A few days after that executive order, the US president announced that he will replace the vehicles in his government fleet with electric vehicles. The 2021 California County Scorecard of Children's Well-Being, released this week, is an interactive online data tool that tracks 39 indicators that measure such considerations as mental health, poverty and academics. Ted Lempert, president of Children Now, said it indicates things already were tough before the pandemic, especially for low-income children of color. "We know that all these issues have been exacerbated," he said, "so it really sounds the alarm even stronger that we need to prioritize kids and provide these supports urgently." The report also found that more than one-third of kids report chronic sadness, and 15% are in families who don't always have enough to eat. It also pinpointed some bright spots such as high-school graduation rates north of 90% in rural Mariposa, Merced, Modoc and Sierra counties. Lempert said the data tool allows "apples-to-apples" comparisons among California's very diverse 58 counties. "It's actually helpful for local officials and local groups to see which counties are doing better in particular areas," he said. In the counties that score the highest for kids' well-being, according to Children Now, local government agencies tend to work more closely with community groups to make their programs as efficient, easy to use and family friendly as possible.

EW YORK -- Doctors warn delays of cancer screenings and preventive health care while sheltered in place during the COVID-19 pandemic could lead to serious health consequences later. Data from the U.S. Census Bureau shows more than 3.7 million New Yorkers said they have delayed medical care because of the pandemic. Dr. Steven Angelo, chief medical officer with UnitedHealthcare Medicare and Retirement in New York and New Jersey, said delaying or foregoing care such as routine cancer screenings and annual physicals can increase the incidence of preventable and treatable illness.

"The National Cancer Institute predicted earlier this year that delayed screenings could lead to 10,000 additional deaths from breast and colorectal cancer alone over the next decade," Angelo noted. He urged patients to feel confident doctors' offices are taking additional precautions to keep them safe and prevent the spread of infection during the pandemic. Many doctors have instituted innovative practices such as "smart scheduling" that prevents crowded waiting rooms, or having patients wait for appointments in their cars. Angelo added keeping up with scheduled visits also can be done remotely. "There's things called wellness visits that are available for Medicare recipients," An-

gelo suggested. "Telehealth is a way that you can actually continue to provide that sort of care through the safety of an audio-visual call." The Centers for Disease Control and Prevention said people with obesity, diabetes, heart and lung disease are dying at higher rates because they are avoiding care out of fear of catching COVID in their doctor's offices. Angelo agreed that fear is perfectly understandable. "But the fact is that those at greatest risk from COVID-19 are likely the ones who need to see their doctor the most," Angelo countered. "So, I would highly encourage people to take advantage of all the safety measures that their physicians are taking in their practices."

NNAPOLIS, Md. - Remote learning during the pandemic has meant excessive screen time for children, and a Maryland heath care group is raising awareness to prevent too much exposure to potentially damaging blue light. The light emitted from digital devices can cause serious retinal damage in children, with long-term exposure. According to Scott Edmonds, chief eye-care officer for UnitedHealthcare, children's eyes are still developing and more blue light enters their retinas than adults' eyes. It can also cause digital eyestrain, headaches and blurred vision. In addition to taking breaks, Edmonds suggested teaching kids to follow what he calls the "20-20 Rule" to protect their eyes. "Every 20 minutes, you should look off into the distance, at something 20 feet or further, for 20 seconds," said Edmonds. "So, breaking up your screen time every 20 minutes lessens the chance you're going to get myopia, gets you away from the blue light, and it lets all your eye elements relax and will minimize the digital eyestrain."

He added it's important not to sit too close to the screen, keeping about 30 inches away. Another eye issue to look out for from excessive screen time is nearsightedness. Edmonds pointed out that myopia among children and adults has increased dramatically with the introduction of computers and other digital devices that require sitting close to a screen for extended periods. "Back in the 70s when we really started to track this kind of data, it was about 25% of the population was nearsighted in America," said Edmonds. "And now it's over 41%. And we think it's related to even more obsessive reading and screen time, and everything up close and nothing in the distance." A 2020 survey of parents and educators found 93% of parents and 96% of educators said they're "very concerned" about the impact of digital devices on children's eyesight. About 64% of teachers think blue light protection would improve students' attention spans.

