IN BRIEF Two killed in CRPF fire Two youths were killed and three injured when CRPF opened fire on demonstrators, protesting the killing of a suspected militant in an encounter, in Sopore town of north Kashmir this evening, police said. The victims were identified as 15-year-old Shakeel Ahmad Ganai and Firdous Ahmad. Police said the trouble started when locals took out a procession and pelted stones on CRPF vehicles who were returning after a day-long gunbattle with militants at Bagh-i-islam Krankshivan locality, 55 kms from here, in which two suspected militants were killed. The locals claimed one of the two persons killed in the encounter was a civilian. — (PTI)
Pak blocks 17 websites The Pakistan government today directed authorities to totally block 17 lesser known websites with blasphemous and anti-Islamic content, even as it asked for monitoring seven other major portals, including Google, Yahoo, Amazon and Youtube for sacrilegious materials. The instructions were issued to the Pakistan Telecommunication Authority after an interministerial committee met to evaluate websites having antiIslamic content. — (PTI)

Chidambaram broaches Saeed issue with Malik PTI ISLAMABAD, JUNE 25
Home Minister P Chidambaram tonight met his Pakistani counterpart Rehman Malik and is believed to have pressed for urgent action against Jamaat- ud-Dawa (JuD) chief Hafiz Saeed and 26/11 handlers, including those who are believed to be in the Pakistani army. Chidambaram, the first Indian home minister to visit Pakistan in three decades, met Malik at the Interior Ministry here, where he was accorded a red carpet welcome and given a ceremonial guard of honour. In a special gesture, Malik went to the Chaklala air base in Rawalpindi and personally received Chidambaram, who arrived to attend the South Asian Association for Regional Cooperation (SAARC) Home Ministers’ Conference tomorrow. On their way to the VIP lounge, both Chidambaram and Malik were seen talking to each other and posed for photographs. The meeting went on for almost two hours, well beyond the scheduled time of 45 minutes and Malik said his talks with Chidambaram were “inconclusive” and will meet again over dinner. The Tourism Department has refuted claims that Goa is an unsafe tourist destination saying the fact that the State is still the safest destination is reflected through the 45 per cent foreign repeat clientele it enjoys. “Goa is absolutely safe destination. We receive 45 per cent foreign repeat clientele. If the State was not safe then people would not have come down every year,” Tourism Director Swapnil Naik said here today. “It’s a contradiction that we have such a huge chunk of repeat clientele and survey says that the State is unsafe,” the director said. Tripadvisor India, a travel website, in their survey had tagged Goa as the second most unsafe destination. The survey had pointed out to the assault of foreigners reported in this coastal State. “I tried to find out details of the survey but I could not get it on their website. I need to cross

Chief Minister Digamabar Kamat today claimed that despite protests and agitations against special economic zones (SEZs) and other industrial projects, people want to invest in the State of Goa. “In spite of setback, in form of protests against industries and SEZs, Goa still remains most favoured destination for investment,” Kamat said while addressing the gathering at the Goa State Industries Association (GSIA) annual general body meeting, here. Kamat added, “People want to come here but we cannot give them a red carpet welcome like the other States do.” “Whenever any industrialist tells me of his plans for investment in Goa, I tell them to be cautious as I cannot welcome them directly,” Kamat said referring to the protests which led to government scrapping SEZs in the State. Mickky may move SC in Nadia case PTI PANJIM, JUNE 25
Goa’s former Tourism Minister Francisco ‘Mickky’ Pacheco is unlikely to surrender before the Crime Branch till he tries the option of approaching the Supreme Court, sources said. Sources close to Pacheco said that the former minister and his close aide Lyndon Monteiro are likely to move the Supreme Court with the anticipatory bail plea, the last option available to them. Goa’s Sessions Court and Pa n j i m b e n c h o f B o m b a y High Court have already rejected anticipatory bail plea of duo, who are wanted by Crime Branch in connection with a death of 28-year-old woman Nadia Torrado. The possibility of Pacheco and Monteiro surrendering to the Crime Branch was expressed since last couple of days after their anticipatory bail plea was rejected by the High Court on merits. Crime Branch which is investigating the case has accused Pacheco of culpable homicide while Monteiro is accused of destroying the evidence. Nadia had allegedly consumed poison on May 15 and she was shifted to private hospitals in Goa, Mumbai and later at Chennai where she breathed her last.

