Swedish model Lucky Amori Farmhouse, a crucial witness in the police-drug peddler nexus case is now back home in her country after spending almost a month in Mumbai, after Goa police failed to give her any date for deposition in the matter. “I am back in Sweden now. They (police) have not given me any date to be in Goa,” Lucky told PTI via email on Friday. She said the Goa crime branch contacted her only once when she was in Mumbai asking for her metropolis address. “They have only contacted me once and asked for my Mumbai address. I told them about my travel plans,” Lucky, who was in Mumbai for a music video and commercial shoot, said.
Chief Minister, Digambar Kamat today said that a full-fledged Statehood bestowed on Goa 23 years ago has given the people a distinct identity and freedom to make laws for the betterment of the State and the people. Greeting the people on the 23rd anniversary of Goa Statehood, Kamat said though Union Territory had it own merits and demerits, a fullfledged Statehood has given us power to legislate for the good of the
people at all levels. It has also marked a logical completion of the process of freedom -- political, social and economic ushered in by the Liberation of Goa on December 19, 1961. The chief minister said there are now two districts which help to alleviate the administrative difficulties faced by people. Also, there are 40 Assembly seats instead of 30 at the time of Union Territory. This has resulted in easy solution of the problems faced by the people at various levels. The Statehood also gave us a seat in Upper House — Rajya Sabha, he said Apart from this, Kamat said, Statehood conferred us the power to formulate our own Budget, while at the same the State was also responsible for judicious expenditure.

Rattled by the open defiance of Y S Jaganmohan Reddy ahead of Rajya Sabha polls, Congress President Sonia Gandhi today asked PRP chief Chiranjeevi not to field his nominee so that there is no threat to party candidates. Chiranjeevi, who met Gandhi on her invitation, assured her that he would get back within two days after holding talks with party leaders. Meeting in the backdrop of Kadapa MP Jaganmohan embarrassing the Congress leadership by going ahead with his ‘Odarpu’ yatra despite being asked not to do so, Chiranjeevi also ruled out merger of his Praja Rajyam Party with the Sonia Gandhi-led party. “Congress President Sonia Gandhi requested me to withdraw our candidate from the Rajya Sabha polls. I told her that
I will discuss the issue among party leaders and get back in two days,” he told reporters after his 30-minute meeting at 10, Janpath. In a significant remark, the actor-turned politician said since Gandhi had personally requested him to reconsider the party decision, “I will have to consider (her request).” Congress High Command asked Chiranjeevi to come for talks after he announced that his party would field a candidate in the Rajya Sabha polls. India and the UAE have begun consultations to frame a new agreement on migration of workers that will ensure that the terms of contracts offered by the employers are not altered after their arrival. The broad agreement was reached during the visit to the UAE of Minister of Overseas Indian Affairs Vayalar Ravi, who met UAE Labour Minister Saqr Gobash Saeed Gobash earlier this week. Officials familiar with the process said the agreement is expected to be finalised in two months. “The bilateral discussion has started and the technical teams of both sides will meet in JuneJuly before the ministry of overseas affairs presents the draft to the cabinet,” K Ellangovan, Counsellor (Community Affairs)

This is aimed at ensuring that the terms of agreement between an employer and employee are not altered following his or her arrival in the UAE. at the Indian embassy in Abu Dhabi told PTI. Once this process is complete, the Indian minister will either visit the UAE to sign the agreement or the UAE minister will tour India. As per the new regulation,

As a result, suspect recruiting agents in India are being subjected to new regulations. “This is part of the joint project undertaken by the UAE’s Ministry of Labour and the Ministry of Overseas Indian Affairs for the recruitment of skilled workers in India. “This is going to be the first such agreement between a labour supplying and a labour hiring country,” K Ellangovan said. The UAE is presenting a paper at the International Labor Organisation in Geneva based on this round of agreement, he added.
Eminent nuclear scientist and former Chairman of Atomic Energy Commission, Dr Anil Kakodkar was today conferred the first Gomant Vibushan Award-2010 at the hands of Governor of West Bengal and former National Security Advisor M K Narayanan. Narrating the process which involves signing of ‘123’ International Civil Nuclear Cooperation at a glittering function at Kala Academy, West Bengal Governor Narayan commended instituting the Gomant Vibushan Award and said by giving this award to Dr Kakodkar, the State has made not only Goa but the whole country proud. Lauding the contribution of Dr Kakodkar, Chief Minister Digambar Kamat said, India will be self- reliant in power sector in the years to come due to his efforts. He requested Dr Kakodkar to take up the position of honorary advisor of Energy Security of Goa and also requested him to start a small centre of Bhaba Atomic Research Centre in cooperation with Goa University and National Institute of Oceanography for the benefit of young minds in the State. Dr Kakodkar on his part said though he received several awards, this award was very special and dear to him because of the love and affection it carried. Dr Kakodkar conceded to the request made earlier by the chief minister to advise on Energy Security of Goa. He said the signing of International Nuclear cooperation for national Energy security is the route to become self-reliant in energy security in next four to five decades. Railway Minister Mamata Banerjee today alleged there was a “political conspiracy” behind the Jnaneswari Express derailment without blaming Maoists for the disaster and demanded a CBI probe, as the toll climbed to 141 with recovery of 43 more bodies. As Banerjee and arch rival CPIM indulged in a blame game, the train’s driver B K Das filed a FIR with the Government Railway Police (GRP) unit in Jhargram in which he referred to an explosion on the track when the Howrah-Kurla Lokmanya Tilak Jnaneshwari Super Deluxe Express derailed in West Midnapore district, about 150 kms from Kolkata at around 1:30 am. The FIR was filed against “unidentified miscreants” under Sections 150 (maliciously wrecking or attempting to wreck a train) and 151 (damage to or destruction of certain railway properties) of the Railway Act but made no mention of Maoists. Additional Director General Government Railway Police (GRP) Dilip Mitra said the FIR
appeared to be not adequate. GRP comes under the jurisdiction of States. “It is the duty of the West Bengal administration to find out who is responsible,” Banerjee told reporters in Kolkata in re m a r k s s u g g e s t i n g t h a t Maoists, who have been blamed for the disaster in their heartland, cannot be held responsible until investigations are completed. “From the Railway we have requested Union Home Ministry for a CBI investigation into the incident since it was in jangalmahal where joint operation is on. We have already sent a letter and the Centre has agreed to order it,” she said. Banerjee said she did not know who were behind it, but “whoever did it, it was a political conspiracy. The accident has happened two days before the (civic) election. One may be politically against us, but I feel bad the way the incident was engineered to fulfill one’s political interest. “Those who have done this sabotage and played with so many lives should not be pardoned,” she said.

US military is looking at options for a unilateral strike in Pakistan if a successful terrorist strike on US soil is traced back to the country, senior Pentagon officials were quoted as saying today. Plans for a unilateral strike were developed after ties between Times Square bombing suspect Faisal Shahzad and elements of the Pakistani Taliban were established, Washington Post reported. “Planning has been reinvigorated in the wake of the Times Square,” the paper said quoting officials. But US retaliation, officials said, will be contemplated only under extreme circumstances such as catastrophic attack that leaves President Barack Obama convinced that the ongoing campaign of CIA drone strikes is insufficient. The military bombing would focus on air and missile strikes but also could use small teams of US Special Forces currently
deployed along the border with Pakistan. “One of the senior military officials said plans for military strikes in Pakistan have been revised significantly over the past several years, moving away from a “large, punitive response” to more measured plans meant to deliver retaliatory blows against specific militant groups,” the daily said. US special operations team in Afghanistan has pushed for years to have a wider latitude to carry out raids across the border, arguing that CIA drone attacks do not yield prisoners or
other opportunities to gather intelligence. But a helicopter borne US special forces raid against targets in Pakistan in 2008 prompted protests from Islambad. The Post said a senior official had told Pakistan that it has only weeks to show a real progress to crackdown against the Taliban. Washington is insisting on Islamabad to launch a major strike on the Haqqani network of the Taliban which is suspected to have safe havens in North Waziristan, where Pakistan Army has shown reluctance to go in. The paper said Islamabad has been “put on a clock” to launch a new intelligence and counterterrorist operation against the group. The paper said US officials have told Pakistan that Washington reserves the right to strike in the tribal areas in pursuit of world’s most wanted terrorist Osama bin Laden and other high value targets like his deputy Ayman al Zawahiri and Mullah Omar.

Even as the NGOs in the State are crying foul over State Government’s lethargy in preserving greenery, an environment consultant has said that the State-run agencies were indiscriminately reclaiming low-lying areas in the State. Dr Joe de Souza, a sub-committee member for Jawaharlal Nehru National Renewal Mission (JNNURM), in a letter to the CCP Commissioner Elvis Gomes and Goa Coastal Zone Management Authority (GCZMA), has expressed his disgust over the way low lying water bodies were exploited. “It is disturbing to note that reclamation of low lying areas, water bodies, mangroves and coastal beaches of Goa are indiscriminately carried out by vested interest groups, real estate lobby and by commercial builders much to the detriment of quality life of common man,” Dr D’Souza stated in his letter. Dr D’Souza has also submitted several photographs of illegal developments and garbage dumps at St Inez Creek and adjoining areas as well of the mangroves at

A police team found Okafer Jackson moving around in Porvorim and on interrogation, found that his passport had expired on April 6. He was booked under Section 14 of Foreigner Act, Section 79 of Foreigners Order 1948 and passport entry into Indian Rule 1950 and produced before the JMFC.

