17 sailors abducted Using rocket launchers and submachine guns, suspected Somali pirates today abducted 17 Indian and five Italian sailors after hijacking a large Italian-flagged oil tanker in the Indian Ocean. The 266-metre long and 46metre wide ‘Savina Caylyn’ with 22 crew members on board was attacked by the pirates and taken over at 0520 hours IST, a senior official at the Directorate General of Shipping said. Initial reports said no one was hurt in the attack by five pirates who were armed with rocket-propelledgrenades and rifles. — (PTI)

Absconding MLA arrested Absconding Samajwadi Party MLA Vijay Mishra, who was allegedly involved in last year’s attack on UP Cabinet Minister Nand Gopal Nandi, was today arrested by the Special Task Force in Delhi, a senior officer said here. The Uttar Pradesh government had announced an award of Rs 2.5 lakh on the arrest of Mishra, who has 62 cases, including 15 of murder and seven of attempt to murder, registered against him in Bhadohi, Allahabad and Mirzapur. — (PTI)

As political attack mounted on Prime Minister Manmohan Singh on yet another alleged spectrum scam, ISRO today announced that the process to terminate a suspect deal was underway. The space agency claimed there was no financial loss to the government on account of the 2005 contract between its commercial arm Antrix and Devas Multimedia, floated by a former ISRO official for use of scarce S-band spectrum. However, at a late evening press conference, ISRO chief K Radhakrishnan admitted that details about contract that gave Devas rights to 90 per cent usage of transponders on two satellites, were not shared with the Space Commission or the Union Cabinet. “One point that was not ex-

plicitly mentioned (to the Union cabinet) was that GSAT 6 and GSAT 6A satellites are going to be predominantly used for this novel and commercial application that Antrix had entered into with s Devas,” he said. The ISRO press conference came on top of a denial by the Prime Minister’s Office (PMO) of media reports claiming that a Devas has been allotted 70 MHz of spectrum for Rs 1000 crore. It said no decision has been taken and hence charges of revenue loss of a whopping Rs 2 lakh crore were without any basis. But the BJP was not convinced by the PMO clarification dubbing it as meaningless. The party said there were important questions which the prime minister must explain to the nation.

Govt may yield to JPC demand on 2G scam PTI NEW DELHI, FEB 8

Signals that the government may agree to formation of a JPC (joint parliamentary committee) to probe the 2G spectrum scam emerged today after talks between government and the opposition to break the stalemate in parliament ahead of the budget Session. Coming out of the all-party meeting convened by Finance Minister Pranab Mukherjee, opposition leaders claimed there was “consensus” on the JPC issue and both the sides were keen that parliament should function. “The allies of the government too say they have no problems with JPC. We have told the government, and I think there is hope, that first government will take a decision, approve formation of JPC and parliament will function properly,” Sushma Swaraj told reporters.

Wholesale vegetable suppliers of Belgaum market, who are affected by the policy of Goa State Horticulture Corporation’s (GSHC), blocked all supplies to the corporation on Tuesday, sparking off tension in the Agriculture Produce Marketing Committee (APMC) market yard. The agitated members, who gathered at the yard late Tuesday evening, did not allow loading of vegetables to GSHC. The members have resolved to intensify their agitation if GSHC does not come to terms for the benefit of the suppliers and the Goans. However, supplies to the regular Goa market continued, while flurry of activities was witnessed in Belgaum market. A strong police force was also deployed at the site. The Cantonment Wholesale Vegetable Market Association with a membership of about 500 members submitted a memo-

Acquisition of land for public purpose has, in recent times, led to agitations and violence. Acquisition of agricultural land for special economic zones (SEZs) was opposed in many parts of the country, because of displacement. The central government has since assured citizens that no agricultural land will be acquired for SEZs. Even when land is required for a central government project, the State government acquires it. The central government does not acquire land directly, even though there is a provision in the Land Acquisition Act. Meagre compensation: At present, the government gives monetary compensation to land owners, which is meagre, and takes possession after publishing the required notifications under the act. In most cases, the price fixed by land acquisition officers (deputy collectors) is challenged in the district courts and, invariably, district courts give a much higher price to land owners. The formulae adopted by land

acquisition officers are fundamentally wrong; the variation between the land acquisition officer’s price and the district court’s price is, in most cases, more than 100 per cent. New Policy: The central government has a Rehabilitation and Settlement Policy, from 2007. Some state governments have their own policies. But a policy is not the same as a law; it takes effect only if it is backed by legislation. Policy lays down the broad approach and the direction in which the government proposes to deal with the subject. It may indicate how legislation on the subject will be implemented. There are also certain things that require a human touch, which are covered under policies.

The government of India introduced the ‘Rehabilitation and Resettlement Bill, 2007’ to give statutory backing to the policy announced that same year. It says that the law will be primarily applicable to the rehabilitation and resettlement of persons adversely affected by land acquisition for projects. But the provisions of the bill may also apply for rehabilitation and resettlement of persons involuntarily displaced for any reason. In brief, the bill provides for a social impact assessment through a participatory, informed and transparent process involving all stakeholders, including the affected persons. The rehabilitation process should augment income levels, enrich the quality of life of displaced persons, rebuild sociocultural relationships, capacity building and provide public health and community services, Adequate safeguards have been proposed for protecting the rights of vulnerable sections. Though a Resettlement and Rehabilitation Policy was announced in 2004, it was not followed by legislation. Nor was the Land Acquisition Act of 1894

BELGAUM: The wholesale vegetable merchants in Belgaum are suspecting a nexus between the four suppliers and Goan authorities. The wholesale vegetable suppliers have demanded investigation in the subsidy nexus, as they have alleged that despite the availability of vegetables at lower prices, the four suppliers are enjoying a huge margin.

“Proper investigations must be made in this regard as we understand that a supplier, who enjoys over 75 per cent of the supplies, has provided a flat to a senior official in Goa,” alleged the wholesale vegetable suppliers. They have also alleged that the subsidy stunt is being mobilized keeping in mind the forthcoming elections. — HC
