Two Hizb ultras killed in Doda Two Hizbul Mujahideen militants were killed in a fierce gun battle between ultras and security forces in Jammu and Kashmir’s Doda district.

The militants, identified as Touseef and Imran, were killed during searches conducted by a team of Rashtriya Rifles and police in Tandla forest belt at Gandoh.

Opposition rejects Govt offer on 2G PTI NEW DELHI, NOV.28

Senior leader Pranab Mukherjee today called on Opposition leaders in a fresh bid to break the ice in Parliament offering a Supreme Court-monitored CBI inquiry into the 2G scam but there was no sign of a resolution with the Government refusing to accept a JPC probe.

Leader of the House in Lok Sabha and Finance Minister Pranab Mukherjee called NDA Working-Chairperson L K Advani and Leader of Opposition in Lok Sabha Sushma Swaraj to discuss the continuing deadlock in Parliament since November 10 over Opposition demand for a JPC probe.

Urging them to allow Parliament to function, Mukherjee offered a Supreme Court-monitored CBI probe into the 2G case while expressing Government’s readiness for a full-fledged debate in Parliament on all aspects of the spectrum controversy. He, however, said the JPC demand was unacceptable.

Website under attack, claims WikiLeaks PTI LONDON, NOV 28

Hours ahead of an expected leak of millions of classified US documents, W ikiLeaks today claimed it was under a cyber attack but said the documents would be m a d e p u b l i c through several leading newspapers.

In a Twitter message, the website said: “We are currently under a mass distributed denial of service attack.”

It added that even if its website goes down a number of newspapers will go ahead and publish the documents released to them.

The American administration asked the website to refrain from making the classified documents public.

“We have been insisting that the spectrum issue merits an enquiry by a JPC. We continue with our demand,” Yechury told PTI from Mumbai.

BJP spokesperson Prakash Javadekar said in Ahmedabad, “Congress is running away from the JPC and we have decided to stick to our demand. It has been three weeks now that Parliament is not functioning”.

In Delhi, Deputy Leader of BJP in Rajya Sabha S S Ahluwalia said, “Government is primarily and constitutionally accountable only to Parliament. The best and only option in this case is a JPC probe”.

Sources said Mukherjee told Advani and Swaraj that Government could not agree to a JPC probe as the earlier experiences have not been good.

Delhi blaze destroys building PTI NEW DELHI, NOV 28

A four-storeyed building went up in flames and a portion of it collapsed in central Delhi today after plastic stored in its ground floor caught fire following suspected short-circuit injuring four persons.

Four persons, including three firemen, suffered injuries when a portion of the building collapsed following the blaze that was reported from the building located in Maliwada locality of Naya Sada near Chowri Bazar at around 5 pm, fire brigade officials said.

Two mysterious explosions were also heard from inside the building. The building collapsed around 9:15 pm and the injured firemen were taken to a nearby hospital.

The multi-storeyed building appeared like a hot blazing inferno with red flames and thick smokes billowing out.

“The raging fire led to the collapse of a portion of the building. Fire which broke out in the ground floor spread to the other floors and within no time, it was all over the building,” the officials said.

Highway protests to echo near IFFI venue HERALD REPORTER PANJIM, NOV 28

Protestors opposing the expansion of the National Highway will be holding a day-long dharna near the IFFI venue on Monday to highlight the issue in the presence of national and international media.

National Highway Diversion Action Committee (NHDAC) convenor Sunil Desai told reporters today that they will be protesting in front of Entertainment Society of Goa premises for the entire day tomorrow.

“The dharna is one way to oppose the Government’s decision of bringing in Section 3 (D) of NH Act”, Desai said assuring that the protest would be

“We want that national and international media and delegates present should know about the issue and harassment meted out by the Government to the aam aadmi”, Desai disclosed.

The House Committee, which met on Friday unanimously de-

cided to enforce Section 3 (D) of land acquisition from November 29.

When asked, Desai said even if the Section comes into force tomorrow, the Government has full power to revert it.

“The dharna will expose the intense damage that would hit the State due to the highway’s current alignment”, he said.

Dinesh Waghale, a senior activist said that Chief Minister Digambar Kamat had assured that not an inch of land would be acquired for the highway expansion but the actual fact was different.

AK rifles firing rubber bullets?

This will soon be a reality with trial runs for firing such bullets from Kalashnikov automatic rifles to control mobs having been completed.

A decision to this effect was taken here during a meeting of senior officials of the Ministry of Home Affairs which has constituted a special group for analysing various methods needed for controlling violent crowds with least force in the backdrop of large-scale violence in the Kashmir Valley this summer, official sources said here today.

The sources said that the Defence Research and Development Organisation (DRDO) has conducted the field trials for using the weapons, first of which were introduced in 1947.

Another riot controlling device that has been cleared is the ‘dazzler’ which uses laser beams to disperse mobs by causing temporary blindness.

These may be handed over to security forces operating in Kashmir-like situations soon, the sources said.

The dazzler may help in restricting stone pelters as it can be used towards individuals, rendering them temporarily blind. These devices can be useful in restricting mobs between a range of 50 metres to 250 metres.

Jammu and Kashmir Police, which has been facing allegations of using excessive force for mob control, have got two new weapons in its armoury — pump action and riot control guns — which are non-lethal but can injure a person indulging in violence.

Auto, taxi travel to cost more HERALD REPORTER PANJIM, NOV 28

The fares of autorickshaws and taxis in the State are likely to increase by 15 to 20 per cent with State Transport Department recommending a hike for them to the State Government.

The detailed report on diesel price, rates of spare parts and salary structure of 2006 and 2010 of autorickshaw and taxi operators sought by the Transport Department, will be forwarded to the State Government tomorrow.

Transport Director Arun Desai said the report will be forwarded to the Government for a final decision over the hike in fare.

“As against the demand of 100 per cent hike, the Department will be recommending 15 to 20 per cent hike for the autorickshaw and taxi operators”, Desai said adding that since the last hike in 2006, there has been 25-35 per cent hike in diesel and spare part prices.

Since May, 2010, the All Goa Autorickshaw Association (AGAA), Taximan’s Union (TU) and the All Goa Taxi Unions Association (AGTUA) have been demanding a hike in fares. The current fare for the first three kilometres is Rs 10.

However, there was no unanimity in the hike that was demanded by various associations.

The Transport Department will recommend 15 to 20% hike for the autorickshaw & taxi operators, against demand of 100% hike While AGAA asked for Rs 20 for first three kilometers, TU sought Rs 12 and AGTUA demanded Rs 15.

“There is no justification for such a huge hike. But since the rates were last revised nearly four years back, the Government will make sure that the rates are increased now”, Desai said.

A Russian cargo plane crashed in a fireball into a naval residential compound seconds after taking off from the airport of the southern Pakistani city today, killing at least 12 people — all eight crew members on board and four persons on the ground.

The Russian-made Il-76 aircraft, which came from the UAE and was headed to the Sudanese capital Khartoum, crashed near Dalmia area within the cantonment in Karachi at 1.50 am local time. It went down in a part of the naval compound where new apartments were being built.

The ill-fated aircraft came down two minutes after taking off from the city’s international airport, said Civil Aviation Authority spokesman Pervaiz George. All eight Russian crew members were killed, he said.

The bodies of at least four construction workers were found in apartments being built at the site, Geo TV reported.

Recovered bodies were badly mutilated and beyond recognition, officials said, adding several people were also injured.

Officials said the casualties would have been higher if the plane of Russia’s Sunway Airline had hit several densely populated apartment blocks only a few hundred metres away.

Rescue operations at the crash site gathered steam this morning after hundreds of naval and army personnel moved in with heavy machinery to remove the debris and scour the damaged buildings for victims.

Several witnesses said they had seen the aircraft on fire before it crashed.

Around 62 Indian cricketers will be up for auction for the fourth edition of the Indian Premier League (IPL) with Indian captain Mahendra Singh Dhoni and the legendary Sachin Tendulkar in the topbracket of cricketers valued at Rs 1.84 crore.

However, Tendulkar and Dhoni are likely to be retained by their respective franchises — Mumbai Indians and Chennai Super Kings.

Former India captains Sourav Ganguly, Anil Kumble, Rahul Dravid along with VVS L axman are in the third bracket which has a base price of Rs 92 lakh.

The cricketers who will command the highest base price of Rs 1.84 crore are Sachin Tendulkar, Mahendra Singh Dhoni, Virender Sehwag, Harbhajan Singh and Yuvraj Singh.

I wish to bring to the notice of the concerned authorities of a leakage in the main water line which distributes water supply to Vaddy area of Siolim, located after the Home for the Aged.

The leakage in the water line had been attended to with success in the past, but the leak has re emerged and is visible on days when water is available in the area.

The resulting leakage of water is a colossal waste and needs to be repaired on an urgent basis.

It is hoped that timely intervention by the PWD would put an end to this wastage.

I wish to express my profound thanks, through the columns of your esteemed newspaper (Civic Forum, 8 Nov), to the concerned authorities for taking cognisance of the photograph, which concerned an electric pole. This pole stood in the middle of a road at Varca on the Varca-Cavelossim stretch and has been promptly relocated. Many innocent lives have been saved and it shows that government agencies operate efficiently.

The timely reminder bore fruit and the department immediately swung into action since it was in close proximity to the Varca Electricity office. Dangers such as these are noticed on several roads in Goa of unstable electric poles, trees, cattle, stray dogs, open drains etc., that convert roads into death traps for motorists.

Public consciousness and awareness is the need of the hour to highlight any foreseeable danger. Government department agencies, on their part, should take necessary precautions to ensure that precious lives are not lost.

