Senator Yee introduces legislation for limiting and defining use of adolescent solitary confinement This week San Francisco’s Senator Leland Yee introduced legislation that will hopefully end the use of solitary confinement to detainees in juvenile correctional facilities. The use of solitary confinement on youth is banned in 6 U.S. states: West Virginia, Maine, Arizona, Oklahoma, Connecticut, and Alaska This is because of “punitive reasons”. Senator Lee believes that solitary confinement on juvenile is wrong and does nothing to rehabilitate them, even making it more difficult to find solutions to their social problems, at times leading to suicidal tendencies.

San Jose to approve sidewalk café pilot program The city will meet this week to discuss a new pilot program designed to test whether sidewalk cafes, benches, chairs, artwork, or plants adjacent to businesses would be economically viable. According to the city document, these small cafes, which would take up parallel parking spots on the sidewalk, would see benefits to the community in terms of heightened ways of relaxation and options to purchase drink and food. The pilot program would have 5 of these setups throughout the city and will run through 2014 to see the effects. New Sturgeon Regulations Now Effective New regulations for sturgeon fishing went into effect Jan. 1, 2013. The regulations are meant to increase the survival and spawning success of sturgeon caught and released by anglers in California and will support development of data for management of the fishery. The regulations promote sustainable management of the white sturgeon population and are consistent with federal regulation regarding the take of green sturgeon, which are protected as a threatened species under the Endangered Species Act. Several regulatory changes that affect sturgeon fishing were approved by the Fish and Game Commission in 2012, including measurement methods, size limits and methods of take. They include: • Measurement methodSturgeon now must be measured by fork length, the straight-line distance from the tip of the head to the center of the tail. Tip of the head shall be the most anterior point on the fish with the mouth closed and the fish lying flat on its side. (California Code of Regulations, Title 14, Sections 1.62, 5.80, and 27.90)

CHP encourages teens to ‘Start Smart’ and stay safe Sacramento CALIFORNIA
Traffic collisions are the leading cause of death of teenagers across the United States and in California. Each year, thousands of young drivers and their passengers are killed in collisions. According to the California Highway Patrol’s (CHP) Statewide Integrated Traffic Records System for 2010, the most recent year for finalized data, there were more than 57,000 drivers between the ages of 16 and 19 involved in collisions in California. A teen driver was determined to be at fault in 67 percent of those collisions. “The first year behind the wheel for a teen driver can be
one of the most dangerous times in their life. Teens are far more likely to be killed in a vehicle collision than in anything else,” said CHP Commissioner Joe Farrow. “Developing safe driving habits is the first step toward avoiding a collision.” Designed for newly licensed teen drivers and their parents, the CHP offers Start Smart, a two-hour driver safety education class that is conducted throughout the state. The free program is an interactive driver safety class for teens and their parents. During the course, officers and speakers illustrate the critical responsibilities of safe driving and collision avoidance techniques. Parents are also reminded of their responsibility to teach
3
their new driver and model good driving behavior. “Our goal is to have teens and their parents leave the class more aware, better educated, and better prepared,” added Commissioner Farrow. “Our Start Smart program has had a positive impact on thousands of parents and teens in recent years.” Parents and teenagers can sign up for a Start Smart class by contacting their local CHP office. To locate a CHP office near you, visit www.chp.ca.gov. Funding for this program was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
CAL FIRE Emphasizes the Importance of Trees in California 2013 California Arbor Week Poster Contest Announced SACRAMENTO
• Size limits — No fish less than 40 inches fork length or greater than 60 inches fork length may be taken or possessed. (CCR, Title 14, Sections 5.80 and 27.90) • Methods of take — Only one single barbless hook may be used on a line when taking sturgeon. Use of a snare to assist in landing or killing any sturgeon is prohibited. A snare is a flexible loop made from any material that can be tightened like a noose around any part of the fish (CCR, Title 14, Sections 5.80 and 27.90) • Removal from the water — White sturgeon greater than 68 inches fork length may not be removed from the water and shall be released immediately. Green sturgeon may not be re-
moved from the water and shall be released immediately. (CCR Title 14 Sections 5.81 and 27.90) • Clarification of Special Sierra and Valley District Sturgeon Closure — It is unlawful to take any sturgeon from the Sacramento River between Keswick Dam to the Highway 162 Bridge in Shasta, Tehama and Glenn counties. (CCR, Title 14, Sections 5.80 and 5.81) Any person fishing for white sturgeon must have a non-transferable Sturgeon Fishing Report Card in their possession and complete it in accordance with regulations. The daily bag and possession limit remains one white sturgeon. The annual bag limit remains three (3) white sturgeon.
Trees are an essential part of California’s climate and are vital to improving air quality and conserving water. To help educate Californians on the value that trees provide to building successful, healthy cities and neighborhoods, the California Department of Forestry and Fire Protection (CAL FIRE) and California ReLeaf are announcing the annual statewide Arbor Week poster contest for students in 3rd through 5th grades. Students are asked to create original artwork based on the theme “The Trees in my Community Are an Urban Forest”. Submissions are due to California ReLeaf by February 15, 2013. Winners will be featured at the State Fair and awarded cash prizes provided by the California Community Forests Foundation. CAL FIRE is partnering with California ReLeaf to encourage cities, nature groups, schools, and youth
organizations to celebrate California Arbor Week by planting trees in their communities. California ReLeaf is an alliance of communitybased groups, individuals, businesses, and government agencies working to protect the environment by planting and caring for trees and the state’s urban and community forests. “Trees are critical to the health of our environment, climate, economy and the overall well-being of California,” said CAL FIRE Director Ken Pimlott. “Educating our youth is one of the most important ways we can increase awareness of and appreciation for the trees and forests in the communities where Californians live, work and play.” The goals of Arbor Week include educating Californians about trees, encouraging tree planting, teaching elementary school children the environmental, social, and economic benefits of trees, and protecting the state’s valuable natural resources.
“Trees make California’s cities and towns better. It’s that simple,” said Joe Liszewski, Executive Director for California ReLeaf. “Everyone can do their part to plant and care for trees, ensuring that they are a resource long into the future.” Contest rules, as well as educational materials related to the value of trees, community benefits of trees, jobs in the urban and community forestry field, and tree identification can be downloaded at www.arborweek. org/contests. The contest is sponsored by California ReLeaf, CAL FIRE, and the California Community Forests Foundation. California Arbor Week runs March 7-14 every year to mark famed horticulturist Luther Burbank’s birthday and to raise awareness of the benefits of trees in our communities. In 2011, legislation was passed to define California Arbor Week in statute. Visit www.arborweek.org for more information.

