Pope Benedict has decided to abdicate on February 28, 2013. It seems that the Catholics, especially the Vatican (the Holy See), has been provided a great opportunity to continue with developments which are needed to reconcile what is being promoted as dogma and what is actually being practiced by Catholic laity. A great opportunity to implement reconciliations has been presented to the Catholic Church. For example, human sexuality makes it very difficult to live a totally celibate life. The heterosexual couple is the reproductive norm, even though today many same sex partnerships are accepted. As an outcome of the many pedophile cases, Catholic priests could be allowed to marry, have a wife and family, and provide the laity the example of a married life that is possible. Over the years, priests have had affairs resulting in children who grow up with no usual family structure to experience during their developmental years. ‘Neither man (nor woman) live by bread alone’. Also, there are three kinds of marriage: matriarchy, patriarchy, and partnerships. Very good marriages are generally ‘full partnerships’. 1) At some point in the future, women should be allowed to become priests, bishops, cardinals, and even the Pope. The Catholic Church is not ready for this today because the present patriarchy does not accept this concept.

3) If a heterosexual couple in a committed relationship, wishes to practice family planning, that should be all right. Let the laity use and implement their God-given ‘free will’ to be accountable and responsible decisionmakers. If a child is begat, then both parties must provide for that vulnerable child for the duration of its formative years. 4) The Catholic Church, as an influential faith institution, needs to present the reality that “God created the universe, including the planets in their courses, and this fragile earth, our home.” It must deal with the current concept of resource ownership. There are sufficient resources on this planet to provide for the needs of all peoples. Many wealthy and influential persons are now focused on the idol, ‘money’. rather than Christian stewardship. Current capitalistic commerce in America permits the great accumulation of wealth, but provides no methods for the redistribution of that wealth to those in need. Reallocation of wealth via taxation and altruism is inadequate in this complex interdependent society. 5) The current secular norms are insufficient to permit those of great wealth and influence to make decisions which result in the ‘greatest good’ for ‘the

greatest number’. Economists such as Robert Reich (economist, U.C. Berkeley) have pointed out that the current middle class is not being provided necessary opportunities to earn ‘middle class incomes’ which allow for discretionary money. With its own house in order, the Catholic Church could influence changes in ‘personal values’ which decisionmakers may use to achieve a higher level of responsible stewardship of resources. 6) The Catholic Church still commands a lot of respect and influence. It could begin to re-visit the current concept of ‘Separation of Church and State’. While a secular government is the American norm, the ordinary citizen in America must learn that the Founding Fathers, back in 1776, were all persons of great religious faith. It is their knowledge about, and belief in, “Providence” which permitted them to write the Declaration ofIndependence and The American Constitution which is our current ‘Law of the Land’. A greater number of citizens need to understand that a belief in God and a practice of the Ten Commandments is of substantial value in having safe and secure civil communities. Let’s hope that the College of Cardinals, once sequestered in the Sistine Chapel, will take advantage of this situation. The next Pope will have a great opportunity to reconcile many discrepancies between faith, dogma, and ‘those wrongs left unattended and unresolved’. In this day, when information technology permits very high levels of communication, the next Pope will have an opportunity to set several issues back on the right course for all of humanity. Let’s hope and pray for that outcome.

En respuesta a un memorándum escrito por el concejal Ash Kalra y firmado por el concejal Xavier Campos, Kansen Chu y Don Rocha. El Concejal de San José votó 9-1 apoyando oficialmente los esfuerzos de San Francisco. Estoy muy contenta de que el concejal de la ciudad a la que llamo casa, esta de mi lado y que se una a la lucha por la igualdad en el matrimonio. Esta proposición es sobre derechos, todos deberían de tener la oportunidad de festejar su amor. Esto va a sonar un poco cínico, pero hay demasiada gente que se casa, gozan en esos años de hacer sus impuestos juntos, planes de salud, y ser padres adoptivos y después de unos cuantos años piden el divorcio. Las parejas homosexuales además de poder compartir sus vidas para siempre, algunas si están decididos estar juntos hasta que la muerte los separe. No entiendo porque dos mujeres o dos hombres no pueden sufrir igual y tener la oportunidad de ser reconocidos como uno. Asimismo el matrimonio y todos sus privilegios pueden nivelar la salud mental entre homosexuales y heterosexua-

