That’s a view Digambar Kamat soon understood. To make inroads into Margao down below and ultimately rule it, he had to climb on top of this hill. He did so and it’s been worth it. So far…

At first glance, most Madgaonkars – who still have a sense of unease about the love for the hilltop of Digambar – would

wonder what is so special about Moti Dongor, a Rubik’s cube of migrant workers mainly from Karnataka.

To the naked eye, it’s a blot on the picture postcard that Monte Hill once was. Rows of huts scattered across unorderly pathways cramped on either side of the slope, corrugated sheets hanging from some roofs and three public toilets, a sign of some care-giving from Digambar Kamat.

But the relationship between Moti Dongor and their Baba will not be fathomed in these visuals. It can be found in the synergy of the original settlers and those who came later and the only person (and not just a politician) who has sustained this relationship – Digambar Kamat. The Malbhat home is now the Margao residence of Goa’s Chief Minister but to Maulasab Balabatti and Tara Rajput, it’s still the home of their Baba. It’s a constituency that came to Digambar.

Moti Dongor was earlier a part of Navelim and under the tutelage of Luizinho Faleiro, one of the first benefactors of Moti Dongor.

But it is under Digambar Kamat that the relationship flowered when this became a part of the Margao assembly constituency.

For Kamat, this was an area where he first felt he could begin work as a councilor. This then grew into a support bank and then turned into a critical vote bank. The need to sustain this friendship had as much to do with past

friendship as well as present politics. In the lanes of Moti Dongor two men Maulasab Balabatti and Tara Rajput define the relationship with DIgambar and his Dongor.

Tara and Maula sit together on the cold floor of the Sevalal Sangh temple surrounded by other elders of Moti Dongor cutting across faiths. “I came here when there were a few huts. We were the first settlers. Others from Karnataka started arriving. Soon Moti Dongor started supplying carpen-

– a passport to security.

Maulasab Haidarsab Balabatti joined Tara at Moti Dongor a few years later and has been a partner in laying the foundations of Moti Dongor “Humne moti dongor ko banaya hain” (we’ve made Moti Dongor) Maula grew up in Kate Baina and came to Margao in 1980. The friendship of Maula and Tara are stuff that Hindi films are made of. Tara a Hindu and head of the Shevalal Sangh and Maula the head of the Mus-

lim Chaparman Samaj bust quite a few myths. They tell us that Moti Dongor is not a Muslim slum. They also tell us that that it’s one of the finest examples of communal harmony anywhere.

SO WHAT WENT WRONG?

So what really has gone wrong? Quite simply, the attempted taking over of Moti Dongor’s destiny, by the brashness of youth. Two young boys Maqbool and Jalil began life on the shoul-

ders of their elders Maula and Tara and others. As young men who had managed to earn some wealth, they bought a piece of land in the heart of the village and started constructing two identical bungalows .

Pink for Maqbool and green for Jalil. The friendship began to sour when according to Maqbool, Jalis brother “took to crime. I told him to control his younger brother but Jalil did not. And when the sword incident happened, I parted ways” (A truck full of swords was found parked near their homes in Moti Dongor last year. Maqbool, Jalil and Bashir were arrested though Maqbool claims he was innocent and didn’t even see the swords).

Since then, like an arrow out of its quiver, the conflict of friends turned foes has sliced the harmony of Moti Dongor and a series of attacks on each others’ groups followed, especially after the MMC elections when Maqbool supported one Iqbal and Bashir and Jalil backed Lakshmikant Kamat, a cousin of the Chief Minister. One group attacked, the other damaged bikes. Things took a turn for the worse when the Jalil/Bashir group allegedly insulted Maqbool’s sister.

Maqbool retaliated by slapping the boy who actually abused the girl.

What followed was brutal. Maqbool was attacked while he was driving his bus back to Moti dongor, with swords, rods and sticks. He managed to survive, but

the incident has put Moti Dongor at the crossroads of sanity and despair. Says Tara Rajput, “Maqbool, Jalil and Bashir are brash.

The younger generation have got it made. We the elders struggled and made Moti Dongor a home for us.

We made it livable. We set up businesses. The young generation is hell bent on destroying this.” Sitting next to him at the temple of the Shevalal Sangh is Mohammad Ali Devgiri the head of the Sunni Noorani Masjid, “The younger lot want to rule and become famous. But we won’t let that happen at the cost of bloodshed” Muparna Pujari of the Bashashar Samaj which is the forth religious group agrees.

Digambar Kamat perhaps wanted to change with the times and saw in Bashir, Jalil and Maqbool faces of the new generation which would deliver Moti Dongor to him. But their activities – so far not completely checked, may take Moti Dongor away from him.