OPINION
ROBOTS IMPACT JOBS
Hilbert Morales EL OBSERVADOR
A recent business forecast for management decision making was all about robots. This interesting summary began with the sentence….”The number and variety of robots will soar.”….doing jobs that are currently done by employees. Robots do create jobs though. Jobs that require a higher level of education and training. The Jobs created have to do with programming, engineering: mechanical, electrical, and time and motion studies. Several other specialties are learned through ‘handson’ work experiences. One useful skill is the ability to develop an application program which enables a robot to do the same specific job over and over again with precision. Engineers who do ‘time and motion’ analysis and are able to develop these ‘apps’, are already in high demand (meaning an excellent wage in a middle class job). The flip side is that an individual who is ‘untrained and unskilled’ will not find such employment in the future. For many years the Wall Street Journal has presented graphs which show production increases of certain goods and services. However, the same graph also showed a decline in employment levels. This is the result of the use of robotics for the production of goods. Imagine an auto assembly line. Years ago, every single task was done by a skilled employee, performing a specific job as the auto being assembled went by that particular work sta-

tion. Today’s photo of a similar assembly line will show several specific tasks being done by robots. Recent reports of manufacturing factories, returning back from offshore sites, show that the new assembly lines in these factories are as fully robotic as possible. That is why ‘production increases’ while at the same time ‘employment levels’ decrease. The fallout of this development is twofold: 1) Employment levels are being reduced by the use of robots, and 2) Many youth, especially those whose skills and education are not fully developed, will never be able to find a job. The current standard of trying to have an economy with only a 5% unemployment level will not be easily achieved. Today’s manufacturing factories already use 1.4 million industrial robots (i.e., each robot has replaced an employee). In addition, several million robotic devices are being designed for the home consumer. “Molly Maids’ will be replaced by robots in the home. Understand that this report is meant for readers who have discretionary money to invest. The future earnings of that invested money is said to be ‘vast’. The report projects a very favorable return on investment (ROI). Such a report is probably not read by educators, who are responsible for the training of youth for the future employment scene. So students today hardly ever discuss a future world wherein robots do many jobs now performed by individuals. Robots already exist in many fields: Agriculture (milking machines and harvesters), medicine, pharmacology, drones used for surveillance, military humanoids used as decoys in the battlefield, --- even robotic automobiles on the freeways already exist.
The purpose of this article is to inform EO’s readers that the future will have many robots who perform work now done by humans. What is not being publically discussed by any major political party, be it Democratic, Republican or Independent, is the challenge facing this society-- to provide people with the ability to continue to be consumers while not being employed. Today, those who have no jobs (the unemployed) receive unemployment allowances. Two million such unemployed persons were the subject of monies in the recent ‘Fiscal Cliff ’ legislation which the U.S. Congress passed on New Year’s Day. It is very likely that congressional staff analysts, who are all trained to accept and use the current ‘employment paradigm’, have not made an analysis of a future society and its commerce which provides for the needs of a population, wherein many will never be able to ‘have a job’ because robots can produce the goods and services needed. Our current democracy and its capitalistic system of doing commerce must be reconsidered. Large disadvantaged ethnic groups, especially Hispanics, must be the targets of education and training programs which provide an opportunity for personal training and development. In California, which already has a 47% Hispanic population which is beginning to vote for elected officials, special attention, and most importantly, the allocation of resources, especially adequate funding, must receive total public policy support. This group of skilled personnel will be necessary to maintain the robots as well as support those individuals who will never be employed. Robots do impact available American jobs.