Install signboards PRAvIN U SARDESSAI, ADPAI, PONDA

The village of Adpai, Ponda does not have adequate traffic signboards to guide travellers who proceed through the main thoroughfare. In the ‘Dessai-Bhat’ area, one confronts a sharp turn with a very narrow stretch of road. Vehicles proceed at a fast pace in both directions and an unfortunate mishap is a distinct possibility.

Minor mishaps have taken place during the last few years on some occasions.

Adequate speed breakers are absent at strategic points and it becomes difficult to exercise control on vehicles that drive at reckless speeds. Pedestrians, as a result, are the ultimate victims.

The local village panchayat needs to take up this matter on a war footing with the concerned authorities to ensure that signboards are installed. Safety factor has to be seriously addressed.

The short cut road leading to Mapusa from the village of Siolim up the hill to the Assagao plateau has heaps of garbage, which is increasing by the day. The nauseating stench of rotting garbage and a sensational burning smell renders the air.

Garbage, in all shapes and sizes, ranging from broken bottles, wet waste, remnants of perishable items, the odd construction material and the ever present plastic bags are strewn across the road. Many citizens from all walks of life traverse this route since it serves as a short cut to reach the city of Mapusa.

Authorities have turned a blind eye to the difficulties experienced by daily commuters. It would be in the fitness of things if the garbage strewn across the road is picked up by the concerned authorities so that a semblance of cleanliness prevails.

I have travelled to Mumbai a number of times since March of this year. I prefer traveling by the Konkan Kanya Express as compared to a bus. To catch this train I catch the Nizamuddin Express and travel till Margao to catch the Konkan Kanya which leaves at 1645hrs. The Nizamuddin Express, of the south western railways, is a clean and well maintained train with clear mirrors, bottle holders and clean seats. Kudos to the South Western Railways.

But when I enter the Konkan Railway owned Konkan Kanya, it is dirty, with no mirrors, no bottle holders, stained seats and the ceiling that has turned black. The train consists of nearly 20 compartments normally filled to capacity. This means that the train has been churning out a profit to the Konkan Railways.

It is imperative that the concerned authorities think of the comfort of the commuters when it is we, the commuters, who are responsible for the profit that the Konkan Railway earns!

The railway authorities would be well advised to give the train the much needed facelift.

Remove illegal scrapyards REGGIE BORGES, vIA EMAIL

After hearing of the fire in a scrapyard in Benaulim, I would like to bring to the notice of the authorities of the mushrooming of illegal scrapyards in Navelim. One is located just after the bridge as you enter the village, on the left hand side.

The second lies inside a compound on the road leading from Navelim church to the Rawanfond junction. The third is besides the new library, and the fourth lies to the left hand side of the main road between ESI Hospital and the Railway station, right beside the railway tracks.

All of them have high tin sheets around them and the gates are always closed so that what is stored inside is hidden from public view. I request the concerned authorities to get rid of these fire hazards immediately as they all lie within well populated areas. Or are we awaiting a mishap in order to take action?

It was amazing as to why the electricity went off and on 9 times in a space of less than 2 hours as it did in Colva on last Saturday evening.

This stinks of total inefficiency or vastly inferior equipment being used by the Electricity Department. Or is it the good old corruption rearing its ugly head yet again.

Having failed in several attempts in the past to identify suitable land for waste treatment in Santa Cruz village, the panchayat authorities saw a slim glimmer of hope as Calapur Comunidade attorney Mariano Araujo offered to provide Comunidade land for the purpose, provided the other committee members also accept the proposal.

The offer was made at the Sunday gram sabha, which discussed the tricky issue of identifying a suitable land for waste treatment in Santa Cruz.

Mariano further informed the panchayat authorities that the land in question is a fallow field and it is upto the panchayat authorities to acquire the land and also get necessary approvals from the government authorities like the Pollution Control Board.

However, some of the villagers said that the Pollution Board will never give its approval for setting up of waste treatment plant in a low-lying area. But, other villagers said if buildings can be allowed to come up in fields, then why a waste treatment plant cannot be allowed, and urged the panchayat authorities to at least give it a try.

When Herald questioned Sarpanch Rosy Fernandes over the progress of the panchayat’s campaign to direct housing societies to have their own composting units to treat waste, Fernandes said the campaign has hit a roadblock as the housing societies are demanding that the panchayat should bear the cost of setting up of composting units, which comes to around Rs 15,00020,000 per pit and the panchayat cannot afford it.

The issue of mushrooming of illegal hutments in the village, particularly at AltoSanta Cruz, was also discussed with the villagers demanding that the panchayat should immediately demolish the hutments since the migrants residing there are becoming a menace as they deface in the open.

Acceding to the demand, Sarpanch Rosy said they will conduct a site inspection to ascertain the facts and proceed accordingly.

However, Panch Lawrence Rodrigues appeared sceptical over the promise and said the hutments have mushroomed with the blessings of influential persons in the village, who, he said, would try every trick in the book to scuttle moves to demolish the same.

Usgao-Ganje Gram Sabha on Sunday witnessed noisy scenes over the issue of illegal parking of trucks by an industrial estate in Marwa-Sada, Usgao.

The residents were left furious after Usgao-Ganje Deputy Sarpanch Manohar Gaude left the gram sabha midway when villagers demanded to know what action has been taken in regard to the resolutions taken during the last gram sabha.

Deputy Sarpanch Gaude, who is the acting sarpanch, and who chaired the meeting did not answer any of the queries. With mounting pressure from villagers to reply to the queries, the deputy Sarpanch left the meeting hall. Later, some villagers even followed him in order to bring him back to the gram sabha, but they did not succeed.

Usgao Uva Morcha President Tulshidas Prabhu sought to know the status of the resolution passed during the last gram sabha meeting.

“I want to know what action the panchayat has taken against the industrial unit which is illegally parking trucks and has converted it into a yard. Does the panchayat receive any application from the company for parking trucks,” asked Prabhu.

“This resolution was taken during the last gram sabha and I want to know what action has been taken,” he added.

However, acting Sarpanch Manohar Gaude said the land belongs to the company and the company need not require any permission from the panchayat.

But the villagers were not satisfied with Gaude’s reply, as they claimed that though the land belongs to the company, but the company is bound to take permission for parking or using it as a yard. The furious villagers demanded to take action and stalled the proceedings of the gram sabha until the issue was resolved.

Raia meet opposes kabrastan plans at Manora on the plying of sand carrying trucks from Sonsodo to Tembi, causing traffic bottlenecks on the village roads. The meeting also discussed the issue of saline water accumulated in the fields, rendering the fields useless for vegetable cultivation.

The gram sabha members also called for reduction in the number of accidents on the State highway by erecting signages, speed breakers and bus bays.

The sensitive issue of garbage disposal also figured at the Sunday meeting. While members called for a stop to issuance of licenses for construction projects as per the High Court order, Sarpanch Savio Gomes insisted on the court orders before taking a decision on the matter.

He told the gram sabha members that the Panchayat can stop the issuance of construction licence only upon directives from the Director of Panchayats.

The gram sabha of Raia Panchayat on Sunday has opposed any plans to set up a kabrastan in the Manora area of the village.

The resolution was passed after the members raised apprehensions that the burial g ro u n d m a y b e s e t u p i n Manora.

At the meeting held on Sunday, the gram sabha demanded that the Sarpanch comply with the rules and regulations of the gram sabha meeting rules.

A gram sabha member Xavier Fernandes stated that the sarpanch often tells the members that they can get the replies to their queries in the Panchayat office, and reminded Sarpanch Savio Gomes that gram sabha resolutions cannot be taken in the office but at the gram sabha meeting.

He also charged the sarpanch for the delay in holding the gram sabha meeting and demanded that the gram sabha rules and regulations be followed in letter and spirit.

Merces Deputy Sarpanch Yatin Palyekar claimed to have been threatened with dire consequences by a resident from Vaddy-Merces on Sunday.

In his complaint, Deputy Sarpanch Palyekar told Old Goa Police that a person from Vaddy came to his business place at Dovornem-Merces and started abusing him with filthy language.

The complaint further stated that the accused tried to assault the deputy sarpanch with a koita.

Previous enmity is suspected behind the motive of the accused.

Old Goa Police have registered an offence against the accused under Sections 504, 352 and 506 of IPC.

Shedding more light on the proposal of rehabilitating the displaced houses, Waghale said that the RTI information has cleared that the State Government has no such proposal. “They have said that only compensation will be paid to the people as per the District Administration rates, which are between Rs 10- Rs 150 in different parts of the State”, he added.

The information has also revealed that the State Government has no rights over widening of NH. “The toll tax will also be decided by the central Government”, Waghale said.

NHDAC has been demanding that the Government should change the current alignment, passing through the urban area.

Duler resident killed in mishap

HERALD CORRESPONDENT PORVORIM, NOV 28

A 72-year-old resident of DulerMapusa died, after she was knocked down by a two-wheeler at Duler late Saturday evening.

According to Mapusa Police, the accident occurred when Carmeline D’Mello, who was returning home after attending a mass in a chapel, was hit by an unknown two-wheeler.

Police further informed that the two-wheeler rider fled from the site. D’Mello was rushed to Asilo Hospital in Mapusa, from where she was shifted to GMC Hospital in Bambolim, where she succumbed to injuries.

The body was handed over to her relatives. Police Sub Inspector Milind Bhuimber is investigating the case.

A proposal was mooted before the gram sabha demanding that the government depute trained personnel as Counsellors in schools, higher secondary schools and colleges to solve the problems of the students taking into account that children do not communicate their grievances with parents.

Orlim members cry foul over Sarpanch’s ‘no’ to resolutions HERALD REPORTER MARGAO, NOV 28

Orlim gram sabha members cried foul over the refusal by the Sarpanch to pass resolutions mooted by the members over a host of issues affecting the village.

