THE POWER OF HOPE

Hilbert Morales EL OBSERVADOR

T

he Latina Grand Marshall of the Rose Bowl Parade on New Year's Day is responsible for its theme: “THE POWER OF HOPE”. Hope is defined as one's expectation for a happening in the future. Quite often, our hopes are not realized because, as individuals, we forget to make an effort or to practice the discipline which would permit that hopeful expectation to become a reality in one's life. During this new 2020 year each of us can accomplish what is needed to achieve hopeful peace and prosperity, provided each of us makes the effort to begin the process which results in being at peace along with being well-off. Achievement of being well off requires an active and consistent investment of your time, talent and treasure. Not all of it, but rather at least 15% of what you have today (i.e., one dollar out of six, in monetary terms). Too many of us talk about making progressive investments, but do not undertake the disciplined action which results in a plan of action to be followed. Undertaking that plan of action allows one to get from the present to the desired future state. Along the way, field conditions

and circumstances come along with require making plan course adjustments. Personal development plans are not meant to be rigid. Rather, as one acquires knowledge and experiences, adjustments need to be made. One's continual acquisition of applicable experience along the way inevitably leads to making adjustments. For example (taken from my early personal experiences), I once wanted to become a physician. When I revealed that to my high school counselor (a male teacher having Swedish heritage), I was told that that would “never happen because today (1946) Mexicans are not admitted into the graduate school programs required.” Mr. Bergsrtrom was right, however. At that time, I asked him to approve a curriculum which included all of the application entry requirements along with the coursework which would qualify me for vocational training (as a steelworker). As an outcome, some four years later, I did meet the admissions requirements for a graduate program in Biological Sciences. That curriculum contained entry level coursework in bacteriology, virology, biochemistry, and laboratory instrumentation. It was that last course which proved to be most effective in my future development as a biochemist. Back then (1955) I was routinely interviewed and not employed by several firms (one of which was Dow Chemical, Midland, Michigan). Later, I realized that prejudicial racism was a factor. So, my backup plan had to be used. The result was that I accepted a Research Assistant position in Microbiology which paid $300 per month (1956), which was not

enough to support my family (wife plus one child). My adjustment was to take on a part-time job as a clinical chemist to make ends meet. Providence provided opportunity: The Department Head fired the staff member who was responsible for training laboratory support. I was chosen to fulfill that vacancy immediately. In St. Louis, Mo., all the supportive staff were African Americans who fell under my supervision. I quickly learned that they had been trained to do things by rote rather than by understanding the principles being used (involved). A bit of onthe-job training which I provided to each and every one of that supportive staff resulted in a very good outcome. The higher level of productivity and reliability was duly noted by others - especially the Director. I was asked by him to mentor all the laboratory assistants. I had only one absolute requirement: “If I undertake training you, I expect you to be absolutely truthful and honest.” The immediate outcome was that our experimental efforts were accurately documented and could be replicated with a very high level of reliability. The Department's Principal Investigators began to submit one research article per month to research journals such as “Science”, published by the American Society for the Advancement of Science. My main objective in relating the experiences above is to emphasize that truthfulness and honesty are the basis of progressive outcomes. Today, there are too many who take shortcuts; who do not make decisions based upon a reliable database.

Today, our nation has a leader who ignores scientific observations. As an outcome, our nation is not dealing effectively with Global Climate Changes which are having dire impact worldwide. Northern California had two wildfires; Australia is experiencing disastrous wildfires. Zimbabwe (Africa) is experiencing a drought which may result in having 8,000,000 individuals die from food starvation. Portions of the Amazon Forest (Brazil) have burnt up. The carbon dioxide produced by these conflagrations undoubtedly have increased the levels of greenhouse gases in the global atmosphere. India uses some 29 power plants which burn coal which add even more carbon dioxide to our global atmosphere (even more greenhouse gas levels). So, when will America’s leadership begin to use its power and authority to begin implementation of actions which mitigate global warming? Certainly, that will not happen with our current President Trump who pulled America out of the Paris Climate Change Accord. Speaker Nancy Pelosi was correct when she invoked those two Articles of Impeachment. Today, American public policy must begin addressing directly these items which deal with global climate issues. We may begin by negotiating with India and China to shut down coal fired power plants as they are replaced by sustainable solar energy sources (some 30 such coal fired power plants exist) and the coal being used is shipped out of our own San Francisco Bay!