State Tax Filing Season Officially Opens SACRAMENTO The Franchise Tax Board (FTB) announced it is now accepting 2012 state tax returns, and announced the following updates on law changes and filing services for California taxpayers. American Taxpayer Relief Act of 2012 – Due to changes contained in this federal legislation, the California Schedule CA (540 & 540NR), 540/540A and 540NR Booklets, and other products that reference federal Schedule A, are delayed as FTB staff analyzes the changes. The California Schedule CA is used by most taxpayers to make adjustments for differences between federal and state tax laws. Taxpayers who file using FTB’s ReadyReturn, or Form 540 2EZ are not affected.
Standard deduction The standard deduction for single or filing separately tax statuses increased from $3,769 to $3,841. For joint, surviving spouse, or head of household filers, it increased from $7,538 to $7,682. Exemption credit increases - The dependent exemption credit increased from $315 to $321 per dependent. The personal exemption amount for single, filing separately, and head of household filers increased from $102 to $104. For joint or surviving spouses, it increased from $204 to $208. Tax rates increase for some - Income tax rates increased by up to 3% for individuals making $250,000 or more. The income tax changes apply retroactively to all income earned or received
since January 1, 2012. The law waives the underpayment of estimated tax penalty that results from a retroactive tax law change that takes place during the year. Free Do-it-Yourself Services - FTB encourages taxpayers and practitioners to explore its many self-service applications available through FTB’s website. Free online filing in minutes. FTB’s other free e-file program, ReadyReturn uses information the state already has to generate a completed state tax return online for selected taxpayers. Eligible taxpayers must have used the single or head of household filing status the prior year, had one employer, claimed no more than five dependents, and took the standard deduction.

Asesore.

On January 7, national education reform advocacy organization StudentsFirst published its first-ever State Policy Report Card, a new tool for improving student achievement that doesn’t look at individual or schoolwide test scores or teacher effectiveness, but instead gauges how well each state’s education policies are serving students and schools. According to the report, California’s K-12 public education system lags behind the national trend on education reforms, and would benefit from increased focus on instituting a meaningful teacher and principal evaluation system that incorporates student growth as a significant factor, and eliminating restrictions on public charter school growth, among other student-centric reform policies. “The most powerful way to improve student achievement from outside the classroom is to shape policy and implement laws at the state level that govern education,” said StudentsFirst CEO and Founder Michelle Rhee. “That is why our report card focuses singularly on the education policies in place in each of our states. And when we look solely at policy, it’s clear that we have a long way to go toward improving our education system in America.” The national report raises serious questions about whether states’ education laws and practices are contributing to student success. Nationally, nearly 90 percent of the states received less than a “C” grade on the State Policy Report Card, and no state earned higher
than a “B-”. California received an overall grade of “F,” with a grade point average of 0.69, for its performance in three critical areas: elevating teaching, empowering parents and spending public dollars wisely. The state ranked 41st nationally, but was praised in the report for requiring school districts to provide facilities for charter schools. The top two states, Louisiana and Florida, each earned a B- for beginning to adopt the kind of studentcentered policies that bring more rigor and accountability into their school systems and expand parents’ access to quality school choice. “Today’s findings reflect a school system that continues to operate in the same way, doing the same thing and expecting different results,” said Senator Ricardo Lara, Chairman of the Legislative Latino Caucus. “As evident by data, we can do better, our kids and families deserve better. Our students can and will achieve, but it can’t happen unless we bring all stakeholders to the table and have an honest dialogue. We have the power to change things for the better, but it requires courage to use it.” “StudentsFirst is a strong advocate for student-centered policies that work and an important partner in the education reform movement,” said Assemblyman Ian Calderon. “It’s clear there is no one silver bullet to solving the crisis in American public education, but teachers are key and putting the right laws in place can truly transform student achievement. I’m glad they are waging that battle.” Built on StudentsFirst’s experience, education research, and evidence from successful school districts, the report card evaluated California’s policies based on three critical pillars: elevating and improving the teaching profession,
empowering parents with information and choice, and ensuring public dollars are being spent wisely in ways that help students learn. The report is the most comprehensive stateby-state assessment of these three policy areas, which StudentsFirst selected because research shows they can have the highest impact on student achievement. “In just a short period of time, StudentsFirst has proven itself to be a leading voice for education reform and for our kids,” said Kristin Olsen, Vice Chair of the Assembly Education Policy Committee. “They provide a necessary counterweight to influential unions and fight effectively for the kinds of student-focused policies that will improve public schools and increase achievement. My colleagues in the Legislature would be well-advised to listen to what StudentsFirst has to say.” StudentsFirst plans to update and release the State Policy Report Card annually, and aims for lawmakers to use the report as a roadmap to pass laws and policies that prioritize student interests and close achievement gaps between groups of students. Focusing on enacting common-sense laws and policies will be the singular mission of StudentsFirst California and its nearly 200,000 members in 2013 and beyond. The 2013 California State Policy Report Card can be viewed, downloaded and compared to other states on the StudentsFirst report card web site here: http://reportcard. studentsfirst.org.
Blood donation brings good people for a good cause
Arturo Hilario EL OBSERVADOR This January 9, there was an event commemorating Dr. Martin Luther King Jr. and the event host, the Red Cross of California donor center in San Jose for the Blind and Visually Impaired Community of the Bay Area. This blood drive had major support from the San Francisco LightHouse for the Blind and Visually Impaired along with Lions Center for the Blind, Orientation Center for the Blind, and Vista Center for the Blind and Visually Impaired. This event branched out to 8 locations throughout the Bay Area as an effort to raise awareness of blood donation as well as the blind community’s support for honoring Martin Luther King Jr. Day. Bryan Bashin, CEO of