ARRISBURG, Pa. - As an estimated 230,000 Pennsylvania families face possible eviction, civil-rights advocates say President Joe Biden's executive order extending the moratorium on evictions is a good start - but Congress could do more to protect tenants who have fallen behind on rent because of the pandemic. The moratorium was set to expire the end of this month, on evictions from federally assisted or financed properties and on foreclosures on federally guaranteed mortgages. But the executive order extends it through the end of March. Ian Thompson, senior legislative representative with the American Civil Liberties Union, said it needs to be expanded to cover all tenants, and for the duration of the COVID pandemic. "We also need requirements put in place on landlords to make sure they are not violating these important protections," said Thompson. He added that Congress needs to have emergency rental assistance in place before the moratorium is lifted. Some landlords have already challenged the constitutionality of the federal moratorium in court. Thompson pointed out that, each passing month, millions of tenants nationwide are falling further behind on their rent. "Unless there is emergency rental assistance funding in place, all we are doing is kicking the can down the road for when this mass eviction crisis is going to hit," said Thompson.

He said he thinks the federal government also should provide funding to help cities and states give renters facing eviction the right to be represented by legal counsel in court. Thompson noted experiences in New York City, San Francisco, Boulder, and - most recently - Baltimore show that instituting a right to legal counsel for tenants helps keep people in their homes. "In all of these jurisdictions, these programs have been shown to reduce the number of evictions that actually occur," said Thompson. In December, U.S. Census data estimated that 16% to 25% of Pennsylvania tenants were behind on their rent.

PLAN DE VACUNACIÓN EN CALIFORNIA QUIERE SALVAR MÁS VIDAS LATINAS Expertos advierten la importancia de las vacunas para reducir las hospitalizaciones y el número de muertes entre la comunidad hispana, la más afectada por la pandemia.

“Reconocemos que hay muchos mitos que se están propagando en nuestra comunidad, pero es importante que nos concentramos más en los datos verdaderos”, observó por su parte la doctora Trinidad Solís del departamento de salud pública del condado de Fresno, donde la campaña de información se ha extendido a áreas rurales sin conectividad a internet como Coachella.

“Yo he visto personalmente cómo esta enfermedad ha afectado a nuestra comunidad” dijo Ramírez, quien ya recibió las dos inyecciones de la vacuna Pfizer-BioNTech, tras las cuales se quedó con “un leve dolor en el brazo, un poco de fatiga y dolor de cabeza”. Ramírez habló a medios hispanos, en el marco de la campaña Vaccinate All 58 que busca vacunar a todos los residentes de los 58 condados de California. A la fecha más de un millón de californianos ya han recibido la vacuna gratuita contra la COVID-19 y mega centros de vacunación han sido instalados en lugares como el Dodger Stadium, el Petco Park y Cal Expo. “Sabemos que pueden haber efectos secundarios menores después de la vacunación, pero estos no son dañinos, son una señal de que la respuesta inmunológica está funcionando”, dijo Ramírez. Ambas vacunas aprobadas por la Administración de Alimentos y Medicamentos (FDA en inglés) fueron probadas en decenas de miles de adultos de diversos orígenes, incluidos adultos mayores y comunidades étnicas. En ambos casos su eficacia para desarrollar inmunidad contra el virus es del 95%, por lo que expertos médicos la consideran “segura y efectiva”. Los ensayos clínicos para la vacuna Pfizer/BioNTech -cuyas dos dosis se deben administrar con al menos 21 días de diferencia en personas mayores de 16 años- incluyeron a un 13% de hispanos, 10% de afroamericanos, 6% de asiáticos, 1% de nativos Americanos y 45% de participantes en edades de 56-85 años. Otros incluso creen que la inoculación los puede contagiar de COVID y hay quienes piensan que si ya han tenido coronavirus, no necesitan vacunarse a lo que Solis recuerda que se desconoce cuánto puede durar la protección de la inmunidad natural. “Si queremos que la pandemia se termine, vacunarnos nos protege no solo a nosotros sino a nuestras familias”, añadió Solis, citando con preocupación un reciente artículo del periódico Los Angeles Times que da cuenta de que los latinos se están muriendo a un ritmo 8 veces mayor que apenas dos meses atrás por causa de la COVID-19. “El plan de implementación ahora es vacunar a quienes tienen más riesgo (mayores de 65) y cuando el turno llegue, la gente va a poder ir a los centros de vacunación en la comunidad, doctores de cabecera, clínicas y farmacias locales (para recibir su turno)”, dijo Solis. El gobernador Gavin Newsom ha dispuesto un plan de vacunación por fases. En la Fase 1A que rige actualmente, los trabajadores de salud y los residentes de centros de cuidado de ancianos fueron los primeros en ser vacunados. En la Fase 1B que ya ha comenzado, siguen los mayores de 65 años y personas en riesgo de exposición en las áreas de educación, cuidado infantil, servicios de emergencia, alimentación y agricultura. resident Joe Biden has ambitious plans to make up for lost time with climate remediation and encouragement of the clean energy sector—including rejoining the Paris Climate Accord that Trump withdrew the U.S from in 2017. Biden will also be looking to clean up some shorter-term environmental messes left by the Trump White House in its final days. One of the more egregious of Trump’s last minute anti-environment moves is the “Environmental Protection Agency (EPA)’s Strengthening Transparency in Pivotal Science Underlying Significant Regulatory Actions and Influential Scientific Information Rule,” a mouthful, for sure and innocent-sounding, perhaps: It stipulates that publicly released scientific data should take preference over studies that keep their data confidential. But, according to The Washington Post, many researchers and academic organizations say that the criteria “will actually restrict the EPA from using some of the most consequential research on human subjects because it often includes confidential medical records and other proprietary data that cannot be released because of privacy concerns.” Says Chris Zarba, former director of the EPA’s Science Advisory Board, in the same Post article: “It sounds good on the surface. But this is a bold attempt to get science out of the way so special interests can do what they want.” Another change pushed through by Trump at the last minute is a significant reduction in environmental and safety requirements for Arctic oil exploration. Native tribes there are especially incensed by this move, and have taken to social media in droves to win sup-