immediately as America again assumes its global leadership opportunities and responsibilities. Here in California, we must begin transition to sustainable solar and wind energy sources which will reduce significantly the levels of carbon dioxide in our local atmospheres. A transition to electric powered personal vehicles would also be required. These are actions to be taken sooner rather than later. Our California State Assembly must begin to craft the public policies and state programs which enable California to be the leader which directly addressed issues which mitigate Global Climate Changes. If we approach this new year 2020 with objective purpose, we can achieve much that mitigates global climate changes happening as we read this summary of what is happening and what is possible. One thing is certain: Global Climate Changes must be addressed locally by beginning here at our own ecosystem. The corrective mitigation may begin right here in California. Whose economy is the sixth largest worldwide and its peoples are diverse, creative and innovative. What is needed most right now is to have our own leadership address these issues (which may require resisting the special interest advice and money being offered by lobbyists. Let's do what is best for the people of California! Then the “Power of Hope” will work its magic as we deal directly with the substantive issues facing us. Let's apply 20/20 visionary actions now.

Global Climate Changes must be addressed by the U.S. Congress

Why You Should Cut the Empty "Brain Calories" in 2020

I

f you're like most of us, you overindulged a bit too much in 2019. No, not on calories (well, maybe those too!), but on "noise." That's the name for the dizzying onslaught of information from work emails, app notifications, the 24/7 news cycle, social media updates, and other forms of screen time that leaves us unable to focus, listen, or do deep work. A smidgen of noise now and again is okay. (We all have our guilty pleasures!) But consuming it mindlessly, all day long, is as bad as keeping a bag of chips, a monster-size soda, and a can of frosting at our desk and reaching for them every few minutes. Too many empty brain calories won't make you fat but they will make you mentally anemic. Noise keeps you in a constant state of distraction. And like actual junk food, a high-noise digital diet is addictive, yet it never satisfies or nourishes you. The real problem with giving into noise temptation isn't what you're doing; it's what you're not doing. You're tuning out what really matters. You're skimming the surface. When you're scrolling Facebook, for instance, you aren't learning a new language, refining that career-changing presentation, or engaging with your kids in a

meaningful way. The new year is the perfect time to put yourself on a noise diet. To help with your calorie count, let's take a look at what noise junk food looks like: The irritating—yet addictive—parade of social media stock characters in your newsfeed. This band of noisemakers assaults your brain with their cries for attention. For instance: • The humble bragger. Your college rival who subtly slips into her post that she just got another promotion at her swanky company. #blessed #gag • The cryptic drama-stirrer. That self-righteous friend who calls out people anonymously for perceived slights or makes vague "poor me" pity posts. (Cue the wave of very concerned commenters.) • The over-sharer. We don't need a play-by-play of your colonoscopy. Thanks. • The drop-of-a-hat ranter. Whose day would be complete without a furious recounting of how the barista screwed up your nonfat, dairy-free, double-shot, decaf, extra-hot mochaccino with extra foam? The nerve! • The overly zealous kid promoter. Yes, yes, we know Junior is the smartest, cutest, cleverest tot around—your other 15 posts this week made that perfectly clear.

• The amateur political pundit. Do not engage...just don't. Dumb@$$ shows on TV. You don't need to waste your precious attention span watching Jerry Springer, B-list celebrity lip-synch contests, or those morning talk shows. Substance-free television combined with the lure of a cozy couch can quickly turn into a lost day or evening. The 24/7 news carousel-ofdarkness. Sadly, most news is bad news, and during a controversial election year it can also be fodder for controversy, vitriol, and the loss of civility with friends, family, and neighbors. (Hint: You don't need to totally disengage, but it's good to be discerning about what you let in—and about how often you engage in debates with the people in your life.) Your work email. Your boss just had to email you at 9:30 p.m.... again. The moment you jump out of the bath to write back is the moment work email becomes yet another source of noise. Are you feeling that noise hangover settle in? Don't worry, you can kick off the new year with a different kind of diet—one that cuts the empty "brain calories" of digital distraction and gives you what you're really craving: a more intentional life. Join my "Just Say No to Noise" Movement and tip the scales in the other direction. A few suggestions:

