ABOUT THAT CORONAVIRUS patient deaths out of the 35,000 individuals who were stricken by this corona viral respiratory disease.

Hilbert Morales M.P.J. EL OBSERVADOR

D

uring last December 2019 a Chinese physician identified a new respiratory ailment caused by a virus which was highly virulent and infectious. Chinese government authorities required that doctor to retract his heads-up notification which had been communicated to the local medical community. The physician became ill with that very same viral infection and died. Then a Chinese community of 11 million residents was quarantined to no avail because tourists from a cruise ship had contacted that same respiratory illness. That cruise liner was denied docking services at several ports until Cambodia allowed it to use its docking/harbor facilities. Recently the Public Health Officer of County of Santa Clara, Dr. Sara Cody, M.D., has confirmed that up to eight individuals who have had exposure to this infectious virus have returned to the County of Santa Clara. Back in China, the community which first experienced this highly infectious respiratory viral disease, has experienced 1,500

In order to avoid having an epidemic here, all individuals need to do what is most effective in restricting the spread of this viral disease to any and all individuals with whom they may have made contact. This may be done effectively by coughing or sneezing into the crook of your arm rather than into your hands used to cover your mouth. Infected hands are the most efficient distributors of viral diseases because many viruses survive the contact with many kinds of surfaces. When you sneeze or cough into the crook (bent elbow area) of your arm, that surface hardly ever comes into contact with other items. The wearing of long-sleeved shirts or blouses (cotton surfaces are best) has a very effective absorption surface. Try to cough or sneeze into the crook of your arm rather than the traditional coughing into your cupped hands which are then used and make contact with many other surfaces and individuals. If each afflicted individual can do that much the spread of viral disease via coughing will become greatly mitigated. Washing your hands before you make contact with anyone also is a very effective way to limit the spread of any respiratory disease. If you have a fever, bed rest and isolation is recommended. Understand that viruses multiply (replicate) by invasion of a cell

host whose metabolism is diverted to the production of more viruses. In this process, host cells are destroyed (resulting in muscle aches). Viruses can survive in many environments. A virus is composed of a surface capsule made up of lipids, carbohydrates, and proteins. Their interior contents are almost entirely DNA (deoxyribonucleic acid) or RNA (ribonucleic acids) which have the capacity to take over the metabolism of any host cell infected where they multiply (replicate). Prescription drugs target the virus prior to its attachment to a host cell. Once a virus has injected its DA and RNA into a host cell, it is not possible to address the viral infection without also damaging the host cells. Invariably, bed rest and curtailment of strenuous activities is highly recommended and practiced. During this flu season, if you catch a cold or any viral disease, it is best to slow down, enjoy the bed rest and just take it easy. Your body's immune system will respond to the viral infection with its white cells which seek and devour infective viruses. By reducing your physical activities, you allow your immune system to focus upon going after the viral infection and sustaining the internal environment which is required by your body and its organ systems. Therefore, it is so important to curtail normal physical activities to allow your body and its immune systems to address

the disease process before it becomes too serious. Your personal health is the most valuable and essential process which you must have in order to sustain excellent well-being. Wellness is a state which allows your body to function effectively and efficiently. A moderate level of activities permits sustaining your muscles and organ systems in a very good operations level which enable you to feel good and enjoy all of life's activities and pleasures. Doing absolutely nothing does some damage usually evidenced by the atrophy of muscles which lose their strength and tone. A moderate level of exercise is best. Getting back to the coronavirus, also keep in mind that it is one of numerous viruses, fungi, and bacteria which exist in the environment and are always ready to infect a weakened host. Excessive food or alcohol consumption results in obesity and becoming too fat (overweight). Many drugs and tobacco’s nicotine are injuries when excess intake happens. Some of us are allergic to certain foods (chemicals therein). Your body will always let you know when any of its functional systems are being abused or damaged. Your body is always in equilibrium with the environment you reside in - all the time. That is why exercise in moderation, good nutrition, clean air and sufficient potable water are essentials to sustaining and maintaining your body in good health and wellness.

