This FREE community resource and local food guide is produced by the High Desert Food & Farm Alliance on behalf of all our partners that grow, raise and make local products. A letter from our Executive Director Central Oregon is deeply rooted in agriculture, but these roots are deeper than what we witness today. This land is home to me, I feel it in my soul: in the dirt that I dig to grow my food. Yet, there is an older story that goes beyond what I can tell. A story that can be told by the Indigenous peoples who lived and continue to live upon this land, and whose practices and spiritualities are tied to the land in a way that continues to evolve, develop and teach us every day. As members of the High Desert community, it is our responsibility to hold space for the Wasco, Warm Springs, and Paiute peoples who also call this land home. This arid soil holds their traditions and knowledge, just as it does the food that we eat today. Robin Wall Kimmerer, a Citizen of Potawatomi Nation, says, “plants speak in a tongue that every breathing thing can understand. Plants teach in a universal language: food.” The High Desert Food & Farm Alliance believes that everyone deserves good food and that our food connects us to each other. When we founded HDFFA we first listened to others, then we created an organization and programs to support our community: focused on food and farms. We continuously improve and provide for a more inclusive and equitable food system using our partners and community as our guiding light and compass. We will continue this tradition so that our impact will be felt and experienced by everyone in a way that honors this land and its peoples.

HDFFA: Celebrating 10 Years It’s hard to believe that HDFFA started ten years ago! Born from the Central Oregon Food Summit and the good graces of many wise and strong-willed citizens, the Central Oregon Food Policy Council was developed to “strengthen our Central Oregon communities by securing the future of the local food system”. As the need for on-the-ground programs became evident, we narrowed our mission and changed our name, but stayed true to our focus of supporting regional farmers and ranchers to produce food for the greater community to access.

Over ten years we have grown from a volunteer-driven organization to six staff, 63 farm and ranch partners, and 61 food business partners. Our first tri-fold Food & Farm Directory was published in 2012 connecting thousands of Central Oregonians to farmers, ranchers, and food businesses. Our first official programs were started and led by volunteer board members including: Seed to Supper, Cooking Matters and Grow & Give. In 2015, we hired our first employee, held our first Chef-Farmer Mixer and Local Food Challenge events, and solidified our Agricultural Support program. In 2018, we piloted the first VeggieRx program in Central Oregon, further integrating health and wellness into our food access programming. The success of HDFFA is founded on over 40 dedicated volunteers offering years of their time and service. We will continue collaborating with community partners for what is truly needed in a more inclusive and equitable food system. We look forward to the bounty that the next ten years will bring.

When Years ofit comes Growingto local foods, we’re all in. Use this Directory as your guide to begin or advance your steps in making local a priority and resource for all.

As COVID spread across Central Oregon this spring, we witnessed how it touched our entire community. What is usually a time of new growth and reconnection after winter hibernation was instead a time of social distancing, food scarcity and heavy job losses. Food insecurity has been widely overlooked and misunderstood until now. What was momentarily uncomfortable for most of us - shelves without food - is a daily struggle for 28,000 Central Oregonians who lack reliable access to a sufficient quantity of affordable, nutritious food. Food access is a basic necessity. At HDFFA, we are founded on the belief that everyone deserves good food from local sources, and that our food connects us to each other. We make this happen. During the growing season we collect and distribute fresh food from local farmers to the regional food bank, serving over 40% of their clients in 2019 with 16,000 pounds of food. We provide access to fresh food for low-income residents experiencing diet-related diseases, such as heart disease or type II diabetes, by providing vouchers for produce at the Bend and Redmond Farmers Markets and in Prineville through VeggieRx.

What’s important to know is that local food is grown by Central Oregon farmers, raised by ranchers, made by chefs, salsa makers, toffee experts, brewers, and caterers.

HDFFA supports these producers and knows that they rely on you to purchase from them beyond COVID times. Many of our partners have laid off staff, closed their doors, or started road-side farm stands as they continue to face uncertainty. At the same time, our most vulnerable residents are struggling even more to access fresh, nutrient-dense foods. This difficulty of access extends to agricultural workers who pick fruits, harvest vegetables, and process animals, and yet are not eligible for assistance and struggle with food insecurity. The resiliency of our food community inspires us to do our work. The folks who grow, raise, and craft local foods need to know they can count on our support, in good years and in bad. Without a local food system, we’re dependent on imported food, and if that is disrupted our food stocks would only last three days.

