Whistleblowers get protection A proposed legislation to protect whistleblowers and provide for severe punishment to those exposing the identity of people disclosing information was approved by the Government on Monday. Mickky ‘free’ to operate bank accounts HERALD REPORTER MARGAO, AUG 9
Judicial Magistrate First Class, Margao has allowed the application filed by former Tourism Minister, Mickky Pacheco to order withdrawal of all directions issued to various banks by the police to freeze his bank accounts. The JMFC, however, declined to allow Pacheco’s application for release of passport for want of jurisdiction. Pacheco’s lawyer, Adv Anacleto Viegas informed that the JMFC has declined to release Pacheco’s passport saying the court has no jurisdiction since the Session court had issued the directions to the former Minister to deposit his passport with the investigating agency. Adv Viegas has now disclosed plans to approach the Sessions court for the release of Pacheco’s passport. In his application, the former Minister had contended that the Crime branch had attached his passport and had issued directions to various banks to freeze his accounts. Saying that the offence registered against him is not an economic offence and his bank accounts are in no way relevant for investigations, the former minister had argued that his bank accounts were frozen only to harass and intimidate him. Submitting that he needs his passport being his personal travel document as he has to obtain visas for foreign travel, (Continued on page 2)
Cargo ship MSC Chitra partly submerged after a collision with another vessel MV Khalijia-111, off the Mumbai coast. The collision on Saturday caused an oil leak from two of the 12 tanks of MSC Chitra which had got damaged. The Environment and Forest Ministry has decided to amend the Environment (Protection) Act of 1986 to make it more punitive and deterrent and modify the procedure to decide expeditiously penalty and punishment. Accepting a report of a committee set up by the Ministry last December, the ministry decided to put up a draft approach paper on its websites to invite comments from all stakeholders. The new proposed approach envisages involvement of specialised agencies and institutions in the monitoring of compliance of the environment and CRZ conditions. In a daring daylight burglary, burglars struck gold at Nessai in Sao Jose de Areal village on Monday morning. While the Maina-Curtorim police has put the value of the stolen gold ornaments to Rs 10 lakh, the inmates of the house have claimed that the loss could be anywhere in the region between Rs 30-35 lakh. The incident occurred on Monday morning when the inmates had locked the house and gone out. The burglary came to light when one of the inmates returned home after taking the cattle out for grazing. When Caeitane D’Costa returned home, she found the lock of the main door broken. Her worst fears came true when she went inside only to find the house and the cupboards ransacked. Taken aback over the incident, Caeitane rushed to the Bethany Convent School to convey the information to Caterine. Maina-Curtorim police said the miscreants broke open two cupboard lockers to lay their hands on the gold ornaments. The male member of the

Maina-Curtorim police station incharge, PI Sidhant Shirodkar said the police requisitioned the services of a sniffer dog and a finger print expert to help the investigations, but in vain. He said the police has brought for interrogation two persons and further investigations are in progress. This is not the first time that miscreants have successfully struck gold in the jurisdiction of Maina-Curtorim police station in recent times during day time when the inmates were out of the house.

Rare planetary alignment in night sky PTi KOLKATA, AUG 9
In a rare celestial phenomenon, Venus, Mars and Saturn will come close to each other and be visible after sunset in the western sky over the next few days. The rare alignment, where the three planets will form a triangle, will be visible at least for a fortnight, M P Birla planetarium Director (research and academics) D P Duari said on Monday. Though the three planets will look quite close together, in reality they are not, he said. “Venus is currently 11.38 crore km away from the Earth, Mars 30.6 crore km and Saturn much further away at 153 crore km away,” Duari said. “To watch the celestial event properly one should use binoculars to scan the east-southwest sky especially if it is rather hazy,” Duari said.

Even invoking Lord Ganesha’s blessings will not save Plaster of Paris (PoP) idol makers from the eyes of the authorities. The arm of the law has been extended to take action against this polluting industry. In a new directive, police inspectors (PIs) have been given powers to act against illegal manufacture of PoP idols and its stocking a month before Ganesh Chaturthi celebrations. Director of Science, Technology and Environment Michael D’Souza said two years back directions were issued under Section 5 of the Environment Protection Act to act against manufacture, stocking, transportation, display and sale of PoP idols. Now we have brought PIs under the ambit of the Act in an effort to act firmly against the polluting activity, he stated. Karnataka man brutally murdered at Mala Quarrel at night triggered attack, says witness HERALD REPORTER PANJIM, AUG 9
A quarrel between a clerk and a labourer led to a fatal assault at Mala in Panjim on August 8-9, resulting in the death of the former. Body of Shantaram Laxman Gaonkar was found in a pool of blood early Monday morning, soon after which a case of murder was registered, Panjim police informed reporters. Govind Gir of Nepal, a prime suspect of executing the act is absconding even as police have launched a manhunt to trace him. A native of Castlerock in Karnataka, the 46-year-old Shantaram’s rear head was brutally smashed and face slightly distorted. The investigating team has located a blood-stained knife near the corpse, broken beer bottle and its pieces scattered around the room. According to the Deputy Superintendent of Police Deu Benaulikar, the fatal assault is a result of a “sudden” quarrel,

Seeking cooperation from all quarters for making the Commonwealth Games a success, Urban Development Minister S Jaipal Reddy on Monday said a total of Rs 28,054 crore have been spent on the games out of which Rs 16,560 crore was given to the Delhi Government for upgrading the capital infrastructure and building of various stadia. Making an intervention during a debate in the Lok Sabha on the Commonwealth Games, Reddy said of the total money given to the Delhi Government, only Rs 670 crore has been spent directly on the games – on building stadia. “The rest of the money has been spent on infrastructure development of the capital, which
is not directly linked to the games,” he said. Giving a break-up of the money spent, the minister said, the Delhi Government has spent on various projects which includes Rs 650 crore for street scraping, Rs 900 crore for development of bus depots, Rs 3,000 crore for extension of Metro, Rs 18,000 crore for augmenting DTC bus services and

Vasco has recorded its first H1N1 positive case at Mormugao Port Trust (MPT) Hospital on Monday. The Central Industrial Security Force (CIFS) official from the Port has been tested positive of H1N1 virus by the State health authority. 3,200 passengers flown out of Leh Over 3,200 tourists, stranded in Leh following a cloudburst, have been evacuated in last three days with Air India and Jet Airways flying out around 850 passengers from the town on Monday. Jet Airways carried out 479 passengers while Air India brought 371 tourists, stranded in Leh for past four days following the cloudburst that claimed 147 lives. -- (PTI)
