THE SANTA CLARA COUNTY STATE OF RAZA VOTING IN 2020 Joseph Karl Soltero Special to El Observador

R

emember how media pundits were proclaiming that the “Sleeping Giant” had awakened when they talked about the growing political and economic strength of La Raza Hispanics in America? In California, it appears that La Raza has hit the snooze button on their alarm clocks and phones because the simple truth is that Raza does not vote in the large numbers possible. In an attempt to determine why, The Congressional Hispanic Caucus conducted surveys and focus groups to try to understand why Raza does not vote. Two reasons emerged: A lack of candidates that Raza identifies with and candidates that Raza feels neglects them. The feeling that the economy largely benefits the wealthy and stagnant wages prevents Raza families from moving ahead creates a sense of apathy and a feeling that the political system simply does not care about its concerns such as 'jobs having career ladders', immigration and health care. Another factor that is coming more into play is the 18-year-old Raza millennial voters. Young people have not yet become fully engaged as voters. As a result of poor political campaign targeting by Democratic, Independent, and Republican Parties involvement and engagement

are not promoted. These are some of the potential reasons that have been identified by The Hispanic Caucus. According to the Pew Research Center, there are an estimated two million Latinos in California who are eligible to vote and remain unregistered. The California-Mexico Center reports that there are 7.9 million registered Latino voters in California, yet the 2016 election turnout reveals that 47.6% voted. Sadly, this is less than the 48 percent who voted in 2012. Keep in mind that there are 15 million Latinos in California. How can Latinos not turn out when you consider Trump’s infamous remarks as he announced his run for president when he characterized Mexicans as criminals, rapists and drug dealers and that Mexico would pay for that border wall. As the saying goes, “all politics is local.” So, let us look at Santa Clara County Latino voting patterns. With a population of 1.9 million residents, Latinos make up approximately 25% of the population yet among eligible Latino voters only 36% voted in the 2018 mid-term election; while 61 percent of non-Asian/non-Latino voters turned out to vote. Ed Murillo, a longtime employee of the Santa Clara Office of the Registrar of Voters, states that Raza in Santa Clara County and California “are at a pivotal point in history”. He reminds us

all of the passage of California State Senate Resolution 450: The “Voter Choice Act” that will hopefully bring more people, especially Raza to the polls. The creation of EVC’s, Early Voting Centers, will allow voters, especially those who live in rural, remote isolated areas of California a chance to do their civic voting duty. Citing the size of Santa Clara County, Murillo states that there are 14 voting districts which means monolingual voters often don’t know where to vote and that polling stations sometimes don’t have Spanish-speaking pollworkers to help these voters who are often first-time voters who can be intimidated by the process as well as 'white supremacists. State-wide, The Latino Community Foundation is focused on voter turnout by young Latinos (remember you can now vote at age 18). Yet among Latino voters 18 to 24, only 30 percent turned out to vote, so the foundation conducted research on why young Latinos don’t vote. Among their recommendations were: 1) Expose Latino youth to voting early and often with high school voter education weeks. 2) Promote the use of student poll worker service with class credit and/or pay. 3) Utilize technology and mass media more consistently. Youth prefer digital media to learn

and to communicate. Sixteen (16) and 17-year-old students can be targeted for pre-registration for elections when they turn 18. In addition, the California Motor Voter Law allows students and adults the convenient opportunity to register to vote when they visit the DMV. As for adults, the foundation encourages individuals to become engaged; attend school board meetings and city council meetings; talk to people about issues and for parents, get involved in school affairs when possible. One way to motivate more Latino voter turnout is to educate them on the history of minority voting in California and America. Latinos and African American voters faced racist poll workers who intimidated people from voting until the passage of the 1965 Voter Rights Act signed by President Johnson. That legislation outlawed poll taxes (you had to pay a tax to vote!). It also outlawed outlandish literacy tests and the infamous test of asking certain voters to accurately guess the number of jellybeans in a jar or face disqualification from voting. Beatings and lynching of African American and Latino voting rights activists were common during the 1950’s and 1960’s. Locally, the Community

Organization) led by civil rights activist Cesar Chavez, Blanca Alvarado and Dolores Huerta in the 1950’s did voter registration drives. Cesar’s sister Rita Chavez-Medina led these drives while being threatened and called a “communist agitator” by rightwing elements in the area. So please think of the struggles and sacrifices of our community leaders, parents and grandparents, and our community's members of the “Greatest Generations”. Think of the sacrifices of our brave soldiers during World War II during which Hispanics were awarded 60 Congressional Medals of Honor; more were awarded during the conflicts in the Middle East so that you would have a chance to vote in peace and security. Hopefully the political climate we live in today will cause you to experience a righteous indignation that will motivate you to vote to change local, state and national elected officials who do not act in your personal best interests. Si los demócratas, los republicanos y el presidente de la Suprema Corte de Justicia John Roberts, quien preside el juicio, asumen su responsabilidad con la misma filosofía y entereza que la representante García, todavía existe la posibilidad de que la

l juicio político contra Donald John Trump ha comenzado y no debe ser motivo de celebración. Se trata de uno de los más serios procesos en la vida de una República. Está en juego la salud y la credibilidad de la democracia y de sus más importantes instituciones, en este caso de la Constitución y de la responsabilidad de los poderes ejecutivo, legislativo y judicial. Las dos acusaciones en su contra son de la mayor gravedad: abuso de poder y obstrucción del Congreso, ambas derivadas de la conversación telefónica del 25 de julio de 2019 con el presidente de Ucrania Volodymyr Zelensky, cuando Trump presuntamente condicionó la ayuda a ese país a anunciar públicamente una investigación de su rival político, el ex vice presidente Joe Biden, así como de sus acciones subsecuentes para evitar el escrutinio del Congreso. Los demócratas, que son mayoría en la Cámara de Representantes pero minoría en el Senado, deben probar que la conducta del presidente no sólo fue inapro-

