The bullets used by the Maoists to kill 76 CRPF jawans in Dantewada might have come from the ammunition depots of CRPF and Uttar Pradesh police. The UP Special Task Force (STF) on Friday busted a gang consisting of working and retired police personnel that was involved in supplying ammunitions from the police armory to the Maoists and insurgent groups active in various parts of the country. The BJP today announced that it has put on hold its earlier decision of withdrawing support to the Shibu Soren government in Jharkhand, a day after coalition partner JMM said it was ready to back a government led by it. A decision in this regard was taken at a hurriedly convened meeting of the Parliamentary Board of the party which is also reportedly exploring ways of government formation and was holding talks with its allies. The BJP yesterday paused withdrawal when its Jharkand unit deferred meeting Governor MOH Farooq over withdrawal of support. The trigger for a rethink on the part of BJP over pressing for withdrawal of support was provided last night by a second letter from JMM legislature party leader Hemant Soren, son of Shibu, to BJP President Nitin Gadkari informing him that JMM would support a new government led by it. “We are with NDA,” Hemant said. The BJP withdrew support on Wednesday angry over Shibu Soren siding with the UPA and voting against the BJP’s cut motion in the Lok Sabha the previous day. Shibu’s action was called a betrayal by the BJP which was also told by JMM that its supremo’s action was a mistake. Soren had also apologized for his action.
Lal said after the killing of the CRPF jawans in an ambush by the Maoists in Dantewada (Chattisgarh) on April 6 the SSP, STF Naveen Arora was tipped off that ammunitions as well as parts of the firearms was being supplied to the Maoists and anti social elements by a person based in Allahabad. Through electronic surveillance and with the assistance of the informers the STF team zeroed on Yashoda Nand Singh the kingpin running the ammunition racket with the assistance of CRPF and state police armourers. On Friday the STF team was tipped off that a person was arriving from Allahabad to Rampur to collect the consignment of the ammunition. The STF sleuths nabbed Yashoda Nand Singh, Vinod Pswan and Vinesh Singh from near a flyover in Civil Lines area of Rampur located 400 km west of Lucknow. The police team seized 1658 cartridges used in INSAS rifle, 600 cartridges of .38 bore revolver, 2860 cartridges of 9 mm pistol, 4 cart r i d g e s o f A K- 4 7 a n d 2 8 cartridges of 7.62 bore self loading rifle from the trio.

Goa Congress MP Shantaram Naik, who had a tiff with the television news channels in December for defaming his State through repeated telecast of a Russian woman’s rape, launched yet another TV bashing diatribe in the Rajya Sabha on Thursday. This time he wants the TV programme code that is prescribed under a 1995 law amended to ban telecast of a single news repeatedly days together on the ground that it causes “mental torture” to the viewers. Last time, he attracted ire of TV channels as also women activists for suggesting not to take seriously rape of a woman moving around freely with strangers. In a special mention, he said Section 6 of the Cable Television Networks (Regulation) Act prohibits programmes that offend against “good taste and decency” but this provision is not sufficient to curb the menace

Former IPL commissioner Lalit Modi, who is under scanner of Income Tax department for suspected financial irregularities in the bidding process, is facing death threat with the underworld allegedly conspiring to bump him off, police said. Modi was on the target list of underworld don Dawood Ibrahim even before IPL season III had begun, police said, adding Dawood’s men had plotted to eliminate him either in Mumbai or Bangalore. “He is on the hit list of Dawood. Besides he was also the chairman of the IPL when the tournament was on and hence security was provided to him during his visit to Mumbai. He would be provided security whenever he visits here,” a senior police official said. However, the official refused to comment on the motive of the underworld to kill Modi. Dawood’s men had reportedly conducted a recce in the vicinity of Nirlon house at Worli.
ICICI, HDFC not Indian owned banks: govt PTI NEW DELHI, APRIL 30
The government today said ICICI Bank and HDFC Bank cannot be called Indian-owned banks, setting at rest the debate generated over the nationality of the top two private sector lenders. “At best, the two can be called as Indian-controlled banks,” DIPP Secretary R P Singh said today when asked about the government’s stand in the wake of the two seeking clarifications on the matter. “ICICI Bank Managing Director and CEO (Chanda Kochhar) met me day before yesterday, she has discussed (the issue) with me,” he said. ICICI Bank had maintained

that it continues to be an Indian bank as its management and Board was Indian. However, both ICICI Bank and HDFC Bank’s have over 74 per cent foreign holding. “Banks will be covered in one paper which we are trying to bring out on the financial aspects totally... it will cover banks also,” he said referring to the six discussion papers on FDI that the Department of Industrial Policy and Promotion is planning to bring out soon. “You know the definition of what is a company controlled by Indians and what is the definition of a company owned by Indians,” Singh said. Going by the definition, they
are certainly a bank which is not owned by Indians, because equity of at least 74 per cent or around 74 per cent is from outside, he pointed out, buttressing the government’s stand. But they can be construed as banks controlled by Indians if the majority of directors are Indians and right to directorship is with Indians. So depending upon that they are construed as banks controlled by India, but they can certainly not be called banks owned by Indians. “There is a way of resolving their problem. We will try to find a solution for that. The handicap they are suffering, we will try to resolve,” Singh said.
The mother of Devon teenager Scarlet Keeling, who was killed on a beach in India, has been given an eight-month suspended jail term for fraud. At Exeter Crown Court, Fiona MacKeown, 44, of Meddon, Devon, was also ordered to do 150 hours of community work. She admitted falsely claiming £19,000 of income support between February 2005 and March 2008. The period included the time when 15-year-old Scarlet was raped and killed on a family holiday to Goa. The jail term was suspended for two years. Speaking outside the court after sentencing, MacKeown told BBC News: “I didn’t think it was such a big deal - obviously it is. “Maybe other people will learn from this to be a bit more careful.” Two men are currently on trial in India accused of killing and assaulting Scarlet. The teenager’s body was found on Anjuna beach in February 2008. Samson D’Souza, 28, and 36-
year-old Placido Carvalho, are accused of culpable homicide, grievous sexual assault and destroying evidence. They are also charged with assault with criminal force with intent to outrage a woman’s modesty and administering drugs with intent to harm. On the day the trial started at the Children’s Court in Goa last month, MacKeown admitted benefit fraud at Exeter Crown Court. The trial of D’Souza and Carvalho is expected to last for up to a year, but MacKeown is due to give evidence at some point.

Five women devotees were killed and six others, including two men, injured in a stampede inside the premises of religious sect Dera Sacha Sauda here, apparently triggered by rumours about the presence of a snake, officials said today. The incident took place last night at a function to mark the 62nd foundation day of the Dera, located about 15 kms from here. He said that preliminary reports indicated that during the function, someone spread a rumour about the presence of a snake, following which the devotees started running helter-skelter leading to the stampede.

17 hotels on Forest Dept list for selling frog meat HERALD REPORTER PANJIM, APRIL 30
The forest department has enlisted 17 hotels across Goa suspected to be selling frog meat and a close watch would be kept on them. “Last year at the beginning of the season we had issued letters to all these hotels asking them to stop selling frog meat. This year too we are sending them official letters,” a senior forest department official said. “In the letter we clearly say that the forest department can arrest the person concerned without issuing warrant,” official added. Initiating ‘save the frogs campaign’ in association with NGO-WildGoa, the forest department has decided to keep a strict watch on killing of frogs. The official said that the frog meat is often sold by other name to the customers. “They

The forest department has formed two teams attached to wildlife division while one each team from range offices would be on guard 24 hours conducting surprise raids at suspected places. The NGO-WildGoa has said that the frog population is on decline in the state alike rest of the country.
Govt to set up trade zones for recyclable waste soon HERALD REPORTER PANJIM, APRIL 30
The State government will soon start the process of setting up trade zones to conduct the business of buying, selling and processing of recyclable waste including scrap. ‘Recyclable waste’ means all waste that can be recycled including scrap except waste covered under the Bio-Medical Waste (Management and Handling) Rules, 1998 and the Hazardous Wastes (Management and Handling) Rules, 1989. Rules have just been framed and notified providing for “orderly establishment of waste (scrap) recycling units in Goa under the Goa Waste (Scrap) Re-
cycling Units Scheme, 2010. For orderly establishment of such waste recycling units, henceforth no person would be able to conduct any business in recyclable waste in Goa unless he/she gets the unit registered with Directorate of Industries, Trade & Commerce. As per the scheme, the government is to set up trade zones
for recycleable waste, in consultation with Goa Industrial Development Corporation (GIDC) within two years. The zones would be located considering their proximity to the existing Industrial Estates. GIDC will undertake the development of the land and provision of necessary infrastructure for the conduct of the trade zones. LAND ALLOCATION: The allotment of land in the trade zone will be made by the GIDC to registered persons only after detailed assessment of the requirement. On the eve of Workers Day, Kadamba Transport Corporation Limited’s (KTCL) management and labour union signed a crucial agreement extending the benefits of sixth pay commission to its workers. The agreement was signed before labour commissioner V Raikar by the representatives of management and workers capping the long pending uncertainity over extending the revised pay scale benefits. Talking to media after sign-
ing the agreement, KTCL chairman aleixo Reginaldo Lourenco said that after the hiked pay workers are asked to raise the corporation’s revenue by at least 10 per cent during the initial months. “Now on, we are into serious business of getting the corporation into profit. If not profit at least, we will reduce the loses,” Lourenco said. The Chairman added that the workers have been warned against corrupt practices which results in the revenue leakages. “This is a historic moment and the workers have assured to cooperate with the management,” Lourenco, who was earlier non committal on the implementation of sixth pay
commission, said. Other officers including KTCL Managing Director Venesio Furtado were present during the signing of the agreement, which came as a fulfillment of the assurance given by chief minister Digamber Kamat. Bowing to the agitational tactics by the union leader, Kamat on Thursday had assured to sign the agreement on Friday. The agreement will entitle the workers to higher pay which will burden the corporation by Rs 1.3 crore monthly. Lourenco said that the arrears from January 01, 2006 would be paid to the workers in different installments. The arrear liability amount to Rs 43 crore for the corporation, which is running
in loses despite having three nationalized routes under its belt. It is decided that 25 per cent of the arrears would be paid for the ongoing financial year, 201011 and rest would be paid in seven installments commencing from April 01, 2011 to March 13, 2018. All India Trade Union Congress (AITUC) General Secretary Christopher Fonseca who spearheaded the talks for sixth pay commission implementation assured that the workers will pull up their sleeves to bring corporation into profit. Old Goa police on Friday arrested three members of Kankonkar family from Xhirent-Chimbel on charges of assaulting three persons over a family dispute. According to Old Goa police, Raju, Dilip and Prabha Kankonkar allegedly assaulted Surya Ladu Kankonkar, his wife and son Sudesh with a koita. Both families stay in a common house. After police complaint was filed by Surya, Old Goa police arrested all the three persons under Sections 323, 324 of IPC for causing simple injury and using sharp weapon. The accused will be produced before JMFC on Saturday morning.