les. Algunos son afectados por ser minorías sexuales, así como estar en relaciones que no están legalmente reconocidos. La derrota de proposición 8 dará beneficios de salud mental como un matrimonio heterosexual. Con toda honestidad no entiendo porque otras personas están preocupadas de que una pareja quiera unirse. Entiendo que algunos usan su religión para decidir como reaccionar, pero eso no debe ser el único método. Esta bien si tu no crees en el matrimonio para homosexuales solo quiero que reconozcan que todos merecen los mismos derechos. La Corte Suprema de EE.UU. revisará una decisión de febrero 2012 por el Tribunal del Noveno Circuito de Apelaciones que consideró que la Proposición 8 es inconstitucional. Los acuerdos orales serán escuchados por la Corte Suprema el 26 de marzo de 2013. La ciudad de San Francisco, que ha estado a la vanguardia de la lucha por la igualdad del matrimonio, presentará los argumentos en contra de la Proposición 8 en la parte delantera de la corte suprema.

STATE OF THE UNION 2013 Hilbert Morales EL OBSERVADOR President Barack Obama delivered his ‘State of the Union’ report to a joint session of the U.S. Congress on Tuesday, February 12, 2013. His domestic agenda was promoted to permit government to benefit the many, not just the well connected few. Declared the President, “Our job is to re-ignite the engine of economic growth by re-establishment of the American middle class.” An important proposal was to increase federal minimum wage standards from a current $7.25 per hour up to $9.00 per hour. If Congress acts, this would put $3,640 per year in the annual budgets of low income employees. This rise in minimum wage would place about $575 billion at the bottom level of the domestic economy, which is a very good way to re-energize middle class consumption. Another important proposal was to provide high quality pre-K education assistance to low income families. Studies have reported that a 4 year old child with pre-K experiences does very well later on with reading comprehension skills. The impact later on is lower school dropouts and higher high school graduation lev-

els. An accompanying proposal was to redesign the core curriculum content leading to a high school diploma, which today does not result in a student being ready to become employed. A model to emulate would be that of Europe where a high school diploma is the equivalent of an Associate of Arts community college degree. These students are ready to assume a job. Other education proposals dealt with the need to rank academic institutions in terms of effectiveness and affordability. These parameters will be included in the future evaluation of academic institutions receiving federal funds. Comprehensive immigration reform legislation was requested to fix the current broken system which has resulted in 11 million undocumented residents. The President asked for legislation to be crafted for his signature within the next three months. It needs to include a path to becoming an American citizen; deal with border security, and permit visas for those with the necessary STEM skills. Many of these individuals would be needed for proposed efforts to invest in infrastructure improvements such as those 70,000 bridges which need replacement.

President Obama spoke to ending the war in Afganistan by 2014; limiting nuclear proliferation in Korea and Iran; and supporting rebels in Syria with humanitarian aid rather than military assistance.An adequate voting process and system was addressed to permit all voters to exercise their right to vote. With respect to the national budget and income tax reforms, the President stated that this will not be done on the backs of ordinary American citizens. Tax loopholes, entitlements and subsidies must be reviewed together in a bipartisan manner. What are smart public investments? A balanced approach was promoted (tax revenue income balanced with payment of obligations on time). Sequestration must not be allowed to happen. Congress must act to prevent severe Pentagon budget cuts. The President addressed the need for ‘gun control’ by asking Congress to craft legislation which would remove military weapons and high capacity magazines from our communities. About 1,000 individuals were killed with gun violence since those 20 school children were killed in Connecticut. He introduced the parents of several victims (some 30 were present in the gallery) and declared, “They deserve a vote. Let’s get this done.”