Govt decontrols petro product prices PTI NEW DELHI, JUNE 25
In a politically sensitive move, the government today hiked prices of petrol by Rs 3.50 a litre and diesel by Rs 2 a litre, raised cooking gas prices by Rs 35 a cylinder and the poor man’s cooking fuel kerosene by Rs 3 a litre. Petrol prices will be decontrolled from midnight tonight leading to Rs 3.50 a litre hike in rates in Delhi and diesel rates will be linked to market prices in stages, Oil Secretary S Sundareshan said after a meeting of an Empowered Group of Ministers chaired by Finance Minister Pranab Mukherjee. “For the present, an increase of Rs 2 per litre in diesel prices has been approved,” he said. Prior to the hike, petrol in Delhi cost Rs 47.93 a litre and diesel Rs 38.10 per litre. The government is decontrolling petrol prices after a gap of six years and together with increase in diesel, liquefied petroleum gas (LPG) and kerosene rates, the move would lead to a 0.9 percentage points surge in inflation. The government is mulling over a new law to ensure 26 per cent free equity to the landowners, mostly tribals, and employment and other assistance in accordance with the rehabilitation and resettlement policy of the state Government by mining companies. The bill now pending with a Group of Ministers headed by Finance Minister Pranab Mukherjee for introduction in the winter session of parliament also has stringent provisions against illegal mining. It provides for deployment of the National Investigating Agency (NIA), formed after 26/11 terror attacks on Mumbai to look after offences affecting national security, to probe the mining firms paying levy to the
Maoists to allow them carry out operations under their protection. While the “partnership plan” conceptualised at the Prime Minister Office (PMO) level to wean away tribals from the Maoists tapping the tribal anger over inadequate compensation for land acquired by the mining firms, the mining lobby was not agreeable to giving a share to the landowners while suggesting during eight rounds of consultations with the stakeholders that at the most they can pay annuity which means an annual rent to them. Sources said the opposition to the 26 per cent equity came from the powerful mining lobby in Chhattisgarh and Jharkhand. Complaint by anybody: One of the major change proposed in the bill is to enable an ordi-
nary citizen to file a police complaint against illegal mining. At present, only a State government can file such complaints. The law would help avoid situations like the one in Karnataka, where Justice N. Santhosh Hegde on Thursday resigned as the State Lokayukta in protest against the government’s alleged apathy to illegal mining.

The Bharatiya Janata Party(BJP) will file a disqualification petition against Taleigao member of the legislative assembly (MLA) and Education Minister Babush Monserrate who rejoined the Congress party two days ago. Leader of the opposition Manohar Parrikar at a press conference held at assembly complex on Friday evening , said the BJP’s legislative wing of the party in its meeting held today has taken the decision. In 2007 assembly elections, Monserrate was declared Congress candidate to contest the Taleigao seat. However he dumped the Congress party at last minute when his wife Jennifer Monserrate was denied the Congress ticket to contest in St, Cruz constituency. Interestingly, Monserrate filed nomination papers to contest Taleigao seat as a United Goans Democratic Party (UGDP) candidate within a few hours
after he resigned from the Congress party. Two days ago, the BJP was reluctant about filing disqualification petition against Monserrate . Party spokesperson Rajendra Arlekar, on being grilled at a press conference on Wednesday here, had questioned the utility of filing disqualification petition against the Taleigao MLA and had said it will not make any difference. However, Parrikar today said the party has taken the decision to go ahead with disqualification petition but it would be subject to receipt of relevant documents from UGDP. Though forests and mining are a State subject under division of work in the Constitution, the bill would allow the Centre to intervene, particularly to put an end to illegal mining. Last year, the Centre had detected 41,824 cases of illegal mining. Sources said there have been 5,016 court cases and fines amounting to Rs 72 crore have
been collected so far, while operations in 483 mines have been suspended and 38 cancelled. Following rampant violations, 948 were closed on court orders in Haryana, Maharashtra and Rajasthan. The proposed legislation will enable the government to scrap leases of companies engaged in illegal operations, like or allegedly paying Maoists or other insurgents for hassle-free operations. Officials say these “levies” are believed to be a major source of funds for the insurgents. Under the draft bill, companies found guilty of paying Maoists or engaging in illegal mining could also be barred from carrying out future mining operations. It provides for constitution of 50 special courts to try cases of illegal mining.