Try going a week without social media. (We promise, you'll survive.) A short detox from social media is a pretty painless way to unplug and reclaim a lot of lost time. When the week is over, you can see if you even want to go back to occasional scrolling. Reduce temptation by "hiding" distracting devices from yourself. Okay, you probably can't hide your computer but you can shut the office door. As for cell phones and tablets, treat them like what they are: gateways to digital distraction (and it is a very slippery slope). Find an out-of-the-way place to charge and store your devices so you're not constantly reaching for them. Set some work/life boundaries with the 7-to-7 rule. The company won't crash if you stop answering emails around the clock. After 7:00 p.m., put away your devices for the night. Don't pick them up again until 7:00 a.m. the next day. Insist on phone-free family dinners... Yes, the kids might whine at first, but soon enough they'll get used to conversing with the outof-touch "Boomers" and "Karens" at the table. ...and screen-free family fun days. For instance, make video games and TV completely offlimits every Wednesday and Friday. Yes, even if the kids swear they have no homework. Instead, do something fun or productive as a family. Play a board game. Go

bowling or skating. Cook a great meal together. Volunteer at the local animal shelter. Heck...maybe even read. Learn to save your "appetite" for the stuff that really matters... Your "appetite" is really your attention span, and it's your most precious resource. Filling up on headlines, emails, and social media means there's little left over for doing the deep and meaningful work that helps you reach big goals at work and in your personal life. Before you cozy into an hour of lurking on your ex's Facebook page, close the laptop and find something productive to do. ...and choose some meaningful goals to pursue. When you are able to sharpen and aim your focus, you can do some pretty impressive &%$#. Want to start a website? Get a better job? Learn to code? These "North Star" goals are the best incentive to rethink your relationship with noise and see how your life changes. We don't realize that very often our addiction to information is the thing holding us back from getting a huge promotion, becoming valedictorian, or training for a marathon, but that's exactly what happens as time passes. Once you think of it this way, it's so much easier to put yourself on a noise diet. Make this the year you take back your time and use it to do something that matters.

ACRAMENTO, Calif. – Beginning January 1, 2020, all low-income Californians younger than age 26 who meet the income requirements are able to sign up for health insurance under the Medi-Cal program, regardless of immigration status.

"It really is about making sure that all families are covered," she said. "It's really about ensuring the holistic health care of the entire family and, in that case, the entire community."

The state estimates 138,000 young people will sign up - a small but significant chunk of the state's uninsured population. Carolina Gamero, senior communications specialist with the California Immigrant Policy Center, said that will make significant progress toward universal coverage. "The majority of California's uninsured are undocumented folks," Gamero said. "And I believe that's around 1.4 million Californians who aren't able to access health care coverage or Medi-Cal simply because of where they were born." In 2015, the state voted to extend coverage to all children, regardless of immigration status. Now people who were on Medi-Cal under the Health for All Kids initiative can now stay on it until age 26. President Donald Trump has called the policy "unfair to our citizens." But Gamero said the entire state benefits when people are healthy enough to go to school or work, when everyone can af-

The expansion to undocumented adults up to age 26 is expected to cost the state about $98 million this year. Advocates for truly universal health care say the next step will be to look for ways to secure coverage for undocumented people over age 65.

THE DEBATE ON SPEED LIMIT DIVIDES GERMANS

one third of that network there is, in practice, restrictions There is no consensus as to the ceiling that should be imposed; 40% of respondents opt for 130 kilometers per hour, but almost 12% claim a higher limit and 11% would prefer to set it at 120 per hour.

Public opinion, however, is not reflected in the Bundestag (German Parliament), which last October rejected by an overwhelming majority of 498 votes against and 126 in favor a proposal from The Greens to set a maximum limit of 130 kilometers per hour.

erlin - The possibility of imposing a speed limit on German motorways divides the Government and citizens in times of concern about climate change, although twothirds of Germans are in favor. According to a recent survey by the Civey institute, only 31.1% of respondents are in favor of current regulations, which do not establish a general speed limit on highways, although in