Great Tips to Turn Kids into Regular Readers (STATEPOINT) With all the gizmos, gadgets and electronic media available these days, it can be tough for parents to get kids to sit down with good old-fashioned books. But regular reading, done for fun, is linked to better school performance and can expose kids to a world of knowledge. Experts advise parents of reluctant readers to, above all, keep the activity enjoyable. Reading should never feel like a chore, says David Borgenicht, father of two young children, author, and publisher of Quirk Books. There are so many exciting books out there for all ages.It’s just a matter of finding what your child likes.‚ Here are some ways you can encourage your child to

Retirement pension obligations still have some $3 billion in unfunded retirement claims which need resolution. An objective is to open all community centers; provide extended branch library services; repair roads; stabilize the SJ Police Department; and deal with business needs ‘at the speed of business’. What follows may be of great interest to the Hispanic/Latino community: 1) Closing the educational achievement gap through the SJ2020 initiative. 2) Reducing gang violence

and keeping our schools safe through our Mayor’s Gang Prevention Task Force. 3) Ending chronic homelessness through Destination Home. 4) Reducing the overrepresentation of Latinos in the criminal justice system through the La Raza Roundtable/Harvard consensus building process. 5) Harnessing the power of innovation by creating the Silicon Valley Talent Partnership. The 2013/14 City of San Jose budget is the first in 10 years to be a balanced budget. Through innovative collaborations with non-profits, many community centers were kept open. Expanded city services are projected ,though there is a need to continue to deal with unfunded retirement plans ($3 billion) and to continue to be very frugal, disciplined and conservative. With the local Silicon Valley economy showing signs of greater economic activity, the City of San Jose is looking forward to a brighter future.

Deliciously Healthy Norwegian Salmon

In large pot, bring water to boil, add salt and then salmon. Immediately remove from heat and let stand to poach for 4 to 6 minutes, depending on thickness of fillet. Be careful not to overcook the flavors and texture of salmon is at its best when served opaque throughout. Remove from pot with slotted spoon and let water drain off on towel before arranging salmon on plate. For vegetables, sprinkle water with salt and bring to boil in a large pot. When water is boiling, add potatoes, carrots, celeriac root and onions. Lower heat and simmer until soft. Add leeks and fresh herbs and simmer for 2 more minutes. Drain vegetables carefully in colander and make sure you keep cooking water. In same pot, bring milk and cooking water to boil; season with salt and pepper. Dilute cornstarch in small amount of cold water and add to boiling liquid until you have thick sauce. Add vegetables to milk mixture to reheat before serving.

4 1/2 cups water 1 tablespoon salt 1 lemon Stewed Vegetables 1 1/4 cups water 4 potatoes, cut into cubes 3 carrots, cut into cubes 1 medium celeriac root, cut into cubes 2 onions, cut into cubes 1 medium size leek, cut into

cubes 2 tablespoons fresh parsley or chives, chopped Salt and pepper, to taste 3/4 cup milk Cornstarch, to thicken sauce Cucumber Salad 1 pound cucumber 1 tablespoon sugar 2 tablespoons white wine vinegar 2tablespoons olive oil Cut salmon into 4 even pieces and rinse well under cold water.

For cucumber salad, peel cucumber, split lengthwise and remove seeds with small spoon. Cut at an angle in thick slices and mix with sugar, vinegar and oil. Serve salmon with stewed vegetables and cucumber salad on the side.

permite a investigadores identificar un posible tratamiento para el cáncer de vejiga En un reciente estudio sobre cáncer de vejiga, investigadores del NCI identificaron una variante genética asociada a un leve aumento del riesgo de esta enfermedad. Sin embargo, luego de investigar los efectos biológicos de la variante a nivel celular, los investigadores ahora piensan que la variante podría ser un marcador para identificar a los pacientes que pueden responder a un tratamiento experimental que está en fase de investigación para otros cánceres. Hasta un 75 por ciento de los pacientes de ascendencia europea con cáncer de vejiga podrían haber heredado la variante, y podrían ser candidatos para el tratamiento experimental, informaron los investigadores a principios de enero en el Journal of the National Cancer Institute. La variante ocurre en un gen que codifica una proteína que se encuentra en la superficie de las células. Muchos

Experts say border security is not just an ‘immigration’ issue Veronic Taylor Ramirez SPECIAL TO EL OBSERVADOR The Immigration Policy Center hosted a tele-conference with a panel of experts to discuss the definition of true border security Tuesday, February 12.With the release of proposals and benchmarks from Congress’ Gang of 8, border security is at the forefront of politics. The proposals call for an increase in resources, technology, and security along the border.