the San Francisco LightHouse for the blind says “Often, in the past, people have thought of the blind as a group who are the recipients of others’ generosity. We’re hoping to change a bit of that perception by rolling up our sleeves and giving back to the same philanthropic community who has long helped us.” Potential donors trickled in over the course of two hours, although not quite as busy as its sister locations. There were many smiling attendants and helpers who brought donors snacks, water and various kinds of juices. One couple was happily sitting in the ‘corral’ after giving blood. They informed me that they had recently started donating blood at that particular location. “I think my blood is useful for someone else, and it’s good. I don’t see why one

shouldn’t if they can,” said Kim, a blood donor. Other donors were on the same page about why they donated. One woman, Heidi, said that her history with donation goes back years. She believes the act of donating is just good and should be done to help others in the community. Her own daughter needed to donate for a hip surgery so she knows the demand for blood is high and always needed. Another gentleman named Steve lives close to the facility. He donates as soon as he is eligible and rides his mountain bike there when he does come by. His answer to why he enjoys donating for the community, “It’s good Karma”. New chair and vice chair of water board SAN JOSE On Tuesday, the Santa Clara Valley Water District Board of Directors unanimously elected District 5 representative, Nai Hsueh, to serve as board chair in 2013. Director Tony Estremera, representing District 6, was elected vice chair.
In her opening address, Chair Hsueh, expressed her gratitude to her fellow board members, district management and staff for the warm welcome to the board she has received. She also acknowledged the board’s successes in 2012. “Your leadership, hard
work and accomplishments for 2012 are evident in many areas such as Measure B, the HCP [Santa Clara Valley Habitat Conservation Plan], capital projects, and fluoridation, just to name a few,” said Hsueh. Hsueh then presented her goals for the year. “I am hon-
ored and excited to be the 2013 chair. My goal for this year is to work with my fellow board members in leading the water district to be a regional model for an ethical, transparent and effective organization. Building upon the recent progress already made by the board, I am confident this goal can be
Immigrant Policies for Latinos: A Brief History Arturo Hilario EL OBSERVADOR Throughout the history of the United States there has been a very different stance on policies directed towards immigrants from other countries. Cubans and Central Americans have shared vastly different treatment from the U.S. in the past decades, restructuring the meaning of “refugee”. In Cuba’s Refugees: Manifold Migrations, Silvia Pedraza observes that “refugees do not live in a vacuum. They are part of an intricate sociopolitical web that must be seen as the background against which any portrait of their travails must be painted, and any dissection of their innermost thoughts and feelings must be pinned”. Both the Cubans and Salvadorans were fleeing, yet the specific reasoning was unequivocally broad. Cubans and Salvadorans came in different waves to the United States, yet were handled differently and accepted, or rejected, based on status. Cubans began to immigrate in large groups because of the overthrow of the Batista regime in 1959. The instating of Communism in Cuba pushed the elite to leave. According to Pedraza, “These upper and upper-middle classes were not tied to Batista’s government but were bound to a political and economic structure that…was completely interpenetrated by the demands and initiative of American capital…”
Their need to continue their businesses and keep their economic status pushed them to emigrate to the U.S. where they would be known as the first wave: “those who wait”. In comparison, the first true migration by the Central Americans, specifically the Salvadorans, began in the 1960’s. They arrived to the United States during a time when “Central American countries were trying to attract foreign, especially U.S., investment in industry, partly on the basis of a Central American common market. This economic interest for labor and natural resources also ran parallel to the strife faced by Salvadorans and the various rising military regimes and death squads that claimed countless lives. Following this first wave, the Salvadorian exodus continued into the 1980’s because the migration was to flee the violence and inadequate living conditions plaguing many Central American countries at the time. Chinchilla and Hamilton write “As violence in El Salvador and Guatemala increased, populations from affected communities fled to other parts of their respective countries and across borders to other Central American nations and to Mexico.” Their experience differentiated from the Cubans in the sense that they were running for their very lives where as the Cubans were escaping Communism, a change in government that would affect either their financial or

