Es sin duda positivo que el segundo juicio político contra Donald Trump haya sido realizado con la mayor celeridad, toda vez que su celebración puso en suspenso la concreción del paquete de alivio económico de 1.9 millones de millones de dólares que incluye asistencia urgente para millones de estadounidenses afectados por la pandemia del COVID-19.

De ser aprobado en con la redacción respaldada por el presidente Joe Biden, el paquete de alivio incluirá $1400 adicionales a las personas elegibles, que complementan los $600 aprobados por el congreso en diciembre. Por primera vez abarcará a los hogares con matrimonios mixtos, es decir, de ciudadanos estadounidenses cuyos cónyuges son indocumentados.

Margarita PartidaGil, an activity therapist with On Lok PACE, has been working with participants during the course of the pandemic, making sure they continue to receive the care they need, while remaining safe at home. “On Lok PACE is helping seniors remain safe during COVID-19 by delivering home-based care and support. This includes delivering medications, providing transportation, light housework like cleaning, and conducting wellness checks alongside meal delivery. We are also providing activity packets with suggestions of things they can do to stay active.”

With the pandemic, On Lok PACE had to rethink how it supported participants, shifting center-based activities to virtual. “Right now, On Lok is offering activities and classes via

REFLECTIONS ON THE TUSKEGEE STUDY AND ITS MORAL HARM Sam Ben-Meir Special to El Observador

lack History Month challenges all of us to learn, reflect and understand many things about the Black American experience, among them the Tuskegee Syphilis Study.

This outrage, perpetrated by the US Public Health Service, was not conducted for a year or even a decade – it went on for forty years.

This study was no well-kept secret. At least thirteen reports on the experiment appeared in scientific journals; and in most of these articles, researchers would refer to their program as precisely what it was: the “Tuskegee Study of Untreated Syphilis in the Male Negro.” The first report of the study appeared in 1936, and subsequent papers followed every four to six years, including through the 1960s. For four decades, no one sounded the moral alarm. No one publicly questioned how the program was being permitted to continue with the blessing of both the USPHS and the Center for Disease Control, which even in in 1969 determined that the research should continue. Indeed, the Tuskegee experiment was a secret only to the subjects of the study—poor, sick, and largely illiterate Black Americans.

Originally intended to be a six-month study, the Tuskegee experiment conducted in Macon County, Alabama, lasted from 1932 to 1972, and initially involved 600 Black American men – 399 with syphilis, 201 who did not have the disease but were part of the control group. While the men agreed to be examined and treated for “bad blood” (a local term which included anemia, fatigue and syphilis), researchers never informed them of the study or its actual purpose. It was conducted, from beginning to end, without the patients’ informed consent.

Those who were infected were never told they carried latent syphilis, and they were never treated for the disease, even after penicillin was conclusively shown by the mid-1940s to effectively treat syphilis. Not only did the scientists conducting the study withhold the antibiotic and information about it from the patients, they deliberately prevented participants from making use of syphilis treatment programs which were available in the area. As one commentator stated: “deceit was integral to the study.”

The program’s purpose was to track the natural history of untreated syphilis in Black males. When the study began in 1932, syphilis had no effective treatment; but by 1943, penicillin had been used in the US to effectively cure the disease, and yet at no point were subjects ever given the choice of quitting the study in favor of this new and promising treatment.

What the patients were instead prescribed was “fairly horrific” – namely, excruciatingly painful and dangerous spinal taps, which the Tuskegee researchers referred to as “special treatment,” that in

some cases led to paralysis.

During World War II, researchers actively began preventing their subjects from accessing treatment ordered under the military draft effort. Instead, patients were tempted to remain within the program with the promise of free examinations and therapy, hot meals, and an offer of burial insurance – amounting to fifty dollars to pay for a casket and grave.

As a result, these men were completely unaware that they had put their lives in the hands of doctors who not only had no intention of healing them but were committed to observing them until the final autopsy – since it was believed that an autopsy alone could scientifically confirm the study’s findings.

As one researcher wrote in a 1933 letter to a colleague, “As I see, we have no further interest in these patients until they die.”

Worse still, because the subjects were never told that they actually carried the sexually transmitted disease or that they were contagious, their wives also became infected. Perhaps most disturbing of all is that many of the patients’ children were consequently born with congenital syphilis. The experiment’s consequences were so far-reaching in part because the Tuskegee study was undoubtedly the single longest experiment on human beings in the history of medicine.