“The equation for ending illegal immigration always seems to point to increased border security,” said Mary Giovagnoli, Director of the American Immigration Council’s Immigration Policy Center. “For many years some of the only legislation on immigration that Congress has been reliably able to pass are budget increases for more border security.” Giovagnoli said the discussion is an opportunity to rethink what the border means

and how to best protect it and the country. Former Arizona Attorney General Terry Goddard said “border security has never been defined by either political party. Without a proper definition,” Goddard said “it is open to any possible interpretation.” “I’m most disserved about the provisions, the so-called trigger that basically says we are going to secure the border before we move onto any other aspects of immigration reform,” said Goddard. “We’ve spent so much time on the border, discussing security in terms that only relate to people.” Goddard said border security is concentrated on apprehending illegal crossers rather than focusing efforts on other crimes at the border such as smuggling of drugs, contraband, and United States currency, and human

Goddard said that cartels’ success is due to their resources. They generate considerable amounts of revenue that go toward technology which allows them to efficiently cross over the border. With the increase in border security, border crossings have become a market for organized crime groups. “As we tighten border security, ironically [we] made it more lucrative for organized crime groups to enter into that illicit industry,” said David Shirk, associate professor and director of the TransBorder Institute at the Uni-

Shirk explained that previously border crossing were “mom and pop shops,” meaning that any individual could potentially profit from border crossing. Over time as border security began to tighten, the business of crossing migrants became the market exclusively for organized criminals. “There are no legal means, no legitimate means for them [migrants] to obtain a visa in a timely way, in an efficient way so they can come into the United States,” said Shirk. By moving to establish a more efficient system for people to enter the country, Shirk said it would in turn weaken the cartels by removing their revenue source. In regards to increasing border security, Su Kim, advocacy associate for the American Immigration Lawyers Association, released a report stating many

security benchmarks in regards to immigration have been met or exceeded. “Each of these proposals, even though they haven’t passed, they failed to become law. The metrics and the benchmarks that were laid out, each of them have been met,” said Kim. The benchmarks have been very “people focused.” It talks about border personnel and the increase of it, it talks about what are the infrastructures in terms of fencing.” Panelists agree that border security is more than an immigration issue. “We need to be looking at the sources and root problems of what we’re dealing with before they get to the border, otherwise we’re not going to be able to resolve those issues,” said Shirk.

On Tuesday, February 12, 2013, the City of San José voted to join in the City of San Francisco’s efforts to challenge the constitutionality of Proposition 8. In response to a memorandum authored by San Jose Councilmember Ash Kalra and co-signed by Councilmembers Xavier Campos, Kansen Chu, and Don Rocha seeking to join in the City of San Francisco’s forthcoming submission to the United States Supreme Court, challenging of the constitutionality of Proposition 8, the San Jose City Council voted 9-1 to officially support San Francisco’s efforts. Mayor Chuck Reed cast the lone dissenting vote. Proposition 8 was a California ballot measure that sought to amend the California Constitution by only recognizing the right of heterosexual couples to marry, thereby banning same-sex marriages. The measure nar-

rowly passed in November 2008; however, in the City of San José and in eight of the nine Bay Area counties, including Santa Clara County, voters rejected Proposition 8. The United States Supreme Court recently decided to review a February 2012 decision by the Ninth Circuit Court of Appeals which held that Proposition 8 was unconstitutional. Oral arguments will be heard by the Supreme Court on March 26, 2013. The City of San

Francisco, which has been at the forefront of the battle for marriage equality, will present arguments against Proposition 8 in front of the Supreme Court. “I am very glad that the City Council stood with me and joined in the fight for marriage equality,” said Councilmember Kalra. “Proposition 8 stands for nothing more than legalized discrimination, and I am proud that San Jose has chosen to take a stand on this critically important issue of equal rights.”

What this means exactly remains to be seen. The Dream Act is one of the topics that is currently being debated in Washington, and for Julio Salgado and Marco Antonio Flores that Dream needs to become a reality. “I came to this country in 1995 legally, but I was forced to overstay my welcome because my sister became ill,” Salgado says. “In order for my family and I to fix our statuses we had to go back to Mexico. My sister was in the hospital and we could not just leave here. Our visas just expired.” Julio Salgado is the cofounder of DreamersAdrift. com. His status as an undocumented. queer activist has fueled the contents of his Illustrations, which depict key individuals and moments of the DREAM Act movement. Undocumented students and allies across the

country have used Salgado’s artwork to call attention to the youth-led movement. Salgado graduated from California State University, Long Beach with a degree in journalism. Flores came to the United States because his family simply wanted a better life for themselves.

