PLAN TO VOTE ON TUESDAY, MARCH 3, 2020 official to win. This is especially so if your vote was to be against the elected official who benefitted from not having you vote against him/her be counted
Hilbert Morales EL OBSERVADOR
M
any citizens in this democracy seem to forget that their participation as voters is very essential to sustaining our democratic governance. The maintenance of democracy requires just a little effort by each citizen. An assumption is that each voting citizen takes time to learn about the issues and candidates who want to become elected officials. A goal for each and every citizen is to plan to VOTE ON TUESDAY, MARCH 3, 2020. By now each eligible voter has received an official “Vote by Mail” election balloting materials. I received mine this past Monday, February 24, 2020. This ballot must be submitted by return mail on or before midnight, Tuesday, March 3, 2020. All mail-in ballots having a U.S. POST OFFICE stamp which was applied prior to midnight, Tuesday, March 3, 2020 will be tabulated. While 100% of the voters actually voting has never been achieved, it would be very good if at least 66% of all registered voters did actually vote. Those who do not vote for whatever reason, must realize that in a reverse logic manner they are helping each elected
In the past the Hispanic-Latino voters have achieved a record high of 39% voter turnout that is documentable. Their goal needs to be to achieve 66% voter participation (out of three Hispanic-Latino voters, two actually vote). That level of voting achievement would place that Hispanic-Latino cohort on a par with the Anglo-Saxon voter performance. Each vote counts! A basic premise of democracy is one person: one vote. In a negative way, even those voters who do not document their anonymous voting choices with an actual vote, they are assisting the elected official who was elected especially if their vote was to be a “negative vote” (I.E., a vote against them and for one of the other candidates). Your actual vote is your voice! It is the one meaningful action which each citizen can take on each and every election day. It is the basis of government by the people, with the people, and for the people. Whenever a citizen does not vote for whatever reason, that lack of responsible action, diminishes our nation's democracy. Certain elected officials would never have been elected had all voters cast their ballots. Fortunately, in America, elected officials have term limits. Our American nation is resilient enough to withstand any schemes by those self-serving individuals who end up using their elected authority and power to benefit themselves and
their colleagues. The best way to offset this type of elected official performance is to plan to vote for your choices on each and every election day. Voting by mail was authorized and implemented to enable each and every voter to express and document their voter's choices. The VOTE BY MAIL official balloting materials get delivered by mail to your home. Those “Presidential Primary Election” materials enable you to vote for (i.e., elect) the next President of the United States of America. After listening to the last two debates, I personally still favor the election of the first woman as President. That would be Senator Elizabeth Warren. I am impressed with her advanced planning efforts which her adversaries do not do nor demonstrate. Those plans reveal that Ms. Warren has given some thought to domestic programs as well as those issues of international foreign affairs. Warren favors withdrawal of U.S. military forces. I would advise that a few American Special Forces be retained in the MidEast to deliver the training and explain the values plus practices which enable development of a sustainable safety, security and peace in all communities. That would enable the rebuilding of those communities whose facilities were destroyed by military demolitions. The main issue is the following: Can the several Mid-Eastern peoples learn to live together without needing to be the dominant authority in control'? The Mid-East is the cradle of several religions: Christianity, Judaism; and Muslims. Can the practice of honoring One God
using three different religious traditions ever be practiced in this same Israeli territory? Here in America, without Freedom of Religion ideals, all religions are practiced in relative peace and tranquility. Why do certain clerics (who are MEN) insist on dominance for their particular religious approach? When will humankind let every live while we all “Let God Prevail” over all creation? During this year's Lenten season, resolve to meditate and contemplate over issues which do not let humankind live together. Rather let us all focus on what needs to be accomplished to enable all of GOD's creation live together in harmony and peace. Just consider the immense amount of resources America, along with every other nation, expends in the maintenance of military forces which are used to enforce and impose the peace which is not really peaceful. Rather than superiority and dominance, can nations focus on the creation of knowledge, goods and services which are distributed and shared according to need in an atmosphere of global peace! In this Presidential Election 2020 let us try to define attitudes and actions which enable peace and prosperity. Resources currently used to sustain an overwhelming military force could then be redirected towards undertaking the distribution of shelter, foods, and education along with a governance which is nonauthoritarian. Surely, there must be a way to having law and order in all communities coupled with an
approach that resolves issues without the use of destructive forces. Under those criteria, the issue of fear is diminished. Hopefully an expectation of higher levels of personal security and fairness will permit humankind to minimize wars. Let us keep trying to minimize the need for military actions which enforce the peace which we all crave for. With today's technology in communications and production of goods and services, it should be possible to highly reduce the wastefulness of war while we implement the best practices leading to peace and tranquility. What each of us needs to contribute is a willingness to speak softly but carry a big stick. Let's resolve issues with comprehensive discussions, negotiations and acceptable compromises. This approach to a sustainable peace is a path with many diversions which will need resolution. We each may begin today with a resolution to do our personal part to achieve local peace and tranquility for all of humankind. In our democracy, that means that we each take responsibility to do our part and to thank others for agreements which enable our collective peace and tranquility. That begins with using our personal vote to choose representatives who seek the peace and tranquility we all want to experience. This begins with our responsible voting choices this coming Presidential Election Day, on March 3, 2020. We will sustain our democratic governance with our votes on Tuesday, March 3,2020. PLAN TO VOTE! SUSTAIN AND ENABLE DEMOCRACY BY VOTING on Tuesday, March 3, 2020!
LA CARGA PUBLICA tipo de beneficios públicos.

