Cyclonic storm Laila late on Thursday caused havoc in coastal Andhra Pradesh, killing 14 people, inundating scores of villages and inflicting massive damage to infrastructure, before heading towards the neighbouring Orissa. Accompanied by heavy rains, high storm surges and winds with speed of 125 km an hour, the storm hit southern part of Andhra Pradesh snapping mobile links, forcing cancellation of trains and damaging electricity and communication systems. Officials said huge storm surges were seen in the Bay of Bengal when the cyclone hit the coast about 50 km from Bapatla, a town in southern district of Guntur. Storm surge of 1.5 to 2 metres inundated the villages along the coast, the officials said. After the landfall, the cyclone re-emerged in northern Bay of Bengal and headed towards Balasore in neighbouring Orissa. Weather officials said the course of Laila was not unusual as there were precedents of cyclones re-emerging on sea after landfall. “We are still assessing the damages caused by the cyclone in coastal Andhra,” a top official in the disaster management department said in Hyderabad. However, massive destruction is not likely as the cyclone had shown signs of weakening before it hit the land. “The intensity of cyclone Laila has reduced in the last 12 hours and it will further weaken in the next couple of hours. But it will continue to cause heavy rainfall over coastal Andhra Pradesh and Telangana during next 36 hours,” Indian Meteorological Department (IMD) director general AK Tyagi told reporters in New Delhi.

The rain and accompanying strong winds battered the six coastal districts of Andhra Pradesh where at least 11 towns and 1,500 villages were plunged into darkness as electricity poles and transformers were uprooted, officials said in Hyderabad. Officials said high speed winds also uprooted cell phone towers and damaged other communication equipment in Prakasam, Guntur, Nellore, Krishna, and East and West Godavari districts.
A politician from Poinguinim has been reportedly booked by Karwar police on charges of transporting contraband liquor from Goa on his motorcycle. It is learnt from sources at the Karwar police station that the vehicle was intercepted by them carrying the contraband liquor on March 10 at Kodibag Karwar, but the rider of the vehicle ran away leaving the bike by the roadside. NEW DELHI: (AGENCIES) - Cyclone Laila will be hitting the eastern coast of India on Thursday afternoon. But just why is the cyclonic storm named Laila? The cyclones originating in the Indian Ocean are named by eight countries north of the ocean - India, Bangladesh, Pakistan, Sri Lanka, the Maldives, Myanmar, Oman and Thailand. The procedure of naming the cyclones has been laid down by the World Meteorological Organisation (WMO) and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The eight north Indian Ocean countries have prepared a list of 64 names for the cyclones. So according to the cycle the name of the cyclone currently raging in the Bay of Bengal was given by Pakistan. Unlike Western countries, the storms in the Indian Ocean are being named since 2004 only following a meeting of the WMO and ESCAP on Tropical Cyclones in 2000. Till now 64 cyclones have been named. The Central Bureau of Investigation (CBI) carried out weeklong nationwide surprise checks against spurious drugs and adulteration and pilferage of petroleum products and public distribution system (PDS) and registered 17 cases, including six cases of spurious drug sales in Nagpur, Delhi and Chennai. The checks mounted under a special campaign by all branches of the CBI during the week ending May 19 also resulted in registration of 11 cases in Delhi, Chennai and Thiruvananthpuram against petrol pumps and
PDS shops in 85 raids conducted with the oil companies’ representatives. There were 62 raids on the medical shops and manufacturers. In Nagpur, a case was registered against a Nagpur-based Ayurvedic company and a Moga
(Punjab)-based herbal pharmacy and public servants for cheating public by producing and selling adulterated and spurious ayurvedic medicines. The case was registered on the basis of seizure of six documents and seven boxes of spurious/ adulterated ayurvedic medicines from the Nagpur firm. The surprise checks were conducted to check the supply/manufacture of spurious drugs, sale of expired medicines, supply of spurious drugs through CGHS/Railways Hospitals/other Government channels and manufacture of medicines without licence.

Pakistan today blocked popular video sharing website YouTube for hosting “sacrilegious content”, a day after severing access to social networking site Facebook over a page featuring blasphemous caricatures of Prophet Mohammad. The Pakistan Telecommunication Authority directed internet service providers to cut off access to YouTube after a special monitoring cell determined that “objectionable” content on the site was increasing. PTA initially blocked about 450 web-pages and links with “blasphemous” and “sacrilegious” material but subsequently decided to completely cut off YouTube, an official spokesman said. In an interesting development in the Cuncolim girl shooting case, the mother of the deceased girl has provided names of suspects to the police, her daughter’s female friend and one Maria from Mumbai. Cuncolim police station incharge, PI Nelson Albuquerque, however, said the police are investigating into five possible angles, besides the two angles suspected by the mother of the deceased. Wilma’s mother Rita told newsmen that she has given the names of two suspects, who
need to be interrogated by the police. “My daughter’s friend from Agassaim should be thoroughly interrogated by the police. Also, the police should interrogate Maria from Mumbai, who had threatened me way back in 2007”, Rita alleged. ‘Paramour’ held for rape, cheating HERALD REPORTER PANJIM, MAY 20
One Samir alias Hassan (26), son of Mohammad Hasan and resident of Vasco was arrested today by Women’s police station Panjim, after a Miramar girl filed complaint of rape and cheating against him. Women’s police officials said that the complainant 24 years of age, who is a native of Kolkata, filed a complaint at the Women’s police station that the accused became friendly with her seven years ago. According to the complaint, the accused falsely proposed her for marriage and had sexual intercourse on many occasions in Panjim and Vasco for last seven years. However, he never married her and when she insisted Samir demanded Rs five lakh cash and gold to marry her, police said. Further, he threatened the girl to spoil her name in case she failed to pay the amount. Based on the complaint, the accused was arrested today and both the accused and the victim were referred for medical examination. While the medical examination report is awaited a case under section 376 (rape), 424 (cheating) and 506 for threatening has been registered, police said.

A day after Kadamba Transp o r t C o r p o r a t i o n ( K TC L ) made its complaint number public, the officers claims to have received around 70-odd complaints within few hours, most of which were from senior citizens. “I have received 50 calls since morning and my colleague officer too, whose number is made public has received many complaints,” KTCL deputy General Manager Sanjay Ghate told reporters. The state-owned corporation is itching to hike its revenue by all means and have axed nine of its conductors for non issuing of tickets to the passengers, in last three months. “In most of the cases, people complain for not issuing tickets instead of paying money. The complaints come mostly from the rural parts of the state,”
Ghate stated. KTCL fears to worsen its financial crisis after the implementation of sixth pay commission to its staff, who will be enjoying 40 per cent salary hike. “The target is to achieve at least 10 per cent hike in the revenue. We are exploring all the possibilities for it,” Ghate said. KTCL gathers Rs 15 lakh revenue monthly. The corporation has decided to plug revenue leakages on the routes by activating its squad of ticket checkers. The officers are asked to have random ticket check to ensure that conductors do not reissue same ticket. “Another factor would be to increase the passenger load. We have instructed drivers not to ignore the passengers on the road,” Ghate said. The corporation has been re-
ceiving complaints from the passengers that the buses do not stop. “This morning I have received two complaints from group of four passengers each that the driver did not stop the bus although it was empty,” Ghate said. KTCL has decided to inquire into each and every complaint received by them to make sure that the drivers and conductors do not play mischief. The corporation has already asked its staff to be hospitable to the passengers and treat senior citizens and ladies with respect. “The passengers will bring us revenue and we cannot disrespect them,” he said. The staffs are also imparted orientation training by Central Board of Workers Education in batches.

Af ter Tourism Minister, Mickky Pacheco, PWD Minister Churchill Alemao has donated portable morgues and a hearse van in memory of his mother Eslinda Alemao on Thursday. A total of eight morgues have been donated by the PWD Minister for the people of Goa, of which four will be stationed in Navelim, and two each in Curtorim and Cuncolim. “These morgues are at the disposal of the people of Goa. Anyone can avail the facility free of cost”, he said. Alemao said this facility is being arranged as there’s hardly any place to place bodes in the Hospicio mortuary. “Politicians are being criticized every time there is no space at the Hospicio mortuary. In the Goa Assembly, we had discussed the matter of unclaimed bodies of outsiders lying
in the morgue for months without disposal, but there’s no solution till date”, he said. In the absence of adequate space at the Hospicio morgue, bodies are often shunted to the Goa Medical College and Hospital(GMC) , he said, adding “this creates h a rd s h i p s t o t h e p e o p l e whose children are abroad”. Replying to a question, he said a body can be preserved in the portable morgue for 8.10 days and have the inbuilt mechanism even in case of power failures. He said a mechanism would be put in place whereby people in need of the morgue can contact a phone number and avail the facility. The morgue, hearse van and the coffin stand was inaugurated at the hands of the Parish Priest of Our Lady of Gloria Church, Varca Fr Luis Coutinho in the presence of Urban Development Minister and Cuncolim MLA Joaquim Alemao.

