The United States, United Kingdom and Australia today issued fresh advisories, warning of “imminent” terror attacks in New Delhi, particularly in market places like Connaught Place, Greater Kailash and Chandni Chowk, which are “attractive targets” for terrorist groups. Highly placed government sources told Press Trust of India that the advisories are being taken “seriously” and Delhi Police has been asked to be on “full alert”. The US, in its Warden Message updated today, said there are “increased indications that terrorists are planning imminent attacks in New Delhi.” The advisory, primarily intended for American citizens in India, said it provides updated information related to the April 21, 2010 Warden Message and additional information related to the Travel Alert issued for India on April 16, 2010. “Markets such as those located in Chandni Chowk, Connaught Place, Greater Kailash, Karol Bagh, Mehrauli, and Sarojini Nagar, can be especially attractive targets for terrorist groups,” the advisory said. In its advisory, the UK said, “At this time there are increased indications that terrorists are planning attacks in New Delhi.”

The Australian advisory said, “Reliable reporting indicates that terrorists may be planning to attack markets in New Delhi, including those frequented by foreigners. Such attacks could occur at any time from April 22.” It “strongly” advised Australians to avoid all markets in New Delhi until further notice and exercise “high degree of caution”. These countries have been is-
suing such advisories in the past also but this time they have talked about an “imminent” threat about terrorist strikes in Delhi. Government sources said Delhi is always “high” on the terror target and additional forces are being deployed in the city. Delhi Police issued an appeal asking the public to be “vigilant and fully cooperate” with it. It said, “Delhi Police is aware of the advisory issued by US embassy that there are increased indications that terrorist attacks are imminent in New Delhi. Delhi Police is taking appropriate measures in this regard.”

The commercial capital was literally painted red on Saturday as the All India Trade Union Congress (AITUC) commemorated May Day at the historic Lohia Maidan.
The impressive meeting that followed at the Lohia Maidan urged the working class to brace for a battle ahead against the discriminatory policies of the government. The meeting demanded promulgation of the floor level minimum wage at the rate of Rs 10,000 per month for the unskilled category. AITUC Deputy General Secretary Raju Mangueshkar demanded that the government immediately settle the long pending demand of minimum wages for the working class. He, however, complimented the government for the decision to implement the VIth pay Commission recommendations for the Kadamba Transport Corporation (KTC) employees and Panchayat workers. Various leaders while addressing the workers have demanded a roll back of the prices of petrol and diesel, set up a national fund for unorganized labour, restore interest rate on Provident Fund deposits at the rate of 12 per cent and recognize the right to organize and right to strike as a fundamental right. Diplomat Madhuri Gupta, accused of passing classified inf o r m a t i o n t o Pa k i s t a n i intelligence agencies, was today produced before a Delhi Court which sent her to 14 days judicial custody. Gupta, who was posted as IFS- Group B officer in the Indian High Commission in Pakistan, was arrested on April 23 for allegedly violating The Official Secrets Act. The woman officer was produced before Chief Metropolitan Magistrate Kaveri Baweja after the end of her police custody. During the chamber hearing, Delhi Police Special Cell sought two days further custodial interrogation of the accused which was, however, refused by the court. “Madhuri Gupta is sent to judicial custody till May 15,” Yogender Dahiya, counsel for Gupta, told reporters outside the Tees Hazari court here. 53-year-old Gupta was arrested after being called back from Islamabad where she was posted as Second Secretary in the Press and Information wing.
Pakistani troops tonight fired on two forward posts of India injuring a Border Security Force (BSF) jawan in Poonch sector, in yet another violation of ceasefire along the Line of Control. The Pakistani troops opened fire from small arms on Dokha and Pipol posts in Krishna Ghati belt of Poonch district at around 6 p.m., a senior army officer said. The BSF jawans returned the fire, triggering an exchange of firing that lasted till 9 p.m. A BSF constable was injured in the firing from across the LoC, the officer said. Troops along the sector were put on alert in view of apprehension of infiltration bid by militants, he added. The ceasefire between India and Pakistan has been in force since November 2003. Meanwhile the security apparatus was beefed up after a five-hour-long intermittent firing from Pakistan side on a the BSF ’s outpost along the International Border (IB) in Samba district of Jammu and Kashmir early today, official sources said.

The United Nations atomic watchdog sought more information from India about mishandling of radioactive material by Delhi University today as the country’s nuclear regulator conducted inspections at the varsity campus. The Atomic Energy Regulatory Board (AERB), the country’s apex radiation safety regulator, inspected the university’s radioactive material storage room after it reported seepage of rainwater in it. The Delhi University is in the
eye of a storm after it came to light that Cobalt-60, which led to radiation exposure claiming one life in Mayapuri, originated from the varsity which auctioned a gamma irradiator to a scrap dealer. International Atomic Energy Agency spokesman Marc Vridricaire said in Vienna that the watchdog had become aware “of the possibility of a serious radiation emergency at Mayapuri in New Delhi” via media reports on April 9. The government today said that all “bottlenecks” for access to 26/11 accused David Headley have been removed and a new team will be sent to the United States to pursue the matter. “...All the bottlenecks (for access to Headley) are removed and we have a way forward. So it’s up to us to operationalise the plan forward,” said Solicitor General Gopal Subramanium, who has just returned from the US after holding discussions in this regard.
The law officer told reporters that “Once we are ready to constitute our team, and get off board from India, the access should be possible.” He was asked as to how early India could get access to Headley. He appreciated the “unstinted cooperation” from the US authorities and said he had a “very fruitful” round of discussions with them. Subramanium’s five-day visit was primarily aimed at understanding the US legal system within which India could get ac-
cess to Headley, a PakistaniAmerican national, sources said. He discussed with officials of the US Justice Department modalities for access to Headley, a Lashkar-e-Taiba operative, in an appropriate legal format. India wants to question Headley in a manner that his statement would be acceptable in a court of law here. In this regard, a chargesheet would also be required to be filed against Headley in India. Headley, who was arrested in October last, has entered into a plea bargain with the US gov-
ernment wherein he has offered to be available to foreign investigators through deposition, video conferencing or letters rogatory. Subramanium had earlier advised the government to settle for nothing less than Headley’s extradition to ensure his thorough custodial interrogation. Headley has told his America interrogators that he had several times conducted recce for the Mumbai attacks. He has also revealed that a serving Pakistani army major had given training to him in Pakistan.

Aggrieved over the erratic water supply on the Porvorim Plateau, Aldona MLA Dayanand Narvekar has questioned PWD Minister Churchill Alemao whether he would provide Bisleri or wine to the people in the area in place of water. In a letter to Alemao, Narvekar highlighted the water woes of the people of Porvorim and conveyed to him that during the time of Diwali, people had to go to the homes of their relatives to have bath. He pointed out that the problem now existing for more than a year had been created by innumerable buildings that have come up in the area. “In spite of my repeated requests number of new buildings are coming up in Porvorim under the cover of some old ODP and at least two to three are moving in daily throwing
water supply into disarray,” he wrote. Narvekar reminded Alemao that he had decided along with him sometime back not to release water for commercial and residential complexes except single dwelling units till the water supply improved. The MLA said he was extremely disappointed with the PWD Department for engaging police force while laying a new pipeline from Porvorim water tank to Sapna Habitat consisting of 400 flats. Using the khaki force is the most dictatorial thing to do by a democratic government, he added. In another letter to the Chief Minister Digambar Kamat, Narvekar said looking at the ire of the people due to poor water supply he may not be able to visit some of the places. He mentioned that the CM along with other ministers attended several meetings regard-
ing the problem and several decisions were taken but unfortunately all have remained on paper. “On the contrary the Government has issued a statement that there will be no water supply for Bardez and Bicholim for two days. I am told that a big plateau like Porvorim will get water from six tankers,” he mentioned. He wrote further, “I had mentioned to the Government two years back to set up a water treatment plant at Guirim-Mapusa and also a parallel raw water line of Tillari water from Guirim to Porvorim so that the same was used for gardening purpose.” Narvekar mentioned that he had made a charge that the Government was working more for the people of the South and his charge had been proved right with the erratic water supply in Porvorim.

Burglars made clean sweep of a laptop, a few gold ornaments and a cell phone all worth about Rs 1.25 lakh from an apartment near the Mahalxmi temple in the city. The complainant, who didn’t want his identity to be revealed, said he had gone for a morning walk leaving his wife and son in the apartment when the incident took place.