Make local a permanent part of your life. If 10% of households in Central Oregon spent $8 per month buying directly from a farmer versus purchasing produce from a commercial grocery store, we would invest $775,000 into our local economy, create 13 jobs and provide $263,000 in wages for Central Oregonians. FARMING in Central Oregon BY MEGAN FRENCH, BOUNDLESS FARMSTEAD

This land of dusty hooves and yipping coyotes, of soaring Red Tails and darting marmots. This land where the sun is intense or fleeting, where the clouds are invisible or rumble full of thunder, where the breeze gently soothes or fiercely fights, where the nights are always cold. This land where fields are a palate swept brilliantly with wildflowers or scorched black with wildfire. This land is where we steward and where we call home. Our fingers are cracked from arid sand, our hair bleached from the desert sun, and our cheeks blush from the endless wind. We know the value of a wellused handkerchief and a well-loved dog. We know the absolute sweetness of the air after the rain soaks the sage leaves and the sun warms the Ponderosa bark, like the delicate scent of an incense burning in the adjacent room. We know the harm of a single seed of cheatgrass or an unwatched step near warming rocks. And above all, we know so deeply the importance of observation. Because to be observant, in this land, is to be resilient.

Everyday we walk our fields, both looking for life, and for death. We notice the sand lilies have bloomed, and deem it spring; or the rabbitbrush bloomed and deem it autumn. We check our plants for the frost damage they almost certainly have sustained. We take note of their vigor, plunge our hands into the earth to check their roots, check the moisture, check for pests. We wish we could spend more time observing, but the time for a long day’s work started about an hour before dawn. The hens are fed (our favorites are told a story), the chicks are checked for warmth, and the whole time our sweet farm dog shadows and pays no mind at all to frantic squawking birds.


Second cup of coffee and we remember a restless night’s sleep; born from the bright moon heading towards full again, the impending frost, and the long to-do list. But, no matter, because the frogs croaked a midnight orchestral melody and the owls added a back-up ensemble, eventually lulling me to sleep. The farmer is the carpenter, the electrician, the plumber, the grower, the vet, the cook, and the poet. The farmer’s day never ends, only changes from one number on the calendar to the next. But, this is no job; there are no chores except that of calling family every weekend, there is no clock except that of a hungry belly, and there is no boss except weather and bugs and soil. There is only purpose. To steward this land, one must be resilient. But, resilience comes in many forms. To be resilient is to be chilled to the bone all day standing in front of a broken tractor or a hurt animal feeling powerless, but forging forward toward a solution. To be resilient is to be fixing fence in the dark, wanting nothing more

than a kiss goodnight and a warm bed, but knowing that will come again soon. To be resilient is to grow food with care; to seed, plant, weed, water, weed, water, and harvest, and to hope to the moon that those customers show up to that rainy market. To be resilient is to know that strength lies in the quality of community, the greatness of love, and the humility of head, to continue to observe, learn, and steward.

I have been farming and ranching, or connected with it, in Oregon nearly all my life. I have been raising sheep, meat goats and sometimes hogs in Central Oregon for 30+ years, and here in Ashwood in Jefferson County for 20+. My heart is in working with other farmers and ranchers around the area and the state to develop more sustainable practices and local markets providing good, local food to our communities. My heart is in working for the betterment of this area and the state of Oregon. I have been working with HDFFA since its beginning.

My wife and I are both Central Oregon Natives, and having grown up in this area we have a strong pride for the resiliency of the local agricultural community. HDFFA PROGRAM Agricultural Support We value our family farmers and ranchers and know that the summer days of sweltering heat yet freezing nights can be both challenging and exhilarating; that watching cattle graze with the red glow of a sunset is one reward for a long day’s work.

We host free and low-cost educational workshops for farmers and ranchers; connect them with consumers, businesses and institutions; and provide free marketing materials.