DIgambar’s wish for Moti Dongor is like that of American comedian and film star Groucho Marx. Trundling into his eightieth year, Marx was asked what he most wanted for his birthday. He replied, “Last year”. Mr Kamat wishes that the Moti Dongor of last year and many years before would come back. He also knows that in electoral politics you need to create a future.

Moti Dongors past, and not its present, will shape Digambar Kamats future.

Comment Chief Minister: I have made it very clear to those indulging in violence that this will not be tolerated. But what is clear is that the Chief Minister can ill afford to lose MotiDongor in his political scheme of things. hen violence erupted atop Moti Dongor on the 28 January between the Bashir and Maqbool groups, the Chief Minister was quick to admit that members of both the groups were his supporters, giving no room for his opponents to fish in troubled waters. That’s not all, the Chief Minister made it a point to first visit Hospicio to inquire about Maqbool’s condition around noon, before making his presence felt atop the hillock later the same evening for the house warming ceremony of Bashir’s brother, Jalil, indicating that the Chief Minister does not want to lose the support of either group.

That the Chief Minister descended on Moti Dongor with the district administration days after the hillock was rocked by violence was another indication that Kamat wanted to soothe ruffled feelings of the residents – who were sore over police inaction and the cold shoulder given

A glance at the poll statistics would reveal that Moti Dongor had strongly rallied behind the Chief Minister over the years since his days in the BJP. Miscreants had even stoned the vehicle of the Congress candidate atop the hillock during electioneering.

Moti Dongor’s importance

for Kamat’s political survival became known during the 2005 bye-polls when he quit the BJP to embrace the Congress. Kamat literally scraped through the polls with a margin of 1377 votes, but the Congress flag flew high atop Moti Dongor, with Kamat making a virtual sweep at the Moti Dongor booth.

While Kamat polled around

545 votes, the BJP got just 52 – giving the Chief Minister a huge lead of 493 votes, making a big difference in the final tally.

The situation was no different in the 2007 polls. Kamat maintained his stranglehold over Moti Dongor when he polled around 630 votes as against 136 votes polled by the BJP, giving him a lead of 494 votes in this single booth.

In the recent Municipal polls, the Chief Minister’s cousin Laxmikant Kamat and Sangeeta Audi emerged victorious from Ward No 18 and 19 respectively – both connected to Moti Dongor area. But a rival group atop the hillock led by Maqbool, opposed Laxmikant’s candidature by throwing their weight behind Iqbal, bringing the simmering differences between the warring Maqbool-Bashir groups in the open.

That the Chief Minister and his wife Asha personally made their presence felt atop the hillock to drum up support

for Laxmikant and Sangeeta, shows the Chief Minister’s agenda to further strengthen his grip over the migrant locality.

Incidentally, Kamat’s twin agenda of reaching out to the traditional Hindu voter in the Commercial capital – owing allegiance to the BJP – and to woo his long-time supporters in the BJP towards the Congress is being keenly watched in political circles.

Post Municipal polls, Kamat and his aides may be tempted to say they have almost tasted success in the mission with his candidates emerging victorious in areas where BJP had its sway in the not too distant past.

But, the Chief Minister knows for sure that Moti Dongor will continue to remain important in his scheme of things – with nearly 2000 votes at stake – with the migrant-inhabited locality standing by him during those crucial moments of his political career.

India, Pakistan must resolve Kashmir issue: Bashir PTI ISLAMABAD, FEB 12: India and Pakistan will have to resolve the "core issue" of Kashmir according to the aspirations of the Kashmiri people if they want to give a boost to the peace process that is set to be resumed after an interregnum of over two years, Foreign Secretary Salman Bashir said today.

Referring to recent public protests in Jammu and Kashmir, Bashir said that "unless this core issue is resolved satisfactorily in accordance with the aspirations of our Kashmiri brothers and sisters, I don't see prospects

in terms of a self-propelling peace process".

The upcoming talks to be held ahead of the Pakistani foreign minister's visit to New Delhi in July will have to “take cognisance of what has happened in the past in dialogue with India...and the actual ground situation” in Jammu andKashmir, Bashir said, while addressing a briefing organised by the Diplomatic Correspondents Association of Pakistan.

There had been a ‘resurfacing of the uprising of Kashmiri youth, women and civil society” that was being “increasingly acknowledged by the international community and this cannot be wished away”, he

claimed.

“That has given an urgency to dealing with this core issue,” he added.

At the same time, the two sides will have to focus on progress made in the past on the Kashmir issue, including confidence-building measures for cross-Line of Control travel and trade, Bashir said in response to questions.

“I don’t think we should jettison all the good work that was done by predecessors over 60 years, we should also not be lost totally in the archives,” he said “We need to approach these things with a great degree of clarity. We should also have clarity in what is doable

and not doable and what timeframe is doable,” the top diplomat said.