religious status. As stated in the book, Central American Immigrants, “This cohort was significant not only due to its size, but also due to its political character. Many, if not most, of the immigrants coming during the decade came escaping war and violence in their respective countries, and some were fleeing persecutions. ” Cubans and their migration waves, from the 1950’s to the present, gave them a different social identity when they arrived to the U.S. Each period of time that a wave arrived “…presented them with vastly different amounts of opportunity-such as economic growth or recession, government policy programs, a warm welcome, or a cold reception.” The second wave also received a kind welcome because of their resentment towards what they believed was being done by Fidel Castro in Cuba. “Those who escape” entailed the largely middle class who sought to escape the new order of Castro’s politics. With both of these Cuban waves their incentives “were not so much “pulled” by the attractiveness of the new society as “pushed” by the internal political process of the old.” This second wave was still prime immigrant refugee status, an educated middle class that wanted the capitalistic life without the communist changes that occurred in Cuba. The U.S., headed by Pres. Lyndon B. Johnson, had the “open
door policy” which allowed refugees from communism to come into the United States and be protected. As Pedraza puts it, “The United States and Cuba unofficially set in motion a system of political migration that for many years proved beneficial to both.” The Salvadorians were met with a very different approach to their refugee status. As stated before their migration towards the north was because of political and social unrest as well as economic strife. These refugees were of different backgrounds and ideologies, where as the Cuban waves shared various allegiances and economic similarities when they departed the country in each “wave”. Mr. Pedraza states that “The new Cuban exodus has taken several forms, with illegal migration being the major one. Cubans have become so desperate that they leave on balsas-rafts, tires, or other makeshift vessels...” By this time, the desperation because of economic collapse in Cuba, forced anyone to flee in any way possible. In the end, the plight of immigrants from El Salvador and the experience of those from Cuba is similar in the vein of the strong communities they built within the United States, in hubs that spread from Miami to San Francisco. It’s good to know the historical context of how some of the communities in the United States became what they are today.
achieved in the near future.” Chair Hsueh was elected in November 2012 to represent District 5, which includes the cities of Saratoga and Cupertino, and parts of Sunnyvale, Santa Clara and west San José. District 6 director, Tony Estremera, is serving as the vice chair for 2012. Estremera began his tenure on the district board in 1996, and served as the board chair in 2001 and 2007.

Outgoing chairperson, Linda J. LeZotte reflected on her year at the helm and the five key priorities she set forth at the beginning of the year. Her five key priorities were energy management, illegal encampments in our waterways, fluoridation, fiscal oversight and the completion of two habitat conservation plans. “We have made excellent progress on those. I’m really proud of what we’ve all accomplished.”

PHOTO SOURCE: (c) Konstantin Yuganov - Fotolia.com (STATEPOINT) There are many popular New Year’s resolutions that quickly come and go: eating healthy, losing weight, managing stress and saving money. In 2013, why not focus on one health change you’ll enjoy sticking to... getting more sleep. According to the National Sleep Foundation, the average American sleeps about six hours and 55 minutes per night during the week, and 15 percent of adults sleep less than six hours per night. “Lack of sleep can take a significant toll on your overall health and interfere with some of your daily activities,” said Dr. Michael Thorpy, director of the Sleep-Wake Disorders Center at the Montefiore Medical Center in New York. Almost everybody has trouble sleeping now and then, but many Americans experience significant problems getting to sleep or continually wake up in the mid-
dle of the night and cannot fall back asleep. Such problems may be clinical symptoms of insomnia. According to the National Sleep Foundation, if you have trouble falling asleep at night or staying asleep, or you wake up in the morning feeling unrefreshed, you may be suffering from insomnia. Insomnia can affect people in different ways. Some sufferers have trouble initially getting to sleep, while others wake up in the middle of the night and have difficulty falling back asleep. To help you get better sleep this year, Dr. Thorpy suggests these simple tips: -Set and stick to a sleep schedule. Establish a regular bedtime and wake time. -Set aside time at night to wind down. Spend some quiet time before bedtime. Such activities as watching TV, using the computer or working right before bed-
time, or in the bedroom, can make it harder to fall asleep. -Avoid caffeine and alcohol before bed. -Exercise regularly. Just don’t exercise rigorously near bedtime and check with your doctor before starting an exercise regimen. -Don’t clock-watch. If you awaken in the middle of the night and stay in bed, don’t lie there staring at the clock. And don’t watch TV or use your laptop or cell phone, because these technologies stimulate the brain, making it tougher to fall back to sleep. If these tips don’t help, speak with your healthcare professional to help determine if you are suffering from insomnia and require treatment. More information regarding insomnia is available at the National Sleep Foundation website at www.sleepfoundation.org.

