IN BRIEF Two killed in CRPF fire Two youths were killed and three injured when CRPF opened fire on demonstrators, protesting the killing of a suspected militant in an encounter, in Sopore town of north Kashmir this evening, police said. The victims were identified as 15-year-old Shakeel Ahmad Ganai and Firdous Ahmad. Police said the trouble started when locals took out a procession and pelted stones on CRPF vehicles who were returning after a day-long gunbattle with militants at Bagh-i-islam Krankshivan locality, 55 kms from here, in which two suspected militants were killed. Pak blocks 17 websites The Pakistan government today directed authorities to totally block 17 lesser known websites with blasphemous and anti-Islamic content, even as it asked for monitoring seven other major portals, including Google, Yahoo, Amazon and Youtube for sacrilegious materials. The instructions were issued to the Pakistan Telecommunication Authority after an interministerial committee met to evaluate websites having antiIslamic content. — (PTI)

Home Minister P Chidambaram tonight met his Pakistani counterpart Rehman Malik and is believed to have pressed for urgent action against Jamaat- ud-Dawa (JuD) chief Hafiz Saeed and 26/11 handlers, including those who are believed to be in the Pakistani army. Chidambaram, the first Indian home minister to visit Pakistan in three decades, met Malik at the Interior Ministry here, where he was accorded a red carpet welcome and given a ceremonial guard of honour. In a special gesture, Malik went to the Chaklala air base in Rawalpindi and personally received Chidambaram, who arrived to attend the South Asian Association for Regional Cooperation (SAARC) Home Ministers’ Conference tomorrow. On their way to the VIP lounge, both Chidambaram and Malik were seen talking to each other and posed for photographs. The meeting went on for almost two hours, well beyond the scheduled time of 45 minutes and Malik said his talks with Chidambaram were “inconclusive” and will meet again over dinner. The Tourism Department has refuted claims that Goa is an unsafe tourist destination saying the fact that the State is still the safest destination is reflected through the 45 per cent foreign repeat clientele it enjoys. “Goa is absolutely safe destination. We receive 45 per cent foreign repeat clientele. If the State was not safe then people would not have come down every year,” Tourism Director Swapnil Naik said here today. “It’s a contradiction that we have such a huge chunk of repeat clientele and survey says that the State is unsafe,” the director said. Tripadvisor India, a travel website, in their survey had tagged Goa as the second most unsafe destination. Goa’s former Tourism Minister Francisco ‘Mickky’ Pacheco is unlikely to surrender before the Crime Branch till he tries the option of approaching the Supreme Court, sources said. Sources close to Pacheco said that the former minister and his close aide Lyndon Monteiro are likely to move the Supreme Court with the anticipatory bail plea, the last option available to them. Goa’s Sessions Court and Pa n j i m b e n c h o f B o m b a y High Court have already rejected anticipatory bail plea of duo, who are wanted by Crime Branch in connection with a death of 28-year-old woman Nadia Torrado. The possibility of Pacheco and Monteiro surrendering to the Crime Branch was expressed since last couple of days after their anticipatory bail plea was rejected by the High Court on merits. Crime Branch which is investigating the case has accused Pacheco of culpable homicide while Monteiro is accused of destroying the evidence. Nadia had allegedly consumed poison on May 15 and she was shifted to private hospitals in Goa, Mumbai and later at Chennai where she breathed her last.

Govt decontrols petro product prices PTI NEW DELHI, JUNE 25

In a politically sensitive move, the government today hiked prices of petrol by Rs 3.50 a litre and diesel by Rs 2 a litre, raised cooking gas prices by Rs 35 a cylinder and the poor man’s cooking fuel kerosene by Rs 3 a litre. Petrol prices will be decontrolled from midnight tonight leading to Rs 3.50 a litre hike in rates in Delhi and diesel rates will be linked to market prices in stages, Oil Secretary S Sundareshan said after a meeting of an Empowered Group of Ministers chaired by Finance Minister Pranab Mukherjee. “For the present, an increase of Rs 2 per litre in diesel prices has been approved,” he said. Prior to the hike, petrol in Delhi cost Rs 47.93 a litre and diesel Rs 38.10 per litre. The government is decontrolling petrol prices after a gap of six years and together with increase in diesel, liquefied petroleum gas (LPG) and kerosene rates, the move would lead to a 0.9 percentage points surge in inflation. The government is mulling over a new law to ensure 26 per cent free equity to the landowners, mostly tribals, and employment and other assistance in accordance with the rehabilitation and resettlement policy of the state Government by mining companies. The bill now pending with a Group of Ministers headed by Finance Minister Pranab Mukherjee for introduction in the winter session of parliament also has stringent provisions against illegal mining. The Bharatiya Janata Party(BJP) will file a disqualification petition against Taleigao member of the legislative assembly (MLA) and Education Minister Babush Monserrate who rejoined the Congress party two days ago. Leader of the opposition Manohar Parrikar at a press conference held at assembly complex on Friday evening , said the BJP’s legislative wing of the party in its meeting held today has taken the decision. In 2007 assembly elections, Monserrate was declared Congress candidate to contest the Taleigao seat. However he dumped the Congress party at last minute when his wife Jennifer Monserrate was denied the Congress ticket to contest in St, Cruz constituency. Interestingly, Monserrate filed nomination papers to contest Taleigao seat as a United Goans Democratic Party (UGDP) candidate within a few hours

after he resigned from the Congress party. Two days ago, the BJP was reluctant about filing disqualification petition against Monserrate . Though forests and mining are a State subject under division of work in the Constitution, the bill would allow the Centre to intervene, particularly to put an end to illegal mining. Last year, the Centre had detected 41,824 cases of illegal mining. Sources said there have been 5,016 court cases and fines amounting to Rs 72 crore have

been collected so far, while operations in 483 mines have been suspended and 38 cancelled. Following rampant violations, 948 were closed on court orders in Haryana, Maharashtra and Rajasthan. The proposed legislation will enable the government to scrap leases of companies engaged in illegal operations, like or allegedly paying Maoists or other insurgents for hassle-free operations. Officials say these “levies” are believed to be a major source of funds for the insurgents. Under the draft bill, companies found guilty of paying Maoists or engaging in illegal mining could also be barred from carrying out future mining operations. It provides for constitution of 50 special courts to try cases of illegal mining.

NTCA to track Goa’s tiger killing case online SHWETA KAMAT PANJIM, JUNE 25

National Tiger Conservation Authority (NTCA) will track Goa’s tiger killing case along with several other similar cases reported across the nation online. A report emerging from New Delhi has said that NTCA along TRAFFIC-India, an NGO engaged in wildlife trade monitoring, has taken this initiative as a measure to save the wild beast from being extinct. Union Environment Minister Jairam Ramesh has recently launched the websitewww.tigernet.nic.in, which will be tracking tigers, their mortality rate and trend of poaching across the country. “The principal objective is to track each and every tiger death in India and make this data available to various agencies for necessary action,” the report reads. The report also says that the data collected by the website will help in evaluating trends of poaching, regional and national significance of tiger mortality and provide pointers for effec-

Even as private bus operators today asked government to take over their trade, the state transport ministry is already thinking on lines with nationalizing more routes in the state. Highly placed sources from transport ministry confirmed that a proposal by Transport Secretary Narendra Kumar over nationalization of more routes have been forwarded to the minister Ramkrishna Dhavlikar. “Kumar in his proposal has asked to go for more nationalized routes to decrease dependency on private operators, who often threatened of strike,” sources said. The secretary has also said that once nationalized, routes can be managed in a better way. Goa has three nationalized routes connecting cities of Panjim, Vasco and Margao, where private buses are restrained from operating and is catered by KTC. In a recent memorandum to transport minister, the private bus operators, who have also objected to the nationalisation of more routes, have asked to issue permits par with Kadamba on all the three nationalised routes as KTCL has failed in providing proper service to the commuters.

killing in February 2009, where five Majik community people allegedly put tiger to death and was later burnt to destroy the evidence. It almost took a year for the state forest department to get through the culprits and finally in April 2010 all the five accused were arrested and charge sheeted by the department. However, the case is yet to come-up for hearing before the local court at Valpoi. Though, Goa has witnessed several direct and indirect evidences of tiger presence, the state forest department and government is reluctant to declare Goa as Tiger habitat. The recent animal census conducted in the state’s wild has also proved presence of tiger in various sanctuaries of Goa. According to official statistics, as many as 59 tiger deaths were reported from across the country in 2009 till December, which also includes tiger death in Goa. Of the 59, 15 were poached while the remaining 44 died due to illness and other causes.

Ponda police late Thursday night arrested three persons from Gogol-Margao in connection with the theft of raw sugar worth Rs 6 lakh from a truck along the Borim bypass on May 30. According to Ponda police, the three accused Zabir Khan, Abdul Karim and Asif Sheikh were arrested from Dramapur-Salcette. Police further informed that three more accused are likely to be arrested in connection with the case. It may be recalled that a gang of robbers abducted a truck driver and a cleaner and decamped with raw sugar worth Rs 6 lakh from the truck on May 30 night. The truck laden with raw sugar was found abandoned at Dharbandora after emptying the raw sugar bags. On May 31, the truck owner had filed a complaint after he was alerted by the abducted driver and cleaner. However within six hours, Ponda police located the truck and unearthed stolen raw sugar. Later, police arrested Muzzaffar, Ibrahim Mullah and Salim Nabi Khan, all from Margao.