Sleuths of the Excise department from Salcete on Thursday evening raided two places at Bapsora-Betul and Cuncolim market and seized liquor worth Rs 4000. Excise Inspector Milagres Soares, who led the raiding team, informed that the two outlets had no Excise license
to sell liquor. He said the raids were conducted after information was gathered by the Excise staff that liquor, including Beer was sold at these two premises. A case has been registered under the Excise Act against the two persons. Further investigations are on.

The body of the man, who jumped into the river in a desperate bid to rescue his lover on Wednesday, was fished out from the Zuari River on Thursday morning. Curchorem police stated that the deceased, Mohammed Arif Shaik was employed as a salesman in the Curchorem market, while his lover was employed at a cyber-café in the Curchorem market. Police conducted the inquest and sent the body for an autopsy at Hospicio at Margao, before handing it to family members for final rites. The woman, who was rescued from the river, is undergoing treatment at Hospicio and was not in a condition to give her statement, police said. PI Bhanudas Dessai is investigating the case.

The heritage lovers in Goa have demanded that the state government should look after upkeep of 52 monuments, which are neglected grossly. “There are 52 monuments which have been listed by the state government. There is an immediate need for their protection and upkeep,” Goa Heritage Action Group (GHAG) has said. The group earlier had submitted memorandum to Chief Minister Digambar Kamat bringing to his notice utter negligence of these monuments. The group said that they with the support of INTACH, the Corporation of City of Panaji (CCP) and the Department of Archives and Archaeology have made a comprehensive listing of heritage structures in the state. “This list needs to be recognized and the protection of law needs to be given,” GHAG vice president Prajal Sakhardande

A house and four firewood storing structures went up in flames in a fire at Matvem-Moll, Khola on Thursday afternoon, causing a loss of Rs 2 lakh. According to Canacona fire services, some people were working to repair the roof of a firewood stocking hut and a fire was lit nearby to destroy the unusable materials brought down from this hut undertaken for repair. However, the flames spread quickly due to strong winds and destroyed the five structures within minutes. The fire services received a call at about 11 am and reached the accident site within minutes. But one trip was not sufficient to bring the raging fire under control, forcing the fire services to return a second time to finally successfully stop the uncontrollable fire from spreading to nearby houses. A fire brigade succeeded in stopping the fire from engulfing the house (roof tiles) of one Ramesh Dholo Velip, but could not do anything to save his firewood stocking hut, causing Ramesh a loss of over Rs 80,000. Chief Minister Digambar Kamat has assured retired seafarers that he would take up with the National Union of Seafarers of India (NUSI) the long-pending issue of enhancement of pension for the retired seafarers. Kamat made the promise to a delegation of Goan Retired Seamen Welfare Association, who called on him seeking his intervention to solve their long pending grievances. “I have promised the retired seafarers that I will discuss with the NUSI general secretary Abdul Ghani Y Segang on the phone. If required, I am ready to meet Segang when in Mumbai to understand and resolve the problem of the seafarers”, the Chief Minister later told Herald. The seafarers association led by Ifrona Dias and others briefed the Chief Minister about the pathetic state of the retired seafarers and their demand for an enhancement of the monthly ex-gratia relief. Dias told newsmen outside the Chief Minister’s residence that the Chief Minister has assured to take up their problems with the NUSI general secretary. “We had made several representations to NUSI and ITF, but in vain. Thecaseisbeingpursued in London by Morris”, he said. The Goan Retired Seamen welfare Association President further said that the retired seafarers and widows of the seafarers had been demanding a hike in the monthly ex-gratia relief from the existing Rs 200, but the demand has till date not found favour with the NUSI management. Moreover, the retired seafarers maintained that the monthly ex-gratia relief of Rs 200 is not being disbursed on a monthly basis, but comes once in six months or more. “How can the retired seafarers survive in this inflationary conditions. This despite the fact that these very same seafarers had brought in rich foreign exchange and supported the economy with their earnings”, he asserted. Dias said the NUSI general secretary during his visit to Goa in 2007 had promised an enhancement in the ex-gratia relief, but in vain.

Home Minister Ravi Naik on Thursday said the Goa Police will seek a copy of the charge sheet filed by the National Investigating Agency (NIA) into the Margao bomb blast case, before the Home Department conducts an inquiry into the Sanathan Saunstha. It may be noted that Chief Minister Digambar Kamat had refused to ban the Sanatan Saunstha till the home department examined the charge sheet filed by the NIA in the Margao bomb blast case. NIA had filed the chargesheet before the district court on Monday,
indicting 11 accused, two of whom have died, in the Margao bomb blast and a conspiracy to execute serial blasts in the State. The Sanathan Saunstha was under observation after its activists were linked to the Margao blast, which took place on the eve of Divali last year. Speaking to Herald along the sidelines of a function at the Old Goa Urban Co-Operative Credit Society, Naik said: “As far as NIA has filed a charge sheet, we have asked the police to seek a copy of the charge sheet. NFF rejects CRZ-2010 pre-draft notification HERALD REPORTER PANJIM, MAY 20
The National Fishworkers Forum has rejected the Coastal Regulation Zone-2010 pre-draft notification in two back-to-back meetings in Chennai and decided to fight the same tooth and nail till the issues opposed by the fishing community were not done away with. Chairperson NFF Matanhy Saldanha who chaired two meetings, one of the executive committee of the forum and the other with civil society organisations, observed that the eight million fishermen in the country were opposed to the notification in its current form. Saldanha said they will wait and watch as there is still time for objections and suggestions after which the final draft will be placed for further scrutiny for another 60 days. The sixty days period may begin from May 30, 2010 or some further date, but this is a welcome sign by the Union Ministry of Environment and Forests which allows the fishermen to react to the notification, he stated.
But while welcoming this move of the MoEF, the Chairperson of NFF, observed they were of the firm view the overall effect of the proposals contained in the pre-draft notification were to weaken coastal protection rather than strengthen it. Saldanha said, “The comments and the recommendation that came out of the two meetings in Chennai have been forwarded to the Centre and we will keep sending more such views on the notification as and when deliberations take place.” He said one of the most contentious issues was building of around 365 ports along the country’s coast that will displace the entire fishing community. “We reject the idea of CRZ 2010 that ports can be permitted in low erosion coastlines. This is rubbish because there are other environmental impacts that can arise out of this logic of building ports in low erosion coastlines,” he asserted. Saldanha further rubbished the notification stating the same allowed nuclear power plants within 500 metre zone and even
in CRZ-I areas. Such callous disregard for human safety and environment is being legitimised in CRZ-2010 pre-draft notification, he stated. Further, he mentioned, the notification which is a complete notification and not an amendment to CRZ-1991 makes case for encroachments by industries, Special Economic Zones, power plants, etc. The NFF Chairperson has called for inclusion of the fishing community in coastal protection as it was the single biggest community and the best ally for the MoEF. Hence it is pertinent that the fishing community and its organisations find due place while framing costal regulations, he asserted. He said the two meetings of NFF came to a broad-based consensus on the CRZ-2010 stating it failed to meet the two criteria used by the forum to judge it. First there is no increased coastal protection and second protection of the rights and interests of the fishing communities is nowhere to be seen, he mentioned.

A 52-year-old employee of the Mormugao Port Trust (MPT) was mysteriously found dead by the side of the highway opposite the Toyota Showroom at Cortalim on Thursday evening. The deceased has been identified as one Deelip Kalangutkar of MPT Colony, Headland Sada, Mormugao, who was working in the MOHP department of the MPT. Verna police found the body at about 6.30 pm and declined to comment on the nature of death, stating that the autopsy was yet to be conducted on the body. Engineer drowns after falling into sea HERALD REPORTER VASCO, MAY 20
A mechanical engineer from Lucknow, Uttar Pradesh, drowned after accidentally falling in the sea at Mormugao Port Trust (MPT), on Thursday afternoon. According to reports, Rajesh Agarwal (57), a mechanical engineer employed for a Germanbased company, had arrived in the State from Germany on May 8 to undertake some repairs on an iron-ore cargo ship anchored
at the Mooring-Dolphin at MPT. While getting into the launch after finishing work at the anchored ship, Agarwal accidentally fell into sea. He was later pulled out from the sea and was rushed to port hospital, before being shifted to a private hospital at Chicalim, where he breathed his last. Mormugao police has registered a case of unnatural death and is investigating the case.

