Y los referendos se han convertido en una herramienta crucial para que los ciudadanos tomen decisiones directas sobre este derecho fundamental. De esa manera las más importantes políticas públicas pueden ser determinadas por el voto libre, secreto y, esperamos, bien informado, de las y los ciudadanos.

ollowing the 2022 Supreme Court decision that overturned Roe vs Wade, the future of reproductive rights is in the hands of the citizens of the United States.

In the November 5 elections alone, 10 referendums related to reproductive rights were put to a vote, in addition to 6 other initiatives that had been previously voted on.

The good news is that 7 of the referendums to protect reproductive rights were approved by voters, according to monitoring conducted by the Kaiser Family Foundation.

Arizona

Arizona approved by majority an initiative that protects abortion until the viability of the fetus AND protects the life and health of the pregnant person

Colorado

Colorado passed a referendum that recognizes the right to abortion and repeals a previous constitutional amendment that prohibited the use of state funds to provide abortion coverage.

Maryland

Maryland guaranteed the right to reproductive freedom, including the ability to prevent, continue, or terminate one's pregnancy.

Missouri

Missouri banned abortion and protected reproductive freedom and the ability to make and effectuate reproductive health decisions, including abortion up to viability.

Nebraska

Nebraska amended the constitution to ban second- and third-trimester abortion except in medical emergencies or when the pregnancy is the result of rape or incest.

Nevada

Nevada established a fundamental right to abortion up to fetal viability or when necessary to protect the life or health of the pregnant person.

New York

New York amended the Equal Rights Constitution to include protections against discrimination regarding pregnancy, pregnancy outcomes, reproductive health care, and autonomy.

Florida, Nebraska, South Dakota

In contrast, a referendum in Florida to protect the right to abortion up to viability and when necessary to safeguard the health of the pregnant person failed. In Nebraska, an initiative to establish a fundamental right to abortion up to fetal viability failed. The same in South Dakota.

Wyoming

And just this week, Teton County District Court Judge Melissa Owens ruled that two state abortion bans violated the Wyoming Constitution and could not be enforced. One of them prohibited the use of abortion pills.

Polls made it clear that for the first time in several election cycles, the issue of reproductive rights was at the top of the list of concerns among voters in the United States.

And referendums have become a crucial tool for citizens to make direct decisions about this fundamental right. In this way, the most important public policies can be determined by the free, secret and, we hope, well-informed vote of citizens.

could be in for some big cuts to health care for low-income families under a second Trump administration, according to health experts.

Policy specialists at the nonprofit KFF said they are bracing for Trump allies in Congress to make major reductions to Medicaid expansion under the Affordable Care Act, in order to pay for big tax cuts promised by the president-elect.

Larry Levitt, executive vice president of health policy at KFF, said it would force states to backfill or raise costs.

"For the ACA, simply letting enhanced financial aid expire after next year would result in big out-of-pocket premium increases, reduced enrollment and more people uninsured," Levitt projected.

Robert F. Kennedy Jr., President-elect Trump's choice for Health and Human Services Secretary, did not say much

on the campaign trail about funding for Medicaid or the Affordable Care Act, so his positions are unclear. Kennedy has expressed skepticism about vaccines and has said the U.S. should stop putting fluoride in drinking water.

Jennifer Kates, senior vice president and director of the Global Health and HIV Policy Program for KFF, said the Centers for Disease Control and Prevention cannot require states to follow its recommendations on vaccines and fluoridation.

"That's up to states and local governments," Kates

explained. "But CDC can recommend, and if those recommendations are not being made or being watered down or changed, that sends a message to states, to schools, to parents."

Health advocates are also raising concerns DACA recipients could lose access to health plans sold on the state marketplaces created under the Affordable Care Act. Changes to so-called "public charge" rules could make families with mixed immigration status hesitant to use Medicaid benefits.

DuringDonald Trump’s first term as president, he was reluctant to speak boldly about school choice.

That’s according to Kellyanne Conway, an aide to the president back then, and one of his former campaign managers. “He would say ‘Aren’t we the ones who say it [education] is local? Why would the president of the United States bigfoot all that?’”

Expect that reticence to be a thing of the past, Conway told the audience at an event last week devoted to promoting the benefits of school choice — from sweeping education savings accounts in the style of programs in West Virginia and Arizona to charter schools and microschools. On the campaign trail, Trump already has been vocal about his embrace of parental choice. “We want federal education dollars to follow the student, rather than propping up a bloated and radical bureaucracy in Washington, D.C.,” he said at a rally in Wisconsin last month.

(To be sure, Trump did issue an executive order near the end of his first term offering states the opportunity to use federal money to create school choice programs. When I looked into it a few years ago, I couldn’t find any state that had taken him up on the offer.)

Conway urged participants at the post-Election Day gathering to speak a certain way in their advocacy to lawmakers going forward. “Lead with solutions not problems. The problems can be the second part of the sentence, or maybe the second paragraph.” The panelists — including the founder of a group of charter schools for students with autism in Arizona, the leader of a private school for boys in Alabama and the head of a foundation that supports microschools — were all winners of the Yass Prize, fueled by billionaire Jeff Yass and run by the Center for Education Reform.