He normally rushes to the assistance of people in times of emergency, but this time the 49-year-old ambulance driver from Benaulim was himself in need of emergency services when he was rescued from the Dudhsagar River on Saturday morning. According to Collem PSI Praveen Gauns, John Fernandes and his family had gone to the Dudhsagar River for a picnic at about 9.30 am. John went for a swim in the river but began to struggle a short while later. Panic-stricken family members raised an alarm and someone then alerted the Collem police. A Police team, led by PSI Gauns, rushed to the site and pulled out John from the river. John was unconscious at the time and the 108 ambulance staff provided him first aid. Collem police informed that John is employed as a driver on an ambulance at the Government hospital at Sanquelim.
Vehicle caught disposing waste at Benaulim HERALD REPORTER MARGAO, MAY 1
Residents of Benaulim caught red handed a vehicle near Pedda in the wee hours of Saturday discharging waste water and disposing off garbage along the road side. A group of youngsters who were maintaining a close vigil over waste dumping along the road near St John the Baptist Church, Benaulim intercepted a Maruti van dumping at around 2.30 am while in the process of disposing off waste in plastic bags and discharging waste water. A local resident Roque Fernandes said the van was caught red handed by the local youth and demanded that the police initiate stern action against the driver and the vehicle owner. It is learnt that the youth detained the car at the site before calling the police and media shortly after dawn. Roque said the road leading to the St John the Baptist Church was widely used by people specially in the mornings and evenings and demanded that the authorities crack a whip against establishments disposing off their kitchen waste and waste water along the road. A Colva police team arrived on the spot and took stock of the situation. Incidentally, when Herald called up the Colva police station in the evening, a police personnel informed that no action has been initiated against the van driver or the vehicle owner. Feigning ignorance on the erring vehicle, the police personnel said that no crime report stands registered at the police station.
‘Turtle nesting sites largely unprotected’ HERALD REPORTER PANJIM, MAY 1
The environmentalists feel that the turtle nesting sites in Goa are largely unprotected and they need to be declared as conservation reserves to insulate them from getting disturbed. “When you talk about protected areas there should be no developmental activities on the coastal belt. But in case of Goa you will find large number of activities happening in the entire coastal belt,” Prof B C Chowdhery, an expert from Wildlife Institute of India (WII) told Herald. He said that of the total 105km coastline, you will find a turtle nest at every single kilometer. “This is basically because there is no protection on the sites, which are declared as turtle nesting sites,” professor added. Chowdhery feels that Goa can adopt conservation reserve police for the protection of the sites. “As per this police, the developmental activities will be restricted during the nesting period, while for the rest of the year government can go ahead with their other activities,” he explained. Professor was in Goa to attend the 30th annual symposium on ‘sea turtle biology and conservation’, which held from April 27 to April 29.

Chowdhery said that the state government needs to take initiative and need to forward a proposal before the central government for declaring the turtle nesting sites, Galjibag, Agonda and Morjim as conservation reserves. “I feel that Goa government is very much reluctant to go ahead with the proposal mainly due to tourism industry, which is growing at a faster rate here,” he stated. “Goa’s economy largely depends on tourism industry and they will not like to disturb it,” he added. Chowdhery also said that increasing beach erosion is yet another threat to the marine turtles in Goa. “Marine turtles mostly look for sandy beaches for nesting. But here there is problem of erosion and hence conservation becomes more important,” he stated. Talking about Indian scenario, expert said that more then 90 percent of turtles nest in non protected areas, due to various developmental works as well as due to human disturbances. He lamented that none of the experts in India have much knowledge about marine turtles except for Olive Ridley. “Lots of study is required to find out the movement and other related aspects of the marine turtles in the country,” Chowdhery said.

The recent arrest of four accused in a theft at a temple has not stopped burglars from targeting the Shree Maruthi temple at Varkhande-Ponda and decamping with religious items worth Rs 62,000. The incident came to light on Saturday when the temple servant noticed the broken backdoor latch at round 5 am. The Ponda police pressed a police dog squad and fingerprint experts into service. “Burglars took away items used in worship. All the copper and brass items which are used in the worship were taken away by the miscreants”, said Varkhandekar Mandal President Vithal Naik.
Will KTC manage to cope with new financial burden? HERALD REPORTER PANJIM, MAY 1
Kadamba Transport Corporation Limited (KTCL) will have to largely depend on the state government funding to meet with its sixth pay commission liability as it’s impossible to bring this ailing corporation into profit, a senior official stated. After signing the agreement extending increased pay scale benefits to its workers, the management is now groping in darkness as state government has not made any budgetary provision for the corporation to make up for the sixth pay commission financial liability. “We expect that the state government will make a provision during the supplementary demands, which would be passed in June,” official stated. The increased pay scale translates into 40 per cent hike in the salary for the KTCL staff including senior officers. The monthly salary expenses were
to the tune of Rs 2.5 crore before signing the agreement. Now, Rs one crore additional liability per month will have to be shouldered by the corporation, whose coffers run empty. Officials say that non revision of ticket fares for last two years is cutting into the finances of the corporation. The fuel prices have increased almost three times during this time but fares have remained constant. KTCL buses consume 20,000
litres of diesel per day and the recent increase in diesel prices has upped their expenditure on fuel by Rs 55,000 per day. “Somehow, this additional burden needs to be matched. If not matched than it automatically reflects into the deficits,” an official said. The corporation controls just 10 per cent of operations in Goa while 90 percent is with the private operators. The concession offered under various heads also cuts the revenues of the corpo-
ration. Also, unfair competition by the way of charging lesser fares by private operators make Kadamba buses a second option for the passengers. Owing to its commitment to connect rural Goa to main cities, Kadamba operates in 90 villages where it has to keep the bus overnight and bring the passengers early in the morning. “All these 90 routes are in loses as we have to run the bus during late hours when passengers are scarce. We get the load during morning time, but it does not compensate with loses,” an official said. The corporation has stopped outsourcing the work of maintenance and repairs and instead mechanical department has been asked to put their affairs in place. “We tried not to outsource the jobs but it has resulted in huge backlog. If this continues than we will not have buses on scheduled routes,” the official said.

Justice Ferdinho I Rebello of the Bombay High Court has been appointed as Chief Justice of Allahabad High Court. After a successful career at the bar, he was elevated to the bench of Bombay High Court in the 1990s. He was well-known for pro-active role on socio-political issues as a lawyer. He was also elected as an MLA. and later contested parliamentary elections. He will be sworn-in as chief justice of Allahabad High Court shortly. Justice Rebello who hails from Cuncolim, will be the second Goan to be appointed as chief justice of a high court. Earlier, Justice G D Kamat was the chief justice of Gujarat High Court.

Noted social worker, students leader and practitioner of alternative medicine Dr Susrut Agnelo Martins (48) of Paitona-Salvado do Mundo passed away on Friday night due to massive heart attack. According to reports, Dr Martins was proceeding towards his clinic at Miramar on April 28 when his car was hit from the rear by another car driven by a woman. Dr Martins lost control of his vehicle and his car dashed against a car in front of him. Dr Martins sustained some neck injuries in the mishap but continued with his daily routines. On Friday evening, he began complaining of neck and chest pain after attending to his patients in his clinic, and was admitted to Campal Clinic in Panjim at around 9.30 pm. However, he passed away due to a massive heart attack in the Intensive Care Unit within half an hour. Son of freedom fighter late Dr Jose Francisco Martins and late Dr Esmina Gomes Martins, Dr Susrut Martins was the youngest President of Konkani Bhasha Mandal and played an important role in getting land for the Konkani Bhasha Mandal building in Margao.
Actively promoting homeopathic treatment in the State, Dr Martins was the convener of Vision India, President of Goa State Branch of the Homeopathic Medical Association of India for almost 10 years and made a lot of efforts to get the homeopathic wing of the health department. He was also the President of Alternative Medical Association of India. He started the Goa People’s Forum and was also instrumental in getting Doordarshan Kendra for the State. In the 1980s he had formed Akhil Goem Yuvak Mahasang, an organisation devoted for the empowerment of youth. Dr Martins also created his own medicines through research. He had earned a name for himself by successfully treat-
ing patients with serious ailments. Besides homeopath, Dr Susrut also practiced other forms of alternative medicines including acupuncture. He authored four books, ‘Introduction to Alternative Medicne’, ‘Biochemic Remedies’, ‘Backflower Remedies’ and ‘Neck, Shoulder and Back Pain’. Besides being involved in a number of associations, Dr Martins also had a passion for photography and clicked about 35,000 photographs during his lifetime. He is survived by his wife Dr Beena and two daughters, Esmina and Elizabeth. Incidentally, May 1 happens to be the 18th wedding anniversary of Dr Susrut and Dr Bina Martins. The funeral cortege will leave his residence at Kranti Jyoti Bhavan, Paitona, on May 2 at 4 pm for Eucharistic celebration and burial at the Salvador-do-Mundo church. Meanwhile, Chief Minister Digambar Kamat has condoled the death of Dr Martins. In a message, the CM said that Dr Martins was a well known social worker and was associated with several organizations. GPCC secretary Milan Burman also condoled the death of Dr Martins.

