alifornia lleva mucho tiempo a la cabeza de la nación en regulaciones ambientales. Fue el primer estado en promulgar políticas de control de la contaminación del aire en 1947. Luego avanzó las regulaciones ambientales en torno a los controles de emisiones, las toxinas del aire y el agua, allanando el camino para las regulaciones federales que han protegido nuestra salud durante décadas. alifornia has long led the nation in environmental regulations. It was the first state to enact air pollution control policies in 1947. Then it advanced environmental regulations around emission controls, air toxins and water, paving the way for federal regulations that have protected our health for decades. Most recently, California reduced greenhouse gas emissions back to 1990 levels, four years before the 2020 deadline. However, while California continues to be a leader in addressing climate change, the state has been less successful at helping local communities that are hit hardest by environmental disparities. When California passed Senate bill 535 in 2012, it mandated that 25 percent of the proceeds generated from the resulting cap-and-trade program go to projects that benefit communities most impacted by pollution and a lack of resources. These investments were intended to “improve public health, quality of life, and economic opportunity in California’s most burdened communities while at the same time reducing pollution that causes climate change”. Unfortunately, the state has been slow to act on that promise. After the bill passed, it took the California Environmental Protection Agency (CalEPA) five years to release the list of communities eligible to benefit from the investment. These communities were identified using CalEnviroScreen 3.0, an empirical tool that measured pollution levels in each census tract in California, and the socioeconomic vulnerability of the populations residing there. Because the state took so long to identify these communities, many have yet to receive any SB 535-related funding to directly combat their pollution burdens. Take San Ysidro, a neighborhood in the city of San Diego.
This small community just north of the US-Mexico border has a population that is over 93 percent Latinx. Most San Ysidro residents face unemployment and housing insecurity. The neighborhood suffers severe air pollution, and the census tracts closest to the border crossing rank as the worst in the state for auto-traffic pollution. There are local organizations in San Ysidro that strive to mitigate these environmental problems. And one, the nonprofit Casa Familiar, has received some cap-and-trade funding to monitor particulate matter in the neighborhood. The problem is, measuring pollution isn’t enough. We already know these communities are severely polluted. What Casa Familiar and other area community groups want, and need is funding to actually reduce the neighborhood’s pollution problems. So far, they have not received it. Addressing disparities in exposure to environmental pollution also requires tackling racial inequities. Catherine Branson is the lead epidemiologist for Partnerships for Success, a project that partners with San Ysidro and community leaders to enhance the San Diego border region’s prevention infrastructure. Branson found that census tracts with a greater proportion of Latinx residents also tended to be more polluted, even after adjusting for factors such as education, linguistic isolation, poverty, unemployment and housing costs. In fact, approximately 20 percent of a census tract’s pollution burden can be predicted solely by the proportion of the population that is Latinx, Branson told me. This is due to the ongoing underinvestment in Latinx neighborhoods and the underrepresentation of Latinx residents in government that may have compounded their exposure to pollution. In recent years, CalEPA has more explicitly acknowledged how environmental pollution disproportionately impacts Californians of color. But we are still waiting for decisive action to fix it. Although some state funds have supported a few enforcement measures for local clean air policies in Fresno, Oakland, Pomona and Los Angeles, there are many communities across the state that, like San Ysidro, have not received funds to curb pollution since the 2013 cap-and-trade policy was passed. Pollution in some of these communities, such as Richmond, has actually worsened since 2013. Of the money spent on hardhit communities so far, most has gone to measuring pollution rather than enforcing policies. Until these funds can empower organizations like Casa Familiar who are ready to mitigate the pollution burden in communities like San Ysidro, the marketdriven cap-and-trade program is not fulfilling its purpose. Documenting the problem is only the first step. Our community members need action and investment to mitigate the environmental harms they experience every day — with every breath they take. Breny O. olombo - Sri Lanka recibió el lunes 28 de diciembre a su primer lote de casi 200 turistas, más de nueve meses después de que el país cerró sus fronteras a los extranjeros debido al brote de coronavirus. Un vuelo operado por la aerolínea ucraniana SkyUp, que transportaba a los visitantes, aterrizó en el Aeropuerto Internacional de Mattala por la tarde, reanudando así el turismo en la isla del Océano Índico. Cada uno de los visitantes tenía que traer una prueba necesaria previa a la salida de las pruebas negativas para el coronavirus realizadas dentro de las 72 horas posteriores a su llegada. olombo - Sri Lanka on Monday welcomed its first batch of nearly 200 tourists, more than nine months after the country closed its borders for foreigners due to the coronavirus outbreak. A flight operated by Ukrainian airline SkyUp, carrying the visitors, landed at the Mattala International Airport in the afternoon, thus resuming tourism in the Indian Ocean Island. Each of the visitors had to bring a necessary pre-departure proof of negative tests for coronavirus carried out within 72 hours of their arrival. Moreover, they will have to undergo another test after arriving in the country. “They will stay for 7-8 days in four designated hotels until they are cleared of the virus. During their stay here, the tourists will have zero interaction with the locals,” Shehan Sumanasekara, Director Operations, Airport and Aviation Services, told EFE. The visitors are part of a pilot project to test the feasibility of resuming Sri Lanka's tourism sector, one of the biggest revenue generators and hard currency sources for the island nation. The pilot will continue until Jan.19. The government has established a travel corridor to allow visitors with restrictions. Tourism is one of the mainstays of the Sri Lankan economy and among its largest sources of foreign currency.
According to official figures, 507,311 tourists had arrived in the country between January and March 2020, when the government banned all passenger flights and ships. Tourist arrivals dipped nearly 70 percent this year compared to the previous. The government had initially planned to welcome first tourists on Aug.1 after the virus outbreak, which has so far killed 191 people and infected more than 41,000 patients. But the plan failed after coronavirus infections surged drastically. The tourism resumption pilot project, which began on Monday, will operate 12 flights to carry tourists from Ukraine. “We are extremely secured. For the past two weeks, we were preparing to welcome the first charter flight of tourists,” Sumanasekara said. Tourism Minister Prasanna Ranatunga said he was very optimistic about the project to restart tourism. “About three million people depend on tourism in Sri Lanka. For the past nine months, they had no businesses because we did not have tourists,” he told EFE. He said the government was encouraging other countries to fly down tourists on charter flights to Sri Lanka. “They will travel in bubbles and therefore not mix with the locals,” he said.