Take the time to experience and learn what your personal body will tell you as it experiences allergies induced by toxic substances. Also take the time to learn and listen to the constant stream of messages which your body's systems continuously convey to your mind. That is always a very good thing to do. The coronavirus respiratory disease process is only one of many which your body will cope with successfully if you maintain and sustain a good lifestyle which is essential to enjoying life. Many of life's essential processes happen so effectively and efficiently that we tend to take them for granted. Take time each day to check out all your body's essential functions which are invariably active and, on the job, dealing with potential diseases. The coronavirus is very effectively invasive as a respiratory disease as evidenced by its high mortality rate. Let's do what it takes to ensure that this disease does not become established here in our community. Each and every one of us may take responsible actions when required to sustain and maintain our healthy community in this very good Silicon Valley environment. Begin by remembering to cough and sneeze into the crook of your arm rather than into your cupped hands covering your mouth. It all beings with this simple adjustment to our habits. It will take all of us to ensure that this virulent infective coronavirus does not become established in our community. And, we can do just that.

Si te has sentido víctima de dis-

eading plays an obvious role in academic performance, but it’s also an essential life skill. Literacy and effective communication go hand-in-hand and inspiring a child to embrace reading and writing can help open a world of opportunity. Celebrate the importance of literacy and help the children in your life develop a love of reading with these ideas: Make literacy a gift they’ll treasure. Few kids remember what toys they received or when, but many have special memories of the books they read as children. Whether you gift a book that’s a classic childhood favorite, a story that held special meaning for you or even a book dedicated to today’s popular characters, encouraging reading is a gift that can keep giving for a lifetime. Do business where literacy is a priority. You can show your support for literacy by conducting business with retailers who not only support the cause, but also offer opportunities for the community to get involved Plant seeds of interest. Kids are most likely to embrace reading when the topics they’re reading about capture their attention. Whether it’s comic books or chapter books, there’s no right or wrong source of reading material. If you’re not sure where to start, consider introducing books that come in a set or series. Once your children find a favorite, they’ll likely be eager to read additional books that take their favorite characters on new and exciting adventures. Make reading a rewarding part of your routine. Encourage reading as part of your family’s everyday schedule. Wind down with a book at bedtime or make story time together a reward for good behavior. When you visit the store, make a visit to the book aisle just as exciting as a trip to the toy department. Attend events that celebrate literacy. Each year, the Rose Parade captivates millions

of viewers with floats that are as beautiful as they are inspiring. To culminate its annual Toys for Tots Literacy Program, The UPS Store, which won last year’s top parade prize, will showcase tamarin monkeys, an endangered species, alongside toucans, salamanders, butterflies and parrots to represent hope and strong community ties on its 2020 float titled “Stories Change Our World”. In addition, the float was the inspiration for “Tell Your Tale”, a contest for young authors across the nation. The winning entries will be published in a special anthology book that will be handed out to 10,000 guests at the “Post Parade: A Showcase of Floats” event and available online. a lectura juega un papel obvio en el rendimiento académico, pero también es una habilidad vital esencial.

“To tonal ye okzepa tlauia” (nuestro Sol nuevamente nos vuelve a alumbrar)

S

FEB 21 - FEB 27, 2020

NEW ENGLAND'S LOBSTER BOOM, A BY-PRODUCT OF GLOBAL WARMING?

ESPAÑOL

ENGLISH

Albert Traver EFE

lobster in 2017 compared to 855 tons in 2000. Similar trends were seen in Maine, the hub of lobster fishing, where lobster catch almost doubled in the same period to 50,000 tons.

South of Cape Cod, Massachusetts, however, the industry is witnessing a rapid decline. In the same period in Rhode Island, the catch tumbled from 3,450 tons to 1,015. In New York, it went from 1,400 tons to just 75.

For scientists, the explanation is simple.