State’s private bus operators have asked the state government to take over their business, if they feel that private bus plying is a profitable business. The bus operators came out with the said resolution after the transport department in their report to the state government mentioned that 80 percent private buses are in profit and hence there is no need of ticket hike. “If they feel that we are in profit then we appeal the state government to take over our entire business along with liabilities like loan and employed manpower and run it, which will help them to earn the revenue,” North Goa Bus Owners Association, president Sudesh Calangutkar said. “Not just 80 percent but make the business 100 percent profitable,” he added. Calangutkar also said that once taken over, the government can also run these buses on nationalised routes so that they can get assured earnings. The private bus operators had been demanding for the permit to run their buses on nation-

alised routes as Kadamba Transport Corporation (KTC) is been running under loss in these routes. Calangutkar said that as per the information sought under RTI, only 70 Kadamba buses are running on these routes as against 130 private buses before nationalisation. Apparently disturbed over Transport Minister Ramakrishna D h a v a l i ka r ’ s b e h a v i o u r, Calangutkar said ‘minister has no knowledge of ground realities.’ “Dhavalikar should be sacked from ministerial post for being insensitive towards us,” he demanded. He said that minister is not taking the private bus owners into confidence while taking any decisions. The private bus operators have said that the state government should conduct detailed report on their financial situation. Calangutkar said that in-order to keep check on our day-to-day earnings and spending, the government can provide us with special conductors on each route, who will keep detail report of our revenues. He even said that they are ready to provide all the basic documents, which will include their bank balance sheet, loans

and other liabilities to the government. “We are not able to eke out our living with this business. Rising prices of spare part coupled with additional permits given by transport department is making our lives hell,” Calangutkar said. “Dhavalikar, in his tenure has given illegal permits to more then 50 buses,” he alleged. All Goa Private Bus Owners Association (AGPBOA) President Shivdas Kambli said that government is spreading misconception that private buses are in profit in order to avoid giving subsidies to this ailing business. Kambli said that state-run Kadamba Transport Corporation is fed with subsidies to get it out of loses. “Despite having dedicated routes, Kadamba are running in loses. How can they expect private buses that are competing with each other to earn profits?” he questioned. Goa has 1700 private buses catering to various routes. The private bus operators have scheduled a meeting of all private bus owners on June 27 at T B Cunha Hall, in-order to take further decision on hike in ticket fares.

Goa government may salvage the second installment of Kadamba Transport Corporation Limited’s (KTCL) 20 buses, which are lying idle at private depots due to the non payments of funds. It may be recall that KTCL had obtained 20 Kadamba buses under Jawaharlal Nehru National Urban Renewal Mission, this year. As per report, Rs 3.8 crore is awaited to commission these buses. “If the corporation demands then we can release the funds worth Rs 3.8 crore as installments to those 20 buses,” senior transport ministry official said. He said that the funds under JNNURM were assured on a condition that the beneficiaries will execute certain reforms like having parking and advisory policy for the state, which Goa could not adhere due to its non metropolitan status.

Alike fishing industry, Goa’s private bus business too is largely dependent on non-Goans to mend with their skilled requirements. “In absence of local skilled manpower’s like drivers and ticket conductors, the business is largely dependent on migrants,” AGPBOA general secretary Sudip Tamankar said. He confirmed that more then 40 percent of workers are migrants, who come from states like Bihar and Tamil Nadu. “Almost 60 percent conductors and 40 percent drivers are from outside Goa,” he told reporters today morning. Tamankar lamented that most of their workers (conductors and drivers) after taking proper training from them prefer to join KTC due to availability of various benefits. “In KTC they enjoy the benefit of pension, sixth pay commission and a very good salary,” he said. The other reason, he said that there is no good work relation between conductors and drivers and the bus owners.

“The failure to execute these reforms forced Centre not to release funds,” he said. KTCL chairman Deepak Dhavlikar had earlier said that he will take up the issue with the Chief Minister Digambar Kamat and Transport Minister Ramkrishna Dhavlikar and will request them to release funds. “In future when we receive the funds from the Centre, the same will be diverted to the state government,” he had said. Under JNNURM, the KTCL had rejuvenated its fleet with the induction of 30 buses, which started running the state routes last year. These new 20 buses are low floor buses with additional 10 seats (31-seater) and will provide shuttle services to the travellers. The low floor buses will facilitate the aged people and partially disabled to board them without any hassles. These buses will have special seating arrangements for students.

Hundreds of women across Ponda taluka on Friday celebrated Vat Poornima praying a long life for their husbands. The festival, Vat Poornma, is celebrated annually on the full moon day of the Hindu month Jyestha. Vat means banyan tree in Marathi language and Poornima means a full moon. On this day, Hindu married women worship the banyan tree, where a priest performs special pooja. On this day, women also observe fast. The women then

The CSJP has also strongly recommended counseling therapy for all, detoxification, healing and rehabilitation of the individual, and a consistent support system over a long period of time. “On this International Antidrug Day, let us make a firm commitment to holistic health and total elimination of narcotic drugs, psychotropic substances and addiction to alcohol,” state the CSJP.

The Goenchea Xetkaranch Ekvott (GXE) has filed a complaint before the Flying Squad, South Goa, alleging filling of low-lying paddy field with mud adjacent to Salaulim irrigation canal, opposite Quepem civil court. In a complaint dated June 1, filed before the Flying Squad, the GXE stated that after verifying fertile command area of the paddy field, adjacent to Salaulim irrigation canal, it is found that the field is filled with mud by a depth of about 2 mtrs. The Maina Curtorim police has arrested a suspect in connection with the theft of gold ornaments and other times worth Rs 1.40 lakh from a house at Maina. The Margao police on Friday carried out a raid on matka den in a closed place inside the Gandhi market and arrested five persons. The police also seized cash of Rs 27,235, besides gambling material, from the den during the raid. Speed breakers erected in form of rumblers on the Valpoi-Panjim highway, opposite ACGL (bus body division) at Bhuipal-Sattari, have been posing danger to the motorists. Some motorists claim that speed breakers are not designed properly, which have led to a number of mishaps at the site. “Scooter and motorcycle riders struggle to cross these rumblers. The road does not even have streetlights and only those who frequently use the roads will know where the speed breakers are, otherwise we regularly hear the sound of motorists applying brake vigorously,” said another resident. The Leader of the Opposition Manohar Parrikar on Friday lashed out at Director General of Police (DGP) Bhim Sain Bassi over his reported statement to press that police will send a team to Sweden to interrogate Israeli drug dealer Yaniv Benhaim alias Atala’s ex-girlfriend, Lucky Farmhouse. Reacting to the DGP’s statement at a press conference held at the Assembly Complex today evening, Parrikar, said it is “pathetic” and “absolutely sorry state of affairs” that police could not track Lucky Farmhouse when she was in Mumbai , recently, but now they want to go to Sweden to interrogate her about her revelations pertaining to the involvement of a politician’s son in the drug trade. Lucky Farmhouse in a telephonic interview to some media persons had claimed that one of the politicians son was also involved in the drug trade. The Crime Branch investigating the police-drug dealers nexus however did not make any serious efforts in tracking her when she was down in Mumbai even as she declared to co-operate if Goa police contacted her. Parrikar charged that like politicians even police now wants to go on foreign tours as he rediculed the police department for not interrogating Farmhouse when she was in India. Parrikar also once again alleged that crime branch has tried to sabotage the case of policedrug dealers nexus and more police men are involved , and they need to be interrogated. In fact, right from the Chief Minister Digambar Kamat to people bottom down are involved in all kinds of criminal activities, he alleged.

BJP to contest Valpoi in full vigour

The BJP will contest Valpoi seat which has fallen vacant after Vishwajit Rane resigned on Thursday to join the Congress Party. The Leader of the Opposition Manohar while addressing a press conference on Friday evening said party will contest Valpoi seat in full vigour, which it lost to Rane in 2007 elections. While replying to a question who will be their candidate, Parrikar, said party will decide the candidate at a later date. He also declared party’s intention to expose Rane’s alleged misuse of power and his ineffective handling of his portfolios -- agriculture and health. They will go to Valpoi voters and request them to vote for a better MLA. Interestingly, during last three years BJP has been virtually silent against Rane. While some Congress ministers faced “ire” of the Opposition Leader on the floor of the House and they were exposed for their “wrong doings”, the health minister had a smooth sailing. Rane contested the Valpoi seat as an independent candidate after it became clear that Congress Party will not give him the ticket. He won the seat with a huge margin defeating BJP’s Narhari Halarnkar. Rane, the first time MLA however lapped at the first opportunity to support the Congress -led government and also earned a ministerial berth in the government.