The unquestionable ethical failure of Tuskegee is one with which we must grapple, and of which we must never lose sight, lest we allow such moral disasters to repeat themselves. One way we can begin to understand the moral harm that occurred is through the Kantian principle of dignity, which our government grossly and systematically violated at Tuskegee. The principle states that a person must never be treated simply as a means, but always also as an end in and of themselves. This principle is precisely what the US government failed to uphold by adopting a purely instrumental relationship to the patients – in a word, they were not treated as people, possessed with intrinsic selfworth, and capable of selfdetermination.

What makes Tuskegee so morally abhorrent is that it was, from beginning to end, a racially driven experiment that targeted a vulnerable group. If the subjects had been white, how long would the study have continued? If the subjects had been white, would the doctors have systematically deceived them and allowed them to go on year after year receiving no treatment, so that they could observe the disease take its natural and devastating course? It is an utterly implausible suggestion, because the entire study was premised on the myth of “Negro inferiority,” and that Black men possess an excessive sexual desire. As Allan M. Brandt concluded in 1978, “the Tuskegee researchers regarded their subjects as less than human.”

Tuskegee had predictably tragic consequences for the men who were part of the study, a number of whom died from advanced syphilit-

In 1972, he finally leaked information on the study to the Associated Press and only after a significant public outcry did the USPHS end the program. Studies now require informed consent, communication of diagnosis and the reporting of test results – but Tuskegee reverberates to this day, having understandably damaged the trust of many Black Americans in their medical

Chicago, offered a revisionist account of Tuskegee – arguing, among other things, that standards of consent were not violated because “in 1932 the concept of informed consent had not even been imagined by medical professionals.”

In point of fact, his statement is simply untrue, as Charlotte Paul and Barbara Brookes have pointed out in “The Rationalization of Unethical Research.” Richard C. Cabot, a Harvard professor of medicine, observed already in 1928, that “experimentation upon a human being without his consent and without the expectation of benefit to him is without any ethical justification.” And Cabot was certainly not the first to insist upon the necessity of informed consent in the clinical research setting, or where human experimentation is involved.

The crucial point, however, is that we cannot afford to assume that the lessons of Tuskegee will be evident to all or for all time. What occurred was a moral catastrophe that did untold harm to people who were already especially vulnerable. Recent attempts to rationalize or defend what occurred only serve to underscore how imperative it is that we continue to revisit the Tuskegee program and examine the moral implications of what took place.

Ethical codes and requirements that emerged in the wake of Tuskegee are of great importance of course – but they do not function as guarantees that grave moral lapses on the scale and scope of Tuskegee will not reoccur. Indeed, we risk repetition of such moral travesties precisely when we conclude that we have safely inoculated ourselves against them. We must remember Tuskegee, continue to reawaken and deepen our understanding of it, and honor its victims by remaining vigilant against such injustices in the future.

AVOID PANDEMIC PAPER DELAYS: USE E-FILE WITH DIRECT DEPOSIT FOR FASTER REFUNDS AS IRS PREPARES TO OPEN 2020 FILING SEASON

ASHINGTON – With filing season opening on February 12, the Internal Revenue Service urged taxpayers to take some simple steps to help ensure they file accurate tax returns and speed their tax refunds to avoid a variety of pandemic-related issues.

Some taxpayers found it necessary to take coronavirus-related early distributions from 401(k) plans and traditional IRAs in 2020. Under the CARES Act, those distributions – up to $100,000 – are not subject to the 10% additional tax that otherwise generally applies to distributions made before an individual reaches age 59 ½. In addition, a coronavirus-related distribution can be included in income in equal installments over a three-year period, and an individual has three years to repay a coronavirus-related distribution to a plan or IRA and undo the tax consequences of the distribution.

Although every year the IRS encourages taxpayers to e-file their returns and use direct deposit to receive refunds, to those taxpayers who have previously not used e-file, the IRS emphasizes using it this year to avoid paper-related processing delays. Taxpayers can file electronically by using a tax professional, IRS Free File or other commercial tax preparation software. The IRS cautioned paper-filed tax returns and paper checks will take even longer this year due to a variety of reasons.

Taxpayers have until Thursday, April 15, 2021, to file their 2020 tax return and pay any tax owed.

The IRS expects to receive more than 160 million individual tax returns this year with nine out of 10 returns filed electronically. At least eight out of 10 taxpayers get their refunds by using direct deposit.