tion with projected video, investigate capital punishment in the United States prison-industrial complex and communication failures both personal and societal.
SOMArts Cultural Center presents Speak Your Peace, a group exhibition now through January 24, 2013 curated by SOMArts’ Curator & Gallery Director Justin Hoover. The exhibition brings together Bay Area-based painters, digital, video and installation artists ranging in age, ethnicity and nationality to explore intercultural communication and social justice and propose new iconographies of peace through visual art.
Additionally, Speak Your Peace includes photography and text-based installations from local arts education organizations including The Institute on Aging’s Center for Elders and Youth in the Arts, led by Jessica McKracken and Silvi Alcivar, as well as The Victorian Manor Poets in collaboration with Creative Arts Charter School, Coronet Center Philosopher Poets and 30th Street Poetas, led by Alcivar.
Included works by more than 20 artists and organizations present cycles of destruction and reconstruction and discuss the manifold ways popular media informs the way we envision and discuss peace. “Seeing Peace,” an ongoing project by featured artist, activist and San Francisco native Richard Kamler, inspires the curatorial concept as well as satellite and gallery components for the exhibition. For Speak Your Peace, Hoover builds upon Kamler’s practice of pairing established contemporary artists with highly visible
public space in an effort to collectively, publicly and imaginatively define peace. In the gallery Kamler’s “Last Supper” and “Waiting Room,” a sculptural table made of lead and gold leaf and a large-scale led and acrylic sculptural installa-
The closing reception, Thursday, January 24, 2013, 6–9pm, free admission, includes a gallery walkthrough at 6:30pm led by Hoover, who also moderates a 7pm discussion featuring Tressa Berman, founder of the Institute for Inter-Cultural Practice, and Kamler. The discussion focuses on Kamler’s project “Seeing Peace” and Kamler’s legacy as a Bay Area artist and activist.

New Year, New You Juan Carlos Miranda SPECIAL TO EL OBSERVADOR This new year many of us have set ourselves goals we are hoping to achieve, whether it is to eat better, get in shape, or get a hold of our financial woes. Sadly, many of us won’t make it past January before we fall off the wagon. Harsh? I’d rather think of it as being realistic. There is definitely nothing wrong with drifting from your resolutions or feeling down, because you
ate that extra slice of pizza. However there is something very wrong with giving up. So no matter what happens, don’t you give up! One of the things that always helps me when trying to achieve my goals is feeling good about myself. But you can’t feel good about yourself on the inside unless you feel good about yourself on the outside. How do you do that? Simple. Dress to impress yourself. Most of the time we try to look good for others. What

we wear and how we wear is usually dictated by others and, you know what? Not anymore. When you wear what makes you comfortable and makes you look good, then you’ll exude confidence and control and most people react to that. Now, dressing comfortable does not, in any way, mean dress all fodonga, unless you’re going for the Chimoltrufia look--those of you who grew up watching El Chavo del Ocho know who I’m talking about.
Cómo elegir la fragancia perfecta
Have you ever heard the expression “De moda, lo que te acomoda?” When it comes to fashion there are certain styles not everyone can pull off. It could be because of size, shape or even age. Clothes are designed for specific sizes and age groups; what might look nice on your friend might not look nice on you. In other words, choose wisely. Dress in clothes that are comfortable and will make you feel like a million bucks. It’s not that hard. Let’s say
one of your resolutions is to get in shape. Well, I commend you for that. However, please don’t be that type of person that goes to the gym with clothes that are too old or just dirty. Always make sure to wear clothes that are designed for exercise activities. You wouldn’t believe the number of guys that go to the gym wearing jeans and sandals, white Ts with sweat stains or just plain dirty. Going to the gym means dressing for it too. You wouldn’t wear a

Do me a favor and start this 2013 by being a little selfish and taking care of yourself first. Pamper yourself and once you have achieved that self confidence, and love for who you are, then you will be able to get out there and achieve all your other goals. Think of everyday as a new beginning and always stay fabulous.

