THOUGHTS ON TAKING CARE OF EACH OTHER ESPECIALLY THE ELDERLY
T
Hilbert Morales EL OBSERVADOR
his past week, on February 4th, I became 91 years of age. I know I am very fortunate because all three of my children, Linda, Tony, and Mary plus sons-in-law Lawrence and Jeffrey, made an effort to come visit me. This past Sunday, Mary had several family friends over for a birthday supper party which contained the ‘blow out the candles’ ritual. Luckily, my lung capacity was sufficient to blow out the candles in one puff, but understand that there were not 91 candles on that cake. EO publisher Angelica Rossi sent Edible Arrangements (chocolate dipped strawberries) which were consumed and enjoyed. Just tonight (Wednesday), daughter Mary and her husband Lawrence came to my Palo Alto home, took me out to a good restaurant and stayed overnight. Son Tony (an independent plumber) also came by after working all day installing the basic plumbing (water supply and drainage lines) for a residential washroom. This past Saturday, EO managing Editor, Arturo Hilario, came to my home to deal with funding of a Latino journalism internship. That got taken care of. So, at the moment, I feel very well looked after by my children, EO colleagues and close friends who came by to wish me Happy Birthday. Some 35% of America’s resident population are elderly (defined as individuals over age 65). Family gatherings are very important and essential. My neighbor Della, age 101, is being looked after 24/7 by her two granddaughters. Her two sons and their wives have a very reliable schedule which facilitates looking after their elderly mother. All of this care is a natural function of the basic unit of all human societies: THE FAMILY, and today we must include the extended family composed of close friends who look out after each other. Many times, that only takes an occasional phone call to conduct a brief conversation. Many personal issues are resolved more easily when the situation is described to a close friend who may provide additional perceptions. Young adults properly look out for

(and after) their elderly parents. These family relationships are very essential to the transfer of family legendary stories and history whereby social values and family history is sustained and transferred from one generation to the next while caring for the kids and the very elderly. In these instances, some level of love (which is impossible to define) is involved. As an adolescent, I observed my parents take in single individuals when these needed assistances which sustained their lives (with food, housing, and caregiving as needed plus counseling and referrals). Referral to professionals must always be an option. Just remember that when funds or knowledge is lacking, the County of Santa Clara has a very effective Social Services Agency (sustained by your takes) and also sustains and operates The Health and Hospital System of Santa Clara County which included SCVMC (Santa Clara Valley Medical Center). It is these professional relationships and human services which bind individual families closely together in a manner that no Medical Staff or Social Services Agency staff can provide nor achieve. Today, I know of several individuals who have almost no family ties. It is these individuals who need to learn to establish relationships which are essential when impoverishment and disabilities (old age) come along. It is at these times when certain
individuals are very vulnerable. Some even consider suicide because they feel so lonely and unconnected to anyone. This is where family and friends are most essential in having effective human relationships. As the patriarch of my family, I practice and facilitate the sharing of responsibilities which enable individual members of my family to make certain transitions in life smoothly. IF THE NEED FOR ASSISTANCE IS REVEALED AND COMMUNICATED IN A TIMELY MANNER to family and friends, very often substantive (usually money) issues may be resolved. I recently counseled a good friend whose married daughter husband (a management professional) often spoke to her using disrespectful wordings. Those words and phrases were learned by that individual when, as an adolescent, he/she heard the parents argue. My advice was simple: Do not tell him/her “You cannot speak to me like that using those words! I am your wife's mother!” Instead say, “As your wife's mother, I am repulsed by your words. And as a grandmother of your kids, you and I need to find a way to create and sustain a family relationship simply because I will always be my daughter's mother and the grandmother to these kids.” The real issue was to help the husband to release the pentup emotions held in check all day when dealing with very frustrating situations at work. Once the husband (and manager)
began to analyze and place the frustration sources correctly, the level of disrespectful verbal exchanges dropped; the level of good family relationships with direct communications was much higher. The reality is that one must constantly be alert to the misplacement of frustration and disappointment to those close family members who had nothing to do with being the source of that frustration and disappointment. One must continually be alert and be prepared for these situations which come up regularly. In fact, one may be proactive. Long ago, I decided not to respond to racist pejorative statements directed to me by WASP individuals (White Anglo-Saxon Protestants). I now respond by saying “I want you to know that when I want your opinion, I will ask you for it.” This response very often puts an end to unpleasant situations without raising the level of anger and frustration. My personal experience is that when I communicate while projecting my own personal dignity and respect for others, that same regard will be reflected back. It does take discipline to achieve that capacity and ability. Many individuals want to be dominant rather than equals. The American ideal is to relate to each other and to our government officials as respectful equals under the laws of this land.” To achieve that one must be in control of one's self, that is all one controls and becomes the master thereof. An essential trait to acquire is that of dealing with issues as soon as possible, especially now that I am 91 years of age. I may not be 'alive and well for much longer. Only Divine Providence knows that! Meanwhile, I am enjoying my productive life and the feelings of appreciation and satisfaction which are reflected back to me. My life is good. I am not that wealthy, but I know that I am well-off. As an elderly individual I really appreciated and savored those good feelings which were directed towards me. My family, friends, and colleagues are priceless! Divine Providence has blessed us all. We are taking care of each other, especially senior citizens and the elderly. And I thank GOD for all that.