To ease the challenge of not only growing and raising food but also marketing, distributing, transporting and selling, we provide technical support and economic opportunities to improve the livelihood of farmers and ranchers. Support includes workshops, co-marketing and infrastructure grants. “The Season Extender [grant] immensely increases the amount of higher-dollar crops we can produce, our length of growing season, and diversity. Without a propagation greenhouse...onions, tomatoes, eggplants, peppers, and more would be off the table...The more that we can push the seasonal window for more

crops, the more Central Oregonians see buying local as a good option!” -2019 Season Extender grant recipient

Since 2014, we’ve awarded $37,000 in season extender grants and provided multiple in-person training events. In 2019, we initiated an Agricultural Advisory Committee, giving farmers and ranchers from each county a voice and investment in HDFFA’s activities. We improve farm viability by purchasing farm direct for our food access programs VeggieRx and Grow & Give. In 2020, we’ll kick-off our regional Local Food Campaign – “Get a Taste of this Place” (p. 18 for details). Look for this logo to find Central Oregon grown, raised and crafted food.

HDFFA PROGRAM GROW & GIVE

Grow & Give is the only fresh food donation program of its kind in Central Oregon

Starting in May, HDFFA and volunteers glean produce from farmers’ greenhouses, including salad greens and radishes. During the summer, we host booths at regional farmers markets where YOU can donate money or food, and gardeners or farmers can donate excess fruits or vegetables. The majority of the produce is collected in the fall when we coordinate our Glean Team volunteers to glean (harvest or pick) excess produce from farmers’ fields. “At The Giving Plate, we believe in providing our guests the best food possible, which includes a balance of fresh foods as well as shelf-stable pantry items. Often, when we have fresh foods donated those items are at the end of their “life” and need to be [distributed] very quickly before they go bad... Partnerships like the one we have with HDFFA mean a lot to us

because they help us offer our guests the balanced nutrition they deserve.” -Ranae Staley, Executive Director, The Giving Plate

Every year we collect over 15,000 lbs. for NeighborImpact Food Bank who distributes to their 50+ partner agencies throughout Central Oregon. In 2019, our donations fed 11,000 people. 59,825 lbs. of fresh, local produce donated since 2014. In 2019 we provided 1,200 Fresh Harvest Kits - ready-to-make meal kits that include fresh produce, pantry staple items, recipes and Savory Spice Shop spices.

HDFFA PROGRAM VEGGIERx

The goal of VeggieRx is to increase the consumption of fresh vegetables and fruits to improve healthy eating habits while supporting our local farmers.

We believe that everyone deserves good food. We know that in order to make healthy food choices these foods need to be accessible and affordable to everyone. VeggieRx is a free program available in Bend, Redmond and Prineville, and if needed, assistance is provided for transportation costs to the program location. We designed our program so that all of the vegetables and fruits that participants eat are from regional farmers. Since 2018, we have invested $27,000 into the pockets of farmers with a total impact of $46,980 on the local economy. In 2020, we will purchase $25,000 in crops from local farms, providing 7,500 meals for 200 + families. This program is entirely funded by a grant from the Central Oregon Health Council, who has committed to the first fresh food prescription program in Central Oregon. “The patients that participate in VeggieRx take a hands on approach

to their health. They are inspired by the fresh local produce, recipes and ideas that they haven’t heard before in this setting. I think taking nutrition education out of the clinic and helping them apply it in the real world is invaluable.” - Megann Dastrup, Dietitian, Mosaic Medical

Our fresh food prescription program supports individuals experiencing food insecurity and diet related diseases such as type II diabetes, heart disease and/or obesity. Last year we positively impacted the lives of 600+ family members in Crook and Deschutes counties in partnership with our local health care system. In 2019, our program expanded from Bend to Redmond and Prineville. VeggieRx provided over 7,500 meals made with fresh local food.

In 10 years, HDFFA has donated 59,825 lbs. of fresh local food from Central Oregon farmers to the Food Bank, and invested $64,000 in local farms and ranches utilizing private/public grants.

Eat seasonally: When a balanced diet reflects what’s in season, your food will taste better, be more nutritious, have a smaller environmental impact, and may save you money! (see page 19 for our seasonality chart).

A sustainable environment dollars may be matched through Double Up Food Bucks (ask the market manager). All markets are ADA accessible and you can find bus routes online at www.cascadeseasttransit.com (see page 33 for farmers market locations).

Try a Community Supported Agriculture (CSA): This is a fun way to discover new foods while giving farmers guaranteed income at the start of the season. This is a great option for individuals or families. Two farmers accept SNAP for CSA payments (Rainshadow Organics and Boundless Farmstead) and many offer scholarships or payment plans. (see page 22-23 for a list of CSAs).

Shop at Farmers Markets: Each county in our region offers a farmers market. Many of them accept SNAP and starting this year SNAP