The Federation of Goan Clubs (Kudds) in Mumbai has sought the intervention of the Goa government in protecting the ageold clubs for Goans visiting the metropolis. The Federation has already initiated discussion with Goa government officials to treat the Kudd properties as heritage of Goans in Mumbai with real estate sharks on the prowl to dispose off the properties. In this connection, the Federation will call on the Chief Minister Digambar Kamat and impress upon the need to protect the kudds for posterity in the face of taking over bids by the landlords on grounds the properties are in the name of the managers. General Secretary of the Federation Thomas Sequeira is in Goa to spread awareness amongst the members of different kudds to register and become members of the
Federation. Thomas and others had a meeting in Chinchinim on Saturday wherein he underlined the need for the kudds to become members of the Federation. Says Thomas: Most of the clubs are either closing down because of funds, membership, neglect or landlords making bids to take over the club since they are registered in the name of managers”. He said around 300 clubs belonging to Goans once existing in Mumbai and the figure has now come down to 100. “Members of the clubs don’t understand the need to register the clubs. This is one way to protect the future of the clubs”, he added. The State Excise department has today said that it has not issued any permit for permit of liquor from Daman in last five years. Media reports stated that the Central Bureau of Investigation (CBI) unearthed Rs 340 cr excise scam which supplied unauthorised liquor to Goa & other states. Speaking to Herald Excise commissioner Sandip Jacques said that he had initiated inquiry in the matter based on media reports. Mapusa police on Saturday arrested a man from Gujarat on charges of possessing Ganja worth Rs 10,000 at Guirim. The police received a call stating that a man would be selling the drugs at Guirim in the evening. A police team in plainclothes went to Guirim and kept a vigil on the movement of the people entering the village. A man was then noticed carrying a cloth bag and walking towards the side of the panchayat office. The police intercepted him and checked his bag, which had 800 grammes of Ganja worth about Rs10.000. He divulged his name as Ravi Rafuque from Gujarat. Police has arrested Rafuque and will produce him before the NDPS Court. Police Sub Inspector Brandon D’Souza is investigating the case.

Goa may have been awarded the best e-governance state in the country, but for the last four decades, the Mormugao Municipal Council (MMC) has been sitting on a mountain of nearly 50,000 files. One should not be surprised of the recent missing of a file pertaining to felling of Ashoka tree and issuing of license to a hoarding. It is learnt that this is just a tip of iceberg, as earlier many files have gone missing, especially files pertaining to house tax. If one takes a round of administration and technical block of the council building, which handles most of the works, it is similar to places where punter sells lottery or matka bookies take numbers. The council building has stored nearly 50,000 files from taxation, recovery, administration, accounts and technical departments that has occupied quite a sizeable space in the building. The major chunk is occupied by the house tax files, as nearly 30,000 files have been piled in ward-wise order, while trade license and signboards has 10,000 files, about 600 files from recovery section and stationary from account section. The administration section, which keeps record of every employee, with 260 permanent staff, each employee has to maintain three files – personal file, leave record and service book, besides record of council meetings and policy matters. creasing to store files with each passing day, as many house taxes, new buildings and trade license are issued every day. “Working in such a situation, where everything is messed up with piles of file in congested blocks of administration and technical sections, one can easily get away with the file, which is kept on the table,” claimed the staff. Recently, the staff has come under heavy criticism after a file pertaining to felling of eight-decade-old Ashoka tree and issuing to license to erect hoarding went missing. The situation was worse about 10 years ago, when the payment section of house tax, birth and death records, payment of trance license and inward was moved from administration section to the entrance of council building with proper compartment, each one with computer and enough privacy to function.
Ironically, the council adopted a resolution to give a new layout to the administration and technical block with proper compartment for each staff, but it is yet to be materialized for the last few years, the reason being the same old story ‘financial crunch’. “The Kalyan-Dombivali Municipality is a perfect example in the country for smooth functioning of municipalities, as most of sections have been computerized. Even the inward section is computerized,” said Account-Cum-Administration Officer Damodar yellekar. “Computerization not only increases the efficiency of work, but it also ensures transparency and on click of button, the records are made available,” he added. “The file pertaining to felling of the tree and issuing of license that went missing from the administration section is categorically removed from the bunch of files,” claimed yelekar.

Do you know that frogs in Goa are getting extinct? Or, that frogs feed on mosquitoes responsible for malaria and other vector borne diseases. Or that the indiscriminate killing of frogs for their meat is an ecological crime against the food chain and is the cause of the drastic decline of their population. Well, these questions came to the fore on Friday on the occasion of Save the Frogs day, as consumer forum volunteers under the banner of GOACAN held an awareness action in Margao to highlight the urgent need to stop the indiscriminate killing of frogs and to appeal to consumer to stop eating frog meat. Armed with colourful flags and placards, the Forum volunteers distributed information handouts to consumers informing them that during the monsoon which is the mating season for many species of frogs, in many villages, frogs are hunted for the purpose of commercial sale to restaurants and for home consumption. The consumers were further informed that frogs feed on mosquitoes which are responsible for the spread of malaria and other vector borne diseases therefore the frogs have to be protected. Similarly, the increasing incidence of snakes encroaching on human habitation and settlement areas is also attributed to the dwindling population of frogs in Goa. he feast of Our Lady of Miracles will be celebrated on May 2 at 5 pm with Church Service at 6 pm (culminating the novenas) at the Our Lady of Piety. Originally the statue of Our Lady of Miracles was set up in Jaffna, in Sri Lanka in the Church built in 1622 in her name and honour. With the advent of the Dutch in Jaffna, the Church of Our Lady of Miracles was taken possession of and used by the invaders to propagate their own protestant faith, after expelling the Portuguese, who brought the image down to Goa in 1661. From the jetty on the Mandovi River, the image was transported with great pomp and solemnity to the convent of St Francis of Assisi. With this solemnity the solidarity of Our Lady of Miracles was also established with the motive of continuing the devotion. Thereafter, the image was shifted to the Church of Chagas (Wounds of Christ) and for a long period the statue re-
mained at the Chapel of Our Lady of Piety (Panelim) for fear of pilferage. She is presently housed at St Peter’s Church, Sam Pedro. Thousands of devotees in Goa and Sri Lanka bear witness and offer testimonials about this wondrous statue since the 17th century and the many miracles and favours granted by her. A rare 7.5 kilo tumour was successfully removed from the abdomen of a 50-year-old man at SMRC’s V M Salgaocar Hospital in Chicalim on Thursday. The team, head by noted surgeon Dr Shekhar Salkar, operated on Sadanand Gajanker and removed the large tumour. Incidentally, the tumour had almost gone unnoticed as the patient would regularly visit
the hospital for other ailments. Dr Carmen Varela, however, noticed the unusual abdominal shape of Gajanker and referred him to Dr Salkar. Speaking to reporters, Dr Salkar said that tumor was originating from the sigmoid colon. Despite the challenge, Dr Salkar and the team of doctors managed to remove the tumor without sacrificing other organs in the body.

Dr Jose Camilo Lisboa was a Scientist and a Botanist. He was born in Socolwada Assagao Bardez, Goa on March 5, 1823, died on May 1, 1897 in Poona, Maharashtra State. He was a Surgeon in grant medical college Bombay. He was also appointed as a lecturer in Botany and was also appointed as a professor of Anatomy. Dr Lisboa was the first Indian to devote his attention to the systematic study of leprosy in India and its stages. He was appointed as a member of geographical and medical society
of Lisboa (Portugal). Academic International de Geographical Botanique of France awarded him Gold medal in recognition of Botanical studies in India. He was the president of Grant Medical College society in Bombay for 10 years. Dr J C Lisboa was appointed on the Opium Commission by the British government. He has written and read many important papers on Botany and Leprosy. He discovered many new plants and some of which are named after him, like the Tripogen Lisboa and Andrapagan Odotarns Lisboa. His work on
medical plants of the Bombay Presidency and grasses of the Bombay Presidency are important botanical works. Mormugao council’s CO reshuffles staff to ensure smooth functioning HERALD REPORTER VASCO, MAY 1
It is a common phenomenon to witness a reshuffle of government staff when the new government takes charge, but this trend was unfamiliar at Mormugao Municipal Council (MMC), with many employees working in the same place for almost three decades. Newly posted MMC Chief Officer Gopal Parsekar reshuffled most of the staff to ensure that junior employees get an opportunity to learn from the staff, who on the verge of retirement, having worked for over 30 years in the same position. “The basic purpose to reshuffle most staff is to ensure
smooth functioning of the council. It was needed since for the last two-three decades same persons have occupied the chair, which I feel is injustice, as other staff should also get an opportunity to learn,” said Parsekar. “No one comes well versed from the womb of mother. One has to get perfect with daily experience and learn new things,” added Parsekar. He further said though it will have some effect on the smooth functioning initially, but in the long run it will be good for the council. The change cannot be accepted so easily and similar is the case with the sudden move of the chief officer, as a
few employees, who were annoyed with the reshuffle, tried their means to ensure that inter-department reshuffle is reverted and approached Unions. They even approached prominent politicians in vain. “I am aware that few staffers are not happy with the change, but most of them have accepted the order since the entire move to reshuffle is an unbiased act, as no one is selectively targeted,” said the chief officer. MMC Chairperson Shekhar Khadapkar said it is a good move to reshuffle the staff, as most of them were mentally fatigue with similar work. “But this has come at the

