These bills authored by CA Assembly Senator Leland Yee (D-San Francisco) are set to become law on January 1, 2013. All deal with government transparency, juvenile justice, environmental and consumer protection, public safety, and election integrity. With the 2012 session, Senator Yee’s tenth year in the Legislature, he has proposed 164 pieces of legislation of which 124 have been chaptered into law. Among the most notable of Yee’s bills set to become law, SB 9 provides juveniles sentenced to life without parole (LWOP) the opportunity to petition for a new sentence of 25 years to life. The United States is the only country in
the world that sentences kids to LWOP. California has over 300 youth serving this sentence.

Without SB 9, these kids would have died in prison without any chance to earn release.
SB 1339 allows San Francisco Bay Area to adopt a regional commute benefit requirement of medium and large businesses. This policy ensures that employers help reduce greenhouse gas emissions, congestion, and air pollution by offering employees options to pay for their public transit, vanpooling, or bicycling expenses with pre-tax dollars, or by offering employees a transit or vanpool subsidy or free shuttle service.
SB 1001 increases fees required of registered lobbyists, ballot measure committees, and independent expenditure committees, in order to finance the maintenance of the state campaign and lobbying database known as Cal-Access, which keeps the public informed as to who is influencing their elected officials.

SB 1003 ensures greater local government transparency by allowing a court to order a public agency to act in accordance with the Brown Act so that all public policy decisions be made in ‘a public forum’.
SB 1403 prohibits landlords from unfairly evicting elder abuse victims. It extends protections to survivors of domestic violence. The bill would also allow such individuals to get out of a lease in order to protect themselves from their abusers.
SB 1349 prohibits public and private colleges and

ers of acupuncture by ensuring that practitioners who use the term “doctor” in fact earned a doctoral degree by an accredited institution. SB 1465 defines the standard for production of ricebased Asian noodles, protecting jobs and eliminating needless regulation. SB 114 provides retirement benefit equity for part-time community college faculty. SB 118 requires reimbursement to the Controller’s Office for costs associated with the expenditure of revenue bonds. SB 1134 prescribes duties to protect for therapists and mental health professionals.
During 2012, Senator Yee also passed: SJR 29 to support an investigation by the United States Department of Justice into states’ voter suppression laws. SCR 102 to designate a specified portion of State
Highway Route 1 in San Mateo County as the Ranger Patricia M. Scully Memorial Highway. SCR 73 to encourage school districts to include age-appropriate instruction related to child sexual abuse and to provide students with

resources on how to handle these dangerous situations. SCR 81 to declare September 25 as Voter Registration Day as part of a national coalition encouraging participation in our democracy leading up to the November 6 General Election.

How to Get a Job You Love in the New Year

And doing so may be easier than you think in today’s economy, where one-third of the American workforce is now comprised of freelancers. Experts say self-employed, independent workers have gone mainstream and are here to stay. “From computer programmers and nannies to opera singers and anesthesiologists, nearly every industry is now employing freelancers,” says Sara Horowitz, founder of the Freelancers Union and author of the new handbook, “The Freelancer’s Bible.” “The time’s long past for viewing freelancing as a euphemism for slackers or the unemployed.” While freelancing does have challenges, Horowitz contends that with some planning and research, a freelancer can survive and thrive in the new economy. “Even those with stable full-time jobs should consider the benefits of freelance work -- from the freedom to pursue multiple professional paths at once, to the ability to take time off without permission,” says Horowitz.
To help, Horowitz founded the Freelancer’s Union to empower this growing independent sector with solutions for affordable health care and retirement planning. Whether you’re an experienced independent worker, or just getting started, there are several things that can help you become a more nimble, flexible and successful freelancer: • Tell everyone: Sometimes gigs drop in your lap, but mostly they come from connecting and sharing with others. Remember that everything is a marketing opportunity. Don’t be shy about networking. People will want to help. Give them what they need to spread the word. Just be careful to be professional, not pushy. • Stay positive: In many ways, having multiple sources of income and multiple money-making skills is less risky than putting all your eggs in an employer’s basket. So don’t think of freelancing as volatile and risky, so much as flexible and opportunity-rich. • Balance risks and rewards: Weigh how much time and energy you should invest in various projects and be open to changing the mix depending on the work mar-
ket and your income needs. • Negotiate: Negotiating a contract isn’t about displaying bravado. It’s about knowing your power relationship with the client. Get informed by learning your industry’s deal norms, the market’s needs and your market value. Not happy with where you stand? Get training, find markets with bigger budgets or gain more experiences until you can be rewarded with higher pay. • Get a life: Employees get vacation time, sick leave, family leave, bereavement days and personal days. Those policies exist largely because workers advocated for them. Who advocates for you? Without a 9-5 schedule, it’s easy to forget you have a life outside of your work. Ellos son Los Tres Reyes Magos que con ellos vienen regalos y dulces para los que dejan sus zapatos al lado de sus camas. Esta tradición es celebrada por muchas culturas y en muchas formas, (desde el 4º siglo), aunque la historia es misma. La historia de los Tres Reyes es una que regresa a los días de la Biblia, en donde Tres Reyes Magos Melchor, Gaspar y Baltazar cruzaron el desierto por muchos días para traerle regalos al bebe Jesús Cristo.
Esta celebración representa su viaje y el bautismo de el bebe Jesús, quien toma parte en la celebración en forma de figura dentro de el Pan de Roscas. Los Tres Reyes vieron la luz de la estrella de Belen y la siguieron, trayendo con ellos 3 regalos finos para el bebe Jesús. Esos regalos fueron oro, incienso y mirra. El Rey Melchor trajo el Oro, el incienso fue regalado por el Rey Gaspar quien sabia que el incienso tenia propiedades curativas y la mirra, es unos de los mas aromáticos y raros tipos de hierba medicinal, fue regalo de el Rey Baltazar. Estos regalos fueron escogidos con mucho cuidado y seguro que fueron admirados por el bebe que nació en pesebre.
Es por estos regalos que se hizo la tradición de poner los juguetes, dulces y otros regalos en los zapatos de los niños. Porque no había chimenea o árbol de Navidad fue el zapato que se uso para poner los regalos en la tradición del mundo. Aunque se celebra de manera diferente en muchos paises del mundo esta bien recordar la magia de esa historia y honorar las tradiciones familiares si ya Santa Claus o Los Reyes Melchor, Gaspar y Baltasar. Si celebra el día de los Tres Reyes Magos que tenga felices fiestas este enero y feliz año nuevo. Que su nuevo año y zapatos traigan muchas cosas buenas.