One sentenced for sexually assaulting 7-year-old girl HERLAD REPORTER PANJIM, APRIL 30
The Children’s Court on Friday sentenced a 32-year-old father of two children from Carambolim on the charge of sexually assaulting a seven-yearold girl after luring her with a guava on March 25, 2008. The Children’s court held Deepak Khandeparkar guilty of touching private parts of the victim and sentenced him to undergo simple imprisonment for three months and to pay fine of Rs 1 lakh. And in default, to undergo further simple imprisonment for a period of one month. The Court has further ordered
that in case the fine is paid by the accused, an amount of Rs 50000 should be kept in fixed deposit in any nationalised bank, in the name of the victim child till attaining the age of majority. And amount should be handed over to her along with interest. Whereas remaining Rs 50000 to be forfeited to the government, the Court ordered. As per the case filed by victim’s mother on the date of the incident, the accused called the victim child under the pretext of giving guava and thereafter took her in his room and touched her private parts. The victim immediately told her mother what had happened to her in the presence of some neighbours and thereafter complaint was filed. The Public Prosecutor Poonam Bharne submitted that there was strong evidence to prove that accused called the victim to his room and sexually assaulted her. The defence counsel submitted that a false complaint was
filed against the accused also there was no medical evidence to support the charges. However, Court held that prosecution has succeeded in proving the guilt for the offence of sexual assault as defined in section 2(y)(ii) and punishable under section 8(2) of the Goa Children’s Act, 2003 read with section 354 of the Indian Penal Code. However, considering the fact that accused is a father of two children aged three and four and the only earning member in the family and that there is no criminal record or background, he was considered for lighter punishment. “The accused is 32-years-old and considering his dependency of the family of two young children, I consider that imposing of lighter punishment will suffice the purpose. However, the fine has to be paid, as provided under section 8(2) which is of Rs 1 lakh”, the Court observed.
An order issued states the Director, Directorate of Higher Education, shall be Head of the Department for all the above institutions/offices for administrative purpose. All the staff of Directorate of Education and other departments presently working in the office of the directorate and six government colleges who have given their options to continue in the cadre shall be absorbed in the respective posts along with the staff appointed by the directorate and six government colleges under administrative control of the directorate by issuance of a specific absorption order to this effect. The seniority list of the ab-
sorbed staff members along with the staff of the directorate, six colleges under the directorate’s cadre shall be prepared on the basis of the date of regular appointment/promotion in the respective posts in cadre of their respective parent departments. The staff of other departments presently working in the directorate and the government colleges mentioned which are under the administrative control of the directorate shall be repatriated to their parent departments as and when the posts in the respective cadres are created or fallen vacant on account of retirement or otherwise as the case may be in the respective parent departments.

Maintaining that High Court directives have been literally thrown to the wind by erring fish transporters, the Sub-Divisional Magistrate, Margao has directed the police to book erring truck drivers for the offense of water spillage and to ensure that trucks sans protective measures are sent back to the Cutbona fishing jetty. The SDM, Johnson Fernandes has directed the Police Inspector of Cuncolim police station to fix an inspection of all vehicles transporting fish on May 12 at 10 at the Cutbona jetty to oversee whether the vehicles are fulfilling the norms/criteria laid down by the high court. Taking serious note of the complaints from Velim villagers over fish water spillage, the SDM said even if the erring truck adopts temporary measures, the same should not be allowed
to play until and unless the vehicle adopts corrective measures of permanent nature. The SDM issued the directions at a joint meeting of the villagers of Velim and police department this evening as villagers contended that water spillage from the fish transporting trucks has turned roads unmotorable resulting in accidents. At today’s meeting, the villagers contended that the trucks transporting fish are not properly sealed, resulting into spillage of the water on the roads. Incidentally, the police department had posted three personnel at the exit point of the Cutbona jetty to verify claims of water spillage from the trucks. While there was no spillage at the exit point, water spillage took place t h e re a f t e r, t h e v i l l a g e r s claimed.

However he said, he has no ambitions to be in the seat of power. HC dismisses John’s bail plea HERALD REPORTER PANJIM, APRIL 30
The Bombay High Court at Goa on Friday dismissed the bail application filed by local politician from Salcete, John Fernandes who has been held on the charge of raping 25-year-old Russian woman at Colva on the night of December 1, 2009. The Russian woman filed a complaint at Colva police station on December 2 alleging that the accused had raped her after spiking her drink at Colva beach on the night of December 1. When the matter came up for hearing before Justice N A Britto on Friday, Adv Mike Mehta appearing on behalf of the accused told the court that accused has been falsely implicated in the case. He further pointed out that a statement filed by the victim on December 5 says that she was raped which was not the case in her earlier statement and two statements differ invariably. The Special Public Prosecutor Carlos Ferriera argued that there has been no change in the circumstances nor has accused given any other additional ground for allowing his bail than what he had given in his anticipatory bail application earlier, which had been rejected by the High Court. He thus made a case that bail application of the accused be rejected.
The charge sheet against the accused was filed by Crime Branch on February 16, 2010, under Sections 354 (assault or criminal force to woman with intent to outrage her modesty), 509 (word, gesture or act intended to insult the modesty of a woman), 376 (punishment for rape) and 201 (causing disappearance of evidence of offence) of the Indian Penal Code. MARGAO REPORTER ADDS: The Crime Branch has vehemently opposed the application filed by Russian woman rape accused John Fernandes for the release of his car attached by the investigating agency. In the application filed before the session court, Crime Branch Police Inspector Sunita Sawant submitted that the Captiva car registered in the name of the accused is a very important piece of evidence in this serious and sensitive case. She argued that if the car is released to the brother of the accused, he will temper with the same and destroy the piece of crucial evidence in the case. PI Sawant further submitted that the offense of rape was allegedly committed by the accused in the said car as per the victim’s complaint. The matter was posted for hearing before Additional sessions Judge, South P V Sawaikar, but could not be taken up for arguments as the lawyer for the accused sought time.

Ever since the police-drug mafia has come to the fore, no police officer is ready to join the Anti Narcotics Cell of the Goa Police. Five policemen have been arrested while one is absconding for their links with the drug mafia when they were attached to the ANC police station. However, the Goa police top officials are in a quandary as no police officer is ready to be posted as the police inspector at the ANC for last three months. It may be recalled the suspended PI Ashish Shirodkar was transferred from the ANC and posted as Old Goa PI, thereafter Ram Asare took over the charge but he did not last long and was
shunted to Goa Reserve Police. PI Rajan Nigalye was brought in as the in-charge but he too was shunted three months ago. The situation is such that the ANC police station at the headquarters does not have in-charge for last three months and the senior sub inspector Somnath Majik is holding the charge. Sources said that the ANC has made request for an officer to be posted but the top officials are in a quandary as to who should be posted. “No official is showing any interest in taking over charge. Every officer is on tenterhooks due to the happenings in the last few months,” sources said. Further, they said, “The Goa
police top officers are also very cautious making the appointment of officer in ANC as they want some honest and hardworking officer who will help the department clean up the mess.” Sources also said that the absence of full time officer is hampering the functioning of the ANC. “The PI is an experienced officer who handles the entire functioning of the police station and his absence is posing problems,” sources said. When contacted ANC Superintendent Vinu Bansal admitted there is a need of a police officer on urgent basis. “I have written to the superiors and waiting for someone to be posted,” he told Herald.

Conveying a message loud and clear that it means business, the Director of Health Services has recommended for the transfer of the two servants and the nurse in connection with the death of the lady patient at Hospicio early this week. While holding the three employees for the minor lapse, the Director is believed to have recommended their transfer. Sources in the know said the health authorities have also questioned the presence of the doctor on duty at the time of the incident. When contacted, Hospicio Medical Superintendent Dr Ruando De Sa said the two servants and the nurse have been asked to be transferred by the health authorities for the minor lapse of not providing the lady patient oxygen during her transfer from her bed to the ambulance outside. Dr De Sa said the inquiry panel did not find any major serious lapse on the part of the Hospicio staff, barring the fact that they were found wanting in providing oxygen facility for
the lady patient. The son of the deceased patient had alleged that the two servants on duty paid no heed to his request to put oxygen to her ailing mother, who was gasping for breath. On the contrary, he alleged that the two servants
fought with each saying that it was not their duty to provide the facility for the patient. The authorities, however, categorically stated that there was no serious lapse on the part of the hospital as far as shifting the patient to the ambulance.

The panel which probed into the theft of a lady patient at Hospicio’s maternity ward has strongly recommended installation of Closed Circuit TVs in the hospital and strengthening of security manpower at the district hospital. The inquiry committee, which has submitted its report to the government, has also recommended a ban on the interns and students coming to the hospital from private institutions on security grounds. Sources in the know said the panel observed that the interns
and students – on an average numbering around 40 – is not of any help to the hospital vis-à-vis the patients. In fact, it has been pointed out that the many of the students study Homeopathy and Ayurveda medicine and prove to be little help to the hospital. On the manpower requirements, the report is believed to have asked the government to beef up the security arrangements so that all the wards are covered by the security. Another important suggestion was to enforce the rule that patients should not keep any valuables in person while admitted in the hospital.

