Quepem talathi caught while accepting bribe HERALD REPORTER PANJIM, NOV 29

Goa police Anti-Corruption Branch (ACB) today conducted a raid and arrested Quepem Talathi Subhash Velip for accepting a bribe of Rs 5000 for mutation deed.

Police informed that the raid was conducted after a complaint

by Avedem–Quepem resident Dilip Hegde that the mutation talathi was demanding money to move a file.

“Dilip had sold his land to a contractor who had filed papers for mutation in Quepem Mamlatdar office. While Dilip was following up the matter with the talathi, the latter was demanding a bribe to issue the mutation notice to the former”, said a police official.

After constant demands, Dilip filed a complaint with the ACB on Monday morning and a trap was planned to net the talathi red-handed. The raid was executed at about 4:15 pm in the office of talathi.

“We asked Dilip to meet him in the office and pay the demanded bribe amount as ACB team took positions. When Subhash accepted the money from Dilip, we caught him”, he said.

The talathi was soon detained under Prevention of Corruption Act after which, police sources said, he was arrested.

In a late night development, sources said the talathi has now been placed under suspension.

Burglars target two Sadolxem houses, Chaudi supermarket

After a series of temple thefts in the State, burglars have now targeted Canacona and struck at three different places, including a super market at Chaudi and two residences at Sadolxem on the intervening night of Saturday and Sunday.

The burglars gained entry into the superstore shop of Goa Bhagyatdar Society Ltd, Chaudi-Canacona, by break opening a lock at the rear side.

“At first glance, not much seems to have been taken away, but a summary account of the entire stock is being worked out as to the missing items, if any. Thieves may have come only for cash,” informed Goa Bhagyatdar’s Canacona Manager T Patil.

Since no cash was available, possibility of taking away cash is ruled out, even as police pressed dog squad into service to trace the tracks of the alleged culprits by Monday afternoon.

Given the enormity of the size of such a large and only super store in the whole of Canacona’s commercial hub Chaudi, till late evening stock summary was being finalized and none could ascertain what has been taken away.

Goa Bhagyatdar Chairman Narendra Savoikar and Managing Director Ulhas Umarye visited the store and took stock of the situation.

According to police sources, dog sniffed its way at a distance of just inside a hundred metres towards a primary school building and could not go beyond that.

Bhagyatdar officials present at the site could not ascertain which day the door breakages had taken place, as it was closed on Sunday, and lock’s tampering has been noticed only on Monday morning when the officials went to open the super store for the day.

Enmity and unrest is brewing in Khaddem-Padi in Quepem taluka over the attempted trust registration and control of locally worshipped Gods (deities) allegedly by a group belonging to one section.

Quepem Mamlatdar Sudan Natu visited the farming village of Khaddem situated across the Cuncolim-Canacona NH-17 on Sunday apparently to pacify angry villagers over the move by one section (group) in its attempts to form a trust/registration issue consisting of only one deity (God).

The villagers’ contention is that there are nine forms of deities worshipped in the village and if any trust has to be formed or any registration has to be done, all the villagers should be taken into confidence and trust or registration of all the Gods (deities) should be done.

Sources told Herald that a group of 26 people from the village reportedly got together and reportedly filed an application on August 19, 2010, for registering ‘Shri Bhumipurish Mahamaya’ as the village trust body, keeping others and even the village ‘Budhvont’ in the dark.

According to sources, in the third theft incident, roof tiles of a house belonging to one Socorina Barretto at Muthal-Sadolxem were removed on Saturday night, before the entire house was ransacked, apparently searching for valuable items and cash.

However, police said nothing was taken away from the house as there was no gold or cash in the house.

“The culprits virtually made a mess inside the house while everything including cupboards, etc, were ransacked,” informed police.

Cash stolen from Tivim temple HERALD CORRESPONDENT PORVORIM, NOV 29

Burglars decamped with cash of Rs 15,000 from the fund box of Rastroli Temple in Madel-Tivim on Sunday night.

In his complaint, Rastroli Te m p l e President Sadanand Kavthanker told Mapusa Police that some unknown persons broke open the latch of the front door of the temple and decamped with cash of Rs 15,000 form the fund box.

The complaint further stated that the temple was closed on Sunday at about 10.30 pm. However, when the temple purohit arrived on Monday at about 7.45 am, he found the temple door open.

The purohit immediately informed the committee members, who later found that the burglars decamped with cash of Rs 15,000 from the fund box.

Mapusa Police rushed to the site and took finger prints and also utilized the service of dog squad, but could not find any clue.

Police Sub Inspector Kesarker is investigating the case.

New bi-weekly express introduced on KR route HERALD REPORTER MARGAO, NOV 29

The Railway Ministry has introduced a new Train ErnakulamPune super fast bi-weekly express with effect from November 27 on the Konkan railway route.

The train will leave Pune at 6.45 pm on Wednesday and Saturday and reach Ernakulam the next day at around 7 am. The return train will run on Tuesday and Friday.

NHDAC protests NH expansion HERALD REPORTER PANJIM, NOV 29

National Highway Diversion Action Committee (NHDAC) on Monday protested in Panjim opposing the expansion of the National Highway.

The protesters who had planned the action near Entertainment Society of Goa (ESG) were stopped by police at Collectorate junction this morning.

After initial verbal spat, the agitators comprising of around 25-30 members decided to continue their day-long sitting on pavement opposite Collectorate building.

Few agitators were taken to Panjim town police and explained that the dharna would cause inconvenience to people.

Police have confirmed that there were no arrests made.

deployed at the place till the dharna concluded in the evening.

Leader of Opposition Manohar Parrikar, in the first half attended the gathering and lend his support.

“The dharna is one way to oppose the Government’s decision of bringing in Section 3 (D) of NH Act. How it is applied even before the House Committee report of November 26, 2010 is placed on the floor of the House?” NHDAC convenor Sunil Desai said.

The protestors argued that the Government’s action is contempt of House Assembly. They said their aim to hold dharna outside ESG was to grab attention of the national and international media and delegates about the issue and ‘harassment’ meted out by the Government on common man.

The House Committee, which met on Friday unanimously decided to enforce Section 3 (D) of Land Acquisition from November 29.

At a press briefing on Sunday, Dinesh Waghale, a senior activist said that Chief Minister Digambar Kamat had assured that not an inch of land would be acquired for the highway expansion but the fact was reverse.

“Information under Right To Information revealed that the State will have to acquire 51.60 lakh square metres of land for the purpose,” he said. NHDAC has been demanding that the Government should change the current alignment, passing through the urban area.

The protestors have held public meetings and road blockades in the past have threatened to intensify its agitation.

“The incomplete drainage which is left open is posing a serious threat to motorists and pedestrians, thus eating into our business,” complained the locals involved in business activity.

“The drainage construction, which was started in August 2010, is still open and incomplete, thus posing a threat to motorists and pedestrians. The number of vehicles falling in the open drains increase day-by-day, while the owners suffering either damages or have to pay for the removal of the vehicle,” added the locals.

“The situation worsens at night due to darkness on the roads leading to Baga. Though,

during day, the open drains add to traffic congestion along the road, making it difficult to reach a destination in time,” they added.

Speaking to Herald, John Egipsy, businessmen in Calangute-Baga, said: “The drainage left incomplete and open is posing a serious threat to us, our customers and suppliers who at times are reluctant to make the deliveries in time due to traffic congestion.”

“Everyday the vehicles are seen falling in the open drains and the owners are forced to shell out on the removal of vehicles, but nobody seems interested in taking corrective measures,” added Egipsy.

Eastern bypass: Damu serves ultimatum MARGAO, NOV 29 (HR) -- Fatorda MLA Damu Naik has served an ultimatum on the authorities to repair the Eastern bypass road with a hot mix before the month of March to avoid further consequences.