The Margao Municipal Council has told Fomento that work of covering the existing garbage dump with tarpaulin and necessary drainage system is yet to commence at Sonsodo. Reminding Fomento that the company had committed to return back the draft Concession agreement mid-May 2010, MMC Chief Officer Y B Tawde said the Civic body is yet to receive the draft concession
agreement to place the same before the Council for ratification. Requesting the company to convey its expeditious implementation of the project, Tawde said work on the project is being monitored by the high court, adding that the time scheduled bar chart submitted by the company has been placed before the Court. The MMC Chief Officer also drew attention of Fomento Director that the commitment to put in operation four trommels at the sonsodo site by May 20 also remains unfulfilled Tawde recalled that this assurance was given by the company during the visit of the Chief Minister along with the Urban Development Minister in the first week of March 2010. “We are almost in the last week of May 2010 and it is seen that work of covering the existing garbage dump with tarpaulin and necessary drainage system etc is yet to commence. Priests: In The Footsteps of Christ

M
uch heat and less light has been generated by a statement the chief minister is purported to have made to protesting villagers. At a May 17 run-in at the Secretariat, chief minister Digambar Kamat is supposed to have told members of the ‘Village Groups of Goa’ network that he did not depend on their votes, that he didn’t care, and they were free to do what they wanted. Or words to that effect. This is just one version—the protestors’ version—of what is supposed to have said behind closed doors. It’s hard to know conclusively whether the chief minister really said words to these effect, whether this is an accurate report, and what was the context in which it could have been said. In the meanwhile, those who would like to see another set of politicians in power have gone to town on the basis of these reported comments. They’ve been held out as an example of the fact that the chief minister simply doesn’t care for the citizen, or those who would like to raise some concerns. Meanwhile, the protesting villagers have gone on to give another twist to the purported comments. They’ve suggested that the Congress doesn’t care for “Goan votes” and insinuated that the party can, in any case, come to power on the basis of “migrant” votes. Such “insider-versus-outsider” bile can lead to a lot of bitterness. Most—if not all—of Goa’s governments since 1963, and definitely in colonial times too, took a “we don’t care” approach to all those raising inconvenient questions. But can politicians afford this now? Constituencies are fought and won over tiny margins. Protestors offer an early-warning signal into what could be going wrong; worse still, from a political perspective, their very real sentiments could be effectively diverted to play all kinds of political games. Kamat and the Congress must realise that even innocent comments—leave aside careless ones—could act as the proverbial oil on the fire. An overactive clique of politicians and their back-room campaigners are working hard to cash in on the genuine grievances of the citizen. To create all possible misunderstandings between the ruling party and the voter. Even if the Congress is sitting pretty, notwithstanding recent toppling bids, it can’t take things for granted. Just because there is still time left for the next assembly elections, it’s no excuse for the ruling party to take the citizen for granted. The charge about the CM’s purported statement comes in the wake of an ongoing campaign against the migrant into Goa. Rightly or otherwise, the migrant poor is being seen—and projected—as a block voter, who could be used to elect controversial politicians and governments to power. If this is true, it’s bad; and if untrue it’s wholly unfair. Such issues need to be addressed on time. On the one hand, if a person—regardless of origins—is qualified to be a voter, then he or she is definitely entitled to be one. But packing the electoral rolls with questionablyqualified and non-resident persons, in a way that distorts the local mandate, is grossly unfair. Likewise, to attempt to claim that genuine voters are bogus is unfair on the part of those raising the issue. Poll managers of various kinds in Goa have become expert in deciding results. In comunidade polls of some areas, gaunkars are brought in from places as far away as near Belgaum, wined and dined, and made to vote and help those controlling urban land speculation-linked stakes. This happens in some political elections too. In places like Mapusa, poor voters needing a home are given land and made into block-votes that helped the Congress, its varied offshoots, and—surprise of surprises — even the BJP, which makes such a hue and cry about migrant voters when it doesn’t suit the party. If the chief minister didn’t say or mean what the protesters claim he did, then a clarification would be welcome. This could halt needlessly raking up troubled waters, and creating a further rift for dubious political reasons.

Secularisation of the world and life presents the greatest obstacle to priestly ministry writes IBONIO D’SOUZA
he Catholic Church has been observing the year 2009-10, (beginning on June 19 2009), as “Year of Priest”. It has been declared thus by Pope Benedict XVI for our Church to focus on the priesthood and to encourage priests’ yearning for “spiritual perfection”, the keystone for effectiveness in their ministry. Reflecting on the dedication, questions like: Who is a Catholic priest? What is his role and mission? What is the state of priesthood today?, instantly arise. Priesthood in the Roman Catholic has a long history of 2000 years. It all began with Jesus. When Jesus was on earth, He instituted the Seven Sacraments. One of them was Holy Orders, the priesthood. The primary purpose of the priesthood is to minister to the people, and administer the Sacraments to them. The Catholic tradition has maintained the purpose and form of the priesthood much as Jesus intended. Role and Mission of priests: The Second Vatican Council, in early 1960s, beautifully described the role of priest by noting three functions: “Preach the Gospel and Shepherd the faithful and…… Celebrate Divine Worship”. We have been most familiar with “Celebrating Divine Worship”, meaning, the Mass. But the Second Vatican Council gave renewed priority to the ministry of the Word, which makes for a Gospel-based priesthood, and to pastoral care of the faithful, which makes for a service-based ministry. All Catholics are called to understand and meditate on God’s Word day and night, as the Psalms say, but the priest is specially to be immersed in the Gospel. From this immersion he breaks open the Word and guides the faithful through the Gospels, helping bring God’s Word alive for them. “Shepherding Souls” is also a service, in terms of caring for the spiritual needs of the faithful – not only through sacraments, but also by counselling them, helping them through difficult times, and helping them to pray. Thirdly, the “Celebrator of Divine Worship” leads the community in prayer, especially while presiding at the Eucharist. All these priestly roles grow not just from Vatican II, but fundamentally from the example of Jesus. These are models of service. However, none of this means that the priest has any monopoly on holiness or in imitating Christ! The Church speaks of a common call as “priest, prophet and king” that we all receive at
Crises of Faith our Baptism. The ordained priest is the public representative of the Church and has specific functions within the ministry of all believers. But each of the priestly roles can, in a sense, also be seen as the roles of the laity, who are also called to preach the Gospel, to care for one another, and gather, under the presiding of ordained priests, to participate in the Eucharist. Challenges to the priesthood: Surveys in some Catholic countries report that Catholics disconnected from Mass attendance and other parish life, believe the Catholic Church is out of touch with the world today and is not relevant to their own lives. There is so much crime, violence and vice in the world and our children get entangled in them as they are not given the proper guidance in the home and schools. Parents and teachers are too busy trying to cope with the demands of society. The Church and the clergy are burdened with their own problems and in the process, children are totally neglected. Managing the family is an arduous task these days. There are the marital problems to handle with the spouse and the in-laws. The Church is against divorce, but this is increasing by the day. Where does the Church stand with its anti-divorce preaching, when its followers are not in a position

to follow that? Then there are the rebellious youngsters under the influence of a very materialistic and immoral culture. To them even their parents are becoming irrelevant because of the out-dated moral values. Where does the Church stand in their lives? The decline in ordained priestly vocations has been a deep concern in recent decades. How the Church is addressing this vital issue for the future? Being a part of a contemporary and secular society, the parish is a challenge to every priest. The priest must be aware of the danger of succumbing to the influence of the community. It may happen that instead of the priest leading the people in his parish, the people may lead him. The stoics teach that one can achieve happiness if one flows with the river- by identifying one’s will with the “world will”. But the Church does not follow the will of the world. God’s will must be always above Man’s will. A priest must be like the salt, said Christ. “You are like the salt for all mankind. But if salt loses its saltiness, there is no way to make it salty again” (Matt 5:13). Our changing society: The secularisation of the world and life presents the greatest obstacle to the priest’s ministry for people’s salvation. Today’s society offers mankind its secularist teachings under various names promising people for-

he 2009 Corruption Perception Index of Transparency International TI ranks India in the 84th position out of 180 countries. The good news: India is not the most corrupt nation in the world – that distinction goes to Somalia – but merely a country where corruption is rampant. The least corrupt country is New Zealand followed by Denmark, Singapore, Sweden, and Switzerland. This is not surprising: in New Zealand, sheep outnumber humans by twelve to one and animals are not known to indulge in bribery, opportunities for corruption are therefore rare. New Zealand is smaller than Maharashtra; in fact, all the top scorers are small countries, a direct relationship between small size and very low corruption emerges. With an area of 3702 sq km, tiny Goa can thus be expected to be one of the cleanest states anywhere. No overall national ranking of India’s 28 states and seven union territories exists. Perhaps, the different ‘bachao’ organisations could channel their efforts into producing one using TI criteria, because with quantification, gaps could be determined and improvement targets set. After all, an old quality management dictum states: what gets measured gets done. Scouring Goa’s press yields interesting results. A study involving below poverty level families vis-à-vis their access to public services
found an ‘alarming’ level of corruption in Goa. Another article that was published in the Times of India in March 2010 entitled “Balancing Goan Society’s Growth” states, “Corruption has become a way of life” and that it is practically impossible to eradicate it “because the guardians of the law themselves indulge in corrupt activities”. Clearly, Goa has a problem. As young managers, we were admonished: “Think out of the box, there are no problems, only opportunities”. What opportunities does this situation offer? So start with, Goa could inundate itself with sheep. This would need to happen urgently, because sheep need green pastures that are rapidly disappearing. Corruption is one of 68 crimes eligible for capital punishment in China, indeed applied assiduously. Baba Ramdev’s suggestion would, however, decimate Goa’s population; who would wish for the violent demise of a family member, friend, neighbour, school buddy, or one’s own MLA for whom one has voted in the past and will continue to vote in the future? Thinking out of the box, an elegant way forward could be not to emulate sheep and strive to eliminate corruption but quite to the contrary do everything to promote it. The move would unleash unrestricted creativity and innovation, new entrepreneurial methods of enrichment through corruption, a new form of government we could