Polluting Colva hotels told to submit plan of action

The Goa State Pollution Control Board has given the several hotels in Colva, who were slapped with show-cause notices for violating Hazardous Waste Rules and Air and Water Act, time until this month-end to submit a plan of action to meet the measures set by the Board. Representatives of the hotels, Colva Civic and Consumer Forum (the complainant) and the village panchayat officials attended a hearing on July 22 where the GSPCB officials made it clear the plan of action has to be ready within seven days. It was made clear to the hotels, some of which have not set up sewerage treatment plants as per the Board’s recommendations, to submit a bank guarantee of Rs 1 lakh for installing the necessary equipment to take care of the sewage water. Chairman of the Board Simon de Souza said, “Within seven days if the hotels don’t take the necessary steps to set up the STPs we will have no choice but

to move for closure of the establishments that don’t show compliance.” Officials who carried out inspections after the show-cause notice period ended on June 5 said the situation is not all that good in the area where sewage water was left untreated. There is some compliance but it is very minimal, they observed. They said some of the hotels have a difficulty to set up the STPs as they don’t have enough space. These have to give us alternative solutions in the plan of action, they stated. Thirteen of the hotels were slapped with notices for flouting the Air and Water Acts on May 20 and six among these were also found to be operating in contravention of the Hazardous Waste Rules. Directions were issued to the Colva village panchayat and the Directorate of Health Services to ensure that eateries, restaurants and shacks in the Colva area where the Board couldn’t do much discharged their solid waste and sewerage in a scientific manner.

CRUISE CONTROL: Meanwhile, some of the cruise boats which were found discharging wash water and sewage water in the river Mandovi in the capital city have been directed to install holding tanks on their vessels. These boats were also slapped with show-cause notices sometime in May. A hearing of cruise boat representatives and officials of the Captain of Ports was held on June 18 where the former asked time to install the holding tanks for collection of toilet waste. The CoP officials who were present also made it clear that they would see if the holding tanks are installed by the cruise boats before giving the sea worthiness certificates to the vessels which is an annual feature. The Board asked the cruise boat representatives to submit a bank guarantee of Rs 1 lakh each installation of the holding tanks. They have agreed to install the tanks in a phased manner by October this year.

Cabinet okays adult literacy scheme HERALD REPORTER PANJIM, JUNE 25

The Digambar Kamat cabinet today gave its nod for the revival of adult literacy scheme aiming to achieve 100 per cent literacy in the state. Disclosing this at the post cabinet press briefing Chief Minister Digamber Kamat told reporters that Directorate of Education will come out with the proper scheme providing literacy and vocational education to the adults. “For long the state’s literacy rate has been hovering around 80 to 82 per cent. We feel we can achieve 100 per cent literacy in the state,” Kamat stated. The scheme earlier existed in the form of night schools, however it had to be stopped due

to poor response. “This time the state has made a provision of Rs 1.78 crore so that honorarium can be paid for the teachers, who take up this job,” he said adding “the classes under the scheme would be taken up in rented houses, panchyat ghars etc, for which they would also be paid honorarium.” Kamat said Goa’s current literacy rate is around 82 to 84 per cent. The state rates fourth in all India literacy rate with Kerala leading the chart. “The scheme can be implemented through various agencies and also through non government agencies. Department will rope in NGOs who are working in this field of education,” he explained adding even retired teachers can also benefit from the scheme by taking up

literacy classes. SANJAY SCHOOL: The State cabinet has given its stamp of approval for the transfer of Sanjay School or Special School as an autonomous society. “The School will now function on the lines of Bal Bhavan under the Directorate o Ecducation,” Kamat stated. TRAFFIC PLAN: The State government has approved a proposal to engage the Delhi based institute Central Road Research Institute (CRRI) for drawing up a short and long term traffic plan for the state of Goa. “The CRRI would be paid Rs 60 lakhs for their services,” he said. Kamat said that the institute has done the initial survey of traffic situation and would submit a short term plan within six months and long term plans within a year.

Benaulim Deputy Sarpanch Stanley Fernandes and one Laurence Fernandes have been acquitted by Judicial Magistrate First Class, Margao of the charges of subjecting bulls to cruelty by organising a bull fight at Pedda-Benaulim two years ago. The Colva police had charged both Stanley and Laurence for organizing a fight at Pedda-Benaulim on July 30, 2008 between bulls “Lenvtoo” and “Ronaldo” owned by the duo for the entertainment of the general public. They were charged for committing an offense under section 11 (2) of the Prevention of Cruelty Act, 1960. The case of the prosecution was based on the testimony of PSI Anand Shirodkar, who stated that a bull fight was on at the spot watched by a large crowd. PSI Shirodkar stated that his inquiry later revealed that the bull fight was organised by both the accused. The JMFC, Pooja C Kavlekar, however, observed that no independent witnesses were examined by the prosecution in support of its case. “When cross examined, PSI Shirodkar has stated that he is not aware as to who are the persons who were questioned on the aspect

Vigilance Department has initiated inquiry into the complaint against Deputy Director of Transport Pralhad Desai filed by a private bus operator. “The inquiry started soon after the complaint was registered. Now the process of recording statements of RTO officials is on,” Police Inspector, vigilance, Nilesh Rane told Herald. He confirmed that on June 23, member secretary of Road Transport Authority (RTA) was called for recording statement. “If Desai is found guilty then the action will be taken as per the law,” Rane said. It may be recall that on June 7, 2010, bus operator Sudip Tamankar and his wife Shraddha Tamankar had registered a complaint with the directorate of vigilance against Desai for seeking bribe of Rs 80,000 for the renewal of stage carriage permit on Chimbel to Panaji route. “Desai stated that the said amount is required to be given to transport Minister Ramkrishna Dhawaliar for the renewal of the permit. He further stated that the permit is stopped due to non fulfillment of the demand of minister,” the complaint by Tamankar reads.

Russian’s rape accused not juvenile: prosecution beach along with other employees of his company. Anil Raghuvanshi, the second accused who turned approver, prosecution claimed had helped accused by diverting attention of the victim’s mother while she waited for her daughter at the beach. Both the accused were arrested two days after who had gone into hiding immediately after the incident. At the time of the incident, the victim was holidaying in Goa along with her mother and she was set to go back to Russia immediately and therefore, the trial was conducted on regular basis on request of the prosecution. The trial was though completed within three months, the day Children’s Court was to announce its judgement, in May, the defence raised objection saying accused was seventeen-years-old and not twenty as claimed by the prosecution. The Court could not pronounce the judgement due to dispute about exact age of the accused. The provision of the Juvenile Justice Act makes it mandatory to conduct an inquiry before proceeding further where the plea has been raised that accused is juvenile. The Children’s Court had thereafter, ordered that ossification test of the accused be conducted to determine his correct age.

The prosecution on Friday filed an application attaching documents before the Children’s Court, to support their case that the main accused, Aman Bharadwaj who has been held on the charge of raping a nine –year-old , Russian girl, is not a juvenile. The Court will decide the application on July 5 after hearing both the parties and will refer ossification report if need be, that has been submitted to the Court in a sealed form. The Public Prosecutor Poonam Bharne has made the application along with documents such as school leaving certificate of the accused, ration card and other documents. She told the Court that the defence had not raised any objection about age of the accused during entire period of the trial. The accused was shown as twenty-years-old in the police charge sheet and faces the charge of grave sexual assault under Goa Children’s Act. He alleged sexually assaulted the victim while she was bathing at Arambol beach, on January 26, 2010 along with her mother. Sanquelim Municipal Council (SMC) Chairman Sunita Verekar tendered her resignation, paving way for the election of new chairman. According to reports, Verekar resigned from the post of chairman on June 13 after occupying the chair for about one-and-half year. “There is no specific reason for the resignation. As per a mutual agreement, we had decided that Verekar would be the chairman for one-and-half year, before giving a chance to the next councillor,” Councillor Anand Naik, who is likely to be the next chairman, told Herald over the phone. Efforts to contact Verekar proved futile, as she did not attend to the call. Meanwhile, the election for the next SMC chairman is scheduled on July 2.

price of a kilogram of lady fish ranges between Rs 250-300, depending on the demand and supply. Says a leading fish merchant, M Ibrahim: “There’s a bumper catch of lady fish in Malwan. We have procured the fish in tones these days to meet the demand of Goan fish lovers”.

If Ibrahim is to be believed, the wholesale fish market has received constant supply of mackerels and sardines since the fishing ban came into force ten days ago. “Mackerels and sardines mainly come from South Kerala and Chennai. The fish imported for these two states is fresh and tasty. The fish is not frozen as was available in the past due to a bumper catch there”, he added. Fish vendor Felix Gonsalves said there’s no dearth of fish in the markets this monsoon season. “The lady fish have come from Goa as well as from outside. Though we are in the monsoon season, fresh fish is available for the people”, he added. Commenting on the fact that fish has become dearer now, Gonsalves attributed the phenomenon to the huge transportation costs involved in importing the fish from other states. “When the fish comes from Kerala, Gujarat and from the eastern coast, the price will certainly go up to meet the transportation costs”, he added. He says that even King Fish comes to the market from other states, but the price is ranged between Rs 300-400 per kilogram.

This water fountain is literally giving sleepless nights to this group of residents of Ambaji. Day in and out, they have to contend with foul odour and inundation of their locality with sewage waters as a broken sewage chamber remains unrepaired for over a year now. In fact, there’s no respite for the residents of Ambaji-Fatorda from the nuisance of foul odour and sewage waters from an overflowing sewage chamber. While the overflowing sewage chamber literally resembles a water fountain, the residents are upset that no action has come from the authorities to stop the nuisance.

Says local resident Joe Miranda: “Though GPCC General Secretary Vijay Sardessai tried to help out the villagers, the visits by the chief minister, PWD minister and the power minister proved futile. Nothing has changed on the ground

since the visit by these ministers”. Sounding warning, he warned that the people will be forced to take the law in their hands if the government fails to work out a permanent solution to the overflowing sewage chamber.