“I grew up here my whole life, this is what I know,” Flores says. “At first I was scared to get involved with the Dream Act because I was afraid that if people knew I was undocumented, I would get separated from my family.” He graduated in 2012 with a degree in Gender and Women’s Studies, and is currently a Judith Lee Stronach Visiting Scholar at the University of California, Berkeley. He was born in Mexico, but grew up in Southern California. Marco is interested in pursuing a ‘theory in praxis’ between his community activism and scholarly practice by engaging in creative forms of selfexpression.

“We have been portrayed as criminals by the media, which has led many to believe that passing the Dream Act will only harm this country. We must find a way to end that,” Salgado added. The Dream Act is not the only issue that concerns Salgado and Flores. Both men are homosexuals and are working on making their lifestyle more accepted.

Artists explore AsianAmerican identity

Candice Lin looks at the politics of power in her video animation entitled “Whole New Animal” (2012). She challenges the status quo by creating patriarchal characters that seem powerful, yet she questions their authority by making them gender, race, and sex ambivalent. SAN JOSE In the latest exhibition in its series “New Stories from the Edge of Asia”, the San Jose Museum of Art will present works by artists who explore the fluctuating nature of identity. In “New Stories from the Edge of Asia: This/That”, on view at SJMA February 21 - September 15, 2013, artists take on identity issues Asian identity in particular via video, film, multimedia works, photography,

and performance art. The exhibition includes works by artists of Asian descent, all based in California: Erica Cho; Candice Lin; Tran, T. Kim-Trang; and the artists collective Mail Order Brides/ M.O.B. Ohlone Community College to Compete inFestival Fremont CALIFORNIA Bert V. Royal’s “Dog Sees God: Confessions of a Teenage Blockhead” premiered at Ohlone College last November under the direction of Michael Navarra. This edgy, honest and scathingly funny play has now been invited to perform at the Kennedy Center American College Theater Festival (KCACTF) western regional conference. “Dog Sees God” was selected as one of only three plays, out of 137 entrants, to represent colleges and universities in Region VII, drawing from nine western states. Ohlone College was the only com-

munity college selected as a finalist. This is the second time in three years that an Ohlone College Theatre production has competed as a finalist. In 2011, under the direction of Tom Blank, “The Time Machine, Love Among the Eloi” was nominated. Based loosely on the “Peanuts” characters grown to high school age, “Dog Sees God” takes the comic strip and turns it on its ear. Scrape off the childlike veneer, shake it up and see what comes spilling out. Ohlone College’s production presents a raw, realistic and humorous view of what might happen to the

Peanuts gang if they all grew up. And the funny thing is, they turn out to be a lot like everyone you knew in high school. And maybe a little bit like you. Director Michael Navarra’s take on the underlying theme is that the central character CB struggles through the course of the play, like most teenagers, to define his own identity. Through the course of the events and his interactions with other characters, he figures out that maybe fitting in and being like everyone else doesn’t matter…usually the first step to growing up.

At the end you settle for that really nice pair of dark denim jeans, a cute blouse and some killer pumps; you look at yourself in the mirror and everything seems to fit just fine. Voila! You’re ready! But, are you really? Are clothes that fit “just fine” okay? Perhaps it’s time you really open your eyes and see yourself from the eyes of others. It’s about time you realize that denial is not a river ,but the state you might be in right now. The only rolls that are good are the ones you buy at the bakery or the ones from chubby babies. Overflowing fat that hangs over the top of your jeans is not cute. Muffin tops are not the business and so you

should seriously reconsider the way you think. If black is not white, then why try to fit your size 18 butt into size 12 jeans? There is nothing wrong with being the size you are right now, unless it’s causing you health problems. So really reconsider your take on wearing the correct size clothes. Nine out of ten times muffin tops are caused by poor choices in clothing, so dress to minimize your figure. The most common mistake women make is their choice in undergarments, and I can’t blame them. With low-rise everything, our views on what sexy should look like has been skewed by the fashion industry. Lowrise jeans, low-rise thongs, low-rise.. well, you get the point. There is absolutely nothing wrong with wearing undergarments with a little more support, like cute boyshorts, or even some spanx. These will not only flatter your figure but they will en-