Asked about former Foreign Minister Khurshid Mehmood Kasuri's remarks that the two countries were close to a settlement on Kashmir during the military regime of Pervez Musharraf, Bashir appeared to distance himself from such claims and said discussions at that time were held on the back channel alone.

“There could be good discussions on the back channel, well intentioned, but they never acquired any status if they are never discussed the way it normally happens officially,” he said.

Following the decision at

the meeting of the Foreign Secretaries in Thimphu to resume the stalled dialogue, Pakistan will approach the parleys with “an open and constructive mind” with a view to dealing with as many issues as possible, he said.

The peace process is “work in progress”, he said.

“We are just resuming the process but hopefully beginning with a new spirit,” he added.

Asked about the joint statement issued after the recent meeting in Thimphu that referred to the Mumbai attacks and made no mention of Pakistan's concerns on the Samjhauta Express bombing and the insurgency in Balochistan, Bashir said

this did not mean that Islamabad could not raise these issues with New Delhi.

Two prosecution witnesses were summoned to the court for examination that day. Since there were no other witnesses cited by the prosecution for examination, the judge disposed off the case. There was absolutely no evidence again the accused in the case”.

Viegas further contended “In a criminal trial, the judge only has an objective role to play. A judge cannot tell the prosecution to bring evidence”, he said, adding that Judge Desmond had disposed off the Mahanand Naik case because the prosecution had closed the case”.

Incidentally, Judge Bakre has denied that his information to the High court Registrar on the Mahanand case has anything to do with Judge D’Costa’s suspension.

In fact, he told the South Goa advocates on Friday that as the principal judge of the District And Sessions Court, he is duty bound to submit reports on judges to the High

Judge Anuja has rejected the findings of its own inquiry officer and called upon Prabhudessai to show cause as to why she should not be held guilty of the charges levelled against her.

She has been issued a notice along with a copy of the inquiry report to the judicial officer indicating the grounds on which the findings recorded by the enquiry officer in her favour are not acceptable.

Prabhudesai, additional district and sessions judge and presiding officer, Industrial Tribunal and Labour Court, was earlier suspended facing charge that she had conducted herself in a manner unbecoming of a government servant viz. a judicial officer and there by committed breach of Rule(3) (iii) of the Central Civil Services (Conduct) Rules ,1964 amounting to misconduct.

She was recently reinstated.

When contacted, Convenor of Goa Peoples’ Forum Satish Sonak, lawyer, said that the information is “likely to be correct”.

Sonak said it’s important to get to know the full truth including the full report of the registrar of the High court in favour of Prabbhudesai and the subsequent

surprising development of the same High court rejecting the registrar’s report absolving her of all charges.

The issue of. Prabhudesai’s disciplinary proceedings has assumed significance in the wake of the latest case of suspension of Additional Sessions Judge Desmond D’Costa early this week which has invited strong agitation and protests from lawyers and other citizens. After Prabhudesai was suspended there was a silent but strong public reaction to the suspension. In the latest case, the lawyers have come out in the open questioning the suspension and demanding reinstatement.

The developments in the Prabhudesai case are also expected to figure in the citizens’ meeting scheduled in the city on Monday to protest the suspension of D’Costa, sources in local citizens’ groups told Herald.

Bhakre to HC D’Costa” has brought the South Goa district and Sessions Judge in the eye of a storm as his report states he had issued instructions to the suspended judge not to hurriedly dispose off his matters.

In the report, Judge Bakre has said though the Mahanand Naik case was a custody matter, ,however, there was no need to dispose it off in the manner, as was done

by Judge D’Costa. “Accused Mahanand Naik was in judicial custody in many murder cases and hence disposal of the sessions case no 33/2009 would not have resulted in his liberty from custody”, Judge Bakre stated.

He further stated that Judge D’Costa, for reasons best known to himself, has with great haste and hurry, disposed off the serious murder and robbery case by doing these things on one and the same day, namely recording the depositions of two witnesses, Police Sub Inspector Shailesh Narvekar and Police Inspector Nolasco Raposo; recording of statement of the accused under section 313 of Criminal Penal Code; hearings of final argument and pronouncement of the judgment, acquitting the accused.

Judge Bakre further went on to state in his information/complaint that “what is very very material, but is ignored, is a material piece of evidence on record, which could have certainly led to the conviction of the accused, who is allegedly a serial killer.”

Krishna read out Portuguese Foreign Minister Luis Amado’s speech for full three minutes at a debate on security and development on Friday before India’s Permanent Representative to the UN Hardeep Singh Puri pointed it out.

The initial part of the Portuguese minister’s speech related to general issues about the UN, development and security.

Finally, it took a reference to Portuguese-speaking countries to alert Puri, a former ambassador to Brazil, that something was amiss.