Demanding that work on the bypass be expedited, the MLA said the condition of the road has deteriorated due to plying of heavy vehicles on the road.

“We had twice inspected the road and issued directions to the PWD for shifting of the pipeline, construction of gutters parallel to the road, maintain the width, erecting of road dividers etc, but in vain”, Naik said, adding that the pathetic condition of the road should be taken care of to make road motorable once again.

Margao RTA resolves to maintain traffic changes HERALD REPORTER MARGAO, NOV 29

In a clear rebuff to the demand by the private bus operators to scrap the traffic changes introduced in the commercial capital, the RTA, Margao on Monday resolved to maintain with the decision banning short distance route buses from using the old bus stand.

The RTA is also believed to have found no problem with the notification on the ban on fourwheeler parking at the Pick-up stand road.

At the RTA meeting held on Monday, the traffic department submitted a report stating that the changes banning buses heading to Davorlim, Housing Board and other places have helped in decongesting the city.

RTA Chairman Johnson Fernandes said the Committee saw no reason in the demand by the bus operators to revert the traffic changes. “The committee after deliberations have found that the changes have helped in decongesting the city”, he added.

Moreover, he said that the RTA had told the agitating bus operators to come for the meeting and submit their case, but added that the bus operators were conspicuous by their absence.

Fomento, MMC reps hold discussions with legal counsels HERALD REPORTER MARGAO, NOV 29

In a bid to break the deadlock over the concession agreement, representatives of Fomento and Margao Municipal Council held discussions with the legal counsels to resolve the finer points of disagreement between the two parties.

Both the sides touched on the controversial points, including the signing of agreement by the civic body with Fomento Green instead of Sociedade Fomento, the mode of payments and payment of consultancy fees for the Ahmedabad-based consultant P U Asnani.

When contacted Fomento Green Chief Executive Officer, Sridhar Kamat confirmed that the meeting touched on the various aspects of the concession agreement to be signed between the Goa-based company and the Margao civic body.

He said another round of meeting will address the pending issues before the draft concession agreement is returned to the civic body for ratification.

Sources in the know said that Fomento’s legal counsel was not present due to his preoccupation with company matters.

Fire breaks out at Sonsodo dumping yard HERALD REPORTER MARGAO, NOV 29

Even as officials of the Margao Municipal Council and Fomento had a meeting with legal counsels on Monday, fire broke out at the Sonsodo dumping yard this evening.

The cause of the fire remains unknown, but fire services said that the fire was extinguished by personnel of Fomento deployed at the dumping site.

When contacted, Fomento Green CEO Sridhar Kamat said he was informed about the fire this evening when he was heading to Panjim to attend today’s meeting with officials of the Margao civic body.

He said the fire was immediately put off by the personnel deployed by the company at the site, adding that the cause of fire remains unknown. “We will try to find out whether the fire was cause due to methane gas formed underneath the dump yard”, he added.

Monday’s meeting assumes significance given that the draft concession agreement submitted by Fomento to the Margao civic body has been awaiting vetting by the municipal lawyer since the last three months.

The meeting comes against the backdrop of the recent high power committee meeting headed by the Chief Minister, Digambar Kamat which also expressed concern over the delay in signing the concession agree-

ment between the two parties.

Herald understands that the mode of payments to Fomento has been a major bone of contention between the two parties. While Fomento had asked the civic body to pay an amount of Rs 1.32 crore at the time of signing of the concession agreement, while the Margao municipality has sought to know how the civic body can make the payments without performance at the ground level.

Expressing desire to strengthen the party at grass root level, NCP national secretary (women wing) Bharati Chavan on Monday said the party will form Mahila blocks in all the 40 constituencies in the State to strengthen its base.

She was addressing a large number of women workers during the Mahila Melava at Vidhyadhiraj Bhavan, Vasco, in the presence of Revenue Minister Jose Philip D’Souza, NCP President Surendra Sirsat, MMC Councillors Lavina D’Souza, Neny D’Souza, Pascoal D’Souza, Premanand Nanoskar, Trajan D’Mello, Adv Avinash Bhosle, Digambar Shirodkar, Santosh Shirodkar and others.

Surprised over presence of large number of women workers, Chavan said the party would shortly elect women wing state president and subsequently form women blocks in all the 40 constituencies.

“I was reluctant to visit Goa to address the Mahila Melava, as I was given to understand that since there is no women wing state president in Goa, how women will gather for the function.

But I was surprised with the overwhelming response of women in today’s function,” said Chavan.

“We should work to strengthen the party to increase the number of NCP legislators,” said Chavan.

Motivating the women workers, Chavan said 33 per cent reservation is required for women’s participation in politics and social activity.

She requested the party workers to forget the Jose Philip-Micky Pacheco saga as a bad dream and that they should not recall the incident in the party forum henceforth.

Earlier, NCP President Surendra Sirsat reiterated that strengthening of party at grass roots in all the 40 constituencies is the need of the hour. He hoped that similar Mahila Melavas should be organized in all the 40 constituencies.

After receiving a setback from the Bombay High Court at Goa judgment, which quashed their petitions, the seven Special Economic Zone (SEZ) promoters are in for more trouble with the Leader of Opposition Manohar Parrikar today saying they would be also investigated for graft.

Parrikar, who is the chairman of the Public Accounts Committee (PAC), which is a top State Legislative Committee, said they will probe whether seven SEZ promoters paid bribes to government officials for illegal allotment of government land.

Delivering the judgement, the High Court had stated that the allotment of lands to the companies by GIDC were in undue haste and without proper scrutiny of their applications.

It further said that the allotment of lands has been made arbitrarily, the procedure adopted in the allotment was not fair and transparent and the allotments made by

the GIDC do not stand the test of reasonableness.

Addressing a press conference here, Parrikar, targeted the several bigwigs in the Congress, who he claimed were the part of Rs 100 cr scam.

“The current Speaker and then chief minister Pratapsingh Rane, former industries minister Luizinho Faleiro and several other politicians and officials could be the architects of Rs 100 crore scam, involving SEZ land allotment to the tune of 32 lakh sq mts spread in seven pockets spread across the State,” he said.

Asked whether the PAC would be probed for graft, he replied, “Of course they will be probed. They could have given bribes to officials (for illegal allotment of land).”

He said that anyone connected with the alleged scam could be summoned and asked to depose before the PAC under oath.

The SEZ promoters in question are namely Meditab Specialities Pvt Ltd, Cipla group, Peninsular Pharma Research Ltd, Par-

adigm Logistic & Distributors, Planetview Mercantile Pvt Ltd, Inox Mercantile Pvt Ltd and M/s Maxgrow.

“We have always said that the office of the chief minister, industries minister and officials of the Goa Industrial Development Corporation (also known as the GIDC, it was the State Government agency which was the dealing hand in allotting land to the SEZ promoters) could be involved in the scam,” Parrikar said, adding that the BJP would file a criminal complaint against individuals involved in the scam, once the PAC completed its report in March next year.

The State Government was forced to denotify the allotment of 32 sq mts land to the SEZ promoters in face of stiff civil society protests a couple of years back.

The SEZ promoters had then approached the Bombay High Court challenging the government’s denotification decision, before the court quashed and set aside their application on Friday (Nov 26).

Manch demands CBI probe HERALD REPORTER PANJIM, NOV 29

SEZ Virodhi Manch has demanded CBI inquiry into the alleged land allotment scam in allotting the spaces to SEZ promoters in the State and also sought resignation of those Board of Directors of Goa Industrial Development Corporation (GIDC) and other officials involved in the scam.

Buoyed after the High Court judgment, the activists have said that either CBI inquiry or judicial probe should be constituted in the scam, which involved high profile politicians and bureaucrats into it.

“A judicial inquiry to unearth the whole land scam should be undertaken by the Chief Minister (Digambar Kamat) since the allotments for SEZs have been declared illegally and arbitrary by the High Court,” SVM Convener Charles Fernandes told a press conference today.