ACRAMENTO, Calif. - The most sweeping anti-money-laundering reform in decades could die this week, depending on whether the U.S. Senate is able to override President Donald Trump's veto of the defense spending bill. The Corporate Transparency Act, part of the larger National Defense Authorization Act, would require shell companies to declare the name of any person with a significant ownership stake. Clark Gascoigne, senior policy advisor for the Financial Accountability and Corporate Transparency Coalition, said criminals use anonymous shell companies to launder hundreds of billions of dollars a year through the U.S. economy. "A host of bad actors utilize these anonymous shell companies to carry out their crimes and launder the proceeds with impunity," he said, "and for the first time ever, we're going to be putting an end to that." He said American shell companies are routinely used by rogue nations to undermine national security and evade sanctions. They're also used by corrupt individuals to evade taxes or pay bribes, and by human traffickers and drug cartels to conceal their crimes. Gascoigne added that the United Kingdom and the European Union already require this kind of corporate transparency, so the United States is playing catch-up. "We're the easiest place right now, according to a number of academic studies, to set up an anonymous company to launder your wealth," he said. "Now that we're moving forward, we're going to be able to push other countries to clean up their act."
U.S. Rep. Maxine Waters, D-Calif., who chairs the House Financial Services Committee, has championed this legislation and pushed to have it included in the defense bill. Trump vetoed the defense bill because it also includes stripping the names of Confederate generals from some U.S. military bases. He also wants Congress to add a provision to make social-media companies liable for comments posted by their users.

RANKFORT, Ky. -- The Centers for Disease Control and Prevention says it's likely flu viruses will complicate the coronavirus outbreak this winter and recommends getting a flu vaccine. Flu activity usually peaks between December and February, but it can last as late as May. Dr. Dale Toney, president of the Kentucky Medical Association, said hospitals already struggling with COVID-19 cases could become overwhelmed if people sick with flu end up in emergency rooms. He said counties can decrease the odds of an influenza outbreak if enough people get flu shots. "If you haven't gotten the flu
shot yet this year, then you should still go ahead and get it as soon as possible," Toney said. "The flu shot takes about two weeks to work and it absolutely protects against the flu." Steps such as frequent hand washing, covering your nose and mouth when sneezing and staying home when sick also can help curb flu spread, along with COVID-19 precautions such as mask-wearing and social distancing. In 2019, between 39 million and 56 million Americans caught the flu, resulting in as many as 740,000 hospitalizations, and between 24,000 and 62,000 flu-related deaths, according to data from the CDC. Toney said groups with the lowest flu vaccine rates also tend to be the those disproportionately affected by CO-
VID-19. One study by the CDC found Black Americans had the highest flu-related hospitalization rates over the past decade, and Latinos had the third highest. Toney said for some people, co-infection with COVID-19 potentially could be deadly. "Flu obviously is an upperrespiratory tract infection, and COVID affects the upper respiratory tract as well as other organs, but it will make you very sick if you get both of them at the same time," he said. He also pointed out because the flu and COVID-19 have similar symptoms, only testing can distinguish between them. Residents can receive flu shots at their local health department, community health center or at retailers such as Kroger, Walgreens and CVS.