“On a more personal note, allow me to express my profound satisfaction regarding the happy coincidence of having two members of the Portuguese Speaking Countries (CPLP), Brazil and Portugal, together here today,” Krishna had said, reading verbatim from the initial portion of the Portuguese minister’s speech.

Krishna, said officials, could have said this as Brazil holds the current presidency of the Security Council.

WB government says won’t succumb to pressure after GJM threat PTI KOLKATA, FEB 12: Amid Centre’s efforts to broker peace, GJM chief Bimal Gurung has threatened to intensify the stir if any attempt was made to arrest him but the West Bengal government today asserted it would not succumb to any pressure in dealing with the violent agitation in the Darjeeling hills.

“The state government will not succumb to any pressure in dealing with violent mode of agitation,” state Home Secretary G D Gautama told reporters at Writers’ Buildings.

His statement came after the Gorkha Janmukti Morcha (GJM) chief, against whom an FIR has been lodged, had said that any attempt to arrest him “will put the hills on fire” and that the state government will be responsible for the consequences.

“If police try to arrest me, the people of the hills will give them a fitting reply. They will virtually put the hills on fire. And the Buddhadeb Bhattacharjee Government will be solely re-

sponsible for the consequences,” Gurung said over phone from Darjeeling last night.

An FIR was lodged with the Nagerkata police station in Jalpaiguri district against five GJM leaders, including Gurung, on February nine after two GJM supporters were killed in police firing at Sipchu the previous day.

The charges against Gurung and four others include obstructing public servant in the discharge of his duty, illegal assembly in areas under prohibitory orders and encroaching of forest areas for temporary shelters, police said.

Gurung described as false all the charges against him and demanded a CBI probe into the “unprovoked” police firing that left two GJM activists dead.

Meanwhile, the Home Secretary said that the state government was not considering restoration of security for GJM president Bimal Gurung and general secretary Roshan Giri.

G4­pushes­for­ UNSC­reform­ PTI UNiTeD NATiONs, FeB 12: India, Brazil, Germany and Japan -- the G4 nations -- today said that they would press for "urgent" reforms of the UN Security Council this year.

External Affairs Minister S M Krishna and foreign ministers from three other nations met at the UN headquarters here to step up their campaign even though there is no broad acceptance within the 192 UN members on how to reform the world body's supreme peace and security body.

"Pressure is mounting here at the United Nations for the UN membership to finally face the challenge of addressing Security Council reform in a realistic manner, adjusting it to the current geo-political realities," said Brazil's Foreign Minister Antonio de Aguiar Patriota after the meeting.

"The ministers," a joint statement released after the meeting said, "agreed to press ahead with all necessary steps to achieve at the earliest an expansion in both

the permanent and non-permanent membership categories of the Council."

"Towards this goal, the G4 countries reaffirmed their readiness to reach out to other countries and to work in close cooperation with them in a spirit of flexibility," it added.

Krishna's two-day visit is his first trip to the United Nations since India became a non-permanent member on the Security Council in 2011.

Speaking to the media after this second meeting in the past six months, Krishna said the four countries decided to "press ahead for Security Council reform on an urgent basis."

"Security Council needs to face the realities of the 21st century," Germany's foreign minister Guido Westerwelle said, adding that these four countries were not acting in national interest. The G4 ministers also underlined the need for Africa to have a permanent seat on the Council.

The Security Council reform process has been going on for almost two decades.

But several questions are yet to be resolved, which include how many new seats should be created, who gets these seats and when should the veto power kick in.

Negotiations have shifted from the so called "Open Ended Working Group" of the nineties to a text based negotiations, which are headed by Ambassador Zahir Tanin of Afghanistan.

China­ready­for­war­to­safeguard­interests PTI BeiJiNg, FeB 12: Terming US attempts to woo India and other neighbours of China as "unbearable," an article in a Communist party magazine has said that Beijing must send a "clear signal" to these countries that it is ready to go to war to safeguard its national interests.

The article published in the Qiushi Journal, the official publication of the ruling Communist Party of China (CPC) said China must adhere to a basic strategic principle of not initiating war but being ready to counterattack.

"We must send a clear signal to our neighbouring countries that we don't fear war, and we are prepared at any time to go to war to safeguard our national interests," the article said, suggesting an aggressive strategy to

counter emerging US alliances in the region.

"Throughout the history of the new China (since 1949), peace in China has never been gained by giving in, only through war. Safeguarding national interests is never achieved by mere negotiations, but by war," it said.

The piece said countries like Japan, India, Vietnam, Australia, the Philippines, Indonesia, and Korea are trying to join the anti-China group because they either had a war or a conflict of interest with China.

"What is especially unbearable is how the US blatantly encourages China's neighbouring countries to go against China. We cannot completely blame the US, as flies do not stare at seamless eggs.