Today’s man mainly leads his life toward food and drink, entertainment, to consume goods, to stay in the race after life’s success. In all this activity, man sets himself as the final value. Today’s man spends all his time balancing his “Horizontals”, without any ascent of the spirit up the steps and ladders of a higher life vertically toward God. Inspired Response: What then is the role of the priest and how can he as a good shepherd protect his flock from harm and negative influences of community and society? In the first place, the priest should not be afraid of the place and society in which he lives. He shouldn’t say “I have a bad flock, so what can I do to change something? St. Paul, the apostle, recommended how a priest can be successful in his parish when he said ”……… I have become all things to all men, that I might by all means save some” (I Cor. 9:22). The same apostle gave advice to his most dear student and co-worker, Timothy, saying: “Preach the Word! Be ready in season and out of season. Convince, rebuke, exhort, with all long suffering and teaching….”(II Tim. 4:2.). Just as the shepherd opens the gate for the flock to enter, the priest needs to work on the heart of man, so it will open and allow Christ to enter. The Gospels teach us that a good flock is a flock that has a good shepherd who isn’t a mercenary. The fruits of one’s work are not realised overnight. What is necessary is a lot of patience and work, sometimes many years, so that a great harvest is realised in the parish. The shining example of the tireless and phenomenal work of St. John Vianney, the patron of priests, can be a beacon-light and inspiration today as ever. The Holy Father has wisely asked us to help our priests to grow in holiness. And let’s face it: the sex scandals of recent years, through the misdeeds of a small percentage of priests overall, have demoralised many of the dedicated, good men who make up the vast majority of the Catholic priesthood. Anything that helps them strengthen a sense of their spiritual call is welcome. After all, we are all in this together! Our priests need all the help our people can provide including, and perhaps specially prayers.

Many learned researchers from Goa’s own IIT (Indian Institute of Techno-corruptocracy) would develop new approaches as part of their PhD programmes. Goa would serve as a global role model, it would compete with Somalia. A rationale to fight corruption would cease to exist. Van Linschoten, who lived in India for six years from 1581 as secretary to the Archbishop, vividly describes the corrupt practices in 16th century Portuguese Goa, including viceroys, captains of the fort, other officers, exploitation of slaves, obtaining favours from influential persons by ‘greasing their hands’ and so on. A viceroy spent the first of his three-year tenure to furnish his home, the second to amass a great deal of ‘treasure’ and the third to prepare himself for departure so that “he be not overtaken or surprised by the new viceroy”. Sounds familiar? With regard to corruption, Goa has returned to the middle ages, avidly aping the despised colonial masters. To paraphrase a popular movie of the eighties, for Goa, it is back to the future.

Not fair Sandhya Bhave, Assonora Lots of establishments are being illegally opened in residential apartments in Mapuca. While on the one hand some establishments which are opened in commercial areas are paying huge taxes to the Mapuca municipality and higher electricity charges, others who have their establishments in residential areas go off paying domestic tariffs. This is not fair. I cannot understand how the Mapuca Municipal Council have issued licences to establishments in residential areas. Surprisingly many lawyers have their establishment in residential areas. Lawyers by virtue of their profession ought to follow rules laid down by the government from time to time and if they themselves are law breakers then what is the use of having laws and for whom are these laws made only for the public? Let justice be done.

To begin with, there is absolutely no truth to say that the fee structure is being approved of by the DOE The matter still stands in the High Court. What has appeared in the media are recommendations. Secondly, it is wrong to say, that it is just a handful of parents that have opposed the hike. In fact, it is just a handful of irresponsible parents that have chosen to side with the management of these “educational institutions”. Members of AGUSPA have chosen to talk less and work more towards bringing about transparency in the functioning of these government recognized private unaided schools, which the D.O.E. is unable to do till date. With regards to fearing, that the schools will be vindictive to the children of those opposing the fee hike, I would like to assure that the management of these schools will regret their move, should they try to target our children. As said before, there is an Act and a set of rules governing government recognised private unaided schools which need to be followed, cause nobody is above the law. off. Nobody bothers to verify the antecedents of these people…Ironically some of these very same people come to Gram Sabha meetings and cry hoarse over problems created by these migrants. What can the local bodies do? It is for the state Government to come up with suitable regulations and enforce them strictly to ensure that rented premises have all basic facilities and follow all civic norms. The migrants have moved in to fill the vacuum created by Goans moving up due to better prospects and most of them are honest hard workers. Let us not be cruel to them, let us not deny them the basic things. We just cannot wish them away for more reasons then one.

Local media reports about migrants issues dominating village gram Sabha meetings got me thinking… Are these migrants really a scourge as made out to be? And are they really responsible for all the ills attributed to them? Some facts can be bitter to the core: today we are so much dependent on these so called migrants that if they do unite and go on a strike for a week, the whole of Goa will come to a grinding halt. There will be no vegetables, no fruits, no fish, no milk, no eggs, no plumbers, no barbers, no carpenters, no construction workers… the list is virtually endless. Even the dead will have to wait!! Interestingly, only the labor class (that provides valuable services that we Goans refuse to do) are referred to as migrants and looked down upon. The well to do migrants who take away our jobs, our busi-

In order to avoid such incidents of robberies, burglary, house breaking, etc., the government should apply Portuguese type of law of breaking collar bone in the hands of police officers itself, instead of putting them behind bars. If this law is applied in Goa, the people will heave a sigh of relief. Letters should be 150 words or less in length, and should have the writer’s name, address and telephone number. Abū Hurairah and Hakim ibn Hizam (may Allah be pleased with them) relate that the Holy Messenger (may Allah bless and greet him) said, “The best charity is that which leaves a man contented and you should make a beginning from those whose care is your responsibility. (Bukhari, Muslim) Charity is very important in the life of a believer. It is a source of blessings to him as it wins the pleasure of Allah. It also assumes high priority in Islamic economic system as it goes a long way to come to the succour of those who stand in need – whether such needy persons express their need or their need is felt. The Holy Messenger (May Allah bless and greet him) teaches the believers that the best charity is one that leaves a man contended. In this sense charity proves to be an act of contentment. While giving charity one should be careful about his own financial position; he must ensure that his act of charity should not render him in need of charity from others, or that he should be so firm that his poverty does not strain the heart. History bear testimony to the fact that Abū Bakr (may Allah be pleased with him) brought all his wealth to the Holy Messenger (May Allah bless and greet him) so much so that nothing but God and His Messenger remained at his home. Even then he was quite content. Islam wants believers to spend in charity only that which he can cheerfully part with leaving himself solvent otherwise the very spirit of charity will lose its merit. Only after meeting the needs of his dependents charity is extended to others; contravention of this is against the spirit of charity. It must always begin from home.

Migrant influx
By Roque Dias igration is a hot and sensitive topic that was discussed on HCN channel’s Straight-talk programme. There was also a seminar recently held at the International Centre Goa to study the pros and cons of migration. Here are some of my observations. To say that it is not possible to control the influx of migrants is a matter of conjecture. The flood of migrants can easily be controlled, but we lack the political will because almost all our godforsaken political godfathers need migrants to enhance their vote banks, which is why politicians have a close nexus with the builders and vice-versa. I do agree that Goa has to depend on migrant labourers, but how do we cope up with the increasing beggar menace? These pests have become a prominent part of Goa's landscape. Who is to be blamed for this? Is it not the people in power? Yes, we need outside labour, no one can deny that; but when it comes to unskilled and semi-skilled labour or even skilled labour for that matter, it is not necessary for the labourers to also bring along their families. Don’t we have Indian workers employed in the construction industry throughout the lower Gulf States and the Middle East where families are not permitted? The government must hold the builders responsible for providing facilities to their labour force. The construction lobby in Goa are at a much better advantage compared to their counterparts overseas, as they are able to source labour from neighbouring states almost instantly and without any hassles and the profits they reap on their projects are phenomenal. As a rule they are expected to provide the labourers a makeshift accommodation close to the construction site with basic amenities including chemical toilets and this should be strictly monitored by the government. Additionally, they should provide their labour force with a cook and necessary cooking utensils so that the workers can have their meals together. Where medical aid is concerned the employers can enter into an arrangement with an insurance company for cashless mediclaim facilities and a tie-up with the local hospitals in that area to extend medical treatment to their employees as and when required, this will ensure that the migrant labourers do not throng to government hospitals for free treatment. Once a project is completed, the builders should ensure that their labourers return back to their respective states. Each year, social welfare schemes are announced by the government for the benefit of the poor and those from the backward classes; however the harsh reality is that such schemes are availed by the growing migrant population of Goa who have acquired ration and election voting cards. Voting rights should be exercised by Goans only, and not by riff-raff migrants from other states. Incidentally, population census 2010 is currently underway and the Multipurpose Identity cards (Nandan Nilekani project) will be issued and it is in the fitness of things that the census teams record data of families living in flats and houses and not in slums and illegal hutments. The cost of land in Goa is astronomical, prohibitive rather, and middle class Goans cannot afford to even dream of owning a house, therefore it would be criminal to dish out Communidade land to non-Goans in exchange for votes. Frankly, I am not against non-Goans desiring to buy property in Goa for residential purposes provided they are educated, civic minded, secular in their outlook and who will help maintain communal harmony in Goa.