Indeed, Chief Minister, Digambar Kamat, PWD Minister Churchill Alemao, Power Minister Aleixo Sequeira, District Collector G P Naik, health and municipal officials had inspected the site last year, but in vain. Miranda wondered why the PWD, sewerage is hesitating to repair the damaged chamber when it poses a health hazard to the local residents. “Last year, the residents were down with malaria and fever. Merces Sarpanch says ready to quit if proved guilty HERALD CORRESPONDENT MERCES, JUNE 25

The power-sharing agreement among the ruling panel of the Merces Panchayat had ensured smooth functioning of the panchayat and it looked as if the formula would work successfully till the end of the term. However, three panchas from the ruling panel have revolted and joined hands with three opposition panchas and moved a noconfidence motion against Sarpanch Prakash Naik and Deputy Sarpanch Yogita Kavlekar alleging that they were not taken into confidence and that illegal constructions were being encouraged in the village. These three panchas include ex-sarpanch Yatin Palekar, exsarpanch Venita Gracias and ex-deputy sarpanch Deepika Shirgaokar and they are supported by Panchas Sandhya Hoble, Girish Uskaikar and Sunil Kalangutkar. Ironically, the no-confidence motion comes less than a month after Sarpanch Naik had addressed a press conference stating that stern action would be taken against illegal land filling activities in the village. When contacted, Sarpanch Naik said it is due to the action taken against such illegal activities that he has to face the no-confidence motion and bemoaned that the three panchas did not even approach him with their grievances, if any. Organised crime in rag-picker assault?

O

n two different nights, allegedly ‘unknown’ assailants have brutally assaulted rag pickers while they were at work at the two sorting centres for dry waste run by the Corporation of the City of Panaji (CCP). The first incident took place on Tuesday night at the sorting site in the animal shelter located next to the crematorium at St Inez. A group of men armed hockey sticks and iron rods suddenly started to beat up the rag pickers. They even beat up the watchman of a nearby building in which some of the rag pickers hid from their assailants. On Wednesday night, it was the turn of the rag pickers at the dry waste sorting centre in the parade ground at Campal. Here, there was no escape; everyone was beaten up. The police reached the spot only after an hour. Not surprisingly, on Thursday, the CCP’s bins were overflowing with dry waste. Monday and Thursday are the two days allotted for collection of dry waste. The reason for the waste not being picked up was that the workers were too afraid to come to work, as neither the police nor the CCP officials inspired any confidence in them that such assaults will not be repeated. The CCP reaction was particularly callous. “These rag pickers are not our staffers. They have been sorting out the city’s dry waste since the last three years and sell the scrap they collect,” a CCP official told the media. After the assault on Tuesday, a CCP staffer apparently informed Panjim Mayor Carolina Po about the assault. Instead of rushing to see what had happened, the mayor asked him to “submit a note”. CCP commissioner Elvis Gomes is on leave. So does it mean that action from the CCP will be forthcoming only after the note ‘officially’ reaches the mayor’s desk on Monday? The Panjim police, on their part, have registered a non-cognisable (NC) offence under Section 323 of IPC. That’s the kind of complaint they register when two quarrelsome neighbours want to make complaints against each other! Notwithstanding this, apparently, Panjim PI Sandesh Chodankar has said that his boys will arrest the ruffians responsible very soon. We hope that he keeps his promise. The reason for the assault, it appears, is that the CCP’s contractor who gets the dry waste segregated and then disposes off the recyclables outside the State – one Shakeel Abdul Wahab – had refused to pay ‘hafta’ to these ruffians. They told him that they wanted the money for drinks! This demand is ominous. Only syndicates engaged in organised crime extort ‘protection money’ like this on a regular basis from businessmen. If ruffians like this are operating in Panjim, it is a sure sign that organised crime is on its way to setting up a permanent home in Goa. We hope the police realise the sinister implications of this, and act before it becomes endemic. The contractor and/or his workers either know who the assailants are, or will be able to recognise them if caught. It is for the police and the CCP to move quickly in the matter.

Within hours, Vishwajeet was again sworn in as a cabinet minister at Raj Bhavan. He even said all the right things: that he was “always a Congressman”, and would be a “dedicated worker” henceforth. So now, ‘aaal is well’.

enting a womb could soon become a completely legal and hassle-free experience, both for Indian as well as foreign couples looking for surrogate mothers in the country. Thus began a news item in one of the largest newspapers in the country. We awoke to a nightmare of unprecedented proportions when we were informed that a Bill was being drafted for presentation to Parliament to legalize the renting of wombs in India. Known as the Assisted Reproductive Technology (ART) Bill, is scheduled to be introduced in the next session of Parliament. The Deputy Director General of the Indian Council of Medical Research, who has been involved in the drafting of the Bill, informs us that exploitation of surrogates by infertile couples and vice versa has been a serious concern ever since in vitro fertilization started in India. This will put an end to it, according to Dr. R.S. Sharma. Infertile couples don’t have to go hunting for surrogate mothers. The bank will help them get one. As a result, the couple will have all the information about her background and medical history before hiring her womb. These banks – both private and government – will be accredited by State Boards. The Board will also have a registration authority which will maintain a list of all IVF centres and monitor their functioning. “So far we didn’t have any law regarding surrogacy. This is a step towards legalizing surrogacy and fixing responsibilities of the parties involved in the process,” said Dr. Sharma. The promoters and the drafters of the Bill are making too many assumptions which have not been tested. These assumptions are not only administrative, but also legal and social. These protagonists are entering into an area which is totally beyond their own limited competence. The entire field of surrogacy is so vast and so complex, that it will be impossible to analyse the various aspects in any great detail within the scope of a brief opinion piece such as this. Nevertheless, let us just take two or three areas for cursory analysis. First, according to Dr. R.S. Sharma, “These ART banks will be independent of IVF clinics. Oocyte (unfertilized egg) and semen preservation will be their main focus. In the past few years, IVF clinics have mushroomed in the country. There is no check on their practices. There is no quality check on the semen and oocytes preserved and offered to infertile couples. “These banks will have a proper system where every minor detail about gametes and surrogates will be documented,” said a doctor at the All India Institute of Medical Sciences who is involved

How unrealistic and impracticable this claim is, should be evident from the fact that when the murder of girl babies was almost epidemic in proportion due to the so- called “sex determination” clinics, the government could not control the activities of these clinics. At that time, prior to the availability of ultrasound technology, the determination of the sex of the unborn foetus was done by amniocentesis – a process which involved the clinical examination of amniotic fluid from a woman’s womb. Notwithstanding all the promises made by the government, these “sex determination” clinics continued to operate without fear or restraint. Even where the death of a female foetus was traced directly to a particular clinic which did the amniocentesis, it was impossible to bring the clinic to book by legal process. And now we have these doctors telling us that the ART banks will have the capacity to manage a very complex set of data to be able to keep track of the semen and the oocytes. The common citizen refuses to be fooled by such bombastic claims. We know that

he skies have opened and it’s pouring cats and dogs. For many (especially the retirees) it is a time for relaxation as they stay indoors and watch the programmes on television, listen to the music on the radio, play indoor games like scrabble or chess, catch up with some reading or simply sit on the rocking chair and pass the time. Incidentally, relaxation means a lot of different things to different people. For the young and the old who have a spirit of adventure, relaxation means heading to the nearest lake or any water-body armed with a hook, line and sinker. Indeed there are die-hard anglers who think nothing of spending hours together doing what they do most – fishing. Fishing is in a way, a sport which requires loads of patience. Sometimes you could spend the entire day at the water’s edge with a fishing rod in the hand and still catch no fish. On another day you could get a very good catch indeed. There are of course various reasons why people prefer to fish during the monsoon. One reason could be that as it

cannot blame anybody else for our fate. I (and those of my generation) can only thank God that, despite the absence of many material comforts, we have seen better days.

Useless old laws Agnelo Pinheiro, Raia/Dubai The recent appearance of tar balls is a recurring phenomenon. We in India do not have stringent maritime laws or even mechanisms to implement the feeble laws that are in place. We are now in the 21st century, but our maritime laws (also our criminal and civil laws) are from the 19th century, and not in sync with the commerce and trade of the 21st century. It is ironical that India aims to conquer space and the moon, when we don’t even have control over our land and sea!

Salazar’s prophecy A S Prabhu, Moira The last governor-general of Portuguese India was General Vassalo de Silva, who became a household name in Goa because of his affability towards his people. The then Portuguese Prime Minister Dr Antonio de Oliveira Salazar had delegated all powers to him, except to surrender. When the situation in Goa became tense, sensing trouble, he flashed a message to Lisbon. In response, Dr Salazar replied: “We have abiding faith in the Patron Saint of Goa, St Francis Xavier,” and added, “Goa ninguem levara nas por si acabara,” translated: “Nobody will take Goa; it will vanish by itself.” He advised the Governor to blast everything and flatten Goa if the Indian Army invaded. To this the humane general replied: “O que eu fiz nao posso fazer desfazer,” translated: “Whatever good that I have done cannot be undone.” What a prophecy. Today, Goa has been destroyed by our 40 monsters, and reduced to rubble. Our hills have been bulldozed to make way for mega housing projects. Our green fields are now concrete jungles. There are no water bodies, and the mangroves have been butchered. There are rules and laws, but who cares? Everyone turns a blind eye to this destruction in the name of development. My own

Apart from the problems of record keeping, there are a whole host of problems associated with the matching of donor semen with recipient oocytes. It is already quite clear that it is not just infertile couples who have recourse to socalled “Fertility Clinics.” There is a growing number of women who are not themselves infertile, but who still prefer to have a surrogate mother go through the process of gestation to save themselves from the “inconvenience” of pregnancy. Such selfishness will be greatly enhanced by legalizing surrogacy.