Dr D’Souza has also pointed out that a resident is consistently dumping waste in the mangroves, which he claims as his personal property. “Blatant encroachment and destruction of environment is observed at both the places,” the letter said. Dr D’Souza said that the reclamation of low lying areas will lead to flooding of Panjim city during monsoons in near future. “Apart from this, the fish biodiversity will be affected with the destruction of mangroves as they are nurseries for coral reef fish,” he said. The International Union for Conservation of Nature (IUCN) has recently said that more than one in six mangrove species worldwide are in danger of extinction due to coastal development and other factors, including climate change, logging and agriculture. The IUCN has also said that in last ten years India has lost nearly 80 percent of all kind of Mangroves. “The loss of mangroves will have devastating economic and environmental consequences,” IUCN said.

Agitated farmers under the banner of Navelchea Xetkariancho Ekvott has decided to once again knock the doors of the Chief Minister Digambar Kamat to remind of his promises that no construction work would commence in the fields at Navelim opposite the Margao Railway Station. At a meeting, farmers recalled that the Chief Minister in July 2009 had ordered a total stop
to the rehabilitation work and had promised to direct the District Collector, South to convene a meeting to discuss the issue of reverting back their fields. The Chief Minister has also agreed that fields which are being cultivated will not be acquired by the Government and had told the farmers that he is sympathetic to them and will do everything possible to protect their livelihood. T h e f a r m e r s , h o w e v e r, lamented that during the last 11 months, the District Collector
never convened the meeting and situation has come back to full circle now with construction work resuming at the site. “The farmers have decided to seek an appointment with the Chief Minister within the next few days and request him to honour his promise and revert back the fields to them”, said NXE Secretary Cladias Dias. NXE members will also be seeking an appointment with the Archbishop of Goa Filipe Neri Ferrao.

The City Fast Track court on Saturday acquitted a man who was held on the charge of raping a 34-year-old deaf and dump woman from Pernem. The Additional Sessions Judge - I, Vijaya D Pol set the accused Kalidas Kaskar free on the grounds that the victim was a consenting party to sexual intercourse with the accused not once but several times after the first alleged incidents of rape. The complaint of rape was filed at Pernem Police Station by the victim saying prior to October 10, 2006, the accused raped her and threatened to slit her neck with coita if she disclosed about the happenings to anyone. The victim was staying alone in her house and made a living by selling coconuts. The alleged incident of rape came to light as she became pregnant and consequently a complaint came to be filed against the accused charging him for rape and threatening with dire consequences. The accused is a married with three children and reportedly offered to pay for termination of the pregnancy. But the victim could not go in for abortion as

Two farmers were injured in an attack by three wild bears at Chunchawad village in Khanapur taluka on Friday afternoon. The injured have been identified as Vilas Amrut Patil (40) and Gokul Tukaram Patil (42) of Chunchwad. According to sources, the farmers had taken their oxen to a nearby canal after the work in the fields. The bears sprang out from a nearby jungle suddenly and attacked them. Taken by surprise, they shouted for help. Farmers working in the neighboring fields rushed with sticks and stones. The bears disappeared on seeing the people.

The Mormugao Port Trust (MPT) has reacted sharply to the state government’s reported objections to its development plans and its adverse impact on the environment and tourism, based on a “study” by a consultant. The MPT has questioned the credibility of Lotus Environment (LE), the firm that reportedly carried out the “study”, and termed their study as false and baseless that has been presented as a distorted picture so as to prejudice the Ministry of Environment and Forest (MoEF) against MPT projects. It may be recalled that the LE had reportedly undertaken a study that suggested that the port expansion would be a doom for the State’s tourism which would cause irreparable damage to the ecology. In an interesting development, LE claims it has not carried out any study, but had just given a presentation before the Prime Ministers Office on behalf of the State government and clarified that it not been ap-
pointed as consultant for the project. In letter dated January 25, LE CEO T Ravishankar wrote to MPT chairman Praveen Agarwal stating that they had not been appointed as consultant for the project ‘Adverse Impact on Ecology of Goa due to proposed plans of MPT’ by the State government. The letter further says that State department of port and administration had requested the LE to prepare a power point presentation based on the data and survey conducted by the department. “Our office has only helped prepare a draft presentation as per their requirements,” stated the letter. A senior LE official at Pune told Herald on condition of anonymity: “We were merely asked to give a presentation before the Prime Minister Office (PMO) about the MPT’s expansion plans. The preliminary work on data collection and analysis was done by the State government.” In its 14-page reply to MoEF Secretary Rahul Bojja, the MPT justified each and every claim and termed the LE report as false, baseless and an irrational allegation
that had been presented as a distorted picture to prejudice the MoEF against MPT projects. MPT Chairman MPT chairman Praveen Agarwal lambasted the LE by stating that it had no understating of trade and commerce, shipping and port operation or even environment and ecology issues. MPT has justified its stand on every aspect in the report and assured there would be no damage to the ecology in the State; neither would there be any destruction of ecologically fragile areas due to current port operations or any displacement of population. The MPT has exposed the government’s duplicity and alleged that unorganized, unregulated or weakly regulated tourism activities in the State had caused damage to ecology and biodiversity. To expose the government’s inefficiency to safeguard tourism, the MPT cited the instance of the ‘River Princess’, which has been grounded for a number of years, while also accusing the State government of beach erosion, damage to ecology and inefficiency to treat sewage and garbage problem.

Carcass of a dolphin and tar balls have come to haunt Benaulim beach, with the authorities not showing up till date to rid the beach of the nuisance. In fact, local residents of Benaulim are sore over the delay and the failure of the authorities to deal with the tar ball menace affecting the beach. A visit to the beach on Saturday revealed the extent of the menace affecting the sea shore. Washed ashore by the huge waves, the tar balls are resting on the beach – a fact that has not spurred action from the concerned authorities till date. Saying there is very little to celebrate on Statehood Day given the prevailing conditions in the State, the Village Groups of Goa has said that rulers have let the people of Goa down by their non-performance and have started selling to the highest bidder the land – the cradle, wealth and pride of the people. “Starting from SEZs that are yet to be scrapped, to megaprojects that will be a burden on our infrastructure and will change the demography and the character of our villages and towns, the present Congress Government has betrayed the confidence of the people and indulged in activities like deforestation, cutting of hills, filling of low lying areas, acquisition of fields, throwing the poor farmers on the roads, illegal mining, etc which will have a lasting damaging effect on the environment, the ecological balance and ultimately on the life and health of the people of this State”, asserted Jose Maria Miranda adding that the government, far from fulfilling the promises made in the past to the village groups, has not only been turning a blind eye to illegalities but in fact appears to be hand in glove with the destroyers of Goa. Is the Chapoli Dam, the lifeline for residents in Canacona taluka, running out of water? While residents have expressed concern that water levels at the Chapoli Dam have plunged dangerously low, authorities feel this is no reason to panic as the Chapoli Dam’s reservoir has sufficient potable water for about 250 days. Observing the low levels at the reservoir, residents have feared that any delay of the monsoons by about 20 days could pose serious problems regarding the availability of potable water from the dam. Almost three-fourth of the Chapoli Dam’s catchment area has gone dry and water can only be seen in one-third of the catchment area. The present level of water in Chapoli reservoir is 28.87 RL (Reduced Level) available in the catchment area measuring just 329.29 hectares/metre, as against the dam’s full capacity of 38.75 RL covering the total catchments area running up to 1122 hectares/metre. This gives the figure of just 29.34 % of availability of water in the dam’s reservoir. However, a source in the local office of the Water Resources Department has downplayed the fear. “Canacona has sufficient water for consumption even if there are no rains for another 250 days,” said the source. “However, the delayed monsoons can prove disastrous for cultivation, including paddy fields, as without fresh rains, the Chapoli Dam has no water to meet the demands of Canacona farmers,” the source added.

Commenting on the reduced water levels at Canacona Dam, the source added: “The water capacity of 28.87RL is just .02RL less than the last year’s figure of 28.89RL.” “Considering the 50RL as the last capacity of water which remains in the dam’s reservoir, there is another 279 RL which is still available for pumping for domestic and consumable usage.” “Considering the availability of 279 RL at our disposal, it can suffice for more than 250 days easily and without much problems, even if the newly installed 10 MLD water treatment plant at Sheller operates to full capacity,” the source added. The source informed that if the 10 MLD water treatment plant operates fully, it requires 1 hectare/metre of water on an average daily, which is easily available at the Chapoli Dam. “Since mid May, releasing of dam’s water for agriculture purpose has been stopped and the available dam water is easily sufficient for more than 250 days, also considering the natural disappearance of water in the dam’s reservoir itself in hot climatic conditions,” the source said.
Colva, Seraulim, Quepem landfill sites inspected HERALD REPORTER MARGAO, MAY 29
The flying squad headed by Deputy Collector Dipak Desai and TCP officials conducted inspection of three land filling sites at Colva, Seraulim and Quepem. Following persistent complaints by the village groups in respect of illegal land filling and hill cutting activity, Deputy Collector, Dipak Desai led the flying squad to Colva and the other two villages to probe into the complaints lodged by the NGOs. Sources said the squad has issued stop work order to stop the ongoing work and has asked the Town and Country Planning officials to lodge the FIR against the concerned owners under section 17-A of the Town and Country Planning Act. This is perhaps of the first time that the flying squad carried a detailed inspection of alleged land filling sites after the village groups of Goa made a hue and cry over the inefficient squad. District Collector, G P Naik said the flying squad will do its utmost best to attend to complaints received from the NGOs against land filing and hill cutting. He, however, hastened to add the TCP officials should be equally proactive and serious in taking the cases of illegal land filling and hill cutting to the logical conclusions by lodging FIRs with the police. He said the flying squads to be headed by deputy collectors on rotation will seriously attend to all complaints of illegal hill cutting and land filling. “There were initial hiccups and teething problems and the administration is sorting out the problems to streamline the functioning of the squads”, he added.
Russian held for overstaying
CALANGUTE, MAY 29 (HR) -- A Russian national was arrested by Calangute Police on Friday on charges of overstaying in the country without a valid visa. Alekxandr Solomein (40) was arrested at Naikka Vaddo, Calangute by the police team led by Police Inspector Nolasco Raposo. According to Calangute Police, the Russian had arrived in India on March 31 and his visa had expired on April 24. Solomein has been booked under Section 713 of Foreign Order and Foreigner’s Act and has been remanded to seven days police custody.