It was a true blessing to receive this service. ” Low vision services offer hope The field of visual rehabilitation has advanced significantly over the years, offering more effective technologies and strategies. Today, ophthalmologists' solutions range from simple and portable video magnifiers to enlarge text and objects to high-tech lenses with cameras that allow people to read text and see faces. In addition, there are many simple changes that people can make on their own to help them live better: • Improve contrast. Contrasting colors can help facilitate household chores and improve safety. Place dark tablecloths under white cutlery, get carpets that are a color that contrasts with the color of the floor and use kitchen towels and cutting boards that contrast with the color of the kitchen counter. Use contrasting colored tape along the edges of carpets, steps and lamp shades. • Improve lighting. Each year, about three million older Americans are treated for fall injuries, according to the Centers for Disease Control and Prevention (CDC). Many of these falls are caused by low vision. Add lighting to stairs and dark corridors. Remove the carpets from the hallways to avoid tripping. Direct lighting for preparation in the kitchen can make preparing food easier and safer. • Reduce clutter and organize. It is more difficult to navigate in a messy house and this can contribute to falls and frustration. When each thing has a specific place and each piece is identified with a high contrast label, it is easier to find what is needed for everyday life. • Adopt the technology. Recorded books and voice-activated personal assistants, such as Google Home or Amazon Alexa, can greatly help people who no longer see well enough to read, telephone or set up a thermostat. With a simple voice command, these assistants can telephone a friend while the thermostat increases the heat of your home.

OS ANGELES -- LGBTQ groups launched a $1 million campaign on Wednesday to encourage everyone to participate in the 2020 census.

California's 1.3 million strong LGBTQ population is the largest in the country, and traditionally has been hard to count.

Beatriz Valenzuela, communications manager for the group Equality California, says a sizable number are part of other undercounted groups -- such as immigrants, people of color, renters or those experiencing homelessness. "It's imperative that every single person gets counted," Valenzuela stresses. "And it's easy. It's only 10 questions. It takes probably less than 10 minutes. And you're able to do it online, by mail, on phone, or at one of the kiosks." The campaign includes ads on Facebook and on the dating app Grindr, and will place census assistance kiosks in LGBTQ gathering spots in 10 cities across the state. In March, the Census Bureau will start mailing out cards that assign each person a unique code that will allow people to log onto Census.gov and fill it out online, or just fill out the paper forms and mail them. For each person who fails to fill out the census, California stands to lose $2,000 in federal funding every year for 10 years. Valenzuela says that would shortchange programs such as food stamps and Medi-Cal -- programs that are used by one in five LGBTQ families. "Having that accurate information gives government agencies the data that they need to give programs the right funding -- to give us the right representation in government and essentially to have our voices heard," Valenzuela explains. The Trump administration refused to put a question on the census about sexual orientation and gender identity, but there is

"The top 25 donors are responsible for nearly half of all the individual contributions that have gone to super PACs since the Citizens United decision," says Weissman. "So, we really are looking at an oligarchic situation." Weissman says that means that issues that enjoy wide public support - like bills to prevent gun violence, lower prescription drug prices or fight climate change - have languished in Congress, as many lawmakers depend on funds from the gun lobby, and drug and energy companies. Supporters of the decision say it allows all corporations to have a voice in the political process, not just the ones with media empires. Senate Democrats have introduced a constitutional amendment to overturn Citizens United. And the Democrat-controlled House of Representatives passed the "For the People Act" to reform the rules on political donations. But Republican Senate Majority Leader Mitch McConnell has refused to allow a vote, calling the bills a ploy to get more Democrats elected. Maryland Congressman John Sarbanes - DBaltimore - says the House bill would be shot in the arm for democracy. "It requires disclosure of where dark money is coming from," says Sarbanes. "It puts a cop on the beat by strengthening the Federal Election Commission. It puts new rules in place with respect to lobbyists and super PACs, and other measures." The bill also would reform the campaign finance system, allowing candidates to get matching funds for small-donor donations, thus diluting the influence of special interests. The Harvard study put the concept of climate gentrification in the public eye for the first time, but we can see examples of it just about everywhere. “In California, wildfires are becoming more common and forcing people to move, in some cases because their homes were destroyed, and in others because the threat of fire makes it difficult to get insurance or a mortgage,” reports Aparna Nathan of Harvard’s Science in The News blog. “Los Angeles, in particular, may see an influx of people from the coast (as sea levels rise) and further inland (as fires rage) into its traditionally working-class Eastside neighborhoods.”

limate gentrification is a relatively new term describing what happens when neighborhoods traditionally overlooked by wealthy people become more attractive—and expensive— given their siting in geographic areas that happen to be more resilient to climate-related threats such as stronger, more frequent hurricanes, flooding, wildfires, etc. The already-classic case is in Florida’s Miami-Dade County, where climate-related flooding and sea level rises are driving wealthy homeowners away from once pricey beach-front property and into the higher elevations surrounding areas like Little Haiti, Liberty City and Allapattah that have traditionally been home to struggling minority families. The result is greater density and higher home prices and rents in these recently poor neighborhoods. Meanwhile the locals move out, complaining that the transition is forcing them out of their beloved homes while sapping once vibrant cultural identities. A recently released Harvard study of real estate values by elevation in the Miami area over the last five decades found that while home prices were rising in most parts of the 2,400-square-mile county, areas at higher elevations were experiencing larger increases. Properties located 2-4 meters above sea level rose 11.5x in value on average over the 19712017 study period, while those located at or within one meter of sea level rose 8x on average.