Lowdown on Highways

There have been protests about the widening of both of our National Highways, NH17 and NH4A. The affected people, politicians – particularly from the opposition – and some experts have given their views. With progress and development, rising population, and the tremendous increase in vehicular traffic, our roads that were designed decades ago need widening. But it should be done with minimum inconvenience, paying proper compensation to the affected people and ensuring their rehabilitation. We must also explore whether there can is an alternate route for diverting the highways with less of an impact on the society. Another argument is the width of the highway; whether it should be 60 metres, 45 metres or less. Some politicians say that in other states the width is as little as 30 metres. But we have to be see whether the density of population, of structures or the terrain in these states is similar to ours. If so, there is no reason why highways in Goa have to be any wider. But any issue that we raise should be with proper facts and figures to substantiate it.

But our politicians have gone a step further and immortalized their leaders’ names on by-lanes, streets, roads, markets, schools, colleges and other public places. Is there a town in this country without an MG Road or a Gandhinagar? Late Prime Ministers Jawaharlal Nehru and Indira Gandhi have universities and an airport named after them. Even flyovers and bridges are dedicated to many stalwarts. Now consider the plans afoot to have a statue of former Prime Minister Rajiv Gandhi in a greened area in each government-run Navodaya school – there is a school in nearly every one of the 400-odd districts in the country – to be called ‘Rajiv Gandhi Smruti Van’! Are there not better ways to pay tribute to men and women of greatness?

At the water’s edge I found myself a secluded spot and threw in the line after putting the bait. Hours went by but I did not get a single bite. After spending a good five hours I headed back home my shoulders drooping, a broken spirit and nothing to show my better half by way of a catch. That is when I was struck by a bright idea. I headed to the fish market and bought a large fish by paying through my nose. My better half was very happy with the ‘catch’. “You should leave early tomorrow morning for fishing so that you catch more of such fishes” she advisedme.

To add to the problem, we have already read reports in the press of an Israeli homosexual pair in Mumbai who had to overcome many legal hurdles to take their baby back to Israel because the Israeli law does not accept surrogacy. Late in 2009 there was the case of a German couple who had a baby through the surrogacy services of a Gujarati woman. The legal problem arose over the nationality of the baby, who was born of an Indian woman in India, even though the semen was provided by a German male. Opposing the claim of the German couple, the Solicitor General of India, Adv. Gopal Subramanium argued that Indian citizenship should not be used as a step of temporary nature for a child, or for that matter any person, to get acceptance in another country. “How can law create a citizenship for the purpose of transit?” he asked. Subramanium criticised the German couple for having entered into a surrogacy agreement without a thought for the fact that the law of their country did not accept surrogacy. The Solicitor General of India raised many important questions about the entire process of surrogacy being legalized in India. “In the end, we have to ask if this is a country where people are going to enter a contract to buy or sell children.” The Supreme Court of India also entered into the controversy by asking “Do we treat children born out of surrogacy as a commodity?” The Bench took exception to a Law Commission report which described surrogacy as an “industry.” “With all due respect to the Law Commission, how can they call something with regard to children as an industry?” the Court questioned. In addition to the legal and social implications of surrogacy, which are mind boggling, there is the more important aspect of the ethics of promoting surrogacy. It is extremely unfortunate that India legalized surrogacy in 2002 without a careful study of the social, economic and legal implications which would be involved. Now the promoters of surrogacy are trying to plug the loopholes by advancing a Bill to control the entire “industry” of surrogacy. Instead of solving the problems that have already been created, this move will only magnify the problem and will create further complexities. The question that needs to be asked urgently is: are we giving our women the respect that is due to them? Or do we see them as mere baby producing machines? Our women’s rights activists need to take a closer look at the proposal to introduce the Bill in Parliament during its next session.

Fifty per cent of church collections every Sunday amounts to lakhs of rupees. No accounts are disclosed. Will someone throw light on this? What is the meaning of Catholicism; is it just a theory? Remembering my brother By DR MEENACSHI MARTINS midst the bombs exploding and the Indian army running around in our home Sushruta decided to arrive prematurely, as if he could not wait to partake in the excitement of the times. A few days after liberation of Goa, he was born at the Asilo Hospital, extremely premature, a tiny fragile blue baby. Barely able to walk, I furiously guarded the door, protecting my little brother. A role I had to continue to play for many a decade. We remained entwined by destiny. With absent parents, bonding unusually, more than most siblings do. Growing up in a village with fields, rivers and a jungle lent an expansive dimension to our lives. A game of hide and seek used up all houses, barns and wells. There were many a quieter moments that we spent somewhere in the wilderness of our backyard. With a tiffin of canji and raw mango pickle packed by our grandmother we spent an entire day somewhere up in the caves, perched on tree tops, in rain water storm drains or by the river side. As we grew older, I was required to sit a child who played around with a soldering iron. He opened and repaired just about anything; Radios, watches, recorders, cycles, scooter. At the age of twelve he built his first radio. When the village got electrified, he decided to wire our home with a three phase supply with the help of an old uncle and I, on tall ladders. It was remarkable for a 12 year to embark with great confidence in things that are rarely a domain of children. Around that time we embarked on our passion for photography with a box camera we purchased for Rupees twenty five. Converting one bathroom into a dark room, we developed all our prints at home. I had a pact with him. For every film exposed, he had to take a few of my pictures. The result is known to many. Some of my most exclusive pictures are taken by my brother at home. Childhood adversities can either make or break a child. It could be that our compassion extends to others due to our exposure to so much pain in our early days. Our mother finally died after nine long years of confounding illness. A few days later, Sushruta tuned up at my hostel with a large set of papers. Secretly our bedridden mother had been studying Homeopathy. “Let us study these”, he said and we did. I have kept the very first ‘Materia Medica’ that we possessed. His sensitivity came through even as a child. He was ultra caring and kind and generous to the point of irrationality. He would liberally give away our items to people. The fisherwomen needed sandals more than my father did, or the labour, a rain coat which we could always buy again. When our cat Joaquim fell in the well, a four-year-old Sushruta got the whole village together to help. Later he would not think twice about getting his hands into matters where others would hesitate. So many times he has stopped to help traffic accident victims, rushing them to hospitals. While I acted in dramas, and won coveted awards for acting for Goa and Maharashtra, he wrote plays. I acted in the play ‘Modi and Modi’ adapted and directed by him in Konkani at our village in Paitona, with all our childhood group participating. ‘Jallmat’, a play he wrote was a superb piece of work. And the story ‘Raktalle mallab’ a murder mystery, was truly intriguing. There after he was elected the President of Konkani Bhasha Mandal and was its youngest president. Summers of several years were spent at the Salmona fountain at Saligoa participating in the Goa Bharat Scouts and Guides camps. Both of us received the precious President’s badge. We were a team and when Umesh Mahambre joined us, we became a team of three. Several would remember the inaugural function of the Goa Doordarshan and I remember the night the three of us spent writing the narration for the live telecast of the show. My first time on Television. We visited Delhi along with our parents when my father was an AICC member. Once in Delhi, while visiting a theatre for a movie along with the then MP Shri Kakodkar, we all stood up for the National Anthem. Some remained seated and others whispered, when all of a sudden Sushruta started crying aloud. Four year old brother of mine forced the manager to replay the anthem and to announce that all should stand up and pay respect. The blood of two freedom fighters runs through our system, we don’t cow down easily. Sushruta was made to kneel on stones in the sun at the Village primary Government school because he was seen campaigning for a MLA. He fainted in the heat and pain but did not apologize to the teacher, who obviously was from another political party. The need to change and set things right seems to be ingrained in our DNA. Thus came forth the Protectors, the Goenche Rakhondar and the Goa Peoples Forum etc. Later his other endeavors are in public domain. His vision for development and patriotism was I guess a natural part of having grown up amongst illustrious personalities of the freedom struggle. Love for India was deeply instilled within our beings by our father, who educated us in the village Government school. “You should know what real India is all about”, our father said. I am proud of my early education and I am sure, so was he. As children we fought and vowed never to speak again on several occasions. The next morning we would forget the whole fight and chatter along. Sushruta had devised a way to remember the vow of ‘never speaking again’ and insisted we write it on a wall. So, many mornings, we scuttled to the wall to see if we were speaking that day or not. And many a days we forgot to even clarify that point. Wish we could think of this life as a game and say I forgot we can’t speak now, ever gain. Even if no wall says so. I choose to remember him the way he was when I knew him as my little brother. Loving, caring, tons of mischievous fun, and talented in ways one cannot fathom. He remained loved, deeply, through all the ups and mostly through all the downs of our life. Wild life bill to curb rampant poaching soon HERALD CORRESPONDENT NEW DELHI, JUNE 25

The Environment and Forest Ministry has put in public domain a draft Bill for opinion on a large number of amendments proposed in the 1972 Wild Life (Protection) Act to curb rampant poaching and conserve forest plants and wild animals by prescribing harshest jail terms and heavy fine. It says the current level of penalties has not reduced the instances of the wildlife crime as many of these are perpetrated by organised, international gangs of criminals who have sohphisticated networks spread across the country and abroad. "The current penalties have failed to act as deterrents with few convictions having taken place since the Act came into force. Furthermore, there is no strong financial disincentive that prevents poachers and smugglers from engaging in illicit wildlife trade, which, in terms of value, ranks only behind the illegal trade in arms and narcotics," a ministry official said, explaining urgency to amend the law. TRAPS AND PEACOCK FEATHERS: Noting that the "leg hold-

traps" as the main method used by the organisers to bring down animals like tiger and leopard, the Bill proposes to ban the sale, manufacture and use of these traps and regulates their possession by those using it for educational purposes. So far the Act allowed the possession and domestic trade in naturally shed peacock feathers, but their possession or trading will be prohibited under the Bill to put an end to the rampant poaching of the national bird. PUNISHMENT: Offences relating to critical species of the wild animals or their meat or article or trophy will attract jail term of five to seven years, with a fine of not less than Rs 5 lakhs. For second or subsequent offence, the proposed punishment is jail for not less than seven years with a fine of not less than Rs 25 lakhs. NO TEASING: Even teasing of wild animals will attract jail term up to six months or with a fine up to Rs 5,000 or with both, the second and subsequent instances attracting the double punishment in terms of both sentence and fine.