She also urged the crowd not to make school choice about teachers unions, “which is fun to do, especially this week but it doesn’t educate another child.” (The National Education Association, the nation’s largest labor union, generally has opposed private school vouchers and has been celebrating the defeat of school choice measures at the ballot box in three states. “The decisive defeat of vouchers on the ballot across multiple states speaks loudly and clearly: The public knows vouchers harm students and does not want them in any form,” NEA

Lawmakers who need convincing aren’t holding out just because of union pressure, Conway said. In Texas, for instance, rural lawmakers worried about the effect of vouchers on their schools have repeatedly voted down or torpedoed plans in that state that would allow parents to use public money for private school tuition. Republican Gov. Greg Abbott helped elect enough new members in place of those rural holdouts, however, that school choice may soon be a reality in his state.

The school choice event at the Ronald Reagan Building in D.C. was notable for the range of people it featured, including parents and pastors, people who are white, Black and Latino, and several Democrats, including Colorado Gov. Jared Polis and state Sen. Anthony Hardy Williams of Pennsylvania. Some of the speakers told stories about opening their own charter schools and private schools. They urged the president-elect to take action on choice, including allowing federal subsidies for school meals for children in low-income families to follow those kids to private schools or other settings outside public schools.

In Congress, with Republicans taking hold of the Senate and expected to retain control of the House, lawmakers already have proposed legislation that has, until now, mostly been a nonstarter. Sen. Bill Cassidy of Louisiana, who is likely to become chair of the committee that oversees education in his chamber, introduced a bill this session that would give families and corporations tax credits if they contribute to groups that give scholarships to students to attend private or parochial schools. It would target students whose families earn no more than 300 percent of the area median gross income. Cassidy’s wife, Laura, runs a charter school for children with dyslexia in Baton Rouge.

“I think that there’s going to be a real opportunity to promote innovation in school choice,” Cassidy said. “There is great promise in this administration, and I am looking forward to working with them.”

Theconcept of the “climate refuge,” or a location relatively unaffected by extreme weather phenomena, arose in response to the growing frequency of tornadoes, hurricanes, flooding, droughts and other disasters. According to the Global Climate Resilience Ranking, the U.S. has one of the world’s largest numbers of these “refuges” as a result of the nation’s geography and ability to efficiently protect and rebuild assets and infrastructure.

Experts have long predicted that these least climate-affected communities lie in the interior Northeast, Midwest and Rust Belt. Yet many have also viewed areas in the inland South as meeting the qualifications of climate refuge. However, these communities have increasingly dealt with their own disasters. Vermont, ranked at the bottom of the climate risk index, is still recovering one year later from the Great Vermont Flood of 2023 which caused several fatalities and roughly $2.2 billion in damage.

In late September 2024, mudslides in the Appalachian Mountains of Tennessee and North Carolina took dozens of lives and caused horrific damage. Asheville, NC, one of the hardest hit cities, has been one of the many “refuge” destinations for Americans moving inland from coastal areas, citing rising sea levels and heightened insurance costs as affecting their decision.

As the reach of disasters grows, experts push for investment into the states comprising the Rust Belt, interior Northeast and northern great plains. These fairly temperate states are located far from warming oceans, and are ideal geographically. However, there are other challenges to these “havens.” Much of the Rust Belt struggles with high poverty rates and would require significant aid and investment to support a large population influx. But as the effect of extreme weather in the South, West and exterior Northeast regions have escalated, so has federal and private investment. In late September, the Energy Department closed a $1.52 billion loan to revive the shuttered Palisades nuclear plant in Michigan. And the tech giant Micron Technology Inc. opened a 2022 chip plant in central NY, creating an anticipated 50,000 jobs.

The increasing reach of natural disasters across the U.S will likely shift the public’s idea of a “climate refuge” upwards and inwards. But while these regions may offer greater refuge from climate-impacted disasters, the idea of a completely immune “haven’ is unrealistic as proven throughout the past decade. WHY MANY LATINO VOTERS IN CALIFORNIA CHOSE TRUMP

In part due to economic and border security concerns, Latinos in California appear to have moved toward Donald Trump. But that doesn’t necessarily mean they’re abandoning the Democratic Party.

– At first, Marlyn Huesgew Mendoza registered as a Democrat. In 2020, she re-registered as a Republican and voted for Donald Trump for president, as she did this election.

The reason is simple: It was in 2018 — when he was in office — that her family was finally able to buy a house in Merced. The same year, the Trump administration approved her Guatemalan mother’s citizenship application — one that had been rejected under President Barack Obama, she said. The approval letter had Trump’s signature on it.

“She’s like: ‘Look who adopted me,’” said Huesgew Mendoza, a 25-year-old graduate from University of California Merced and an administrative assistant at the Merced County Hispanic Chamber of Commerce.

“Once he came in and it was just so easy for us, I was like, ‘Huh, he might not be as scary as people may think.’”

Most — if not all — of California’s 12 Latino-majority counties gave a larger share of their vote to Trump compared to 2020, and counties with a higher share of Latino population swung further toward Trump, according to a CalMatters analysis of state voting data. Trump also expanded his vote share in most other counties in California.