"The pandemic has created a variety of tax law changes and has created some unique circumstances for this filing season," said IRS Commissioner Chuck Rettig. "To avoid issues, the IRS urges taxpayers to take some simple steps to help ensure they get their refund as quickly as possible, starting with filing electronically and using direct deposit.

"Following months of hard work, we are ready to start this year's tax season," Rettig added. "Getting to this point is always a year-round effort for the IRS and the nation's tax community. Doing it in a continuing COVID-19 environment while simultaneously delivering stimulus payments for the nation is an unprecedented accomplishment by IRS employees. I also want to thank all our tax partners and tax professionals for their hard work that makes tax time smoother for the nation. All of us stand ready to serve America's taxpayers during this important filing season."

Be tax ready: Review pandemic-related changes Last year's sweeping set of tax changes not only affected individuals and their families but may also affect the tax return they're filing this year. A new IRS fact sheet explains what taxpayers need to know to file a complete and accurate tax return. The IRS recognizes that filing this year may be challenging for some taxpayers and it's important to understand how to claim credits and deductions, get a refund timely and meet all tax responsibilities.

For the purposes of this deduction, qualifying organizations are those that are religious, charitable, educational, scientific or literary in purpose.

Taxpayers can visit IRS.gov/filing for more details about IRS Free File, Free File Fillable Forms and Free tax preparation sites. E-filing is also available through a trusted tax professional.

Free File is a great option for people who are only filing a tax return to claim the Recovery Rebate Credit, either because they didn't receive an Economic Impact Payment or did not receive the full amount.

The fastest way to get a refund is to file electronically and use direct deposit. Most refunds are issued in less than 21 days, but some refunds may take longer for a variety of reasons. Taxpayers can track their refund using Where's My Refund? on IRS.gov or by downloading the IRS2Go mobile app where they'll get a personalized refund date as soon as 24 hours after the tax return is electronically submitted.

Most early Earned Income Tax Credit/Additional Child Tax Credit filers should see an update to Where's My Refund? by February 22. The IRS cannot answer refund status inquiries unless it has been 21 days since the return was electronically filed.

IRS tax help is available 24 hours a day on IRS. gov, where people can find answers to tax questions and resolve tax issues online from the safety of their home. People living with rare diseases called primary immunodeficiencies (PIDs), including neutropenia, face challenges with diagnosis and treatment. Their journey to find answers may include years of infections and illness that seem to be unrelated. In fact, there are more than 400 genetic mutations that cause the immune system not to function properly, and misdiagnosis is common. A new website called www.IDYourPID. com harnesses the power of genetic testing advances to change that.

Primary immunodeficiencies (PIDs) such as congenital neutropenia are caused by changes, or mutations, in genes involved in the immune system.

In recent years there has been a huge leap in discovery of genetic mutations that cause PIDs and neutropenia.

These discoveries are leading to more personalized treatments. With personalized medicine, doctors can tailor a person's treatment based on that individual's specific genes and disease.

ALLAHASSEE, Fla. -- Former unpaid interns in Congress are broadening their quest for paid internships, with a $200,000 grant to research racial inequities in internship programs across the country.

The group Pay Our Interns was founded by interns who gathered data showing 90% of members of the U.S. House of Representatives didn't offer to pay the people who worked for them as interns in 2017.

Carlos Mark Vera, co-founder and executive director of the group, said typically, students of color are the ones who most often miss out on these work opportunities, because they can't afford to work for free.

"For folks that don't know, an internship can cost up to $6,000 when you're talking about rent, transportation, professional clothing," Vera explained. "Especially since most internships are in, like, New York City, D.C., Miami, you know, places that are not exactly cheap, so it's mostly well-off kids."

A report from the National Association of Colleges and Employers said white students are more likely to have been paid as interns than Black students, and Latinx students are more likely to have never been interns.

Vera noted the grant, from Lumina Foundation's $15 million Racial Justice and Equity Fund, will be used to expand its research beyond government, into colleges and career centers.

When Pay Our Interns first released its report showing a majority of congressmen didn't pay their interns, it resulted in swift changes on Capitol Hill.

“Lo que pienso y oigo de otros padres en general es que volver a la escuela no es seguro”, dijo Franco en una conferencia de prensa organizada por Ethnic Media Services. “El distrito escolar nunca ha protegido a nuestros estudiantes o a nuestras instalaciones, ni siquiera antes de la pandemia. Yo le he preguntado al superintendente: si no puede controlar lo que ve, ¿cómo puede controlar este virus que no se ve? Todos estamos en peligro”.