Coastal security our highest priority: Antony PTI NEW DELHI, MAY 20
Defence Minister A K Antony today said the government attached “highest priority” to coastal defence, including the island territories, and asked the Navy to expedite acquiring assets and implementing security measures approved after the 26/11 Mumbai terror attacks. “Coastal security is a very high priority for the government and the nation. Navy plays a key role in this with heavy and overall responsibility (given after 26/11 terror attacks),” he said addressing the Navy commanders at their four-day biannual conference here. “Government is equipping both the Navy and the Coast Guard for coastal surveillance and patrol both in terms of assets and manpower. Proposals towards this end have been approved. It is now the responsibility of all of you to ensure that
these are put in place at the earliest and used effectively and efficiently for coastal security,” he said. After the Mumbai attacks, the government had entrusted the overall responsibility of coastal security to the Navy and had approved acquisition of ships, boats, aircraft, helicopters under fast track process for surveillance and patrol, apart from creating a radar network along the 7,500-km-long coastline and raising of the Sagar Prahari Bal by the navy as a specialist force for the purpose. The defence minister said the government was fully committed to the modernisation of the Navy and funds would not be allowed to become a constraint in this regard. The Defence Ministry, Antony said, was “trying its best” to suitably fine tune the procurement process from time to time “to bring in more transparency,

I discussed all these issues with the
home minister and how to solve it,” he said. Singh said his meeting with Chidambaram was a “good one” and they had a lengthy discussion about the incidents which had taken place in the last one month in Chhattisgarh. “There is good cooperation and coordination between the State government and Centre as well as the State police and Central paramilitary forces. We have also discussed the joint operations being undertaken in the last two years,” he said. The chief Minister said they have discussed issues being pursued by the Chhattisgarh government and also about the status of the Central forces and how to get Central support on future development plans. Asked whether he sought any additional forces, Singh said "For a State like Chhattisgarh, we always look for more forces but Central government provides forces on the basis of availability and requirement of the State. If they can provide by making some arrangement, that would be good. ‘Laila’ hits AP train schedule PTI HYDERABAD, MAY 20
As coastal districts of Andhra Pradesh experienced heavy rains due to cyclone 'Laila', the South Central Railway (SCR) today cancelled two trains and partially cancelled 36 trains while diverting 13 others, officials said. “Due to heavy rains and anticipated cyclone, all trains on Vijayawada division of SCR are moving at a restricted speed of 60 kmph. Because of this, trains will be running late," a spokesperson of SCR said. Depending on the severity of cyclone, trains may be stopped enroute and some trains cancelled, she said. The Express trains which have been cancelled for today are train No. 7482 Tirupati-Bilaspur Express and train number 2842 Chennai-Howrah Coramandal Express. Similarly, the trains which have been partially cancelled are the Tirupati-Adilabad Express between Tirupati-Vijayawada while Adilabad-Tirupati Express was
cancelled between VijayawadaTirupati. Vijayawada-Chennai Janashatabdi, SecunderabadGudur Simhadri Express, Tirupati Kakinada Port passenger and Vijayawada-Gudur passenger were among the partially cancelled trains, the officials said. The SCR has also set up following helpline numbers: Vijayawada railway station 0866-2767295 and emergency control 0866-2767077 and 2767078. It has also opened special counters at 14 railway stations on Vijayawada division. Meanwhile, forecasters in New Delhi today said cyclone 'Laila' has weakened but the danger was not over yet as there were signs of it re-emerging in northern Bay of Bengal over the weekend after wreaking havoc in coastal Andhra Pradesh. “After landfall in coastal Andhra Pradesh near Bapatla, the cyclone track shows that it will move along coastal Andhra and re-emerge in north Bay,” Ajit Tyagi, Director General India
Meteorological Department (IMD) told reporters here. He said there were chances of the cyclone intensifying further and moving towards north Andhra Pradesh, South Orissa and then towards Bangladesh. Tyagi rejected suggestions of the cyclone intensifying into a super cyclone similar to the one that struck Orissa in 1999. A senior scientist involved in tracking the cyclone said that the strong upper winds at an altitude of around 10 km were steering 'Laila' in a northwesterly to northerly direction. He said that there have been precedents of cyclones reemerging after landfall and the movement of 'Laila' was not an unusual one. The weather office has warned of extensive damage to thatch roofs and huts, and to power and communication lines due to uprooting of large avenue trees in Nellore, Prakasham, Guntur, Krishna, West and East Godavari and Vishakhapatnam districts.
Tripura chalks out year-long programme to honour Tagore PTI AGARTALA, MAY 20
The Tripura government has planned a year-long programme to commemorate the 150th birth anniversar y of Rabindranath Tagore who, few people know, had an intimate relation with the princely State. Tagore wrote a number of novels and songs with the State's history as themes. “The poet visited the State seven times and accepted hospitality of four successive kings. He wrote Bisharja, Rajarshi and Mukut' with the history of Tripura as the theme”, Pannalal Roy, an author and researcher who studied the relation between Tripura kings and Tagore, said. When after the untimely death of queen Bhanumati King Birchandra Manikya became very sad, he received a book of
poems by Tagore who was an unknown poet at that time. The book Bhagnahriday touched his heart and the king had an instant realisation that the writer was a great poet in the making. The king sent his secretary, Radharaman Ghosh to the Tagores' house at Jorasanko in north Kolkata in 1882 when he was just 21 years of age and felicitated him, Roy said. After that on an invitation of the king, Tagore first came to Tripura in 1899. The relation between the king and the young poet was so intimate that whenever the king went to Kolkata, he used to meet the poet, Roy said. When the poet started writing Rajarshi – a play – he wrote to the king for sending all historical inputs regarding it and those were sent to him. After the
death of Birchandra, Radhakishore became the king and the friendship became deeper. Of the seven times he visited Tripura, five times were during the reign of Radhakishore. The last time he visited the State was in 1925 when Radhakishore’s son Birbikram Kishore was the king, he said. As part of the 150th birth anniversary celebrations, the Chief Minister of the State, Manik Sarkar, laid the foundation of a convention complex named after Tagore on May 9. Speaking on the occasion, Sarkar said the facility, named Rabindra Convention Complex, would be built at a cost of Rs 22 crore and take 20 months to complete. Apart from this, the government has decided to name villages, localities and roads after the poet's name,

Memorial for Kanishka victims vandalised PTI TORONTO, MAY 20
A monument built for the victims of the 1985 bombing of Air India's Kanishka flight has been vandalised ahead of the event's 25th anniversary, prompting the Canadian police to launch an investigation. Members of the Indo-Canadian community are outraged that someone has stolen earlier this month a stainless steel "gnomon" or "shadow caster" that produces a shadow on a memorial sundial when lit by the sun. The vandals also used black paint to spray graffiti on the face of the sundial. The monument, located in H u m b e r B a y Pa r k E a s t i n Toronto, also features a wall naming the 329 people who were killed when a bomb exploded on Air India's Kanishka Flight 182 as it travelled off the coast of Ireland on June 23, 1985. Two baggage handlers killed by an associated bomb at Narita Airport in Japan are honoured on the wall as well. Cleaners have removed the graffiti and officials are hoping to have a newly-built gnomon installed in time for the anniversary.

South Korea on Thursday accused the reclusive North of torpedoing one of its warships, heightening tension in the economically powerful region and testing the international position of China, Pyongyang's only major backer. South Korea said it would take ''firm'' measures against its impoverished neighbour, which furiously responded that it was ready for war if Seoul or its allies imposed sanctions. A report by investigators, including experts from the United States, Australia, Britain and Sweden, concluded that a North Korean submarine had fired the torpedo that sank the Cheonan corvette in March, killing 46 sailors. ''There is no other plausible explanation,'' their report said. Fear of escalating tension weighed on South Korean financial markets, al-

Rival ethnic-based political factions have clashed in the Pakistani commercial hub of Karachi and at least 17 people have been killed, reviving worries of the return of the violence that plagued the city in the 1990s.
The city of about 18 million people is Pakistan's main industrial base and home to its main port, stock exchange and central bank. It is also the main gateway for Western military supplies bound for neighbouring land-locked Afghanistan. Most foreign companies investing in Pakistan also have offices in the city. Karachi has not been spared Islamist militant violence with several big bomb attacks over the past few years but for many residents, a bigger worry is the return of the factional violence that racked the city for much of the 1990s. The cause of the latest round of violence was not clear but it involved activists of the Muttahida Qaumi Movement (MQM), the dominant party in the city, and the rival, ethnic Pashtun-based Awami National Party (ANP). ''Over the past 24 hours, at least 17 people have been killed in targeted attacks as well as in exchanges of fire between rival groups,'' Karachi police chief Waseem Ahmed told Reuters.