But does that signal a rightward shift among Latinos and a departure from the Democratic Party in California?

The answer is complicated.

Absent conclusive demographic data on votes cast in this election, pollsters disagree over how much their surveys show Latinos shifting toward Trump. The AP VoteCast, which surveyed more than 120,000 voters nationwide in English and Spanish, shows 55% of Latino respondents supported Vice President Kamala Harris, while 43% backed Trump. In 2020, Joe Biden won 63% of the vote among Latino respondents versus Trump’s 35%.

But almost all polls reached the same conclusion: Latino support has grown for Trump.

A mix of factors contributed to the apparent shift: Inflation blamed on an unpopular administration, concern over border security, resistance to Democrats’ messaging on cultural issues and Harris’ lack of appeal, according to pollsters, experts, political consultants and a dozen Latinos in the Central Valley who spoke to CalMatters.

How much other Republicans gained from the

growing support for Trump remains to be seen. Nationwide, Democrats won four of the five battleground U.S. Senate seats and declared victory on abortion rights ballot measures in Arizona, Missouri and Nevada.

In California, with 88% of the estimated vote counted, Trump has received slightly fewer votes than Republican U.S. Senate candidate Steve Garvey. And in some counties within the state’s toss-up congressional districts, Democratic candidates appear to be outperforming Harris. In Merced County, which falls entirely into the 13th Congressional District, Democrat Adam Gray has received 5 percentage points more of the vote than Harris, with nearly 80% of the votes counted.

For Gray, who is narrowly trailing Republican Rep. John Duarte, this election does not reflect voters flocking toward Republicans.

“What you want to call a rightward shift, I would call a rejection of more of the same. Voters are saying … ‘We want you guys to change,’” he told CalMatters. “I think people want to see us get back to the basics, and if I’m elected to Congress, I’m going to do just that.”

But Mike Madrid, a longtime GOP consultant with an expertise in Latino politics, called this election a “five-alarm fire” for Democrats, who he said have gradually lost support among Latino voters since 2012. He pointed to a pair of Pew Research Center surveys, which suggested Latino support for the Democratic presidential can-

‘The bottom line is money’ Huesgew Mendoza isn’t alone in believing that her life changed for the better after Trump took office in 2017.

Sandra Izaguirre, a 34-year-old in-home caretaker from Lancaster in Los Angeles County, said she supported Obama in 2008, but not in 2012. Then a first-time mother working at a fast food restaurant, Izaguirre needed health care. Obamacare required bigger businesses to provide fulltime employees health benefits or pay a fee, so Izaguirre said her employer just cut her hours to disqualify her.

“I wasn’t improving. If anything, I was hurting more,” she said. “I just wanted a change already.”

That drove her to vote for Trump in 2016. A year later, Izaguirre said, she was able to buy her first home.

In California, a majority of Latinos have firmly supported Democrats after former GOP Gov. Pete Wilson championed Proposition 187, which was approved by voters in 1994 to deny benefits to undocumented immigrants but was blocked by the courts. But that support could erode as cost of living increases, alienating working-class residents, many of whom are Latinos, Madrid said.

“I think this is a pivotal moment. I think it’s as significant as the Prop. 187 moment in 1994, except it was a wake-up call for Republicans,” Madrid said.

But some experts warned it may be too early to tell if the past three presidential elections are a referendum on the Democratic Party, given that Democrats have won toss-up statewide races in battleground states and have won every statewide race in California since 2006.

This election is an outlier, with Biden withdrawing from the race and passing the torch to Harris so late in the campaign, said Roberto Suro, a professor of journalism and public policy at the University of Southern California.

“You’ve got to put an asterisk on this election, or actually, multiple asterisks. Trump as a candidate is a giant asterisk,” Suro said. “Trying to say we are seeing any kind of permanent realignment is a mistake.”

But because she couldn’t work as an in-home caregiver during the COVID-19 pandemic, she said she almost defaulted on her house but was saved by a federal mortgage relief program approved on Trump’s watch. The economic downturn, mixed with the state’s failure to stop unemployment benefits fraud, was “a recipe for disaster,” she said.

Even economic concerns, however, weren’t enough to drive Izaguirre to the polls this November. But that’s not because she didn’t support Trump: She said her vote for him in deepblue California would not have made a difference anyway.

But the economy is top of mind among Latino voters, as well as among voters overall, as polls have consistently shown throughout the 2024 campaign. Latino and Black Americans are the most likely to feel the pinch of high inflation compared to the overall population, according to a 2022 analysis by the Federal Reserve Bank of New York.

Latinos in California make up 40% of the state’s population but more than half of poor Californians, according to an analysis by the Public Policy Institute of California last year. The poverty rate among Latinos rose to 16.9% in fall 2023 compared to 13.5% in fall 2021, the analysis shows.

It’s a pain felt by Annissa Fragoso, a Merced insurance agent who voted for Harris this year. As a business owner, she said, she’s “struggling a lot with the insurance industry” and growing frustrated with state Insurance Commissioner Ricardo Lara, a Democrat.