Franco insiste en que no solo se debe proteger al personal de la escuela y a los maestros, sino también a los padres quienes según ella, al elevar sus quejas y preocupaciones ante los directores son vistos como “el enemigo”. “No tenemos que pensar en el dinero. Tenemos que pensar en nuestras vidas”, agregó.

La cuestión de cuándo reabrir las escuelas públicas se ha convertido en un tema divisivo. Si bien los Centros para el Control de Enfermedades (CDC en inglés) han dicho que es seguro que los estudiantes vuelvan a los campus incluso si los maestros no han sido vacunados, los sindicatos de maestros por el contrario tienen menor confianza en la seguridad del entorno escolar y la capacidad de respuesta de sus funcionarios en caso de un brote del virus.

En Chicago por ejemplo, en medio de las amenazas de paro, el distrito escolar llegó a un acuerdo tentativo con el Sindicato de Maestros de Chicago para reabrir las escuelas en los grados de pre kínder y kínder. La ciudad de San Francisco presentó una demanda contra su propio distrito escolar en un esfuerzo por reabrir la instrucción en persona y el concejal de Los Ángeles Joe Buscaino propuso una resolución para presentar una demanda similar contra el LAUSD. En ciudades como Detroit, las disparidades en la educación son evidentes: aquí apenas el 16% de los estudiantes en tercer grado tienen el nivel de lectura requerido y el 38% de los hogares no tiene conexión a internet. En los distritos más afluentes, la tecnología y profesores preparados para usarla hicieron la diferencia en el impacto para padres y estudiantes del aprendizaje en línea instaurado desde marzo. Pero las familias afroamericanas, que históricamente han desconfiado del sistema educativo, se fueron quedando atrás.

“Apenas en junio algunos de nuestros estudiantes comenzaron a recibir portátiles o tabletas… de repente niños del segundo grado tenían que resolver tareas en 30 días para recibir una nota, sin apoyo de ningún instructor”, contó Bradley para quién es hora de reimaginar la educación porque la enseñanza en línea “no está funcionando”.

“Cuando algunas escuelas reabrieron en el verano tuvimos niños que dieron positivo (a la prueba del coronavirus). ¿Cuáles son los protocolos para asegurarse de que el distanciamiento social funcione?... “La seguridad seguirá desarrollándose pero creo que no debería ser un enfoque único para todos.

Habrá desigualdades porque ciertos distritos tienen más recursos para asegurar una reapertura más fluida. Por lo tanto debemos asegurarnos de que haya una manera más personalizada de garantizar que las escuelas de alta necesidad tengan los recursos esenciales a través de vacunas, pruebas o equipos de protección personal (PPE en inglés)” Howard recordó el impacto de la pandemia, es-

pecialmente en comunidades étnicas, citando un informe del Centro de Investigación de Políticas de Salud de UCLA según el cual cerca de la mitad de los adolescentes en California reportó tener algún tipo de problemas de salud mental en el último año y un tercio de esos jóvenes dijeron que los niveles de depresión que sentían por cuenta del aislamiento, eran tan altos que los debilitaba en su capacidad para hacer sus tareas.

Adicionalmente, según funcionarios de salud pública del condado de los Ángeles, el número promedio de latinos que mueren por coronavirus a diario ha aumentado en más de un 1,000% desde noviembre.

“Las cápsulas de aprendizaje que aparecieron principalmente en las comunidades blancas acomodadas, donde el aprendizaje en persona todavía estaba teniendo lugar, no fueron oportunidades para muchos niños negros y morenos… Vamos a tener que asegurarnos de que exista una tutoría individualizada, especialmente para los estudiantes que aprenden una segunda lengua, aquellos con necesidades especiales, e incluso los estudiantes sin hogar.

“Todos ellos ya eran estudiantes en los márgenes académicos y esta pandemia los ha llevado aún más lejos (de esos márgenes). Así que el tema de cómo calificar es un problema real”.

Prevenir el acoso

“Estos (incidentes) incluyen ataques verbales, rechazo al servicio (de enseñar) y agresiones físicas, lo que pone en mayor riesgo el bienestar de nuestros niños API… Esto pasaba antes de que cerraran las escuelas y ahora virtualmente, se ha visto la retórica anti-asiática en los sitios de redes sociales que visitan con frecuencia”.

Para Vora, el hecho de que uno de cada tres API tenga un dominio limitado del inglés, requiere que las escuelas hagan “un trabajo eficaz a la hora de comunicarse con los padres que hablan otro idioma”.

