CM green-lights CBI probe in drug nexus

This is how criminals surrender in Goa. Local ishtyle. In 2008, Orrisa’s most wanted criminal Raja alias Sandip Acharya called up from a coin phone box near Magsons Super Centre, Campal to police headquarters informing that he wanted to surrender. So what did the Goa police tell him? You are welcome. Please take a bus to the Panjim police station and meet us. Normally, it is the police who rush on getting such information. Raja incidentally was wanted in 35-odd serious killings including the killing of marathon kid Budhia’s coach Biranchi Das. The Goa Police has no idea who Raja was and they didn’t care. Even a Google search would have helped. Goa’s high profile tourists continue to arrive almost on an annual basis. Battlo, Shambu Beck and now the Manipurbased militants. Even David Headley, one of the main kingpins of the 26/11 attack in Mumbai came to Goa for a bit of sun SUNDAY and snooping. The Goa police didn’t have a clue. The first ever major arrest of a terrorist in Goa was of Tariq Ahmed alias Battlo. The police record shows he was arrested at the Margao railway station when he was getting down from the train. A big haul of RDX, handgrenades and detonators were seized from him. Battoo, a fair tall man in his mid-30s, was with Tahreek-ul-Mujahideen, a militant organization. The investigation of the case itself was loophole-ridden. The Chief Minister announced his “arrest” a good seven days before he was actually arrested. The question mark was raised on whether Battlo was really ar-

rested at the railway station or picked up earlier and his arrest shown later. Importantly, he lived in South Goa for a good four months before he was picked up. Margao’s fast SPECIAL track court acquitted him and by the time Goa police could challenge his acquittal, he had already crossed the State borders. Now, he is beyond State police’s reach. North Goa Sessions Court issued summons on him which was routed through Kashmir police but he has till date failed to appear. Even the warrants issued against him have not helped to get him back for the case retrial. Sources say that the Bombay High Court at Goa is likely to issue proclamation against Battlo. The Goa Industrial Development Corporation in its ‘Citizen’s Charter’ invites companies to set up business to boost industrialization in the State. But over the years, like much else in Goa, the process of allotment of land has been reportedly riddled with irregularities. TEAM HERALD, after studying various documents of the IDC sourced through the Right To Information, investigates one such case as a example of the rot in the system PANJIM: Some scams are not measured by numbers. But by mindsets. This is a story of one such scam and it is ongoing and running. It is a story of how the Goa Industrial Development Corporation, with a mandate to encourage professional entrepreneurship, has prima facie, been allotting prime plots to individuals and companies with any due diligence. Herald’s investigations have revealed that some cases and notably a specific one, a plot of land, valued at Rs 2.63 crore was issued to an individual and then transferred to another company which had a paid up capital of a mere Rs 1 lakh. And to top it all, this company, along with 12 others applied for a transfer of this plot to another international company, on the last day before any IDC banned further transfer of plots. This investigation is about obvious irregularities and therefore calls for a through probe of allotment of plots in all 23 industrial estates in Goa. The focus is not so much on the companies but on IDC and its way of allotting plots. That is the subject of scrutiny. The silver lining has been the constitution of a task force on August 24, 2010, by the Industries Department, headed by the Chief Minister, and the Industries Secretary and consisting of eminent and forceful names of Goan industry. The task force has looked into underutilized plots and will point out irregularities in the allotment of plots.

1) The Herald reporter called Santosh Kust Desai, (on 9822185480) under the guise a businessman from Maharashtra wanting a plot urgently and needed the help of the Chairman (Babu Kavlekar). Desai replied that he knew the minister and would speak with him tomorrow and it could be done. Was Desai allotted land, without a project report and funding because he was close to Babu Kavlekar, MLA Quepem and Chairman of IDC? 2) How was the same plot allotted to 2 parties? If so, was it a transfer to Mehul Developers? If yes, at what rate was the land given to Mehul? 3) Did IDC look into the source of Mehul Developers (Continued on page 9)

The Herald contacted Rajan Jindal, one of the directors of Mehul Developers Private Limited. Asked why the company did not actually do business after acquiring the plot he said, ‘The business environment was not conducive. We didn’t know too many people and nothing seemed to be taking off ”. Asked at what rate they paid for the plot they got at Verna Industrial Estate he said “I do not know. We are a big company. We have no interest in Goa now and have moved out of there completely”. Herald now asks IDC: If Mehul Developers have pulled out of Goa, then who owns plot U03 and why has the field manager of IDC changed its status from “Vacant” to “Under Construction”.

The ‘salient features’ of the project mentioned the project cost at Rs 3.50 crore and investment of plant and machinery of Rs 20 lakh. The unit was not registered. This bags the question. How were the project, plant and machinery costs arrived at when no project report was submitted? FOCUS 2: Then comes the curious turn. In the BOD meeting 294 of the Goa IDC, held on February 15, 2007, the plot number is allotted. Agenda no 14 of the minutes of the meeting mentions that plot U03 being allotted to Desai. However, another resolution passed by the Board (number 38/2007) reads “Resolved unanimously that the proposal to approve the allotment of utility plot U03 admeasuring 35,000 sqm in VIE Phase IV to M/s Mehul Developers Pvt Ltd for their IT/ITES project, subject to compliance of our usual terms and conditions and is hereby approved”. Please note. The same plot allotted to Santosh Kust Desai of Quepem is allotted to Mehul Developers of Delhi, a company “not yet formed” according to IDC.