The manch demanded that those who are guilty including police officers should be brought to book. He recalled that the activists had lodged police complaint in the

land scam but police had failed to register an FIR against the GIDC board members in 2007.

“The villagers had approached Verna police, CID and even Vigilance Department, furnishing documents to substantiate the illegalities and irregularities in the allotments but issue was pushed down the carpet,” said SVM member Franky Monteiro.

He pointed out that the information sought from the police under Right to Information (RTI) had said that there is no prima facie evidence against the board members.

The State Vigilance Department had replied that they had referred the matter to ‘the government.’

The activists have also demanded resignation of all those officials who fraudulently allotted lands to the industrial enclaves.

Another activist Arvind Bhatikar said that the corrupt deserves to be punished and dismissed.

“There should be an audit of the government,” activist Pravin Sabnis said, adding

that this is probably the biggest scam by the government, which has come to light.

The activists reiterated that GIDC should revert back the land to the villagers and it will be for the land owners to decide on the nature of land use.

Council for Social Justice and Peace convener Fr Maverick said that GIDC should frame rules under Section 51 specifying the mode and method of allotment of lands as per the GIDC Act. He further said that preference should be given to small and medium local entrepreneurs for setting up micro industries in the interest of self employment.

The court in its order had observed that the allotment of lands to the companies were made in undue haste and arbitrarily without proper scrutiny of their applications, besides the procedure adopted for the allotment was not fair and transparent and the allotment by the GIDC do not stand the test of reasonableness.

GIDC and the seven petitioners are given status quo of four months.

Naik likely to meet Bansal over Mhadei dispute today HERALD REPORTER PANJIM, NOV 29

Goa’s Rajya Sabha MP Shantaram Naik is likely to take up with the Union Minister for Water Resources Pawan Kumar Bansal on Tuesday the Mhadei dispute reiterating yet again the State is opposed to the project taken up by Karnataka for diversion of the valuable resource.

Speaking to Herald, Naik, who is in Delhi, said Bansal had called him today stating he wanted to discuss the issue along with some key officials. Since I got to know Chief Minister Digambar Kamat was also coming, I told him let us sit together with the officials and discuss the matter, he mentioned.

However, he MP said, he wasn’t sure whether the CM was really coming to Delhi as he had heard the trip had been cancelled. “But I will anyway pursue the issue with him. Bansal is also the Parliamentary Affairs Minister and by virtue of this I meet him everyday at 10.15 am,” he observed.

When contacted late evening, the CM’s office confirmed he was not likely to make the trip even in the next two days.

Naik in a letter had requested the centre should frame terms of reference to take care of Goa’s interest thus requesting the tribunal to go into the aspect whether Karnataka should be permitted to construct the project after all.

In the letter the MP had stated Goa wasn’t demanding any share in the water and as such there was no dispute between the two States. Naik had requested Bansal the Centre should incorporate terms of reference to the notification issued by it appointing tribunal for the dispute.

Passengers of a mini-bus escaped unhurt when the bus turned turtle near the Rachol church on Monday evening.

The bus driver is believed to have sustained minor injuries and was rushed to a private clinic.

Maina Curtorim PI Sidhant Shirodkar informed that the bus overturned after the vehicle skidded off the road. He, however, said that no one was injured in the incident.

“Report by the police personnel stated that none of the passengers have sustained injuries in the incident”, PI Shirodkar said, adding the bus driver had sustained minor injuries and was treated in a private clinic.

He said the police have registered a case under the Motor Vehicles Act. Further investigations are on.

The family of the deceased Reshma Korgaonkar, who died after hanging herself three days ago, has suspected that she was murdered and her death has been projected as suicide creating circumstances around her death.

Thirty-year-old Reshma who was married to Sagar Korgaonkar at Saligao for six years allegedly ended her life by hanging herself in the bedroom on November

24.

Calangute police had stated that they had recovered suicide note which claimed that ‘she was upset as she could not conceive and hence she decided to die.’ The family members refuse to buy this contention.

“She was killed. There were bruise marks on her body,” Reshma’s younger sibling Nilima Amrekar told a press conference today. When asked, she refused to speak on the suspect behind the murder.

As the death occurred within seven years of her marriage, Sub Divisional Magistrate (SDM) is probing her death.

“The post-mortem has also confirmed bruises on her body,” Nilima said. The family members claim that the handwriting on the suicide note is not that of Reshma.

“Reshma was harassed because she could not conceive. She usually did not discuss her problems as she was educated and financially independent,”

she said.

The Amrekar family comprises of parents and six siblings. Nilima said that Reshma usually came to her mother’s place after work in the evening and later moved to her in-laws but she did not show any signs of distress.

“She was quite normal when she last met us. She told our mother that she will be buying a car. In that case, how can she commit suicide,” Nilima questioned.

Though it’s almost three months now that the government started gynaecology and paediatric clinics in the new District Hospital in Mapusa, a handful of patients visit the clinics every day.

It may be recalled that after months of uncertainty, the government started the two clinics on September 9, 2010, and during the course of last three months, only 330 patients have done the registration in the OPD of the hospital.

As per the records of the Hospital, Sonography, CT Scan and X-Ray of only 427, 54 and 57 patients respectively have been done, which indicates that patients still prefer to visit Asilo Hospital.

At the time of opening the two clinics, Health Minister Vishwajeet Rane had assured that Medicine clinic will also be opened shortly, but till date, the Medicine clinic has not been started.

The health minister had also stated that “the government plans to start super specialty wing under the Private-Public Partnership arrangement by end of December 2010 so that Cardiac and Neuro surgeries can be performed in this hospital.”

Archbishop raises concern over Tourism Minister emphasises increasing culture of death on safety, security of tourists HERALD NEWS DESK PANJIM, NOV 29

Expressing concern over the increasing culture of death, Archbishop Filipe Neri Ferrao said that this culture of death is dished out since we are living in a world of diverse culture.

Archbishop was speaking at a one-day state level seminar on the theme ‘Choose Life Amidst Culture of Death’, organized by the Department of Psychology of Rosary College of Commerce and Arts in collaboration with the Diocesan Family Service Centre.

Speaking on ‘Freedom of Choice and its Effects’, Archbishop Ferrao explained the concept of culture of death with the help of parables from the Bible and said “Freedom is power rooted in reason and will to choose between what is right and what is wrong” and that “there are people who have thrown reason out of the window to bring about their own self interest”.

Roshan Nazareth, Coordinator of Family Social Issues, Family Service Centre, spoke on ‘The Culture of Death’. He

focused on what he referred to as the ‘Contraceptive Mentality’ consisting of family planning, sex education, abuse of sex, ideological feminism, eugenics and euthanasia; which according to him, is the cause of culture of death. He also stated the symptoms of this culture as graying population, increase in abortions, pornography, homosexuality and livein relationships.

Dr Melvin Chagas Silva spoke on ‘Should you be having sex in your teens?’ and

emphasised the importance of teen mental health and also the importance of preventing teenage sexual risktaking. He said “Different organisations agree to the goals, but there is disagreement as to the methods to be used to reach the goals” and therefore, he said there is a need to arrive at a common method through open discussions The session on ‘Respect and Revere Life’ was delivered by Fr Simão Diniz, Counselor and Clinical Psychologist, who covered the entire stages of gestation and stages of birth/labour; he gave a brief insight into the reasons for abortions, natural family planning and its advantages and post-abortion consequences.

Chief Minister Digambar Kamat said that the Goa scholars’ scheme will be modified during the next academic year to include more meritorious students from financially weak backgrounds.

This year, the government has selected 11 bright and promising Goan students pursuing their higher studies in India and abroad under the scheme implemented by the Directorate of Higher Education.

