Verma, a third-ranked diplomat in the Indian High Commission, found himself in trouble when his wife covered in blood was found screaming by neighbours on December 11. When the police arrived, 45-year-old Verma, Minister (Economic) in the Indian mission, claimed diplomatic immunity and escaped action. (PTI).

Stolen items recovered In one of the biggest recoveries of stolen articles, police have seized gold and diamonds worth over Rs 10-12 crore looted from a Chandigarh-based jewellery and 1,000 mobile phones with the arrest of eight youths, including two brothers, from the suburbs of the capital. Adarsh building to be demolished Ministry order lists 3 options

The Environment and Forests Ministry on Sunday ordered demolition of the scan-tainted Adarsh Society building in Backbay Reclamation Area in upscale Colaba area of Mumbai, upholding its November 12 show cause notice on violation of the Coastal Regulation Zone (CRZ) rules. The society has been asked to demolish the entire building within three months, failing which the Maharashtra government will have to undertake the demolition, the order said. The order, however, gives an option to the society to demolish “the unauthorised part of the structure” which means pulling down 25 of the 31 floors to restore it to the original six-storey structure that was envisaged to

house the Kargil war widows but later extended to accommodate bureaucrats, politicians and senior army officers. There is yet another alternative in the order: Let the Maharashtra government acquire the high-rise. The order, however, does not discuss the technicalities that the State government will have to follow by first taking over the society and then the structure. Though the order gives three alternatives, Environment Min-

ister Jairam Ramesh said he would prefer the complete demolition since “”it is immaterial whether the Adarsh Society was aware of requirement to seek clearance under CRZ rules as ignorance of law can never be an excuse for non-compliance.” Immediate demolition of the controversial building, however, is most unlikely as the society has already filed a petition before the Bombay High Court and as such it will also seek a stay on the demolition order. The CRZ division of the ministry found Adarsh Housing Society guilty of two violations. First, the society failed to seek CRZ clearance as directed by the ministry in its letter of March 2003. Second, the floor space index (FSI) of the building was higher than stipulated in the CRZ regulations.

Drug lords have ingenious ways of carrying on their trade. An investigation by Goa Police has revealed that alleged Israeli drug dealer David Driham alias Dudu used to bring drug consignments hidden in condoms and other materials wrapped in special packages. The probe also reveals that consignments were brought from Manali, Nepal, Nigeria, South America and Israel. “Nepali girls and boys would act as carriers for several drugs peddlers in Goa. They would travel by trains or buses to Goa and their luggage would include drugs like charas and ganja,” an officer with the Anti Narcotics Cell (ANC) said on condition of anonymity. Other drugs like cocaine,

ecstasy tablets, LSD, MDMA, heroine and other synthetic drugs were allegedly brought through Nigerians, Russians and Israelis.

Herald’s expose on the pictures allegedly showing Dudu having a drug-laced party has created flutters with Goa Police requesting to hand over the pictures for investigation. Herald in its Saturday and Sunday editions also showed three alleged drug peddlers convicted in narcotics cases with Dudu, his sister Ayala and girlfriend Zarina. “These foreigners would cover the drugs tightly in plastics, condoms and swallow them.” Following the Herald expose, names of alleged drug peddlers Bakusha, Elan and Aliran, all from Israeli and a local from Anjuna – Sadanand Chimulkar (Bhui) who was arrested with drugs worth Rs 4 lakh in January 2010 - have also come into the picture. Police records show Bhui, presently in judicial custody, had over 21 known bank accounts, over a dozen insurance policies and properties in several parts of Goa and Maharashtra. The properties were frozen after his arrest. Dudu’s police files in Mumbai state that he was arrested in a case wherein one Tukaram Salgaonkar alias Nana was caught transporting a huge

petent officer to head SIT. The officer picked, Om Prakash Kurtarkar has an excellent track record and has worked with the CBI. I’m sure that the SIT investigation will prove fruitful. Herald: Moving to politics, why are you not inducting Micky Pacheco into the cabinet inspite of the NCP high command’s clear wish. Is it because he has criminal cases against him? Chief minister: Because of various factors, this issue is with the Congress high command. I

will wait for the high command’s decision on this. Herald: Are you confident of fighting alone without the NCP in the next elections? Chief minister: I’m following the coalition dharma. They are our allies. A decision can only be taken by our high command. However, Congressmen in Goa feel that the party is strong enough to handle any situation. Herald: So you are saying that you are sure of fighting the polls alone. Chief minister: All Im saying is that we are strengthening our own party and a decision on poll formations will be decided by our high command.

A week after the death of Cipriano Fernandes, Chief Minister Digambar Kamat has admitted that there is “prima facie” evidence that the Panjim police had committed excesses. Speaking to Herald on Sunday morning, the chief minister said “I am strongly opposed to any form of violence. Even criminals shouldn’t be tortured.” Asked specifically if he believed Cipriano had died in police custody, Kamat said “There is a magisterial inquiry and another one by a very competent officer. The facts of the case will emerge, but my initial observation is that he was beaten up.” Kamat also referred to Herald’s investigation in the Cipriano case. “The reports have helped since the case has been recounted well. I’m studying them.” This is the first reaction from anyone in the government and coming from the chief minister, this assumes serious significance. Both the inquiries together will encompass procedural lapses as well as hard facts of the case. With the chief minister’s observation, the following issues

are likely to get focus. Why did the police act in such undue haste to go in a private jeep to arrest Cipriano? Why was he not medically examined even though he wanted to? On January 7, did the police inspector of Panjim ask constable Sandip Shirvaikar to send Cipriano for examination when he realised that he would succumb to his injuries? Did Shirvaikar, after completing the beating job, go off to sleep instead of taking Cipriano for a medical examination? As this unfolds, the chief minister’s initial admission could be the first baby step towards Justice for Cipriano. Meanwhile, a citizen cum Right to Information (RTI) activist Jowett D’Souza has filed a police complaint against Police Inspector Sandesh Chodankar, Police Sub Inspector Vijay Chodankar and Sandip for torturing and killing Cipriano in police custody. The complaint, asking for an offence to be registered against the trio, has been filed with the Agassaim police station.. Police Inspector Vishwesh Karpe said that they will forward the complaint to Deputy Superintendent of Police Deu Benaulikar for further action.