In fact, the industrial development can thrive provided the workers shoulder their responsibilities and work with dedication to boost production. “The State government is also working for the welfare of the working class,” the minister said in his message.

The flood prone low lying areas of Mala will get much needed pre-monsoon clean up through a private contractor, who will be paid sum of Rs five lakh for the job. The Corporation of the City of Panaji (CCP) Mayor Caroline Po said that these labourers will undertake anti-flooding measures in Mala area and also work on a huge drain at Boca de Vaca. The corporation has decided to take up work of other wards through CCP labourers. “That the private contractor will be paid Rs 5 lakh and he will also be made to do certain
pre-monsoon works in the city area once he finishes with the Mala portion,” Po said. The capital city has been facing tremendous flooding portion during the monsoons every year with low lying areas like
Mala, near Kadamba bus stand and others, which are traditionally water logging places getting inundated. “Last year, there was not much flooding problem as we had located the trouble spots and worked on it,” she said.
Po said that the recent meeting with Minister Joaquim Alemao has fetched them Rs 3 lakh for the pre-monsoon works. “This fund is not enough. We will be demanding Rs 5 lakh from the government,” the Mayor said.

St Anne’s feast: Agondkars keep the tradition alive By K at h y P e r e i r a
With the pioneering dream, our church founder Fr Bento Martins shared for the people of Agonda parish, way back in 1887, it seems the successive generations gone-by had certainly lived up and progressed, making the present lot enliven as one of the active parishes in Goa diocese, headed by his holiness archbishop Felipe Nerri Ferrao. The annual feast in the village church is the most anticipated occasion people are looking at, and almost every other resident irrespective of their beliefs makes it a point to be in the village during the celebrations. The devotion and passion it is known for, today parishioners of Agonda are celebrating the feast of village patron Sta Anna, the mother of Virgin Mary and grandmother of our savior Jesus Christ. Incidentally, Fr Bento (1882-1890), who first as a chaplain, and then again as the first pastor of Agonda church prepared the community mostly thriving on farming, toddy-tapping and fishing, to live according to and accept the word of God, Fr Alvim do Carmo Esteves, whose ten years (1965-1975) stint in the village, remembered as most vibrant, saw the faithful as well as other community members open themselves first-time on the altar of education. Fr Esteves sacrifices didn’t go in vain, as the parish continues to blossom almost on par with the other vibrant parishes of our tiny state, with every serving priests contributing their mite in their own ways - always helping the community to prosper and simultaneously strengthening people’s belief of righteousness in the eyes of God. From a single, or just two church bodies in yesteryears; associations and groups literarily multiplied in this parish, which has four chapels and as many as three main wardcrosses, besides the miraculous Sta Khuris on the beach front at Val, under

its care and supervision. Agonda parish is blessed with administrative church bodies; Fabrica de Igreja de Agonda, Parish Pastoral Council and Catechist Association. In previous years, the ancestors have made it a tradition in people lives to celebrate back-to-back two feasts in the church annually; feast of Holy Trinity (Satism Trinidade) on the first Sunday of May month and next day, the feast of St Anne’s the patron saint. It means, people had to prepare themselves for the grueling task of celebrating two feasts on two subsequent days, till a change was brought in early 1990’s, with the parish deciding to celebrate only one-feast i.e. of patron saint (St Anne’s) on the first Sunday of May month eventually doing–away with the grand celebrations of ‘Satismachem-fest’. As everyone is aware world-over, the feast of St Anne’s actually falls on 26th July, which is too observed in Agonda parish, but since the day is amidst the peak of monsoon season, rains lashing everywhere, grand feast celebrations as per ancestral practices is observed in the first week of May. This practice however, continued till the cominginto existence of new synod brought out by Archbishops house, which eventually led to rescheduling the patron saints feast to the first Saturday of May month instead of first Sunday of the month since the last three years.

Agonda parish was diocesan church until 1996, when bishop in a decree appointed missionary priests from the Society of Pilar, i.e. Pilar fathers (This society, incidentally took birth in this tiny village on the 26th Sept, 1887 founded by the then Agonda Chaplain and first parish priest Fr Bento Martins) to guide the parishioners in the village to the Word of God. The team of present parish priests Fr Mathew Fernandes and his assistant Fr Peter Cardozo (the renowned maestro and musician) is the third team from Pilar fathers serving in Agonda parish, and the 23rd in line since the church is born in this village in the year 1888. honor of our patron saint, bringing out all the details of happenings which also includes marriages, birth and deaths in the village. When Canacona was devastated by floods in October last, Agonda parishioners were amongst the first to reach out to the needy, and helped a number of households to clean-up people’s houses and belongings. Agonda parish also hoisted several deanery programs including celebrations of Canacona deanery Youth Day (25th Oct), celebrated Women’s Day (8th September), while both the parish priests were instrumental in holding and preparing the village youth for success of Konkani drama ‘Bondkonn’, written and directed by Fr Mathew Mascarenhas and music provided by Fr Peter Cardozo. This year also saw Sisters of Mary Immaculate (SMI Sisters) celebrating their diamond jubilee of their service in universal church and Silver jubilee of their presence in Agonda village, Rev Archbishop Filipe Neri Ferrao took part in the celebrations, including several other priests, sisters, wellwishers and parishioners. On the day parishioners contributed Rs 25,000 for the congregation of SMI sisters Undoubtedly, our parish is ‘shining like a star’ (Noketram porim Zhogzogta). Many of our services in the parish are worth to be lauded, including that of parish and assistant parish priests who are dedicating and almost sacrificing their lives for the betterment of our village, doing everything possible within their reach. It may also not be wrong to express thanks and gratitude to our village’s vibrant and dedicated sarpanch Jovi Fernandes, who in a more befitting desire was partly responsible in bringing out this special supplement highlighting a few of our church’s activities through this largest circulated daily ‘Herald’, in his lively endeavor to serve the villagers many recognizing him as a symbol of tireless workmen for the society. St Anne: Anne (Hebrew, Hannah, grace; also spelled Ann, Anne, Anna) is the wife of Joachim and the mother of Mary. She is the grandmother according to the flesh of our Lord, God and Saviour Jesus Christ. Her name means "grace" or "the gracious one" or "the loving one." Of St Anne we have no certain knowledge. She is not mentioned in the New Testament, and we must depend on apocryphal literature, chiefly the Protoevangelium of James, which dates back only to the second century. In this document we are told that Anne, wife of Joachim, was advanced in years and that her prayers for a child had not been answered. Once as she prayed beneath a laurel tree near her home in Galilee, an angel appeared and said to her,
"Anne, the Lord hath heard thy prayer and thou shalt conceive and bring forth, and thy seed shall be spoken of in all the world." Anne replied, "As the Lord my God liveth, if I beget either male or female, I will bring it as a gift to the Lord my God; and it shall minister to Him in holy things all the days of its life " And thus Anne became the mother of the Blessed Virgin Mary. With the birth of Mary, the holy matron began a new life; she watched Her every movement with reverent tenderness, and, aware of the little one’s destiny, felt herself hourly sanctified by the presence of her Immaculate Child. But she had vowed her daughter to God; to God the child Mary had already consecrated Herself, and to Him Anne gave Her back. Mary was three years old when Anne and Joachim led Her to the Temple steps, saw Her pass by Herself into the inner sanctuary, and then saw Her no more. Thus was Anne left childless in her old age, and deprived of her purest earthly joy. The holiest parents on earth could not, in the plan of God, raise this Child as was needed: Mary had to suffer from Her earliest years. Saint Anne and Saint Joachim humbly adored the Divine Will, and continued to watch and pray, until God called them to unending rest. “Good Saint Anne” is the loving way that many Catholics address the mother of the Virgin Mary, the Mother of God. Fifty years after Saint Anne’s death, her body was brought to France by Saint Mary Magdalene and her companions in the year 47. Countless churches have been dedicated to Saint Anne all over the world. Canada in particular is devoted to her, and has a beautiful shrine named for her there, called “Saint Anne de Beaupre`” to which people come from everywhere. Simplicity is the secret by which we gain Saint Anne's love, her intercession, and her protection. She taught her Blessed Daughter to read the Holy Scripture, seeing in Her the fulfillment of all its prophesies. Sensing her daughter’s immaculate and incomparable holiness, beauty, and brilliance, Saint Anne, and her husband and Mary’s father, Saint Joachim, presented Mary in the Temple when she was just three years old, and gave to God and to us forever. Her feast day and that of Saint Joachim occurs on July 26th. Prayer to Saint Anne With love, I come to you St Anne. By your virtues and holiness, you merited from God the favour of giving life to her who is the Treasure of all graces, the Most Holy Virgin. Receive me, good St Anne, into the number of your true clients, for so I profess myself and wish to remain throughout my entire life. Obtain for me, from God, the power to imitate those virtues with which you are so plentifully endowed.
Help me to know and regret my sins bitterly. Ob-
tain for me the grace of active love for Jesus and Mary, and resolution to fulfill the duties of my state of life with faithfulness. Save me from every danger that confronts me in life, and help me at the hour of my death. Amen. A meeting of the PWD officials was held at PWD Head Office today to adopt measures for proper supply of water and avoid its misuse. The meeting was chaired by A M Wachasundar, Principal Chief Engineer, PWD. According to a press release, during the course of discussion Wachasundar informed that instructions have been issued to the field staff to maintain register of water supply tanker and obtain receipts by the consumers towards the same. The field officers are also instructed to identif y zone wise water supply quota distributed and to do zone wise water auditing to avoid leakages and wastage. In order to overcome the water supply problem faced by some remote and isolated area the field officers are instructed to station the water tankers at these places to avoid scarcity and meet the water requirement of the people. He informed that the water pump is operating for 24 hours but due to power fluctuation in some places it affects the supply of water and therefore it is necessary to hire generator to provide potable drinking water to the people during summer season. He said the water from Assnora tank to Porvorim reaches to different places after it is pumped three times. The meeting was also attended by J N Chimulkar, Chief Engineer I, Frederick Borges, V Santhanam, Suptd Engineer and other officials. Earlier, A M Wachasundar, Principal Chief Engineer, PWD welcomed and later proposed vote of thanks.