Gram sabha member Kim Miranda said the Sarpanch Shirley Braz refused to pass a resolution tabled by the members asking the Panchayat body to place all commercial construction projects before the gram sabha for its approval.

It is believed the sarpanch refused to allow the resolution on grounds that the resolutions had to be in keeping with the law.

Miranda further said that the gram sabha members wanted to pass another resolution on the garbage and sewage disposal. The members wanted to pass a resolution demanding that the builder and the housing society should give in writing on the disposal of waste generated in the housing complexes, but in vain.

Members also demanded to know from the Sarpanch over the fate of the garbage management awareness programme in the village.

Mapusa Police arrested six persons on charges of rioting and assaulting four persons at a joint i n U c c a s a i m o n S a t u rd a y evening.

According to Mapusa Police, accused Ritesh Wadkar, Sandip Malvankar, Kalidas Bardekar, Kalpesh Sawaikar, Shashikant Malvankar and Ritesh Alve were sitting at a joint at Uccasaim.

“Some boys from Uccasaim and Nachinola were playing Carrom. The Uccasaim boys got annoyed over some argument and assaulted the joint owner and three other persons with liquor bottles. Ashok Karpani of Porvorim, who was also present in the joint, sustained injuries,” informed police.

Mapusa Police, after receiving a complaint from A Karpani, swung into action and arrested all the six accused. Assistant Sub Inspector Vithu Naik is investigating the case.

Man found dead HERALD CORRESPONDENT BICHOLIM, NOV 28

A 50-year-old man from HarmalPernem was found dead under mysterious circumstances on a barge at Vagus Jetty in Bicholim taluka on Sunday morning.

The deceased has been identified as Pedro L Rodrigues. The cause of death was not immediately known and Bicholim Police have sent the body for post mortem. Investigations are on.

A 23-year-old youth from Mumbai and student of Dental College, Dharwad, drowned in the Dudhsagar Waterfalls on Sunday at about 4 pm.

According to sources, Girish Prabhu along with nine other students from Dental College Dharwad had gone for a picnic at Dudhsagar Waterfalls.

Prabhu along with his friends entered into water for bath. Prabhu was dragged by strong current. However, a local youth managed to secure Prabhu. Collem Police rushed to the site.

Doctors in 108 ambulance informed that Prabhu died on the way to ID Hospital in Ponda.

Police informed that post mortem will be conducted on Monday. PI Manoj Mardolkar is investigating the case.

Curtorim sabha objects to sand extraction HERALD REPORTER MARGAO, NOV 28

The Curtorim gram sabha on Sunday took strong objection to extraction of sand and the movement of heavy trucks transporting sand from Manki Tar. At the gram sabha meeting chaired by Sarpanch Alcina D’Silva on Sunday, residents of Ulondo-Sonvonxem opposed the activity saying the movement of heavy traffic on the narrow roads posed danger to the locals.

The members demanded from the sarpanch necessary action in this respect, even as the persons involved in sand extraction have claimed that they possess the licences to carry out the activity.

Meanwhile, the gram sabha has given 15-day time to study and give its report on the housing project mooted by a builder at Maina.

The decision was taken based on an earlier resolution asking the Panchayat body to place all construction files of multi-dwelling units before the gram sabha for approval.

Members of the Curtokarancho Ekvott will conduct the study on the housing project and submit a report on the discrepancies, if any, to the panchayat body.

“The operation lasted almost an hour. Fire personnel managed to save property worth Rs 25 lakh, while the loss is estimated to be about Rs 20 lakh,” said Redkar.

He further informed that 210 motor windings were destroyed after it caught fire due to probable spark caused in the heater

of the oven. The machine also caught fire.

Luckily, no one was hurt in the incident, as it was the third working shift.

Security personnel informed that soon after the incident, workers used fire extinguishers to douse off the fire, but could not control the inferno.

Culinary competitions held

PANJIM (HND): To encourage culinary skills of rural women and to provide platform for this talent, Sesa Goa under ‘Community Development Projects’ arranged a culinary competitions in various parts of the state in which around 600 women participated. Competitions were held at Mayem, Shirgaon, Pilgaon, Mulgaon, Pissurlem in North and Netravali in South.

Actress Amita Nayak Salantri judged this three day competition along with Ujwala Tarkar, coordinator of Gomankar Madhurangan. Anuradha Parkhe and Trupti Choulkar were the other judges.

Ladies could choose to cook with rice, millet (nachni) and pulses. First, second, third and consolation prizes were also given out. Amita Salatri gave some important tips about cooking. She congratulated the participants who cooked well.

Ujwala Tarkar also guided the participants with various tips.

Unknown assailant leaves Durbhat resident injured HERALD CORRESPONDENT MARCEL, NOV 28

A resident of Durbhat-Ponda was injured after he was attacked by an unknown assailant near Don-Khamb Quelem on Saturday at about 6 pm.

According to Ponda police, Prajot Shet was proceeding to Ponda on his two wheeler, when he stopped at Don-Khamb, Quelem to answer his cell phone.

As he was in the midst of a conversation, an unknown person attacked him with a hockey stick.

Shet tried to resist and the assailant fled from the scene. He was later admitted at the ID hospital in Ponda.

Ponda police has recovered a broken hockey stick from the scene.The motive behind the attack is not known and investigations are in progress.

Mormugao council to appoint consultant to draft CDP HERALD REPORTER VASCO, NOV 28

Mormugao Municipal Council (MMC) has decided to appoint a consultant to draft a comprehensive City Development Plan (CDP) to plan schemes for the city and to ease pressure on basic infrastructure.

This was decided at the first special meeting of the council on Friday and councillors also decided to seek the help of Mormugao Planning and Development Authority (MPDA) for resource mobilization.

Failure to maintain basic infrastructure and the growing illegal construction in the port town has put the council in a spot of bother.

In his address at the special meeting, MMC Vice Chairperson Manesh Arolkar said the council has to think of the future and should plan a CDP to create basic infrastructure for next 50 years.

"As MPDA has agreed to assist the council to develop its area, the council should mobilize resources of the MPDA for planning and development."

"The MPDA member secretary has shows his willingness to help the city in terms of planning and development," said Arolkar.

He informed that the CDP is essential to avail of schemes meant to develop urban infrastructure.

Most councillors also agreed that the council should appoint a consultant to draft the CDP. MPDA member secretary R Pandita said the CDP is very important for any urban area.

"It is our duty to help the local body in terms of planning and development. Earlier too, we have helped the council," said Pandita.

“If the information is not submitted within 30 days by PIO, then an appeal can be preferred with Goa State Information Commission,” added Da Gama.

“If the commissioner finds that the information is not furnished within 30 days without any reasonable cause, or knowingly given incorrect, incomplete or misleading information, he can impose a penalty of Rs 250 each day on PIO till information is furnished. After detailed discussion, it was decided to form a Asha RTI Panel to take up public grievances and issues regarding the RTI Act with Chief Minister Digambar Kamat and appropriate government authorities.

CMC councillors raise eyebrows over beautification work HERALD CORRESPONDENT CANACONA, NOV 28

Some newly-appointed councillors of Canacona Municipal Council (CMC) have raised eyebrows in the ongoing beautification work worth Rs 3.5 crore.

Councillors claimed that pavers erected five months ago

by CMC with funds obtained under GIA, for which payments of Rs 5.61 lakh have been made to the contractor just two months ago, are removed for replacement with new pavers under the beautification tender process undertaken by GSIDC. Councillors Ramakant Naik Gaunkar and Sandesh Gaonkar pointed to the unwanted removal of recently fixed pavers at NH-17 road bus stop at Chaudi and the present haphazard fixation of new pavers under the beautification works.

“What has compelled for the five-month-old fixed pavers and where these pavers after removal has been utilised or preserved is not known,” claimed the councillors.

“These works have been completed only a few months ago and payment to the contractor was made only just two months ago with deduction of security deposit,” they said.

“How the contractor will get back his refund of security is not known, since the work carried out by him doesn’t exist

PANJIM (HND): Dr Harish Shetty, a well known child psychiatrist from Mumbai will conduct a series of workshops on 'Mental health needs of children in Goa' on December 1 and 2 at the Goa Chamber of Commerce and Industry (GCCI) in Panjim, organised by Children's Rights in Goa (CRG).

The first session will be for heads of schools and will be inaugurated by Chairperson of the State Commission for the Protection of Child Rights, Ms Samira Kazi. This will be followed by a session for teachers and counsellors in the afternoon.

On December 2, Secretary Women and Child Development, V P Rao, will be the chief guest for the workshop on mental health needs of children in residential institutions. The focus of the workshops will be alternatives to corporal punishment and building mental health systems in schools and institutions.

GMAS demands judicial probe Water sanitation committees fail to function in Ponda into allotment of land for SEZ HERALD NEWS DESK PANJIM, NOV 28

Goa’s Movement Against SEZ (GMAS) convenor Matanhy Saldanha while hailing the High Court order on the allotment of land has demanded a judicial probe into the whole affair while also asserting that no land in Goa should be given to the seven promoters as they have vitiated the entire process of land allocation.

Pointing out that even the High Court has found “undue haste” and departure from the laid down procedure like not even scrutinizing the applications properly, GMAS opined that why the undue haste and departure from procedure was adopted, needs to be probed and hence has asked for an enquiry by a retired senior judge to pin those responsible for it.

“That some applications were approved even without scrutinizing them indicates

that kickbacks were involved and those involved have to be brought to book and the government should initiate action against them,” said Matanhy Saldanha.

He also demanded that those individuals who were directors of Goa Industrial Development Corporation when the land was allotted, should be removed from office if they continue to be directors even now.