“De los 1.9 billones (del paquete de estímulo) se debe destinar mucho más dinero para las escuelas y los consejeros. Todo lo que sea necesario para garantizar que los estudiantes marginados reciban el apoyo adecuado”, dijo Bora.

A pesar de los miedos en todos los sectores, la evidencia epidemiológica sugiere que sin duda los niños están en el grupo poblacional con menor riesgo de contraer COVID-19 y con un sistema inmunológico más fuerte para sobrevivirlo. ince the COVID-19 pandemic forced the closure of her children's school in Los Angeles and obliged the family to move into distance learning without much knowledge, Karla Franco feels that in addition to being a mother, she has had to learn to be a teacher, a counselor and even an expert in electronic devices.

“This has a particular effect on black, brown and indigenous children whose behavior can change dramatically by these traumatic experiences, which are punished with suspensions and expulsions. " Howard considers that in addition to the socialemotional well-being of the students, two other core areas must be taken into account in the reopening plans: learning loss problems and the support for teachers.

Overwhelmed by her new tasks and the lack of support for parents who found themselves immersed in a remote education model in response to the virus, Franco has become a fierce community leader in her school district in southern California where, as in the rest of the country, there is fierce debate over reopening schools safely.

"What I think and hear from other parents in general is that going back to school is not safe," Franco said at a news briefing hosted by Ethnic Media Services on Feb 5. “The school district never protected our students or our campus, not even before the pandemic.

I have asked the superintendent: if you cannot control what you see, how will you control this virus that you cannot see? All of us are in danger ”.

Franco insists that not only school personnel and teachers should be protected, but also parents who, according to her, are seen as "the enemy” for raising complaints and concerns to principals.

“We don't have to think about money. We have to think about our lives,” she added.

The question of how and when to reopen public schools has become “perhaps the most contentious issue in the country,” according to Louis Freedberg Executive Director of EdSource, a leading national news site on education. While the Centers for Disease Control (CDC) says that it is safe for students to go to school even if teachers have not been vaccinated, teacher unions and parents have less confidence in the safety of the school environment and the response capacity of its officials in the event of a virus outbreak.

In Chicago for example, amid threats of a strike, the school district reached a tentative agreement with the Chicago Teachers Union to reopen schools in pre-kinder and kindergarten. The city of San Francisco filed a lawsuit against its own school district in an effort to reopen in-person instruction, and Los Angeles City Councilman Joe Buscaino proposed a resolution to file a similar lawsuit against LAUSD. In addition to the general exhaustion from the number of hours spent on screens, students of color in major urban districts are losing ground the longer they are out of the classroom. As their communities have experienced the most devastating effects of the virus, they are also the most fragile in their emotional health.

"Socio-emotional support is not available in our schools. It never has been available," said Bernita Bradley, the Midwest delegate for the National Parents Union, speaking from Detroit. "We have districts with one nurse covering about four different schools across the city, and yet the parents are expected to trust the school and just send their kids back into the buildings."

In cities like Detroit, the disparities in education are glaring: here only 16% of students in third grade have the required reading level and 38% of households do not have an internet connection. In affluent districts, technology and teachers prepared to use it made a huge difference in the online learning impact for parents and students. But African-American families, who have historically distrusted the educational system, were left behind.

“Just in June some of our students got laptops or tablets… Suddenly second graders had to turn in assignments in 30 days to receive a grade. And they have no instructor,” said Bradley, who believes it is time to reimagine education because online teaching is "not working".

“When some schools opened up in the summertime, we had kids who came up positive (for the coronavirus test). Where are the checks and balances to make sure people are really socially distancing? ...

The plan is that we all get vaccinated but our survey showed that only 55% of parents say they will.”

“The learning pods that popped up mainly in affluent white communities, where in-person learning was still taking place, were not opportunities for many black and brown children… We are going to have to make a big push for individualized tutoring, especially for students who are language learners, those with special needs, and those who are experiencing homelessness.

Additionally, according to Los Angeles County public health officials, the average number of Latinos dying from coronavirus each day has increased by more than 1,000% since November.

"The fact that children have lost loved ones, mothers, fathers, grandparents, caregivers, aunts and uncles is serious and significant," Howard said. “Many schools do not have the bandwidth to invest in social workers,

Several studies indicate that transmission of the virus among students, especially in elementary school, is very low.

While that may not be very comforting to parents of children in middle and high school, the main problem is that "there are adults and teachers in schools who do not have the same protections (as children)," said Louis Freedberg of EdSource.