port against it. Given the sheer volume of public opposition, it will likely take many weeks before any auctions for these drilling rights leases could be finalized, thus giving the Biden administration a chance to take action before a disaster takes place. Similarly, Trump has also just proposed to strip protections from millions of acres of California’s desert to open up mining projects, which would destroy native ecosystems and conservation lands. California Democratic Senator Dianne Feinstein has already pledged to “work with the new administration to immediately block this rule change” which jeopardizes a bi-partisan desert conservation plan years in the making that carefully balances recreational use, energy production and preservation. On the bright side, President Biden has already issued executive orders for the U.S. to rejoin the Paris Climate Accord, to direct federal agencies to consider revising vehicle fuel economy and emissions standards, and to cancel permits for the construction of the Keystone XL pipeline. After cleaning up Trump’s mess, which could take anywhere from weeks to years, Biden also aims to implement his own omnibus climate package similar to the proposed Green New Deal. Biden’s plan calls for increasing electric vehicle usage, expanding wind and solar energy markets, creating millions of new jobs in sustainable energy, and paving the path to 100 percent clean energy by 2050. Tender pulled pork is braised at low heat for 4 hours to slowly soak in the flavors of carrots, onions and wildflower honey. 1/2 tablespoon honey 1 tablespoon vegetable oil nonstick cooking spray Honey Pulled Pork: 2 1/2 pounds pork shoulder salt, to taste pepper, to taste 2 carrots, peeled and roughly chopped 1 large onion, roughly chopped 1 jalapeno, sliced in half 2 cups water 1 cup soy sauce 1 cup wildflower honey 1 1/2 cups rice wine vinegar water nonstick cooking spray To make dumpling dough: In mixing bowl, combine yeast and water. Let stand until yeast dissolves, about 15 minutes. In stand mixer fitted with hook attachment, combine 1 cup flour, sugar, salt, baking soda, baking powder and honey with yeast. With mixer on low speed, combine yeast mixture and oil. Increase speed to medium and mix until tacky dough forms, about 4 minutes. Turn dough out onto floured work surface and knead until smooth and elastic, about 5 minutes. Form dough into ball. Spray bowl with nonstick cooking spray and add dough. Cover bowl with plastic wrap. Let dough rise in warm area until doubled in volume, about 1 hour.

Place bamboo steamer with 2-3 tiers in wok. Pour enough water into wok to reach just below bamboo steamer and bring to boil. Remove bamboo steamer from wok. Spray bamboo tiers or steamer insert with nonstick cooking spray. Working in batches, arrange dumplings about 1 inch apart on bamboo steamer tiers. Place bamboo steamer with dumplings in wok. Cover and steam until puffed and tender, about 15 minutes. Serve immediately or store in airtight container and freeze.