Britain's new coalition government on Thursday committed itself to forge a 'new special relationship' with India, an objective Prime Minister David Cameron had articulated as early as 2006 during his visit to New Delhi as the Conservative leader. The full text of the coalition agreement published today says: "We will work to establish a new 'special relationship' with India and seek closer engagement with China, while standing firm on human rights in all our bilateral relationships". The agreement also supports India's membership to the UN Security Council.
In a move likely to affect Indian professionals as well as British trade and industry, the David Cameron coalition government has decided to impose an annual cap on the number of immigrants from non-EU countries. Unveiling the full text of the coalition agreement between his Conservative party and Liberal Democrats on Thursday, Prime Minister Cameron said the government will introduce "new measures to minimise abuse of the immigration system, for example via student routes, and will tackle human trafficking as a priority." Among the new measures to
minimize abuse of the student visa system is likely to be the introduction of bonds before coming here to study at British institutions. The bond amount is proposed to be returned when the non-EU students leave after completing studies. However, the proposed annual cap is expected to face opposition from British companies struggling to recruit employees with the right skills. Campaign groups such as the Highly Skilled Migrants Forum have already announced that they will oppose such limits. Amit Kapadia, director of the Forum, told PTI: "Any such cap will affect Indian professionals because most non-European Union migrants to the UK come
from India. But we will oppose and lobby against any illogical number or cap that the government may seek to impose." Kapadia said any knee-jerk attempt to impose a cap will hurt the British economy and will be opposed by British business and industry. Pakistani authorities have directed police to step up security of Jamaat-ud-Dawah chief Hafiz Mohammad Saeed, blamed by India for masterminding the Mumbai attacks, followings reports that a group of Taliban militants might target him. The interior department of Punjab province has issued a circular to police that there is a "potential" threat to the life of Saeed and his security should be enhanced. Lahore's acting police chief SSP Shafiq Ahmed told PTI that there is a security threat to Saeed and police had received instructions from the provincial government to beef up his security. "Following the instruction, we have deployed more policemen at his residence in Johar Town and the JuD mosque in Chauburji. We have also im-
proved his escort during his movements," Ahmed said. There were reports that Saeed had received threats from the Tehrik-e-Taliban Pakistan but Ahmed and JuD spokesman Yahya Mujahid did not confirm this. "There has been no threat to Hafiz sahab’s life from the Tehrik-e-Taliban Pakistan. We have not received any threat from the Taliban," Mujahid told PTI. According to an Urdu newspaper, Saeed recently received threats from an "anti-Pakistan group operating in the tribal areas" bordering Afghanistan. "The Taliban is against Saeed because he had issued a fatwa (edict) against suicide bombings," the daily reported. Saeed, who is also the founder of the Lashker-e-Taiba, was briefly put under house arrest in the wake of the 2008 Mumbai attacks.

3G sale may help bridge fiscal gap ReuTeRs MUMBAI, MAY 21
The government's $14.6 billion haul from the 3G mobile spectrum sale could prompt a brief, sharp spike in short-term interest rates as auction winners pay up, draining cash from the banking system. The windfall also provides the government with some welcome spare cash, which it would use to reduce its stubbornly high budget deficit. However, economists and traders say first the government would wait to see how other revenue streams pan out and whether there is any upside surprises to growth projections to ease pressure on the budget. Although the windfall has been welcomed by the deficitstrapped government, the government has not said how it will manage the proceeds. Indeed, the windfall may grow. Combined with the proceeds of an upcoming auction of broadband wireless spectrum, the government could raise a combined 921 billion rupees ($19.7 billion) from selling the rights to its airwaves, Morgan Stanley says. The success of a programme to sell minority stakes in state companies is another variable that could influence the government's fiscal management. India's fiscal deficit was at a 16-year high of 6.9 percent of GDP in the last fiscal year, and it has set a target to cut that to 5.5 percent this year.
"The government could be able to reduce its fiscal deficit to 5-5.2 percent provided it manages its expenditure and revenues within target," D K Joshi, principal economist at CRISIL said. SUDDEN CASH CRUNCH The government is most likely to ask winning bidders to make one-time payments for the allotted spectrum and the sudden outflow from the banking system could cause a temporary cash crunch. Tight conditions may also be exacerbated by corporate advance tax payments due in mid-June. Short-term rates like oneyear overnight indexed swaps (OIS), commercial paper and certificates of deposit may rise 20-50 basis points during the
crunch period, while overnight rates could jump 200 basis points to the repo rate of 5.75 percent. On Thursday, the one-year OIS was quoted at 4.85/88 percent, above 4.80/84 percent at Wednesday's close. However, any uptick in market rates is likely to be shortlived because the windfall is expected to be pumped back into the financial system via government spending. The government had high outstanding loans with the Reserve Bank of India (RBI) for three straight weeks until May 7, which could be spent to ease tight liquidity in the banking system around the time when payments may be made, analysts said. BONDS SET TO GAIN LONG
TERM Economists suggest the government could use some of the revenue to fund its fiscal deficit, especially at a time when the eurozone crisis has brought fiscal consolidation to the forefront of policy making. This could reduce the current fiscal year's market borrowing by around 350 billion rupees ($7.5 billion), the government's chief statistician Pronab Sen said. The govt is slated to borrow a record Rs 457000 crore in the fiscal year to next March, out of which 2.87 trillion is scheduled by the end of September. Last week, Finance Secretary Ashok Chawla said he did not expect a change in the borrowing plan for the first half. In-
deed, traders say changes, if any, would be made in the second half. However, offsetting the budget deficit with 3G earnings is an option at this stage. The government is likely to consider it once it can see how advance tax receipts and global growth will impact likely government revenues, economists and traders say. OIL SUBSIDY The government will also be cautious about using the 3G earnings to offset the budget in case oil prices rise sharply again. In that case, the government might channel some of the windfall to state oil companies to compensate them for losses they incur in selling oil at state controlled prices. The government sets fuel prices below global prices. Higher oil prices and lack of adjustment in domestic prices could result in losses rising from Rs 46000 crore in the fiscal year 2009/10 to 1 trillion rupees in the current fiscal year -- which could put pressure on the federal budget, a Citigroup note said. On Wednesday, the government more than doubled the prices of natural gas produced by state firms, which is seen as a positive sign for government revenues. However, other economists also said if the global economy continues to remain weak, oil prices could stay subdued and reduce pressure of spending on under-recoveries.

3G: RBI sees no liquidity crunch

The Reserve Bank today sought to allay fears of a possible liquidity crunch arising from credit outgo to telecom companies which have bid for 3G spectrum for a mammoth over Rs 67,000 crore. RBI Governor D Subbarao said there was no possibility of the general liquidity getting affected and banks can lend credit to telecom companies as part of this process. The auction for 3G mobile licence closed yesterday, leaving the government with revenue windfall of Rs 67,710 crore -nearly twice the amount projected in the Budget. Speaking to reporters after a RBI board meeting here, he said the central bank fully supported lending educational loans by banks. However, it was the respon-

The company earned a net profit of Rs 167.03 crore for the 2009-10 fiscal, up by 107% against Rs 80.47 crore in the same period of last year. For the quarter ended March 31, 2010, net profit stood at 36.69 crore as against Rs 28.04 crore in the same period last year. Europe's debt crisis has laid bare the fragility of global finances and the US, too, must tame its fiscal deficit, a senior Chinese official said, spelling out Beijing's concerns before talks with Washington. With China facing US criticism for yoking its currency to a de facto dollar peg, Assistant Finance Minister Zhu Guangyao shifted attention to Beijing's own worries about the euro zone's woes and Washington's rising indebtedness, ahead of the two countries' Strategic and Economic Dialogue next week. China wants "quiet discussions" about exchange rate issues, and loud lobbying will only delay movement on the yuan, Zhu told a news conference.