“If they are not removed from the Board of Directors, they will try to influence the board to re-allot the land to the same people probably because of the kickbacks they had received then,” he said.

GMAS also demanded that the EDC should not consider any fresh applications from the seven promoters for allotment of the land. “As these promoters had obviously resorted to unhealthy means to get the land then, they will repeat the

same now and such persons who have no respect for the laws of Goa but seek to buy it, should be given no place on our land,” said Saldanha.

He also asserted that the Government now has a responsibility of bringing to book those responsible for giving such huge tracts of land in an undue hasty manner.

While pointing out that the Court has upheld the just demand of the people, he said the Government should now pursue with Ministry of Commerce and Industry, Government of India, to de-notify the three SEZ already notified by the Central Government.

Meanwhile GMAS wants to make very clear that it will oppose any move of the Government to allot any land to the SEZ promoters and that it will not accept the establishment of the SEZ’s in any other forms.

Shetye further said that it is not necessary that the student should become engineer or doctor to become successful in life. “There are range of options available for the students to choose from like music, acting, sports, singing, cooking, TV anchoring, etc, in which students can climb ladder of success,” added Shetye.

He further said the teachers apart from studies should also teach ethics to the students so that they become ideal citizens of the country.

“Many a times, it has been observed that students do not know how to behave with the elders and in the society. The behavioural attitudes determine the character of the person,” he said.

“These days, more and more students are seen joining tuitions classes which indicate that teachers are not teaching with dedication. If teachers take interest and teach the students properly in the class rooms, then student won’t go for tuitions,” added Shetye.

Samraat Club of Porvorim President Rajkumar Dessai said since 1999, Samraat Club is celebrating ‘Students Day’ and during this year, seven well-cultured and best students of Std 8 and 9 from seven schools in Porvorim are being felicitated.

“The selection of the students has been done by the respective high schools and there is no interference of Samraat Club in selection process,” said Dessai.

The village water sanitation committees in Ponda taluka, formed as part of a nationwide sanitation campaign, seems to have been flushed down the drain.

It’s over a year since the committees in all 19 panchayats in Ponda taluka were formed, but till date they have remained only on paper.

According to reports, majority of the committees have not convened a single meeting since its formation.

The village water sanitation committees consisting of panch members and villagers were formed with aim to identify sanitation-related problems and educate masses on the steps to be taken on the issue.

Under this process, the committees were to identify which areas lack in toilet facilities and lack of portable drinking water.

However, it seems that till date no committee has submitted its report to the BDO. Kutkar informed that the responsibility lies on these committees to create sanitation awareness in villages.

“We expect these committees to spread awareness among villagers on sanitation and take expert advice from health or PWD in conducting workshops in the village. Responsibility also lies on such committees to identify wards with improper sanitation facilities,” he added.

Denotify all the SEZs

oa Rajya Sabha MP Shantaram Naik is 100 per cent right in saying that the road is open for denotification of the three notified Special Economic Zones (SEZs) in Goa, in view of the latest judgment of the Bombay High Court at Goa. On Friday, the High Court ruled that the 30 lakh sq metres of land allotted by the Goa Industrial Development Corporation (GIDC) to the SEZ promoters was given illegally and without correct scrutiny. The court has, through this judgment, upheld the state government’s decision to scrap the SEZs and, later, to withdraw the SEZ policy.

As it turns out, the allegations by anti-SEZ activists were spot on. The GIDC, exactly as they alleged, allotted land to some of these entities even before they had filed proper project reports. In two cases, the property was transferred even before the companies were legally constituted!

In 2006, four SEZ promoters – K Raheja Corp Pvt Ltd, Paradigm Logistics Distributions Pvt Ltd, Inox Mercantile Co Pvt Ltd and Planet View Mercantile Company Pvt Ltd – were allotted 16.5 lakh sq metres of land by the GIDC within seven days of applying. In its judgment, the court has wondered whether their applications were at all scrutinised.

Over 12 lakh sq metres of land at Keri-Bhutkhamb were given to Meditab Specialities Pvt Ltd, ostensibly for a pharma SEZ, within 21 days from the date of application. The court found that the GIDC had neither examined the company’s credentials nor its financial status and/or experience. Peninsula Research Centre Pvt Ltd, which was given two lakh sq metres of land at Verna, was not even formally registered as a company. An outfit called Maxgrow Finlease Pvt Ltd was given land on the basis of an application made in the name of another company…!

It is nothing short of astonishing that even as these companies were obviously aware of these infirmities and illegalities, they dragged the state government to the court and insisted on a gargantuan quantum of compensation for the scrapping of their so-called SEZs. But it is even more surprising, and shameful, that even though the Goa government knew that these allotments were bogus – it had been pointed out by anti-SEZ activists years ago – it did not institute an internal inquiry, come up with the facts and cancel the allotments on properly reasoned grounds after giving the SEZ promoters a hearing. That would have saved Goans a year or more in terms of time and a huge sum of taxpayer money spent in litigation.

The court made an important point that every politician and bureaucrat in Goa needs to take note of. It said in the judgment that state or public authorities cannot act like private persons while disposing of public properties. If they keep this in mind while going about their duties, this state will be saved a great deal of public strife.

Good suggestion

oa Pradesh Congress Committee President Subhash Shirodkar has said that a special legislation is necessary to ban sale of agricultural land to non-Goans, considering the shortage of land in the state. He said that he would meet Chief Minister Digambar Kamat and urge him to speedily pass such a legislation in the Legislative Assembly, to enable the state to maintain its unique identity.

Mr Shirodkar has come up with a great idea. Many states ban non-farmers from buying agricultural land. Other states, like Himachal Pradesh and Uttarakhand, don’t allow sale of agricultural land to those who don’t belong to the state.

Goa can surely come up with a law on these lines, which can stand the test of constitutionality.

What’s the hurry?

The SEZs were given a decent burial by the HC of Goa and the Regional plan 2021 finally left its womb (unaborted and undeformed ) to chart out a brave new path for this innocent little lamb standing for slaughter by the Arabian Sea. There’ll be plenty of carping and criticism on essentially a few pockmarks on the remarkable face of this plan. But that the Plan dares to dream and dream big, no one can deny.

Highlights and Victories * The near fanatic preservation of Eco sensitive zones which to my mind is the real identity of Goa and Goans. * The drop dead gorgeous look to our pristine villages by dropping FAR’s as wished for by the people. * The chasing away of the land mafias that would have decimated and then dominated our land. ( though they’ll try every trick in the book, to sneak their way back in ) * The sensible walk down 73rd/74th Avenue.

All the beautiful suggestions that would embellish the plan were incorporated, all the ugly ones weeded out. * The almost obsessive compulsive detailed and extensive mapping exercise which identifies each and every hill / pond / field / khazan land.

Any violation of these can now be easily prosecuted speedily and then punished severely (hopefully) * The intelligent creation of alternate economic thrust areas connected by new rail and road networks. After all, people do need jobs to survive.

They surely can’t sustain themselves on love, fresh air and moribund economic theories. * The cunning, very cunning, provision to heavily tax second homes in Goa. We have to somehow halt Goa becoming one giant casino where every pan chewing, seedy speculator comes to make a fast buck, and scoot while we are left cleaning up the mess. * The affirmation that any Regional plan for a golden future requires not just pen, (with green, not red refills) paper, compass and Google but essentially have what this plan has – A heart and a soul and a vision.

Combined efforT Pitfalls The best laid plans can, however, be torn asunder by men and women of straw. So, this plan can also be botched up big time. How? *We will all be missing the elephant in the room if we do not address the gargantuan issue of corruption in our society. In Charles Correia’s immortal words “Corruption doesn’t just come from top to down. It is also a bottom up phenomenon”. Corruption is the life blood of this Government. No question. The stench emanates from every pore of governance and unless this python is annihilated or at least tamed by the system, implementation of such a wonderful document will remain a frustrating mirage. *PDAs: (The babudom that determines planning and growth in our cities and an unbelievable cash cow) is an area the Chief Minister will tread gingerly not to ruffle feathers. Will Goa be saved 100%? * Flipping the Economy : As long as people in Goa think that mining, building, sex, drugs and casinos are the only economic models we need to follow, we are certain to slam head first in to a wall. There are rumblings of change, though.

Change to a greener economy. Agriculture, Floriculture, Ecotourism, Educational Hubs and Green Industries. These little streams must coalesce to give rise to a giant tidal wave that overturns the more destructive models of economic growth.

he dynamics of being an outsider in a predominantly homogeneous society are complicated. When a person ventures out of his own homeland to go and settle in a relatively alien place, he or she already puts aside certain pre-conceived notions regarding people, because he or she has taken that gigantic risk of venturing into a strange land with the hope of making it his own. It is quite like the proverbial “leap of faith”, where a person trusts the fundamental universal essence of human beings and puts aside conventional, traditional, racial, and ethnic prejudices.

Surely, there would be some way to connect to people, no matter what language they speak, which religion they follow, or which region they belong to. There would be a little bit of earth and sky that even strangers can share. A smile could bridge many a differences.

Somewhere in my mind I believed in this, without even being aware of it, when I came to this small village in Raia. The community here seemed so close, with everyone knowing everything about each other or at least claiming to know!! It was quite a change from the vastness of Delhi, where I grew up, with its relative anonymity and poignant de-personalisation! These were two extremely different environments to develop social perceptions. I

this project would be available to buy the electorate in the ensuing election? This is our humble request which begs attention.

Scrap highway corridor Marshall Faleiro, Navelim Goa is a small state with scanty land and is thickly populated. We cannot afford to sacrifice precious land for sake of the expressway corridor.

