ith the start of the second impeachment trial against Donald Trump, it is perfectly legitimate to ask whether, in the midst of the public health emergency of COVID-19, it makes sense to use the legislative time and the resources of the federal government to put on their docket a former president. In my opinion, the argument of the Democrats has legal logic, although it is inevitable to assume that it also has a political intention, since one of the consequences of the impeachment process includes the possibility of disqualifying the convicted person from higher office for life, thereby nullifying the possibility of Trump seeking the presidency in 2024.

The outcome of the process is therefore relatively easy to predict. Starting this week, both the former president's nine Democratic prosecutors and attorneys will present their arguments to the nation and the world. However, Democratic prosecutors maintain that there are historical precedents for prosecuting public servants even after they have left office. Otherwise, they argue, any incumbent president could take illegal actions at the end of his term, knowing that he is not held accountable when leaving office.

All of which is not to say, however, that the Democrats cannot somehow proclaim a certain kind of victory. Trump will forever bear the stain of having been the first president in US history to be the subject of a double impeachment trial. And Democrats will be able to say that no one is above the law.

An analysis from the Brookings Institution urged the U.S. to expand its apprenticeship offerings as the country recovers from COVID-19. Lou Long, apprenticeship committee administrator for Northwest Apprenticeship Services based in Salem, said the pathways provide a way for people to advance their careers quickly. "You went from $16 an hour to $28.80 in four years," Long cited as an example. "What other kind of opportunity is there, out there, that you're going to get a $12 pay increase in four years?" Last week, the U.S. House passed the National Apprenticeship Act, which would invest $3.5 billion over the next five years to create nearly one million apprenticeship opportunities. Annelies Goger, David M. Rubenstein Fellow at the Brookings Institution's metropolitan policy program and author of the analysis, said apprenticeships are generally thought of us programs for trades such as construction and utilities. "It actually is appropriate for a wide range of industries and various types of jobs," Goger explained. "This could range from things like nursing to construction to even technology, like software development." Goger noted apprenticeships provide a long runway for people to build skills so they can be competitive in the labor market. It also could be a tool for diversifying industries such as technology. She added most tech companies recruit graduates from the same top computer

Las ayudas federales o estatales dispuestas en tiempos de pandemia, llegan retrasadas o son directamente negadas a esta población. “Les pedíamos máscaras y no mas les daba risa. Y le pedimos jabón para lavarnos las manos, y no mas les daba risa. Varios de mis compañeros y yo le hablamos a Cal OSHA (La División de Seguridad y Salud Ocupacional de California), para pedir ayuda antes de contagiarnos. Dijeron que nos iban a mandar cartas y que iban hablar con el patrón y nunca hicieron nada.” El testimonio de Eliseo de 40 años fue compartido por Erica Fernandez Zamora, organizadora comunitaria de la Red de justicia ambiental del Valle Central de California, quien entrevistó a residentes en el valle de San Joaquín.

“Hay que eliminar las barreras para que los trabajadores agrícolas denuncien quejas relacionadas con COVID-19, y estén protegidos contra represalias”, dijo Fernandez Zamora. “Las agencias como Cal OSHA tienen que velar por la salud y seguridad de estos trabajadores”. Otra preocupación para los campesinos es su pertenencia a familias de estatus mixto que en la primera ronda de cheques de estímulo quedaron excluidas de recibir alivios financieros. La entrante administración de Joe Biden ha dicho que no se necesita un número de seguridad social para acceder a tales alivios en adelante. Las organizaciones comunitarias de base (CBOs en inglés) y las clínicas de migrantes han ocupado el lugar del estado proveyendo alivios para renta y comida, a través de las pocas donaciones que reciben. También reparten sombreros, guantes de trabajo y equipos de protección personal (PPE en inglés), y velan porque la información sobre la COVID-19 esté disponible no solo en español, sino en lenguajes indígenas mexicanos y asiáticos. “Muchas veces la información estatal se comparte en formato de español académico y hasta eso puede resultar inaccesible para las comunidades de habla hispana”, dijo Paola Araceli Illescas, otra de las investigadoras quien trabaja en la clínica comunitaria Vista que sirve al condado norte de San Diego. Para el estudio se adelantaron un total de 15 entrevistas en lenguajes distintos al español y el inglés.