"They are attempting to gain benefits by using US," it said.

It suggested that China should use its economic clout and trade as a weapon to rein in neighbours.

"China's neighbouring countries need China's international trade more than China needs them, with the vast majority of China's trade deficit caused by these countries," it said.

"Therefore, they, but not China, will suffer greater damage by antagonising China. China should make good use of these economic advantages and strategic power. This is also the most effective means to avoid a war," it said.

The article said the US has adopted a series of strategies to contain China like through an exchange rate war, through a public opinion war, besides launching military exercises and simulated warfare, and the development of an anti-China alliance.

China on its part, it said, can consider the idea of launching economic warfare through strategies to contain the US dollar and making effective use of forums like the IMF and initiating a space war by developing strong space weapons.

It also suggested as a counterstrategy the idea of pursuing a strong policy against neighbours joining the US alliance, even attacking a nearby enemy and forming anti-US alliances in Latin America and Africa.

It also said the China should also launch a public opinion war by making an effective use of the free media in the US and other democracies.

Though suggesting a hard-line policy towards neighbours, the article, however, proposes to rope in countries with good foreign reserves like India to neutralise the influence of US dollar.

lAHOre, FeB 12 : The US has again pressed for the release of American official Raymond Davis, charged with murder in Pakistan, insisting that the authorities had not considered eyewitness accounts and physical evidence that showed he acted in self-defence.

Davis was arrested in Lahore on January 27 after he shot and killed two men he claimed were trying to rob him.

Police yesterday accused Davis of committing "coldblooded murder" and said an investigation had produced no evidence of his claim of acting in self-defence.

"We understand that eyewitnesses at the scene said that (Davis) acted in self-defence when confronted with

two armed men on a motorcycle. We also understand that these men were found with stolen property and, as the police stated today, a loaded gun," US Consul General Carmela Conroy said in a statement issued late last night.

"We regret that authorities did not consider these eyewitness accounts and physical evidence when they stated that this was not a case of self-defence," she said.

Davis was sent to prison yesterday after a court in Lahore remanded him to judicial custody for a fortnight.

But Conroy contended he should be "freed immediately" as he had diplomatic immunity.

"As a member of the Administrative and Technical staff at the US Embassy in

Islamabad, Raymond Davis is entitled to full immunity from criminal prosecution

by Pakistan under the Vienna Convention on Diplomatic Relations of 1961.

"All countries, including my country and your country, freely agreed to abide by these rules. Under the rules, he should be freed immediately," she said.

Conroy interacted with local and foreign journalists at her residence last night, the first time a US official has spoken in public with the media about the arrest of Davis. Conroy also met Davis at the Kot Lakhpat jail, where he is being held.

The US respects "the law and Pakistan's sovereignty" and the people of Pakistan and American officials "enjoy working and living in this country," Conroy said.

islAMABAD, FeB 12: Days after former president Pervez Musharraf was made an accused in the assassination of PPP leader Benazir Bhutto, a non-bailable arrest warrant was today issued against him to secure his presence in the court to stand trial.

An anti-terrorism court in Rawalpindi conducting the trial of five suspects charged with involvement in the Bhutto assassination case issued the warrant against 67year-old Musharraf, who lives in self exile in Britain, after hearing arguments of prosecution to secure his presence in the court.

The Federal Investigation Agency also submitted a detailed chargesheet that named Musharraf as an ac-

cused in the case related to the murder of Bhutto in 2007. The judge subsequently adjourned the case till February 19.

The FIA had earlier this week named Musharraf as an accused and declared him "absconder" for failing to cooperate in the probe into the assassination.

Musharraf had refused to cooperate with investigators and answer their questions, prosecutors said.

The detailed charge-sheet said that there was a conspiracy behind Bhutto's assassination, and that Musharraf allegedly provided slain Tehrik-e-Taliban Pakistan chief Baitullah Mehsud with the opportunity to carry out a suicide attack on Bhutto by failing to provide her adequate security.

In Doha, the ruling family of Qatar described the transition of power to military as positive and important and hoped that Egypt would regain the leading role in Arab and Muslim world.

The one and only man who opened his arms and died for human kind is Jesus Christ. Can there ever be a greater Valentine? On a special day dedicated to the most powerful emotion - love, there is nothing that one craves more than to express that love with someone who is dearly loved. Yet, so many heartbroken on V-day? Herald delves…

BY CHRISTINA VIEGAS HERALD FEATURES ne more Valentine Day, one more day dedicated to the emotion of love. Did we just say emotion of love? Yes, we did! Yet, Valentine Day has become anything but sharing of emotions.

It has become just another day for commercialism to thrive at its peak as offers are floated galore to capitalise on the emotion of love! And the surprise factor this year is that most people are either single or in trapped marriages or partnerships!