Who needs reforms? A year into office, the government has disappointed on hopes it would usher in a new wave of economic liberalisation. Foreign firms and investors, however, are getting on with business undeterred. Despite the dimming of reform expectations, India's long-term potential is too compelling to ignore. The economy is booming, funds are pouring in, and overseas firms from Toyota Motor Corp to Standard Chartered and Wal-Mart Stores are investing to tap surging demand, cheap labour, a 300 millionstrong middle class and a demographic outlook more attractive than China's. "Lots of companies want to be in India now, so they don't really have to open up new sectors to attract money," said Andrew Holland, CEO for equities at Ambit Capital in Mumbai. "It could be a lot quicker if they opened up a bit like China, but they obviously want to control it a lot more." Freed from its alliance with the communists, the Congress government led by Manmohan Singh was re-elected last year amid high expectations for reforms but has refrained from liberalising foreign investment in retail and financial services. The window to do so will narrow as state elections approach. Still, the economy is poised
to grow 8.5 percent this year and 9 percent the next, behind only China. Cellular carriers are adding 16 million users a month and April car sales rose 40 percent year-on-year -growth trajectories that exceed China's. A young population -- nearly 31 percent of Indians are under 15, compared with 20 percent in China -- and a much lower level of urbanisation mean that even though China is a larger and richer economy, India arguably offers more upside for investors. To exploit that potential, automakers such as Volkswagen are investing a combined $5 billion in India, while Wal-Mart and Tesco are working around restrictions through wholesale outlets and joint ventures to access a market where organised retail makes up just 6 percent of the total. Foreign direct investment in the first 11 months of the fiscal year that ended in March was $33 billion, which if the trend holds would be an all-time high. Overseas portfolio investors, who must be selective in a market that tends to be expensive, poured nearly $24 billion into India in the same period, also on track for a record. Indian stocks trade at nearly 15 times forward earnings, the second-highest in Asia after Sri Lanka, but UBS expects returns on equity (ROE) to improve, helped by domestic consumption. UBS expects the ROE for Sensex index firms to rise to 17
percent in this fiscal year and 17.5 percent the year after from 15.8 percent last year, driven largely by manufacturers. SBI Mutual Fund has also tied up with banks like Bank of Maharashtra and Union Bank for sale of SBI PSU Fund.

The global economy's priority should be to steady financial conditions in Europe after Greece's debt crisis, Zhu said. The United States also needs to control its fiscal settings, he said. "The European sovereign debt crisis is a challenge not just for the countries that are party to it, such as Greece. In fact, it is a challenge to the stability of the entire international financial market," he said. "We have noted that President (Barack) Obama and Treasury Secretary (Timothy) Geithner have stressed they are paying attention to the problem of the excessively high US fiscal deficit", Zhu said, noting that it was also "a matter of
concern to China." "We hope that the US fiscal deficit will fall as a proportion of GDP as the economy recovers and reach a sustainable level," said Zhu.
Domestic private air-carrier, Jet Airways, today said that it plans to return all of its leased CRJs being operated by its budget arm, JetLite, to lessors by September this year. Once the process is completed, JetLite would have an all-Boeing fleet, it said. "On the Jetlite front, all of our CRJ aircraft are in the process of being returned to the lessors and by September, we will have an all-Boeing fleet in Jetlite," Jet Airways said in a press release here today. Jetlite has also shown a strong turnaround in operating performance and it is achieving higher yields as compared to other low-fare operators, the company said. The company today posted a net loss of Rs 467.64-crore for the financial year ending March 2010 as compared to 402.34crore registered during the previous fiscal. Total income of the firm dropped to Rs 10,622.92 crore in FY 10 from Rs 11,786.88 crore in the 2008-09 fiscal.
It, however, posted a net profit of Rs 58.58-crore in Q4 FY 10 as against Rs 52.99-crore during the corresponding quarter of the year-ago period. The total income of the airline rose to Rs 2,877.17 crore in the January-March quarter of FY 10, from Rs 2,566.21 crore in the corresponding period a year earlier. The airline industry has been adversely affected in the recent past by the general economic slowdown. This, coupled with weak domestic currency and high fuel cost, had affected the performance and revenue of the company and its subsidiary, resulting in substantial erosion in net worth. Jet Airways is exploring ways to raise funds for meeting its various short-term and longterm obligations, including financial support to its subsidiary, JetLite. Sounding bullish on the market for the next few months, the airline said that trends were looking healthy for the domestic aviation industry and the the capacity situation had been under control for the last few months.

Jindal Steel to buy Oman Co for $464 m ReuTeRs NEW DELHI/MUMBAI
Jindal Steel & Power said on Thursday its unit will buy Oman's Shadeed Iron & Steel Co LLC for $464 million expanding its reach in the Middle East, a move that will boost its profitability in coming years. The deal which includes liabilities of $79 million, will be financed by $400 million of debt, which is already tied up, and equity of $64 million, director Sushil K Maroo said. "This (the acquisiton) is our entry into Gulf countries where the construction sector is doing well," Maroo said, adding the produce from the Oman facility can also be exported to China, which has strong demand for hot briquetted iron. Shadeed is investing $500 million to install a gas-based hot briquetted iron plant with annual capacity of 1.5 million tonnes at Sohar in Oman, which is likely to be operational in a year with revenue expected to kick in by July-Sept 2011, Maroo said. This plant, if commissioned on time, is likely to boost Jindal's profitability in FY12, analysts said.

The Copyright (Amendment) Bill, 2010 as introduced and pending in Rajya Sabha has been referred to the Department-related Parliamentary Standing Committee on Human Resource Development headed by Shri Oscar Fernandes, MP, Rajya Sabha for examination and report. The proposed Bill seeks to amend the Copyright Act, 1957 to bring it in conformity with World Intellectual Property Organisation’s WIPO Copyright Treaty (WCT) and WIPO Performances and Phonograms Treaty (WPPT). The WCT deals with the protection for the authors of literary and artistic works such as writings, computer programmes, original databases, musical works, audio-visual works, works of fine art and photographs. The WPPT protects certain ‘related rights’ of the performers and producers of phonograms. Amendments proposed in the Bill inter-alia seek to: (i) give independent rights to authors of literary and musical works in cinematograph films; (ii) provide storing of copyrights material by electronic means and musical works in the context of digital technology and provide for liability of internet service providers; (iii) enhance the term of copyright for photographers to ‘life plus sixty years’, introduce copyright term of 70 years for principal director and extend the copyright term for producer for another ten years in case of agreement with the principal director. (iv) make provision for compulsory licensing for certain entities for publication of copyright works in other formats, introduce statutory licensing for version recording of all sound recordings and statutory licensing for radio broadcasting of literary and musical works and sound recordings. (v) allow the physically challenged persons access to copyright material in specialized formats; (vi) make provision for formulation and administration of copyright societies by the authors instead of the owners and introduction of tariff scheme by copyright societies. (vii) ensure that the authors of the works, in particular, authors of songs included in cinematograph films or sound recordings receive royalty for commercial exploitation of such works. The Committee has decided to invite memoranda containing views/ suggestions from individuals/organizations interested in the subject-matter of the Bill. government is doing its best to revive the traditions and keep the farming culture alive. The Goa State Horticultural Corporation Ltd is trying its best to revive this lost profession by setting up a new office building at Tonca-Caranzalem, for which the foundation stone will be laid today. Horticulture is one major sector of the agricultural industry that includes fruit, vegetables and spice cultivation; the cashew and coconut plantations also form a large part of the horticultural produce. But very often the farmers who cultivate these crops are left at a loss as to where to put up their produce for sale or even store their harvest especially during the monsoon months. This and many other problems that plague the Goan farmers today are to be addressed by the setting up of the headquarter office of the corporation at Tonca. “Like any other office it will be beneficial to those who are connected to it,” says Orlando Rodrigues, Managing Director of the GSHCL and adds, “in case of the horticultural department, the two storey building, is designed to include a vegetable shop and a well- ventilated storage area for the vegetables and a space for the cleaning and sorting of the vegetables, while the other two floors will comprise of the offices for the staff.” The schemes and facilities will be all concentrated in one premise which will enable the farmer to get help sooner. The Director of Agriculture, SSP Tendulkar said that is will benefit the farmers of the State in a way that will ensure a wider distribution of the crops. “The headquarters will be a meeting place where the farmers form all over the state can store their crops and from there they can aim at a wider distribution area through the other centers of the GSHCL.” The Goa State Horticultural Corporation was set up in the year 1993 and since then the Corporation has helped farmers in all their horticulture ventures. They have promoted the cultivation of all horticultural crops and help in the marketing of these products. “The Storage facility is one aspect that is being looked forward to, as at present we don’t have a proper go-down,” says Rodrigues. With the growing population, there is an ever growing demand for food crops, “Right now we have to satisfy this demand by importing from other states; vegetables, flowers and other crops are brought in from Karnataka and Maharastra,” informs Rodrigues about the plight of the horticultural scene in Goa. The Lack of youth joining these sectors is what he finds a real drawback, “With the facilities and schemes available now, it is very viable to have coconut or mango or any other crops grown commercially, with the ever increasing demands, the potential is always on rise, and more youth should join this sector, after all, food is always in demand,” concludes Rodrigues.