“The Latinos in the past were registered and supportive of the Democratic Party, but it has not been very supportive of us,”

she said.

Fragoso, who lost in the March primary for the Merced County Board of Supervisors, said she spoke to a lot of Latino voters who saw Trump as an agent of change on the economy.

“The bottom line is money,” she said.

Adrian Jurado, a painter in Los Banos who said he never registered to vote since he believed he couldn’t make a difference, said that ever since the pandemic, there were fewer painting jobs because people weren’t willing to spend anymore. But when Trump was in office, he said, the economy seemed better.

“I’ve never had it like this,” he said. “It used to be that you could put a little bit away. I wasn’t able to put nothing away.”

While consumer prices have climbed by 20% over the past four years, average wage gains actually outpaced inflation, according to an analysis by the NBC News. But that does not match people’s perception, as expenses keep rising, the analysis says. Many voters frustrated with the economy embraced Trump, even as economists warn that Trump’s proposed tariffs could hike prices even further nationwide as well as in California.

But voters may be punishing incumbents rather than voting for Republicans, said Rodrigo Dominguez-Villegas, research director at the Latino Policy & Politics Institute of UCLA.

“You get reminded of those high prices every single day because you are buying something every single day,” he said. “High inflation was a global phenomenon. It was not unique to the United States. But who happened to be in power when it happened? It was Biden and Harris.”

Julián Castro, CEO of the Latino Community Foundation, said Trump’s win resembles the victories of Ronald Reagan in 1980 and George W. Bush in 2000: All three campaigned against a Democratic administration that “faced headwinds,” he said.

“In 1980, the economy was similar to 2024, at least in people’s minds,” Castro said. “In 2000, after eight years of Democratic governance, there was a pent-up demand for a change.”

But even though they are frustrated at the economy under the Biden administration, most Latinos who spoke to CalMatters said it doesn’t mean they will continue to vote Republican.

“I’ll just see how it goes in the (next) four years,” Izaguirre said.

‘That’s not me’

Trump has promised to conduct the largest deportation in American history, targeting immigrants in the country illegally, with or without criminal records.

But Izaguirre, as well as other Latino Trump supporters who spoke to CalMatters, said they do not want undocumented immigrants who have been working in the country for years to be deported. The majority of them supported providing legal status for those immigrants — a policy Democrats have championed.

Trump’s victory has terrified some migrants at the border and undocumented immigrants in California.

“I feel worried because I don’t know what the future will be for us people who don’t have documents, and we work here,” an undocumented immigrant in Delano told CalMatters in Spanish. CalMatters is not naming him due to his concern for his safety.

But others said Trump’s mass deportation plan would not touch them.

“He said he was going to deport people who have a bad record. That’s not me. I don’t have a bad record,” said a farmworker in Stanislaus County who spoke to CalMatters on the condition of anonymity and who said she came to the country by paying off a “coyote” — a term for

smugglers — 20 years ago.

Huesgew Mendoza likened Trump’s mass deportation to yelling fire in the theater. “It just sounds too scary, too major,” she said.

And Aaron Barajas, 46, who voted for Trump this year in his first presidential election, slammed policies that would “rip people apart from their family,” arguing those who are already established in the United States should be allowed to obtain legal documents. But he distinguished between those who are already living here and those who wish to come in, arguing Trump merely wants to “bring people into our country, but do it the right way.”

It appears Trump’s rhetoric on immigration has not deterred Latinos from voting for him, unlike the assumption Democrats have made following the passage of Prop. 187, Suro said.

“The hypothesis was that, when confronted with threats to the immigrant population and xenophobic rhetoric and harsh exclusionary measures toward immigrants … you would alienate Latinos,” he said. “Trump has very vividly disproven that.”

That’s in part because of “scapegoating” by Trump and his allies, who targeted migrants “physically at the border” for mass deportation, Castro said. “They cleaved the recent arrivals from people who have been here for a long time, and that’s why I think you hear people express confidence that he doesn’t mean them.”

Another factor could be the rapidly changing demographics among Latinos in California, as more young, U.S.-born Latinos become eligible to vote, experts say.

“Overall, fewer Latinos are as close as they used to be to the immigrant experience,” said Mindy Romero, founder and director of the Center for Inclusive Democracy at USC. “How close you are to the immigrant experience can directly affect how you view policy on internal (immigration efforts) versus border (immigration).”

The anti-immigrant sentiment could even be appealing to some Latino voters who are “fueled by a deep desire to assimilate or to be seen as belonging to a larger American culture and to differentiate themselves from those who are seen as outsiders,” said Dominguez-Villegas at UCLA.

A referendum on Democrats?

While it’s too early to draw firm conclusions from the election, the takeaway for Democrats is that they must be better at reaching Latino voters, something both major parties have done poorly in California, political consultants say.

California Democrats are “clearly in danger of losing Latino support long term” due to “bad branding” that lasted for more than a decade, Madrid said.

But, he added, “there’s very little evidence that suggests Latinos are becoming more conservative. There’s a lot suggesting they are becoming more populist.”

Michael Gomez Daly, a senior strategist with the progressive California Donor Table, said he’s unsure how best to counter the backlash Democrats faced from voters hurt by inflation, stressing that voters may remember Trump with “rose-colored glasses.”