Brother-sister duo excel
PANJIM (HND): The brother and sister duo of Sean and Michelle Fernandes from Cuncolim performed very well at the recently concluded Goa board exams. At the HSSC exams, Sean Fernandes scored 89.3% the highest in his college Parvatibhai Chowgule College of Arts & Science-Margao with a highest of Sean Michelle 96% in PCM. He also scored an aggregate of 160 in PCM subjects in GCET, the 15th highest based on PM marks in Goa and would pursue a career in engineering. Sean’s sister Michelle too did outstandingly well at the SSC exams and aggregated 87% to grab the first rank in her school Maria Bambina Convent at Cuncolim. She wants to pursue her further studies in the Arts stream.
Partho interacts with blind
PANJIM (HND): Partho Bhowmick, the man behind the snapshots during his first visit to Goa accompanied by visually impaired Kanchan Pamnani and Pranav Dal had an interaction with the blind from Goa and members of the National Association of the Blind today. They are conducting a workshop for the blind at the NAB at Santa Cruz in collaboration with Heritage Jazz. Partho explained to the members of the NAB how his interesting project came about. He has researched the topic of blind photography so well that he yarned to impart his knowledge to the visually impaired. It takes Partho 2-5 months to train a visually impaired individual to take pictures. His workshops are free of cost and held only on weekends. President of NAB-Goa Rozendo Mendonca welcomed the guests and explained to them the working of NAB-Goa and the project that they have undertaken for the welfare of the blind. Senior vice president of the Association Usha Kamat, treasurer Vijay Shetty, joint secretary, John Aguiar, vice president Vincent Monteiro and others were present.

VASCO (HR): Mormugao taluka excelled with an overall pass percentage of 85.85 per cent at the recent SSC examinations. Thirty-five schools had enrolled about 1,421 students for SCC exam, of which 1,215 students passed out with 168 distinctions, 318 first class, 536 second class, 26 pass class and 132 ATKT. Boys outsmarted the girls. St Theresa High School secured 100 per cent result with 29 distinctions, 43 first class, 30 second class and six pass class, while Keshav Smruti High School, Dabolim, secured 98.48 per cent. St Thomas High School, Cansaulim, secured 97.96 per cent, Vidhyamandhir High School (96.75%) and Mother of Mercy High School (95.78%).
Over 91% for Quepem school
QUEPEM (HC): Pope John XXIII High School, Quepem, secured 91.39 per cent results in the recently concluded SSC exams. Out of the 93 students who had appeared for exam, 85 students passed, out of which six got distinction, 15 students got first class, 44 students in the second class and 20 got pass class. Myron Velton Rodrigues stood first in the school with 86.33 per cent marks, Melvin Simoes stood second securing 80.16 per cent marks, while Joylon Fernandes stood third with 76.33per cent. In HSSC exams, Pope John XXIII Higher Secondary School has performed well. In Arts stream, the school secured 84.21% passing percentage, Commerce (97.15%) and Science (92.60%). The PTA of the school has congratulated the management and staff of the school for performing well in HSSC and SSC examinations.
‘Any country neglecting its maritime security pays a price’ HERALD REPORTER VASCO, MAY 29
Emphasizing the importance of maritime security, Defence Secretary Pradeep Kumar has stated that any country that has overlooked its maritime security has always paid a heavy price. He was addressing a gathering after commissioning the Indian Coast Guard Ship C-147 in the presence of Vice Admiral Anil Chopra, AVSM, Director General Indian Coast Guard, at the naval dock in Chicalim on Friday morning. “The ministry of defence has not compromised to safeguard the maritime security of the country and great responsibility lays on security agencies that are involved to protect the maritime zones,” said Kumar.
This is the fifth in the series of 11 boats that would be given to Indian Coast Guard to enhance the surveillance along the coast. He congratulated the ABG shipyard from Surat-Gujrat for building the interceptor boat as per the specified configuration of the ministry and said the ministry of was satisfied with work of the shipyard. ABG Shipyard Chairman V C Agarwal expressed gratitude to the defence ministry for entrusting them with the responsibility to build vessels for the ICG. He assured that the remaining six boats in the series would delivered within the next six months, as two boats would be delivered every two months.
Apart from the officials of the Indian Coast Guard and Indian Navy, the ceremony was also attended by various Central and State Govt officers. This Interceptor Boat will be based in the State and will be deployed for enhancing the close coast surveillance capability of Indian Coast Guard, besides fulfilling the longpending requirement of additional Coast Guard forces for the state. The 28 metre boat, which is commanded by Comdt (JG) S R Nagendran, displaces 90 tonnes and has an endurance of 500 NM with an economical speed of 25 knots. It can achieve a maximum speed of 45 knots for responding to urgent calls at sea. The Coast Guard is pursuing
an urgent enhancement of its surveillance capabilities post 26/11, so as to meet its enhanced tasks and responsibilities effectively. The present force level and manpower are planned to be doubled by graduated procurement, with proportionate infrastructure development and augmentation of trained manpower. Fourteen new Coast Guard stations are planned to be established by 1012, where each station will have two interceptor boats to undertake search and rescue, close coast patrol and responds to fast developing situations at sea. More assets will be based in these stations depending upon infrastructure and availability of working facilities.

Valpoi Action Committee (VAC) has urged Health Minister Vishwajeet Rane to request the Central government to re-survey all the mining sites in Valpoi constituency to safeguard the health of the people and to promote the beautification of Valpoi town. In a press note, VAC General Secretary Vincy Gonsalves has stated that it is regretful to note that the Central Government has already given green signal to open mining at Massordem and other areas in Valpoi. “If mining activities are started, it will create a great havoc in Valpoi and other parts of Sattari taluka, thereby causing pollution to the natural environment and water pollution to Mhadai river,” stated Gonsalves. “Besides, beautification of Valpoi area will come to doom as a result of mining operation,” added Gonsalves in the press note. Expressing unhappiness with BSNL telephone services, residents of Kundaim have claimed that telephones in the village have been out of order since the last 10 days. Villagers further claimed that such disturbances are witnessed on regular basis and several complaints with the authorities yielded no results. With authorities allegedly neglecting their vows, villagers have sought media intervention to highlight the issue and hoped that higher ups will take a note of it. “Disruption of telephones services is regular in the village and it takes several days to get it repaired,” claimed the villagers. Gopinath Kamat of Kundaim said: “It’s usual. We face such problems many times. This is not new to us, as our landlines are dead often. We have complained to the concerned authorities, but no use.” Said another resident, Shalini Kundaimkar: “I stay alone in my house and am not in good health. In case of any emergency, what will I do? Whom will I call for help? He said the agency would crack its whip against those involved in the making of spurious and sub-standard drugs and involved in adulteration of food items of daily use of poor and common people. A top Obama Administration official has denied that Mumbai terror attacks suspect David Coleman Headley of late has emerged as a sticking point in the relationship between India and the US. "I don't think it's a sticking point. I think that we've got a good dialogue and I think we'll work out a way forward," Assistant Secretary of State for South and Central Asia Robert Blake told reporters at a news conference yesterday. "We are very pleased that the United States and India have been able to cooperate very closely on this critical and very complex issue. We continue to work very hard with our Indian counterparts to move forward on that. But I don't have anything more to say," Blake said. "I am not in a position to," Blake said when asked if he can say that whether the US is going to give India access to Headley, the US national of Pakistani origin who has been arrested by the FBI on charges of being involved in the planning of the Mumbai terrorist attack. CBI Director Ashwini Kumar today termed the recent Supreme Court ruling against compulsory narco analysis, brain mapping and polygraph test as a "setback" to scientific investigation and maintained that the agency never resorted to compulsory tests on the accused. "According to us, it is a setback for forensic science and scientific investigation. We will respond to it after studying it," Kumar told reporters here after inaugurating a CBI media workshop. The investigating agency respected the Supreme Court judgement, he said, adding it would "follow it in letter and spirit." As for the CBI, it always took the consent of the accused before conducting narco analysis test and "never has the CBI compulsorily done any test without consent of the accused so far," he said. "Even if the person gives the consent, we have approached courts for permission and the tests were always conducted by experts," Kumar explained. In a departure from tradition of not singling out countries by name, the United Nations has asked India, Pakistan and Israel to join NPT and CTBT without further delay and pre-conditions. The UN's call to the three countries to join Nuclear NonProliferation Treaty and Comprehensive Test Ban Treaty (CTBT) came at the end of the month-long 2010 NPT review conference here yesterday. While it was expected that the names would be dropped in favour of a general statement calling for the universality of the NPT, the final document produced at the conference specifically called on India, Pakistan and Israel to accede to the treaty without further delay and preconditions. "The conference remains convinced that universal adherence to the treaty can achieve this goal (of non-proliferation) and it calls upon all States not parties to the Treaty, India, Israel and Pakistan to accede to it without further delay and without conditions," the final document said. The 189 delegates to the conference also called on the "three states, operating unsafeguarded nuclear facilities to reverse clearly and urgently any policies to pursue any nuclear weapon development or deployment

The West Bengal police tonight said Maoists were behind the Jnaneswari Express derailment and claimed to have identified the culprits behind the incident that has claimed 136 lives so far. Three bogies of the Bhimavaram-Rajahmundry shuttle passenger train was set afire by some miscreants in the wee hours today. Police sources said the bogies were gutted to the extent of 75 per cent. The train was scheduled to leave at 0400 hours on the return trip to Bhimavaram when the incident took place. The Government Railway Police and Railway Protection Force (RPF) personnel immediately cordoned off the area. Fire was extinguished with the assistance of fire tenders.