The State Ex-Cadets of NCC Association (SENA), Goa will organize Ex-NCC Achievement Awards function in June to felicitate ex-NCC cadets who are doing well in the society i n o rd e r t o m o t i v a t e t h e young NCC cadets to excel in life. This was decided at a meeting of SENA held under the chairmanship of its President Adv Avinash Bhosle at India International Centre, Dona Paula. A screening committee was also nominated under the chairmanship of Dr Edward D’Lima and comprising of members Adv Avinash Bhosle and Major Venugopal Nair. Pradip Sawant was appointed the project manager for this important project. Secretary of the association Pramod Naik read out the memorandum and rules and regulations of the association and obtained signatures from the members. The members felt that the association be registered soon under the societies registration act. Adv Avinash Bhosle expressed happiness that several ex-cadets have approached him for membership. However he said every membership will be scrutinized by the managing committee of the association. Adv Bhosle mooted an idea for a NCC Bhavan in Goa where all battalions will be housed under one roof and some place will be given to the ex-cadets keeping in line with the Government of India’s policy of ke e p i n g a b o n d w i t h e x cadets. Adv Bhosle said, he has received an offer from the Vice Chancellor of a Open University for a project with NCC cadets in Goa. He said it would be a unique educational project to taken up by the association. Several projects were planned on the occasion which included organization of adventure activities for members and NCC cadets, motivating the young boys and girls to join the armed forces, conducting career guidance programmes, beach cleaning, air rifle and air pistol shooting practices, organizing SSB coaching classes and others. The meeting was attended by Dinar Singhbal, Dr Edward de Lima, Dr Subir Sansguiri, Pandurang Hegde, Pramod Naik and others.

ew projects in today’s Goa have earned as much skepticism as the Vasco-Dona Paula sea-link plan. Even before it gets started, the view has been voiced that this is nothing but a pipe-dream. To some extent the skepticism is understandable; this is such a costly project, the benefits of which are still far from clear. There are a few issues that need to be taken into account, even before launching on such amibitious plans. Is it technically feasible? Is it economically justified? Is it really needed? The Bandra Worli Sea Link (BWSL), officially the Rajiv Gandhi Sea Link, costs Rs 1600 crore (US$400 million) and its plus point is that it reduces the travel time between Bandra and World from 45-60 minutes to seven minutes. Each day, some 37,500 vehicles ply on it—which however is only half the preopening estimate of 70,000, according to figures available. Its role is to offer an alternative to the Mahim Causeway route, earlier the only connection between South Mumbai and the residential Western and Central suburbs. Critical observers point out that a project supposed to cost Rs 300-crore ended up in costing Rs 1600 crore and was completed five years late. Even if it reduces the Bandra-Worli car journey to just one-sixth of its original, it could lead to traffic bunching at both ends of the link, and be a “nightmare during rush hour”, is one point of view has pointed out. Design changes and payment disputes repeatedly hit the project. Besides, the Bandra-Worli link is a short stretch that does not even cover the western shore, as envisaged two decades ago, as the Economic Times pointed out while discussing this project in our neighbouring State. As it noted: “Nobody takes a holistic view of the city’s traffic needs because of the politics and money involved in alignments, land acquisition and contract placements.” The debate in Mumbai is relevant to us. Even the very feasibility study of a project of this kind is to cost a huge amount, put at almost eight crore rupees! The citizen needs to be told on what basis such projects are thought up. Often, a rosy picture is painted about the benefits of upcoming projects. Before it was built, we were told much about the forthcoming benefits of the Konkan Railway project. Yet, cost escalations and time delays marked the project. Its economics went haywire. Plans to recover the project cost and merge the Konkan Railway with the Indian Railways are nowhere within reach. The KR does make the passenger journey better; but it is nowhere near its estimates in terms of the number of trains plying, cargoes carried, or revenue earned. Neither has it replaced the many Goa-Mumbai buses plying on route; these have only become more, if perhaps more efficient. It is alright to give the project a chance; but before even the feasibility is undertaken, there needs to be some possibility of it working. It is important for institutions like the Comptroller and Auditor General to take a close look at such initiatives, because only then will the citizen be reassured that the taxpayer’s money is not being simply thrown down the drain. Given past experience, and also traffic patterns within Goa, just having one sealink is unlikely to improve the overall commuting situation for us. Congestion and bottlenecks lie elsewhere; what we need is more than just one prestigious project connecting the airport and port to near the State capital. Goa’s woes stem from its lack of a decent public transportation system. Even if nationalisation was never on the State agenda unlike in other parts of India, the 1980 Congresslaunched Kadamba has floundered on the quicksands of politicisation, suspected corruption and inefficiency. Goa’s fast-growing private vehicles clogging the road, its lack of urban parking place, and its other chaos on the roads aren’t going to be wished away merely with a sealink. Likewise the need for more balanced growth could reduce the amount of needless travel within Goa. Mere fancy plans won’t take us far; what we need is solutions that work.

In India, Labour Kisan Party of Hindustan celebrated the first May Day in 1923 at Madras and since then the labour movement has grown by leaps and bounds. The issue that needs introspection today is, whether with so many existing laws and rules in force the unorganised sector is able to get immediate speedy justice. Take for example in our tiny State a labour dispute runs for 15 to 20 years forcing the affected workman and his family to suffer miseries for years. In my opinion if there has to be jubilation to commemorate the Labour Day in our country and the State, the Government in

nder considerable pressure from Gram Sabhas , and from the citizens in general, the Chief Minister, Mr. Digambar Kamat finally made an announcement in the last session of the Goa Legislative Assembly that he would notify the Regional Plan for Goa for the perspective year 2021. This seems to have assuaged the feelings of many people, including the Goa Bachao Abhiyan. However, Goans have learnt to be wary of promises made by the Government. The Chief Minister seems to have personified Lenin’s maxim that promises are like pie crusts: they are made to be broken! It is therefore advisable for Goans to maintain pressure on the government, and not allow the fire under the cauldron to be extinguished. If we slacken our pace, we will be the ones to suffer, as usual. Planning, is an exercise of matching resources to desired objectives. It would be futile to propose objectives if we did not have the necessary resources to achieve them. Hence the objectives have to be achievable. It does not make any sense to propose objectives which are grandiose and unachievable, such as making Goa the tourist destination of the world; or the gambling capital bigger than Las Vegas or Monte Casino or Macau; or the sports capital of India; or the biggest film city in the world etc. These are not only hollow political promises, but unrealizable dreams. Politicians usually make exaggerated claims. Citizens should use their common sense and see through these claims. We have already had some experience in this area. The government undertook (without proper planning, it must be emphasized) to make Goa the Information Technology capital of India – to rival Bangalore, Hyderabad and other cities. Too much money was wasted in useless physical developments. The SEZ project, which fizzled out because of lack of proper planning was another example of building castles in the air. The current fuzzy project which is touted as being an engineering marvel is the construction of a road bridge between Dona Paula and Vasco da Gama. No one doubts the technical feasibility of such a project; the road link between Mahim and Worli in Mumbai is testimony to the ability of our engineers to achieve this task. The unanswered question is whether such a project is economically and is there no cheaper and more modest alternative to such a grandiose project. It is a matter of matching available resources with the proposed objectives. The Regional Plan
Moral Considerations for 2021 suffers from innumerable deficiencies which need to be sorted out before it is officially notified by the Government. For one – and very importantly - the Draft Plan 2021 which has been drawn up by the Task Force, is still a very ‘tentative’ proposal which has many gaps that must be filled. Many assumptions on which proposals have been suggested are untested. Unless these assumptions are verified, there is no sense in accepting the proposals. The Draft Plan 2021 as it has been submitted to the Government must be made available to the public for further discussion. Goans have the right to offer further suggestions, criticisms and alterations to the Plan as proposed by the Task Force. Before “notifying” the Draft Plan 2021, the Government should call for further comments, suggestions, objections and observations from Goans. The most serious weakness of the Draft Regional Plan – 2021 is that it is based on the existing framework of “The Goa, Daman and Diu Town and Country Planning Act of 1974.” This Act was conceptualized and formulated in 1974, much before the Constitution Amendment Acts 73 and 74 were enacted by the Indian Parliament.

ith the maximum temperature in the State hovering around the 35degrees Centigrade mark the heat is really getting under our skin. It is that time of the year when sweatpores are very active throwing out water. More than the high temperature it is the humidity, which is almost 75 per cent, that makes life so miserable It’s summertime, it’s the time of the year to pack those bags and head to the nearest hill-station for a vacation. The problem with vacations is that it gets over as soon as it begins and you have to get back to work in the scorching Goan summer. A holiday trip comes at a price. Many cannot afford it. So the most one can do is to head to the nearest beach in the evenings for the refreshing sea-breeze. One is almost at wits end to remain cool (pun intended) on a hot summer day. The clothes you wear really makes a difference. White cotton clothes are in. They keep one really cool. One thing I hate doing during the hot summer days is going for a wedding, be it the nuptials or the reception. Wearing a tie and suit in summer can make one feel like being in a microwave oven. Summer days are also sticky days. All that sweating can
power has to be forced to enact laws to give time-bound speedy justice to all workmen including the unorganised. Over the six decades of our independence, the Industrial Dispute Act has lost all its teeth under the corrupt bureaucracy. Is anybody listening?