EFFERSON CITY, Mo. -- 'Tis the season for returning and exchanging holiday gifts - and there are a few steps you can take to make the process safer and easier. Experts have said a return puts you in a "Goldilocks" situation; that is, it's a matter of timing. If you rush to the store or post office immediately, you'll face crowds that raise your risk of COVID. But Luke Frey, an associate director of communications for the Better Business Bureau, warned that a crush of packages and coronavirus protocols still are slowing down the mail so don't wait until the last minute, either. "If it ends up not getting back to that retailer in time or if it gets lost in the mail, you are out that product," he said. "There's not a whole lot that you can do. So, if you did purchase an item online and you do want to return it, you want to do that as
soon as possible." He also advised people to check the retailers' policies online. Many have become more lenient these days - especially for items such as clothing, because it's difficult to try things on during the pandemic. Amazon, for example, accepts returns through Jan. 31 for items shipped after Oct. 1. Multiple websites, such as dealnews.com or offers. com, also have compiled lists with links to dozens of retailers' return policies. Frey said many retailers require people to show identification when they return items because it deters shoplifters and allows them to track unusual return patterns. "Obviously, there are some people out there that try to either steal items or just chronically bring back items in order to get credit towards a certain retailer," he said. "So, some retailers do require you to have an ID if you do return the product." Most people know to keep their receipts, but
it also is extremely helpful to retain any packing slip or original packaging. However, if you don't have them, don't despair. Often, you can go online and reprint the packing slip. And some places, such as Kohl's and the UPS Store, will accept Amazon returns even without the box.

"Our goal is to help these young people build skills and go on to become the next generation of leaders, in whatever capacity they choose that to be," Parker commented. "And for many of them, it might not be conservation, but the time spent in the woods helps them build skills and better understanding of community and leadership."

he world collectively faces the threat of climate change driven by humanmade pollutants and environmental degradation. President-elect Joe Biden has made it clear that he intends to work to address and mitigate the climate crisis as the U.S. president. The President-elect has set a goal to reach net-zero emissions within the U.S. by 2050, promises to rejoin the Paris Climate Accord immediately upon entering office, and aims to create 10 million new jobs within the clean energy economy. The Biden Plan outlines his strategy to address climate change while securing environmental justice and equitable economic opportunity. One thing that the Biden Plan prioritizes and engrains into every aspect of its proposal is the importance of creating jobs and workers’ unions throughout the transition to a more sustainable economy. The Biden Plan will cost around $2 trillion. This covers investments in infrastructure, an American-based energy efficient automobile industry, increased public transportation options, a sustainable power sector, weatherized buildings and housing, scientific innovations, climate-smart agriculture and conservation, and efforts to promote environmental justice. Despite his lack of clarity on whether or not he supports the Green New Deal (GND), Biden has worked together with several key players such as Bernie Sanders and the youth-driven Sunrise Movement to develop his own climate plan. After these collaborations, the main differences that still stand between the GND and the Biden Plan are how much would be spent ($10 trillion in the GND versus $2 trillion in the
Biden Plan), their goals for carbon neutrality (GND aims for carbon neutrality in 10 years, while the Biden Plan aims for 2050), and their outlook on hydraulic fracturing (fracking) to extract oil and gas. In addition to his climate plan, Biden’s cabinet will also play a large role in pushing through his environmental agenda. Deb Haaland, Biden’s pick to run the Interior Department, would be the first Native American to hold a cabinet secretary position. Biden also nominated Michael Regan as Environmental Protection Agency (EPA) administrator and Brenda Mallory as Chair of the Council of Environmental Quality. They would be the first Black man and woman to hold these positions. Some of Biden’s Obama-era nominees include former EPA head Gina McCarthy as national climate adviser, John Kerry as the international presidential envoy on climate change, and Tom Vilsack as agriculture secretary. Overall, there has never been a cabinet with so much focus on climate. One of the biggest ways we can help as individuals is to urge our Senators to confirm Biden’s cabinet choices. How much of Biden’s climate and environmental hopes and dreams come true depends on many factors, but one thing that’s for certain, he will likely go down in history as one of the greenest presidents ever. ACRAMENTO, Calif. -- During the holiday season, many people make charitable contributions, but there's another way to help the community recover from COVID-19 without spending a dime. Groups that work for social justice say you can make a difference by choosing a financial institution based on the causes they support. Ebony Perkins, national resource manager for investor and community relations at Self-Help Federal Credit Union, said there is power in where you put your money. "Placing your money with financial institutions that are making a difference in communities that are specifically hurting right now, that's also a form of giving, and that should not be overlooked," Perkins said. Self-Help makes home and consumer loans where other financial institutions won't - specifically focusing on low-income, minority and rural communities. They also offer certificates of deposit that support women and other underserved borrowers - and tailor their federally backed Paycheck Protection Loans to nonprofits. Barbara Bunn McCullough is CEO of Brighter Beginnings, which runs a child-development center, offers financial counseling and runs low-cost medical clinics in the East Bay. She said their revenue plunged during the pandemic and forced them to lay off 7 people. "But with the Paycheck Protection loan, we were able to not only bring everyone back, but we have since added 20 more staff," McCullough said. " We are growing and serving more people than ever before." Rafael Morales, senior development, policy and impact manager at Self-Help, said the company advocates for policy change to benefit working families, especially in com-
munities of color. "Our priorities around advocacy are expanding home ownership, criminal-justice reform, student debt crisis and living-wage campaigns," Morales said. The goal of community development credit unions is to provide affordable financial services that help generate economic growth for communities that have been ignored by traditional banks.