Such a move will divide our villages and visiting neighbouring villages will become a difficult task. Moreover, payment of toll will be a financial burden on our day to day life.

The villagers of Navelim will suffer the most. The village will be divided into two parts eastern and western if the NH passes through the existing road. Students and parishoners will not be able to attend school and church services on time.

I request all concerned not to believe in assurances given by politicians and say a firm ‘no’ to the highway corridor through our mother state Goa.

The Politicos : These land battles would have never reached a climax if not for the unstinted and vocal support of many in the political class.

Mathany Saldanha, Manohar Parrrikar, Shripad Naik, Nirmala Sawant, Shantaram Naik, Froliano Lobo, Radharao Gracias, Christopher Fonseca, Shashikala Kakodkar and many others. They kept hammering out at these issues and kept the pressure cooker on.

Media: Nowhere in the world is the media more with the people rather than power as much as it is in Goa. Every Editor (print and electronic), every columnist and opinion maker (the more acerbic they are, the harder they love the land) every letter writer wrote and published, voiced and anguished, cajoled…and reprimanded to push Goa away from the abyss and back to a modicum of sanity.

Civil society organisations: All of them, some celebrated, some unnoticed, have waged a relentless, no holds barred, sword fight to the finish to voice the grievances of the “aam aadmi”. A tad too idealistic and non pragmatic at times, their commitment, sincerity, and their sheer force of conviction is unparalleled in Goa’s history.

Religious organisations: The Church, Hindu Samaj religious heads and Muslim organisations pitched in hard and fought long. And more so the Church.

To be a monumental moral force of courage and perseverance in modern times, despite the odds, despite the taunts and jibes and despite all the dark despair,r is one helluva task. Try carrying a cross every single day of your life.

Celebrities and Goa-philes: From our rock stars to our novelists, our thinkers to our NRGs, they lobbied in the corridors of power in New Delhi, they pushed the envelope, and they ensured mega media attention and made us believe that celebrities can also be on the right side of history.

To paraphrase a JFK advice: “Ask not what the Plan can do for you but together what we can do for the plan”.

PS: I will never ever have a rational, scientific and mathematically precise explanation as to why all this has happened so I’ll concede this just this once, only once: There must be a God somewhere up there who really loves Goa.

Every time I smiled at my elderly neighbour, Tony, he would look down! Well, all my notions of bonding with them seemed to be put on the shelf and no matter how hard I tried to get through to them, it seemed that I had encountered a wall of prejudices, being a woman from a big city. Well, if I could not reach out to Tony, now, at the saddest hour of his life, there was no point in being human at all. I started visiting him sometimes. Death is so solemnly universal, that one does not need to have a shared culture or language to feel its unbearable sadness. A tentative friendship developed between us.

Whenever I need any information or help regarding anything in the village, I turn to him. Sometimes I go over to his house and scold him for keeping it in a mess. Sometimes I call him over and

The credibility of the government has now reached its nadir. At the recent Saras Festival in Margao, the Chief Minister tried to hoodwink Goans once again saying that affected people who will lose their homes due to the National Highway project, will be compensated at prevailing market rates.

What audacity, when the Goa Government doesn’t have money to even to pay its employees salaries! Besides, who can trust a government that can never keep its promises?

Babu Azgaonkar’s statement that the National Highway is needed because the Zuari Bridge may collapse was quite amusing. Why wasn’t another Zuari bridge constructed instead of spending Rs100 crore as “consultancy fee” on an unfeasible VascoDona Paula sea link?

Our PWD minister said that that there is no need to consult experts on the National Highway issue because the Goa Government is “competent enough” to build roads.

The ground reality is quite the contrary, with potholed roads all over the state. So much so for competency. Highways are normally built away from densely populated areas and could sever homes and destroy neighbourhoods. Our ministers should know this simple fact.

Our Chief Minister had told us not to depend on the votes of Goans. The Congress got a blow in Bihar recently and very soon might get a bigger blow in Goa in the next Assembly elections.

Setting an example

And when I told him how touched I was by his thoughtful gesture of taking all the neighbourhood dogs for a brisk walk in the woods every evening, he replied poker faced, “I do it for my own exercise, not as philanthropy to them”!!

I can’t understand why he goes to Church so often. He probably can’t understand why I have long, loud, bellowing singing sessions with my friends!! It took us a long time to accept each other’s attitudes and perceptions and we are still working at it! Last month, during the visit of Our Lady to my house, Tony came with the rest of the village people. And as I stood there, to my surprise, I saw the same man who would not even smile at me a few years back, lighting all the candles for me, so naturally and responsibly, as only a close friend would. As I watched the flame dancing and lighting up Mother Mary’s face, I felt I was loved.

IFFI dazzle Adelmo Fernandes, Vasco The state capital, Panjim is dazzling with all the glitter and glamour as the who’s who of the film world have descended upon Goa for the International Film Festival of India (IFFI). The hotels in the city have shown an increase in the occupancy. There is an increase in business for the local shopkeepers. It is true that the film festival does not benefit the aam admi. The festival itself came in for a lot of criticism in the past.

But there is no denying the fact that the festival serves to show-case what Goa has to offer to the tourists who intend to visit the state. Thanks to the film festival Goa is slowly but surely becoming a hub for film shooting as more and more directors from within the country and abroad could consider Goa as a preferred choice. Goans may not be movie buffs but the state stands to benefit from the mega event. Indeed, IFFI is the best thing that has happened to tourism in the state.

Until today, there is no development work undertaken at the Baina beach except for the Vasco Ravindra Bhavan.

Where is the Rs200 crore received for beach development. If citizens will simply have faith in these responsible people, nothing will develop so easily in Vasco. Furthermore, with innumerable migrants that have infested the port town, everything has gone haywire. Sad to say, but my heart cries out when I see my town in shambles. It’s a pity the way ‘entertainment’ can be defined in Vasco.

Mad, mad world John A Fernandes, Margao When I read letters to the Editor, I sometimes feel that we are living in a mad, mad world. These can be grouped into five categories namely, the wise, knowledgeable, stupid, ignorant and the insane. All of us fall into these categories. For example, we may be knowledgeable in one field, but ignorant in another. We also have moments of insanity. The wise never stoop down to the level of the stupid. The knowledgeable should not attempt to convince those who stubbornly cling to their ignorance. Obama’s support kicks of Enhanced safety Finance intelligence agency hectic efforts for UNSC bid measures at Kaiga operating at half staff strength PTI NEW DELHI, NOV 28

US President Barack Obama's expression of support has lent an impetus to India's efforts to secure a permanent seat in UN Security Council, with hectic discussions having been initiated with a number of countries like France, Japan, Russia and Germany.

A push to India's bid for permanent seat is also being given at the United Nations Headquarters by the country's Permanent Mission.

Close on the heels of Obama's announcement, France's Head of UN Division in the Foreign Ministry Sylvie Berman visited Delhi recently and met Foreign Secretary Nirupama Rao and some other senior officials of the External Affairs Ministry to discuss the issue of reforms, sources told PTI. This was followed by a visit

by Japanese Deputy Vice Foreign Minister. The Head of Russian Foreign Ministry's UN Division and German officials are expected here soon.

"An impetus to the efforts to secure permanent seat has been

lent by Obama's announcement.

It has given a boost," a source noted in the context of hectic parleys.

The focus of the discussions is overall reform of the UN, including that of the Security Council, in permanent and nonpermanent categories, the sources said.

India is set to assume the nonpermanent membership of the Security Council in January for two years and this aspect also came up for discussion in terms of the issues that the powerful world body is going to be faced with.

The immediate global issues, on which India will have to take

position as non-permanent member of the UNSC, relate to referendum in Sudan expected in January, the UN report on the assassination of former Lebanese Prime Minister Rafiq Hariri and Nepal where the political system is deadlocked.

Notwithstanding Obama's announcement of support, India is keen to strive for the permanent seat under the format of G-4 which also includes Brazil, Germany and Japan.

Significantly, three members of the G-4 -- India, Brazil and Germany -- will together be in the UNSC from next January as non-permanent members, providing them an opportunity to push their agenda further.

For the UN reforms, five rounds of inter-governmental negotiations have taken place since 2009 and made some progress.

The negotiations are taking place on five key aspects -- categories of membership, question of veto, regional representation, size of enlarged Security Council, and working methods of the council and its relationship with 192member assembly.

Safety measures have been stepped up at the nuclear power generating station here in the wake of an incident of tritium contamination of drinking water exactly a year ago even as police appear to have reached a dead end with the probe into the matter.

"We have taken a series of measures because the safety of the plant is involved," Shreyans Kumar Jain, Chairman and Managing Director of Nuclear Power Corporation of India Limited. said.

He said television surveillance has been enhanced and a multibarrier system has been put in place in handling of tritiumlaced water that comes out of the reactor.

Jain refused to go into details of the enhanced safety measures but said that officials have also added an element of surprise to it to ensure that the employees do not find out ways to jump the system.

On November 23 last year, at least 90 workers at the Kaiga Generating Station were detected with relatively higher levels of radiation, a condition developed after consumption of tritium-laced water from a water cooler.

The Department of Atomic Energy (DAE) has been maintaining that the contamination of drinking water was an act of deliberate mischief by an insider.

Nearly a year after the case was registered at the Mallapur police station near here, police have not been able to identify the culprit.

A section of the officials at the nuclear station said the fact that there was no breakthrough in the case has created unease among employees who work together at the plant and live together at the DAE township.

Asked about the contamination case, Jain said not a single employee of the plant was found with dosage higher than the limit prescribed by the Atomic Energy Regulatory Board.

The government's elite finance intelligence wing mandated to detect suspected terror financing in the country is working at half its sanctioned strength in stark contrast to the volume of work handled by it.