A group of 35 students of Smt Chandrabhaga Tukoba Naik High School, Curchorem, recently took part in an educational study tour to Sikanderabad, Hyderabad-AP under Bharat Yatra scheme of department of education. The group was led by senior teacher Arvind M Dessai and Sarita S Rane.

The students visited historical places of Hyderabad, which included Golconda Fort, Meccamasjit, HP High court, Osmaria general Hospital, Salar Jug’s Museum, Birla Mandir, Ravindra Bharti theatre, Hussain Sagar tank, NTR Gardens,

Ramoji Film City, Osmaria University, seven tombs, Falak Numa Palace, Chow Mohalla Palace, Lumbini Park, Snow World, etc.

The group was guided by Jayaprakash Narayanji and Rajoo of Sikandarabad Youth Hostel. They appreciated the Bharath Yatra scheme of Goa Department of Education, which facilitated the students to visit different places of India and understand cultural India.

Two persons were injured, after the motorcycle in which they were traveling was knocked down by a speeding car near Guirim Junction on Sunday night.

According to Mapusa Police, the accident occurred at about 10.30 pm when Ahmed Bavingathe and his friend Saif Khan were proceeding on their motorcycle (GA-03- F- 5749) from Khorlim towards Betim.

On reaching near the Guirim junction, the motorcycle was hit from the rear by a car (GA04-C- 2086). Pillion rider Saif Khan, who sustained head injuries, was shifted to GMC Hospital in Bambolim, while rider Ahmed Bhavingathe sustained minor injuries.

Mapusa Police have booked an offence against the car driver, who fled from the site, for rash and negligent driving.

Stating that the safety and security of tourists is of paramount importance, Tourism Minister Nilkant Halarnkar said that it is necessary to take necessary steps not only to attract more tourists, but also to boost tourism in the state.

Halarnkar was speaking after inaugurating a three-day programme for training of ex-servicemen for Tourist Security Force at a function held in the Conference Hall of the Directorate of Tourism at Patto-Panjim, on Monday.

Expressing happiness over the starting of training programme for tourist security force, which he had promised in the Legislative Assembly, Halarnkar said that he intends to bring in necessary reforms

in the tourism sector, particularly in the area of tourist security within one year.

During the training period, 38 participants will be enlightened on various aspects related to safety and security of tourist which will include topics such as beach patrolling, practical demonstration on life saving equipments, medical assistance and health centres, awareness about the activities of touts and undesirable elements under Tourist Trade Act, currency recognition details of hotels, travel agents and others.

The training programme is being conducted under the Pilot Project of the Ministry of Tourism and Culture, Government of India to be implemented by the State as ‘Tourist Security Organisation’.

A just land acquisition policy

Hurting Konkanis to please the French

T

he Union Ministry of Environment and Forests (MoEF) has given clearance to the proposed Jaitapur Nuclear Power Plant at Ratnagiri. What is more troubling than the actual clearance is its timing. It seems to be perfectly timed for French President Nicolas Sarkozy’s state visit to India this weekend.

Officials of the Atomic Energy Commission (AEC) have rubbished any claims that the MoEF’s go-ahead to the project has anything to do with the arrival of Mr Sarkozy. They say that many agreements, on intellectual property rights and confidential reports, are likely to be signed during the French President’s visit, but not the agreement for the Jaitapur Atomic Power Plant.

But the fact is that the French company Areva will be supplying the six European light water reactors to the 700-hectare Jaitapur plant. The nuclear power generating station is spread over five villages, and residents of nearly all of them are strongly up in arms against the project.

Still, Union Environment Minister Jairam Ramesh has given the green signal to the plant, significantly, on a Sunday! The minister contends that nuclear power is clean energy that is good for the environment – not only of India but of the whole world – because it does not emit greenhouse gases and will therefore not contribute to global warming.

Work is yet to begin, not only because of the ongoing agitation by locals – which is being put down by foisting criminal cases on the leaders – but also because the Atomic Energy Regulatory Board (AERB) is yet to approve the plant design. Nuclear power stations take a long time to build and cost enormous amounts, but generate power for a comparatively short period. For example, at Jaitapur’s first two 1,650-megawatt (MW) reactors will be operational only by 2019. All six reactors are not expected to be turning out power at full steam till 2030.

Local residents, have come together under the banner of the Konkan Bachao Samiti, and are strongly opposing the project.

They say that even though Jairam Ramesh has given his clearance, they will not allow the plant to be constructed. Officially, land acquisition for the project was completed in January 2010, but only 33 of the affected 2,335 villagers have accepted their compensation cheques.

The fact is, land acquisition is a punishment for land holders, and an even greater tragedy for the landless poor that depend on the land acquired. Maharashtra Chief Minister Prithviraj Chavan has said that the government will give enhanced compensation to villagers, including both money and jobs. But all too often, such promises remain in the realm of words, as these packages are dependent on the CM’s goodwill, and do not have the sanction of law. That is why former Union Law Minister Ramakant Khalap has written today – on this very page – that what Goa needs to do to ensure that public projects do not come up against opposition, is to give those who lose land a stake in the project, by adopting Haryana’s radical new Rehabilitation and Resettlement (R&R) policy. Singling out smokers?

Why not those who spit and create dirt and disease in one action? How about those who urinate and defecate in the open? And what about builders who fail to take statutory precautions against the spread of the killer disease Malaria? How many of those have they hauled up? Or is it that the celebrity bug has now spread from the anti-smoking lobby to the Goa Police?

ll development is for a price. It takes a toll on the rural landscape. Farmers are uprooted to provide infrastructure needed for growth. The common method of taking over land for public purposes is the age-old Land Acquisition Act, enacted way back in 1894. The government declares its intention to acquire land through a notification. Compensation to the land holders is determined by the District Collector, on the basis of the price of similarly situated lands on the date of the first notification. Objections to acquisition are brushed aside on the specious plea of ‘public purpose’. Claims for higher compensation as well as disputes about dividing the compensation are referred to courts.

It may sound simple, but the methodology is time-consuming, apathetic and harsh on the landholder. Land acquisition is, in fact, confiscation for the ‘crime’ of holding a right in land fancied by the authorities. Often, years pass between the date of first notification and actual disbursement of compensation. Quite often, the land holder loses both shelter and livelihood. Compensation awarded is so abysmally poor that it defies even the very definition of the word.

The scale of injustice meted out to landholders in the name of ‘public purpose’ defies all logic.

No wonder that the pent up anger of land losers manifests in violent agitations like Singur and Nandigram in West Bengal, Noida in Uttar Pradesh and Gurgaon in Haryana.

UPA Chairperson Sonia Gandhi said: “If farmers are of necessity deprived of their land-based livelihoods, they must be provided with adequate compensation and an alternate occupation…”

This principle must also be extended to nonfarmers too. The logic is simple. Land holders in the neighbourhood of projects set up on acquired land benefit; the value of their land increases, and they reap dividends for all time to come. But the land loser is left cursing his fate and the powers-that-be responsible for his loss. This intensely unjust system must be done away with.

The Government of Haryana has unveiled a fair, just and equitable land acquisition policy. It has hiked the compensation payable and laced it with inflation-linked royalty payable for 33 years at the rate of Rs21,000 to Rs42,000 per year, which is linked to inflation, and increases each year by Rs750 to Rs1,500. There are fixed floor rates for land; between Rs12 lakh to Rs42 lakh per acre, depending on location and potential.

The NH alignment thrust on the people of Goa, is a planned strategy to meet the selfish ends of the corrupt leaders, just before the next general elections. The fact that this is being done in a tearing hurry, is questionable.

It is possible to re-align NH17 between Patradevi and Colvale bridge bypassing the villages of Torse, Ugve, Poroscade, Malpe and Dhargal. This will bring the Mopa Airport on NH17. Elliptical oneway loops (as at Porvorim) and flyover roads can be constructed where there is no alternative.