Photo Credit: Pixabay explicarlo.

eabrook, NH - The lobstermen of northern New England have been hauling in record numbers of the crustacean in recent years, something they attribute to the different “cycles” of the sea, but scientists have a different theory — climate change. The cold winter is afoot in New Hampshire and maritime conditions are poor. It is a time of year when the local lobster fishermen spend much of their time onshore, waiting for the boom of summer. According to official data, fishermen in New Hampshire caught 2,750 tons of American

The waters off New England have warmed three times more than the rest of the planet, which has caused a migration of species in the region with lobster becoming more abundant but shrimp and cod becoming ever more scarce. Andrew Pershing, the chief scientific officer and climate change ecologist at the Gulf of Maine Research Institute, said: “Since the year 2000, warming has caused the productivity south of Cape Cod to decline and the productivity in the Gulf of Maine to surge.” Like any animal, lobsters have a preferred temperature range and if the water gets too cold, their reproduction rate shrinks. As the waters in the Gulf of Maine continue to warm, lobster populations will steadily migrate north toward Canada. “We found that the warming we expect over the next 30 years will cause the lobster population in Maine to decline, but not precipitously. “Essentially, the population will return to levels similar to those in the early 2000s.” The scientist said freshwater melt in the Arctic was starting to disrupt the circulation of the North Atlantic, bringing warm water to the region and reducing the supply of cold water. Jerry Worcester has been fishing these waters for decades. He has noticed his catch getting bigger but doesn’t believe climate change is a factor. “I don’t think so much climate change. I think there are cycles, it goes four to five great years where fishing is really good and then you get a bad year,” he told EFE. For him, this explained why 2019 is set to see a 40 percent drop in lobsters. Worcester said fish species such as cod that are theoretically in decline and now protected in the region are still there in abundance. "We see them even closer to shore than we’ve ever seen them before, literally you see them less than a mile off the beach, and I don’t know how to explain that. You see more of everything, you see more seals, white sharks. Again, I believe it goes in cycles.” Attracted by the lobster bonanza, Dominican Juan Peralta decided to buy a boat two years ago despite having no experience in the job. Now it has become a way of life.

He brings in between 200 and 250 pounds (90-115 kilograms) of lobster each outing. A pound of the crustacean goes for about $5.

Bigger ships can pull in around 1,000 pounds in one day.

“I have spoken with the oldest fishermen here; they tell me the fishing is better than before.”

"GHOST" TAX PREPARERS CONTINUE TO VICTIMIZE TAXPAYERS

ACRAMENTO, California - There is a problem that continues to obsess those responsible for monitoring compliance with federal and state laws every fiscal season: ghost tax advisors. These are people sheltered behind the facade of an accounting office that receive countless taxpayers and disappear just after the deadline for filing returns. "Without a doubt, these people know how to disappear, but they usually leave a trail. We still have victims who can report them," said Susie DiMaggio, president of the California Tax Education Council (CTEC), a non-profit organization that works by state mandate and is responsible for administering the registry of 40,000 tax advisors without a license. "It's an issue that even the IRS struggles to keep under control," DiMaggio added. Here we explain how phantom advisors operate: they print tax returns for their clients, ask them to sign and send them by mail. Many taxpayers do not realize that the tax refund does not include the advisor's signature. In the case of electronically filled out forms, the name of the advisor does not appear either. These returns are presented to the authorities as "prepared by the taxpayer themselves". "They should not do that. The legend elaborated by the taxpayer himself indicates that only the taxpayer prepared their return. The law requires paid advisors to sign their clients' forms," said DiMaggio. Other common forms of fraud consist of ... • Paste a commercial label on the tax return instead of signing it and writing your name. Customers receive the copy with the "tag", which appears to have been signed; however, a blank copy without any commercial label is presented to the authorities. • Advisors who say "they have forgotten" to sign the return and promise to sign it once payment has

"The other big problem is that these returns are usually full of false deductions and balances in favor. Taxpayers may well feel that the money paid to the advisor was worth it because it seems that they will receive a large tax refund, but they end up spending more in audits, penalties and higher taxes, "said Esperanza Escobedo, a tax advisor registered in California and a member of the CTEC board.