With the onset of summer, it is the turn of soft drink manufacturers to foist three-sided arch monstrosities in front of shops sporting their products or schemes. These arches result in reducing daylight in the shop, increases the dinginess, makes the shop crowded, encroaches on pathways and in short, clutters up our lives. This has become a common practice of banks, twowheelers, etc. Why do we submit to this forced cluttering up of our lives? Municipalities and panchayats do not object to this either due to lack of time or being immune to clutter or because of their friendly contacts with local salesmen and acceptance of freebies, etc. We can try to boycott the products and convey the reason to the shop owners. Do not be cowed down.
Power wastage
The very concept of the Goa Town and Country Planning Act is in conflict with the Indian Constitution. Quite obviously, therefore, any Regional Plan based on this archaic piece of legislation will prove to be in violation of the Constitution. It is true that the Task Force has attempted to circumvent the problem by “recommending” that the planning process be from the village level upwards. However, such a recommendation has no legal validity, and is unenforceable. It is a matter of great disappointment that the Draft Report of the Task Force has not addressed the legal incompatibilities between the Goa, Daman and Diu Town and Country Planning Act, 1974 and the Indian Constitution, specifically the 73rd and 74th Amendments. In fact, the Task Force has completely ignored the incompatibilities and proceeded on the basis of the Goa, Daman & Diu Town and Country Planning Act, 1974. In effect, this is disastrous. It is like proposing to construct an RCC structure on wooden stilts. It simply will not stand. It is common sense that a legally enforceable Regional Plan should be anchored on a solid piece of legislation which makes the recommendations both substantial and legally bind-
ing. The existing Goa, Daman and Diu Town and Country Planning Act, 1974 should be completely scrapped BEFORE the Regional Plan 2021 is notified. A new Planning Act should be legislated first. This will give the Regional Plan 2021 a solid legal basis and will also remove the infirmities which presently haunt the TCP Act, 1974. Apart from the incompatibilities with the Indian Constitution, the existing TCP Act, 1974 is full of inherent anomalies. Space does not permit a detailed analysis of these anomalies. Suffice it to say that there are so many inconsistencies in the TCP Act, 1974 that it will be futile to attempt to merely bring in modifications. Such tinkering will only further mangle an already deformed Act. What is needed is a total repeal of the existing Goa, Daman & Diu Town and Country Planning Act, 1974 and its replacement by a newly formulated Planning Act which is not only compatible with the Indian Constitution, but which provides the legal framework for all future planning in Goa. Another gross anomaly in the present situation is that “Town and Country Planning” which is technically called Spatial Planning, is undertaken in isolation from the Socio-Economic/Investment planning of the State Government. It should be obvious to any concerned citizen that investments – whether in manufacturing, processing, or reprocessing, needs space for the setting up of plants and factories. This means that Spatial Planning should take cognizance of such proposals and make the necessary allocation of space for the setting up of industries, businesses, commercial establishments, factories etc. within the overall Regional Plan. In actual fact, there is no real dialogue between the Town and Country Planning establishment and the Economic Development establishment. They often work at cross purposes with one another. There is no institutional mechanism to integrate these separate processes, with the result that the setting up of factories and manufacturing plants are often in conflict with the allocation of spaces made by the Regional Plan. This has led, in the past, to violent clashes in villages and urban areas. The Government of Goa has a serious responsibility to ensure that all-round development of the State takes place in an orderly and transparent manner.Its socio-economic plans, as well as its spatial plans should be formulated not only with the consent of its citizens, but with their active participation.

For those who cannot afford the air-conditioners there is the air-cooler. For the majority, there is the good old ceiling-fan, the pedestal-fan or the wall-fan. For the ladies going to Church on Sunday there is the hand-fan. During summer it is what goes inside the tummy that really matters. Drinking lots of fluids is the key. While cold drinks are cool on a hot day, hot alcoholic drinks are out. But then a beer can
Caring for the old AS Prabhu, Moira With the tourism boom and construction activity, there is an influx of migrants of different shades that has added to the population of Goa and caused disparities. But the other side of the picture is that with the opening of seas — Cruise liners and Gulf rigs — many of our youngsters have migrated overseas. Besides, a bulk of Goan families has also migrated to Canada, USA, Australia etc. The total uprooting of families has deserted the countryside with several houses being closed by elderly for want of suitable maids to look after them. As a consequence, ‘Homes for the Aged’ have proliferated practically in all villages. During the erstwhile Portuguese regime, there were ‘Asilos’ which were restricted to district headquarters and run by ‘Provedoria da Assistencia Publica’, exclusively meant for the destitute. These were open for people of all religions. Recently, I paid a visit to one such home and interacted with the inmates. The general feeling is that of ‘craving for love’ of near and dear ones. They have been provided with everything by their children and family members ‘minus filial love’ which is the essential ingredient for their existence on this earth. Too much wealth has rotted the social fabric and the social organisations have to work out a solution to alleviate suffering of the old. We cannot equate ourselves with European countries where the lifestyle is totally devoid of any human consideration. Suggestions to remedy this situation would be welcome.

On April 26, streetlights at Manaswada, Kundaim in Ponda were on as late as 12.30 in the afternoon. This means, the linesmen on duty at this strategic location failed to do their basic duty of switching off the same at 6 in the morning as per the notified timing. Such negligent attitude ultimately led to wastage of a sizeable amount of power supply on this day. Even the local residents at this location seemed unmoved to this national loss. The higher authorities at the Electricity Department need to conduct an enquiry and initiate stern action against the concerned linesmen who were responsible for the necessary loss of precious power supply. Unless negligent linesmen are punished, it will be totally impossible to achieve discipline in the functioning of this important

be very refreshing on a hot day. The hot favourite, irrespective of age is the ice-cream. Ice-cream companies do roaring business. They have to, since, as soon as it starts to pour cats and dogs, icecream parlours do lean business. It’s like making hay while the sun shines, literally speaking. Summertime is also the time to head to the beach, the river, the lake, the pond, the water-spring, the swimming pool or even the showers, in other words, to head wherever there is water. Staying underwater is probably the best way to bring down the body temperature. But then you cannot stay in water all through the summer. A drive down the countryside can also be rejuvenating. Probably the best thing to do during the hot summer days is to stop complaining about the heat. Since when it begins to pour one will start to complain about the heavy rains. Talking about the rains, the pre-monsoon rains are probably God’s ways of telling that He still loves us despite our iniquities. When the heavens open up, the first rains hit the ground and the sweet smell of the soil hits our olfactory nerves, nothing can be more rejuvenating. Rains in the hot summer season are most welcome.

Digvijay’s outbursts SND Poojary, Miramar The so-called senior Congress leader, Digvijay Singh, is reported to have poured venom on P Chidambaram on his handling of the Maoist violence. His out-pouring was after the Prime Minister instructed the central ministers not to comment on internal security. Digvijay Singh mentioned about the ‘intellectual arrogance’ of the Home Minister. At least Chidambaram has the intellect to be arrogant. Unlike most of the Congressmen, he has the courage to acknowledge that the buck stopped with him as far as the death of the CRPF personnel is concerned. Veerappan could not be caught for a number of years and he killed policemen at will partly because of the covert support he enjoyed from some political quarters. The same situation prevails now in dealing with the naxal violence. Some political parties and some armchair intellectuals openly plead the cause of the naxals. In the bargain they show no sympathy towards the hundreds of security
personnel killed by the naxals; these men in uniform are just protecting the nation against serious internal threat.

Wasteful sea-link S Kamat, Alto Betim A number of people have been writing in the papers about the wasteful project that the Dona Paula-Vasco sea-link will turn out to be among whom I happen to be one. In fact I would go a step further and say that the project will never see the light of day but by that time in the darkness of the night there will be many crores which will vanish into the pockets of consultants, middlemen, touts, politicians and the like to tell us what we know already, and that is — the link is not feasible. Therefore, instead of pursuing mirages, our CM and this Government should get their feet firmly on the ground use the money that they were willing to invest as their share of the sea-link and take up the second Zuari bridge project which is critical, the third Mandovi bridge to connect Panjim and revamp the traffic structure of entering Panjim from the north and south by the NH17. Right now entering Panjim from north Goa is a circuitous route which we citizens are used to and re-orient our heads by screwing it right once we are in Panjim but tourists and outsiders find it increasingly difficult to find their way in. Even if they find their way, the way out though easy for us remains perplexing for them. As time goes by we will have more and more accidents while we enter and leave Panjim unless the traffic movement is not streamlined. There are many other important bridge projects around Goa like connecting Divar with Old Goa which have been promised for a long time now and maybe forgotten. These are still needed and will go a long way in easing the lot of the aam aadmi than the one sea-link sweeping from Dona Paula to Vasco. MARGAO(HR): Shirley Braz and Babita Vaz have been elected unopposed as the Sarpanch and deputy sarpanch respectively of five-member Orlim village Pancahyat. In the elections held on Thursday, both Shirley and Babita were elected unopposed as the Presiding officer received their lone nomination papers for the two posts. Only three members, Shirley, Babita and Panch Gerson Barretto attended the meeting, while the outgoing sarpanch and his deputy were conspicuous by their absence. The elections were necessitated following the ouster of the then Sarpanch Godfrey Rodrigues and his deputy in a no trust motion. Soon after taking over the reigns of office, the Sarpanch said she would accord top most priority to usher all round development in the village with the help of the local MLA and PWD Minister, Churchill Alemao. Asked on her stand vis-à-vis the housing projects coming up in the village, the new Sarpanch said she will stand by the people and will go as per law in deciding the cases. Her deputy Babita also said the new body will take up road works with the help of the PWD Minister.
Vrundavan’s health camp
PANJIM(HND): Vrundavan Hospital and Research centre, Mapusa organized recently a free multi-speciality camp concerning diabetes and hypertension, gastroenterology, general surgery, cardiovascular and thoracic surgery, orthopaedics and ear, nose and throat ailments at the Mahalaxmi Hall, Kudal, Maharashtra. The camp was organized in association with Shri Mahalaxmi Devasthan Prathisthan, Palye. Dr Ashok Sirsat is the Managing Trustee for the Devasthan Pratistnan who has taken the initiative for the camp. The camp started with lighting of the lamp by all the present doctors and a small talk by Bhau Shrisat about the various doctors attending the camp and their services. The patients attending this camp were examined by Dr Digambar Naik, Consultant Physician and Cardiologist, Dr Ashok Sirsat - Sr General Surgeon, Dr Irineu Pereira – Cardiovascular and Thoracic Surgeon, Dr Ravish Kolwalkar – Orthopaedic Surgeon, Dr Aruna Vishwanathan – ENT Surgeon, Dr Sanjay Altekar – Consultant Endoscopist and Gastroenterologist, Dr Swati Divkar and Dr Sangeeta Raikar – Sr Medical officers. The patients attending this camp were offered a free physical examination, a free blood sugar check-up for diabetic patients and free medicines. People from Kudal have shown a great response for the camp. More than 200 patients took advantage of the camp. They had detailed consultation about their health problems with specialists in the field. All the people had given blessings to organizing committee and Vrundavan Hospital team, says a press release.