The newly elected presidency of the Social Democratic Party (SPD), the junior partner of the government coalition, called this month to the conservative block of the chancellor, Angela Merkel, to open up for discussion. "A speed limit on our highways is good for climate protection, it serves safety and protects drivers' nerves," said SPD leader Saskia Esken, adding the issue to the agenda she wants to renegotiate with her partners. The Minister of Transport, Andreas Scheuer, of the Bavarian Social Christian Union (CSU), however, flatly refused to address the issue, because it is "highly emotional" for the Germans and because there are "much more important tasks," he said in statements collected by German means. A POLARIZING DEBATE Already in January of this year, a commission of experts had proposed to the German Government to limit the maximum speed, to tax the purchase of cars of high consumption and to subsidize the electric vehicles, measures that Scheuer discarded in a sharp way. The debate comes back on a recurring basis: the first attempt to impose a maximum cap on the motorways of West Germany failed in 1974, when the influential motor club ADAC campaigned with the slogan "Free driving for free citizens." Detractors of the measure argue that most accidents occur in sections of regulated speed and that there are other ways to reduce emissions. "I think it is wrong to limit the freedom of people without achieving anything decisive," said conservative deputy Oliver Wittke on Thursday, attributing the desire for regulation to "hysteria" and "fetish of some politicians." A MANDATE OF REASON Those who defend the regulation ensure that CO2 emissions on German highways could be reduced by 10% and that a third of accidents in which people are injured are due to speeding. "It's a bit like debating with the Americans about the right to bear arms," recently criticized former Green Chiefs Cem Özdemir, who defended the limitation as a "mandate of reason." Today, Germany is the only country in the European Union (EU) with no generic maximum speed in its 13,000 km of highways.

io de Janeiro - Brazil's Ministry of Justice and Public Security has imposed a fine of 6.6 million reais (about $1.6 million) on Facebook for the sharing of data belonging to 443,000 Brazilian users in relation to the Cambridge Analytica case. According to the government, there was evidence that there was an "abusive" practice when

Measure H Citizen’s Oversight Committee

The Franklin-McKinley School District is accepting applications from the parents/ community members interested in filling the following vacant positions on the Measure H Citizen’s Oversight Committee.

it came to the data of these users by Facebook Inc and Facebook Serviços Online do Brasil Ltda. "It is clear that data from the approximately 443,000 users of the platform were in misuse by the developers of thisisyourdigitallife application for at least questionable purposes," concluded the Department of Consumer Protection (DPDC), which depends on the Ministry, as cited in a statement released on Monday. The case was investigated after the media reported in April 2018 that Brazilian Facebook users may have fallen victim to the misuse of their data by the political consulting firm Cambridge Analytica. The data analysis company, which allegedly collaborated with the team of US President Donald Trump during the 2016 election campaign, has said it used data provided by Facebook to develop a computer program designed to predict the decisions of voters and exert influence.

• “Member at Large” representing the community • “Parent of a child enrolled in the District” This committee will oversee the expenditure of Measure H Bond funds ensuring they are spent as approved by the voters. It is expected that the committee will meet two to three times a year, with the next meeting on February 19, 2020 at 4:30 p.m. If you are interested in serving on this committee, please contact Veronica Lanto at 408283-6160 or come to the address below to complete the application. If you have any questions, please feel free to contact Veronica Lanto at 408-283-6160.

At that time, the DPDC was attentive to the testimony that Facebook CEO Mark Zuckerberg gave before the US Congress, which justified the opening of a process against the company as well as an investigation into the alleged leak that affected Brazilian users. According to Facebook, of the nearly 87 million people who had their data exposed, some 443,000 are users in Brazil and they have already been notified about what happened.

in the previous rounds of the contest a banner rejecting sexist violence, paid tribute yesterday to the conquests of feminism.

"Thanks to the feminists of the past today I have better rights," he said. The Colombian Gabriela Tafur Nader also vindicated the right of women to decide fully about their sexual health. "The most important thing is that women can decide on our own bodies. We have to have the possibility of accessing quality health so that any decision we make about our body, our health and our reproduction, never puts our lives at risk" he indicated.

Miss Universe asks their applicants to get involved with some social cause and the Argentine representative, Mariana Varela, explained that hers is to end “macho aggressions”.