Taxpayers can file complaints on ctec.org. Anonymous complaints are also received. All complaints go directly to the California Tax Board, which is the compliance monitoring section of the CTEC.

Taxpayers in California should always verify the legal qualifications of tax advisors. State law requires that everyone who charges for preparing tax returns be a lawyer, certified public accountant (CPA), tax advisor registered with the CTEC (CRTP) or registered agent (EA). The CTEC is a non-profit organization that was founded in 1997 by the California State Legislature for the purpose of protecting taxpayers from fraudulent and incompetent tax advisors.

“SOY COMO SOY”: EVOLVING IDENTITY IN ART

Experimental indie band Y La Bamba explores spirituality, politics and cultural identity through a Latinx lens and a walk down the streets of memory

like. To be like, 'Si puedo hablar español, y a veces no puedo, pero no importa. No tengo de otra.'

La Bamba is a self-described indie folk pop group from Portland, Oregon, spearheaded by vocalist and songwriter Luz Elena Mendoza, a first-generation Mexican American trying to make sense of coming from two vastly different worlds. The music of Y La Bamba, an amalgamation of her experiences and musical history which include Mexican showstoppers Los Bukis, to create a listening experience like no other.

I was wondering when you write music, when you create music, are you thinking about the fact that people are gonna hear it at some point, or are you doing it for personal reasons? It's so personal. And I am a sensitive person and I can see how people try to gauge it. There are people that celebrate it. I'm not going to just be all negative and be like, 'oh, people are just making fun of me.' But there is like that seed in my mind.

On the day I speak to frontwoman Luz Elena, she’s taking a pit stop from her bands current tour in the Southern US to talk about her journey through music and identity. She tells me she’s somewhere around Asheville, North Carolina and half an hour from having to attend to another scheduled meeting. She’s willing to let out her sincere feelings for the interview though, even in a time crunch. As far as feelings go, her plucky personality and sincerity permeate her words, not only within her songwriting but even as she speaks to me about her viewpoints and experiences. As a precursor to the following interview I’d like to add that this was a resoundingly successful and unexpected chat, that went from simply touching on Y La Bamba’s music and method, to an introspection of Mendoza’s own reason for being and doing what she does. Hello Luz Elena. I wanted to start off by asking what your musical history is like. What are your strongest memories or first memories of the music that you can remember? Oh, my gosh. It's all kind of collaged together. One of my first memories of music [had] been at church; a Catholic church, like alabanzas (musical praise), and me singing in the background. Before that is boleros, wapangos, musica huasteca, corridos, grupero bands like Los Bukis, Los Caminantes, Rigo Tovar, stuff like that. But the thing that always was around when it wasn't a quinceañera, or a bautismo or a wedding, was when it was a gathering with the family. Like la carne asada (BBQ), when there's like 20 or 25 people just like gathering around a house. [There] would be like a band that they always hired. I was raised pretty much in southern Oregon, so all the Latinos had their bands that they would hire. And it wasn't mariachi bands that would come to your house and play for the family. This band consisted of a harp, a violin or two, a guitar and I think that's it. It's just like old, old music from pueblitos chiquitos, it's just like a go to. And corridos [too] in that sense. That's like one of my first memories, just being a little kid watching the older generation just kind of drink and eat food and we're just running around. It was just part of the package. With that in mind, when did you begin to think about creating music and making something of your own, and getting into that? It's so crazy to think about this because I've been thinking about it since I was a little kid. And I can remember a really early memory. We used to have to go with my parents whenever they paid their bills, like the water bill, the electricity bill and we would have to translate. My dad would just drive us in his pickup truck, and we'd be in the back like in the camper. My brothers and I, and I would just be mimicking [the radio]. I'd just mumble the words and mimic the emotion, because I think you are a product of the environment. And my brothers would sing along with me, it was very infectious. Even though my brothers don't play music or sing, even as little kids, we liked having that shared experience when we were not with the elders. We would do that all the time. And then when you get home we carried 'the band' in the garage. I used to sit on top of these boxes that my dad would make out of wood to put his working shoes in, and I would just turn them over and dance on them and hit it with a stick and make my beat. My brothers would just try to be my band, just like with the whatever the hell was around in the garage, and I would just be singing. I used to watch "Siempre en Domingo" and "Saba-