Agonda celebrated the feast of its patron saint St Anne with usual religious fervor and gaiety on Saturday. Seven priests, including Agonda parish priest Fr Mathew Fernandes, concelebrated the feast mass attended by a moderate presence of devotees on a weekday. Former Agonda parish priest and parish priest of Pomburpa church Fr Santan Carvalho presided over the feast mass and delivered homily to the faithful. In his homily, Fr Carvalho said St Anne was known to have conceived at a ripe age
due to her piousness and devotion. “God blessed her to bring to this world Mary, the mother of his only son Jesus. Nothing is impossible to God,” said Fr Carvalho. Three priests from the village, Fr John Fernandes, Fr Inocencio Fernandes and Fr Santiago Fernandes were part of feast mass celebrants, while assistant priest Fr Peter Cardozo, also the musician and maestro, lead the choir in the feast mass. Later, the statue of St Anne was taken in a procession on the church compound, before blessings were given and kept for venerations, where people lined up to kiss the statue.

Thousands of people, including government and police officials, attended the four-day free yoga camp presided over by Yoga guru Baba Ramdev, which commenced at GEC grounds Farmagudi on Saturday. Addressing the large gathering, Baba Ramdev urged the people to exercise and practise yoga for self benefit. “I think everyone is aware of the benefits of yoga and physical exercise. If you practice them everyday, it will keep tension and diseases away. Through yoga, you can have total control over diabetes,” said Baba Ramdev. Speaking about the ill effects of cold drinks, Baba Ramdev said: “Even cold drinks manufacturers have decided not to
sell cold drinks in schools and colleges due to its ill effects on the human body. Some foreign countries have even banned cold drinks in school and college campuses.” North Goa MP Shripad Naik and Shiroda MLA Mahadev Naik were among those participating in the camp. Various government and police officials were seen performing the yoga. Incidentally, the crowd turnout was below the expectations of the ogranisers, Bharat Swabhiman and Patanjali Yog Samitti, Goa. The capacity at the camp is over 35,000, but about 20,000 attended the first day of the camp. Organisers are, however, confident that more people will attend the camp over the next three days.

Manipur to prevent entry of NSCN-IM leader PTI IMPHAL, MAY 1
Manipur government has decided to prevent the entry of NSCN-IM General Secretary Thuingaleng Muivah in the state as his visit may lead to communal disharmony, an official spokesman said on Saturday. The decision to prevent entry of Muivah in Manipur was taken during a hurriedly-convened cabinet meeting last evening presided over by Chief Minister O Ibobi Singh, Sports Minister and government spokesman N Biren said. The ceasefire between Centre and NSCN-IM is in force only in Nagaland and not in Manipur, Biren said, adding Muivah's visit to Manipur may not only lead to communal disharmony but also disturb peaceful co-existence among different communities in the state. Biren said the decision has been conveyed to Prime Minister Manmohan Singh and Home Minister P Chidamabaram. Muivah whose insurgent group NSCN-IM has been holding peace talks with Centre for more than ten years was to visit his hometown in Somdal in Manipur's Ukhrul district from May 3 to 10, official sources said. They said Muivah was also due to visit Naga-inhabited
areas of Manipur to hold consultative meetings with Naga leaders on the ongoing talks between NSCN-IM, which has been demanding integration of Naga-settled areas with neighbouring Nagaland, and the Centre. Biren said the Union Home Ministry had earlier informed the director general of police (Manipur) about Muivah's tour programmes in Manipur but the DGP had said that the state government would not be able to provide security to NSCN-IM leader. 75-year-old Muivah, a Tangkhul Naga from Manipur, was born in inteior Somdal village in Ukhrul district and has not visited home since 1960, sources close to him said.
With just a couple of days left for the 26/11 court to pronounce its judgement in the Mumbai terror attack case, prosecutor Ujjwal Nikam on Saturday said the case was a big challenge, but is confident that he will secure conviction of its perpetrator Ajmal Kasab and two Indian conspirators. Nikam, who has an enviable track record of securing death penalty for 37 accused and life term to 627 in his career spanning over three decades, is confident that Kasab, the lone 26/11 gunman captured, will be punished despite his repeated attempts to "misguide" the court. "Kasab ka hisaab zaroor hoga (Kasab will be made accountable)," he told PTI. Nikam said the Pakistani gunman never showed any signs of remorse during the nearly year-long trial and conducted himself very casually in the court. "Though he appeared restless when eyewitnesses recounted the 26/11 attacks and identified him in the court, there was not even once any sign of remorse," he said. Kasab is a trained commando and follows al-Qaeda manual which teaches a terrorist to misguide authorities when arrested, he said. "But we have marshalled enough evidence against Kasab and two other accused – Fahim Ansari and Sabauddin Ahmed – and are confident that we will succeed in nailing them," he said. Acknowledging that the 26/11 trial was a "great challenge", Nikam said his job was not only to establish Kasab's guilt but also
to "expose the veil of LeT which used the security apparatus of Pakistan to unleash terror in Mumbai." While Kasab has been charged for murdering 166 people and causing injuries to over 300, Ansari and Ahmed are accused of preparing the maps of terror targets and passing them on to Pakistan-based terror outfit LeT. Nikam, who has handled several highprofile cases such as 1993 Mumbai serial blasts, Gateway of India and Zaveri Bazaar bomb explosions, besides murders of music baron Gulshan Kumar and BJP leader Pramod Mahajan, rubbished Pakistan's demand for handing over Kasab for leading evidence in the separate 26/11 trial going on in that country. "If they have any difficulty in trying the accused there, let them give us the opportunity and we shall try them in India," said the 57-year-old lawyer, who secured conviction of 100 of the 123 accused including filmstar Sanjay Dutt in the 1993 Mumbai blasts, the trial of which lasted 14 years. "We have already served non-bailable warrants against 27 absconding accused to the Interpol and most of them are suspected to be in Pakistan. So far none of them has been arrested. But as and when they are caught they would be tried in India," said Nikam. On Kasab's mood swings, Nikam said, "He is a great actor and pretends a lot... Kasab is capable of making wild allegations against anyone, anytime. I remember, once he produced some powder wrapped in a paper and told the court that the jail au-
thorities were poisoning his food." The court took a serious view of his allegation and sent the sample for forensic tests and it turned out that it was rice powder, Nikam said. The prosecutor said he is happy over wrapping up the trial in less than a year, a record in a terror case, despite having to examine as many as 658 witnesses. For the first time FBI officials appeared in an Indian court and tendered technical evidence to prove that terrorists were in touch with their handlers in Pakistan through cell phones during the attack and that they used Global Positioning System to reach Mumbai from Karachi on the night of 26/11, Nikam said. Foreign witnesses tendered evidence to prove that the dingy in which the terrorists reached Mumbai's shores was fitted with Yamaha engine imported from Japan and mobile phones used during the attack were imported from China by a Pakistan-based dealer, he said. Asked how he felt as "one man prosecution army" against a battery of lawyers representing the accused, Nikam said, "We had to maintain complete secrecy so much so that I could not tell certain things even to my wife. Being alone had its advantage but it was time-consuming." He said the past year was very busy for him. He woke up at four every morning to decide his day's strategy. Nikam was all praise for Judge M L Tahaliyani and the court staff who worked even on holidays to ensure rapid conduct of the trial.