Calif. -- It's that dreaded SACRAMENTO, time of year again -- tax time!
But the good news is that the AARP Foundation's annual Tax-Aide program is now in full swing, ready to help people prepare right up until the April 15 deadline.
Gary Jurovich, state coordinator for the AARP Foundation in Northern California, says highly trained volunteer tax preparers are standing by to help at senior centers, libraries, churches and government offices up and down the state. "All of our new people have to go through extensive training to become certified to do the returns," he points out. "And all of our returning counselors who come back year after year, they have to go to refresher training every year. Everybody has to pass three different tests." Last year, almost 200,000 Californians got free help on their returns. They collected more than $92 million in federal refunds and more than $13 million in Earned Income Tax Credits. Nationwide in 2019, those numbers totaled $1.6 billion in refunds and $200 million from the tax credit. Jurovich says one of the biggest misconceptions is that these services are only for people

A lot of people come in and expect that there's going to be a fee. It's not. It's free. "We prepare the returns, both federal and state returns, and then we file the returns electronically." ACRAMENTO, Calif.
BERNIE SANDERS, THE FAVORITE OF DREAMERS TO PROTECT MEXICANS IN THE US - MAURICIO LÓPEZ (Mexico City, 25 years old): "The United States is nothing without immigrants" At three years old Mauricio López arrived with his mother in North Carolina, where his stepfather resided. In 2017, he returned to Mexico after his DACA expired and after living the drama that led to his brother's deportation. This young man, who now teaches English in the Mexican capital still remembers the surprise of Trump's victory over Hillary Clinton, and regrets that the Republican has brought up the "hidden feelings" that many people had against migrants. exico - Although they no longer live in the United States, the "dreamers" that have returned to Mexico are in attentive to the 2020 presidential elections, since a re-election of Donald Trump would further complicate the lives of their families, as well as the expectations of returning one day to That country, which many of them have called home. Young people who arrived illegally to the United States as children were affected by Trump's decision, pending the Supreme Court's ruling, to cancel the Deferred Action (DACA) program, a temporary immigration program that allows them to study and work legally. EFE has contacted four "dreamers" who were deported or returned to Mexico and who expose their fears and political preferences towards the aspiring Democrat Bernie Sanders, whom they consider the closest to migrants. - ISRAEL CONCHA (Mexico City, 38 years old): "Trump uses migrants as bait to achieve his re-election" For 34 years he lived in Texas, where he founded a transport company, but everything was truncated a day that exceeded the speed limit while driving. He was arrested and, being undocumented, began a long deportation process for which he spent two years locked in an immigration center. "We are dealing with a president who uses migrant families as bait and chess piece to get him re-elected," reproaches the founder of New Beginnings, an organization supporting Mexican deportees and returnees from the United States. Israel, who was kidnapped on his first day in Mexico, regrets that there is a "big chance" that Trump will be re-elected on November 3 for the good progress of the economy, so he wants to "see someone strong on the Democratic side that can compete. "
"Unfortunately, families continue to be separated and children are detained," says the activist, whose son, who is still in the United States, was born while facing deportation. The judge in charge of his case did not let him say goodbye to him. Although he was deported in 2014, under the mandate of Barack Obama, Israel believes that Trump is worse because "he tells the world that it is okay to discriminate" and predicts that "if he is reelected he will continue the hunt against our community." - CHANTAL LÓPEZ (Acapulco, 29 years old): "If Latinos don't vote, Trump will be re-elected" Just four months ago, Chantal López arrived in Mexico from California, where she moved with his family at age 10 due to the lack of employment due to violence and the fall of tourism in Acapulco. Although she does not dominate Spanish one hundred percent, she is more comfortable in his new home than in the United States. "I feel more relaxed and calmer in Mexico because I am not worried about whether they will find me and deport me," she confesses. A graduate in Ethnic Studies, she returned to her native country because she wanted to practice her profession instead of "working forever in a restaurant". Chantal is clear about her preference for Bernie Sanders because she believes that "he is very interested in helping people who do not have many resources." She fears that Trump will win the elections, which could affect her sister residing in the United States, to whom DACA soon expires. "I want Trump not to win because he has very racist visions and only seeks to help the rich," says Chantal, who has the bad omen that "if Latino people do not vote, it will be very difficult for Trump not to be re-elected." .
"It is sad that many people I worked with had the idea that we are criminals, 'bad men'. It was when I decided to leave, because in this country they don't love me and I don't have opportunities," he explains. For him, the ideal candidate is Sanders because he "has many ideas for migrants" and is clear that the country is a powerhouse thanks to migration. "The United States is nothing without immigrants," Mauricio notes. He aspires to return to the United States one day, firmly defending the country that needs "a president who appreciates migration and knows why we are migrating," while the Latino community must unite to be "stronger" in the face of Government. - ITZEL ESTÉVEZ, (Puebla, 27 years old): "Americans must educate themselves more about Mexico" It was not easy for Itzel Estévez to return to Mexico alone in 2010 from California, where she grew up from the age of six. But as an irregular migrant, his professional options in the United States were "very limited" and he did not want his only option to be getting married and having children. Itzel reveals that his relatives, who stayed in California, "have a little fear with the new election" because of the possibility that Trump will win again, since some are "fixing their papers." "I would not like Trump to be reelected," says Itzel, who believes that "Americans must educate themselves more about Mexico" to better understand the migration phenomenon and why half of the undocumented immigrants in the United States are Mexican. Itzel recalls that, unlike the image in the United States, the migration of Mexicans to the United States "has dropped a lot" and little by little "job opportunities" in Mexico grow. Itzel would like to see a political change in Washington since "the Democratic Party supports migrants a little more," although her main wish is for his family to return to Mexico someday.