Jharkhand police and railways today decided to jointly look after rail safety even as several trains in Jharkhand have either been cancelled or diverted in the wake of train accident. "Detailed discussions on safeguarding railway tracks and safety of passengers have been held. The railways and the state police will jointly assist each other in this regard," senior railway official, who attended a meeting convened by the state police chief, Neyaz Ahmed, said. The railways have cancelled or diverted several trains under Dhanbad, Ranchi and Chakradharpur rail divisions. "Passenger trains from Jhark-
hand passing through Kharagpur-Tata and Kharagpur-Adra during nights have been cancelled while routes of some express trains have been diverted for the time being," the railway official said. Brazil lottery winner escapes father's murder plot Reuters BRASILIA, MAY 29
The winner of a 16 million dollar lottery jackpot in Brazil escaped his own father's plot to kill him after police caught two contract killers supposedly hired to carry out his murder, local media reported. Police informed on Friday Fabio de Barros of the plan by his father, Francisco, to have him killed in order to keep the winnings the two had fought over since Fabio won the prize in 2006, O Globo TV and the Agencia Estado reported. A legal battle began after Francisco, 60, refused to hand over the winnings Fabio had deposited in his account. They had not spoken for about three years, Fabio's lawyer said. Francisco was arrested in Cuiaba in western Brazil on Wednesday. Agencia Estado said police learned of the murder plot during monitoring of phone conversations between the two men accused of working as guns-for-hire.

One of the two terrorists arrested during audacious terror strikes on two mosques of the minority Ahmadi sect here has told investigators that the attackers had received training in the lawless Waziristan tribal belt and were working at the behest of the Pakistani Taliban's Punjabi wing. Abdullah Mohammad and Amir Muavia were captured after they stormed the Ahmadi mosque in the upscale Model Town area of Lahore on Friday. Muavia was seriously injured when his suicide vest failed to detonate properly. Mohammad, 18, was captured by worshippers when he tried to set off explosives strapped to his body. "We received training in Waziristan (tribal region). Our commander is Badar Mansoor, who is based in south Punjab," Mohammad was quoted as saying by SSP (investigation) Zuliqar Hamid. Hamid said Mohammad had disclosed that the attackers were launched by the Punjabi faction of the Tehrik-e-Taliban Pakistan (TTP). "Muavia is seriously injured and has been operated upon. We will interrogate him after his condition improves," Hamid
said. Mohammad hails from Rahim Yar Khan district in the southern part of Punjab province and police teams have been sent there to take his family and acquaintances into custody, Hamid said. Superintendent of Police (Model Town) Rana Ayaz Salim said over a dozen suspects had been taken into custody in Lahore in connection with the attack on two Ahmadi mosques. "We launched a crackdown late on Friday night and arrested over a dozen suspects," he told PTI. Police said they gleaned positive clues about the network of the attackers from the information provided by Mohammad. At least 80 people were killed in the coordinated attacks on the Ahmadi mosques at Model Town and the heavily-congested area of Garhi Shahu areas of Lahore. Over 100 others were injured. Among the dead were former judge Munir Sheikh, Lt Gen (retired) Naseer Ahmed and a senior government official. Police said Muavia and Mohammad came to the Model Town mosque on a motorcycle. The motorcycle was rigged with an explosive device, which they set off before storming the mosque.

Taliban insurgents overran a remote district in eastern Afghanistan after days of heavy fighting in the area, a provincial police official said today. The battle erupted earlier this week in Barg-i-Matal district of mountainous Nuristan province, a remote area bordering Pakistan, when hundreds of Taliban fighters stormed the district centre, said Qasim Payman, police chief of the province. ''The police force in the area has tactically retreated from the district after days of fighting,'' he told Reuters, adding there were no signs of reinforcements despite repeated requests. Hundreds of armed villagers, known as Lashkar-i-Qaomi (the army of tribes) have joined with police to try to push back the insurgents, Payman said.

The United States clashed with Brazil and Turkey over the next steps on Iran, with US officials saying a proposed atomic fuel deal for Tehran must not derail the UN drive to impose new sanctions over Iran's nuclear program. In signs of the deep rift between the United States and two influential nonpermanent members of the U.N. Security Council, Turkey and Brazil stepped up to defend their proposal as the right thing to do to reduce tensions over the Iranian nuclear impasse. "We know we did the right thing," Brazilian Foreign Minister Celso Amorim told a news conference yesterday, flanked by Turkish Foreign Minister Ahmet Davutoglu. "We are seeking to follow a path of dialogue, a path of
conversation and understanding, and that has produced results." Brazilian President Luiz Inacio Lula da Silva and Turkish Prime Minister Recep Tayyip Erdogan traveled to Tehran earlier this month to broker the deal under which Iran agreed to send 1,200 kg of its low-enriched uranium abroad in exchange for specially processed fuel for its medical isotope reactor. Senior US officials dismissed the fuel deal proposal, saying Turkey and Brazil appeared to have been hoodwinked by Tehran in its efforts to escape new UN sanctions. "We very much recognise the sincere efforts that were made by Brazil and Turkey ... but unfortunately I think the motives of the parties were quite different," said one senior US official, speaking on condition of anonymity.