However, he said, Trump proved “inspiring” among Latino voters even with his “problematic” rhetoric. Living in the toss-up 41st Congressional District where GOP Rep. Ken Calvert narrowly defeated Democrat Will Rollins, Gomez Daly said he saw conservative YouTube ads targeting young men all the time.

“I think Democrats need to recognize the economic situation that much of inland California is facing and speak to those problems and give hope to people,” he said. “I think that was lacking.”

“Lo importante es el dinero”

Huesgew Mendoza no es la única que cree que su vida cambió para mejor después de que Trump asumió el cargo en 2017.

Sandra Izaguirre, una cuidadora a domicilio de 34 años de Lancaster, en el condado de Los Ángeles, dijo que apoyó a Obama en 2008, pero no en 2012. En ese entonces, Izaguirre, madre primeriza y trabajadora en un restaurante de comida rápida, necesitaba atención médica. Obamacare exigía que las empresas más grandes brindaran beneficios médicos a sus empleados a tiempo completo o pagaran una tarifa, por lo que Izaguirre dijo que su empleador simplemente le redujo las horas para descalificarla.

“No estaba mejorando. En todo caso, me dolía más”, dijo. “Sólo quería un cambio ya”.

Eso la llevó a votar por Trump en 2016. Un año después, dijo Izaguirre, pudo comprar su primera casa.

Pero como no pudo trabajar como cuidadora a domicilio durante la pandemia de COVID-19, dijo que casi dejó de pagar su casa, pero que se salvó gracias a un programa federal de alivio hipotecario aprobado durante el mandato de Trump. Es un dolor que siente Annissa Fragoso, una agente de seguros de Merced que votó por Harris este año. Como propietaria de un negocio, dijo, está “luchando mucho con la industria de seguros” y cada vez está más frustrada con el Comisionado de Seguros del estado, el demócrata Ricardo Lara.

“Los latinos en el pasado estaban registrados y apoyaban al Partido Demócrata, pero éste no nos ha apoyado mucho”, dijo.

Fragoso, quien perdió las primarias de marzo para la Junta de Supervisores del Condado de Merced, dijo que habló con muchos votantes latinos que vieron a Trump como un agente de cambio en la economía.

“Me siento preocupado porque no sé cuál será el futuro para nosotros, la gente que no tiene documentos y trabajamos aquí”, dijo a CalMatters en español un inmigrante indocumentado en Delano.

Pero otros dijeron que el plan de deportación masiva de Trump no los afectaría.

“Dijo que iba a deportar a las personas que tienen malos antecedentes. Yo no soy así. Y Aaron Barajas, de 46 años, que votó por Trump este año en su primera elección presidencial, criticó las políticas que “separarían a las personas de sus familias”, argumentando que a quienes ya están establecidos en Estados Unidos se les debería permitir obtener documentos legales. WHAT TRUMP’S IMMIGRATION PLANS MEAN FOR THE U.S.

President-elect Donald Trump has promised to launch the largest deportation program in U.S. history.

This was estimated by Vice President-elect JD Vance to involve one million removals yearly.

Can the U.S. afford these policies? What do these crackdowns mean for undocumented and legal immigrants? Mass deportation

Based on Census data surveys, there are an estimated 11.7 million undocumented immigrants in the U.S. as of July 2023 — about 3.5% of the total population, and up 800,000 from the previous July.

The all-time peak is 12 million immigrants, reached in 2008.

The highest year of deportations from the U.S. interior is 238,000 immigrants, reached in 2009.

“Currently, most people we deport are already in detention. The government just picks them up … and figures out whether they’re allowed to be here and how to get them back, and if the country will take them back,” said Jeremy Robbins, executive director of the American Immigration Council, at a Friday, November 15 Ethnic Media Services briefing on Trump’s promised immigration policies.

“With mass deportations, however, we’re talking about finding people in their communities,” he continued. “The two branches of the Department of Homeland Security that specifically do that do not have the capacity. It’s extremely expensive … Nor do we have the detention capacity. You’d need a whole new set of asylum facilities and judges before even getting people home.”

Deporting all undocumented immigrants, which represent about 4.8% of the U.S. workforce as of 2022, would cost about $315 billion and have between a 4.2% and 6.8% negative impact on GDP, by conservative estimates.

By comparison, the national GDP fell 4.3% during the Great Recession, from 2007 to 2009.

“For most things Congress will fund, they’ll need 60 votes. Budget reconciliation needs 50. It’s far from clear they can fund these measures … but they can repurpose money from elsewhere,” said Robbins. “It’s possible to use forms like the military, but our resources are already strained.”

The existing Department of Homeland Security (DHS) budget — $107.9 billion for fiscal year 2025 — exceeds all other federal law enforcement budgets combined.

The current daily detention capacity is estimated around 50,000.

Congress has provided approximately $3.4 billion to detain a daily average of 41,500 noncitizens in 2024, of which 60.1% have no criminal record.

For comparison, funds in 2023 were $2.9 billion to detain an average of 34,000 noncitizens daily.