choacán (Mexico) in a family of very humble origin, very poor peasants. Growing up between Texas and Ohio, many times I could see how my mother, a woman with dark skin and an accent, was treated very differently from my father. That seemed an injustice to me since I was a child and it motivated me to dedicate myself to the immigrant community.

P: ¿Es posible derrotar a John Cornyn?

os Angeles, CA - Latina Cristina Tzintzún, 37, is one of the leading Democratic candidates to face Republican Senator John Cornyn in the November elections with the goal of filling one of the two National Senate positions representing the state from Texas. From a Mexican mother and an American Irish father, she grew up seeing how people treated them differently because of their physical appearance and accent; some episodes that motivated him to fight for the rights of the working class and migrants from an early age. Thus, she became a union organizer and activist and founded several organizations: The Workers Defense Project (WDP), the Austin Immigrant Rights Coalition (AIRC) and Jolt, a group that mobilizes the vote among young Latinos.
In addition, I have a son in common with my ex-husband, who was a "dreamer" (undocumented youth protected by the Deferred Action program -DACA-) and has now been able to legalize his situation. I also experienced the difficulties my own family has faced with the immigration system we have. Q: Is it possible to defeat John Cornyn? A: He has won all these years (he is a federal senator since 2002) with a minority of participation, but that is changing. I don't think I can win in 2020 because there's Trump too. Neither he nor Trump are popular in our state. (...) We are the state with the lowest percentage of people with health insurance and with higher levels of child poverty. In addition, Cornyn has partnered with Trump, who has attacked and discriminated against the majority of the population of Texas: Latinos, African Americans and Asians. "THERE ARE GREAT OPPORTUNITIES WITH YOUNG VOTERS" Q: What teaching is taken from Beto O’Rourke’s campaign against Ted Cruz? He was very close, but in the end he didn't win.
Now, and after the express request of the Beto O’Rourke campaign team, which was about to unseat also Republican Senator Ted Cruz in 2018, he has appeared at this year's elections to become a United States Senator.
A: We get excellent things from Beto, but we are learning about how we can improve. There are great opportunities with young voters, low-income people, the working class. With that coalition we can defeat Cornyn.
Question: Why is she the best candidate to fill the position of US Senator? What is your message to the voters?
Q: The Democratic primary in Texas is next March 3 and faces eleven other possible candidates. Who are the strongest candidates?
Answer: I will be the next senator for Texas because I am a person who fights for the interests of Texas families, something I have done for the past 15 years. I have led initiatives to improve the conditions of construction workers and to make university access more accessible, for example. I know how to motivate voters and now it's time to bring a new generation to the polls. SKIN COLOR DISCRIMINATION Q: Tell us your personal story. What motivated you to fight for the rights of migrants? A: I am the daughter of immigrants. My mother is the youngest of nine children born in Mi-
A: I see a very likely second round, but I think I will ultimately win because I am focusing on the needs of the people, of the working class that politicians forget. In the last survey, I came out number one and you could see the diversity of the people who support me. My immigration proposals, with a modern system that legally allows migrants to take up "empty" jobs, while protecting the rights of Americans, and my ideas against the climate crisis will be important. If I win, not only will Texas change, but the whole country.