BJP blasts petro-price shocker HERALD CORRESPONDENT NEW DELHI, JUNE 25

The Bhartiya Janata Party on Friday blasted the Government for slapping another dose of hike in petrol, diesel and cooking fuel prices and demanded rollback of the increase of both the latest and February 27 decision. With food price inflation hovering around 17-20 per cent and the people feeling the real pinch, the government should have provided relief to the common man instead of cruelty of taking the petroleum prices to the new heights, BJP spokesman Prakash Javadekar told media. He dubbed as "bogus" the government's claim that the hike was inevitable in view of the rising international prices as even with the present global prices petrol and diesel can be available at Rs 25 a litre if there are no taxes. The government should have redrawn its taxation policy of levying 100 per cent tax on petrol and diesel, he said. Javadekar said the government's claim to raise the prices to cut down losses of the public sector oil companies was equally bogus. Why should the people pay for inefficiencies of the PSU companies, he asked, pointing out that the private oil companies were already making money and would get bumper profit from the new rates.

Lawyers vandalise Calcutta CJs court PTI KOLKATA, JUNE 25

A group of lawyers today vandalized the court of the Chief Justice of Calcutta High Court Justice Mohit S Shah protesting their forcible eviction by the police from a room in the court premises following a dispute over its allotment. The incident made an unpleasant last day of Justice Shah as Chief Justice of Calcutta HC before his shift to the Bombay

High Court. "Some lawyers came in and vandalised the court room, breaking glass panes of the door and throwing around furniture," officials at the Chief Justice Mohit Shah's court room said. A dispute over allotment of a court room to assistant court officers for using as their office by the Chief Justice led to a confrontation with the Bar Association. Some 60 to 70 lawyers occupied the room last evening and

refused to vacate despite several requests, the Chief Justice's office sources said. Police were then called in and the lawyers were forced out of the room around midnight. Lawyers, however, denied they had resorted to violence inside the court. Senior counsel Subroto Mukhopadhyay said "it was just a glass pane that had come off the hinges and not due to any application of force by anyone."

Bhopal: MP govt to file curative petition PTI BHOPAL, JUNE 25

The Madhya Pradesh government today said it will file a curative petition against the 1996 Supreme Court judgement which had diluted charges against the Bhopal gas tragedy accused. A decision to this effect was taken late last evening at a meeting of the state cabinet chaired by Chief Minister Shivraj Singh Chouhan, an official release said. In 1996, a two -member Supreme Court bench headed by the then CJI A M Ahmedi converted the CBI charge of culpable homicide not amounting to murder, that provided for maximum of 10-year imprisonment, to causing death by negligence, which provided for a maximum punishment of only two years. The petition will challenge the 1996 judgement and review order of the apex court. It will also seek to revive the charges against the accused in the gas leak case, the release said. Also, an appeal would be filed against the June 7 verdict of the Chief Judicial Magistrate in the case. Twenty-six years after the world's worst industrial disaster that had left over 15,000 people dead, a local court on June 7 convicted former Union Carbide India chairman Keshub Mahindra and six others in the 1984 Bhopal gas tragedy and sentenced them to two-year jail term. However, there was no word about the then Union Carbide chairman Warren Anderson in the judgement delivered by CJM Mohan P Tiwari. Eighty-nine-year-old Anderson, who lives in the US, left the country soon after the tragedy and was declared an absconder.

Chidambaram's two-day visit beginning today is the first ministerial visit from India to Pakistan since the 26/11 Mumbai terror attacks.

Things will be difficult for those who drive drunk in Belgaum as the traffic police here has been equipped with portable alcometers that would check drunken drivers on the spot. The ultramodern gadget along with some other important items was handed over to the traffic police on Thursday at a simple ceremony at the traffic (South) police station. Khade Bazaar Dy SP G M Hosur handed over the gadget and other things to traffic CPI M Shiv Shankar. Earlier, the police after interrogating the drunk drivers had to take them to the Civil Hospital here and extract blood and urine samples. This was normally done during late evening hours adding up to the strain of the traffic police. The offense was established only after obtaining the reports from the hospital which used to cause unwarranted delay. The practice had also given vent to corruption as the police and the offender would reach an understanding that would benefit both. Pak-bound vessel with military supplies detained PTI KOLKATA, JUNE 25

A Karachi-bound cargo vessel from Bangladesh with heavy military supplies, including explosives, was today detained by the police at Diamond Harbour in West Bengal's South 24 Parganas district, top police officials said. Director General of Police Bhupinder Singh told PTI that "it is a consignment of heavy military supplies meant for a consignee in Karachi. "Five tonnes of explosives, a huge quantity of arms and ammunition were found after the police detained the vessel," Singh said.

Describing the incident as 'alarming' he said "it's surprising why the Pakistani-bound vessel was passing through Indian waters." Inspector General of Police (L aw and Order) S Karpurakayastha said the arms and ammunition were seized from two large containers on board the ship which had set sail from Chittagong in Bangladesh and was registered in Liberia. "The ship was detained on an intelligence tip-off," he said. The DGP said a police team was searching the vessel with Coast Guard and Navy personnel cordoning it off.

Medicines used for managing menstrual pain and other such prescription drugs are becoming favourites among addicts in India who are exploiting the ready availability of pharma drugs to get their high, say experts. A report by the UN Office on Drugs and Crime (UNODC) released recently pegs India as the largest consumer of heroin in South Asia and experts believe that there is a surge of pharmaceutical drug abuse in the country. "Easily available pharmaceutical drugs like Spasmo Proxyvon, Tramadol and Ketamine make them the most abused drugs in North-East India. Addicts take as much as 24 injections a day," says Dr Chwand

Such drugs are readily available at any chemist shop and are legally prescribed even by premier health institutes such as All India Institute of Medical Sciences (AIIMS) for pain management, especially to pregnant women and women during mensturation, adds Dr Muana who participated in the launch of UNODC campaign "Think Health not Drugs." "Globally, the number of people using amphetamine-type stimulants - estimated at around 3040 million - is soon likely to exceed the number of opiate and cocaine users combined. There is also evidence of increasing abuse of prescription drugs," states UNODC's World Drug Report 2010.

Sarkozy protester to face charges Reuters PARIS, JUNE 25

The 21-year old will go before a judge on Friday, a court official said. Police arrested him at a train station in Seine-Saint-Denis, near the northern Paris suburb of La Corneuve, where Sarkozy made an unannounced visit on Thursday. The official said the suspect was hurt and bruised during his arrest and a doctor had signed him off work for nine days. He was to be appear before a judge early on Friday afternoon. The court official did not specify the insult the man is alleged to have made on Thursday to Sarkozy, who has had an unfriendly reception on several previous visits to certain suburbs. It was in La Corneuve that

As he left for the G-20 Summit in Toronto, Prime Minister Manmohan Singh today cautioned that the global economic recovery is "still fragile and uneven" and asked world leaders to calibrate exit strategies in the light of growing concerns over expansionary fiscal policies. "We need investment and capital flows, as well as an open and rule based trading system that does not succumb to protectionist tendencies," Singh said in a departure statement here. Singh will be attending the two-day Summit from tomorrow during which he will also have talks with US President Barack Obama and other leaders. The challenges before the Toronto Summit were threefold, he said. These would be to ensure that global economic recovery is durable,

balanced and sustainable; to calibrate exit strategies in the light of growing concerns over expansionary fiscal policies; and to focus on medium and long-term structural issues relating to governance issues. "As the Indian economy grows and further integrates with the international system, we have an increasingly direct stake in all these matters," he said, adding to meet "our ambitious development targets it is necessary that the global economy continue to recover in a stable and predictable manner." Singh said the coordinated policy actions taken by the G20 countries since November 2008 have not only helped to prevent a crisis of the type the world saw in the 1930s but also contributed to global economic recovery. "This is a sign of the G 20’s success. At the same time, we have to be conscious that the

recovery is still fragile and uneven. New worrying signs have emerged in the Euro zone," he said. On the margins of the Summit, Singh would hold separate meetings with Obama, French President Nicolas Sarkozy, British Prime Minister David Cameron and Japanese Prime Minister Naoto Kan. He would hold bilateral talks with Canadian Prime Minister Stephen Harper when the two sides are expected to sign a deal providing for cooperation in the field of civil nuclear energy, paving the way for supply of uranium and cooperation in research, development, waste management and radiation safety. Singh's delegation includes Deputy Chairman of Planning Commission Montek Singh Ahluwalia, his sherpa in the summit, National Security Adviser Shivshankar Menon, Finance Secretary Ashok Chawla and other officials.