This seed of, people are going to make fun of me for expressing myself in this way in Spanish or it's not going to be Mexican enough for the Mexicans. Or it's not going to be 'cool enough' for the white people or it's not going to be Mexican American enough for the Mexican Americans because of the way that I look, or people just don't know my full story.

Luz Elena Mendoza of Y La Bamba. Photo Credit: Christal Angelique do Gigante", seeing Daniela Romo and Yuri (Latin pop artists), and all these artists that weren't what my parents listened to. As a kid, I said, ‘I want to do that!’ My mom would be like, ‘No! Te van a robar!’ (You’ll be kidnapped). Now, with hindsight, I look [back] at stuff like that. I was little, we lived in this house on Tea Party Street in Medford, Oregon. I remember exactly the moment when I was in the living room, what I was feeling and thinking. And then I used to make up my own songs, even though I didn't have an instrument to play. I have the ear for harmony without even realizing it was like a skill. You grew up listening to people harmonizing with each other like this music. So, you're like, 'Oh this is normal'. And then when I was in junior high, mostly 8th grade through freshman year in high school, I used to go to Sam Goody [or] anywhere to look for those tape single cassettes, [where] one inside was an instrumental version of the song and the other version was the radio hit. But I would just get all this R&B and Hip Hop, and event stuff I didn't even know, I would just buy them and then I would check out what the instrumental was like. If there were no backup vocals, then I just wrote my own songs for them. I did that a lot! I never thought it was bad, or it was a good thing, it was just the most natural, visceral thing. I just always wrote songs, [even] as a little teeny kid. I mean, the fact that it was there, and I still am that person [is] like the most consistent thing that I know of my life. I think that expressing yourself and emoting is part of our culture, to express something really [strongly]. I think the most important follow up is do you have any of those tapes still? No! No, I don't. I know. Everyone asks me that. Maybe my brothers have something. They were, and still are, my big supporters because they saw it all happen. Moving onto the music you're creating now, I wanted to get your viewpoint on Latinidad and identity in music. Your music is bilingual, you grew up in the states, so how does that Latinx identity fit into your music? Well, I think it's like what you hear and how you get it all out [is] natural, you know. So, it's something that hasn't been labor. It's never been a laborious thing to write the way that I write, to express myself in the language Spanish. [Even] though it’s a colonizer language. I mean, I can't help what I was raised with. So, I'm a product of exactly what my environment was. You know, what my parents taught me, what I was surrounded by. It's as simple as that. Also, Mexican American, that's a whole other Latinidad that needs to be celebrated. For so long, I'm thirty-seven, so there was a lot of shame being like me, 'I'm not from there. I'm not from Mexico and I'm not white. So, where am I?'

