ENGAGING PARENTS REQUIRED IN EDUCATION

Governor Jerry Brown is proposing that local school district boards have more responsibility and accountability in the management of school educational programs and associated budgets. This is now a major challenge facing California’s educational structure and process. It is proper for the California State Department of Education to continue to set and monitor, evolving standards and goals as well as be responsible and accountable for the collection of information required to continue to receive funding from federal programs such as ‘No Child Left Behind’ and ‘Race to the Top’. These programs are a national effort, with ‘top to down’ directives which have funded many efforts to deal with ESL (English as a Second Language) learners as well as others with learning challenges. The impoverished parents, especially the working poor, have not been able to provide for much, if any, pre-K programs which would prepare their child for enhanced achievements in basic social skills and knowledge. President Obama, in his State of the Union address, proposed funding a universal high quality pre-K program. Fortunately, California already has implemented such a program. A pilot program is already happening in San Mateo County. And Governor Brown has been advocating for equity in funding of all school districts within California. The State of California’s Department of Education and its Superintendent of Education must continue to be responsible for moni-
toring all schools, to ensure that basic learning skills and knowledge content be taught to all youth, so as to enable and ensure that their academic success is enhanced. The long term outcome is projected to be lower dropout rates and a higher level of achievement in colleges/universities. The creation of human capital begins very early now in pre-K training. Necessarily, local school boards need to be composed of elected officials who fairly represent their diverse constituencies. Having the same amount of resources available is the first challenge, because tax funds which end up supporting school districts are not currently equal. It would be a very good thing to have Alum Rock Union School District have $12,500 per student just like Palo Alto Unified School District. Total equity will never happen because resident citizens in Palo Alto have donated directly to a school district. PAUSD just received an altruistic gift of $20 million for a new school building. In contrast, River Glenn Elementary School, SJUSD, has a group of parents who have scheduled a casino night on March 8th to raise funds to augment their school’s budget with respect to culture, arts and technical support. Their goal is to raise $20,000 from the local community of Willow Glen, San Jose. Nonetheless, the equity in funding proposed by Governor Brown is something all parents need to support. And their school board members need to do their share by becoming the official lobbyists for their school districts. Many changes are happening in local schools because parents, civic and business leaders are very concerned about having the necessary skilled workforce members in the near future. Investment in education at local, county, state and national levels is the best investment which can be made during these recessionary times. While that may be true, it is essential to engage the student’s parents in all that is already happening. Traditional classroom instruction is being augmented by the use of technology….. eBooks, computers, video presentations, etc. Parents are advised to be involved to ensure that an appropriate blend of teacher/student instruction and student/computer instruction is utilized. Students must learn interpersonal communication skills essential to relationship formation and teamwork in commerce. All this while honoring and respecting the various cultural values already present in many communities.

Mi madre trataba de ayudar con la tarea, ella es súper cariñosa y siempre nos hizo comidas caseras. ¿Qué más puede pedir un niño? ¿No? Bueno, eso e interminable cantidad de apoyo en todo lo que hagamos por primer vez. Sin importar la situación o tema, recuerdo a ambos padres haciendome muchas preguntas, pero al final del día tuve la oportunidad de ser quien yo quería ser. Rápidamente me di cuenta de que no todos los padres son como los míos, incluso en mi propia familia. Después de pasar de familia en familia a causa de la separación de mis padres me di cuenta de que su forma de criarme fue increíble. Rara vez escuché a mi tía preguntar si la tarea estaba completa y nunca se sentaban a hablar sobre la universidad o el futuro en general. Algunos padres todavía tienen aun que crecer, especialmente si eran padres adolescentes, pero eso no es excusa para prestar atención
a la vida de sus niños. El apoyo de los padres puede hacer la diferencia así como la participación. Si un padre está involucrado, y conoce a los amigos que sus hijos tienen, su clase favorita en la escuela, creas una relación de confianza. Los niños no tendrán ningún problema en ser honestos y dependen de los consejos de sus padres al mismo tiempo que encuentran consejos de amigos valiosos.
Ellos pueden tener el valor de decirle que están saliendo con alguien y no hacerlo a sus espaldas todo gracias a la confianza que se han ganado. Al final del día, algunas de esas “malas” decisiones podrían haber sido evitadas si sabían que tenían padres en que confiar. El diálogo y el apoyo son factores clave para ser un padre involucrado. No tenga miedo de hablar y pasar tiempo con su hijo, hace una gran diferencia.

