The United States, United Kingdom and Australia today issued fresh advisories, warning of “imminent” terror attacks in New Delhi, particularly in market places like Connaught Place, Greater Kailash and Chandni Chowk, which are “attractive targets” for terrorist groups. Highly placed government sources told Press Trust of India that the advisories are being taken “seriously” and Delhi Police has been asked to be on “full alert”. The US, in its Warden Message updated today, said there are “increased indications that terrorists are planning imminent attacks in New Delhi.” The advisory, primarily intended for American citizens in India, said it provides updated information related to the April 21, 2010 Warden Message and additional information related to the Travel Alert issued for India on April 16, 2010. “Markets such as those located in Chandni Chowk, Connaught Place, Greater Kailash, Karol Bagh, Mehrauli, and Sarojini Nagar, can be especially attractive targets for terrorist groups,” the advisory said. In its advisory, the UK said, “At this time there are increased indications that terrorists are planning attacks in New Delhi.”

The Australian advisory said, “Reliable reporting indicates that terrorists may be planning to attack markets in New Delhi, including those frequented by foreigners. Such attacks could occur at any time from April 22.” It “strongly” advised Australians to avoid all markets in New Delhi until further notice and exercise “high degree of caution”. These countries have been is-
suing such advisories in the past also but this time they have talked about an “imminent” threat about terrorist strikes in Delhi. Government sources said Delhi is always “high” on the terror target and additional forces are being deployed in the city. Delhi Police issued an appeal asking the public to be “vigilant and fully cooperate” with it. It said, “Delhi Police is aware of the advisory issued by US embassy that there are increased indications that terrorist attacks are imminent in New Delhi. Delhi Police is taking appropriate measures in this regard.”
Parleys fail to break Jharkhand stalemate PTI NEW DELHI, MAY 1
Though Jharkhand Mukti Morcha (JMM) and other alliance partners seem to be in agreement that Jharkhand chief minister’s post should go to the Bharatiya Janata Party (BJP), the stalemate due to differences over other issues continued today even as National Democratic Alliance (NDA) allies agreed to continue talks. “The talks between BJP, JMM, All Jharkhand Students Union (AJSU) and Janata Dal(United) were held in a cordial and positive atmosphere. The talks were held in the context of the letter written to BJP President Nitin Gadkari by JMM legislature party qleader Hemant Soren. We will continue our talks,” BJP General Secretary Ananth Kumar said. The commercial capital was literally painted red on Saturday as the All India Trade Union Congress (AITUC) commemorated May Day at the historic Lohia Maidan.
The impressive meeting that followed at the Lohia Maidan urged the working class to brace for a battle ahead against the discriminatory policies of the government. The meeting demanded promulgation of the floor level minimum wage at the rate of Rs 10,000 per month for the unskilled category. AITUC Deputy General Secretary Raju Mangueshkar demanded that the government immediately settle the long pending demand of minimum wages for the working class. He, however, complimented the government for the decision to implement the VIth pay Commission recommendations for the Kadamba Transport Corporation (KTC) employees and Panchayat workers. Various leaders while addressing the workers have demanded a roll back of the prices of petrol and diesel, set up a national fund for unorganized labour, restore interest rate on Provident Fund deposits at the rate of 12 per cent and recognize the right to organize and right to strike as a fundamental right. The leaders demanded an immediate stop to the crimes against women and children and demanded that the government stop job losses, retrenchments, closures and lay-offs.

Diplomat Madhuri Gupta, accused of passing classified inf o r m a t i o n t o Pa k i s t a n i intelligence agencies, was today produced before a Delhi Court which sent her to 14 days judicial custody. Gupta, who was posted as IFS- Group B officer in the Indian High Commission in Pakistan, was arrested on April 23 for allegedly violating The Official Secrets Act. The woman officer was produced before Chief Metropolitan Magistrate Kaveri Baweja after the end of her police custody. During the chamber hearing, Delhi Police Special Cell sought two days further custodial interrogation of the accused which was, however, refused by the court. “Madhuri Gupta is sent to judicial custody till May 15,” Yogender Dahiya, counsel for Gupta, told reporters outside the Tees Hazari court here. 53-year-old Gupta was arrested after being called back from Islamabad where she was posted as Second Secretary in the Press and Information wing.
Pakistani troops tonight fired on two forward posts of India injuring a Border Security Force (BSF) jawan in Poonch sector, in yet another violation of ceasefire along the Line of Control. The Pakistani troops opened fire from small arms on Dokha and Pipol posts in Krishna Ghati belt of Poonch district at around 6 p.m., a senior army officer said. The BSF jawans returned the fire, triggering an exchange of firing that lasted till 9 p.m. A BSF constable was injured in the firing from across the LoC, the officer said. Troops along the sector were put on alert in view of apprehension of infiltration bid by militants, he added. The ceasefire between India and Pakistan has been in force since November 2003. Meanwhile the security apparatus was beefed up after a five-hour-long intermittent firing from Pakistan side on a the BSF ’s outpost along the International Border (IB) in Samba district of Jammu and Kashmir early today, official sources said.

IAEA seeks info on radiation leak PTI NEW DELHI, MAY 1
The United Nations atomic watchdog sought more information from India about mishandling of radioactive material by Delhi University today as the country’s nuclear regulator conducted inspections at the varsity campus. The Atomic Energy Regulatory Board (AERB), the country’s apex radiation safety regulator, inspected the university’s radioactive material storage room after it reported seepage of rainwater in it. The Delhi University is in the
eye of a storm after it came to light that Cobalt-60, which led to radiation exposure claiming one life in Mayapuri, originated from the varsity which auctioned a gamma irradiator to a scrap dealer. International Atomic Energy Agency spokesman Marc Vridricaire said in Vienna that the watchdog had become aware “of the possibility of a serious radiation emergency at Mayapuri in New Delhi” via media reports on April 9. All clear for Headley access: official PTI NEW DELHI, MAY 1
The government today said that all “bottlenecks” for access to 26/11 accused David Headley have been removed and a new team will be sent to the United States to pursue the matter. “...All the bottlenecks (for access to Headley) are removed and we have a way forward. So it’s up to us to operationalise the plan forward,” said Solicitor General Gopal Subramanium, who has just returned from the US after holding discussions in this regard.
The law officer told reporters that “Once we are ready to constitute our team, and get off board from India, the access should be possible.” He was asked as to how early India could get access to Headley. He appreciated the “unstinted cooperation” from the US authorities and said he had a “very fruitful” round of discussions with them. Subramanium’s five-day visit was primarily aimed at understanding the US legal system within which India could get ac-
cess to Headley, a PakistaniAmerican national, sources said. He discussed with officials of the US Justice Department modalities for access to Headley, a Lashkar-e-Taiba operative, in an appropriate legal format. India wants to question Headley in a manner that his statement would be acceptable in a court of law here. In this regard, a chargesheet would also be required to be filed against Headley in India. Headley, who was arrested in October last, has entered into a plea bargain with the US gov-
ernment wherein he has offered to be available to foreign investigators through deposition, video conferencing or letters rogatory. Subramanium had earlier advised the government to settle for nothing less than Headley’s extradition to ensure his thorough custodial interrogation. Headley has told his America interrogators that he had several times conducted recce for the Mumbai attacks. He has also revealed that a serving Pakistani army major had given training to him in Pakistan.