This depends on the spread of the virus in the local community and the way schools can mitigate that spread beyond the well-known measures of wearing masks and social distancing, which require working with smaller groups of students.

“Having good ventilation systems, screening and frequent testing. A lot of school districts do not have those measures in place,” Freedberg said.

But back-to-classroom advocates also argue that schools are where kids get their meals, a task that several districts continued doing during the pandemic. "The impact of food insecurity on academic performance is something that we are starting to learn about," Freedberg said.

"We have to look more closely at the research and see how it applies to our communities. There needs to be some focus on making sure that research is available in other languages," he concluded.

L.A. COUNTY/CITY EXPERTS CAUTION: IMMIGRATION REFORMS WON’T COME OVERNIGHT – WATCH FOR SCAMS!

At a “Town Hall” telebriefing on Feb. 11, representatives of both the Los Angeles city and county’s separate Offices of Immigrant Affairs, along with county and city librarians, offered an assessment of what to expect, and how to respond to developments.

Maria E. Penaloza, a program manager with the LA City OIA, led things off by explaining the differences between the “executive actions” process President Joe Biden has already utilized, and changes that can only happen with the cooperation of Congress, such as writing new legislation. ”Some executive actions call for the review of current policies, so as of today, it is not clear what further changes will happen or when.”

She addressed the DACA (Deferred Action for Childhood Arrivals) and TPS (Temporary Protected Status) programs.

There are almost 80,000 DACA enrollees and 30,000 TPS holders in the Los Angeles metro area, Penaloza said.

Although Biden has asked the Department of Homeland Security to strengthen DACA, she said, for now, that doesn’t change anything. Applications and renewals are still being accepted, and should be pursued without delay, because a pending court case in Texas could affect the program in unforeseen ways.

DACA and TPS both offer temporary relief from the possibility of deportation, but that’s not permanent, she cautioned.

While Trump administration attempts to scale back TPS to just four of the current 10 countries are still tied up in court, Penaloza urged anyone facing issues around TPS to seek legal advice.

While the U.S. Citizenship Act of 2021 – more commonly known as the “Biden Immigration Reform Bill” — provides a path to citizenship that could welcome more than 11 million people, Penaloza stressed that the measure is only a proposal, not even published yet except for some fact sheets the White House released. “Right now, it has not been introduced, it is not law yet.”

“The numbers are not totally clear, but we know that at least 600 kids remain separated from their parents,” Reyes said. “So the county has made a commitment to find who these kids are, determine what services the county has that could help them out — not just the kids, but those who are taking care of them now. We know they need a lot of help.”

As for the immigrant community in general, he listed legal representation, health care, school enrollment and support, cash and non-cash assistance including

CalFresh, as “basic things that the county wants to provide.”

Daniel Sharp, chief of the county OIA, addressed Trump administration efforts to use the “public charge” rule to discourage people from seeking government help.

Biden has begun the process of reversing the rule, he said, “but it’s going to take time.”

But, he advised, the rule only applies to those trying to enter or re-enter the country or adjust their immigration status and is otherwise irrelevant to most immigrants to the United States.

All programs fighting COVID-19, such as medical sheltering programs, testing and vaccinations, and many others, including, for example, Medi-Cal, My Health LA, and workers compensation also don’t count in public charge consideration, he said.

Nor do programs other household members may be using.

County Library system, listed a variety of supports for immigrant communities, such as “Citizenship-in-a-Bag” kits that include study materials and application forms, and Laptop & HotSpot loan programs that offer computers and web service for things such as accessing applications and test preparation. These and more services, including English-learning help, can be obtained via LACountyLibrary.org.

The city’s library system, too, through its New American Centers has free immigration services — naturalization assistance, LPR (Lawful Permanent Resident) card renewals, fee waiver applications, DACA applications and renewals and more.

ANTA FE, N.M. - Supporters of New Mexico's Climate Solutions Act, to be heard at the Roundhouse this week, say it could set a national precedent with its emphasis on creating a "just" economic transition to clean energy.

Noah Long, director of the West's Climate and Clean Energy Program for the Natural Resources Defense Council, said the bill would ensure the state curbs greenhousegas emissions in line with Gov. Michelle Lujan Grisham's executive order that calls for a climate-conscious future that protects people, natural resources and the state's cultural heritage while creating jobs.

"The governor has turned the ship," he said, "but we would need to make sure that we stay on course for the next 10 and 20 and 30 years - all the way to a net-zero emissions economy."