As he awaits the outcome of the "biggest and most challenging" case in his career, Ajmal Kasab's lawyer is satisfied with the defence he made of his client's innocence in the 26/11 trial. "I am hopeful that Kasab's defence of his innocence in the case would be considered by the court while delivering the verdict on May 3," K P Pawar told PTI. After having confessed to his crime before a magistrate and
pleading guilty in the court during the trial, Kasab made a U-turn and claimed that he hailed from Faridkot in Pakistan and came to India as a tourist where he was arrested while taking a stroll at Juhu Chowpatty few days prior to the terror attack. About Kasab's flip-flops on his complicity in the crime, Pawar said, "Most of the time he claimed to have made statements under police pressure and hence such statements do not have much legal value."
Kasab, the defence lawyer said, is "very sharp and clever" and understood the proceedings clearly although most of it was in Marathi as witnesses deposed in that language. "He picked up Marathi and gave me instructions on how to proceed in the case," Pawar said. Pawar, who was appointed to defend Kasab at the fag end of the trial after Judge M L Tahaliyani removed his lawyer Abbas Kazmi for hindering the proceedings, said he spent 12 to 15 hours on an average every

Dalit families flee Haryana village, vow not to return PTI MIRCHPUR (Haryana), MAY 1
"I will rather die than return to the village," murmurs Kamla Devi, still in shock after her husband and physically challenged daughter were burnt alive in caste violence here on April 21. Devi, 45, along with her two sons, who are pursuing graduation, has been camping at the district headquarters at Hisar, about 60 km from here, along with nearly 30 dalit families which fled the village after houses belonging to the community were torched. The affected families have been demanding rehabilitation outside Mirchpur. Devi's polio-stricken daughter Suman and her aged husband were trapped inside their burning house when about 18 dwellings were set ablaze allegedly by members of the dominant community over old enmity.
"I have lost everything. No one can compensate my loss," says the distraught woman about the monetary relief announced by the Haryana Government to her family. She wants the guilty to be punished. "They should be given death penalty," she says. BSP General Secretary Man Singh Manhera said that the government's assurance to the affected families, who have fled the village, that they will be provided adequate security had not been backed by any concrete steps. "Assurances are merely on paper, but on the ground there is fear psychosis among the dalit families who have been left shaken by the gruesome incident. isation, said that the administration was merely providing lip service. No help was being provided to the affected families, he claimed. "All the 35-40 dalit families from Mirchpur have been camping at Hisar in a temporary shelter after the incident. No one has cared to come to them and listen to their problems. In this sizzling heat, they are surviving on the food and water being provided by the dalit organisations and some good samaritan," Duggal said. "Where were these authorities when the houses of dalits were being burnt? Even after the incident, they are doing nothing to help the victims," she said. to return to the village. Hooda, who visited the village earlier this week, has announced that the affected families will be provided full security, ration and jobs, he said. Hooda has drawn flak over the incident from various quarters including the opposition, with INLD demanding his resignation for failing to protect the lives and property of the innocent dalits. In 2005 too, dwellings of Dalits were torched in Gohana town. "The Congress party has always worked towards betterment of the dalit community. We have strongly condemned the Mirchpur incident while the Government is also doing its best to help the victims. n recent times there have been certain instances of our officials of government speaking and communicating the wrong thing or hiding the truth. The first instance was related to the reporting that malaria is on the decline in Goa simply because the number of cases reported for malaria have fallen in the last year compared to the previous years. These are the kind of data that our officials pounce upon to show that they are doing work. In this specific instance the figures have dropped close to 50per cent which for a statistician clearly indicates that there is some error in the collection of data. Many cases have probably gone unreported or there is some error in collating the data. For instance, there could be more fatalities arising out of malaria which for some reason may not have been counted as reported cases! The same kind of thing was seen when the chief engineer of the Water Resources department indicated that the ground water table has not eroded in Goa. It was not him saying it but he was quoting from a report of the Central Ground Water Board. He was doing that so that he was not blamed. That is what we call an escape clause or for the common people what is known as insurance. This when we know that all over the State groundwater has been at serious risk both in the coastal areas where it is because of excess withdrawal and in the hinterland because of mining. If you take away the hinterland and the coastal areas what is left of Goa? Thus there seems to be a fallacy in the report. The official further talks of re-charging of groundwater by quoting the number of bandhs, check dams and the like but this is tinkering with existing infrastructure which will not dramatically improve groundwater or potable water supply. The kind of problem that we are seeing in Goa with the onset of the summer in relation to the availability of potable water and wells going dry, we have to think of something drastic and out of the box. We get 100-110 inches of rainfall every year. A majority of this water flows into the Arabian sea. Why are we not thinking of capturing this water through massive manmade lakes in the hinterland (mining pits could be one option) or in the coastal areas and also see if this water can be conserved in underground manmade caverns. Thus when it is required this stored water in surface or underground tanks can be pumped to meet the needs of agriculture, industry or for converting to potable water to meet the needs of the local people. Then this same official talks of the industries in the Verna Industrial drilling unauthorized bore wells and tapping groundwater to such an extent that the adjoining local population had to complain about their inability to get water in their wells. He says that now it is being monitored but then what was the PWD doing for all these years when these industries were merrily drawing groundwater at the cost of the local people. Where was the monitoring then? Does the PWD monitoring start only after the horses have bolted the stable and even then to tell us after peering inside – There are no horses ( read water) here. The PWD engineers sleep until they are woken up when the situation becomes unbearable and then claim that they are doing this, that or other but nothing related to their direct official responsibilities. The last thing that the official said was that private tankers supplying water are required to take permission from the groundwater table engineer before they can tap the water. This is indeed laughable. Stop any water tanker on the roads anywhere in Goa and ask him if he has ever heard of a groundwater table engineer let alone a certificate. The answer to this is obvious and we need to take it sportingly since after all government officials should be entitled to a joke once in a while and not go dour faced all the time. The last issue relates to the North Goa Consumer Forum which in middle 2009 was without a president for quite some time and when one was finally found and appointed, there was controversy that the person was not above 35 years as the rules demanded. Finally in March 2010 the appointed person was removed from the post due to the reason of not meeting the age requirement. The North Goa Consumer Forum now remains headless with many cases which are in the final stages not able to be closed because of the lack of a President at the Forum. The question simply is that did not the government know when it appointed the person that the age criteria was not being met? If not, how can the age criteria be overlooked? Is that not what you see as the first thing while appointing anybody to any position? Why this callousness, disregard and plumb inefficiency in making these appointments. Thus on one side you have people who manipulate data to suit their convenience, who bluff while doing their job and others who just do not check what is right or wrong while doing their work. That is the kind of government we have. The plight of the aam admi is like what a Hindi proverb says – na ghar ka, na ghat ka, meaning neither are you of the house nor of the bathing ghat, essentially you are an orphan belonging to no one. Thus the aam admi gets no sympathy from the political class and no work of his gets done by the bureaucracy.

Dubbing the country's legal education system as "a sea of institutionalised mediocrity", Prime Minister Manmohan Singh on Saturday called for a "dramatic reform" of this sector to eliminate the shortcomings. A dramatic reform was required to make the legal fraternity sensitive to the needs of the marginalised sections of the society, Singh said. "We have to honestly ask ourselves whether we have significantly altered the landscape of our legal education system. We do have a small number of dynamic and outstanding law schools but I am afraid there remains an island of excellence amidst a sea of institutionalised mediocrity," he said inaugurating a National Consultation for Second Generation Reforms in Legal Education. "We are not even marginally nearer to profound scholarship and enlightened research in law," he added. A 16-year-old girl and a member of a Maoist outfit was allegedly raped by other members for fleeing the camp in Latehar district of Jharkhand, the police said on Saturday. "The girl ran away from a camp about five days ago. She was caught by the ultras, beaten up and raped when she refused to return," Superintendent of Police Kuldeep Dwivedi said. The Maoists had appealed to sympathisers to trace her alleging that she had fled with arms. The SP said the girl was left at a lonely place from where villagers rescued her and admitted to a health centre. The girl was arrested and shifted to the Sadar Hospital, Latehar, he said. The girl had earlier also run away following physical and mental pressure on her and had been jailed after being arrested from the Manika police station area.

"I am silently involved in lot of social work including in the areas of HIV/AIDS, transgenders and cancer. Relieved after the Supreme Court this week quashed 22 criminal cases filed against her for her comments on pre-marital sex, she said, "politics is next step" but added she had not taken a call on joining a party as of now. "I like Congress as I grew up with Congress people such as (late actor) Sunil Dutt around me. I have literally seen Union Minister Sushil Kumar Shinde working as a common party man in my locality. "There is a lot of difference between 'If' and 'You can'," Khushboo, who returned here yesterday after vacation in London, said. Ranjan Daimary alias D R Nabla, chief of the anti-talks faction of National Democratic Front of Bodoland (NDFB) and wanted in the 2008 serial bomb blasts in Assam, was today handed over to BSF by BDR, official sources said. Daimary, who was hiding in Bangladesh, was handed over by BDR near Dawki international border in Meghalaya in the early hours, the sources said. NDFB was originally formed under Daimary's leadership as Boro Security Force on October 3, 1986 and on November 25, 1994, the outfit changed its name to NDFB. It had entered into a ceasefire agreement with the Government on May 25, 2005, but mostly flouted the ground rules of a ceasefire. The group then split into two factions – one supporting the ceasefire, led by B Sungthagra alias Dhirn Boro – and the other hardline faction, led by Daimary, which called itself the real NDFB and sought to establish Bodoland. Not only should these sections be adequately represented among law students, legal education imparted should inculcate sensitivity towards the special needs of the under privileged like women, SCs and STs, he added. Pointing out the shortcomings of legal education, he said, "The sad reality is that when we look for experts to head new law schools and new faculties, we have precious few to choose from." He said there was a need to provide more uniform, but calibrated and better salaries, accompanied by considerably improved terms of service. Noting that law libraries were too few and woefully stocked, he said latest tools of research should be provided to students, scholars and practitioners. "Law schools should be linked with the best sources of knowledge globally," he said. Singh said internship and post-degree placements should be regulated to match applicants and recipients appropriately.