“Veo en las noticias que los hospitales están casi llenos y me da mucho miedo porque no tengo seguro médico y siento que mi vida como indocumentado no es tan valiosa como salvar la vida de un ciudadano estadounidense”, dijo Rodolfo de 46 años, uno de los entrevistados en el informe. “Nos exponemos todos los días a este virus y no tenemos la suerte de poder trabajar desde casa”, expresó Martin de 49 años, preocupado por la reducción de su salario. “No se puede cosechar desde una computadora”. Las investigadoras hicieron énfasis en la necesidad de que la legislatura de California apruebe la SB 562, ley de salud de California, que garantiza el acceso a la salud para todos los californianos sin importar su estatus migratorio. “Es hora de priorizar el acceso gratuito a las pruebas de COVID y la vacunación para los trabajadores agrícolas y otros trabajadores esenciales indocumentados”, aseguró Deysi Merino-González de la Coalición de cuidado de trabajadores agrícolas del condado de San Diego. “Espero que en el siguiente paquete de alivio se priorice su legalización... Los trabajadores agrícolas son la columna vertebral del sistema alimentario de la nación, la comida que nos dan soporta el sistema inmunológico atacado por esta pandemia,” añadió Merino González. n addition to high-risk exposure to COVID-19, farmworkers in California have borne the brunt of setbacks caused by the pandemic: loss of income and employment, sudden childcare costs due to school closings, problems with distance learning due to poor or zero Internet access, food shortages, housing insecurity and even mental health problems. The dire diagnosis was compiled in the report "Always Essential, Perpetually Disposable: California Farm Workers and the COVID-19 Pandemic," a research conducted by the California Institute for Rural Studies and several grassroots organizations. "The study findings show that farmworkers and their families experience a lot of reality and a lot of fear," said co-author Bonnie Bade, professor of anthropology at California State University in San Marcos, who spoke at a Feb. 3 video press conference.

The report includes stories collected through 63 indepth interviews as a follow-up to the statewide COVID-19 Farmworkers Survey (COFS) of 915 people last year, in response to the overwhelming number of indigenous and Latino people in the fields falling sick from COVID. "The mental health of farmworkers’ families emerges as a primary concern voiced by participants," Bade said. "Working women sacrifice wages to stay home and navigate an unfamiliar world of computers to keep kids online, while isolated teens contemplate and commit suicide." Prevention practices against the coronavirus in the fields are almost nil and some bosses even refuse to give the workers basic resources such as masks, alcohol and soap. Another concern for the campesinos is that many belong to mixed-status families who were excluded from receiving financial relief in the first round of stimulus checks. The Biden administration has said that a social security number is not needed to access such relief going forward.

“We’re exposing ourselves every day to this virus, and we don’t have the good fortune to be able to work from home,” said Martin, concerned about the reduction in his salary. "You can’t harvest from a computer."

Community based organizations (CBOs) and migrant clinics have taken the state's place in providing food and rent relief through the few donations they receive. INDOW ROCK, Ariz. -- A recent poll of voters in Arizona and seven other western states shows increased support for conservation policies, and deep concern for the future of the region's land, water, air and wildlife. But the annual Conservation in the West Poll had a new wrinkle this year: an oversampling of Latino, Black and Native American voters.

Those communities expressed even higher support for protecting America's natural resources than the overall population. Maite Arce, president and CEO of the Hispanic Access Foundation, said the numbers show climate change affects some populations more than others. "Communities of color are often disproportionately affected by environmental hazards like air and water pollution," Arce explained. "Neighborhoods that are mostly Latino and Black are the ones that suffer the most, and injustices have been exacerbated by the pandemic."

OS ANGELES -- The fight against "food apartheid" in California got a boost this week as the Los Angeles County Board of Supervisors voted to create a Food Justice Roundtable to explore ways to reduce hunger and make healthy food more accessible.

One program doing just that is called Market Match, which gives people who qualify for food-assistance programs such as Cal Fresh, Pandemic EBT or WIC an extra $10 to spend at farmers markets.

Samyrha Saba, Market Match program assistant for SEE-LA, said the program also drives business to small-scale local farmers, improves people's health and stimulates economic activity in low-income neighborhoods.

Valeria Velazquez-Duenas, senior manager of farmers' market programs for Sustainable Economic Enterprises of Los Angeles (SEELA), which runs multiple farmers markets, said poverty worsened by the pandemic has driven a lot more customers to use Market Match.

"Food should be at the center of our culture and our economy," Saba asserted. "And we should really value it and make sure that everyone has that fundamental human right to healthy, fresh produce that's accessible and local to them."

"There have been lines of people wrapped around the block at some markets to get the incentive," Velazquez-Duenas observed. "Whereas before it used to be just a pretty steady flow of traffic."