Santa Clara County Gun Buy Back on March 2 Turn in Your Guns. Receive Cash. No Questions Asked. SANTA CLARA COUNTY The County unveiled its new Santa Clara County Anonymous Gun Buy Back Program to voluntarily turn in firearms, featuring the largest cash-funded gun buy back in county history. The County’s March 2nd Gun Buy Back event will disperse up to $150,000 in cash, available to individuals turning in handguns, shotguns, rifles, and assault weapons. The March 2nd Gun Buy Back will be held at the Santa Clara County Fairgrounds, 344 Tully Road, San Jose, from 10 a.m. to 2 p.m. More information is available at www.sccgunbuyback.com. The program is an initiative of County of Santa Clara Board President Ken Yeager, in partnership with the County’s top law enforce-
ment officials Sheriff Laurie Smith and District Attorney Jeff Rosen. “Many lives have been lost by the discharge of guns, whether accidently or intentionally. Working together, we can make our community safer,” said President Ken Yeager. “We want to make it easy for everyone to do the right thing. Our message is clear: Turn in your guns. Receive cash. No questions asked.” In 2012, the Medical Examiner-Coroner reported that firearms were the cause of nearly two in every three homicides in Santa Clara County. Firearms were involved in 79 deaths in the County in 2012, including 36 homicides and 41 suicides. Nationwide, there were approximately 31,000 deaths by firearms in 2011, according to the Centers for Disease Control and Prevention National Vital Statistics Report. There were over 19,000 suicides by gunshot, 11,000 ho-
micides and 606 accidental deaths by gunshot.The gun buy back is an anonymous, no questions asked event. No ballistics tests will be performed. All weapons will be checked for lost or stolen status. Firearms will be prepared for disposal or destruction. Also supporting the gun buy back, is City of San Jose Mayor Chuck Reed whose Gang Prevention Task Force will assist in getting information to the public. “On behalf of the residents of San Jose, I want to thank Santa Clara County for launching this important initiative,” said Mayor Chuck Reed. “Anonymous buy backs have worked in other communities. We appreciate the efforts of Board President Yeager, Sheriff Smith, and DA Rosen to help address the problem of gun violence in our communities.”

Sandy Perry SPECIAL TO EL OBSERVADOR This past Valentine’s Day, some fifty tenants, homeless people, seniors, people with disabilities, and families gathered at the Low-Income Self-Help Center to shout out against further cuts to housing and other safety net programs that they depend on to survive. It was part of a national mobilization by the National Alliance of HUD Tenants (NAHT) all across the country. Right now congress is getting ready to implement a so-called “sequestration” cut of 5.1% to the HUD housing budget on March 1. This would make even more hundreds of thousands of our brothers and sisters homeless, if we do not take action to stop it. Senior housing tenant Irving Foster read a letter
of support from Congresswoman Anna Eshoo. Tenants who are on the HUD Section 8 program are already barely making it, he said. “This area has a shortage of housing and a lot of highly paid engineers, so the rest of us get left out. Even with a Section 8 voucher it is almost impossible to find an apartment to rent in Silicon Valley.” Shawna Nixon, a young adult studying to become a paralegal, read a support letter from Congresswoman Zoe Lofgren. While not in HUD housing, Shawna said she was familiar with the situation of people who depend on Social Security and Medicaid, and passionately argued against any cuts to any of the safety net programs. “This is not about charity,” added Legal Aid Society paralegal Janice Carolina. “These programs are basic