Chef Aaron McCargo Jr.’s “New You” Jumbo Shrimp Scampi Ingredients:
1 pound (16-20 count) peeled and deveined shrimp 2 tablespoons chopped fresh garlic 1 teaspoon crushed red pepper flakes 1/2 teaspoon black pepper 1/4 cup fresh-squeezed lemon juice 2 tablespoons white wine (low-sodium chicken stock may be substituted) 2 tablespoons unsalted cold butter (cubed small) 1 tablespoon chopped parsley 1/4 cup flour 1/4 cup canola oil Instructions: 1. Heat half of the canola oil in large nonstick saute pan on medium high heat. 2. In a large bowl, mix flour, black pepper, and red pepper flakes. Toss shrimp in flour mixture and coat evenly. 3. Saute shrimp for approximately 3 to 5 minutes on each side in batches (use leftover oil as needed). 4. Remove from pan and place on a plate or sheet tray to rest. 5. Add to the same pan the garlic, wine, and lemon juice; stir and cook until hot. It will start to boil in about 4 to 6 minutes. 6. Turn off heat, stir in cold butter in small amounts until incorporated. Add shrimp back to pan with any drippings, along with parsley and toss or stir until coated. 7. Serve and eat.

Garcia plays a former CIA operative turned political talk show host, who is hired by a corporate whistle blower (Unger) to expose her company’s cover-up of a massacre in a South American village. When he arrives, he is plunged into a violent and chaotic situation, with the military cracking down on a group of protesters led by a pair of activists (Longoria and Whitaker). The ever-increasing depletion of earth’s natural resource of water serves as the backdrop for this tense environmental thriller.

Un Vistazo al 2013 Mario Jiménez Castillo EL OBSERVADOR Entramos en un año que será bastante controversial, en el que ocurrirán temblores, inundaciones, deslaves y erupciones volcánicas, es el año en el que ningún país se verá exento de fenómenos naturales, cambios climáticos y aumento en la temperatura. Las catástrofes que algunos creían que ocurrirían en el 2012 no ocurrieron, sin embargo; se espera que un gran cambio se dé en la tierra, un cambio cósmico; ese gran cambio debe comenzar en cada uno de nosotros, debemos ser mejores seres humanos, una buena dosis de “humildad” hace mucha falta en este mundo. La riqueza mal repartida será tema de enfoque en este año. Muchas organizaciones alzarán nuevamente sus voces en contra de la ambición desmedida de los bancos y las grandes corporaciones.

Es penoso ser testigos que mientras el Papa calza zapatillas que cuestan miles de dólares y Jennifer López luce diamantes en sus zapatos, en algunos países de África muchas personas no tienen ni siquiera un pedazo de pan o agua potable para darle a sus hijos. A decir verdad, el consumismo que nos envuelve nos hace admirar “personajes frívolos” que solamente viven del lujo y la vanidad. Urano el planeta de lo desconocido y lo novedoso, transitará todo el año en el signo de Aries, trayendo una gran advertencia al mundo en general; medite las consecuencias de sus decisiones porque la energía de Urano provocará caos, confusión e impulsividad en toda la gente. Cuando Urano permanezca retrógrado, de julio en adelante, podrían ocurrir actos terroristas. Ocurrirán muchos divorcios y muertes repentinas en el mundo del
espectáculo. Como estaremos en el año de la serpiente de agua, pueden ocurrir catástrofes en el mar, desbordamientos de ríos, lluvia incesante y una fuerte oleada de huracanes. Por otro lado, será el año de la locura colectiva, por ello debemos incrementar nuestra espiritualidad para que esa mala vibra no nos alcance. Seamos humildes, compasivos, justos, generosos y de corazón noble, tratemos de hacer el bien sin mirar a quién ¡Para que este 2013 nos traiga bendiciones!