In theaters January 11 Los Angeles, 1949. Ruthless, Brooklyn-born mob king Mickey Cohen (Sean Penn) runs the show in this town, reaping the ill-gotten gains from the drugs, the guns, the prostitutes and—if he has his way—every wire bet placed west of Chicago. And he does it all with the protection of not only his own paid goons, but also the police and the politicians he has under his thumb. It’s enough to intimidate even the bravest, street-hardened cop... except, perhaps, for the small, secret crew of LAPD outsiders led by Sgt. John O’Mara (Josh Brolin) and Sgt. Jerry Wooters (Ryan Gosling), who come together to try to tear Cohen’s world apart.
A Haunted House
In theaters January 11 In an outrageous send up of the Paranormal Activity movies, The Devil Inside and other “found footage” movies, A HAUNTED HOUSE features young couple Malcolm (Marlon Wayans) and Kisha (Essence Atkins) who have just moved in to their dream house. As they settle in, they quickly find they’re not alone. But it’s not the house that’s haunted, it’s Malcolm’s girlfriend who is possessed by a demon. Malcolm hires everyone from a priest to modern day ghostbusters to rid her of this unwelcome intruder, determined not to let the evil spirit ruin his relationship... or, more importantly, his sex life.

Don’t get caught in the cold: Know the facts about winter gas mileage (BPT)
tor of technical services and quality. “Try a thinner grade of oil to keep your engine running smoothly in the colder months.” Rossbach recommends using a highperforming synthetic oil like Cenex Maxtron, which is designed to perform well in low temperatures and improve fuel economy.
Winter and colder temperatures are notorious for creating difficult driving conditions that can place strain on drivers and their vehicles. And as the temperature drops this winter, so will your gas mileage. Colder temperatures mean cold oil, tires and cold air in the carburetor - all factors that reduce gas mileage. With higher prices lingering at the gas pumps, a few fuel-saving tips can help protect your miles per gallon (MPG) this winter. *Warm your car up the right way Many people believe the myth that you must warm your car up in the winter. The truth is that idling your car actually destroys
your MPG and isn’t necessary. Modern cars don’t require a warm-up, even when the temperatures drop below zero, according to AAA. Modern engines, those built since about 1990, have fuel injection systems rather than carburetors and need no more than 10 to 30 seconds to get oil moving through the engine properly.
Auto experts recommend driving moderately in cold weather to allow the engine and other systems to warm up slowly and reduce wear and tear. So even though many people choose to warm up their car in the winter for personal comfort or to defrost windows, idling a vehicle for more than even one minute is simply wasting gas.
*Get your car winter ready From changing the oil to checking the tire pressure on a regular basis, improving your winter gas mileage is easier than you might think. “Your vehicle’s motor oil becomes thicker in colder temperatures, which adds stress to the engine,” says Jim Rossbach, CHS direc-
Proper tire inflation can also improve fuel economy by up to 3 percent, according to the U.S. Department of Energy. It is important to check tire pressure several times throughout the winter when colder temperature can reduce tire pressure at a rate of one pound per square inch (PSI) for every 10 degrees change. *Lighten the load Extra weight from cargo or snow
also reduces fuel efficiency. Cleaning out your car and clearing off heavy snow is an easy way to get better gas mileage. In the past, carrying sandbags in the trunk was a common method for gaining more traction and helping rear-wheel drive cars perform better on snow and ice. Today, most cars are frontwheel drive with the engine over the front wheels, creating that same grip. Carrying extra weight does not add traction on snow and ice, but simply lowers your fuel economy.
Lift loved ones up when medical costs get them down (BPT) Medical costs are the leading cause of bankruptcy in the U.S., according to crowdsourcing.org. So how do you help family and friends struggling with sometimes overwhelming expenses? For many, crowdsourcing websites are becoming an empowering source of financial support, with estimates that more than $2.8 billion will be raised by such sites this year. “Doctor visits, medications, treatments, hospitalizations - the costs add up quickly when a family is faced with a medical crisis,” says Desiree Vargas, co-founder and CEO of GiveForward, a free, easy to-use crowdsourcing site that helps raise funds for people affected by health issues. “Providing loved ones with financial and emotional support allows them to focus on healing instead of worrying about expenses.”
Here are a few ways in which you can help a loved one, both emotionally and financially, during a medical crisis:
Listen Simply lending an ear can mean the world. Let them express their feelings, even if those feelings are difficult to hear. Often we’re tempted to say, “You’ll be fine.” Rather, give heed to their expressions of fear, anger and doubt without offering advice. Just being there provides more comfort than words.
Do your homework Learn about your loved one’s diagnosis and treatment options. Seek out recommendations and information from reputable websites, medical professionals, health organizations and support groups. Take notes at doctor appointments and ask questions in order to be the best advocate for your friend or relative. The more you know, the better equipped you’ll both be to help make major medical decisions.
Ease the financial burden