The Central Bureau of Investigation (CBI) has roped in the Enforcement Directorate to expand its probe into corruption by the arrested Medical Council of India (MCI) chief Dr Ketan Desai to dig out suspected money laundering by him in India and abroad. While the CBI continues his interrogation by securing his custody from the court, the Enforcement Directorate will be registering a separate case against him under the Prevention of Money Laundering Act. The CBI wants the directorate to identify the properties that Dr Desai acquired through the bribe proceeds, sources said. Dr Desai was arrested by CBI last week, along with two associates, on the charge of demanding a bribe of Rs 2 crores for grant of recognition to a private medical college. The CBI has since unearthed his assets in raids carried out in Delhi, Mumbai, Gujarat and Punjab and the probe continues to trace his other associates involved in similar irregularities of the medical colleges' recognition.

Renewed violence in Swat has raised concerns that Pakistani Taliban militants are regrouping after being driven out of the valley in a major army offensive just over a year ago. Williams, 39, had been serving a 35-year minimum jail term after pleading guilty in 2007 to the murder of three gangland rivals. “Police believe an altercation occurred between Williams and another inmate. Homicide squad detectives are at the scene and are investigating the circumstances,” a police statement said. Australians have for years been fascinated by the sordid drama involving Williams which played out on Melbourne streets for almost 10 years. He, however, said “There were certain radioactive materials which did not have proper labelling and they have been taken care of.” The experts of AERB inspected the Physics Department premises after water was found inside a pit where radioactive materials were stored. “There were minor discrepancies in the pit. But there is nothing to fear from the security point of view. We have fixed the problem,” Raju Kumar of AERB told reporters after the four-hour-long examination. “The officials inspected the Source Room where the radioactive materials are being kept. The pit where the sources are kept is filled with rain water for the past few days,” a senior official said. A four-member team of AERB launched a probe into lapses by DU in auctioning of radioactive material. The team is also looking for radioactive pencils which reportedly went missing. Pental said a team of AERB is currently investigating the laboratories and has not found any unsafe source of radioactive material. The National Disaster Management Authority (NDMA) has suggested screening of people residing or visiting Mayapuri scrapyard, which was affected by radiation contamination, and continuation of the process of finding more sources of radioactivity in the area. “Screening of the people around the area where radioactive Cobalt 60 was found is necessary to rule out the possibility of anyone else being exposed,” a senior member of the NDMA told Press Trust of India. NDMA also recommended scanning of all the shops in the scrapyard of Mayapuri to find out any remaining sources of cobalt 60, he said. The scrap dealers, who were very closely exposed to the radiation source, suffered Acute Radiation Syndrome and one of them died and two more are very critical. According to Atomic Energy Regulatory Board officials, the screening of scrap shops in Mayapuri is being carried out by India’s Radiation Emergency Response system (RERS)under the leadership of Dr Pradeep Kumar with the help of Delhi Police using portable detectors, including survey meters and also teledetectors.

Security agencies in Kuwait have busted a spy cell working for Iran's Revolutionary Guards, feeding information on Kuwaiti and US targets, a newspaper reported on Saturday. Citing high-ranking security sources, Al-Qabas daily said Kuwait arrested at least seven men, some of whom served in the Interior and Defence Ministries, while others include bidoon, or stateless Arabs, and other Arabs. Security agencies are still hunting for six to seven other men suspected of being members of the cell, which was broken up in a coordinated effort between the secret service and Army intelligence, the paper said. Cell members have taken pictures of Kuwaiti military and other vital targets in addition to US military sites, Al-Qabas said.Security forces stormed the home of one of the cell leaders in Sulaibiya, 25 km west of Kuwait City two days ago and found maps for vital sites, highly sophisticated communications devices.

US, Egypt negotiate nuke free zone in Mideast AGENCIES
WASHINGTON, MAY 1 US officials are in talks with Egypt over a plan to make the Middle East a nuclear-free zone, part of an effort to block the Iranian nuclear program, The Wall Street Journal reported Saturday. Citing unnamed US officials, the newspaper said the White House wanted to build on a nonbinding agreement that emerged from a 1995 UN review of the Non-Proliferation Treaty (NPT). That agreement had designated the region as a zone free of weapons of mass destruction: the aim now was to promote a Middle East nuclear weapons-free zone, which would include Israel, the Arab states, Iran and Turkey. The US administration was also seeking a conference on the subject. US officials said talks with Egypt would resume in New York in the coming month during the month-long nuclear Non-Proliferation Treaty (NPT) review conference, the paper said. "We've made a proposal to them that goes beyond what the US has been willing to do before," the Journal quotes one senior US official as saying. However, US officials stressed that they didn't believe progress in the nuclear-free zone talks would happen without first achieving major advances in Arab-Israeli peace talks, the paper noted. The United States had also discussed the proposal with the Arab League and other members

Gordon Brown admitted he is “fighting for his life” as he promised to “never give up” on Labour’s struggling election campaign. The Prime Minister said he was “absolutely determined” to continue the election battle with only five days to go until the polls open. Speaking on a visit to a supermarket in north-east England, he said: "You will see us fighting every minute of every day, every second of every day, for every vote until the campaign is complete. "I'm fighting not just for my life but I'm fighting for what I believe is important for the future of the country. "I never give up and I will never give up." His comments came as Nick Clegg, leader of the Liberal Democrats, hailed The Guardian newspaper's decision to back his party as a "significant" moment. "That is a sign of what's going on in many homes and families up and down the country,” he said. Asked how many seats his party is targeting, he said: "The sky's the limit".
Meanwhile David Cameron dismissed talk of deals in the event of a hung Parliament, insisting he was fighting for an outright Tory win and the country needed "strong, decisive leadership" while on a walkabout in his Oxfordshire constituency. In Newcastle, Mr Brown was challenged as to what he could do now to come back from third in the polls. He said: "Wait and see. Wait and see. We are fighters. Just wait and see what message we are putting to the British people over the next few days. "This is probably the first time that policy is going to be the centre of people's discussions for a number of weeks." Asked about The Guardian endorsing the Liberal Democrats and The Times formally endorsing the Conservatives, Mr Brown added: "I'm not going spend a great deal of time thinking about what papers say today. I'm thinking about what the electorate are saying next Thursday." Joining the Prime Minister on his visit, Lord Mandelson, Business Secretary, denied Labour was "losing" the election and branded Liberal Democrat policies a "joke".

A top adviser to Iran's Supreme Leader Ayatollah Ali Khamenei says Tehran will never trust the West with its nuclear fuel.
Ali Akbar Velayati told the state-run IRNA news agency that efforts to require Iran to send its nuclear fuel to the West to be enriched is proof of their evil intentions.
The proposal by the International Atomic Energy Agency calls for Iran to send its uranium to Russia for enrichment. It would then be sent to France, converted into fuel rods and sent back to Iran to power a nuclear reactor. The proposal is aimed at curbing Iran's ability to enrich its own uranium to weapons-grade level. Tehran insists its nuclear program is for peaceful purposes, but the United States accuses Iran of pursuing nuclear technology to develop weapons.