Magarpatta can be replicated in Goa, in densely populated and slum areas like Moti Dongor in Margao, Sada and Driver Hill in Vasco, Zuari zopadpatti in Chicalim, Chimbel near Panjim, as well as Corlim and Cunchelim in Mapusa, which can be developed through a partnership between slum dwellers/occupants, comunidades and private developers. ODPs of towns like Mapusa, Margao and Ponda need not remain in cold storage. Instead of acquiring land piecemeal for specific projects offering paltry compensation, the entire area can be acquired by a public purpose vehicle (PPV), which could be a company like the Magarpatta Land Development Co. It can allot about 50 per cent of the total area to be acquired for public projects like markets, roads, gardens, bus stands, etc, to the authorities and return the remaining 50 per cent land to the land holders, who can use it for residential and commercial purposes as per the ODP, as compensation. That way, the authorities will instantly get about 50 per cent of the total land under ODP absolutely free. Such a scheme can be devised under the existing town planning laws; a win-win situation for the authorities, the land holders, tenants, comunidades and other stakeholders.

Pay commission injustice

I regret to mention that the Pay Commission Committee at the central level have increased salaries to suit the interests of those in the superintendent to the bureaucrat level. They have ignored those in the cadres of peons to Upper Division Clerks (UDCs) of Class ‘C’ and ‘D’. The lower staff, as a result, faces monetary hardships and have to struggle to make ends meet.

It is imperative to revise the pay scales and thereby serve justice to these employees because LDCs and UDCs play a vital role in office functioning. Recently, the government had enhanced the pay scales of Head Clerks, Accountants and Superintendents, and many other categories.

The salary revision of the aforesaid category of employees is very much essential at this stage, due to steep price rise of all essential commodities. Income tax is applicable and has to be paid by these employees, despite drawing a meagre salary.

The ceiling should be raised to Rs1.50 lakh instead of the Rs1 lakh so that these employees get tax relief on salaries. Also, the standard deduction ceiling of Rs1.60 lakh for males and Rs1.90 lakh for females needs to be be enhanced to Rs2.50 lakh.

Christmas fervour now Robert Castellino, Calangute Foreign tourists have already arrived in large numbers in the state. The majority of these tourists are from Europe where Christmas is ushered in by mid-November, with shops and streets all decorated and suitably lit up. Goa, by comparison, is a damp squib. Christmas is nowhere in sight and this must seem more than irksome to the majority of tourists.

Shops, eateries and other establishments in Goa would do well to cash in on the commercial opportunity by ushering in the Christmas fervour in the month of November itself. This would do their business a world of good. All it requires is an initiative and many will jump onto the commercial bandwagon and give tourism a big fillip.

Kandhamal violence Michael Vaz, Merces The reckless violence by Maoists in which an ambulance was blown to shreds in Kandhamal, (Orissa) killed five innocent people, including two women and a child. What do these groups attain through such reckless acts?

By Ken Keyes Jr The Japanese monkey, Macaca fuscata, had been observed in the wild for a period of over 30 years. In 1952, on the island of Koshima, scientists were providing monkeys with sweet potatoes dropped in the sand. The monkey liked the taste of the raw sweet potatoes, but they found the dirt unpleasant.

An 18-month-old female named Imo found she could solve the problem by washing the potatoes in a nearby stream. She taught this trick to her mother. Her playmates also learned this new way and they taught their mothers too.

This cultural innovation was gradually picked up by various monkeys before the eyes of the scientists. Between 1952 and 1958 all the young monkeys learned to wash the sandy sweet potatoes to make them more palatable.

Then something startling took place.

In the autumn of 1958, a certain number of Koshima monkeys were washing sweet potatoes — the exact number is not known. Let us suppose that when the sun rose one morning there were 99 monkeys on Koshima Island who had learned to wash their sweet potatoes. Let’s further suppose that later that morning, the hundredth monkey learned to wash potatoes.

Then it happened! By that evening almost everyone in the tribe was washing sweet potatoes before eating them.

The added energy somehow created an ideological breakthrough!

A most surprising thing observed by these scientists was that the habit of washing sweet potatoes then jumped over the sea...Colonies of monkeys on other islands and the mainland troop of monkeys at Takasakiyama began washing their sweet potatoes.

This new awareness may be communicated from mind to mind.

India-China to hold 14th round border talks PTI BEIJING, NOV 29

India and China were set to hold the 14th round of border talks at the level of Special Representatives here today to resolve the vexed boundary issue.

The talks will be held between the Special Representatives, National Security Advisor Shivshankar Menon and his Chinese counterpart Dai Bingguo later this afternoon to resolve the differences on demarcation of some of the areas of the 4,000 km-long boundary between the two countries.

Talks on the boundary issue would focus on breaking the deadlock over Aksai Chin in the Ladakh sector and Arunachal Pradesh which China refers to as southern Tibet.

Menon arrived here yesterday take part in the talks.

The meeting between the top diplomats of the two countries is also significant as it will be final top officials level meeting before the crucial visit of Chinese Premier Wen Jiabao to India next month.

India is hopeful that China will address its key concerns including that of issuance of stapled visa for residents of Jammu and Kashmir on the ground that the territory was disputed.

The last round of border talks was held in New Delhi in 2009

The two countries also signed agreements in 1993 and 1996 to maintain peace and stability in the border areas besides inking a political guiding principle on demarcation of the boundary in 2005.

Menon who shares good rapport with top Chinese leaders and officials from the days of being the Ambassador here was expected to bring about fresh perspectives to resolve the boundary question which continues to prolong despite 13 rounds so far. This is his second visit here this year.

Minister's Special Envoy and held talks with both Wen and Yang Jiechi.

Menon's meeting also closely comes on the recent meeting between External Affairs Minister S M Krishna with his Chinese counterpart Yang on the sidelines of the Russia, India, China, (RIC) meeting at Wuhan in China this month followed by strategic dialogue conducted by Foreign Secretary, Nirupama Rao and Chinese vice Foreign Minister Zhang Zhijun.

During all the three meetings, India highlighted its concerns specially relating to Kashmir issue and objected to China's decision to issue stapled visas to Kashmiris.

The issue culminated into India calling off defence exchanges with China after Beijing denied visa to top Indian General B S Jaswal because he headed troops in the Kashmir region.

CBI probing aspects of Adarsh scam, missing files: Antony PTI NEW DELHI, NOV 29

Defence Minister A K Antony today said the CBI is looking into various aspects of Adarsh Housing Society scam, including the issue of missing files.

"The CBI is already looking into this issue," Antony told reporters outside Parliament House.

He was asked about the scam and the reports that documents related to Adarsh housing project have gone missing from the records of the Defence Estates

office in Mumbai.

Reacting sharply to the reports about missing files, BJP

spokesperson Prakash Javadekar said the trend of files going missing from either the ministry or the defence establishment is a serious matter.

"It seems we need something like WikiLeaks to get hold of the missing documents," he said.

The Defence Estates office, which keeps all land records involving local units of defence forces, has also allegedly been unable to trace records regarding the no-objection certificate granted to the Adarsh project in March 2000.

The Punjab and Haryana High Court today dismissed an appeal seeking details of the "rel i g i o n a n d f a i t h " o f U PA Chairperson Sonia Gandhi and her children under the RTI Act, saying the petitioner was trying to encroach on their privacy.

"It is evident that the petitioner is making efforts to make unjustified inroads into the privacy of the individuals even if they are public figure and consequently the information cannot be made public," a division bench of the High Court said.

Outraged lawmakers demand WikiLeaks be shutdown PTI WASHINGTON, NOV 29

Cutting across party lines, US lawmakers expressed their outrage at what they called “illegal” publication of classified American documents by WikiLeaks, and asked the Obama Administration to use all legal means to shut down this whistleblower website.