STATEHOOD DAY IS THE GOLDEN DAY OF GOA By SHANTARAM NAIK, MP
Constitution classifies territories of India into States and Union Territories. States are, of course, like federal units within the Indian Union while Union Territories are directly administered by the Central Government, to be more precise, by the Union Home Ministry. States are, no doubt, free to take decisions as regards the items mentioned in the state list of the Constitution of India and, to an extent, as regards the items mentioned in the concurrent list too. Advice tendered by the Council of Ministers, in a state are binding on the Governor, while in the Union Territory, it is the Administrator, who calls the shots. In the Union Territories having Legislative Assemblies, the advice tendered by the Council of Ministers has a better recognition than the advice tendered by Advisory councils in the Union Territories like Lakshadweep, Andaman and Nicobar Islands, Daman and Diu, Dadra Haveli etc. Administrators in such UTs hardly give consideration to the advice tendered by the Advisory Councils. I have in one of my speech, recently in the Rajya Sabha, pleaded, the case of Union Territories and have said that in the Union Territories, where the Central Government cannot consider granting of Statehood, there, the government can, at least, make amendments in the relevant laws to make the advise tendered by the Advisory Councils bind-
ings on the Administrators. As regards Pudicherry (formerly known as Pondicherry), I expressed in favour of granting the territory the status of Statehood. If a former Portuguese “Colony” like Goa could be granted the status, why not Pudicherry, which was a French “Colony”. In fact, on account of my well known role in the Statehood of Goa, Chief Minister of Pudicherry Shri V Vaithilangan and President of Pradesh Congress Committee of Pondicherry Shri V Subramaniam, have been approaching me to seek my guidance from time to time. As per my assessment, Pudicherry case was under active consideration of the Central Government until the recent imbroglio caused by Telangana demand. Status of Statehood of Goa is a story of generous gift which late Prime Minister Shri Rajiv Gandhi gave to Goa. Sometimes in the month of April, 1987, we were having a small dinner party, at Panjim, at the residence of our host Dr Vijay Thali, renowned stage artist and, the then General Secretary of the Goa Pradesh Congress Committee. Myself, Mr Eduardo Faleiro, who were both Lok Sabha members and Mrs Sulochana Katker and a few office-bears of the Congress Party were the invitees. During the course of a discussion at the party, I said to Mrs Katkar and Mr Faleiro that during the budget session (which was on at that time), I propose to raise the issue of statehood, and
that, as a preparatory step, a delegation of Congress leaders in Goa have to meet Prime Minister Rajiv Gandhi. It is only if he gives green signal that I intend to go ahead with the matter and raise the same during zero hour, I told Mr Faleiro and Mrs Katker. In fact, since my election to the Lok Sabha in December 1984, I had two major objectives in my mind one, that of achieving statehood for Goa, and the other, of inclusion of Konkanni in the eight schedule of the constitution. I was successful as regards Konkanni only after my term as a MP was over i.e. after I became the President of Goa PCC. During the entire period of 1984 and 1985, I left no opportunity of raising the issue with Rajiv Gandhi be it during private meetings, dinner meetings or tea gatherings or at Parliamentary Party fora. Each time, I got an encouraging response from the ever smiling Prime Minister. However, I always refrained myself from raising the issue specifically in the Lok Sabha as, I knew that until and unless a decision is taken, I can only expect a negative reply. Therefore, by the time we left Dr Thali’s dinner party it was decided that Pratapsing Rane, the then Chief Minister, should be requested to lead a delegation to Rajiv Gandhi in this connection. Before that on 27th March, 1987, Mr Chintamani Panigrahi, the then Union Minister of State for Home Affairs while intervening in a debate, held on
a Private Member’s Constitutional Amendment Bill moved by me to provide for Public Service Commission for the Union Territory of Goa, Daman & Diu . Referring to the speech of Mrs. Phulrenu Guha, a senior MP from West Bengal, who had asked Mr Panigrahi to give me a firm assurance that the minister would bring in a bill to constitute Public Service Commission in Goa, Mr Panigrahi, before asking me, routinely, to withdraw the bill, said that he would he would give me something more as a result of which, I will automatically withdraw the bill. And therefore, while finally replying to the postponed debate on 10th April, Mr Panigragrahi startling revelation that the Prime Minister Shri Rajiv Gandhi is seriously considering granting of statehood to Goa. The news was carried by all national and local dailies. As I had decided to do something concrete in the House in the year 1987, in the matter of statehood, after doing private lobbying for first two years, I had given a notice of a Private Member’s Bill demanding statehood for Goa in the beginning of the budget session. The bill was scheduled for introduction on 24th April, 87, and, I did it with great enthusiasm on that day as, the bill although was slated merely for introduction, prevailing circumstances made it more relevant. Again, the next day, national and local dailies gave prominence to the introduction of bill. On 26th April, in his Stray Thought
Rajan Narain wrote, “In fact if there is one Goan politician whom I admire, it is Mr Shantaram Naik. Though Mr Shantaram Naik is from North Goa, parts of which are a Marathi stronghold, he has time and again, demonstrated that he is a politician with principle.”Incidentally, the proposed meeting of Congress delegation with Prime Minister Rajiv Gandhi, idea of which was mooted by me at Dr Thali’s residence, materialised on 28th April, 1987. The delegation comprised of Chief Minister Pratapsing Rane, his cabinet colleagues Shaikh Hassan Haroon, Dr Proto Barbosa, Harish Zantye, Francisco Sardinha and Vaikhunt Dessai, Assembly Speaker Mr Dayanand Narvekar, Mr Eduardo Faleiro, the then Union Minister of State for External Affairs, Mr. Purshottam Kakodkar Rajya Sabha M.P. myself, Mr. Monte Cruz Vice-President of Goa PCC (PCC President Mrs Sulochana Katkar could not remain present being unwell)and Youth Congress President Mr. Mouvin Godinho. Mr Faleiro, who spoke, primarily on behalf of the delegation briefed Mr. Gandhi about the long pending demand of the Goans, and that, if he (Mr. Rajiv Gandhi) grants permission, Mr. Naik proposes to raise it in the House. Mr. Gandhi looked at me and told me to meet him during question hour on the next day. Next day, a few minutes before 11 a.m., which is the time for the Lok Sabha to begin, I went to the chamber of the Speaker Shri Balram Jhaker and, briefed him about previous
day’s development and said that I was likely to raise issue of Goa’s statehood in case I get green signal from the Prime Minister. Speaker assured me about his co-operation. Accordingly, as soon as Lok Sabha assembled, I went near Rajiv Gandhi’s seat and reminded him about yesterday’s discussions. Rajiv Gandhi told me to wait for a while, as he said, he wanted to talk to Home Minister Shri Buta Singh in that connection. I went and occupied my seat. Since Mr. Buta Singh did not turn up for quite sometimes, I went to his office in the Parliament House itself and told Mr. Singh that Mr. Gandhi was waiting for him. The Home Minister said that he was expecting someone in his office, and that, he would come to the House soon. I occupied my seat again. It was almost 11.50 and there was no sign of Mr Buta Singh. I thought I was loosing a great opportunity. But, to my surprise, at 11.55, Mrs. Sheila Dixit, the then Minister of State attached to the Prime Minister’s office, came to my seat carrying the message of Rajiv Gandhi to me. She said Rajiv had asked you to raise the issue. My joy knew no bounds. I went and occupied one of the front benches and, as soon as Speaker uttered the words, “Question Hour is over,” I was on my seat to mention the issue. As soon as I finished mentioning the demand of Goans for statehood, Speaker looked at the Prime Minister and asked whether he wanted to respond, to that,
the Rajiv got up and conceded my demand for statehood on the spot and I remained spell bound. It was 29th April, 1987, a day I am, and will always be, proud of. It was quite unusual for a Prime Minister to announce a decision of this magnitude during zero hour. I was sometimes sarcastically branded as “hero of zero hour” in Goa. Protagonists of merger left no opportunity to undermine my work but I kept myself cool all the times. Subsequently, the bill was introduced in the Lok Sabha on 8th May, 1987. It was passed by Lok Sabha on 11th May and by Rajya Sabha on 12th May. In the Lok Sabha, when the bill came up for discussion, I pointed out to Mr. Sharad Dighe that the name of the Bombay High Court whose jurisdiction was proposed to be extended to Goa, was being changed to “High Court of Maharashtra and Goa”. Mr. Dighe rushed to Buta Singh and demanded an amendment restoring the original name of the Bombay High Court. However, the bill was passed in the Lok Sabha without amendment but in the Rajya Sabha government moved an amendment to restore the original name of Bombay High Court, which amendment, had to be approved by the Lok Sabha subsequently. Goa thus came into being on 30th May, 1987, a date which will be written in golden letters in the annals of history.

Impact on Administration after Statehood By Dr J C Almeida IAS (Rtd) Since the time the original settlers of Goa introduced and established an unique system of administration in the nature of community association (comunidades) till the time the Indian system of administration came in to force ,at the end of the year 1961, the ,now, State of Goa had to pass through different systems of administration. During this period, the set up of public administration that was left by succeeding governments that ruled Goa, namely, kingdoms like Kadambas, Mohamedans and Portuguese (from fifteenth century till 19.12.1961), had to execute the policies of their respective governments and implement the laws and regulations enacted by them for governing the place under their control and to provide the basic minimum public services to their citizens. From 1962 onwards, when Goa
came under the control of Indian Government, the succeeding public administration had to execute and enforce a new set of policies, laws and regulations and to introduce the Indian system of administration. India being a federation of States and Union Territories, it is governed by a Central Government and by Governments of each State and Union Territory that work within the framework of the Constitution of India. From the time Goa came under the control of Government of India, initially, it had the status of a Union Territory and thereafter of a State. In both these status, it had its own elected governments and its own public administration. I had the privilege to work in the public administration of Goa in both the status of an Union Territory and of a State. I have fond memories of my tenure and association in the
working in the Union Territory administration of Goa, when the elected governments were relying and trusting the administration, for the implementation of their policies. In the beginning of their mandate they used to review the election promises made to the people and lay down policies to be executed by the administration within the approved Business Rules of the Government, without the interference of elected representatives .In addition, in the course of time, the Cabinet used to consider and approve any additional issue brought up by any Minister. If any issue fell outside the normal rules and regulations the same was referred to the Central government for approval. The Lt Governor and the Union Home Ministry used to act as final arbitrators over the issues submitted to them. The Legislative Assembly had only 30 MLAs and the Government was run by 3/4 Ministers including
chief Minister. Any increase in the number of Minister and fixation of their salaries, perks etc could be done only after the approval from the Central Government. The public administration was run by six secretaries to the government, including the Chief Secretary and the Law Secretary who was also Secretary of Legislature. The Union Territory of Goa Daman and Diu had inherited from the Portuguese government about 5000 government servants, of which 2000 were police and military force. They were later absorbed within the administration of Goa Daman and Diu. Later, additional government servants were recruited to help the development activities taken up by the administration, on the basis of policies laid down by the elected governments. Being a compact administration the disposal of business of the government was smooth. As on 31.3.1986 there were 26337 government servants on whom the administration had spend Rs 39.64 crores in the year1986-87. Except for the departments where their heads were declared as Additional Secretaries, most of the administration was run in double file system, due to which any missing file could be easily reconstituted. Any new development scheme/ deviation in the existing scheme could be implemented and the introduction of a legislation in the Legislative Assembly could be done only after obtaining the approval from the Central Government. Delays in the obtaining such approvals used to affect the implementation of such schemes. Yet, massive development took place in those days in the various sectors of Goa’s economy and several important laws were enacted by the Legislative Assembly. The Panchayat Raj administration, assisted by Block development Officers and the Collector, was mainly involved in the development work of their respective areas. Rarely, people used to com-
plain about corruption at the level of Government or Panchayats. In those days the construction activity, tourism and electronic growth had not shown their edge over other activities. In the year 1986-87 the total Revenue Receipts of the UT government were Rs 161 crores of which Rs 96 crores were tax and non –tax revenues. The deficit on the Revenue account of UT government was made up by the Central Government. Market borrowing was not allowed and the Central government used to provide the required loans for development as approved by the Central Planning Commission. In the year 1986-87 the total capital expenditure was Rs 83 crores. When Goa was given the status of a State its debt of the UT government to the Central Government was Rs 433.85 crores. This liability was not taken over by the Govt of State of Goa. The grant of Statehood to Goa have brought several changes in the working of the Government and in its administration. First of all, for granting Statehood to Goa, the small place like District of Goa, was divided into 2 Districts, namely, North and South Districts. This created additional liability for the administration. The strength of Legislative Assembly was increased to 40MLAs and their ambitions increased without limits, due to the enhanced powers enjoyed by the State government.. The State Government could now decide, frame and approve its own development schemes, propose and get passed any legislation including the one related to the fixation of salaries, perks, pensions of the Ministers/MLAs, without having to refer to Central government for approval. The Governor of Goa is left with a very limited role in the State administration. Being aware about the power that an MLA can enjoy if he/she gets a seat in the Government, as a Minister, the eligible MLAs have
been trying to be part of the Government of 14 Ministers. Most of them have been claiming that they can serve the people only if they are part of the ruling government. Such a claim gives the impression that their selfish interest is behind such ambitions. Such ambitions have even affected the stability of the Governments in power and the pace of disposal of government business. Due to the era of coalition governments, the political discipline gets affected. While deposing the business of the government a misplaced assumption has to be avoided that a Cabinet decision can overrule rules and regulation in force. The styles of working of the Ministers of a State Government have created tremendous pulls and pressures on the government servants, especially when the approved rules and regulations cannot be bypassed. Similar styles of working have now affected the Panchayats and the Zilla Panchayats. Due to the adoption of single file system in the administration, it is not possible to reconstruct the claimed missing files. This has created a feeling that there is corruption at all levels of the State Government. The State administration has been led to adjust to the new styles of administration. If there was sober publicity and control over the laxity in the administration, the construction activity, promoted by tourism sector that has grown beyond limits after the Statehood,
could have maintain the original flavor of the State. The other related service sectors have also grown substantially. Without assessing the real needs of a small State like Goa, the size of administration has been expanded by increasing the number of Secretaries, creating new departments and corporations and increasing the number of government servants, only to satisfy the whims and fancies of the Ministers. Yet, the delivery of services to the public is yet to be improved. Apart financial burden, a dispersed administration delays the decision making and affects the smooth delivery of services to the public. If there was absence of political patronage, the idleness, indiscipline and lack of accountability in most of the government departments could have been avoided. It appears that the past disciplined, rule bound committed government administration have given way to selfish, disinterested, partial and politically affiliated administration. In the year 1997, the Legislative Assembly was informed that there were 37000 government servants and that their monthly salary bill was about Rs 16.56 crores. The 2007 census of government employees indicated that the number of government servants in the State have reached to 47718. In spite of economy measures approved under the Fiscal Responsibility and Budget Management
Act 2006, additional appointments continue to be made. With the efforts made by the government to computerize the public services, the increase in the number of government servants could be avoided. The yearly salary bill including pension benefits have reached to Rs 1033 crores in the year 2008-09, representing about 30 % of the State’s Revenue Expenditure. In the status of a State, its Government has to raise its own taxes to cover any deficit in the Revenue Account. In addition to raising its own revenues by levying additional taxes and claiming for a share in the central financial resources, it can also take recourse to market borrowing to meet its financial needs. Such powers of the Government are to exercised judiciously so as to ensure proper balance between the needs of development of the State and repaying capacity of its liabilities. As a result of natural growth in the continuing/additional taxes the Revenue receipts of the State have reached to Rs 3528 crores, in the year 2008-09 i.e they have increase by Rs. 3367 crores ,during the period 19872009.The public debt of the State is increasing year after year and it has reached to a figure of Rs 5103 crores, in the year 200809, on which the State has paid Interest amounting to Rs 510 crores ,which represents about 15% of the total revenue expenCourtesy Nave Parva diture.