It may have come at the fag end of the tourism season, but a lifeguard tower is finally becoming a reality at Palolem beach in Canacona. Some workers have been seen carrying out wielding of iron rods and plates assembling the lifeguard tower on the right side of Palolem beach entrance. Interestingly, the tower is erected not on the sand, but on an open plot which is used as a parking lot. When asked, workers at the site stated that a lifeguard tower is being erected for the Dhristhi Special Response Safety Pvt. Ltd. It may be recalled that the Canacona Municipal Council (CMC) had issued NoC’s sometime in January to Dhristhi to erect lifeguard towers. However, there were no sign of any activities by Dhristhi nor did CMC make any alternate provisions to engage lifeguards at this popular beach during the tourism season. The State government had given the contract to Dhristhi to provide beach safety on a few beaches in the State and this had evoked resentment among residents of Canacona who had

A ten days training programme for rural youth on "Entrepreneurship Development in seed and planting material productions was inaugurated by Director of Agriculture, Satish Tendulkar at Old Goa, on Friday. The programme is being organized by Krishi Vigyan Kendra of ICAR under ICAR National Seed Project. Speaking on the occasion, Tendulkar complimented the organizers and said that the rural youth will gain innovative knowledge and enhance agriculture production. Tendulkar commended the Indian Council of Agriculture Research for its excellent work in modernization of agriculture activities in the country. Speaking further Tendulkar said, government has launched several schemes and programmes through the Director of Agriculture for the well being of farmers to take up farming on a large scale. Canacona taluka’s rich heritage is slowly coming into limelight and the latest to invite public attention are two antique sculptures available in the open near two temples in Loliem. ‘Mulveer’ and ‘Nagda Betal’ are the two peculiar sculptures, both curved out of single stones. The ‘Mulveer’ idol is of about 1.5 mtrs in height, while that of ‘Nagda Betal’ is 3 mtrs tall. The curved idol of Mulveer is close to Shri Keshav Devalaya, Loliem, while Nagda (naked) Betal stands out in the open at about 100 mtrs away from Arya Durga Temple. It is learnt that ‘Nagda Betal’ is considered to be of Sumerian style and unique in its curving. In one hand, it carries a bowl, while the other hand holds a sword. Interestingly, there are three other Shri Betal curved idols existing in Canacona taluka, one at Soliem-Khola, besides two others at Chapoli and another at Shri Betal Devalaya. Commissioner for NRI Affairs Eduardo Faleiro said the overseas employment market is highly imperfect market leading to malpractices by intermediaries resulting in poor working conditions and exploitation of workers. He was speaking at the valedictory function organized by Overseas Employment of Goa in collaboration with Dr Graciano Rebeiro De Santana Center for Empowerment, Caritas Goa at Porvorim on Friday. “The situation becomes worse due to lack of awareness and skills among emigrant workers. The future belongs to skilled workers preferably with multitude skills. It is, therefore, necessary to upgrade the skills of our workers to meet the challenges of future needs, both in India and abroad,” said Faleiro. He further said Overseas Employment Agency has completed over 20 skill upgradation and foreign orientation courses during the last two years and about 300 students have availed the benefit of these programmes. “The trainees in these

Assault on scribe: Quepem locals protest over failure to nab accused
Residents of Goa Housing Board Colony at Ekta Nagar, Mapusa, have been facing acute water shortage since the last few days. Unhappy over constant water shortage, residents of Guddem-Siolim on Friday marched to the office of PWD at Mapusa, but none of the engineers were present in the office. There are over 200 houses in the locality and with no other alternate source of water supply, residents have to travel a distance of about 2 kms to fetch water every day. Some residents are using stored water for nearly 15 days. It may be recalled that few weeks ago, Chikungunya cases were reported by Primary Heath Centre from the area. Residents of Guddem marched to the office of PWD at Mapusa, but none of the engineers were present in the of-
fice. Since the residents were not prepared to leave the office, Junior Engineer A Paes finally spoke to them over the phone and assured that he will visit their area personally on May 3. Speaking to Herald, Alisha Govekar, a local, said water crisis in their area is so severe that they have to use the stored water for over 15 days. “We are unable to invite our relatives at our homes due to water crisis. Despite approaching PWD authorities, no steps are taken by the administration to attend to our problems,” she complained. “People from far-off areas are always ignored by the government. Crisis of water shortage has not only affected the human beings, but animals too, which is an additional problem for the villagers,” said

The Quepem Taluka Mining Affected People’s Front on Friday staged a day-long hunger strike in front of Quepem police station in protest against failure on the part of Quepem police to arrest the accused, who allegedly assaulted Herald’s correspondent John Fernandes. It may be recalled that on April 23, when Fernandes was at Quepem police station along with his other accomplice, he was allegedly attacked by Eupociano Pereira and Soccor D’Costa. Later, Fernandes filed a police complaint. On April 26, the Front submitted a memorandum to the police giving 48-hour ultimatum to arrest the duo or face
the consequence. After the memorandum was submitted, the police booked the duo under Section 107 of CrPC. On Friday, the hunger strike commenced at 9 am and concluded at about 5.30 pm. A number of dignitaries, including environmentalists, advocates and politicians, took part in the day-long hunger strike. As a precaution, a strong police force from Quepem, Curchorem and Sanguem was deputed at Quepem police station. Speaking to reporters after the hunger strike, Front Convenor Adv Fredrek Pereira said the action taken against the duo is an eye wash. “In future, people of Quepem will not tolerate any such type of injustice.”

Asserting that lawyers are at the receiving end of the selection process for the posts of Judges vis-à-vis open vacancies for lawyers, the newly-elected committee of South Goa Advocates Association has called for a stop on selection of lawyers from outside the state for the post of Judges at the senior and junior division. Newly-elected SGAA President Adv Anacleto Viegas has further demanded a ban on deputation of Judges to Goa at the high court level and vowed to fight for the setting up of an independent high court for Goa. Briefing newsmen, Adv Viegas demanded that the filling of Judges posts at the senior and junior level should be an open affair with accountability. “How can lawyers who neither knows Marathi and Konkani are selected as Judge from the open vacancies for lawyers”, he wondered, adding that the 2000-odd lawyers from Goa certainly deserve the opportunity to be selected as Judges. Saying that Goa will soon celebrate 50 years of Liberation, he, however, lamented that deputation at the high court level still continues in the state till date. “We need an independent high court that the judiciary is controlled by the legal fraternity or by the Goa government. When Judges are brought on deputation from
outside, their remuneration, travel and other incidental expenses are borne by the government.”, he said, adding that it is high time that the mandate of Article 214 of the Indian Constitution is implemented by setting up a high court for Goa. Outlining the plans of the new committee, Viegas said the South Goa Advocates would like to work with the Law Commission to ensure that the Law of Succession and law of inheritance is made into a total Statute. “Presently the procedure is so cumbersome that people do not succeed in the cases in their life time”, he said. On the Administrative Tribunal for South Goa, Veigas said the panel would fight to ensure that one Judge is posted in South Goa to head the Administrative Tribunal. “The Administrative Tribunal should come to South Goa. Why should people of South Goa go to Panjim when the Tribunal ought to function from the district”, he wondered. He also disclosed to create a Lawyers Benefit Fund and to work for a pension scheme for Lawyers. He also disclosed plans to work out a group insurance for lawyers. In a counter move, Canacona Municipal Council (CMC) Deputy Chairperson and Chaudi Councilor Dilip Kenkre late Monday evening filed a police complaint against Viraj Pai on charges of abusing him. It may be recalled that on Monday, Pai had filed a police complaint against Kenkre for allegedly assaulting him and threatening to kill him when he complained about illegal construction. In his complaint, Kenkre stated that Pai abused him when he had gone to inspect an alleged illegal construction on Monday. According to sources, both the complainants were called to Canacona police station on Tuesday evening, where PI Raju Raut Dessai reportedly questioned them. Later, both the complainants addressed separate press conferences at Chaudi with each one accusing the other over Monday morning developments. Pai, who had accused Kenkre of assaulting him with slaps and issuing threats to kill, claimed he had refused to compromise on the issue, as the highhandedness of Kenkre has exceeded all limits. Some residents from Chaudi who were present with Pai informed that they would submit a memorandum to Chief Minister Digambar Kamat stating that the councilor acts highhandedly
by misusing chief minister’s name in all his wrong-doings. “We had also submitted a complaint to CMC chief officer stating that that one person has illegally constructed a laterite stone kiosk over a septic tank of a residential-cumcommercial municipal building,” stated the residents. “We had also stated in the complaint that the kiosk is engaged in selling meat, chicken, beef, etc and that ward Councilor Kenkre instead of taking action against such illegality is abusing, assaulting and threatening to kill informants,” added the residents. Addressing the press conference, CMC Deputy Chairperson Kenkre denied any wrong doing on Monday morning and instead charged Pai for calling him at the site and then abused him with bad words. “This man shouted at me saying ‘chor’, ‘Foting’, etc, when I was called to see the illegality taking place. Instead of sticking to alleged illegal problem, he (Pai) said ‘our differences are solved with the women (who he earlier alleged to be making illegal construction)’ and instead he went on to target me at the site,” said Kenkre. Kenkre who was reportedly accompanied by CMC Chairperson Shamsunder Dessai, other two former chairpersons and sitting Councilors Ranghanath Naik Gaunkar and Santosh Tubki, appeared before Canacona PI Raju Raut Dessai for investigation.