Tata targets 2.2 lakh light truck sales PTI MUMBAI, JUNE 25

Tata Motors is eyeing a sale of 2,20,000 units of its light trucks this fiscal (FY 11), a top company official said. "This would include around 1,50,000 ACE trucks and around 70,000 Magic trucks," Tata Motors' Commercial Vehicles Unit's President, Ravi Pisharody, told reporters. Last year, 1,10,000 units of ACE and 48,000 Magic trucks were sold, he said. The Tata Motors official said he expected Europe to be a good market for the electronic ACE truck, adding that "some development work is being done in that direction (development of the electronic variant)." Overall, Tata Motors would be looking at a 15% growth in the commercial vehicles segment this fiscal, he said. The auto major also plans to launch four models under its premium Prima range of trucks which would include two tippers, one tractor and one simple truck, between this September and March 2011.

Anil, Mukesh groups sign gas deal as directed by SC PTI MUMBAI, JUNE 25

An Anil Ambani group firm today announced that it signed an agreement for availing of gas from Mukesh Ambani-led RIL in accordance with a Supreme Court direction, but supply will be subject to government policy. The announcement of the deal comes within weeks of the warring brothers signing a truce agreement for creating a "harmonious environment of cooperation and collaboration" between their respective groups. Shortly after the deal was signed today between Mukeshled RIL and Anil group firm RNRL, the agreement was submitted to the government for necessary action, Oil Ministry sources said but clarified that neither any quantity, duration of gas supply, specific project nor price was mentioned. Although neither sides gave details of the revised gas supply agreement, sources in Reliance Natural Resources Ltd said that it is for a period of 17 years for projects totaling 8,400 MW at a government determined price of USD 4.2 per mmBtu. When contacted, RIL spokesperson declined to give details saying that the contract

was as per the direction of the Supreme Court and in accordance with government's policies. The government has fixed a price of USD 4.2 per mmbtu for five years for gas from RIL's KG D-6 fields. The government sources further clarified that it was the master agreement about the intent to supply gas and any specific details ranging from pricing to tenure and projects could be contained only in GSPA. It may be recalled that only last week the oil ministry officials were reported to have said that any gas supply to Anil's group firm could be only closer to commissioning of any project. They, however, said today that it was for the Empowered Group of Ministers to see if an exception can be made for Anil Ambani group and gas could be reserved for his project. RNRL had gone to court against RIL in 2006, seeking 28 mmscmd of gas for its proposed Dadri plant at a rate of USD 2.34 per mmBtu - a demand which was rejected by the Supreme Court citing that government had the last word on utilization and pricing of gas. Korean consumer electronics giant Samsung today said it will ramp up its camera business to more than double its market share to 20 per cent this year. The company''s Indian subsidiary, Samsung India, will expand its offering in the digital compact camera range by introducing its first high-end range -- the NX10 series, which has two variants priced at Rs 42,990 and Rs 44,990 respectively. "Digital camera segment is a focus and growth area this year. We are looking for 90 per cent volume growth, besides targeting 20 per cent market share this year from eight per cent last year," a Samsung India spokesperson said. The Indian digital camera market was estimated at 1.2 million units last year. It is likely to touch 1.5 million units by the end of the year, she added. While the contribution from the camera segment to Samsung''s overall sales is insignificant at present, she said the category has been growing at the rate of 80 per cent annually. Hospitality major, the Leela group, is eyeing revenue of Rs 700-crore by FY 12 when its three new hotels coming up in Chennai, Delhi (NCR) and Agra would become fully operational, a top company official said. "We are expecting a revenuegeneration of over Rs 700crore by 2012-13 after the commissioning of our three hotels in Chennai, Delhi and Agra," Chairman of the group, Captain C P Krishnan Nair, said. The Delhi and Chennai hotels are expected to be opera-

tional in FY 11, while the one in Agra would be commissioned in fiscal 2012-13, Nair said.

Substance abuse, especially narcotics, is an ever-growing social evil that the world has been constantly fighting against. Acknowledging this battle, the UN has dedicated a day to commemorate the fight against Drug Abuse and Illicit Trafficking

Very often, even if we are aware of the problems, we do not considered them part of our personal life, and this attitude continues to live on until, one day, it affects our own life. Drug abuse and trafficking is one such problem, which many organisations in the world are trying to eradicate, but we as individuals do very little to combat this evil. According to dictionaries, drugs are substances that alter a bodily function when consumed. The word in the broad term is usually used to denote the substances that are often used to give a person a ‘high’. Although drugs are usually illegal, some of them, like morphine, are also used in the medical field, but the use of these same substances without any particular medical reason and continued dependence on them is what is termed as ‘drug abuse’. “Drug abuse can have a drastic effect on every sphere of ones life, be it medical, interpersonal, familial… practically every thing,” says psychiatrist Dr Anil Rane. Drugs often cause damage to the brain and thus often lead to behavioural problems. Some signs of drug use are moodiness, depression, avoiding people who could confront them about behaviour changes¸ being secretive, no motivation and displaying a totally different personality. “Being a costly habit, addiction also has indirect effects such as resorting to stealing, prostitution and other illegal activities in order to arrange for money,” explains Dr Rane. The physical and bodily disturbances caused due to drug abuse include, trembling, red eyes, dilated pupils, lack of personal hygiene, uncoordinated movements and weight loss. “People who resort to the intravenous form of consuming drugs often run a high risk of

Substance abuse like alcoholism starts with experimentation and sometimes peer pressure or other stress factors. “Drug abuse often starts as a recreational activity and then leads to addiction and dependence; that’s when it goes out of control,” says Dr Anil Rane. “To understand the causes of drug abuse, you will have to understand the psychology behind the person, normally it is peer influence and the transition from a dependant child to an independent adult that often leads to rebellious behaviours,” explains psychiatrist Dr Rajesh Dhume. “Sometimes, the causes could be the levels of stress a person has. The increase of tourism is another factor in the increase in the drug problem,” Says Dr Dhume. The choice of drug depends on various factors, one could be the availability, and another could be the financial capability of the users. “The most common drug used is tea, cigarettes and alcohol, these are the non controllable drugs,” informs Dr Dhume. “Among the narcotic substances are drugs like charas and ganja that are more common, while there are other people who consume heroin and morphine, and the more expensive drugs are, the designer drugs like ecstasy,” says Dr Rane. “Another major type of addiction that is on the rise is what is called ‘white collar addiction’, which is the addiction to prescription drugs. It is highly on the rise, especially in the case of sedatives. It is caused mainly because of the stress,” says Dr Dhume. The use of drugs is on a rise according to the various studies conducted but it is very difficult to put it in figures. “There are no statistics regarding the use of the drugs as it is normally an underground activity, but there is definitely a rise in the State,” says Fernando. People around the state are trying to curb this trend, and various organisations host talks and seminars to enlighten people, young and old, about the menace of drug addiction. On the individual front, it is important that each of us heeds to the advice given by these organisations. If we do our bit, we can ensure that the life of another person doesn’t evaporate into smoke, thus collectively building a brighter future for humanity.

Though Goa is touted to be a naturally beautiful state with a unique old-world charm, it’s a pity that many of its old structures are facing ruin. Corjuem Fort is one such structure in dire need of attention BY AKSHAY G POTEKAR eeding a break from the monotony of city life, I decided to go searching for a nice, rustic nook close by and the island of Corjuem seemed to be the right place to fit into in my scheme of things. Corjuem, in Bardez taluka, lies to the east of the village of Aldona. Apart from its attractive cable bridge, it is also famous for its fort. The history of Corjuem Fort as compiled by historian Percival Noronha dates back to the 16th century. It was built by the Bhonsles in 1551 and was taken from them by Caetano de Mello e Castro in 1706, following which it subsequently rebuilt. Later on, it was assigned to the students of the military school as a place for receiving training in military manoeuvres. As it became less important to the Portuguese, it was abandoned in 1834, till which time it was defended by four guns. Inside the fort there is a small statue of a catholic deity as well as a dried well. The locals of this area have great belief in the deity and venerate it with deep faith. Wanting to take a look at the fort for myself, I stepped in and was stunned to see that the structure, said to be small in size as compared to its counterparts located along the State’s coastline, is actually quite huge, built up of massive stone which also shows significant advancement in the architecture during that pristine time. But what was even more shocking was the fact that the fort has been neglected for more

than two years by the Archaeological Department; I learnt about this bit of information from the local lads. There is a lot of overgrowth with shrubs and small thorny trees growing on the walls of the fort and choking the place up, also causing small crevices and fissures on the walls. If the fort remains unattended for another few years, it won’t be long before the mighty walls come crashing down. Curious to learn more, I went to the Archaeological Department, where the officials told me that they had not received the funds from the Tourism Department for more than two years to maintain the Corjuem Fort. Officials also said that they received the funds recently and they will start the work of renovation only after the monsoon gets over. As this is a famous fort in Bardez Taluka, it is important for the Archaeological and Tourism Department to take initiative to develop this place as a tourist attraction. The concerned authorities could renovate the fort so that our cultural heritage is kept alive. Instead of preserving our glorious past for the future generations we are just allowing historical edifices to decay. Action needs to be taken before this prominent landmark is lost forever; structures such as this need to be preserved in all their glory for posterity.