LEGISLATIONS AFTER STATEHOOD

Primary function of a legislature is to legislate - to enact laws for the welfare of the people whom the legislators represent. How many of our legislators truly commit themselves to this primary task is a debatable question. However, it is to the credit of our legislative Assemblies both of the Union Territory of Goa, Daman & Diu and of the State of Goa that they have passed laws touching almost every aspect of our life. Some of them are of a revolutionary nature. For example the passage of Land Reform Laws like The Agricultural Tenancy Act, The Mundkar Protection Act and The L and Revenue Code revolutionized the way we manage our agricultural lands and properties. These acts replaced the age old feudal systems which subjugated and exploited the toiling tenants and mundkar by a more humane and revolutionary system which facilitated the transition of a toiling serf to the status of owner of the land which he cultivates. Through the implementation of these acts is
far from satisfactory, one cannot lose sight of the revolution it brought about in the lives of the ordinary peasants and mundkars who for ages lived under the constant fear of losing their source of livelihood or shelter at the mere whims of the land owners. The pre statehood era also saw the passage of landmark legislation like The Panchayat and Municipalities Acts, Town & Country Planning Act, Rent Control Act, School Education & University Acts, Sales and Excise Acts, Industrial Development Act and of course the most important legislation pertaining to the use of local languages Konkani & Marathi for official purposes in the State of Goa. The passage of this Act was preceded by a tense period involving agitations, strikes and hartals many of which were not always peaceful. The Official Language Act put an end to the bitter controversy between warring factions of the language protagonists through sections of Goans continue to squabble over the exact status of two languages and demands for providing equal status for Marathi on
par with Konkani and recognition of Roman script for Konkani continue to echo time and again. Statehood provided us the most needed impetus for overall growth of the State. Our dependency upon the Central Government for prior approval for budgetary allocations legislative proposals disappeared with the advent of statehood and the State legislature began a spate of new legislations some of which need a special mention. Shri Rajiv Gandhi who granted statehood to Goa has left behind him an indelible mark on Indian histor y although he had a short tenure. He unleashed the IT Revolution which created the likes of Infosys Chairman, Shri Narayan Murthy and catapulted India into the forefront of Techno – savvy Countries. Goa Legislative Assembly enacted the Information Technology Act, 2007 perhaps as a fitting tribute to this visionary leader. This Act created Goa Information Technology Development Corporation - now known as Info-Tech Corporation – for the purpose of setting up “integrated Inf o r m a t i o n Te c h n o l o g y Townships / Information Technology parks. It has the statutory mandate to undertake software development projects, e-governance projects etc. The government started egovernance and software Pa r k p ro j e c t s i n q u i t e earnest but abandoned the works under political pressure. I am of the firm conviction that Goa lost an unique opportunity to catapult the State as one of the foremost IT centers of the world. Shri Rajiv Gandhi brought in the 73rd and 74th Amendments to The Constitution of India and thus provided Constitutional guarantees for local self Governments. Goa State legislature enacted the Panchayat Raj Act, 1994 in pursuance to these amendments and paved the way for establishment of Gram Panchayats, Gram Sabhas, Taluka Panchayats and Zilla Parishads. Goa has opted for a two tier system of Panchayats a n d Z i l l a Pa r i s h a d s . Women, schedules castes and schedule tribes and the other backward classes now have reservations of seats in these local self Government bodies. Timely election to these bodies has further strengthened our democracy. A new crop of local leadership, both men and women, is growing
throughout the length and breadth of Goa on account of these institutions. Let us hope that in course of time they will provide steady and non corrupt governance to the State of Goa at the level o f Pa n c h a y a t s , Z i l l a Parishads as well as the State. In 1988 the Goa Legislature passed the Public Men’s Corruption (Investigations and Enquiries) Act. It was touted as a measure of cleaning the political space of corrupt peoples’ representatives. The Act which, however is yet to be implemented provides for constitution of a Commission of Enquiry headed by a Supreme Court or high Court Judge. This Act may now be replaced by The Lok Ayukta Act. I wish the Assembly had also passed a Bill creating an autonomous Standards and Quality Assessment Authority to audit the standard and quality of public asset created through public money. The Goa Assembly took a conscious step to eradicate malpractice in Varsity and Board examinations through the Goa Prevention of Malpractices at University, Board and other Specified Examination Act 1991. This Act prohibits malpractices by paper setters, printers and custodians of examination papers and those who indulge in copying during examinations. All offences under this Act are cognizable and non-bailable. It also took another bold step to prevent the growing menace of ragging in educational institutions. The Goa Prevention of Ragging Act was passed in 2008. It prohibits ragging not only in educational institutions but outside the institutions as well. Individual and collective punishment is permissible under this act. The legislature also enacted Goa Compulsory Elementary Education Act, 1995, a forerunner of The Right to Education Bill recently enacted by the Parliament. T h e l e g i s l a t u re a l s o sought to regulate the mushrooming Coaching Class Business which appeared to be substituting the mainstream educational institutions. The Coaching Classes Regulation Act was passed in 2001. This Act makes it mandatory to register a Coaching Class. It prohibits teachers from Government and Government aided institutions from being employees of coaching classes. T h e l e g i s l a t u re a l s o passed Education Develop-
ment Corporation Act, 2003. The Act enables the Government to “promote and assist in the rapid and orderly establishment, growth and development of educational institutions, services and facilities in the State of Goa”. It provides for establishment of educational estates and preparation of schemes for graduates for the creation of a knowledge based economy and society. The Government did indeed establish an education Development Corporation under this Act. This Corporation was last heard declaring a scheme to provide soft loans to teachers to buy laptops. The Goa University Amendment Act, 2002 enacted by the Legislature eroded the autonomy of the University to a great extent. I hope the legislature will undo the harm to the University by restoring to it its autonomy at the earliest possible. Agriculture remained the focal point of the Goa legislature. The Tilari Irrigation Project was lingering for years resulting in time and cost overruns of immense magnitude. The project’s dependency on megre budgetary allocation was done away with by establishing The Tillari Irrigation Development Corporations through the passage of Tillari Irrigation Development Corporation Act, 1999. The Goa legislature passed The Marine Fishing Regulation in 1993, Nurseries Act, 1995 and Oil Palms Act in 1998, the Tillari Irrigation project appears to have received a fillip due to the establishment of a Corporation. Oil Palm farming is a new addition to the agro oil industry of Goa. Children, Women and Other Backward Classes received the much needed attention of the Goa legislature. It passed the Goa State Commission for Backward Classes Act in 1993, the Goa State Women’s Commission Act in 1996 and The Children’s Act in 2003. The Children’s Act seeks to protect children from child abuse, sexual offences against children, child trafficking and child prostitution. A Children’s Court and State Commission for Children are established under this Act. The Act declares that it proposes “to protect, promote and preserve the best interests of the children in Goa and to create a society that is proud to be child friendly”. In a democratic set- up like ours, there are bound to be differences of opinions, but we should be able to settle them amicably and in the best interests of the State and its people. We can ill – afford to make our differences cause disruption to viable progressive projects for the future. As responsible citizens, we have to appreciate the ever – increasing needs of the society and the larger interests of the State and the Nation. On this happy occasion, I would like to appeal to the people of Goa to continue to maintain peace and harmony, cosmopolitan way of life and extend their cooperation and support to the developmental process, so that Goa can achieve greater progress, prosperity and glory.