human rights that each and every one of us deserves as a member of a civilized society.” She encouraged tenants to confront elected officials at every level, to not only save housing programs but to demand habitable living conditions for everyone and a Just Cause ordinance in the City of San Jose. Santa Clara County already experiences a desperate shortage of affordable housing. Thousands are forced to live outside in tents and boxes, where they face unnecessary suffering, and even death, in this winter flu season weather. Over 5,000 flood San Francisco to demand action on climate Protesters march in largest climate demonstration in region’s history San Francisco CALIFORNIA On February 17, over 5,000 concerned Bay area residents converged on San Francisco to demand that President Obama take bold action to avert catastrophic climate disruption. Demonstrators surrounded the city block of One Market Plaza, which hosts a U.S. State Department office, in protest to the Keystone XL tar sands pipeline. The event coincided with a historic rally in Washington, D.C., which over 40,000 people attended earlier in the day, and other actions in cities throughout the country including L.A., Seattle, Denver and Chicago. Activists formed a human wall around the U.S. State Department office, so large that the demonstration ultimately spilled into the next city block. Marching past a giant “monster pipeline” puppet and other street theater props, protesters sang and chanted while carrying banners and waving signs, and smiling kids donned face paints of “No Keystone XL” related slogans. Idle No More, a movement protesting resource exploitation on First Nations land, kicked off the rally with the Round Dance, and conducted a traditional prayer. Several bands stationed around the block including, the Musicians Action Group (MAG), Occupella, and the Raging Grannies entertained the crowd and kept the energy high throughout the demonstration.A diverse group of inspiring speakers addressed the audience ,including two high school
students from the Alliance for Climate Education. “I’m 17 and I can tell you, climate disruption is a problem that most kids my age are very concerned about.” said Shadi Barhoumi. “It’s no longer about what will happen to future generations, these threats are staring my generation in the face right now.” Andres Soto, co-founder of the Richmond Progressive Alliance, fired up the crowd by pointing to recent devastation in his community caused by the Richmond Chevron Refinery. “In the late afternoon of August 6, 2013, a toxic black mushroom cloud spread over Richmond, California and the rest of West Contra Costa County” said Soto. “Sirens alerted people to shelter in place, just like the old nuclear attack drills, and more than 15,000 ended up going to the hospital.” Oil companies want the Keystone XL tar sands pipeline to expand production from Alberta’s tar sands, the most carbon-intensive source of oil in the world. Carbon dioxide pollution from this fossil fuel reserve could push greenhouse gas levels past the “point of no return,” making catastrophic global warming irreversible.
The effects on Bay Area residents, businesses, and ecosystems would be dire. “We need immediate federal action to stop the Keystone XL tar sands pipeline,” said San Francisco City Supervisor, John Avalos. “But our work doesn’t stop there. Our local community has to do its part. That’s why I’m proud to have introduced a resolution that urges San Francisco to divest retirement funds from fossil fuels.” Today’s “Forward on Climate” nation-wide rallies came on the heels of an historic civil disobedience action in Washington D.C. last week, where leaders, including the Sierra Club’s Exectutive Director Michael Brune, 350.org founder, Bill McKibben, and about 50 others were arrested at the White House for demanding immediate action from the Obama administration on climate disruption. Many rally participants reported feeling energized by the demonstration, saying that they’ll be watching President Obama’s decision on the Keystone XL tar sands pipeline closely, and are prepared to take further action if necessary.