Conversation with a large number of people illuminated the fact that Valentine Day only depresses them as they don’t have someone who is truly worth sharing their love with. According to them, Relationships are breaking up a dime a dozen. They opine, “Valentine Day has become a mockery. There are people going in for blind date parties just to hook up with someone to spend the evening and the night. And often, this leads to one-night stands which can have dangerous repercussions.”

Then there is the section of youngsters who are on the verge of tears saying they don’t have anyone special to share the day with. But what about the quintessential romantic couples who plan romantic lunches, dinners, dances etc? Surely, they still are an inspiration to the heartbroken.

But the reply is an even more shocking blow! They ask, “How many couples are really in love? And how many are together just because they are dependent on each other or are being bullied by their spouses? Do they really love each other unconditionally?”

One expounds further by giving an analogy of a man who is seen as the ultimate loving husband. According to the lady, “He orders red roses that reach his wife at the break of dawn. He gives her a card worth nothing less than Rs 200. He buys her gifts which he compels her to wear at gatherings which will attract comments from friends. He posts the most romantic messages on every possible social networking site claiming how much he loves his wife. But the reality is that his wife is un-loved, lonely and waiting to break free from a marriage filled with pain and misery.”

The shocking analysis from the psychologist, “This man has a mental disorder which majority of men and women have but don’t even recognise.

They are more interested in seeking attention as to how loving they can be. They want compliments from everyone around as to what great spouses they are. They will do everything superficially to get good comments about themselves. Because that makes her/him the ultimate spouse who will be glorified. This is nothing but selfishness that stems from being a controlling person.”

We are also enlightened about the hoards of women who will flash platinum rings, diamond necklaces etc cooing to friends about how much their husbands love them and even wonder why they do; all in all, a superficial flashing of materials and false emotions. We are also informed about the hoards of couples who will have a gala splash to celebrate V-day with partners who don’t mean a thing to them; people who will be easily replaced by the next seducer on the block.

Listening to the reality about today’s milieu makes you feel devastated.

In such a scenario, perhaps the singles are better off. Get chatting with the heartbroken and you are left absolutely moved by their stories. They have loved but lost. They invested their one hundred percent of themselves whether emotionally, spiritually, physically or whether all three but they are alone on V-day. And why are these true lovers alone while the rest of the world is superficially bonding in the name of love, literally abusing this precious, four-letter word? The older generation comes to our rescue when they enlighten, “People who truly love will love irrespective of what the other person is. Because they have loved unconditionally! When you put conditions on love, you have no right to call it love. Love is when you cry with your loved one who is going through a rough time, when you laugh with your loved who is happy, when you give a push when your partner has stopped, when you are always there to chat when your partner is lonely or happy, when you are the guide when your partner is lost and when you are always there no matter what. It is sublime! It does not rely

on what you are getting but what you are giving.”

Such powerful words! But then, in today’s world dominated with selfish people who are out to love things and use people, there is no concept of unconditional love. Only the ones capable of unconditional love will believe that humans too can love unconditionally. And for this love you do not require wedding bands, ‘mangalsutras’, ‘rakhis’ or a piece of document to endorse it.

Fo r o t h e r s , l o v e comes with conditions – people (whether spouses, friends, acquaintances, coworkers) remain together only because their needs are being met. Otherwise they are through with the other person.

But the true archetype of unconditional love was Jesus Christ. He is the greatest Valentine! Now before the religious fanatics scream hoarse, they need to understand what a Valentine is. A Valentine is not someone you drink cocktails with and end up in bed for a hot night of meaningless passion; this can be done with a sex worker. But a Valentine spells love in its purest form; someone who gives without expecting anything in return.

Someone who in one word sums up everything in God’s creation and that one important word is love. Because only when you love, you will care! And when you care for one another, we don’t need armies to protect our nations because we won’t be creating borders. Jesus Christ’s love transcends everything – both sinful and sinless of mankind. He taught us a love that transcends beyond the flesh; a love that does not fade when the wrinkles begin to show or when the favours stop coming in, or when your needs cannot be met by a particular person anymore. His is a selfless love that recognises the beauty in life every single moment. It is a natural expression that does not expect an outcome. It is giving just for the sake of giving.

His is a love that opened its arms and died on the Cross for mankind. Yet, humans have distorted this love with their own selfish interpretations to suit their selfish purposes. They have defined the other side of love as hate, yet when you love unconditionally, you love forever. They have created borders within themselves and have relegated most of God’s creation as sinful. They have labeled God as a punishing, revengeful power. And how they impose these teachings on young, innocent minds to fear God not love Him. How unfortunate!

That is why there is so much misery and loveless souls today.