The legislature was right in passing appropriate legislations to maintain Goa’s eminent position in these areas. The Legislature accordingly passed Tourist Places (Protection and Maintenance) Act, Non-biodegradable Garbage Control Act 1996, Prevention of Defacement of public properties Act 1988, Prevention of Smoking and Spitting in Public places Act 1997, Sewerage Act 2008. It also passed Health Services Development Act 2008. Goa Legislature created a sort of history by enacting Right to Information Act 1997 which has now been replaced by the Right to Information Act 2005 which is a central Act. This Act is a major development as it empowers the people and thereby ensures people’s control on democratic institutions and their functionaries. The legislature fell in line with the national consensus on value added taxation through the value added tax act of 2005. The Goa Fiscal Responsibility and Budget Management Act 2006 (FRBM) now regulates the powers of Ministers who are tempted to run amuck with their ideas of development and consequent burden on the Public Exchequer. In short Goa Legislature has created a substantial legal framework in the interest of the State. If implemented in letter and spirit these laws have the potential to change the face of Goa for the better. What can be worse? Feelings of shame, hopelessness and despair set in. How do you answer your family, your friends, more seriously yourself? After that first

tragic breaking of bad news to your family and the blanket of gloom in the household, there are relatives, friends, neighbours, tuition mates to face. It seems like there will be no respite from it all. Inspite of what you or everyone else is saying and thinking at this seemingly horrendous, neverending stretch of time, it is about your perception alone say the counsellors. According to the experts, yes, you have failed. Accept it. That is step number one, the most important. Next ask yourself the reason for your failure. In the process of answering that question, make sure you do it honestly. While pondering over those questions here is a little warp to your perception of failure, a little hope that will see you through. We would be repeating ourselves if we make mentions of great women and men who have failed at securing a position anywhere in the top fifty highest, but it is a fact nonetheless. Abraham Lincoln, Winston Churchill, Thomas Edison, Isaac Newton, Albert Einstein – all ‘failures’ at an academic level, their very lives have changed the face of human civilisation. A common factor among them all was their ability to transcend the educational benchmarks set by society and have immense faith in themselves. Something, at this very

At the time of the year, when students everywhere are holding their breaths, awaiting their results, comes many a success story of the ‘aam aadmi’ and his success story through the SSC. ‘Finally passed SSC, tenth attempt, ‘Scores the highest at SSC in second attempt’, ‘Answers SSC at age 68, scores highest’, ‘Failed SSC, presently earning in six digits’ are only a few true stories of determination, faith in oneself and will power. Goa has come along way in terms of job opportunities. Unlike most students of yesteryear, to whom failure implied a tragic end of future career prospects which in turn meant a very slim chance of procuring a white collar job or any ‘office’ job for that matter. Goa has not only seen an increase in job opportunity, but has also seen an increase in job variety. Part time and short term jobs have their advertisements splashed all over the classified sections of newspapers and magazines. If you are looking to earn and have on the job work experience you can always opt for the aforementioned while studying to reappear for their supplementary examinations. Educationists inform that short term courses are another option; art related courses as well as academic. Anything that fits your interests can be taken up. Baking, tailoring, pottery, cooking, art, craft, handicraft are just some. Or you could do both. Who knows? You might just discover what you really love and want to do your whole life. A positive add-on to this is the change in perception to failure. The number of people who view failure, in the boards and with life in general, as a dead end is decreasing. Failure is not being focused on rather, the corrective action following it is what is looked upon, the rise after the fall. This is the broader picture a student should keep in mind and know that it is their decision following failure that determines their future, not failure itself. Atop the copious amount of pressure, expectations and importance placed on these public exams, however ridiculous it may sound you got to tell yourself that it is just another exam. One that is part of a system that largely tests everything you have ‘by hearted’ and fails to recognise that a student’s future cannot be judged based on just that. In more cases than one it can be rightly said that the system fails, not the ‘failure’. All said and done, this failure leaves you with two choices, try harder the next time or find your talent elsewhere. Failing in the Secondary School Certificate Examination is not failing in the larger examination called life!

Goan Lad... ...to Command the Skies Every child grows up with a dream, to be an astronaut, pilot, doctor, and engineer. The only line of difference is making the dream come true. For young Gilbert Soyus, it is getting one huge step closer as he qualifies to fly the air with Commander Utpal Datta
BY DOLCY D’CRUZ HERALD FEATURES ummer vacations are the time of the year to do something different apart from the books, a time to explore the unexplored. Tuscana Technologies, an institute in Kochi gave an opportunity to selected students to join ‘Fly Child,’ their summer classes and learn about aviation, the working behind equipments and they received a huge response finally narrowing it down to top 25 students who get an chance to fly with Commander Utpal Datta across Kochi and Chennai. Goa’s Gilbert Soyus, a student of Holy Family high school, Porvorim is one of the students who qualified for this once in a lifetime chance. The class VII now going to class VIII Gilbert was well prepared and is now awaiting his turn to sit in the aircraft along with the experienced pilot.

“It was a wonderful experience at the summer camp. I learnt about aviation and the working of aircrafts. I was living with my father in Kochi for the 21-day course. I learnt the principles of how the aircraft flies,” says Gilbert. Girish Soyus, Gilbert’s father who works in Kochi heard about the summer classes, “The summer camp was being conducted in Kochi itself and it sounded interesting so I enrolled Gilbert. It was a great learning experience.” Tuscana Technologies, a US-registered company came up with this innovative plan to provide students with courses in aero modelling and scuba diving. ‘Fly Child,’ the 21 days course is divided into three levels for each year, Basic, Intermediate and Advanced. Gilbert has passed his Basic level. “The institute received 100 plus entries from which 25 students were selected based on their psychomotor test. Admissions were open for students studying from classes IV to IX. It was our effort to understand the capacity, calibre and aptitude of children in aviation as a career,” says Rajni Gosh, course co-ordinator and owner of Tuscana Technologies. Tuscana is a team of highly experienced professionals from aviation, defence, avionics, scuba diving, submarine technologies, human resources development, IT and electronics. They are planning to train the new generation in practical and applied physics. During the ‘Fly Child’ course, students had lectures related to personality development, various activities pertaining to aptitude, face-to-face interactions with industry professionals and field tours, avionics, aero modelling, construction and designing, instrumentation, aerial photography, weather science and flight communication, as a result of which children will be fully occupied during the summer vacation with creative activities. Students were also taught to make an aircraft and ship model based on a sample. The students had to make a one to one-and-half feet long model which was exhibited on the last day of the course. “This is the first time the course was held in India. It has been successful in the US and here in India too. The students were excited to present documentations on different topics and to make their very own aircraft which could fly and ship that could sail on water. When the qualifying students like Gilbert, sit in the aircraft along with Commander Utpal Datta, they will work as co-pilots on the flight. They will learn about synchronising and communication with the pilot. This December, the course will be held in the north of India and will deal with snow while next April will plan to conduct a course on Lakshadweep Islands,” says Rajni. “I returned to Goa on May 3 and I am waiting to sit besides Commander Utpal Datta and fly an aircraft. It was an interesting summer camp but I have still not decided whether to make aviation a career,” says Gilbert.

mma Roberts will be amongst the new blood for ‘Scream 4.’ The Weinstein Company announced that the ‘Hotel For Dogs’ star will join returning franchise stars Courtney Cox- Arquette, David Arquette and Neve Campbell for the new film, which begins production in June. “I’m so excited to be part of this ground-breaking franchise,” Emma said. “As a huge fan of the previous films, I jumped at the opportunity to work with the original ‘Scream’ team of Wes Craven and Kevin Williamson. It’s the perfect opportunity for me to do something completely different than I’ve ever done before.” She’ll play ‘Jill,’ one of the film’s heroines. Earlier, ‘Twilight Saga’ star Ashley Greene had been offered the role. “Scream 3,” the most recent installment, was released in 2000 and grossed over $89 million. The new film is slated for release in theatres on April 15, 2011. The Heroes’ actress was previously said to play a nerdy film geek who is a best friend of Jill played by Roberts. Culkin, meanwhile, was reported to portray a potential love interest for Jill. Roberts' character itself has been said as one of the film's primary heroines.

Contrasting with his role in ‘Jaane tu…’ Imram plays the role of a Caasanova-type character, in ‘I Hate Luv Storys’, with a bare-chested scene in the film which needed a toned-up body, “My trainer Yasmin Karachiwala and I worked out a different diet and exercise regime for those 30 days. My diet consisted only of steamed vegetables and fish and brown rice,” says Imran. About his new look Imran said, “There was a struggle between Manish Malhotra and director Punit. While Manish wanted this all-perfect look for me, Punit wanted a grungy one. So finally I ended up looking quite stylised with coloured shoe laces, which were untied, ripped jeans, half-buttoned shirts.” And last but not the least, Imran also got rid of his thick arched brows, he has finally pruned them to a tamer arch. Fashion designer and stylist Anna Singh admits that Imran does look better in the new look which suits his role of a guy who falls in love without wanting to.