“The release of classified information under these circumstances is a reckless action which jeopardises lives by exposing raw, contemporaneous intelligence,” said Senator, John Kerry, Chairman of the powerful Senate Foreign Relations Committee.

“This is not an academic exercise about freedom of information and it is not akin to the release of the Pentagon Papers, which involved an analysis aimed at saving American lives and exposing government deception,” he said.

Instead, these sensitive cables contain candid assessments and analysis of ongoing matters and they should remain confidential to protect the ability of the government to conduct lawful business with the private candor that’s vital to effective diplomacy, he said.

WikiLeaks’ deliberate disclosure of these diplomatic cables is nothing less than an attack on the national security of the United States, as well as that of dozens of other countries, said Senator Joe Lieberman, Chairman of the Senate Homeland Security and Government Affairs Committee.

“By disseminating these materials, WikiLeaks is putting at risk the lives and the freedom of countless Americans and nonAmericans around the world.”

It is an outrageous, reckless, and despicable action that will undermine the ability of our government and our partners to keep

our people safe and to work together to defend our vital interests,” he said.

“Let there be no doubt: the individuals responsible are going to have blood on their hands,” Lieberman said and urged the Obama Administration to use all legal means necessary to shut down WikiLeaks before it can do more damage by releasing additional cables.

“WikiLeaks’ activities represent a shared threat to collective international security,” he said.

This latest release of classified and other sensitive US documents by WikiLeaks is extremely irresponsible, said Congresswoman, Ileana Ros-Lehtinen, the incoming Chairman of the House Foreign Affairs Committee.

“Those who leak and publish such information are doing great harm to our nation, and are potentially putting American lives in danger,” she said.

Among a quarter million secret US documents released by the whistle-blower website WikiLeaks, a total of 3,038 classified cables are from the American embassy in New Delhi.

The details of the cables related to India were not immediately available, mainly because of inaccessibility to the WikiLeaks website, which was experiencing heavy traffic.

But out of the total, 3,038 classified cables are from the US embassy in New Delhi.

A breakdown indicates that as many as 2,278 cables are from the US mission in Kathmandu, 3,325 from Colombo and 2,220 from Islamabad.

The letter was in response to the one written by the State Department to WikiLeaks on Saturday asking it not to publish classified US documents.

“You have chosen to respond in a manner which leads me to conclude that the supposed risks are entirely fanciful and you are instead concerned to suppress evidence of human rights abuse and other criminal behaviour,” Assange said.

South Korean President Lee Myung-bak on Monday apologised for not protecting South Korean civilians from North Korea’s artillery attack on an inhabited island, which he labelled an inhumane crime.

The president says North Korea will be made to the pay the price for any further provocation.

Lee called for national unity in a country split between hardliners demanding immediate punishment and liberals worried that an escalation of tensions could plunge the peninsula into a war.

Such a conflict could result in North Korea firing artillery onto the crowded capital, Seoul, imperilling the South’s vibrant economy.

The president made no reference to China’s offer to host emergency multi-national talks

on the crisis with North Korea.

But the South Korean president says it is difficult to expect that Pyongyang will abandon nuclear weapons and military brinkmanship.

Last Tuesday’s artillery attack was the second provocative act of the year blamed on North Korea.

South Korea responded with restraint after one of its navy warships was sunk in March in the Yellow Sea, killing 46 sailors.

An international investigation concluded the Cheonan was hit by a North Korean torpedo.

Pyongyang denies any responsibility for the sinking.

Mushy refuses to accept questionnaire in Benazir killing

Fo r m e r P re s i d e n t Pe r v e z Musharraf has refused to accept a questionnaire sent by Pakistani investigators to get his views on crucial issues related to former premier Benazir Bhutto’s assassination in 2007, according to a media report.

The Federal Investigation Agency’s questionnaire was sent to Musharraf, currently living in self-exile in London, by special mail last month but he refused to accept it, the Dawn newspaper quoted its sources in the Interior Ministry as saying.

In a statement issued on Saturday, Interior Minister Rehman Malik said the letter was sent to Musharraf because the statement of everyone directly or indirectly accused in the assassination case was being recorded.

Following Musharraf ’s refusal, the FIA has prepared a new questionnaire and intends to send it to his residence in London.

“We have prepared a questionnaire for the former President to record his statement,” said FIA chief Waseem Ahmed.

“We want to record the statement of everybody who has any connection with the case,” Ahmed said.

Musharraf ’s aides have already said he would refuse to accept any questionnaire sent

by Pakistani authorities.

Musharraf has also said he enjoys presidential immunity from criminal prosecution.

A joint investigation team of the FIA, which has completed its report on the assassination, prepared a 32-point questionnaire for Musharraf.

Asked why Musharraf was being involved in the case after the investigation team had completed its report and presented it in an anti-terrorism court in Rawalpindi, FIA chief Ahmed said though the report had been submitted in court, it did not mean that the probe had been closed.

100 kids hurt in China school stampede AFP BEIJING, NOV 29

Nearly 100 children were hurt in a stampede on Monday at a primary school in China’s farwestern Xinjiang region but no deaths have been reported, state media reported.

The accident occurred in the city of Aksu as school children were rushing outside to a playground around lunchtime when some students in the lead tripped and fell, Xinhua news agency said, quoting an unnamed city official.

The injured students were taken to a hospital for treatment, it said, adding that no deaths had been reported more than two hours after the accident.

The attack on Yeonpyeong killed two South Korean marines and two civilians.

Northeast Asia analyst Daniel Pinkston, from the International Crisis Group, says the two incidents present a dilemma for the South Korean leadership.

“This year there have been two tremendous failures in deterrence. So deterrence must be restored,” he said. “However, by demonstrating the capabilities and the cost that North Korea would pay in case of further provocation you want to do that in such a way that North Korea does not misperceive or miscalculate, and in fact you end up triggering a war because a war would be very costly.”

Hongju Koh, Legal Adviser, State Department said in a letter to Jennifer Robinson, Attorney for Julian Assange, WikiLeaks.

This was in response to the communication from WikiLeaks a day earlier in which the whistle blower website informed the US about its intentions to publish classified US Government documents.

“Despite your stated desire to protect those lives, you have done the opposite and endangered the lives of countless individuals.

You have undermined your stated objective by disseminating this material widely, without redaction, and without regard to the security and sanctity of the lives your actions endanger,” Koh said in his letter, which was released to the press late Saturday night, ahead of the possible release of such classified documents.

Pakistan on Monday criticised the release by WikiLeaks of secret US diplomatic cables which raise concerns that radioactive material in nuclear power stations could be used in terror attacks.

Foreign Office spokesman Abdul Basit described the release of the sensitive documents as “irresponsible behaviour” and said Pakistan is taking stock of revelations concerning the country.

The “irresponsible issuance of sensitive documents regarding foreign and defence affairs is a condemnable act”, he said.

The US had warned Pakistan about the release of these documents before they were issued, he said.

US Ambassador Cameron Munter also criticised the release by Wikileaks in an article in a Pakistani newspaper.

“I cannot vouch for the authenticity of any one of these documents...But I can say that the US deeply regrets the disclosure of any information that was intended to be confidential.

And we condemn it,” he wrote.

The confidential cables show US concern over radioactive material in Pakistan’s nuclear power stations and fears that they could be used in terror attacks.

Pakistan has insisted that its nuclear security is good enough to prevent this from happening.

Some leaks could also damage Pakistan’s relations with other countries.

India to decide on Cairn unit stake-sale by Feb HERALD BUSINESS DESK PANJIM, NOV 29

India will take a decision by February on an application from UK energy explorer Cairn Energy Plc to sell part of its stake in a local unit to Vedanta Resources Plc, Oil Secretary S Sundareshan said.

“They only applied on November 26 and the timeline is it will take two to 2.5 months to decide,” Sundareshan said.