Along with difficulties getting bipartisan Congressional support, “Biden has already maximally deployed existing resources for enforcement,” said Greg Chen, senior director of government relations at the American Immigration Lawyers Association.“They don’t have the resources to do much more … and contracting with private facilities, or training state and national guards, will mean more expensive delays.”

DHS data from 2023 shows that, in absolute terms, 3.5 times as many people were removed under Biden than under Trump.

Of the 1.4 million arrests made in the 24 months of 2019 and 2020 under Trump, 47% were removed from the U.S.

In the first 26.3 months under Biden, DHS made over 5 million arrests, of which 51% were removed.

Legal immigration

“Trump has been talking so much about mass deportations that we rarely hear about impacts on the legal immigration system, meaning the hundreds of thousands of employment visas, family visas and humanitarian visas coming through every year,” said Chen.

Annual new legal permanent residents fell under Trump from 1,183,500 in 2016 to 707,400 in 2020, according to DHS data; the numbers have shot back up since then to 1,173,000 in 2023.

“During the first Trump administration, we saw retrogression — meaning it took much longer to process these cases,” Chen continued. “For an employment or family

He added that these backlogs are often created by understaffing departments and by Requests for Evidence, which are “ways of asking for more information on a case to ferret out fraud. But if used unnecessarily, it simply becomes red tape … and if immigration is unavailable to people who are trying to come here through legal means, we’ll be seeing greater amounts of illegal migration.”

Currently, immigrants arriving at official crossing points on the border can make an appointment through the CBP One app and wait months to be processed into the U.S. with temporary humanitarian parole.

“People who try to enter between those points have a very hard time qualifying to begin the process towards asylum,” said Julia Gelatt, associate director of the Migration Policy Institute’s U.S. immigration policy program.

“Under Trump, we can expect that the CPB One process at ports of entry will end, meaning that it will be very difficult for people coming to the border to access legal asylum proceedings,” she continued.

“Instead, we’ll likely see what we’ve seen before: people paying smugglers to sneak them into the United States, rather than to the border, where many people now present themselves to border authorities to ask for protection,” she added.

Trump has also suggested that he’ll scale back the use of Temporary Status — which covers over one million immigrants, mostly Venezuelan, Haitian and Salvadoran — and eliminate Deferred Action for Childhood Arrivals (DACA), on which about 580,000 immigrants rely.

The Supreme Court ruled in 2020 that the president can terminate DACA, a policy which gives some people who came to the U.S. illegally as children the right to study and work in the country.

“Most employers want to hire a legal workforce. If their workers lose authorizations like DACA and TPS, they’ll have to let them go,” said Gelatt. “We’re an aging country … and when we lose immigrant workers, it doesn’t necessarily create jobs for U.S. workers. If an employer loses the immigrant workers they rely on, they might contract out their operation or close up shop altogether. Immigrants and US workers are compliments in the labor force.”

Bureau of Labor Statistics data shows that the unemployment rate for U.S.-born workers in 2023 was 3.6%, the lowest on record.

That year, the share of employed prime-age (25 to 54) U.S.-born workers was 81.4%, the highest rate since 2001.

While mass crackdowns on these immigrants “will take more resources than the new administration will have, resulting in economic devastation across the country, they’re still counting on instilling fear in communities,” added Chen. “We have people with legal status calling our attorneys because they’re afraid that they’ll be rounded up because they’ll be profiled. Those are legitimate concerns in this new environment.”

“What does it look like when that intimidation campaign is working? It looks like kids not going to school because their parents fear being deported, shortages of health care workers because people move to safer states or are removed from the country, like shortages of teachers here on TPS and DACA,” said Elizabeth Taufa, policy attorney at the Immigrant Legal Resource Center.

“Even if they can’t afford to enforce these policies, they’re unraveling the threads of our American communities,” she added.

A BAYOU SPLASH:

TIANA’S BAYOU ADVENTURE REIMAGINES A PORTION OF DISNEYLAND PARK INTO ONE OF JAZZ, RENOVATION AND A NEW ORLEANS MELTING POT

As Bayou Country opens and its signature ride takes on new life and meaning, we hear from the past and present on how it came to be a love letter to the region and The Princess and the Frog

Althoughit can be seen as simply a theme park, Disneyland could also be likened or compared to the evolution of American society and social progress. It is everchanging and evolving.

Take for instance this quote from Walt Disney himself from a 1956 interview:

"I wanted something live, something that could grow, something I could keep plussing with ideas, you see? The park is that. Not only can I add things but even the trees will keep growing; the thing will get more beautiful every year. And as I find what the public likes— and when a picture's finished and I put it out—I find out what they like, or they don't like, and I have to apply that to some other thing; I can't change that picture, so that's why I wanted that park."

Walt Disney always wanted his theme park, located in what was once orange groves as far as the eyes could see, a magical place that transported guests from the present time to various lands of wonder and fascination.

One other quote distills his vision and the ethos of the Disney company more than anything:

“Disneyland will never be completed. It will continue to grow as long as there is imagination left in the world.”

With the renovation of one of its most popular rides, Splash Mountain, Disneyland again proves that ethos that its founder preached about since the parks inception, always moving forward, to always add and innovate the park.