There's vergüenza. So, you just kind of get used to being like, 'Well, I'm not either. So, then what?' So recently the last couple of years, I'm like, 'You know what? That's a whole other Latinidad in itself but it needs to be celebrated. And so, the way I open my heart and my mouth and how I tried to articulate myself in Spanish has been like a growing experience for me to not be ashamed of my Spanglish or ashamed in a way that I am. Not be so insecure about it. And I know that I'm not the only one. And now I'm like, 'fuck it.' Like when I go to Mexico, it helps me to be in that body of knowledge, of speaking in Spanish all the time. Obviously, the emotions have always been there. You know, like being, 'I'm fucking Mexican American!' and that will never go away. But to articulate yourself with a vocabulary has helped me a lot. Also being confident in my Spanglish and not caring of people’s [opinion]. I'm like, 'You know what? Either you're gonna help me or you're just going to accept me for who I am.' And also know that this is a growing experience. I'm not invisible. I don't want to be invisible. Like, I don't want the Chicanos or the Mexican-Americans, and Latin American to be invisible with the fact that we are both and an in-between; and that I personally recognize the privilege of having a birth certificate, of being born in the United States. But that's a whole other thing. To celebrate what it is that I am, my parents labor. The reason why I am the way that I am is because my parents' hard work and me navigating through the world in this lens of knowing the difference of being a daughter from immigrant parents and like really celebrating it in everything that I do. And because I do music, which is not the only thing, I just don't identify myself as a musician, it’s just another way of expressing myself. I'm going to express myself naturally, as a Mexican American. We all have different experiences, for me specifically, I was really embarrassed. I was scared, really insecure about not being accepted by, like, whiteness, white people, and not being accepted by my Mexican family because I was just Americanized to them. Super fucking 'other unicorns', in both sides and that really messes with your psychology, like hella hard, [but] then you just kind of get used to it. And again, because I'm thirty-seven, I know that the newer generation, there is a lot of strength because when I was twenty-five, I didn't have the validation or even had these conversations that we're having right now. And so, I've been trying to heal from what it is that I put up with for so long. And my speech through music, because it's communication, like my articulation in Spanish has gotten better. But that's just for me. That's personal. You know, that's a personal thing for me. It's helping me grow. And then I watch my growth, just being like, 'oh, I'm not going to be ashamed of this anymore.' I'm not going to be ashamed with me taking initiative and allowing myself to grow and whatever it is that looks

There's a lot of insecurity behind that, there always has been. But I still do it because it's the only thing. It's what I have. It's almost much. It's natural. Yeah. You know, and it really teaches me about where we're at as people. I can't help the way that I am. If I want to rock a fucking mariachi suit, I'm going away and I know people are going to look at me, either Mexican Americans or Mexicans or whatever. Maybe I'll be like an ethnic token for the white people. But the people that I want the respect or the validation [from], it's awkward. It's still fucking awkward. When I go to Mexico City and then I have so much intimidation of just singing my songs in Spanish because I feel like when I go present myself, even though I blend in with them, but when I start talking about things that I'm talking about right now, a lot of the [wealthy] people, that don't know what it's like living or growing up humbly how my mom and dad and all my family that lives in California, they're like, 'What?' I'm like, whoa. And that. And then and then what's popular and 'hip', this westernized way of thinking about music. It's not cultural. So, when I think about culture. I'm thinking about like what, um, what are we talking about here? Like, what is the Mexican culture? You know what I mean? For me, Mexican culture is not Mexico City. It's Michoacán, pueblitos chiquitos. I know that for so long I thought that the Mexico was just ranchos because I grew up with parents that showed me that, you know. So, when I say that, I don't say that I'm making fun of myself. I say like, yeah, I'm trying to teach people by just even that story. What is your favorite thing about doing all this at the end of the day and like traveling and performing in front of people, many who might say, 'I'm like you too!' That's it. I've never done it en una manera para estar aquí, 'I wanna be famous!' Or whatever. I've always done what I've done for my family, even if they don't fucking get it, like the older generation. And I've had this social dysmorphia, this imposter syndrome of just not ever thinking I deserve what's going on or anything. I don't even see it. And then when people come up to me and they're like, 'yo también, yo también guey!' [It’s validating] Either we're talking about domestic violence or talking about like, [feeling] so invisible for X, Y and Z, that fills me. That is why that is why I'm personal. And I know the people that have been traveling with me the last year or so have also been going through things like that. That also means [something] to them in their own ways. And that's why it can be really strange sometimes when that is all mixed into an 'industry', which I have a hard time with. But it's personal. It's my act. It's not even just activism. It's like transparency. It's a story. And when we come together, it's like a gathering. It's like, 'Hey, vamos a esta quinceañera!' It's like that for me. I do it for each other, for us, for myself. Me growing, me seeing my growth before my own eyes. Like taking ownership and loving myself. It's a whole act of self-love. Mercury News Editorial: Elect Lee to Board of Supervisors, February 2, 2020