Top US military officials urged Congress not to lift or ease a ban on gays serving openly in the armed forces until they have a strategy to address "concerns" about the move among troops. US Defence Secretary Robert Gates and the chairman of the US Joints Chiefs of Staff, Admiral Michael Mullen, said in a letter to the House Armed Services
Committee that they "strongly oppose" any change to the prohibition for now. "I hope Congress will not do so, as it would send a very damaging message to our men and women in uniform that in essence their views, concerns, and perspectives do not matter on an issue with such a direct impact and consequence for them and their families," they wrote. US President Barack Obama has called for the repeal of the

A dozen police and security guards patrolled the lobby of the Taixing city People's Hospital the morning after marching parents chanted "We want the truth," asked to see their children and demanded a better government response to the crisis. Photos and video posted online showed hundreds of people massed outside the hospital Friday night, pushing so hard to get in that they shattered a glass door. The school attack in Taixing came Thursday when a 47-yearold unemployed man armed with an 8-inch (20-centimeter) knife wounded 29 students aged 4 or 5 — five of them seriously — plus two teachers and a security guard.
The city government tried to ease fears in a mobile phone text message sent to citizens Saturday. "No one has died, and all of the parents have seen their injured children," the government said. A number of homes across the state house unique and eye-catching alters. BY DOLCY D’CRUZ HERALD FEATURES s one enters a Catholic home in Goa, they see a beautiful altar adorning the house. With flower garlands, sometimes fresh flowers, the altar always stands out. An altar is a place for prayers and devotions for the entire family. The altar is a place where the family sits to say the rosary and sometimes even have Mass for the family. Decorated with worldly beauty, the true beauty of the altar shines when one prays to God and believes in his existence beyond the earthly altar. During the Portuguese rule in Goa, altars were grand structures in the magnificent Portuguese houses. The altars had a picture of Our Lady, often Our Lady of Perpetual Succor, dressed in a real sari for a better effect. The picture would also have flowers made from cloth fixed on the picture and framed so that the cloth doesn’t get dirty. The altar would be built in the wall with a huge cross in the background and small statues of patron saints in the forefront. One such altar can be seen in a house in Divar. Built in 1874, the house originally belonged to a Catholic family and was later sold to a Hindu family. “When we bought the house, the altar was already here with all the statues. We didn’t want to hurt anyone’s sentiments and we believe that God is one so we kept the altar as it was and we light candles and prayer to the Saints. Some villagers approached us, asking us whether we want to shift the altar to the church as it was an ancient altar, but we wanted the altar to stay where it is. The real significance of an altar is when it is worshipped and we do that,” says Shubhangi Naik who is currently living in the house. Francis D’Cruz from Pirna explains the importance of an altar with a humorous anecdote, “There is a joke that once a priest died and went to heaven. Jesus spotted the Priest and said, ‘Come here, can you see Earth?’ So he replied, ‘Yes. My Lord.’ ‘Can you see your church with people worshipping, singing and dancing? Can you hear them?’ The priest tried hard to hear but still couldn’t hear anything. Then Jesus said, ‘No doubt they are praying but they are praying from their mouths but not from their hearts.

Their prayers are not reaching up here.’ The same moral applies here; God didn’t tell us that he wants a grand altar with big pictures or statues and continuous burning of candles. The moment we sit to pray from our hearts, he will listen to our prayers no matter what is set on the altar.” In the Middle Eastern countries, churches are often low key. Catholics there usually live in rented apartments and shift often from one house to another. Altars are also make-shift altars. Anthony D’Cruz, living in Yemen, has built an altar from thermocol and has pictures of Jesus Christ, Mother Mary, and saints like St Anthony and St Sebastian. “I go to church on Fridays but when I am at home, I prefer to sit near the altar and say my prayers and the Rosary daily. It is a place where you can connect with God,” says Anthony. Shedding light on the changing trends of altars, Lydia Fernandes from Ribandar says, “Altars have been evolving since the beginning of time. In Goa, it was the big high altars with huge candle-stands and oil lamps. Then it came to statues with candles, then light bulbs and now you get small electric bulbs flickering like burning candles. Beautification of an altar is considered more important then praying but that doesn’t imply that those with modern altars don’t pray. Belief in God is important and giving prayers a significant time is even more important.”

The job of a journalist is filled with challenges. We are exposed to dangers of various kinds. In Goa too, we are not new to politic bigwigs using their fists on journos or insulting them verbally. When we drive out of our offices at some wee hour of the morning, we never know what kind of danger can be planted on us. But for a genuine journalist, such dangers are no obstacles. Instead, these challenges goad us on and on and on to constantly better ourselves when it comes to serving society. Journalism is an act of service. The core principle is to serve the people. There can be no compromise on that. Yes, we all know that the only constant in life is change. We journalists too need to evolve in order to remain more relevant in a more competitive world, but changes must be for the better not for the worse and whatever changes come about, everything we do ought to flow from just one vital goal; do what’s best to empower your readers with truthful information. We also need to report all sides of the story, be fair to every party. But unfortunately in today’s times of cutthroat competition, the essence of journalism is fast deteriorating. For example, reminisce back to decades ago, when a journalist symbolised a mundane looking frail man in a crowded alley, with his spectacles perched precariously on the bridge of his nose, clutching a pencil and an empty cigarette carton, as he sniffed out news. In today’s world of technology, we perhaps

garner in news with just a touch of the cell phone. Yes, we have more number of stories and in a shorter span of time. But in alienating ourselves from personal contact, aren’t we compromising on quality? When I try to highlight the pathetic living conditions of the ‘dangars’ or the Feni farmers, or the aged fisherwomen who slog till their 80s, I have no choice but to drive for hours to reach them. Their words might say, “No problem Madam, we are managing,” but it is their eyes, their demeanour, their very body language that tells me their true gloomy story. Now isn’t that vital human touch missing today? Another disturbing trend today is the sensationalising of news where we don’t practise responsible journalism. Then we get to the curse of consumerism, capitalism etc where the motive for these people is only to produce goods and services to sell them for a profit and not to satisfy people’s needs. Genuinely speaking, they don’t give a damn to society or the environment. This has resulted in a manic greed where journos get bought and don’t remain journalists anymore; they take on the role of business persons where all kinds of underhand transactions take place in the name of reporting – truly deplorable! Besides, today there is a blur in the line between reporting and advertising. Why aren’t potential advertisers made to understand that they are buying ad space and not editorial coverage? We cannot have advertorials. We strictly need to sell ads in the ads space and report news in the editorial space. There is dire need for all of us journalists to listen to that inner calling and destroy the power we bestow to the corrupt politicians and even more corrupt corporates. We need to constantly remind ourselves that our sole role is to debunk the lies. We need to cut the clutter and report nothing but the hardcore truth.
BY NOMRATHA FERNANDES HERALD FEATURES reativity should be channelled at a young age, most child experts agree, and the more creative options around, a wider scope for expressions. Keeping this in mind, the Museum of Christian Art, Old Goa is organising ‘Fun with Block’, a creative printing activity for children in the premises of the museum itself. Going with the name, the medium utilised to print the design is a block. The process involves using these print blocks to create an original design. “The block has animal or plant motifs carved out which will first be experimented with on paper and then on cloth,” said Natasha Fernandes, curator of the museum. The design pattern however remains open to the imagination of the children. “May 18 happens to be International Museum Day. We usually hold activities on this day for the general public. This year we thought we’d take it up a notch and came up with printing,” she says. The two days of activity don’t just end at imparting the knowledge of printing, but will also prod their interests in museums. “Since the museum showcases Christian art, and Christian art with an Indian influence, we have tried to connect all of our activities with the museum,” the curator states. In this case, she enlightens that through the animal motifs, mainly representing animals in the art on display at the museum, a connect is made. “We will speak about what the animals could symbolise in art and also interrogate the children about their interpretation of the animals or plants and their implications in the art,” she proclaims. This idea behind the intricacies of the activity will bring children closer to museums. “Children and museums rarely connect. We do hope that activities like this further their interests in museums and art,” says the curator, “and well, printing by itself is a skill which stretches a child’s creativity and can be used on a t-shirt or a card and handed out as a gift,” she adds. The curator states that there is a growing interest in creative activities of such a nature from both parents and children. We surely got one body fulfilling their needs.

‘Nightmare on Elm Street’ gets Ickier I
t's been seven years since the original fedora'd and finger-knived Freddy Krueger, played by Robert Englund, got decapitated by Jason Voorhees. But you can't keep a dapper dream-demon down. So here he is in a new incarnation, with Jackie Earle Haley making the character ickier and pervier than before. It's unlikely that anyone old enough to be interested in this movie doesn't already know the story almost beat by beat. Teens are dying in their sleep after a series of bad dreams, and those not yet dead realise they share visions of Freddy, a burned, bladed ghost whose motives are rooted in a real-world incident they must uncover. Director Samuel Bayer is torn between doing something different and satiating purists - to that end, many familiar scenes (the glove in the bathtub, the body bag in the hall) are dutifully recreated; plot-wise, this is way closer to the source than Platinum Dunes' recent revamps of Jason and Leatherface. But it's the moments when Bayer goes off-book that are most effective, using modern special effects to augment the dreams in ways that weren't possibly back in the day, on a budget. The Nightmare on Elm Street series always was the most interesting of the slasher franchises. Instead of offering a limited environment and a silent slayer, the dream settings allowed near-unlimited creativity, and Freddy was both dangerously smart and an irrepressible smartass. Though the movie has got much gorier, this horror movie is actually about something. By tying Freddy's past more directly in with that of heroine Nancy (Rooney Mara), Bayer has turned him into a metaphor for the way repressed traumas can cause harm years later. And Haley, who has recently earned acclaim for playing both a child molester and a comic-book vigilante, draws on traits from both for an unnerving performance that shouldn't disappoint fans.

emo and his troupe, ‘The Microwave Papadums’ Live at the Rajendra Prasad Stadium, Margao! Something that Goa has been anticipating for a long time now. Come the day of the show and the atmosphere at the venue was electrifying. There was a happy buzz in the air, pre show and upon Remo’s arrival on stage a thunderous applause. And then he began. For a few minutes after, the crowd didn’t quite know how to react - should they dance, stand or just sit there and appreciate his music? But as the musicians and Remo belted out his famous ‘Maria Pitache’ the crowd exuded the same amount of energy Remo did, creating a wave of musical energy.