A vital reminder: Whoever you believe your almighty to be, whether a God or some divine superpower, remember he/she had no religion. Religion was made by man who used it to divide and sub divide and thereby spread hatred. The only religion that always existed, still does and will always do is love. And no one has the right to taint or condemn any form of love!

The Magic of ‘Love at First Sight’

BY JANICE RODRIGUES HERALD FEATURES ove at first sight is possible, but it’s always a good idea to take a second look,’ believe many, but for some, that one look is enough to make them realise that they have met the one who is perfect for them. The first look stirs up something in your soul and you feel like you are drawn to that person like a magnet. The feeling is so strong that it compels you to make conversation with the person, even if you have no clue about who they are.

So strong is this notion that there have been myriad songs and quotes in almost every language. ‘Pehli nazar mein aisa jaduu kar diya’, a tune that plays in most minds when thinking of love at first sight, is one such tune. But is the magic a mere attraction or is it something more?

The first sight is often so strong that it has led to life long friendships and even marriage in some cases, “Well, yes I do believe in love at first sight,” says Sahlom Sardinha. “Sometimes you just feel that something in your heart goes click when you see the perfect person.”

Shalom, who first met his wife online, felt a pull so strong when he finally met her in person that he decided that she was the one who will be his life partner. “The pull was powerful enough given that I worked my way to ensure that she was permanently in my arms,” he smiles.

Another girl, Chandini Moghe, says she’s a strong believer in the concept. “I believe in love at first sight because it has happened to me. It is a magical feeling and you feel like you’re in a different world altogether but unless and until you get to know each other, it means nothing other than just attraction.”

There are others who are of the contrary opinion. Neshca D’Costa voices her opinion. “It’s not love; I think it’s more of an infatuation. Love takes time to grow, you need to know and understand the person first, but I do believe an inner intuition tells you that the person is who you are searching for, its not intentionally that you fall in love, it just happens.”

“Well it depends on each person whether he believes in the concept or not, but most of the time I feel it is over-hyped,” says Rahul, a non-believer, although he stresses that he does believe in love but not at first sight.

There are others who feel that the spark that is ignited with the first look is totally different from simply being attracted to another person. “It’s not like someone just checking out a girl or a guy, it’s something more than that,” says Chandini. Even if the love or attraction you feel for the stranger who catches your eye doesn’t lead anywhere, the attraction is still felt whenever you see him or her again, and if it leads to friendship, they are often the long lasting ones. “Some people say that love at first sight isn’t true love, but just an attraction or infatuation, but I disagree to a certain extent, I feel if you don’t believe in love at first sight, you are missing something in life,” says Atson Carvalho.

Believer it or not, love at first sight is a concept that has given many a movie a good box office collection, and continues to enchant people all around the world, giving the romantic inside you a reason to live.

She on the other hand is not aware of his existence. His failed efforts to have contact with her make for plenty of giggles. Like this particular strip, the subject of unrequited love is part of many a storyline, either extracting the humour of the subject or the nobleness. Of course, real life is nothing like that. For it is real, making it much worse. “Whoa, are we in unrequited love, for life loses colour and living becomes a task,” say many who have either been or are on that road. Let us walk with them.

“It always starts with a solid friendship with a member of the opposite sex. That one special friend who is closer to you than anyone else from the group,” says Mitali. “Your feel completely accepted and yourself with them.” That is right. Friendship is in actuality a great base for the formation of romantic love. Friends have no conditions or terms, no airs or graces, no complications or demands between them. Friends have good times together, most which are not usually planned, that just spontaneously happen. This forms a strong bond between two persons that are in a great pre-requisite to a lifelong romance. It is while having these experiences that one’s love for their friend is enhanced. How many of us have been in this situation. They will surely vouch for the agony in seeing one’s friend everyday and being unable to express their true feelings. The idea of taking the friendship to ‘more than just friends’ is considered at that point. Worries of jeopardising the friendship come to mind and one is in a constant state of love-hate. But finally it happens. The spill.

The good: It all works out, turns out they like you too and were just waiting for an opportunity and are ever so happy you did it. These relationships usually grow to be the strongest and most contributing, vouch those in it.

The not so bad: When a confession of love is expressed and the feelings not returned, there is a certain sense of loss. But a good friend will appreciate the honesty. They will stick with you through this time and see you through it. In these cases the friendship only gets stronger and manages to transcend that phase.

The ugly: Unfortunately for some, confessions are not the best thing. Friendships break and people are lost forever.

Agreed, experiences with unrequited love are full of hurt and pain and a longing for things to be different, especially when it is with a friend. And all of those feelings triple, as this is a situation that makes you question your sense of judgement and self-worth. But do not judge yourself too hard. Remember that the feelings of romantic love are not conscious efforts, so nothing your friend says or does should be taken too personally. Realise that reciprocation is completely up to them and not in your control.