The power to help is only a few clicks away. Online crowdsourcing sites provide free, easy-to-use platforms from which anyone can create a fundraising webpage. GiveForward focuses on medical fundraising, offering tutorials, free resources and one-on-one assistance to help hold a successful fundraiser and lighten your loved ones’ financial load.
Lend a helping a hand It’s never easy to ask for help, even during trying times. Be assertive in offering to assist with household tasks like cooking and cleaning. Organize schedules with friends and neighbors to help with daily tasks like running errands and walking the dog. Laughter is the best medicine - Bring humor to your loved ones’ lives. It’s crucial to be sensitive to their need to grieve, but it’s also important to give them something to smile about. Tell jokes, plan a comedy movie night and talk about good times shared together.

Caution: Tablets At Work one recent survey, 26 percent of teachers have access to tablet computers and 55 percent of administrators and 47 percent of principals have tablet access. Some school districts let students bring their own tablets to support classroom learning and bring textbooks to life.
(NAPS) Entertaining as they are, tablet computers and smartphones are not all fun and games. Consider this: With 75 percent of all workers involved in jobs that require mobility, handheld devices are playing an increasing role in business. In fact, according to The Mac Observer, 94 percent of Fortune 500 companies were either testing or deploying iPads for business use, while Forrester Research recently reported that 81 percent of companies have plans for tablet use and predicts 250 million tablets will be in employees’ hands by 2016. In addition to e-mail and Internet access, workers use tablets for specialized apps or for remote uses such as sales support and customer presentations. Across industries, executives are using them for management dashboards and project management apps.
Health
Construction and Utilities “Workers need to be able to depend on electronic devices no matter where they are” Health care offices are passing out tablets so patients can complete medical histories online. Hospitals use them for electronic record keeping, paperless prescriptions, diagnostic reports and teaching tools. EMTs and fire departments use tablets for real-time data to reduce risk, improve safety and support information sharing between agencies.
Education Tablet use in education is also booming. According to
Field staff and utility workers such as repair technicians use tablets for appointment information and access to diagrams and repair manuals. Keeping Business As Usual Every Day, Everywhere With all these tablets going to work, companies are scrambling for technology that protects their investments. iPads don’t do water. Nor do they do dirt, snow or shock. Whether out at a construction site with dust, shock and weather to contend with or in a classroom where accidental drops and sticky fingers can wreak havoc, businesses want their employees to be able to conduct “business
as usual” without worrying about their investment going down the drain. Though there are ruggedized protective cases that allow tablets to withstand some calamities, they can be bulky and limit access to key tablet functions. Now there’s an option to protect on-the-go workhorse tablets no matter where they are or what they are doing. Sleekly designed to add only a fraction of an inch to an Apple iPad, the LifeProof nüüd case protects against water, dirt, snow and shock—while maintaining access to all tablet functions. It gets its name from its unique design, which protects the tablet without covering up the screen. Optional accessories include shoulder and hand straps, a floating LifeJacket and a cover that also functions as an adjustable stand for watching movies or typing. The company also has a line of protective cases for smartphones.Learn MoreFor more information, visit www.lifeproof.com or call (888) 533-0735.
Demandsing Removal of Racist Google Applications SAN FRANCISCO First District Board of Equalization Member Betty T. Yee issued the following statement demanding removal of several racist applications marketed through Google’s “Google Play” platform for use on smart phones and tablets using Google’s Android operating system. The applications, called “Make me Asian,” “Make me Indian,” and “Make me Irish,”
encourage users to modify pictures of themselves using stereotypical effects such as “war paint,” a conical hat, or facial hair. “Google must remove these applications from its platform immediately.” The applications encourage young people to associate individual cultures through insulting, stereotypical symbols that would not be tolerated in any other modern
media. Furthermore, the notion that donning these superficial features can turn one into another ethnicity discourages every effort to teach young people to explore and embrace people of different cultures. “The applications are also mean-spirited. Google’s online platform encourages users to share pictures with friends and ‘laugh heartily,’ advertising the idea that racist stereotypes should be
promoted publicly.” Board Member Betty T. Yee was elected to her post in November 2006. Her district includes many of California’s coastal counties, from Del Norte to Santa Barbara, and includes the entire San Francisco Bay Area. Ms. Yee previously served as Chief Deputy Director for Budget at the California Department of Finance, covering a wide array of state and local finance policy matters.