hance it. Another way of preventing spillage is by wearing jeans that have a mid-rise or highrise waist. These will flatten your tummy without making it burst out at the top. Plus, low-rise jeans only look flattering on women without curves and, let me tell you, real women have curves. So ditch those skinny jeans and go for the ones that flatter your fabulous figure. Finally, choose clothing that has more structure and is made out of thicker material. These will hug you in the right places without emphasizing your little love handles. But if you just can’t part with any of your current items and refuse to get new ones, then don’t underestimate the power of layering. A cute jacket or long coat can do miracles for your shape and outfit. Also, don’t forget the colorful cardigans that are very season appropriate this time of the year.

Entrevista: Panteón Rococó

Artuto Hilario EL OBSERVADOR Recientemente tuve el plácer de entrevistar algunos miembros de una de las más consentidas bandas de Rock en Español. Se les llama Panteón Rococó y después de 18 años juntos me describieron un poco de su historia, sus pasiones y lo más importante de lo que hacen con su música y arte. Su estilo es una fusión de Rock, Ska, Reggae, Punk, Cumbia y mucho más.

descubrí que su ascensión a la fama musical empezó con fiestas de amigos y trabajos similares en garajes. Empezando como banda independiente les ayudo a tener la diversión y espacio para crecer. Me explicaron que en el comienzo tenían muchos sueños pero poco sabían de sus instrumentos. Ahora, después de 18 años su estilo y experiencia se oye en su musica, y el terreno que era extraño en un punto es su hogar.

La banda se formó en la ciudad de México en la década de 1990, más o menos en el año 1995. Hablando con Darío Espinosa (Bajo) y Missael Oseguera (Saxofón)

de su musica, y como había progresado o evolucionado desde sus comienzos me dijeron que querían un estilo similar a Los Fabulosos Cadillacs, una banda de los 80’s de Argentina. También en su lista de inspiraciones iniciales era Maldita Vecindad quienes también eran del DF. En la época en que empezaron Panteón Rococó vivían en un tiempo de cambio social que dicen que ayudo a crear un movimiento interesante. Los grupos de esa temporada y los discos que escuchaban los encontraron discutiendo lo tanto político como lo social. “Sentíamos ganas de establecer ese tipo de música.” En ese entonces el movimiento Zapatista estaba saliendo a la luz y marco algo importante en sus vidas también como los otros jóvenes de ese tiempo. (BPT) Historically, the term “digital divide” has referred to the gap in technology levels between developing and first world countries; however, it’s truly the divide between the more affluent and the underprivileged. While the divide has a worldwide reach, it’s important to remember that the gap is growing in America, too. Improving technology in schools - and how it’s used in learning - is an important topic because it offers students a more effective way to achieve, fully preparing them to be skills-ready for a successful future. Today, the majority of schools in America have computers of some kind. Still, many schools, particularly rural schools and those with a high percentage of minority students, lack reliable Internet access or have old computers that aren’t compatible with current software. Concerned parents, teachers and educational leaders are rallying for change. Providing students with modern, mobile computers and access to the Internet at school and at home promotes hands-on learning that engages students. When children are interested and excited, the learning process comes naturally. Across the country, one-to-one programs - meaning one computer is supplied for each student - are gaining interest and receiving funding. Some districts have even approved BYOD programs, or bring your own device programs, that allow students to bring their own technology (i.e. laptops, tablets, smart-

phones) from home to use in the classroom. For all the benefits of better classroom technology, funding can be an issue. While adding computers, maintaining hardware and software, and funding ongoing technology support can be costly, there is also the potential to save money through improved efficiency. In fact, according to Project RED, adding effective classroom technologies can result in increased efficiency and cost reductions - even when maintenance costs are included. For example, instructional materials contribute to this cost savings. Traditional paper textbooks can be costly and become outdated quickly. Digital content offers one effective solution to this problem by giving students and teachers access to the most up-to-date materials online, bringing the world into the classroom and often at a fraction of the cost. Online courses, assessment and professional development are additional areas where cost savings can quickly add up.