EARTHTALK Q&A: IDLING CARS AND POLLUTION
Dear EarthTalk: Every day when I pick up my kids at school, all the parents wait in their cars with the engines running. Is all this idling a significant contributor to the atmosphere’s carbon burden or am I being a worry wart over nothing? -- Mary B., Burlington, VT
I

10 seconds, do everyone around you and the environment a favor by turning off your engine. (If you have a hybrid or electric car —or a newer internal combustion car with so-called “stop-start” technology—you’re already part of the solution, as these vehicles shut themselves off when at a complete stop and then come back to life when the driver steps on the gas.)
dling is indeed a scourge on the environment, given the noxious emissions coming out of our engines. According to the U.S. Department of Energy (DoE), a single vehicle dropping off and picking up a kid at school each day adds three pounds of air pollution to the atmosphere per month from idling. The 250 million personal vehicles on the road in the U.S. alone generate about 30 million tons of carbon dioxide every year just by idling. DoE reports that eliminating unnecessary idling by personal vehicles would be equivalent in emissions reductions to taking five million vehicles off the road. Personal cars are only part of the problem. About half of the six billion gallons of fuel we waste on idling each year in the U.S. comes from commercial vehicles. We’ve all seen those delivery trucks with their engines humming while the driver eats his lunch inside or makes his rounds of deliveries on foot. But this kind of irresponsible behavior is actually against the law in 41 U.S. states (some of these restrictions are in municipalities but not necessarily state-wide). The rules vary by jurisdiction. A few states have outlawed idling altogether with the majority of others limiting it to five minutes before fines kick in. Environmental activist George Pakenham made news last year by collecting some
While preventing automobile idling may be an up-hill battle, the shift to hybrid and electric engines is a step in the right direction. Maybe one day when all the vehicles on the road are zero-emission EVs, idling won’t be an issue anymore. But until then, whether you’re a mom at school pick-up or a delivery driver between drops, be responsible and shut it off while you wait. Americans waste some six billion gallons of fuel annually as a result of idling their car and truck engines. What can we do to stop this scourge? Photo Credit: Seven Days Vermont
$9,000 in bounty payments for reporting commercial vehicle idling around New York City as part of a new anti-idling ordinance (successful tattlers get 25 percent of the fines they call in, which range from $300$2,000). What’s surprising is how much idling still goes on, given that most modern engines run better—and warm up faster—while in motion. And you won’t cause any measur-
able wear-and-tear on your car or truck by turning it off and on instead of idling, given the sturdiness of modern-day starters and batteries. The non-profit Sustainable America launched its #TurnItOff campaign to spread awareness about the need to reduce or eliminate wasteful automotive idling. The group recommends that if you’re pulled out of traffic and going to be waiting for more than

McNall. A Petition for Probate has been filed by Jennifer Sofes in the Superior Court of California, County of Santa Clara. The Petition for Probate requests that Jennifer Sofes be appointed as personal representative to administer the estate of the decedent. The petition requests the decedent’s will and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court. The petition requests authority to administer the estate under the Independent Administer of Estate Act. (This authority will allow the personal representative to take any actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consent to the proposed action.) The independent administration authority will be granted unless an interested person Files and objection to the petition and shows good cause why the court should not grant the authority. A hearing on the petition will be held in this court as follows: March 5, 2020 at 9:01am, Dept. 13, located at 191 North First Street, San Jose, CA 95113. If you object to the granting of this petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. If you are a creditor or contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either: 1) four months from the date of first issuance of letters to a general personal representative as defined in section 58(b) of the California Probate Code, or 2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. You may examine the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. REYNOSO DIAZ, Adopting Parent FROM: THE PEOPLE OF THE STATE OF CALIFORNIA TO: JOSE G. PARRA By order of this court you are hereby advised that you May appear before the Hon. Lori Pegg, Judge presiding in Department 72 of the court located at 201 N. 1st St., San Jose, CA 95113, on February 24, 2020, at 10:30AM, then and there to show cause, if any you have, why ERIK PARRA DIAZ should not be declared free from your parental Control and custody for the purpose of freeing ERIK PARRA DIAZ for placement for adoption. The following information concerns rights and procedures that relate to this proceeding to declare minor free from your parental control and custody as set forth in Family Code Section 7860 et. Seq.: 1. At the beginning of the proceeding the court will consider whether or not the interest of the minor child requires the appointment of counsel. If the court finds that the interests of the minor do require such protection, the court will appoint counsel. The minor will not be present in court unless he requests or the court so orders. 2. If a parent of the minor appears without counsel and is unable to afford counsel, the court must appoint counsel for the parent, unless the parent knowingly and intelligently waives the right to be represented by counsel. The court will not appoint the same counsel to represent both the minor and his parent. 3. The court may appoint either the public defender
or private counsel. If private counsel is appointed, he or she will receive reasonable sum for compensation and expenses, the amount of which will be determined by the court. That amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. If, however, the court finds that any of the real parties in interest cannot afford counsel the amount will be paid by the county.