The Financial Intelligence Unit (FIU) under the Union Finance Ministry has been dealing with sensitive data since it was created in 2004 as the national agency responsible for receiving, processing, analysing and disseminating information relating to dubious financial transactions.

During the last financial year (2009-10), the unit headquartered in the national capital saw a huge 400 per cent rise in reportage of such inputs by various agencies to it.

Only 36 posts have been filled in the unit, although the total sanctioned strength for the wing, headed by a Director, is 74.

The unit is also functioning at half its strength at the second-in-command level, as only five additional directors are serving at the wing as compared to the sanctioned 10.

"The FIU is an ambitious

agency of the government to check and thwart attempts of misusing the Indian economic channels for terror financing and Hawala operations. Unfortunately, the agency, since its creation, is not able to fill up its sanctioned posts owing to various difficulties, including lack of interest amongst officers from other services to join FIU," a top Finance Ministry official said.

More and more intelligent officers in FIU will ensure better analysis of reports and better mechanism to co-ordinate with other law enforcement agencies, the officer said.

The unit also has vacancy among staff which are not responsible for analysis and investigation of suspect data.

More than 17,000 Suspicious Transaction Reports (STRs) were generated by the FIU in last fiscal with most of them reported by the banking channels.

Guesswork on size of black money may end, Govt plans study Lung cancer cases on rise in Kashmir PTI NEW DELHI, NOV 28

After a gap of 25 years, the government has set the ball rolling again for estimating black money in India as well as the causes of its generation and has sought proposals from national institutes on the subject.

Finance Minister Pranab Mukherjee has asked four institutes to send their suggestions for undertaking a study to estimate the quantum and nature of unaccounted money in the country.

The National Institute of Public Finance and Policy (NIPFP), the Indian Statistical Institute (ISI), the National Council for Applied Economic Research (NCAER) and the National Institute of Financial Management (NIFM) were told to submit their proposals by the end of this month, a key Finance Ministry official said.

"Such a study would have a duration of one year and also include officials of

the Central Board of Direct Taxes (CBDT), Central Board of Excise and Customs (CBEC), Enforcement Directorate and the Department of Economic Affairs, including the Federation of Indian Export Organisations," he said.

Besides, officials from the Ministry of Home Affairs, Ministry of External Affairs, the Cabinet Secretariat and the Ministry of Statistics and Programme Implementation would also be involved.

The Parliamentary Standing Committee on Finance had earlier mooted the proposal for this kind of study.

The first study on unaccounted money was conducted way back in 1985.

The proposal for the new study assumes importance in the wake of a report

by Dev Kar, economist from the US-based Global Financial Integrity, which showed that USD 462 billion (over Rs 20 lakh crore) was drained out of the country between 1948 and 2008.

The official said, however, that there was no connection between the report and the proposal for the study.

He said the study would analyse both, black money generated in India as well as parked outside.

"The survey will try to find details like the amount of unaccounted money in

India and whether it leads to money laundering inside and outside the country," the official said.

The study will identify main sectors in the economy where unaccounted money is generated and threat to national security from such a situation.

It will also examine methods used for generating unaccounted money and "its conversion and recycling in the mainstream economy", the official added.

"The study will also be asked to suggest ways and means for detecting unaccounted money and devising ways for taxing it," the Finance Ministry official said.

If sanctioned, this will be the second study of its kind.

The first study on unaccounted money was conducted way back in 1985. In it, the NIPFP had put the estimate of black money amount between Rs 31,584 crore and Rs 36,786 crore, in 1983-84, which was 16.53 per cent of the Indian economy then.

Smoking has taken its toll among the males in the Kashmir Valley with the highest number of lung cancer cases being reported in the state so far this year.

Till October this year, 316 cases of lung cancer have been registered at SKIMS. There were 363 cases reported in 2009 and the number of such patients was 265 in 2008.

This year the number of lung cancer cases registered at SK Institute of Medical Sciences (SKIMS), the main oncology facility in the Valley, was a record high and surpassed the number of oesophagal cancer cases which was previously the most common cancer here.

More than 7,000 cancer pa-

tients registered at SKIMS in last three years who suffer from among 80 variants of the disease, around 1000 patients had developed lung cancer with nearly 900 cases blamed on smoking.

"Lung cancer is mostly caused by smoking, all types of smoking, but 90 per cent lung cancer cases are caused by cigarettes," Dr Maqbool Lone, head of the Oncology department, told PTI. Since smoking is more prevalent among the men here, it is they who suffer the most. The statistics of last three years show that among the two, majority of the cancer cases are male patients.

In 2008, the number of cancer patients registered here were 1,467 against 922 female pa-

tients. In 2009, the number of male patients suffering from cancer were 1,705 compared to 1,168 female patients. So far this year, 1285 males have been confirmed of the disease as against 822 women patients.

Apart from smoking, dietary habits of Kashmiris are another reason for the growing number of cancer cases.

Lone said pickles, which are not preserved properly, very hot tea and the sun-dried vegetables meant for consumption during the harsh winters in the Valley, can also cause this cancer.

He said one of the causes of breast cancer, which is on rise in the Valley with 148 cases in 2008, 162 cases in 2009 and 132 cases registered till this October end, is also poor dietary habits in the Valley.

Pakistani authorities have made no progress in tracking down 20 suspects, including Karachibased LeT operative Muhammad Amjad Khan, who were named in a chargesheet filed in an antiterrorism court a year ago for playing a key role in facilitating the Mumbai attacks.

Two years after the assault on India's financial hub that killed 166 people, investigators have made no headway in tracing these 20 suspects who helped arrange boats, finances, training and equipment for the 10 Pakistani terrorists who carried out the attacks, diplomatic sources told PTI. The Federal Investigation Agency and Pakistani intelligence agencies arrested seven suspects, including LeT operations commander Zakiur Rehman Lakhvi, in the months

following the attacks.

Lakhvi was arrested during an army raid in Pakistan-occupied Kashmir's capital Muzaffarabad while the others were held in Punjab and Sindh provinces.

The trial of these suspects in a Rawalpindi-based anti-terrorism court has been marred by repeated procedural delays and controversies while the judge has been changed thrice since the proceedings began last year.

Interior Minister Rehman Malik has said the proceedings are stalled and can move forward only if a commission visits India to interview key witnesses, including the lone surviving attacker Ajmal Kasab.

Senior Indian security officials told PTI that except for LeT operatives Lakhvi and Zarar Shah, the other five suspects put on trial were “minor players” and had played "inconsequential" roles in the planning and exe-

cution of the attacks.

Diplomatic sources said investigators had no information on the current whereabouts of the 20 other suspects named in the chargesheet that was filed in the anti-terrorism court on the first anniversary of the Mumbai attacks last year.

Most of the suspects are linked to the banned LeT. A key absconding suspect is Muhammad Amjad Khan, a shadowy LeT organiser and financier from Karachi who figured in a majority of dossiers provided to Pakistan by India.

Khan, who hails from Multan, played a key role in arranging and providing funds to the attackers.

New Delhi's concerns were conveyed to Pakistan Interior Minister Malik by High Commissioner Sharat Sabharwal during a meeting last evening.

The Indian envoy reiterated the concerns that were expressed by the External Affairs Ministry on the eve of the second anniversary of the attack regarding the lack of "substantive and verifiable progress" in the ongoing trial of the Pakistani suspects, the spokesman for the Indian High Commission said.

“The High Commissioner expressed the hope that expeditious action would be taken to bring all the perpetrators to justice,” the spokesman said.

Amid high tensions on the Korean peninsula, China today called for “emergency consultations” between members of the six-nation talks on North Korean nuclear disarmament to bring peace and stability to NortheastcAsia. “:I want to stress that a series of complicated factors have emerged on the Korean peninsula which have made the international community and the members of six-party talks deeply concerned," Chinese Vice-Foreign Minister Wu Dawei told reporters here.

He said the Chinese side believes it is necessary for the delegation of the six-party talks who had the important task of fully implementing the 2005

joint statement to bring about peace and stability in the Korean peninsula, to meet and exchange views to make due contribution in maintaining peace in the peninsula and easing tensions in Northeast Asia.

Wu, who was part of the Chinese delegation headed by State Councilor Dai Bingguo that visited Seoul yesterday, made the statement immediately after returning today.

China, a key ally of North Korea, is part of the six-party talks framework, that includes the US, Japan, Russia and two Koreas, formed in 2005 to deal with the situation arising out of North Korean regime acquiring nuclear weapons.

Four South Koreans were killed in the sudden shelling by the North on Yeonpyeong on

November 23, which sparked off fresh round of tensions, inviting world condemnation and retaliatory fire from the South.

The South has already rejected the proposal for resumption of the six-nation talks which suffered a set back after the recent sinking of a South Korean naval vessel allegedly by North Korea.

Wu said China's call was not for resumption of talks but “emergency consultations.”

The six-part talks mechanism play an important role in strengthening communication among the parties advancing denuclearisation in the peninsula and safeguarding peace and stability, he said.

“It is China's consistent position that the six-party talks should be resumed at early date.

“I would like to stress that although the proposed consultations do not mean the resumption of the talks, we do hope that they help create conditions for the re-launch of the talks,’ Wu said.

Wu said during his visit, he had held extensive consultations with the South Korean leaders including President Lee Myungbak and discussed a way out to ease the crisis to maintain peace and stability in the Korean Peninsula.

Meanwhile, a top North Korean official will visit Beijing this week to discuss the situation, official media here reported.

The US has refused to enter talks with the whistle-blower website WikiLeaks over its planned release of millions of classified documents and asked it to return the “illegally obtained” papers, the leak of which would “endanger the lives of countless individuals.”