Tejaswini Kolhapure gets Raw Deal in ‘Raavan’ I

f Govinda thinks that he got a raw deal in Mani Ratnam’s ‘Raavan’, then he can seek solace in the savage butchering that Tejaswini Kolhapure’s role suffered. Padmini Kolhapure’s pretty sister was signed on for a prominent role as Ravi Kissan’s wife in the movie. She spent two-and-half gruelling months away from home and husband (filmmaker-actor Pankaj Saraswat) in the jungles shooting for ‘Raavan’. The end-result - one passing shot, lasting no more than five seconds in a wedding song. Surely this must rank as the most abbreviated role in the history of Hindi cinema! One of Tejaswini’s co-stars in ‘Raavan’ says: “At least Tejaswini is visible in one shot. Poor Sadashiv Amrapurkar, at his age, he was on location in the jungles for 90 days. He doesn’t even have one scene in the film. And what about poor Sachin Khedekar, who is there for just one scene as Abhishek’s father? He also played Aishwarya’s father in Guru and had his role chopped off because Mani wanted to focus on the AbhishekAishwarya story.” Incidentally, Madhavan and Vidya Balan also had their roles severely chopped off in Guru. Surprisingly, Tejaswini doesn’t try to dodge the savage editing of her part with sugar-coated words. When asked about her blink-and-miss appearance in the movie, she said: “Mani sir and the entire crew knew what my role was. I shot for a good 75 days. The role in the film is what you saw. Nevertheless, it was a treat working with a director like Mani Ratnam. Anyone would give their right hand to work with him. All I had to suffer were some minor bruises. It’s crazy to say this after what I’ve gone through. But I’d love to work with him again.” Tejaswini has been unlucky in her career from the very beginning. Her first film, as leading lady in Anurag Kashyap’s ‘Paanch’ was never released. But she’s hopeful about the future. “I’ve finished ‘Happi’ with Pankaj Kapoor-ji which is directed by Bhavna Talwar. I’ve also done a short film called ‘Salt & Pepper’ about farmers’ suicides directed by Mohinder Pratap Singh and Shashank Ghosh’s segment in ‘Mumbai Cutting’ (a film with short stories on Mumbai),” she said.

hile Jeremy London continues to tell the tale of his alleged abduction at the hands of thugs who forced him to take drugs and alchohol, his family fears for his life. His family is not going to keep silence any more. We have all heard the story that the star, famous for his role in ‘Party of Five’, was kidnapped by two criminals and was made to take drugs, but Jeremy’s family has a different version of what has happened to the actor. London’s 37-year-old twin brother Jason London reveals shocking details. “His health is our concern,” said Jeremy's twin brother, Jason. “If this kidnapping did happen to him, then I hope that there's justice. It's obviously confusing to everybody. I'm glad my brother is safe." But the family worries that Jeremy's story, that he was kidnapped in Palm Springs, California and forced to take drugs, doesn't add up, and may be the result of the actor engaging in substance abuse again. Jason believes his brother desperately needs psychological help and treatment for drug addiction. Jason also added that right at the moment the whole family is acting in Jeremy’s best interests. They are sure that he is seriously ill and needs urgent help. A lot of troubles have happened to Jeremy London recently which has affected him a lot. Among them we find: alcohol addiction, court battle over his 3-year-old son Lyric with his ex-spouse Melissa and serious financial difficulties. And now his relatives suspect him to become a drug addict again. After learning what his family speak about him to the press, Jeremy London got really furious and threatened all of them not to say anything to reporters. He is continuing to insist on his own version of those events when he was allegedly kidnapped. So, the California police still believe his words, though in recent developments, the alleged kidnapper, Brandon Adams is denying the allegations against him, saying that it was a mutual drug-abuse session and not a hold up of any kind.

Director: Mehul Kumar Cast: Jahan Bloch, Samir Aftab, Farida Jalal Rating: emember the 1994 movie, ‘Krantiveer’ directed by Mehul Kumar which not only was a grand success but also established Nana Patekar as an actor par? This new piece, with the same title, is a sequel to that great film. Although the sequel does not star any of the old cast except Farida Jalal, it carries forward the basic theme as an ongoing battle against the corrupt politicians of the country. The story aims at urging the youth to get the old politicians to retire and to take the reigns of the country in their own hands. Apart from the social message, this film is also a launchpad for director Mehul Kumar’s daughter Jahan. Jahan (Roshni) plays the pivotal role of a young defiant journalist who carries the genes of Krantiveer, Nana Patekar and Dimple Kapadia and plays their daughter in the sequel. Portraying a fearless and fiery journalist, she takes up the mission of her parents to change the corrupt system of the country. She is ably supported by Vishaal, an army officer; Goldie, a rich youth disillusioned by the evils of money; and Uday, an angry young man with a political legacy behind him. The story has the foursome coming together to finish the corrupt political mafia of the old politicians. There is no doubt that there have been many Bollywood films on the same subject but each one was different from the other. Though the film has lots of over-the-top scenes, it does seem to drive home the message at the end. Though the subject does not permit song sequences, tracks such as ‘Khudaa Mere Khudaa’ and ‘Chote Tera Birthday Ayaa’ are quite a treat.

HERALD FEATURES he village of Siolim celebrated Sao Joao on June 24 with great fervour and gusto. This feast is being celebrated here for the last 176 years. The young and old wearing crowns of seasonal flowers danced to the tune of music chanting loudly Sao Joao. Siolim Sao Joao Traditional Boat Festival committee had organized various programmes and competitions including an entertainment performance by Prince Jacob and his troupe, Mil-Mel-Nel, D Pietros band and performance by Dance for Life dance troupe. The highlight of the festival was the competition of colorful boats which are similar to carnival floats. Although it was raining heavily, large number of people gathered to witness the boat parade at the creek opposite St Anthony Church, Siolim. The boat parade began around 3 pm and the boats made its way to the beautiful stage which was erected for the artists to perform. Siolim MLA Dayanand Mandrekar was among the dignitaries present for the event. The same kind of festivity was enjoyed by the San Joao Boys of Pedda-Benaulim. The feast was celebrated with the theme to create awareness about our environment. The San Joao Boys were spotted wearing jerseys with messages like ‘Save Water’ and ‘Love Nature’. Dr Hubert Gomes gave a talk while the committee distributed Neem plants and almost a hundred cloth shopping bags. Tiatrist John D’Silva was the Chief Guest.

During the children’s painting workshop held at Gonsalves Mansion in Campal, the landlady of the house, 80 year old Aduzinda Gonsalves, tried her hand at painting as well, and she surprised established artists Unnati Singh of Mumbai and Salvador Fernandes of Goa with what she came out with. This act was what encouraged everyone concerned to come up with this unique initiative. Dispelling the misconception that people in their silver years do not have anything to look forward to, Heritage Jazz, with the added energies of musicians, artists, school children as well as some villagers of Divar, hopes to make a difference. An addition to the initiative is that the underprivileged children from the St Inez nullah region will sing Konkani songs for the people from the old aged home. Directed: Martin Campbell Cast: Mel Gibson, Danny Huston, Ray Winstone Rating: artin Campbell, director of the Bond flick ‘Casino Royale’ is back in action with another good suspense thriller ‘Edge of Darkness’. Mel Gibson is back in a pivotal role after his 2002 film ‘Signs’. The film is a celluloid version of the mini-series of the same name and is entirely shot in Boston, Massachusetts. Mel Gibson, playing the role of Boston police detective Thomas Craven in the film, is a loving father of Emma (Bojana Noakovic) and has to witness the death of his grown up daughter as she is gunned down on their on porch. This spurns the detective father into getting to the bottom of the gruesome killing only to find out that that was just the tip of the iceberg. With all the twists and turns, Campbell has been able to keep the audience into the grip of this film. The distinguished crew of the ‘Edge of Darkness’ ensure that the film moves along smartly although it offers nothing new or clever by way of story or style. What could keep you glued to the seat is the quality of performances by Gibson, Winstone and Huston. Winstone especially, portraying the mysterious Darius Jedburgh, has put on a splendid show. Italy captain Fabio Cannavaro on Friday blamed fear for the reigning champions' ignominious exit from the World Cup following a shock 3-2 defeat to debutants Slovakia. The 36-year-old, who has now played his last match for the Azzurri and will move to Al-Ahli in Dubai next season, gave a frank and honest assessment of Italy's disastrous title defence from the team's Casa Azzurri base camp here. And he said when the hour came, the men became shrinking violets. "The fear is when you play for a team with four stars on it's shirt (designating their four world titles) and you have to win," he said. "The pressure is there, there was too much fear in playing, I was looking in their (the players) faces and they were too nervous. "If you're too nervous you don't manage to be lucid." The other problem, according to the former world player of the year, is a lack of quality in Italy. "We don't have any superstars, there are no (Francesco) Tottis or (Alessandro) Del Pieros, if someone had seen one we would've brought them," he added.