"I was a victim of gender violence," he told CNN in Spanish. Photo Credit: Arturo Hilario esas cadenas", agregó.

tlanta – On Sunday December 8 South African Zozibini Tunzi won the Miss Universe 2019 in a gala in which several of the participants, including the winner, defended gender equality on stage, a fact that illustrated what gap feminism can have in these types of beauty pageants. A new era in feminism driven by United States by movements like #MeToo, have been gaining ground in beauty contests like Miss Universe, which now face their own contradictions by offering a loudspeaker to women when, at the same time, their own functioning continues to be governed by many as a sexist and obsolete. And the question is, can there be room for feminism in a contest in which a woman has low chances of winning if they are not seen as beautiful, tall and thin? Zozibini Tunzi, who gave the crown of Miss Universe to South Africa for the third time in its history on Sunday, captivated the jury and the public with her messages against racism and machismo, and with her pride in being an African and black woman. "I grew up in a world in which a woman like me, with my skin type and my hair type, was never considered beautiful. And I think it is time for that to end today," she said at the gala. Beginning with an event press conference, Tunzi developed her ideas against the "absurd" inequality between men and women. "I do not see why women cannot recover the lost ground in front of men in 2019. Nor do I see why women should continue to be victims of gender-based violence, especially at the hands of men who supposedly love and care for them (…) I want to challenge men to take a step forward and teach their children how to look at girls as equals, "he said. Tunzi was not the only Miss Universe candidate who wrapped herself in the feminist flag. The Brazilian Júlia Horta, who already showed

"That is why I know how important it is for all women who feel free from this oppression and who can, once and for all, break with those chains," he added. In addition, diversity continues to make its way into Miss Universe and in 2018 the Spanish Angela Ponce made history as the first transgender aspirant. Miss Universe contestants do seem to have assumed the feminist struggle, but the contest retains some questionable rules that seem taken from another century. "Contestants cannot be married or pregnant," reads the official website of the competition. "They must never have been married, have not had an annulled marriage, nor have given birth or raised a child. The winners are also required to remain single throughout their reign," he adds. It is true that Miss Universe values abstract qualities such as "authenticity, credibility and exhibit elegance under pressure", but it is equally true that, despite changes in format, parades in bikini and evening dresses are still the high points of the gala and the qualification rounds. "Beauty, beauty and beauty. This all revolves around beauty," Scott Lazerson, who participated as a judge in the preliminary rounds of Miss Universe, told the Forbes magazine in 2011. He questioned the importance this aspect may have for the jury compared to other qualities such as intelligence or personality. As in the 2018 edition, this past Miss Universe gala had a selection committee formed entirely by women. The chauvinistic controversies have also had to do with the owners of beauty pageants, as was the case of the current president of the United States, Donald Trump, who was accused of having entered, when he owned Miss Universe, the changing rooms of the young people with them naked or changing clothes. He was also pointed out by Alicia Machado, the Venezuelan winner of Miss Universe 1996 and who claimed to have suffered derogatory comments from Trump during his reign with the contest.

here’s no state in America quite like California. In troubled times for the Nation, California is where the American Dream is alive and well. The most diverse state in the world’s most diverse democracy, California is big-hearted, thriving, inclusive and bold.

This year, we’ve been working to build a California for All. Governing by our values of growth and inclusion, we have made principled yet practical investments in our people and our future. Making sure that those investments are built to last, we have budgeted responsibly for the years ahead. Our balanced, on-time budget created the largest rainy day fund in state history and paid down California’s wall of debt. That budget addressed the biggest challenges we face. Today, I will share our work to tackle the high cost of living in California, prevent and prepare for emergencies, and combat homelessness. First, we’re working to confront the state’s affordability crisis. It is our state’s foundational economic challenge, which threatens lives and threatens futures. The things that make it possible to get ahead – housing, health care, saving for your kids’ college or your retirement – are getting farther out of reach for Californians. When I took office last January, I got to work to make life more affordable for all. Together, we expanded healthcare subsidies to middle-class Californians. We took on rising prescription drug costs by seeking to establish the nation’s largest single purchaser system for drugs. We helped put higher education within reach of more Californians by providing two free years of community college to first-time, fulltime students and negotiated tuition freezes at California’s universities. We also put money back in the pockets of California parents by doubling the state’s Earned Income Tax Credit and adding a $1,000 credit for families with children under the age of six. We eased the financial burden on parents by repealing the sales and use tax on diapers. Second, we are making sure that California is ready for the next natural disaster, and that communities still recovering from catastrophic wildfires have what they need to rebuild. We invested $1 billion to build disaster resiliency, response and recovery – including funding the pre-positioning of emergency response teams in times of high-risk wildfire conditions. We launched Listos California, a statewide network of community organizations that build disaster resiliency in vulnerable communities. We also moved the state toward a safer, affordable and reliable energy future by drafting wildfire safety and accountability measures and working with the Legislature to create a $21 billion wildfire fund. Finally, we’re working nonstop to confront the statewide crisis of homelessness, which impacts 130,000 Californians in every corner of our state.