The police said the victim woman had recently returned from the Gulf and the husband had been demanding money from her, which she had re-

Tragedy hit a picnic party when a member died due to drowning at the Cabo de Rama on Friday evening. Cuncolim police stated that 34-year old Diogo Rodrigues, a resident of Raia-Loutolim, met a watery grave when he had gone out for a swim in the sea. He was allegedly pulled by the strong under currents. Cuncolim police said the incident occurred this evening and the body of the deceased has been sent for post mortem examination. The police have registered a case of unnatural death.

If the business is not relocated within three months from the date of allotment of land, it would be reverted to GIDC and the registration of the trader would be liable to be cancelled. The utilization of the land allotted will be monitored by the additional collector every year and submit report to Secretary (Revenue) who may take appropriate decision in case the land is not utilised for the purpose it is allotted, according to the Rules framed. FINANCIAL ASSISTANCE: All registered recyclable waste units, according to the notification, will be eligible for financial assistance as applicable under the various existing Government Schemes. REGISTRATION WITHIN 2 MONTHS: Every person who on the date of commencement of this Scheme is engaged in the business of recyclable waste will have to get himself registered with the Directorate of Industries, Trade and Commerce within two months of such commencement. The registration fee is Rs 1000. Any person who fails to apply for registration will not be allowed to continue with the business of recycling waste. The applications received will be referred by the Director of Industries to the Joint Committee constituted at the Sub-Divisional Office level. Such Joint Committees will be constituted by the District Magistrates for North and South Goa Districts at Panjim, Mapusa, Bicholim, Pernem, Ponda, Margao, Vasco, Quepem and Canacona. The committees will consist of the following members, namely: respective Sub-Divisional Magistrate concerned (Chairman), sarpanch/chief officer of the village/municipality, subdivisional police officer, station fire officer in-charge of the area concerned, representative from the Health Department, Town and Country Planning Department, Labour, GIDC, Goa State Pollution Control Board, while Directorate of Industries will be the convener. The Joint Committee will scrutinize and assess all the applications within three months of receiving them, and meet on fortnightly basis to decide on them. The Director of Industries will issue a certificate upon registration on the receipt of recommendations from the Joint Committee. The Director of Industries will also send a copy of certificate of registration to the Commissioner of Commercial Taxes for tax Assessment. VALDITY: The certificate of registration will be valid for one to three years depending upon the type of trading activities as carried out by the persons and the renewal will be done on payment of Rs 500. Meanwhile, GIDC will identify vacant plots in industrial estates for location of scrap yard as short term measures.

an an employer run his organization in a manner that does not flout any of the principles of compassion? Does the employer understand the needs of his employees and treats them with due care and respect? A good employer will never treat his employees as his servants, as that is opposed to the preaching of Jesus. The employer ought to treat their employees considerately giving them due consideration. Be fair with them. Don't forget for a minute that you, too, serve a master - God in heaven. Thus being a good employer means first and foremost to be a humane employer. Some employers try to use the ‘carrot and stick’ policy to make their employees work. It means that they give the employees some benefit because of good work, and threats of being sacked when they fail to perform. Employers must understand that this is not the right way of working. This is the result of a mentality that assumes that the employer is the owner of the employees and almost makes the employees his servants, or rather slaves. Does the employer earn the love and respect of his employees or their curses, then? Religion strictly prohibits mistreating or abusing any person and that includes employees too. An employer must not be driven by profit into forcing their employees to overwork or work for less than what they should get. The employer must ensure that every worker gets a fair deal does not suffer in any way in the workplace. But does this happen in all the organizations and companies? I see that at this point in time, many employers focus on their customers and forget about their employees. I think that this should have a lot to say to those who focus too much on rules and policies and leave their employee way behind. After all, employees are potential customers and fellow human beings. Understand the fact your employee is a human being. You have needs and they do too. Employees have their families just the way you do. So many modern workplace environments are very unpleasant, often even dangerous or deadly, that even the most casual observer may agree that we seem to take two steps backwards for each step forward. Obviously, too many employers have adopted the bad philosophy that says ‘People exist for the benefit of business. Business does not exist for the benefit of people.’ Of course, we all recognize that the business owners are benefiting more and more, and the fact is that the rich are getting richer, the poor are getting poorer, and the middle class has been increasingly down-sized into the ranks of poverty. In some companies unfortunately, employers try to get the maximum work benefits from their employees. They do not care for their employees’ health and wellbeing, as the only thing that they really care about is getting business for themselves as what matters to them are figures (business profits) and at the end of the day they should have gained the utmost from their employees. In certain organizations, there are no healthy and hygienic conditions which should be available and which are favourable for work. I know of an employee who used to carry air fresheners to work as he could not bear the foul smell around his work place. Instead of the employer being empathetic towards his employees’ needs, some employers are only interested in amassing wealth for themselves at the cost of their employees health and wellbeing. No proper facilities of any sort even to the manager’s level are made available. Even when the employee is sick, there is no rest, as the employer only knows one thing and that is he is paid his salary so he has to give his maximum outcome at work. Such employers have heart of steel and they shall be paid in the same coin that they treat their employees. It is pathetic that we humans can treat another human so very inconsiderately and insensitively. Greed and arrogance among business owners conspire against this straightforward fact of life, and many have found that they can enjoy tremendous success while abusing the very people who make that success happen. However, there are many other companies who do much and show consideration for their employees. When my son worked as an Apprentice at one of the best companies in Goa like Zuari Industries Limited at Sancole, he felt uneasy and dehydrated and noticing his condition, his Engineer- in-Charge sent him home by the company’s car. This is what I call compassion towards its employees. However there are some employers who have no courtesy when their employee is sick and instead of treating and informing his family about his ailment, he calls him early the next day to work. Are these employers some sort of heartless beings whose only motive in this world is making money, at the cost of the life of their employees, then? Today, May1st is commemorated as Labour Day or Workers Day. It’s a day to remember or protest against oppression and tyranny, against ignorance and war of any kind. A day on which to begin to enjoy 'eight hours for work, eight hours for rest, eight hours for what we will.' So, let’s remember all the workers who have toiled all their lives for their employers, as being committed is wonderful for both employee and employer. But giving too much of yourself is worse than giving too little. In both cases you may lose your job, but giving too much may result in trauma, stress and breakdown. Besides, you may lose your backup system of family and friends if you fall in love too much with work! It is said of an employer “If your thinking is sloppy, your business will be sloppy. If you are disorganized, your business will be disorganized. If you are greedy, your employees will be greedy, giving you less and less of themselves and always asking for more.” Think about it.

Karnataka CID department has unearthed the links of the multicrore online scam, which is spread across parts of Karnataka and neighbouring states, has filed cases against two senior police officials. Charges have been also filed against 12 others, including a few VIP’s who were allegedly involved in the racket and are being investigated as the main accused in the racket. The state CID has frozen bank accounts of those involved, while their properties have been seized. A lot of people who were lured to the scandal have lost their hard-earned money until it was exposed last year. Addressing a press conference here on Wednesday evening, CID Director General of Police Dr D V Guruprasad informed that complaints have been filed with the state Lokayukta police against DySP Suresh Naidu and CPI Chandrasekhar. Both the police officials, who have served Belgaum district, were transferred a couple of months ago. CID Director General of Police Dr D V Guruprasad has stated that cases have been filed against a marketing company, which assured Rs 75,000 per year and a Rudraksha chain on initial investment of Rs 1,500 to all its online members. The CID officials investigating the case found that over Rs 3.92 crore was collected illegally by the company, which was run by the accused Jayprakash Agrawal, Rajiv Kelanka, Laxman Kowadkar, Omkar Haldankar and Reena Patil. Another company had collected about Rs 4.48 crore from the investors assuring to pay about three times their initial investment within a year. According to DGP Guruprasad, the company had already returned about Rs 4.33 crore to its investors before the police exposed the racket. All the companies which involved in cheating the investors had assured the investors that they would get ‘easy and quick money’ under its money circulation schemes. The companies had got their websites designed by private parties and organised many awareness programmes in parts of Karnataka to take all the people into confidence. With the help of information from the computer hard disks of these companies, the CID obtained many clues before filing the charge sheet. A large number of people from various regions became members of the

The stock market rose for the second consecutive session today with the benchmark Sensex climbing 55 points, as funds regained optimism following news that debt-riddled greece may secure a bailout. The wide-based 50-share Nifty index of the National Stock exchange ended the week at 5,278, up 0.45 per cent. The bombay Stock exchange’s 30-share index Sensex settled at 17,558.71 points, higher by 0.32 per cent or 55.24 points. During the week, Sensex fell 135.49 points. After opening firm, the barometer surged over 143 points to touch an intra-day high of 17,646.61 level, but pared most the gains in the final hours as investors booked profit at higher level.
The Muthoot group was aiming to double its business to rs 20,000 crore in the 2010-11 fiscal, a top official of the company today said. The company, which has 90 per cent of its revenues emanating from gold loans, was aiming at a business of rs 14,800 crore from gold loans, and rs 5100 crore from gold bonds, Managing Director, george Alexander Muthoot said. During 2009-10 fiscal, the company had recorded a growth of 119 per cent over the previous year in distribution of gold loans. During the fiscal rs 7401 crore revenue was realized from lending gold while rs 3102 crore from gold bonds. The total business was rs 10,5013crore. The company was aiming to add 1075 new branches this fiscal-- 575 in southern states and 500 in northern states. over 600 branches were opened this year, executive Director, K p padmakumar, said. presently, it has 1700 branches. Steel Min for ban on ore exports PTI New Delhi, April 30
Steel Minister Virbhadra Singh today said his ministry will seek prime Minister Manmohan Singh's intervention for banning export of iron-ore to protect the domestic steel industry. "The Ministry feels that iron ore should be conserved. we are exporting it at very cheap rates. The Ministry will write to the prime Minister requesting him to ban its export," Singh said in rajya Sabha. The government yesterday hiked export duty on iron ore lumps by 5 per cent to 15 per cent to discourage its shipments and cool down the prevailing prices of the vital input for making steel. Herald BusIness desk pANJiM, April 30 refinance disbursements to the banks in the State of goa in respect of the term loans extended for agriculture and non-farm sector reached an all time high of rs 81.64 crore as against rs 17 crore during 2008-09. A total financial assistance of rs 148.59 crore was sanctioned to the state government under rural infrastructure development fund (riDF) XV towards one ongoing medium irrigation project, water treatment plant, bridges and 35 anganwadi centres, as against rs 85.50 crore for the year 2008-09. NAbArD has disbursed to the government of goa an amount of rs 84.72 crore for various ongoing infrastructure projects as against disbursement of rs 65.50 crore during 2008-09. The cumulative sanctions and disbursements under riDF in the State stood at rs 328.12 crore and rs 200.27 crore respectively as on March 31 2010. The state focus paper 2010-11 based on the potential linked credit plans (plps) of both north and south goa districts was launched at the state credit seminar held in February 2010. The state credit plan target for agriculture, non-farm and other priority sectors for the year 2010-11 was fixed at rs 1653 crore. with a view to creating
awareness among the stakeholders of the various developmental programmes of government of india, NAbArD, etc. NAbArD has conducted two awareness programmes of the scheme for development of agri marketing infrastructure, workshop on household use of medicinal plants for farmers, Ngos and general public, workshop on financial inclusion (Fi), role of farmers' club as business correspondents, meeting with Ngos on promotion of Shg linkage, Shg-bank linkage sensitization programme for branch managers of pSbs of north goa and seminars on financial inclusion. For imparting skills to the unemployed youth NAbArD has organized three rural entrepreneurship development programmes on mobile phone repairs, beautician's and hair dressing courses for women, capacity building for adoption of technology (CAT) programmes, besides formation of 9 Farmers' Clubs, that will aid the farmers in a big way.