HERALD FEATURES he mega show 'Durga Zali Gauri' was performed at Kala Academy on May 1, 2010. The three-hour ballet drama was directed by Ramesh Purav under the guidance of Guru Parvatikumar, music by Shank-Neel and produced by Arun Kakade for Avishkar Chandrashala. 'Durga Zali Gauri' is a story of an adolescent princess and describes her journey from a feisty Durga into a compassionate Gauri. The musical showcases her life and transformation from a spoilt princess to one who appreciates the work of labour. The original production was created by Avishkar Chandrashala almost 25 years ago. 'Durga Zali Gauri' was first staged in 1982, and has performed over 500 shows till date. The uniqueness of this production is that there are 60 artists performing from the age group of 6-25 years. The shows are specifically held during the summer vacations when the artists are free from academic studies. There will another performance of the the musical today at 7pm at the Kala Academy.

eal was born Henry Olusegun Olumide Adeola Samuel. He is of Nigerian descent but has lived in England. He is an English R&B and soul singer and a songwriter as well. Following a singing stint in local clubs and bars, in Paddington, UK where he was raised in the 1980s, Seal later joined Push, a British funk band, and toured with them in Japan. He even joined a blues band in Thailand before leaving the group and taking a tour of India on his own. Seal first came into prominence as a singer as vocalist on producer Adamski’s single ‘Killer’ in 1990. The single eventually reached number one in the same year on the UK charts. The album ‘Seal Hits’ is one of the latest additions to his already expansive repertoire of albums. This one includes the song that brought him into focus for the world to hear ‘Killer’. The other song on the album, ‘Crazy’, also became an international hit in 1991, and went up to number seven on the Billboard Music Charts and touched number two on the UK charts.
The album also includes songs like ‘Get it Together’, ‘Kiss from the Rose’, ‘A Change is Gonna Come’, ‘Amazing’, etc. The album has some enjoyable moments with Seal’s hit songs bringing on a musical treat to the listener. This is a compilation album and has two new tracks in ‘I am Your Man’ and ‘Thank You’. The two tracks live up to what is expected from Seal and his song writing. They are two new hits as all his songs are. The song ‘My Vision’ features Jakatta. This is his tenth album. The album has everything that would make some enjoyable listening. The soothing voice and the excellent music exudes a relaxing ambiance, thereby enhancing the joy of listening.

League. Mumbai FC travelled to Kerala without some key players due to injuries and suspensions but they were still desperate to end their eleven match winless streak in the I-League. Hosts Viva came into this after suffering back-to-back defeats so they too were aiming for a win. Salgaocar will encounter a strong challenge from Churchill Brothers, who need a victory to keep their hopes for the title alive. Salgaocar may have not produced some spectacular performance but they have shown marked improvement under new Moroccan coach Karim Bencherifa. There is new confidence and the coach draw solace from the fact that his boys managed to pull out an upset victor y over table toppers Dempo. “The match is very important and I’m confident that the boys will rise to the occasion. We are looking forward to the tie against Churchill,” Bencherifa t o l d H e r a l d o n S a t u rd a y. “Churchill are a strong side, but we will play to win,” Karim added. “I have great respect for Churchill Brothers.They have a balanced team and are a very set side. Derrick makes clean sweep

Derrick made a clean sweep of both the races to build up a sizeable lead over his nearest rival Donald Coelho on the penulti-
mate day of National Boardsailing Championships off Dona Paul on Saturday. Derrick, who surrendered his National title to Donald Coelho last year sailed with a vengeance to prove that he is still the best boardsailor in the country inspite of his advancing age of 49 years. The first race was sailed in winds of about 12 knots. Derrick got off to a perfect start followed by Remy and Donald. Remy kept the pressure on Derrick throughout the race by engaging him in a constant tacking duel. Derrick fought gamely and maintained his lead from start to finish and to win the race comfortably followed by Remy and Donald. The second race saw the wind pick up to about 16 knots. A de-
termined Donald kept Derrick covered at the start, resulting in a nervy Derrick shooting over the start line before the start of the race resulting in his having to incur the penalty of restarting the race. This gave Donald a chance to get a perfect star and establish a clear lead over Derrick and Remy. Donald took full advantage of the situation and built up a sizeable lead leaving Derrick and Remy to fight for the second spot. Derrick inspite of starting in third spot kept up the pressure and sailed hard to catch up with Remy by the last leg of the race. It looked like Donald would win the race comfortably; however on the last leg of the race, an overconfident Donald shockingly sailed to a wrong mark giving Derrick the opportunity to close the gap and
race to the finish line. By the time Donald realized his mistake it was too late for him to take corrective action resulting in him finishing third behind Remy. Manoj Kumar of Army sailed consistently throughout the championship to take the fourth place in every race. Young Dwayne Coelho who is sailing in the National championship for the first time performed creditably to finish the first race in the seventh place and second race in the sixth place inspite of sailing with a much smaller sail of 5.5 m. As against the normal sail of 9.8 m. The last two races of the championship will be sailed tomorrow followed by the closing ceremony at 6 p.m. Admiral Sudhir Pillai will be the chief guest for the closing function.

l New treasurer is alive and kicking, asserts secretary HERALD REPORTER PANJIM, MAY 1
Pilerne Sports Club has strongly refuted the allegation that a dead man still continued to be their treasurer ever since the constitution of the Club 25 years ago, though it has admitted that it didn’t conduct any activities since June 2006. In a statement issued here Saturday evening, club secretary Pradip Malik asserted that Mahadeo Nagvekar, who was elected at the general body of the Club on November 7, 2004, is very much alive and kicking. Interestingly, Malik pointed out that records show that Prakash Bandodkar, the member who addressed the press conference and disclosed that a ‘dead member continues to be treasurer of Pilerne Sports Club”, had attended the subsequent general body held in April, 2006 where the minutes of the general body in which Mahadeo Nagvekar was elected as treasurer were confirmed.
Malik lamented that the name of late Belarmino Azavedo, a founder member and treasurer at the time of registration of the club with SAG has been needlessly and mischievously dragged in this controversy. The secretary however, admitted that no activities were held from June 2006 till March 2010 at Maddanim ground because the ground was waterlogged due to the continuous breaching of sluice gates. “This was also the principal reason why the club remained dormant and no general body meeting was held. Nevertheless, we accept the responsibility for not holding the general body”, he claimed. Nonetheless, he said they had been submitting all information as per their requirement, such as, audited statement of accounts, report of activities, names of executive committee, minutes of general body meeting etc from time to time to SAG, the last being on May 25, 2006.

Hosts St Anthony Club of Colva sailed into the quarter-finals of St Anthony’s Super Cup football defeating Dramapur Sports Club 1-0 at Colva ground on Saturday. Colva scored what turned out to be the match-winner in the 5th minute thropugh Leslie Fernandes. Colva dominated the exchanges with Dramapur being put on the defensive for most of the time. Dramapur had a chance to forge ahead when Ryan got the better of Clyde and fired a shot
which was however saved by the Colva goalkeeper Joao Falcao who dived full length and in the process got injured and Dulio Andrade who was playing as right back did duty under the bar. Colva had the upper hand in the second half with Lelsie and Joao missing easy scoring chances. However, following a counter-attack Dramapur almost equalised but a timely clearance by Nelson saved the day for Colva. Jorex Fernandes of Dramapur was awarded the man-of-the match prize.

BCCI President Shashank Manohar would brief the committee members about the various issues surrounding IPL, which is under the Income Tax and Enforcement Directorate's scanner for alleged violations of various laws, but there would not be any discussion of these at the sitting, BCCI sources insisted. Churchill Bros defender Gouramangi Singh has been invited by Melbourne Heart FC, a Melbourne based A-League club for a 2-week trial from June 7-19. The international defender will be the only second Indian player from the current squad and only the 4th Indian player in history to ply his trade abroad.