We’re pursuing solutions that work. We made a historic $2.75 billion investment — the most California has ever spent — on programs to fight homelessness and build more housing. That amount included $650 million in Emergency Homelessness Aid to cities and counties so that they can implement the best local solutions for their communities. We’re also striking at the root causes of homelessness, including the unacceptable lack of housing construction and unscrupulous landlords who price-gouge their tenants and unfairly evict them. We negotiated and signed the nation’s strongest statewide renter protections and worked with technology companies to secure $4.5 billion towards California’s housing crisis. We’re “all in” on tackling this crisis because it is a major quality of life issue not just for the person sleeping on a sidewalk, but for everyone in their community. We recognize that every homeless individual is someone’s child, parent, or friend. Many times, they are our service members, who served honorably in our military and fell onto hard times after they got home. These individuals are often struggling with mental illness or substance abuse. They deserve better than the reckless rhetoric and heartless cuts to the social safety net that Washington is offering. They deserve the thoughtful solutions that we are pursuing in California, in partnership with local governments, the private sector, and philanthropists statewide. Make no mistake, we have so much more work to do. There are still too many Californians who do not get to share in the prosperity that they help to create. For them, and their children – and California’s continued leadership in the nation and the world – we must boldly confront our remaining challenges. These challenges demand bold solutions, and above all, the courage for a change. Fortunately, we have no shortage of courage here in California, a state of dreamers and doers who are not afraid to take risks for what’s right. In the year ahead, we’ll continue to work hard and aim high on behalf of all Californians, and everyone who looks to our state as a beacon of hope.

Governor Gavin Newsom Special to El Observador

ur modern world is literally swimming in plastic. According to Plastic Oceans International (POI), we produce over 300 million tons of plastic each year around the world, half of which is for singleuse purposes. We then dump eight million tons of it into the oceans annually, where it accumulates up and down the food chain, with some settling into large, mid-ocean whirlpools of plastic waste called gyres. Since the 1950s, we’ve produced upwards of 8.3 billion tons of plastic, and production is seemingly only just starting to ramp up: A recent study predicts we’re on course to add another 26 billion tons to the planet’s existing plastic burden by 2050 if production remains unchecked. Weaning ourselves off plastic is going to be one of the great challenges of the 2020s. Consumer demand, along with governmental action, is forcing many companies to re-examine their manufacturing processes, supply chains and distribution networks to reduce the use of plastic in both products and packaging.

its first product aligned with this new goal, the Fisher-Price Rocka-Stack, made from sugarcanebased plastics and packaged in 100 percent recycled or sustainably sourced material. Walmart announced in February that it seeks to achieve 100 percent recyclable, reusable or compostable packaging for its private brand packaging by 2025 and will encourage other brands it sells to set similar goals. The retailing behemoth is also working with suppliers to eliminate non-recyclable PVC plastic in general merchandise packaging altogether by 2020. These efforts are laudable, but some worry that shifting to alternatives doesn’t fully address the problem: Due to public concerns about plastic pollution, says Greenpeace’s Graham Forbes, “we are witnessing a parade of corporations scrambling to look greener” by advancing false solutions that don’t address our addiction to single-use packaging. Instead, Greenpeace argues, we need to get away from throwaways and refill our own containers. We’ll only see real change, says Forbes, when we prioritize re-use.

One leader is Ikea, which recently committed to transition much of its plastic packaging to a mushroom-based renewable alternative that can grow in a controlled environment, and, like plastic, be easily formed into shapes. If kept dry, this “MycoComposite” can be used over and over. It can also decompose fully in just 30 days. Producing it uses only 12 percent of the energy required to make the same amount of plastic, and with 90 percent lower carbon emissions.

I