Opened on November 15,

2024, Tiana’s Bayou Adventure and the surrounding retheming of what was once Critter County, and before that Bear Country, is now a slice of the Southern Bayou, brimming with lush vegetation, Jazz music and the lively notes of Louisiana culture. It makes a lot of sense to turn the area from a non-specific whimsical woods setting into a continuation of the Southern charm that you see as you walk from either Frontierland or Adventureland and enter New Orleans Square, which already has the French Quarter vibe from its namesake. Across from this is the Rivers of America, a tribute to what was once the frontier for Americans traversing through the West.

Now, as you move on from New Orleans Square and into the dilapidated but beautiful architecture of The Haunted Mansion you will enter Bayou Country, where critters once roamed are more critters, but these are specific to the film

As detailed as a hand drawn animated film must be to capture the audience, so must a land that is based on that film do so in real life to capture the senses of people walking through it. The scale, the aesthetics, the scents, the flavors, they should all work together to effectively transport guests into another time and another world.

As Bayou Country proves, the idea of ‘Disneyland magic’ exists and continues Walt’s legacy because of the very real dedication of its engineers, artists, culinary experts and historians.

ating the identity of New Orleans, they have created a time and place that is full of joy and has given a voice to the region and the people.

Zip-a-Dee-Doo-Dah

Splash Mountain opened up in 1989 to fanfare and excitement, and later opened versions in Tokyo Disneyland and Orlando’s Magic Kingdom in 1992. Ever since it has continued to deliver excitement to millions who have come to the parks and braved the log flume ride until it’s final descent, into prickly thorn bush (which was perfectly safe, it was just perspective that made it seem to be what the riders ran into at the bottom of the drop) and the opportunity to become soaked with this final splash.

For years, it was known that the ride was, like many rides at Disneyland properties now, based on a film or Disney IP, such as many of the rides in Fantasyland like Dumbo the Flying Elephant and Pinocchio’s Daring Journey, or more recent entire lands like Cars Land or Star Wars: Galaxy’s Edge.

With Splash Mountain, the theme of the ride was based on the 1946 Disney film Song of the South. The film follows

Johnny, a boy who goes to his grandmother’s plantation in Reconstruction Era Georgia and befriends Uncle Remus, a storyteller based on a character created in 1881 as a narrator of traditional AfricanAmerican folktales. The stories Uncle Remus tells are shown in animated segments and follow the adventures of Br'er Rabbit.

It should be said though that controversy has followed the film since its production and subsequent release. Although Splash Mountain is based only on the animated segments, the film has been criticized for decades for its racist portrayals of African-Americans.

This is why there has never been American releases of the film on any video format, and cannot be found on any streaming service. When Splash Mountain was being designed, Uncle Remus was not included, although much has been written about the tropes of the animated characters who make up the narrative of the ride, who have been seen as characteristics of a minstrel show, the 19th century stage entertainment meant to parody Black culture in that time.

Birth of the Bayou

With the uncomfortable legacy of the film attached to the ride, it was only a matter of time before Disney made the decision to retheme the ride to one of its more appropriate and modern day creations.

Their 2009 animated film The Princess and the Frog fit like a glove, with its entertaining story, positive portrayals of African-American culture, the first every African-American princess, the second American Disney Princess after Pocahontas, and it’s lively vision of the Southern Bayou regions of the United States. It celebrates a slice of America that is very diverse and is best seen in its cooking and music.

Its cooking, like the literal melting pot of Gumbo and its Indigenous, African-American, African, and French cooking origins. And in its music, The Princess and the Frog has an incredible Jazz-centric score. All of these elements, coming together from Black, Indigenous, Spanish and French inspirations to name a few, come together to weave the sights, sounds and traditions that are still practiced in the region.

With that in mind, the task of transforming Critter County into a land based on The Princess and the Frog and a ride that channeled the world of the film came down to the staff at Disney and the Imagineers who turned the blueprints into real life.

A Melting Pot of History

Tiana’s Bayou Adventure has made the park better by its addition, and made the ride so much more than it was before with its narrative, songs, aesthetics and effects. From the artistic details and history that came together to the Imagineers that worked on constructing and revamping Splash Mountain, it is a labor of love for the employees and designers who worked bringing a new soul to the ride that far outpaces its original narrative.

Executive Creative Director for Walt Disney Imagineering, is one of the Imagineers who oversaw the work on the land and the ride, and he told a story of discovery and how it connected him to the ride because of his Filipino heritage.

When first migrating from the Philippines, Robledo’s family were struck by the big new intimidating place.

One thing he did was research with his family and show his mother that Filipinos had been in the region far earlier than they had assumed, that they had connections to this land they could be proud of.

“We learn from doing our research from New Orleans, turns out the first Filipinos came north from South America and settled here in Louisiana, when it was a Spanish colony, predating the United States because they were part of working ships for the Spanish Empire, and they got off there in Louisiana.”

“I thought, you know what that memory that I have about my mom being so excited about [learning] that, there would have been folks like us here in that time, so there's one guest in the party who's dancing, who's in that traditional Filipino dress. She's having a great time.”