Three Santa Clara County Board of Supervisors seats are being contested in the March 3 election, and the races couldn’t be more different. ...And in District 3, four qualified candidates are vying to replace termed-out Supervisor Dave Cortese. The county has a $7 billion budget and employs 22,000 workers in more than 70 different departments. In addition to serving as the safety net for those in need, the Board of Supervisors’ broad responsibilities include funding public safety and ensuring a fair criminal justice system, preventing homelessness and maintaining county roads, parks and libraries. We recommend Simitian in District 5, Chavez in District 2 and former Sunnyvale City Councilman Otto Lee in District 3. District 3 (North Sunnyvale, Milpitas, & Alviso, Berryessa, East Foothills, Evergreen in San José) We recommended Otto Lee for the District 3 seat in 2008, when he ran against Cortese, and we haven’t changed our minds about his strengths. An intellectual property attorney, Lee is the most thoughtful of the four candidates and has a proven track record on public safety, finances and the environment. Then there’s his independence. When discussing the issues, it’s clear that his first priority is the public good, meaning he can work with business and labor without being beholden to them. Lee’s commitment to public service is admirable. He served on the Sunnyvale City Council from 2003-11 before vacating his seat for a yearlong deployment in Iraq as a U.S. Navy reservist. He was awarded a Bronze Star for helping bring home troops from Iraq. Lee retired from the Navy reserves in 2018, concluding a 28-year career with the rank of Commander. He is well-versed on the county’s housing challenges. Finally, as an Asian immigrant, he would bring welcome diversity to the board. Lee faces strong opposition from Assemblyman Kansen Chu and San José City Councilwoman Magdalena Carrasco. Chu took the unusual step of running for supervisor instead of seeking another Assembly term, saying he wanted to “focus on the important issues back home.” He has a wealth of experience, having also served on the San José City Council and Berryessa Union School Board. ...But he has not been a strong leader in the Assembly. His most notable bill in 2019 was his effort to eliminate Daylight Savings Time. His long list of labor endorsements signals that he would not be as independent as Lee. Carrasco also has labor’s backing, but she has built a reputation on the San José Council as an independent thinker. Her background as a social worker makes her knowledgeable about safety-net issues, and as a Latina who grew up in San José, she would bring insight into women’s and immigration issues.

Lee has the best combination of experience and independence. We recommend him to voters. https://www.mercurynews.com/2020/02/02/editorial-elect-simitian-chavez-and-lee-to-board-of-supervisors/

REYNOSO DIAZ, Adopting Parent FROM: THE PEOPLE OF THE STATE OF CALIFORNIA TO: JOSE G. PARRA By order of this court you are hereby advised that you May appear before the Hon. Lori Pegg, Judge presiding in Department 72 of the court located at 201 N. 1st St., San Jose, CA 95113, on February 24, 2020, at 10:30AM, then and there to show cause, if any you have, why ERIK PARRA DIAZ should not be declared free from your parental Control and custody for the purpose of freeing ERIK PARRA DIAZ for placement for adoption. The following information concerns rights and procedures that relate to this proceeding to declare minor free from your parental control and custody as set forth in Family Code Section 7860 et. Seq.: 1. At the beginning of the proceeding the court will consider whether or not the interest of the minor child requires the

appointment of counsel. If the court finds that the interests of the minor do require such protection, the court will appoint counsel. The minor will not be present in court unless he requests or the court so orders. 2. If a parent of the minor appears without counsel and is unable to afford counsel, the court must appoint counsel for the parent, unless the parent knowingly and intelligently waives the right to be represented by counsel. The court will not appoint the same counsel to represent both the minor and his parent. 3. The court may appoint either the public defender or private counsel. If private counsel is appointed, he or she will receive reasonable sum for compensation and expenses, the amount of which will be determined by the court. That amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. If, however, the court finds that any of the real parties in interest cannot afford counsel the amount will be paid by the county. 4. The court may continue the proceeding for not more than thirty (30) days as necessary to appoint counsel to become acquainted with the case.