Charter School Receives New Technology Lab
Osvaldo Castillo EL OBSERVADOR ACE Charter School has teamed up with Acer Incorporated and has debuted two innovative technology labs. One is a Computer Lab, and the other is a group of English Language Arts Stations. Both are designed to enhance student learning significantly. “This is a celebration of the collaboration between Acer Incorporated and ACE Charter schools. Maria Aria. Her daughter had always struggled in school before attending ACE. “My daughter always had a difficult time paying attention in school, and had difficulty with reading and math,” Aria said. “But after four month at ACE, her reading has improved dramatically and she is even talking about attending college.” Though Aria’s daughter is still struggling with math, Aria believes that the new technology labs will be beneficial for her daughter.

Franco came to the United States from Mexico when he was eleven, and was bullied at the first elementary school he attended because he could not speak English well. “I learned to speak better English at ACE and I learned how to use the computer also,” Franco said. “I do not have a computer at home, so I will spending a lot of time at these labs learning.”

Latino College Preparatory Academy (LCPA) is a charter high school located at 1966 Flint Avenue in San Jose. Dr Roberto Cruz founded LCPA in 2002 – in partnership with the National Hispanic University, former assemblyman Joe Coto and the Eastside Union High School District. The mission of LCPA is to enable English Language Learners to become college ready through a four-year high school education. Enrollment has grown to 400 Spanish-speaking students. They serve the Alum Rock and Mt Pleasant middle schools. Plans are in process to open two new schools in 2014. LCPA’s curriculum is tailored to offer double courses in English and Math, as well as four years of Spanish for native language students. Because of these programs, LCPA’s graduation rate is 95%! In 2012 LCPA awarded California’s Seal of Biliteracy to 24 students who demonstrated proficiency in
both English and Spanish. LCPA led all county schools in awarding the Seal of Biliteracy. Each year 50% of the students are accepted to a California State University. The remaining students, prepared to enter the local community colleges at Evergreen and DeAnza, later successfully transferred to a State University after completing community college courses. LCPA offers a one of a kind comprehensive Early University Program partnered with the National Hispanic University. This program enables the students to graduate with an average of 12 units of college credit courses and a savings in college tuition. LCPA has an outstanding bilingual faculty. The teachers experienced many of the challenges facing the students and offer a strong support system of caring. LCPA offers a unique Student Success Center staffed by 2 full time academic counselors
and 2 part time college counselors. The Center also offers personal counseling services in partnership with the Foothill Family Community Clinic. LCPA has a strong sports program with outstanding boys’ soccer and LaCrosse teams, and girls’ volleyball and basketball teams. LCPA’s debate team recently finished third in a competition at UC Santa Cruz. LCPA is operated and supported by The NHU Foundation, a private non-profit foundation. La Administración de Alimentos y Medicamentos de los EE.UU. (FDA) aprobó el Sistema de Prótesis de Retina Argus II, el primer dispositivo de implante para tratar a los pacientes adultos que padecen de retinosis pigmentaria (RP). El dispositivo, que incluye una pequeña cámara de vídeo, un transmisor montado en un par de anteojos, una unidad de procesador de vídeo (VPU, por su sigla en inglés) y una prótesis de implante de retina (una retina artificial), reemplaza la función de las células degeneradas de la retina (una membrana dentro del ojo) y puede mejorar la capacidad del paciente para percibir imágenes y movimiento. La unidad VPU transforma las imágenes de la cámara de vídeo en datos electrónicos que se transmiten de manera inalámbrica a la prótesis de retina. La retinosis pigmentaria es un padecimiento genético de los ojos que daña las células sensibles a la luz que recubren la retina. En un ojo saludable, estas células cambian los rayos de luz en impulsos eléctricos y los envían a través del nervio óptico al área del cerebro que transforma los impulsos en una imagen. Para las personas con retinosis pigmentaria las células sensibles a la luz se degeneran lentamente lo que resulta en una pérdida gradual de la visión lateral y la visión nocturna y más tarde en la visión central. Rinse any ice glaze from frozen fillets under cold water; pat dry with paper towel. Heat heavy nonstick skillet over medium-high heat. Brush both sides of cod with 1 tablespoon oil. Place in heated skillet and cook, uncovered, about 3 to 4 minutes, until browned. Shake pan occasionally to keep from sticking.Turn cod over, cover pan tightly and reduce heat to medium. Cook an additional 6 to 8 minutes for frozen cod or 3 to 4 minutes for fresh/thawed fish. Cook just until fish is opaque throughout. Remove from pan; keep warm. In the same pan, sauté shallots in 1 tablespoon oil just until soft, about 2 minutes. Add cilantro, ginger, 1 cup vegetable broth, sugar, garlic, saffron, cinnamon and allspice; cook until thickened. Meanwhile, prepare couscous according to package directions, using remaining vegetable broth as part of the liquid. Slaw: In large bowl, combine mango, bell pepper, carrot and cilantro. In separate small bowl, blend lime juice and peel, orange juice, honey and cinnamon. Pour dressing over slaw; toss.For each serving: Place about 3/4 cup couscous on a plate; top with 1/2 cup mango slaw. Top with a cod fillet. ALBUQUERQUE, Last year, the President told an Albuquerque radio station that he wished for the ability to speak every one of the world’s 7000 languages, but he may have to visit the city this summer to meet the real Spanish Spelling Superhero! Kids all across the nation are burning the midnight oil, learning how to spell complex words in the hope of being crowned the 2013 Santillana National Spanish Spelling Bee champion. Contestants are competing in local and state competitions for the honor of reaching the finals at the National Hispanic Cultural Center (NHCC) in Albuquerque, New Mexico, on July 20. Daniel Ward, editor of Language Magazine, one of the event’s sponsors, welcomed the news, “Spanish is a crucial part of the nation’s heritage. Now, that we’re recognizing the influence of Latinos nationally, we should also recognize the importance of their language.” The National Spanish Spelling Bee, organized by the New Mexico Association for Bilingual Education (NMABE) and the Alliance for Multilingual Multicultural Education (AMME), offers the opportunity for all Spanish-speaking kids across the nation, be they mother-tongue speakers or children who are learning the language, to showcase their command of Spanish spelling. Last year’s finals featured 20 finalists from California, Colorado, New Mexico, New York, Oregon, Texas, and Wisconsin. “Every journey begins with a first step. The first event in 2011 was our first step and we had 11 par-