The uAE's red Crescent Authority (rCA), working under international Federation of the red Cross and red Crescent Societies (iFrC), is the one of the biggest providers of humanitarian assistance for refugees around the world, Mohamed Khalifa Al Qamzi, rCA secretary general, said Thursday. A fund for the care of refugee women and children has also been established, he said, adding that it will help reduce suffering in different regions and provide better care and dignified life for refugee women and children, who constitute around 60 percent of the total number of refugees in the world as per the latest statistics, he said. atie Holmes always seems too formal for the glittery world of Hollywood, seeming too mature for her age. Well, she’s finally bagged something that seems apt for her! The actress has been signed on to play the role of former US first lady Jacqueline Kennedy in the History Channel’s miniseries ‘The Kennedys’. The series will also star Greg Kinnear as President John F Kennedy, Barry Pepper as Attorney General Robert Kennedy and Tom Wilkinson as Ambassador Joe Kennedy, Sr. The eight-hour series, the network’s first scripted mini-series effort, will air on the History Channel in 2011. The series will focus on the Kennedy family and the tragic death of John and Robert, where the two brothers were killed in separate assassinations. Jacqueline went on to marry Greek millionaire Aristotle Onassis, earning the nickname ‘Jackie O’. Holmes appeared at the Sundance Film Festival earlier this year to promote her next two films ‘The Extra Man’ and ‘The Romantics’ in which she stars alongside Anna Paquin, Josh Duhamel and Malin Akerman. The actress, who is married to Hollywood superstar Tom Cruise, last appeared on the small screen with a guest role on ‘Eli Stone’ in 2008. Holmes also made her Broadway debut in the 2008 revival of Arthur Miller’s ‘All My Sons’, which was hugely successful.

Though her character is not based on either of them. “As part of the basic exercise I followed Priyanka because she is a very strong person. I feel she is very independent and a right blend of modern values, ethics and everything. And she is young,” said the 25 year old actress. “Prakashji (director Prakash Jha) liked Priyanka’s movement and that was only to see a person who is independent and modern and who is a leader. But my character is not at all based on her,” she said. Commenting on the character’s reported resemblance to Sonia Gandhi, she said, “I spent some years in England as my mother is English. Sonia ma’am also has a foreign connection. She wears saris, I too wear saris in the film, so people connected, which is quite logical. I can understand it. A comedy of errors with one error leading to the other and one lie leading to another, this comedy aims at evoking a fountain of laughter from the audience. The plot goes like this: Aarush (Akshay Kumar) has a dark secret; he enjoys the love and devotion of not one but three wives, a secret known only by his best friend, Bob (Ritesh Deshmukh). The three wives, namely Sandy (Deepika Padukone), Hetal (Lara Dutta) and Devika (Jiah Khan) are all in darkness and are not aware that they share the same husband. Through a series of events, the truth leaks out and Major Krishna (Arjun Rampal) becomes privy to the secret. As the cat gets out of the bag, the film takes is comical twists and turns, evoking peals of laughter from the audience. And as we know, a comedy which can cause rip-roaring laughter is definitely living up to its purpose, so this film can be safely declared an entertainer. Pots are a major feature of all our homes, be it the basic plant pot or the very artistic vases, but very rarely do we realise the effort behind each creation, “I want to make people aware of the effort in making pots; the clay has to be moulded properly, it has to be made sure that there are no air bubbles, then it has to be left to dry and then we have fire the clay, it’s a long process,” says Sahu. The participants will go through each of these processes and their creations will be brought back after 20 days. Practice makes perfect and pottery is a perfect epitome of the statement, “Pottery especially with the wheel requires a lot of practice; the centring of the clay and then pulling it up to take shape of a pot, takes time to master,” says Sahu. About pottery in Goa, Sahu says there is a lot of opportunity but hardly anybody avails of it, “Goa is blessed with red clay which makes really good pots, but apart from the Bicholim pottery industry, there is not much happening, while in places like Mumbai and Bangalore, pottery is a booming industry, and it is a really good stress-buster for those who have highly stressed out lives,” she concludes.

Vasco SC defeated Sesa Football Academy 2-1 in a thrilling opening match of ONGC 2nd ILeague at Bangalore. Sesa enjoyed early possession and went into the lead in the 30th minute of the first half through Lesly. Before that, Prajot Naik cleared the ball on the goalline to prevent Sesa from taking an early lead. The first half belonged to Sesa and looked like Vasco had no way back. After the break Vasco were a transformed side and
came out all guns blazing and started attacking the rival goal time and again. It was matter of time as Vasco equalised through Biju Kumar off a free kick well taken by Remus Gomes in the 75th minute. Three minutes later birthday boy Joy Ferrao gifted the team scoring the second goal off a flag kick taken by Remus Gomes to give Vasco full points in the opening match. This has set a good tone for Vasco for the remainder of the league and a big stride forward towards the I-League 1.

Dead member is treasurer of Pilerne Sports Club HERALD REPORTER PANJIM, APRIL 30
A dead person still continues to be the treasurer of Pilerne Sports Club ever since it was constituted 25 years ago as per information furnished under the Right to Information Act by the Sports Authority of Goa (SAG). This was brought to light by Prakash Bandodkar, a life member of the club, while addressing a press conference on Friday called to point out several irregularities in the functioning of the club. Bandodkar alongwith other three life members, said Belarmino Azavedo, who died a long time ago, still continues to be the treasurer of the of the
club as per RTI. He observed that Shrikant M a l i k , b ro t h e r o f d e p u t y sarpanch of Pilerne-Marra panchayat Ramakant Malik, still continues to be the president of the club ever since inception. Bandodkar said as per RTI there are 98 life members but none were aware what’s going on with the affairs of the club. There is no count of funds received and spent over the years because everything was controlled by the Malik clan, he charged. He mentioned the club used to get kits and funds from the Government for cricket but no one knows how much money has been received. Instead of youth

Derrick and Remy got off to a flying start with Donald in the third place. A determined Donald, however, fought back to overtake Remy in the second leg. He then chased down Derrick in the last leg of the race and shot past Derrick by barely 25 metres. In the second race, Derrick, Donald and Remy took off in close succession. With fluctuating winds
the lead changed hands constantly, but Derrick kept a constant cover on Donald to ultimately win the race and maintain his lead in the overall championships. Rajesh Chaudhary of AYN kept a clean slate, winning both races of the day with reasonable ease in the Laser Radial Class. B. K. off to a good start followed by Harihara, Sukwir Singh and Mohanlal. Gajender ultimately won the race comfortably with Harihara taking the second spot and Sukwir taking the third. In Laser 4.7 class there was a close tussle between Pravin Prabhakar, Hussain Bhavanagarwala, Zefra Currimbhoy and Aishwarya Chezhiyan. All four fought a close battle with the lead changing hands on different legs of the race. Pravin Prabhakar, however, ultimately proved his superiority winning the race followed closely by Hussain and Zefra. The races on Saturday will start at 10 a.m.

Contractor stumped PTI MUMBAI, APRIL 30
Former India skipper Nari Contractor, who had to return home after being stopped at the gate of the D Y Patil Stadium on Sunday last for not carrying a valid ticket for the IPL final, said that he was flummoxed and wondered how this was allowed to happen by the ticket issuing authorities. "I was completely stumped when I was asked for a badge to accompany the ticket. I did not have the badge, as it was not given to me along with the ticket. I just turned around and went back," Contractor told PTI today.

In a major blow to football in the metropolis, Mahindra United Football Club will be disbanded at the end of current I-League season with focus of the parent company shifting towards developing talent at school level. "We have decided to get out of competitive soccer and get into grassroots soccer at schools level. This means at the end of the I-League we would not be taking part in
any competitive soccer but training school kids to make them better prospects in soccer," said the club's Chairman, Alan Durante today. Ruzbeh Irani, Executive VP Corporate Strategy, M&M Ltd, said the decision to get out of competitive football after so many years, first as Mahindra and Mahindra Sports Club and then from 1991 as Mahindra United FC, was in line with the “Group's philosophy and shift in focus from taking part in professional sport to
developing it." "We feel we can make a much bigger difference to sport in India at the schools level in soccer and grassroots level in basketball (after associating with National Basketball Association of USA in Mahindra NBA Challenge), than by running one professional team," he added.