“We will not engage in a negotiation regarding the further release or dissemination of illegally obtained US government's classified materials,” Harold Hongju Koh, the Legal Adviser at the State Department, said in a letter to Jennifer Robinson, Attorney for WikiLeaks founder Julian Assange.

The letter was in response to the communication from WikiLeaks a day earlier in which it informed the US about its intentions to publish classified millions of American government documents.

“Despite your stated desire to protect

'Der Speigel', that WikiLeaks also has provided approximately 250,000 documents to each of them for publication, furthering the illegal dissemination of classified documents."

The State Department said it will not engage in a negotiation regarding the further release or dissemination of the US government classified materials.

“If you are genuinely interested in seeking to stop the damage from your actions, you should: 1) Ensure WikiLeaks ceases publishing any and all such materials; 2) Ensure WikiLeaks returns any and all classified US Government material in its possession; and 3) remove and destroy all records of this material from WikiLeaks' databases," Koh said.

Security in Kandahar city has improved dramatically, U.S. and NATO commanders say, especially after the bulk of 30,000 extra U.S. troops ordered by President Barack Obama last December were sent to fight in the south.

Kandaharis fear civil war: report Reuters KANDAHAR, NOV 28

NATO's planned withdrawal of combat troops from Afghanistan in 2014 will likely mean a Taliban takeover and civil war, residents in the heartland of the insurgency fear, echoing a worrying recent report.

Afghans in the southern city of Kandahar said Afghanistan's security forces would likely collapse when foreign combat troops left, even if they continued providing training and equipment.

Kandahar province is the birthplace of the Taliban and has long been the focal point of Afghanistan's bitter insurgency.

"It's 100 percent possible that there will be a civil war," said Pida Muhammad, a worker at the Kandahar governor's palace.

“Afghans cannot have union among themselves. That could only happen by a miracle, only Allah can do it. It's beyond our comprehension," the 26-yearold said.

Forces not ready

The ICOS report found 61 percent of the 1,000 men surveyed in Kandahar and Helmand thought Afghan forces would not be able to provide adequate security when foreign forces withdraw, and 81 percent thought al Qaeda would return to Afghanistan if the Taliban regained power.

With Obama to review his Afghanistan war strategy next month, attention is now focused on a withdrawal timetable. U.S. and NATO leaders agreed at a summit in Lisbon this week to accept Afghan President Hamid Karzai's timetable for a 2014 security handover.

The readiness of Afghan forces, which now number

about 258,000 and are to be ramped up to 306,000 by October 2011, is a crucial part of that equation.

Taxes and the underground economy

Researching the Indian underground economy, Global Financial Integrity (GFI) an International Organization based in Washington US, has estimated that the country has lost $462 billion in illicit assets from 1948 to 2008 as a result of tax evasion, corruption and bribery. An interesting aspect of the report is that 68% of these lost assets have been siphoned from India since liberalization, as deregulation of the economy has loosened the grip of many of the regulatory authorities in the country.

India keeps losing $19 billion each year by flight of capital. Indeed, the loss to this country on account of tax evasion, corruption and bribery is truly colossal. Notice tax evasion, corruption and bribery are all linked together. For all these deals with money that is not accounted for – either by the giver or the taker and on which no tax is paid!

ESTIMATES OF BLACK MONEY What would be the size of this parallel economy? Most estimates of the black economy are based merely on statistical permutations since by its very nature its dimensions cannot be determined. The GFI believes that the turnover of the underground economy is around 50% of our GDP around $640 billion. With half of the Indian GDP operating in the parallel economy, we are in a peculiar situation where taxes can be levied on only half the amount of transactions that operate in the country.

For in a country where cash is the major mode of transactions, it is difficult for the taxman to obtain the true profile of the majority of taxpayers.

during one of my interactions at the school level was – what is black money? I was stumped for an immediate answer, since I believed that the term was rather commonplace. Of course money has no colour and the term black money is used in tax terms to denote unaccounted money – money on which tax has not been paid, or money which the recipient does not account for. Most business men to stay in business know that on several occasions they are required to pay sums to various agencies both corporate and government to get their work done. A majority of business transactions have a cash and cheque component. A classic example of this is in real estate, where builders have a ratio – say 60:40 where sixty percent of the price of an apartment has to be paid by way of cheque for which a receipt is given, while 40% is paid by cash for which no acknowledgement is issued. This cash component is not accounted for in the books of accounts, but is often used by builders to make certain necessary payments – money to obtain municipal sanctions, extra premium for raw material, money to buy land and other transactions where cash is to be paid. Similarly in many other business’ there are transactions in cash for which no receipts are passed. Business men have become adept in doctoring their books to ensure that these cash transactions are adjusted accordingly. RECOMMENDATIONS GFI has also made certain recommendations in their report. Let us look at some of these. The GFI believes that tax evasion is a major component of the underground economy, which in turn is a primary driver of India’s illicit outflows. The suggestion is to expand the tax base and improve tax collections. Several attempts have been made to expand the tax base. But political compulsions keep the tax base confined with the narrow perimeter of the urban society. There have been several committees that have recommended that the rural rich also pay a certain percentage of tax. But none of the political parties have the inclination to touch the rural rich. Today there are several industrialists who have diverted part of their profits into agriculture – knowing that this is a sector that is exempt from all taxation! Yes, improvement of the tax system is another aspect that requires correction. Over the years, there have been several reforms in the tax structure and the tax procedures. The Direct Tax Code is yet another attempt to rationalise the tax laws. But the tax apparatus is a part of government. GAMES BY MULTINATIONALS Another of the recommendations to curtail the illicit flow of funds from the country is to curtail trade mispricing that multinationals use to avoid tax. India has already woken up to the fact that multinationals often device strategies whereby they would avoid tax in developing countries. India has already put into place rules for transfer pricing whereby international transactions over Rs 5 crore are subject to scrutiny. But most of the methods used are rather preliminary, the officers do not have either the depth of knowledge or the available resources to investigate these transactions. Also at the appellate stages, the authorities are not conversant with many of the strategies used by the multinationals and thus pass orders that ultimately favour the latter!

Interestingly enough this capital that is stacked away abroad does come back in various ways. The present day telecommunication scam has witnessed a large repatriation of capital from foreign firms. It does not take much imagination to understand that much of this capital belongs to Indians who now wish to bring back this horde to invest in profitable sectors that are being opened up for public participation.

Indeed with the resurgence of the economy a part of this capital is coming back – ‘round tripping’ as it is known by the taxman.

Toyota gears up for Etios launch PTI BANGALORE, NOV 28

Japanese automobile giant Toyota Motor Corporation is gearing up for the launch of Etios car in India on Wednesday with its President Akio Toyoda flying down for the event.

The launch is undoubtedly a major milestone for Toyota's Indian entity -- the Toyota Kirloskar Motor Private Limited, its joint venture with the Kirloskar Group.

TKM is launching the sedan version of Etios on Wednesday, with the unveiling of the hatchback slated for March.

5. Executive Editor: is at a senior position, and may thus oversee the work of other editors, who may deal with specific areas such as international news, local news, feature stories, or sports. However, he/she has the final word on which stories are published and the perspective taken on them. They also have to ensure that the editorial stance of the material is in keeping with that of the publication.

6. Resident Editor: is in

ovember 14 is globally marked as World Diabetes Day by World Health Organization, a day which may have been conveniently forgotten by the victims of this silent killer, although they are enduring the angst to overcome the paranoia with no cure through any medication available to assuage that dreadful feeling of impending doom.

There are many qualified medical personnel who can elaborate on that subject.

Nevertheless, although symbolically the symptoms can be arrested from the onset, we are unconcerned about this malady and pay scant attention to it as it gradually creeps in, engrossed as we are in battling with the problems we face as a routine. Unfortunately for us, when we realize that the symptoms have reached its culmination point, it is too late.

The working population of India in its march towards progress has also seen an alarming rise in stress levels, compounded with different life styles and eating habits. According to WHO, Urban-Rural diabetic ratio in India is 70:30, where India is home to about 50 million Diabetics, out of which 1 per cent suffer from Type 1 Diabetics.

It has been explained by the medical fraternity that Type 1 diabetes is an auto-immune disorder and has been mostly detected among children while Type 2 is characterized by insulin resistance and relative Insulin deficiency amongst the adults.

To say that you are at risk if Diabetes is detected within your family or if you are suffering from hypertension, or are overweight, you have impaired glucose tolerance or you are a woman who had gestational diabetes when pregnant.

One report states that an estimated 1.1 million adults are expected to die from diabetes related causes, accounting to 14.3% of all deaths in the age group of 20 to 79.

Excerpts from an interview with Pranshu Dwivedi, Jaideep Juneja (both XLRI BM Batch of 2010-12), Kunal Malik (XLRI PM&IR Batch of 2010-12) and Nishant Choudhury (who had converted his XLRI calls but chose to join IIM Calcutta Batch of 2010-12) to learn from their experiences of cracking the XAT.

Jaideep: “For XAT, the CAT preparation should suffice. Just make sure that during the time between CAT and XAT you solve the previous years XAT papers and take 2-3 mock XATs provided by Career Launcher or T.I.M.E. as the major difference is in the decision making sets.

Solving them before the D-day would boost your confidence and can make a difference. Also a slight modification would be needed concerning time management, as XAT is of shorter duration (2 hours).”

Kunal: Attempt the questions that you know and leave the ones that you don’t. Even in the Verbal Ability section, if you are reasonably sure of the answer, just go ahead and mark it.