SAN FRANCISCO The San Francisco Museum of Modern Art (SFMOMA) announced further details of its approximately 235,000-square-foot building expansion that will support the museum’s increasing role in city life and the international art community, with more free-to-the-public space, expanded education programs for schoolchildren, more flexible space to accommodate performance-based work, and significantly reduced environmental impact. Developed in collaboration with the architecture firm Snøhetta, SFMOMA’s expanded home is on track to begin construction in Summer of 2013 and will reopen in early 2016.
Features of the new building include: A versatile “white box” space on the fourth floor that will provide the flexibility and in-
frastructure necessary for the increasingly performancebased art of today. Rocky Rivas SPECIAL PARA EL OBSERVADOR El pasado Domingo 17 de febrero, fuimos testigos de un tsunami humano que duro 2 horas y fue causado por el slam de los seguidores de “TIJUANA NO” que
llego al norte de California, pasando por San Francisco, Sacramento y Santa Cruz. después de muchos años de ausencia y haber pasado por amargas experiencias, como el fallecimiento de uno de sus miembros (Luis Güereña) quien murió de un ataque al corazón mientras veía la televisión, además de la se-
paración de la misma banda en el 2002. “TIJUANA NO” ha regresado a los escenarios para alegría de muchos de sus seguidores quienes desde principios de los años 90’s fueron seducidos por el ritmo de rock, punk, reggae, ska. Sus letras están llenas de crítica social las cuales caracterizaron a la banda y por el apoyo incondicional al “EZLN” también al enfocarse en problemas raciales, políticos y sin pasar por alto los problemas que enfrentaban los inmigrantes Mexicanos en California. Originarios de Tijuana y con 23 años de carrera y con 7 discos en su historial nos honraron con una breve entrevista en donde nos dieron un resumen de su historia, la cual contaron con Cecilia Bastida y Julieta Venegas la que unió talento con Alejandro Zuñiga para crear el éxito “Pobre De Ti” canción que los lanzo a la fama. También nos comentaron el motivo de la separación fue la necesidad de regresar a una vida normal y disfrutar de sus familias. Para después de algunos años volverse a juntar para hacer un homenaje a su compañero (Luis Güereña) en él Vive Latino 2010 en donde la gran sorpresa fue la aparición de Julieta Venegas para acompañarlos en la interpretación de la ya famosa rola “Pobre De Ti”. Además de contarnos que otro gran motivo del regreso fue el amor a la necesidad de hacer música y sentir el cariño de sus seguidores. También estén atentos porque están trabajando en un nuevo disco que posiblemente esté a la venta a finales del año. Por lo tanto ellos siguen en gira por varios estados de la Unión Americana y México. Al que le recomendamos que ¡no falten!

On Monday, February 18, Nissan opened its newest research center in Sunnyvale, which is the sixth center in the United States, and the ninth in the Americas. “We are excited to be opening this new research center here in Silicon Valley because this is where the latest technologies are developed,” said Carla Bailo, senior vice president for research and development at Nissan Americas. “We will be working with nearby universities and hope to have about 60 people working in this research center within three to four years.” “We also chose Silicon Valley because 27 percent of US venture investments, are made here,” added Mitsuhiko Yamashita, Nissan Executive
Vice President for Research and Development. “Also, two of the top three engineering schools in the country are located here.”In order to achieve it’s goal of creating new values in a mobile society, Nissan will focus on four societal trends; the electrification of mobility, the aging of society, the formation of new information and the urbanization of populations. Nissan sees the Electric Vehicle as a potential solution for resource and environmental issues. The company believes that achieving a world where all vehicles run on electricity generated by renewable energy is a way to solve this issues. Nueva York NOTIMEX La Agencia Antidopaje de Estados Unidos (USADA por siglas en inglés), lamentó la decisión del exciclista Lance Amrstrong de no declarar formalmente, por lo que anunció que seguirán su lucha contra el dopaje en el deporte, aún sin el apoyo del deportista. Lo anterior fue dado a conocer por el organismo mediante un comunicado de prensa publicado en su página en internet donde destaca “Hemos proporcionado varias oportunidades al Sr. Armstrong, para ayudar a nuestros continuos esfuerzos por limpiar el ciclismo”. “Después de su entrevista televisiva reciente, volvimos a invitarlo a ayudar y proporcionar información veraz, y se le informó por escrito por la Agencia Mundial AntiDoping Agency (WADA) que esta era la vía adecuada para él, si quería ser parte de la solución”, agrega el comunicado. Sin embargo reconoce que esperaban que Arm-
strong acudiera a declarar y ayudar a la USADA, pero al parecer se encuentra ocupado ante la posibilidad de enfrentar problemas penales o civiles, por lo que decidió no hacer dicha declaración de manera formal. Dicha situación a derivado en que al darse a conocer por los medios de comunicación la decisión de Lance Armstrong de no declarar, USADA aseguró que seguirá adelante con la investigación sin el apoyo del pedalista pero sí con el de la AMA y
otros organismos interesados en “limpiar” al deporte del dopaje. “En este momento nos estamos moviendo hacia adelante con nuestra investigación sin él y vamos a seguir trabajando en estrecha colaboración con la AMA y otras autoridades internacionales competentes y responsables para cumplir con nuestra promesa de limpiar los atletas para proteger su derecho a competir en un campo de juego libre de drogas”, indica.