Accept the decision taken and work to your own happiness. “Doing things you like help.

Reading a book, some art or craft or even household chores like washing the car or cleaning my room,” says Valerie, who has been in such a situation. As time heals all wounds, this one too will go that way. If it works out, well and good, if it doesn’t, let it go. That is just how this cookie crumbles. Having the unrequited love experience is just one of the many experiences life throws at you. And like the rest, learn from it, grow from it and very importantly, smile and keep yourself open to love.

ebruary is the month of hearts, flowers and everything lovely-dovey. Sweethearts surprise each other with tokens of love and adoration. As the trend is catching up in Goa, every couple has a plan on how to celebrate the day with their loved one. But what happens to the wives whose husbands are sacrificing quality time at home to earn for the family? Women are very practical when it comes to family and emotionally strong when it comes to spending time away from their husbands. Herald speaks to a few practical wives and mothers who gave their point of view on what it is to celebrate the day

I feel very lonely for Valentine’s Day as my husband is rarely there to celebrate the day with me. As he is working on the ship, he has to join duty as soon as he gets a call. This year too, he was in Goa for the last six months and left just two days ago. He will call up from the ship to wish though. I celebrate the day with my two lovely kids and in the evening, the entire family, including my sister-in-law’s family, goes out together for dinner.

Valentine’s Day is just a day but with special emotions. I celebrated Valentine’s Day with my husband only the year we got married and he gifted me a diamond ring. Every year he is on the ship and it is difficult to even ring him up so I email him a nice lovey-dovey mail hoping that he will read it the same day and reply back. I sent him e-greetings or e-cards to wish him. If he was in Goa, we would have had a nice ball, with dinner and dance; it’s the excitement to celebrate the day with your love.

Women prefer Tasty Treat than Partner’s Lips on Valentine’s Day

ivorced women do care for their exspouses, offering support, assistance with daily tasks and management of health needs, says a new study. “Some women reported caregiving as a turning point in relationships with their ex-husbands,” said Teresa Cooney, study author and associate professor at the University of Missouri College of Human Environmental Sciences.

“We didn’t expect to find this in a study of ex-wife caregivers. Several women noted that their ex-husbands had ‘softened’ during illness and there was less conflict.”

Cooney and Christine Proulx, at the Missouri Department of Human Development and Family Studies, conducted phone interviews with caregivers throughout the US, according to a Missouri release.

“A surprising number of the women reported continued involvement with their ex-husbands post-divorce,” said Proulx.

They strongly desired to maintain relationships, not with exhusbands, but typically with their children.

“It appears that having shared children with an ex might facilitate emotional attachment. Women also might try to shield their children from the demands of caregiving.”

In the survey for Weight Watchers Australia, 17 per cent of Australian women admitted they would prefer to spend an evening indulging in their favourite foods than spend a night in with their partner, says reports.

The poll set out to discover women’s attitudes to indulgence and love this Valentine’s Day. It revealed that while many women like to regularly indulge in their favourite foods, at the extreme end, many of them are married to their treats to the point where they have become their preferred partner.

The poll revealed that 24 per cent indulged sporadically, as if indulgent foods were a ‘one time fling’, 37 per cent enjoyed them every few weeks like a regular ‘food affair’, 31 per cent said it was a once a week habit and eight per cent were married to the idea of eating indulgent foods each and every day.

Arm Candy, One-night Stands...Flip Side of V-Day

alentine's Day is meant to be about love and romance. But there are many who try to hook up so they can show off their arm candy or for a night of sex with no strings attached due to sheer peer pressure, say psychiatrists.

“Having a girl in your arms on Valentine's Day does not mean commitment. It is just a day to have fun with girls who don't make a fuss and agree to spend a day with you. I have had a different date on Valentine's Day every year,” boasted Rohan Khanna, 22, a college student who enjoys his casanova image.

“I would agree that the day is a one-day affair for many,” he added.

So how does one find a one-night date? There are always social networking sites like Facebook and Orkut that have made it easier to find partners.

“It all starts either at a party or social networking sites – two

people meet, they feel attracted and irrespective of their marital status they head for a mutual one-night stand to make Valentine’s Day special for themselves,” said Natasha Khurana (name changed).

“There are no strings attached to these relationships. No commitment is involved, especially if the couples are married, and most of them hope to never see each other again,” she added.

“It becomes more of a status symbol to have a date to show others and prove they have someone on Valentine's Day,” said Samir Parikh, consultant psychiatrist at Max Healthcare.

Psychiatrist Sanjay Chugh calls this phenomenon the herd mentality.

“Often, to have a partner for just one day is important either because of peer pressure or to make oneself feel that he or she is in love and has a partner or simply because you want to do what others are doing - the herd mentality. Homogeneity makes you feel secure.”