These details that connect to the Imagineers and those working on the ride can be traced by history and that amount of realism is on display in the magical world of Tiana’s Bayou Adventure.

Even Latinos can trace Louisiana traditions back to their ancestors. Robledo was keen on talking about how the traditions of the brass bands iconic to New Orleans and used in various musical styles there came from Mexico.

“We came to learn that a lot of the tradition of the brass bands came from a military ban from Mexico and that person who was part of that military band ended up settling in New Orleans and was sort of the introduction of these brass instruments, which then became incorporated there into what we think about jazz and all the different styles of music from Orleans.”

“But in all of that learning you realize it's not just French-speaking, it's not just African American, it's not just, you know, European colonists, it's not just you know, Latinos from Mexico or Cuba, we started to really realize that wow, this is an amazing melting pot. I have to imagine it's probably the first melting pot in the United States, and even the music of New Orleans has that Spanish influence in rhythm.”

An original song created for the ride written by composer PJ Morton, “Special Spice,” and recorded by Anika Noni Rose, the voice of Tiana from the film, has the elements of big band, jazz and contemporary music. It transmits the big, celebratory melting pot nature of the city and region and is coursing within the ride.

Robledo adds, “And that's why in the ride we have these different styles of music, because not only [do] the characters created represent the diversity of the flora and the fauna of the bayou, but the sounds are so diverse and they had diverse origins and so we wanted to find ways to kind of introduce that to people, not in the history lesson, but in a way that made it fun, you know. And maybe makes people curious.”

In fact, speaking of history, Leah Chase was a famous American chef from Louisiana who started off as a waitress in the French Quarter and worked her way up with her husband to start an iconic restaurant called Dooky Chase, which showcased her Creole family recipes. It also was a beacon during the civil rights movement, where it hosted voter registration and political meetings between Civil Rights leaders like Martin Luther King Jr.

Con la renovación de una de sus atracciones más populares, Splash Mountain, Disneyland vuelve a demostrar el espíritu que predicó su fundador desde el inicio del parque, siempre avanzando, para siempre agregar e innovar el parque.

Un crisol de historia

Tiana's Bayou Adventure ha mejorado el parque con su incorporación y ha hecho que la atracción sea mucho más que antes con su narrativa, canciones, estética y efectos. Y tal vez despierte la curiosidad de la gente.

“Aprendemos al hacer nuestra investigación en Nueva Orleans. “Pensé, ¿sabes cuál es ese recuerdo que tengo de que mi mamá estaba tan emocionada por [aprender] eso? Habría gente como nosotros aquí en ese momento, así que hay un invitado en la fiesta que está bailando, que está vestido con ese traje filipino tradicional. Se lo está pasando genial”.

Estos detalles que conectan con los Imagineers y aquellos que trabajan en la atracción se pueden rastrear a través de la historia y esa cantidad de realismo se muestra en el mundo mágico de Tiana's Bayou Adventure. Incluso los latinos pueden rastrear las tradi-

ciones de Luisiana hasta sus antepasados. Robledo estuvo interesado en hablar sobre cómo las tradiciones de las bandas de música icónicas de Nueva Orleans y utilizadas en varios estilos musicales allí provienen de México.

“Llegamos a aprender que mucha de la tradición de las bandas de latón vino de una prohibición militar de México y esa persona que era parte de esa banda militar terminó instalándose en Nueva Orleans y fue una especie de introducción de estos instrumentos de latón, que más tarde se incorporó allí a lo que pensamos sobre el jazz y todos los diferentes estilos de música de Orleans”.

“Pero en todo ese aprendizaje te das cuenta de que no son solo los francófonos, no son solo los afroamericanos, no son solo los colonos europeos, no son solo los latinos de México o Cuba, comenzamos a darnos cuenta realmente de que este es un crisol

increíble. Tengo que imaginar que probablemente sea el primer crisol en los Estados Unidos, e incluso la música de Nueva Orleans tiene esa influencia española en el ritmo”.

Una canción original creada para el viaje escrita por el compositor PJ Morton, “Special Spice”, y grabada por Anika Noni Rose, la voz de Tiana de la película, tiene elementos de big band, jazz y música contemporánea. Transmite el carácter de gran crisol festivo de la ciudad y la región y recorre el recorrido.

Robledo agrega: “Y es por eso que en el paseo tenemos estos diferentes estilos de música, porque no solo los personajes creados representan la diversidad de la flora y la fauna del pantano, sino que los sonidos son muy diversos y tienen diversos orígenes y por eso queríamos encontrar formas de presentárselo a la gente, no como lección de historia, sino de una manera que lo hiciera divertido, ya sabes. Y tal vez despierte la curiosidad de la gente”.

De hecho, hablando de historia, Leah Chase fue una famosa chef estadounidense de Luisiana que comenzó como camarera en el Barrio Francés y se abrió camino con su esposo hasta abrir un restaurante icónico llamado Dooky Chase, que mostraba sus recetas familiares criollas. También fue un faro durante el movimiento de derechos civiles, donde albergó el registro de votantes y reuniones políticas entre líderes de derechos civiles como Martin Luther King Jr.