ACOMA, Wash. -- President Joe Biden signed an executive order this week ending the federal use of private prisons, but the order does not include privately run immigration facilities, like the Northwest ICE Processing Center in Tacoma. Formerly known as the Northwest Detention Center, the facility is run by GEO Group and is one of the largest in the country. Maru Mora Villalpando, community organizer with the group La Resistencia, which has long called for the center's shutdown, saw Biden's order as misleading.

"We can't rely on Congress or on the president to solve all these problems," Villalpando asserted. "These problems are so complicated that we need to work at every level possible." House Bill 1090 is scheduled for an executive session today in the House Committee on Public Safety. Villalpando said other states, including New Mexico and Maryland, also are working on banning private prisons.

Rick Chavez Zbur, executive director of Equality California, which sued to stop the ban, said the policy hurt individuals and the nation as a whole. "It was also harmful to the country because it deprives our country of talent and really harms military readiness," Zbur maintained. Former President Donald Trump imposed the ban in July 2017 but it was tied up in litigation for two years until the Supreme Court allowed it to take effect. Trump argued the military should not have to pay for people to go through the transition.

The order also requires the Department of Defense to correct the record of anyone dismissed for their gender identity.

acramento – The California Department of Motor Vehicles on Wednesday January 27th issued a permit to Baidu USA LLC, authorizing the company to test driverless vehicles on public roads in Sunnyvale. While Baidu has had state authority to test autonomous vehicles with safety drivers since 2016, the new permit allows the company to test three autonomous vehicles without a driver behind the wheel on specified streets within Sunnyvale, located in Santa Clara County. The vehicles are designed to operate on roads with posted speed limits not exceeding 45 miles per hour. Tests may be conducted during all times of the day and night, but will not occur during heavy fog or heavy rain. Baidu is the sixth company to receive a driverless testing permit in the state. Currently, 58 companies have an active permit to test autonomous vehicles with a safety driver. In order to receive a driverless testing permit, manufacturers must certify they meet a number of safety, insurance and vehicle registration requirements, including: • Providing evidence of insurance or a bond equal to $5 million. • Verifying vehicles are capable of operating without a driver, meet federal Motor Vehicle Safety Standards or have an exemption from the National Highway Traffic Safety Administration, and is a SAE Level 4 or 5 vehicle. • Confirming vehicles have been tested under controlled conditions that simulate the planned area of operation. • Notifying local governments of planned testing in the area. • Developing a Law Enforcement Interaction Plan that provides information to law enforcement and other first responders on how to interact with test vehicles. • Continuously monitoring the status of test vehicles. • Training remote operators on the technology being tested. Driverless testing permit holders must also report to the DMV any collisions involving a driverless test vehicle within 10 days and submit an annual report of disengagements. Under state law established in 2012, the DMV is required to adopt regulations covering both the

testing and public use of autonomous vehicles on California roadways. Regulations to allow testing with a safety driver behind the wheel took effect on Sept. 16, 2014. Rules to allow testing without a driver and deployment of autonomous vehicles were subsequently adopted and took effect on April 2, 2018. Regulations allowing for light-duty autonomous delivery vehicles weighing less than 10,001 pounds were approved on Dec. 16, 2019. ALEM, Ore. - Advocates for the "right to repair" electronics say a bill in the Oregon Legislature could help families during the pandemic.

Hilary Shohoney, executive director of Free Geek, a Portland-based nonprofit that repairs and recycles old electronics, said the state's digital divide was starkly visible at her organization in those early months.

House Bill 2698 would require electronics manufacturers to provide independent providers with tools and manuals necessary to repair their devices. Many manufacturers say these tools are intellectual property and only allow authorized retailers to handle repairs. State Rep. Janeen Sollman, D-Hillsboro, said Oregon's right-to-repair bill has support from both parties. "Once someone buys the product, they should own it, and they should be able to do whatever they want with it," she said. "Intentionally limiting access to where and how people can fix what they own means they truly don't own it." Sollman said the bill also would reduce the cost for fixing these products. She said this especially is crucial during the pandemic, when electronics use is up and more necessary than ever to many people's lives. According to the Oregon State Public Interest Research Group, this bill could save Oregon households up to $330 per year.