“So a decision will definitely

come by February.” Sundareshan had said October 15 that India may approve the deal by the end of December.

Vedanta, a mining company controlled by billionaire Anil Agarwal with no prior oil and gas experience, agreed in August to pay as much as $9.6 billion for Gurgaon-based Cairn India Ltd to gain access to the country’s biggest onshore oilfield. India’s government has said it will vet London-based Vedanta’s ability to carry out oil exploration before approving the deal.

The government will protect the interests of state-run Oil & Natural Gas Corp in the Cairn deal, Oil Minister Murli Deora said October 27. ONGC has a 30 percent stake in India’s largest onshore oilfield in Rajasthan state, which is operated by Cairn India, and is required to pay royalty on the entire output.

Vedanta unit Sesa Goa Ltd deferred an offer for as much as 20 percent of Cairn India

The chief guest was Ashok Sinha, IAS, Secretary, Ministry of Food Processing Industries, Government of India.

N C Saha, director – IIP said that in the Western Region, Goa was identified as a venue to hold a workshop on packaging as Goa is well known for its varied traditional cuisine. He said that IIP is the first institute in Asia to have a 2 year full time diploma in packaging.

He said that India is the second largest producer of food grains after China and agriculture has a share of 25% in the national GDP. However improper handing and unscientific packaging leads to a loss of 10% to 26% of fresh produce.

Also, only 7% of total fresh produce is processed.

The Ministry of Food Processing Industries is taking all efforts to implement different schemes to increase the percentage of fresh produce from 7% to 10% by 2015. That the Secretary of MOFPI is himself present here itself shows how serious the Government is about this sector.

MF FUNDA FRANKLIN TEMPLETON MUTUAL FUND has filed an offer document with SEBI to launch Templeton India Corporate Bond Opportunities Fund, an open ended income fund.

Airtel partners with E-Mitra PTI JAIPUR, NOV 29

The Telecom company Bharti Airtel today launched a partnership project with E-Mitra in Rajasthan to make available its products as well as the facility of bill payment at e-mitra kiosks in the state.

E-Mitra is an integrated service launched by the state government for people to help them access services related to different state government departments through LokmitraJanmitra Centers/Kiosks.

Initially, the facility will be available at E-Mitra kiosks in Jaipur city and Common Service Centers (CSC) in Jaipur district rural area," Sudipto Chowdhury told a press conference here, adding the facility would soon be expanded all over state.

TRAI to impose hefty penalties on unwanted calls PTI

NEW DELHI, NOV 29

In a move that will give major relief to millions of subscribers, telecom regulator TRAI will tomorrow announce new guidelines to curb the menace of unsolicited calls by imposing hefty penalties on errant telemarketing firms and operators.

Besides hefty penalties, the telemarketing firms would be alloted a separate series of numbers beginning with '700' that would allow subscribers to recognise their calls and decide whether to accept or reject them.

According to sources, TRAI has proposed to impose a penalty of up to Rs 2 lakh on telemarketing firms against whom complaints

have been received six times, before blocking the number, while service providers that violate mobile users' 'do not call' instructions four times face a fine of up to Rs 10 lakh.

It will be the responsibility of both telemarketing firms, as well as service providers, to ensure that subscribers who have opted for not getting such calls are not harassed by telemarketers, as per the new TRAI guidelines.

"We will bring out the regulations on unsolicited calls tomorrow," TRAI sources said.

TRAI had released a consultation paper, titled, "Review of Telecom Unsolicited Commercial Communications Regulations", in May this year.

Toyota Etios set to woo entry-level sedan market HERALD BUSINESS DESK PANJIM, NOV 29

Toyota, with the launch of the Etios, is targeting the entry-level sedan market with an aggressive entry price of around Rs 5.25 lakh.

The car has been specifically designed keeping in mind India and other emerging

markets and will take on wellestablished models like Maruti

Dzire, Tata Indigo and Honda

City.

The company's seriousness with the Etios, for which it has invested almost Rs 3200 crore in a new plant, can be understood by the fact that it will be launched

by Toyota's Global president Akio Toyoda, the grandson of the company's founder Kiichiro Toyoda.

Industry sources said the car that will sport a 1500cc petrol engine is likely to carry an exshowroom price of around Rs 5.25 lakh.

"It will be placed around this price point as Toyota wants an aggressive stance in the market," said a source.

A diesel version of the sedan will follow by late next year, though its hatchback version (with a smaller petrol engine) will be launched in March next year.

When contacted for confirmation of the price, Toyota Deputy MD Sandeep Singh declined to comment.

"The exact price will be known on December 1, when we launch the car. Deliveries for the model will begin in January.�

With the Etios, Toyota plans to garner a higher market share of the fast-growing Indian car market that along with China is the world's fastest growing.

Toyota currently is a small player in India, though it enjoys a strong position in segments where it is present.

The company's current line-up in India includes multipurpose vehicle Innova, luxury sedans Corolla and Camry and SUV Fortuner and it hopes to sell around 73000 units this year, expecting to double this to about 145,000 units after the launch of the Etios.

The company currently has low single-digit share of the Indian car market and has said it wants a 10% share to "occupy a mind-share of the average car buyer".

Unsolicited commercial communications are one of the growing concerns of telecom consumers worldwide.

The government had earlier formed a "National Do Not Call" (NDNC) Registry in 2007.

However, consumers continued to complain about unsolicited commercial communications by way of calls, as well as SMSes. Sources said that as per the revised recommendations, TRAI has proposed a fine of Rs 25,000 for the first offence by a telemarketing company, which would go up to Rs 75,000 in

case of a second violation, Rs 80,000 for the third, Rs 1.25 lakh for the fourth, Rs 1.50 lakh for the fifth and Rs 2 lakh for the sixth of-

fence, following which the number will be blocked by all service providers.

All the telemarketing companies will have to sub-

mit security deposits with the service providers in advance.

Similarly, the service providers would also be

subject to hefty penalties ranging from up to Rs 1 lakh for the first offence to up to Rs 10 lakh for the fourth offence.

Vishnu Mandrekar and Amrit Gaddi netted a brace each to send BAFF into the Bardez semifinals defeating Adarsh Yuvak Sangh in a 5-3 thriller, in GFA’s Third Division play-off at Duler Stadium, here, on Monday.

The match was locked 2-2 at the interval.

Mauvin Britto netted a hattrick for Adarsh but his efforts went in vain as BAFF finished the match strongly.

BAFF’s forward line did the damage, using their pace to get away from their markers and ex-

ploit the space in front of them and also closed down their opponents well.

Adarsh did well to go into the lead on two occasions, but lacked energy and had not saved enough vigour to withstand a late barrage from BAFF. Adarsh custodian Dhanyba Roghoba made a number of great oneon-one saves to keep the score line respectable.

Within 90 seconds, BAFF raced into the lead when Vishnu Mandrekar delightfully chipped the ball over the goalkeeper after receiving a pass from Tusher Parab.

In the 25th minute, Sandesh Chopdekar was brought down

in the box and the referee wasted no time in pointing to the spot. Mauvin Britto stepped and fired into the left corner to equalise for Adarsh.

Nine minutes later, Mauvin netted his second, after doing well to hold off to staunch defenders and firing low.

Just before the breather, BAFF’s Amrit Gaddi was played through on goal and he finished early taking BAFF into the breather on level terms.

Six minutes after the interval, Mauvin wrapped up his hattrick, cutting in neatly on the left to score.

With 15 minutes to go, BAFF started to increase the tempo and throw everything forward.

In the 76th, BAFF substitute Prasad Parab scrambled the ball over the line after it initially came back off the woodwork

from a free kick.

With four minutes left, Vishnu punted in to give BAFF the lead and set up an exciting finish to the game.

In the injury time, as Adarsh pushed forward for a goal, BAFF broke away on the left and Amrit ran the entire length of the opponents half with the ball and tucked in to make the game safe.