Kakodkar touts Gomant Vibhushan Puruskar as his Best Photos by Ravi Moankar
HERALD FEATURES minent scientist, Dr Anil Kakodkar was bestowed with the honour of the maiden Gomant Vibhushan Puruskar, the highest award presented to any Goan by the State. The award was handed over to Dr Kakodkar by the Chief Guest, the governor of West Bengal, M K Narayanan along with a panel of political leaders, including Digambar Kamat, Chief Minister of Goa, Pratapsingh Rane, Speaker of Goa Legislative Assembly, Manohar Parrikar, leader of Opposition of Goa Legislative Assembly and Francisco Sardinha, MP Lok Sabha and Shantaram Niak, MP Rajya Sabha, also present was Sanjay Srivastava. The award was conferred upon the nuclear scientist for his lifelong contribution to the progress in nuclear science in India. Being the chairman of the Atomic Energy Commission of India and the Secretary to the Government of India, Department of Atomic Energy, he spearheaded the movement of India towards becoming a nuclear power in the world. M K Narayanan, who spoke about Dr Kakodkar said that even though he has achieved such great heights in life, he is the most humble person. “Every Indian has to be proud of what Dr Kakodkar has contributed to the nuclear energy scene in India with the emphasis on indigenous programmes to foster the nuclear growth of the country,” said Narayanan. Dr Kakdokar said that he is very pleased to receive the award, “I am truly overwhelmed to receive the award, I have won many awards, but the have been nothing compared to what this is, it has more value because it has come with a lot of love and affection from my roots,” said Dr Kakodkar.

BY JANICE RODRIGUES HERALD FEATURES he first Prime Minister of India, Jawaharlal Nehru was a very charismatic being, and brining out his charisma to the people of India today is what the MARG Trust is aiming it. The Photo exhibition titled ‘Jawaharlal Nehru: Faces and Thoughts’ consists of portraits that captured the moments of Nehru’s life as a leader and as a human being. The pictures ranged from his growing up years to the time he was a political personality, with the various leaders of India and the world, from Mahatma Gandhi and Rabindranath Tagore to Fidel Crasto and Martin Luther King. The exhibition also captures the visits of Nehru to Goa and his advice to the Goan population at the time of Independence. Some of these photographs are accompanied by the quotes of Gandhi about Nehru, one says, “I have always said that not Rajaji, nor Vallabhbhai but Jawarharlal will be my successor.” Some other pictures of his trips to Goa are accompanied by the quotes of Nehru to the people of Goa, “India’s Swaraj is complete, now that Goa has united with the nation.” The exhibition also covers books with the works by and about Jawaharlal Nehru, showcasing the literary side of the great leader. Photo by Chiquitita D’Souza HERALD FEATURES undalik Naik received the Gomant Sharada Puraskar, Kala Academy’s literary award in a function attended by Goan litterateurs and literature enthusiasts held last Friday at the Black Box of the Kala Academy, Panjim. They included Suresh Amonkar, Maria Aurora Couto, Vishnu Wagh, Tomazinho Cardozo, Uday Bhembre, Shashikala Kakodkar, Usha Naik, wife of Pundalik Naik and others. The dignitaries present at the function were Pandurang Phaldessai, member secretary, Kala Academy and S S Noor, vice chairman, New Delhibased Sahitya Academi, Punjabi litterateur, poet and critic. Preceding the award ceremony, the aforementioned dignitaries elaborately acknowledged Naik’s contributions to the Konkani language through literature, radio scripts, film, theatre, etc. This was followed by the handing of the Puraskar to Naik. To soothing Indian classical music he was garlanded, presented with a shawl, the memento and a 1 lakh rupees cheque. In his adressal he thanked the various people who have helped him. In a noteworthy statement he said humbly, “Awards don’t make a difference to the writer. The writer will continue writing.” He is also a recipient of the Kala Academy’s Sahitya Puraskar, All India Akashwani Radioplay Award, Pater’s Australian Award for Broadcasting Arts and Science, Best Screenplay Award at the Goa State First Film Festival, besides others. The annual Gomant Sharada Puraskar is a Lifetime Achievement Award. Its first recipient was B D Satoskar in 1994. The recipients that followed were Ravindra Kelekar, Manoharrai Sardessai and Manohar H Sardessai, Shankar Ramani, Chandrakant Keni and Lambert Mascarenhas.

This time they are back with their very own production titled ‘Women in Labour’ in collaboration with the Research Institute for Women, Goa at the Maquinez Palace, Panaji, on June 1, at 6:30pm “Women are often painted as victims, the oppressed, but very rarely do we speak about women who have made a positive meaning of their lives; women are life givers and we are here to celebrate the many attires she take up to,” says Isabella Vas of the Mustard Seed company. The entire presentation which is divided into four parts will comprise of one song titled ‘Jinx or Minx?’, one dance performance ‘Bridge of Life’ and two short plays, ‘Karuna’ and ‘Art for Art’s Sake’. The entire production is originally written, choreographed and directed by the members of the Mustard Seeds. ock music has a way in speaking to the younger generation. This music has been used today to spread many a message to the youth of today. “The lyrics are theological while the music is rock,” is how Elvis Rumion describes his new album. In theology, it would best be described as a spiritual experience within each song. Elvis, who lives in Candolim, has in his debut album brought on the character of spiritualism through the depth of his lyrics. ‘Thou Shall Not Kill’ has some very thought provoking lyrics: “Should I have spared the grass I walked upon and rather walk on stones? Should I have spared the mosquito that used me to suck on? Should we spare our enemies when they battle us in war?” Should I have spared the roach (cockroach) for being in my presence? Should I have vetoed the mass murder of ants in my kitchen? Should there be a difference between an ant and an enemy?” The music has the language of rock, but Elvis has got the music and the lyrics to match and spread the message. The
songs are all laden with a message and the music enhances the depths of that message. Elvis is proud that he has put together all the ideas himself to create this work. He has worked on every part of the album. The lyrics and music are from his creative realm, the cover design is his too. He has made use of the graphic design course he completed some time ago. He has put to best use the knowledge he gained from the sound engineering course he completed while in England. He has also produced the album himself. The entire recording of the album has been done at his own studio. This is a complete overall all-round effort. This album has something different for the rock fans; something that will bring some enthusiasm to hard rockers.

Hosts Goa kept up their splendid showing at the 2nd West Zone Taekwondo Championship here with six more gold medals on the second day at SAG multipurpose hall, Fatorda on Saturday. Goa’s Vijeta Kalal, Marolif Fernandes, Saanida Fernandes, Dextra Serneja Pereira bagged gold in girls section while Adarsh Tiwari and Aman Kumar claimed the top honours in the boys section in different categories. Yesterday, Goa had bagged eight gold, 10 silver and 19 bronze medals. Aninha Menezes of Goa bagged the silver medal in junior 65kg categor y while Nano Rachel of Gujarat and Komal Mahajan of Maharashtra claimed the bronze. St Rock outplayed their opponents with neat, enterprising soccer. Cuncolim Union were on the backfoot throughout as they lacked creativity in the midfield. Their pride dented by the embarrassing loss to Zimbabwe in the lung-opener, a jolted India will hope to revive their campaign against Sri Lanka in the second match of the cricket triseries here tomorrow. It was hardly the start Suresh Raina would have hoped for in his debut as captain as India lost by six wickets to the hosts yesterday with 10 balls to spare. Missing their regular stars, India were given a rude shock by the Zimbabweans who chased down a rather stiff target of 285 with consummate ease. Indian bowlers let down the team but the batting was not too impressive either and had it not been for Rohit Sharma's breezy 114 and Ravindra Jadeja's 61 after a top-order collapse, getting to 285 would have also been a difficult task. The visitors took an unassailable 3-0 lead in the five-match series with its ninth straight one-day victory over the Caribbean team. The 25-year-old Morkel's career-best helped disrupt the West Indies' pursuit of South Africa's modest 224 all out off 47.2 overs. The home team was bowled out for 157 off 38 overs. When Herald posed the question to Dempo Group of Companies Chairman Shrinivas Dempo, he said that presently football is going through a crucial stage and the decision of the Mahindra Group has only confirmed the fears all the other teams are facing due to the financial crunch in the sport. “If more teams follow suit, football in the country will be in doldrums,” he opined. Elaborating further, Shrinivas said that presently, Indian football is at a
crossroad and needs proper direction. “If football gets a proper direction, it will lead to an unprecedented rise in its popularity, otherwise it will lead to a great fall,” he said and added that it is high time that all the stakeholders in the country come together and discuss the issue at length and evolve out a solution to generate income from the sport. Shrinivas further stated that the cost of running a team is growing at 10-15% every year, whereas there is hardly any rise in the income generated through the sport, and said that a strategy needs to be chalked out so that running a team at least becomes viable, if not profitable. “In countries like South America, Europe, they have implemented their own models of promoting football, which has been quite effective and financially successful,” Shrinivas informed and questioned why such models can’t be replicated in India where there is a huge scope. When questioned whether the Dempo Group of Companies is planning any strategies to generate income, Shrinivas said that an individual effort will have hardly any effect in this direction, and informed that what is needed now is a collective effort on part of all those involved in the game to see that football not only survives, but thrives. Appeals judge lifts ban on Malik PTI LAHORE, MAY 29
A Pakistan Cricket Board-appointed appeals judge today lifted the one-year ban on former captain Shoaib Malik, saying the all-rounder, accused of being a "negative influence" in the past, is a changed man now. Former High Court judge Irfan Qadir's decision came at the National Cricket Academy where he held his hearing in which Malik was represented by his lawyer. The judge also reduced a fine on Malik from Rs two million to Rs one million. "The board's legal advisor has reported to me that after monitoring Malik in the last three months they feel he has improved his behavior and attitude," Qadir told reporters. "I have decided to uphold his appeal and lift the ban as the purpose of disciplinary action against players was to make them rethink about their careers," he said.