Jaideep: Focus on your strengths and improvise during the exam, “Attempts vary from year to year. Attempt as many as possible in VA and focus on accuracy, mainly in QA as that section is tough. In Analytical Reasoning and Decision Making, try taking up sets which look easy. If you are unable to solve anything in 4-5 minutes move

Pranshu: “Higher maths not a major concern, because there are plenty of questions to choose from. However you might do a little better if you were good at higher maths. A good overall verbal ability skill is useful but not vocabulary.”

Decision making vs.

Analytical Reasoning

Nishant: You can approach the Decision making sets like you would approach Reading Comprehension passages. But ‘Ethics’ is important. Please refer to the book, ’101 Ethical Dilemmas’ by Martin Cohen. It will give you an idea about the approach you should take to solve

Jaideep: “Decision making sets can always be very scoring but there are chances that what you think is the correct answer may not be the same as what the exam setter thinks is right.

But the best thing about these sets is that it will take you 2-3 minutes to scan through them.

There are some questions which are very direct.

Hence these questions can act as bonuses. If you are very strong at Reasoning then go for those sets only and try and get them all correct. Go in for at least one decision making set and try and do the straight forward questions. Do at least one set which has 4-5 questions attached to it. It may take time, but it would be highly rewarding.

Aim for one decision making set, one big set and a couple of smaller sets with 2-3 questions.

Try doing the questions with smaller statements and the questions where conditions are given point wise. These questions become clear more easily

Jaideep: “In XAT, the Verbal section is more analytical, focuses on critical reasoning, so concentrate on that. Maths is tough, so focus on accuracy and as I said earlier, try doing sets on decision making. In XAT 2010, Logical Reasoning sets were tough and a large number of students survived only on the basis of these sets.”

Kunal: “ Focus on the ‘Reasoning & Decision making ability’ section. XAT hasn’t had a separate Data Interpretation section in recent years. It has been

Kunal: , “Nobody knows about the admission procedure of other b-schools under XAT but XLRI only looks at the XAT score while sending interview calls.

But the essay is quite important in the final selection.

Some candidates are asked questions based on their essay in the interview, while some weren’t. Reading newspapers and being aware of the current happenings should be enough.

You don’t need to use flashy vocabulary. Put your thoughts in plain English and structure them in a proper manner.”

Nishant: “Essays aren’t used to issue interview calls. It may be used by the panel during the interview. Even though no questions may directly be asked from the essay written, they will definitely read it to form an opinion about you.”

Pranshu: “The essay can be anything from absolutely unimportant to really crucial depending on the panel of interviewees and your content in it. If you write something outrageous or something really noteworthy it may be brought up in the interview. The essay is evaluated only after you get a call.”

But don’t attempt questions blindly in VA, if you are weak in that section then choose a few comprehensions and critical reasoning sets and solve them properly. Vocabulary questions are easy. XAT VA is more about application, than about cramming. Application of words is

Kunal: “It depends on what you are comfortable with. About AR, once you have worked out the solution you can answer three to four questions straight away. But still, both types of caselets have easy and tough questions. You have to find the easy ones and attempt those.

Also, it becomes tough to work out AR when you are running out of time. So if time is less,

than the sets in which conditions are hidden in the paragraphs.”

The essays and its preparation

Jaideep says, “No one really knows the importance of the essay. In my BM interview my essay was nowhere in sight while in my PM&IR interview it was present in front of the panel.

Make sure that you go through the daily newspapers. It will

Jaideep: “Don’t panic in the exam. Unlike the CAT, the XAT is of shorter duration and is tougher. Time management is important. Panicking would only hamper your chances of getting through. If you have prepared well enough for C AT, XAT shouldn’t be a tough nut to crack. The key is to attempt the right questions and not waste time on the solvable but timeconsuming questions.”

Pranshu: Carry on with your normal preparation. XAT is the easiest exam to crack if you can keep your nerves. Just pick the right questions and keep your cool.”

Kunal says, “XAT usually marks the end of the MBA entrance season and people generally stop preparing by then.

Don’t lose focus after CAT. Keep up the spirits and keep fighting.

You never know what entrance exam actually ends up taking you to the other side.

Sporting edge past Goa Velha St Xavier’s beat HERALD SPORTS REPORTER MAPUSA, NOV 28

Two fine goals in two minutes from Rovan Pereira gave 10men Sporting Clube de Goa the edge as they defeated 9-men Goa Velha Sports Club 4-1 in Kingfisher Pro League at Duler stadium, here on Sunday. The score was locked 1-1 at the breather.

In the 59th minute, Goa Velha’s Loyed Mascarenhas received a second yellow and was sent off. Two minutes later, things got worse for Goa Velha when defender Gary D’Mello was given a red card for a crude challenge on Elvino Fernandes.

In the 69th minute, Sporting’s A u s t r a l i a n s t r i ke r J o s h u a Maguire was also shown a red for an off-the-ball incident which

saw Goa Velha’s Captain Elvis Lopes go down clutching his chest. The referee had to check with the fourth official before brandishing the red card.

The arrival of pacey forward, Agnelo Colaco with his neat touch, later allowed Sporting take command, which had till then looked flustered with Goa Velha’s close pressing.

Sporting’s Adil Khan picked the ball up and shot but again he was denied by the resilient Goa Velha defence. A large cry went out for handball from Sporting’s fans, but it went unheard.

Five minutes from end, Sporting’s Wilton Gomes sent through a great long pass which striker Avelino Fernandes latched onto. Avelino kept his cool, curving a beautiful shot past the Goa Velha custodian to give the vital three points to Sporting.

Hot favourites Air India, Mumbai emerged champions defeating Shivaji Sports Academy, Kolhapur 2-0 in the finals of All-India Veterans football tournament, organised by PVC Association, Parra and Bardez Veterans, at Dr. Gustavo Monteiro Stadium, Candolim, on Saturday.

After a goalless first half, Air India shot into the lead in the 60th minute through ex-international Godfrey Pereira from

an indirect free-kick. The Kolhapur player disputed the goal and play was held for a few minutes. However, the brain behind the tournament Hector Trindade deserves appreciation for prevailing upon the Kolhapur players to accept the decision of the referee.

Down by a goal, Kolhapur mounted pressure on Air India defence time and again but their forwards Arman and Sunil failed to find the net on a couple of occasions.

Air India doubled the lead through Darryl D’Souza off a Jacinto D’Silva free-kick in the 70th minute.

The teams failed to materialise a number of scoring chances. Margao remained impressive and could have scored

Chasing a challenging target of 277 at the Nehru Stadium here, New Zealand were short on experience with skipper Daniel Vettori and explosive opener Brendon McCullum missing out due to back injuries as the visitors were all out for

236 in 45.2 overs.

Stand-in skipper Ross Taylor top-scored for the Kiwis with a fighting 66 from 69 balls studded with three sixes and three boundaries.

At 169 for eight, New Zealand looked to give up easily but Nathan McCullum (35 from 35 balls, 4x4) and Kyle Mills (32 from 28 balls, 2x4, 2x6) produced a 67-run ninth wicket stand to give India some tough time in the middle.

But Sreesanth (three for 67) broke the partnership dismissing Nathan and Mills with te former being brilliantly caught by skipper Gambhir as India won

In what could bring more trouble for Pakistan cricket, stumper Zulqarnain Haider on Sunday said he will reveal the identity of the people, who took bribes while being the country's cricket set-up.

Haider had fled to London after allegedly receiving death threats from match-fixers when he was in Dubai for an One-day International series against South Africa.

Haider is apparently miffed by negative remarks about him by Pakistan's one-day captain Shahid Afridi, manager Intikhab Alam and the PCB legal advisor Tafazzul Rizvi.

He wrote on his Facebook page that all those who were talking negative about him should wait for five more days and he will expose them.

Zulqarnain had earlier on his MSM page declared he would soon be in Islamabad.

"I will soon let the people know the background of some people and about those who take or had taken money," he wrote on the social-networking site.

Zulqarnain is facing an inquiry from the PCB, which is clearly unhappy with his act of leaving the team without informing the team management during the series in Dubai and Abu Dhabi.

The beleaguered Kochi franchise was today saved from being axed from the Indian Premier League after its investors reached a last-minute shareholding agreement, prompting the BCCI to defer the decision on its fate till December 5.

At a meeting of the IPL's Governing Council here, the BCCI put off the decision on the franchise for a third time after the expiry of a month-long deadline given to it for sorting out its internal bickering.

"They have disclosed their ownership pattern. Our legal experts will study the papers.

There was no discussion with the investors because we are not legal experts. BCCI will take a decision on December 5 in M u m b a i , " B C C I P re s i d e n t Shashank Manohar told reporters after the meeting.

"The Governing Council of the IPL has received all the documents from the Kochi team yesterday before the expiry of the deadline for them to submit their final say on the disputes," he added.

Barely seven months after becoming the second most costliest team in the Indian Premier League, Kochi was on the verge of being thrown out of the event due to the shareholding dispute between the consortium's investors.

But the owners of the fran-

chise made a last-ditch attempt to save the outfit by reaching a compromise yesterday.

The investors -- An-

chor Earth, Parinee Developers, Rosy Blue and Film Wave -- hold 74 per cent of the equity.

The remaining 26 per cent lies with the Gaikwad family -Shailendra, his brother Ravi and their parents all part of Rendezvous Sports World -- as free equity for services rendered while bidding.

It is this 26 per cent which became a bone of contention among the stakeholders as the investors were in no mood to give free equity to the Gaikwad family.

The Gaikwads, on their part, initially refused to part with the equity but have now agreed to forego at least 15 per cent of it to put an end to the squabbling which threatened the very existence of the team.

However, before this settlement was worked out, the investors of the franchise, which was bought for a staggering sum of Rs 1533.33 crore, had written to the BCCI informing them of their intention to withdraw from the IPL.