Sporting Club of Davorlim trounced Mandopa Sports Club 3-0 to storm into the semi-finals of GFA Third Division play-off at Curtorim ground, on Monday.

Benaulim led 2-0 at half time.

Benaulim enjoyed a lion share of exchanges in both the halves and swarmed all over the Mandopa territory. Their aggression paid the dividends when Agnelo Colaco bulged the net keeping the Mandopa keeper in a daze.

Spurred by early success, Davorlim mounted pressure on the rival citadel and increased their tally in the 30th minute when Paxton Gomes punished the rival keeper with a grounder.

Holders Dempo Sports Club will take on runners-up Churchill Brothers in the first I-League match at Nehru stadium, Fatorda on December 4. Goa will host 39 matches in all.

Elvis Gomes, Chairman, Organising Committee, member of Ad-Hoc Committee for ILeague and GFA vice-president told Herald that a four-member committee comprising Bishut Temudo, Benjamin Silva, Schubert Furtado and Anthony Pango had been set up to look after the entire organisational aspects. These members alongwith Elvis will form the core committee. Other members to facilitate organising the matches would be included shortly, Elvis, who is the CCP Commissioner, informed.

The Goa I-League clubs will also have their representatives in the panel.

Elvis stated that in order to promote football among youth, students would be admitted free provided they turn up in the school uniform. Heads of

Injury woes for Dempo HERALD CORRESPONDENT MARGAO, NOV 29

I-League Champions, Dempo Sports Club left for Gurgaon on Monday for the ONGC Super Cup tie against Federation Cup champs Kingfisher East Bengal on December 1.

Chief coach Armando Colaco felt that the Goan giants will be underdogs for the vital encounter.

Dempo will be without vital players due to injuries and Colaco has to deal with the rigid situation.

“It’s an important fixture but with so many injuries, we’ll be underdogs this time around. We had done preparations but against a team like East Bengal, you always need your first choice players. But at the same time, we also have some talented juniors and I hope they’ll deliver when we need them the most, despite all our limitations,” explained Armando.

Dempo had injury woes going into the match with long serving right wing back Valeriano Rebello, striker Joaquim Abranches and stopper back Creson Antao on the injury list. Defending ILeague champions have further depleted with the absence of six internationals to the Indian senior team.

Colaco has never faced so many hardships to the start of what could be an enduring long season and the absence of mercurial Brazilians Robert Mendes da Silva from the training sessions indicates more complications.

“As Beto did not train with the team, he will not be travelling to Gurgaon for the match.

It’s customary that the players should not skip the training ahead of such a significant match,” clarified Colaco.

Armando also stated that the Brazilian is content with the club

and will be staying, when questioned about Beto’s departure to any other club.

3+1 in AFC Cup ’11

With the approval of the AFC Executive Committee, the 3+1 system will be implemented in the AFC Cup from the 2011 edition onwards.

The move is intended to standardise the 3+1 concept in Asian countries and boost its introduction in more domestic leagues across Asia.

The decision is also expected to encourage more Asian players to play in other Asian leagues for technical and promotional reasons, which would result in raising the overall level of the leagues.

One of the main reasons behind introducing the 3+1 into the AFC Cup is because clubs currently playing in the AFC Champions League play-off are playing with 3+1 players. Introducing this system would allow the clubs to eliminate the use of the one “extra” player if they lose in the play-off and go on to play in the AFC Cup (for which they could previously register only three foreign players).

AFC Director of Competitions Tokuaki Suzuki said: “After the great success in implementing this system in ACL, it is the right time to introduce this in the AFC Cup matches.”

“The introduction of 3+1 system in ACL gave many Asian players the chance to show their abilities at the continental level, and also gave the clubs the chance to strengthen their squad in the ACL matches.”

“Introducing this system encouraged Asian clubs to sign Asian players, which proved to be a successful decision, as we witnessed the success achieved by the players who were signed for the Asian berth.”

Meanwhile, 30 teams get direct entry to the AFC Champions League while two more join them via the play-offs.

In the AFC Cup there are 28 direct entries while four teams will come through the AFC Champions League play-offs.

The play-off for the ACL will involve, from the West: Dempo SC (India), Al Sadd (Qatar), Al Ittihad (Syria) and Al Ain (UAE).

From the East, Sriwijaya (Indonesia) and Thailand (Muangthong United) are eligible.

A draw will be conducted to shift one club from the west to the east play-offs.

For the AFC Cup, four clubs Arbil of Iraq, Nasaf of Uzbekistan, Persipura Jayapura of Indonesia, and Tampines Rovers of Singapore – have been invited to play in the competition.

The draw for the group stages of both competitions will take place on December 7. East Bengal find an entry into the AFC Cup.

Renewed corruption allegations involving FIFA executive members surfaced on Monday just days before they are due to appoint the hosts of football's 2018 and 2022 World Cups under the eyes of world leaders.

The Swiss newspaper TagesAnzeiger reported that Ricardo Teixeira of Brazil, African football chief Issa Hayatou and his South American counterpart Nicolas Leoz were tied to a secret list of payments from bankrupt FIFA marketing partner ISMM/ISL a decade ago.

The firm collapsed in 2001 in a storm of controversy over alleged kickbacks for TV rights contracts, prompting a FIFA criminal complaint that was later dropped.

A court in the Swiss canton of Zug eventually handed down fines on three ISMM/ISL executives in 2008 for embezzlement or accounting offences.

Leoz was already listed as a recipient of suspect payments from the marketing firm, alongside several companies based in offshore havens, in evidence presented by the Zug prosecutor in 2005.

All three long-standing executive committee members are

Federer, overshadowed this season by the phenomenal Nadal, won 6-3, 3-6, 6-1 in front of 17,500 fans at London's O2 Arena for a record-equalling fifth title at the year-ending finale, matching the feat of Ivan Lendl and Pete Sampras.

They are the pillar of the Indian Test team but Rahul Dravid and VVS Laxman may have to lower their base prices in order to keep the franchises interested for the upcoming fourth edition of Indian Premier League.

Sources in the franchises said they would only be intersted in buying the two star batsmen if the duo lower their base price from Rs 92 lakh (USD 200,000) to the lower bracket of Rs 46 lakh (USD100,000).

"Let's get one thing clear.

Sourav Ganguly and Anil Kumble's IPL performance is pretty decent. So one can expect that Sourav who is an allrounder can be bought for a decent price considering his

base price of Rs 92 lakh. Also for KKR, buying him at a lower price from auction is a far more viable option than going for retention where he would cost USD 1.8 million," a senior KKR official told PTI today.

Officials of a couple of more franchises also aired the same opinion.

"Dravid and Laxman do not feature in the T20 or ODI teams.

So the only place where they play is IPL. The first edition had a lot of novelty factor. England head to this week's second Adelaide Test with all the momentum after dominating Australia over the final two days of the Ashes opener which ended in a draw at the Gabba today.

England ensured they would not be beaten in the first match of their Ashes defence after conceding a 221-run innings deficit when Alastair Cook and Jonathan Trott shared in England's highest partnership in Australia of 329 runs.

Cook became only the fourth Englishman to score a Test double-century in Australia with his unconquered 235, while Trott hit 135 not out before skipper Andrew Strauss called a halt at 517 for one, 40 minutes before tea.

Australia tried to avoid further collateral damage in their 26 overs to the close and were 107 for one when the match finished in a draw.

Ricky Ponting scored his 56th Test half-century to be 51 not out and Shane Watson was on 41.

Records and personal bests kept tumbling for England on the anti-climactic last day as Cook and Trott pummelled the Australian bowlers.

Cook joined Wally Hammond (3), Reg Foster and Paul Collingwood as double centurions with his 625-minute epic off 428 balls in the highest score by either team in 19 Ashes Tests at the Gabba.