But are people viewing them as robotic entities and using them only as mediums for promotions? And for a genuine journalist for whom journalism is a calling, there can be no better concurrence. But getting to the heart of the world warrants journeying into people’s lives to highlight issues not to promote people or their brands. The travails for a journo are many: signing conflict-of-interest policies that may deter them from engaging in civic activity as innocent as voting or supporting a publicly supporting a cause or movement. Risks in forming friendships with non journalists: people who may be called upon to write about or use as sources one day. Often friendships may make them vulnerable to attempts at self-serving manipulation by those friends. A journo is even criticised for allowing emotion to creep into her/his story and may even be labelled sensationalistic if it is done. Theirs is a job that keeps them away from families for long. A non journalist often cannot understand the intensity and love of chasing a story that a journalist experiences thereby making it hard for the two to discuss or resolve their marital problems. And despite society wanting journalists to be emotionless and robotic entities, in reality, they are not robots; they are human. Some are very, very human who even feel emotional pain when they talk to others who have witnessed tragedy. Yet, in today’s self serving times, most journalists are expected to be society’s or corporates’ well paid servants. In such a frightening scenario it is interesting to delve into emotional issues. Can a journalist ever make a great friend or enjoy a genuine relationship? It is an emotionally exhausting experience where virtually every phone call or invitation is for a favour. You are only looked at as a means for promotions. Every event you are invited to is with an ulterior motive. Every topic of discussion inevitably leads to a promotion. So, whom do you trust? How do you get away from being dragged down the path of being used by someone who doesn’t care about you as a person? Like every other human being, journalists too are constantly looking for something meaningful – true validation. But getting used by someone, never provides the soul the validation it longs for. Get chatting with some of our psychologists and the advice is, “Be cautious about who wants to be your friend. Yes, be yourself, but make no mistake in going overboard on being generous until you see that they are sincerely giving back to you. ‘Mahila Melava’ – To Discuss Women A literary symposium, ‘Mahila Melava’ will be held at the Gomant Maratha Samaj, Panjim on May 22 where three current concepts concerning women will be brought to the forefront HERALD FEATURES ith the Indian woman bringing a whole new perspective to spheres that were traditionally a haunt of men, a shift in the typical Indian male mindset was forced to commence. Women leaders is one concept that can be discussed for hours on end, such is its relevance in present times. Getting to the crux of the matter at hand, through studies and surveys and experimentation and research it is concluded without doubt that women are as good as their male counterparts when it comes to leadership. In fact certain studies state that the inborn traits that enable a woman to nurture, bring about positive change in her family and keep them together, sit by her side when she is in a position of leadership, enabling her to have a hand above most men. Her communication and interpersonal skills coupled with other key traits needed for leadership make her, in most cases a good leader. This is one among the many topics that will be discussed at length at the literary symposium, ‘Mahila Melava’, organised by the Institute Menezes Braganza, Panjim. The last at 3:30pm will be ‘Vivah Shivay Sahijivan’ and will see Priyadarshani Tadtodkar leading the discussion while Pramod Salgaonkar gives a speech. Students from 33 Bal Bhavan centres participated in 'Balotsav 2010,’ an annual programme organised by Bal Bhavan that celebrated the theme of sustainable environment. For the past four years, at the end of the one and a half month summer camp, students showcase the performing arts they have learnt at these classes. The creative performances included folk dances like ‘Koli’, the dance-cum-procession ‘Tonyamell’, the peacock dance ‘Morulo’ and the famous ‘Dhalo’. The children were so excited to perform in front of the audience that one could sense the vibe just looking at them. Vijayadevi Rane, Chairperson, Bal Bhavan said, “Bal Bhavan started with a hand full of students, 25 years ago in Goa. Today, we have 10,000 students and 33 centres in this state. Students should be exposed and encouraged.” A special issue of Bal Varta, a quarterly issue published by Bal Bhavan, Panjim was released in the presence of MP, Francisco Sardinha, the Chief Guest for the function, Amita Shaw, director, National Bal Bhavan, New Delhi, the guest of honour, Vijayadevi Rane and Columba Sardinha, former chief minister of Goa.

ldrin Sequeira’s drama ‘Rajkaronn’ brings to light the hard facts and the unlimited corruption that prevails in today’s politics. Devika (Tracy), who is considered as the iron lady, is elected as the leader of the opposition party. Initially, she vows to fight against all sorts of corruption prevailing in the political circle. On the other hand, the Chief Minister (Ali) and his two ‘chamchas’, namely Raj the media (Philip Almeida) and businessman Franklin (Franklin) try their level best to win Devika as they believe that that initiative will only help in their security and assist to reign in power through corrupt practices. Devika’s active involvement in politics forces her to educate her only son Joshua (Oldrin) and only daughter Sakshi (Senida) by admitting them in a boarding school. After completion of education, Joshua becomes an IPS officer with his posting in Goa, while Sakshi concludes her higher studies successfully. But both realise that their mom has failed to provide them sufficient time and love, forcing Shakshi to get into bad company and resort to drugs. One fine day, Franklin is caught red-handed by Joshua while dealing with drugs but the entire episode is pushed under the carpet by his higher-up with the help of the CM and the media partner Raj by portraying a wrong

Overall, there has been a good effort to expose the truth and the prevailing situation in the field of politics. How some of the MLAs and ministers forgo their human dignity and stoop down to any level, thus ruining their image in the society and destroying their family in the long run has been aptly portrayed on stage.

India coach Bob Houghton has recommended experienced Englishman and current Philippines national side manager Desmond Bulpin to guide the AIFF Under19 team to be fielded in the ILeague next season. The All India Football Federation will take a call on Houghton's recommendation of Bulpin in its executive committee meeting next month, president Praful Patel said today. “Houghton has recommended Desmond Bulpin's name as coach for the AIFF team for next I-League. But it does not mean that he will be made coach. We will take up the mat-
ter in our meeting next month," Patel told PTI. Bulpin, who has a one-year contract with the Philippines National team till November, was former manager of English Championship side Queens Park Rangers and youth team coach at EPL side Tottenham Hotspur where he discovered England international strikers like Peter Crouch and Jermain Defoe. Meanwhile, the AIFF conducted a seminar on Transfer Matching System (TMS) for the I-League clubs which will be put to effect starting June 1 when the transfer window opens in India. The new system will be used for all the transfers relating to
international players and every club which needs to avail the services of any foreign player has to process it using the TMS. Interestingly, TMS applies only to professional players and according to the AIFF, any player who receives more than Rs. 4,999 per month is considered as professional. For the clubs that would qualify for next season’s I-League, the AIFF does plan to hold the educational seminar again. But the question of the hour is that there are several clubs across the nation who rope in foreign players receiving more than the desired amount to be considered professional player.

Vasco Sports Club injected some new blood in their run-up for a place in the next edition of ILeague thrashing Oil India 4-0 in a final round match at KSFA Stadium, Bangalore on Thursday. Three goals by Nigerian striker Koko Sakibo and a goal by in-form striker Joy Ferrao helped Vasco to take their tally to 12 points from six matches. But their chances still depend on the fate of other matches especially ONGC and HAL fixtures. They have to win their last tie against Mohammedan Sporting,
while a win for ONGC and a point for HAL will be enough to see them locking horns with the best clubs of India in the next season. Sakibo started the riot in the 30th minute when he converted from the spot after he was brought down by Oil India defender Raju Konwar inside the box. Oil India were lucky not to concede any more goals in the first half as Vasco went for the breather with a 1-0 precarious lead. The second half totally belonged to the Goan outfit as they pumped in three goals to outclass the struggling and depleted Oil India.
Joy Ferrao booked his name in the scoresheet and doubled his side lead in the 58th minute. Oil India could have decreased the margin in the 63rd minute but H.L. Routa failed to convert the spot-kick. Sakibo then took the match away from Oil India’s reach netting his second and his side third in the 76th minute, while he scored his last goal in the 83rd minute as Vasco rallied home with ease notching up three crucial points to stay in the contention. An 87th minute strike by Satish Kumar Jr. helped HAL to overcome NISA 2-1 in another match.

Accusing few of his team members of lack of concentration while fielding, Twenty20 skipper Shahid Afridi said the Pakistan side gave away some of matches during their disastrous tour of Australia. Following the match-fixing allegations of national coaches in the leaked video footage of a PCB's hearing on Pakistan's tour of Australia, the recent name to be featured in another video was the Pakistan T20 captain. Afridi blasted few of the Pakistan players, who he feels are good with bat but while fielding they concentrate on other things like signing of autographs, talking to girls, etc. ''As far as the fielding is concerned, we do very well in the practice sessions but we have a few players who perform well with the bat and then do not concentrate while fielding. They stand near the boundary, sign autographs and talk to girls. I have my eye on a few such players. ''If you watch all the matches we have played recently, we have not been beaten in the
matches, we have given away those matches. I think the reason is that we are not mentally strong. We had decided in our heads that we cannot beat Australia even before the match had started,'' the video shows Afridi as saying. However, the flamboyant all-rounder denied to have personally known any such player involved in match-fixing. ''I have heard from others that such things exist but I do not know of any such player myself.'' Afridi has also blamed coach Intikhab Alam for demoralising the team and told the committee that time should be given to the captain to allow them to settle down and let them have a longer tenure. A Parliamentary committee on Thursday summoned top officials of the Pakistan Cricket Board (PCB) to probe the allegations of match-fixing in the Sydney Test against Australia earlier this year. "The (parliamentary) standing committee on sports has summoned PCB Chairman Ijaz Butt, Australian tour coach Intikhab Alam, former captain Younis Khan and other officials on Monday," the committee said in a statement. The officials were summoned a day after video footage of a PCB meeting was leaked to the media.