P

AMONGST ART AND ELATION, CINEQUEST TURNS FOCUS TOWARDS THOSE INVOLVED IN HOMELESSNESS RELIEF New Endeavor at This Year’s Cinequest Film & Creativity Festival Marks a First for the Fest Turning 30

Hussey says, “We've seen a lot of that through time at Cinequest. People that follow their heart and they do something important.”
ecently I had the opportunity to get a sneak preview from some of the people responsible for turning Downtown San Jose, and now some of Redwood City, into a popular and down to earth film mecca for about two weeks in March.
ruth weiss (uncapitalized on purpose), a poet who was one of the central figures of the beat generation, is one of the festival’s three recipients. Before weiss was a distinguished poet though, she was a child who was able to escape the horrors of Nazi infested Berlin with family, ending up in the United States, and becoming one of the most important voices of the 60’s beat movement.
R
Along with the ever expanding category of creativity, which brings live performances to spaces in San Jose and the satellite site in Redwood City, the Cinequest Film and Creativity Festival has added one very important aspect to it this year, one that applies to anyone that lives and works in the Bay Area. Before we get into that, this year’s Cinequest Film and Creativity Festival theme is of “Elation”. As previous years, the choosing of the theme came from the community and fans of the festival. Cinequest co-founder Halfdan Hussey says, “It's our 30th year but the last thing we wanted to do was a look back, because we've always been about the future. So, we decided on the theme of elation...because people have told us so many times that’s why they love Cinequest. It gives them so much joy, and people from around the world so much joy”. What a proper word and theme for a festival that does indeed bring people joy along with a slew of other emotions when watching films. With 50+ countries represented this year, and 154 United States and world premieres, it’s a large festival but a scaled down and tight knit community which gathers to share in that love for movie watching. New to Cinequest this year is the addition of a program dedicated to uplifting the voices of homelessness and those local leaders and media members who are trying to alleviate it and speak out on it. “We are utilizing Cinequest as a leader in telling the narrative of homelessness and the people who are alleviating and solving it, so we are showcasing media and leaders who are doing something about homelessness,” says Hussey. With this new segment, Cinequest seems to be venturing just outside of the world of elation and entertainment, down the street to those that are suffering in our community. Hopefully this segment is successful and receptive for attendees and continues to amplify the voices of our local marginalized communities among the glitz and fun of the festival. Now, the Maverick award winners for this year are three individuals whose contributions and accolades make them luminaries in their fields. This year specifically, these individuals or the work they are representing have ties to heroism, yearning for equity, and in general are people who carry with them inspiring stories.
Along with a film called “ruth weiss, the beat goddess”, attendees to this showing will see the unveiling of the Maverick award to weiss and experience a conversation around the influence of the beat generation. Hussey adds that it’s “So ultra-cool, including the fact that Neil Cassidy's home is half a mile away from here when he lived here, and Ginsberg and Jack Kerouac and all these people, San Jose was a big part of their world. So that's exciting.” The next Maverick Spirit Award winner is Hong Chau, who is currently in HBO’s “Watchmen” show. Chau and her family also fled political unrest, in Vietnam specifically, and was able to create from that a flourishing career in entertainment. The film she will be showing at the festival is called “Driveways”, and Hussey adds, “[She’s] a really perfect person for us to recognize with the Silicon Valley being a cross-section of the globe of which Latino and Asian cultures are the most dynamic part of that.” The final and last minute (or surprise maybe) addition to the Maverick’s of 2020 is actor Jesse Eisenberg who along with big budget Hollywood films like “The Social Network” and “Batman v Superman: Dawn of Justice”, has been seen on the Cinequest screen before with 2018’s “The Hummingbird Project”. This time around Eisenberg is representing the closing night film, “Resistance”, which is the story of French actor marcel Marceau, who moonlighted as a leader of the French Resistance in Nazi Europe. “[He] was known as a mime to American people. But before that, he was a leader of the French Resistance, helping people out of the Nazi era. So, a real hero of his time, in addition to being an artist who utilized physical communications and creativity,” says Hussey. Amongst the fun and elation of this year’s Cinequest lineup is a focus on those that contribute to helping those in need both as far back as 1940’s until now on the streets of Silicon Valley. More info on the movies, events and parties for Cinequest Film and Creativity Festival 2020 can be found at Cinequest.org. See you at the movies.

ACRAMENTO, Calif. - Starting Monday February 24, immigrants applying for green cards will be subject to the Trump administration's new 'public charge' rule.
The changes make it harder for people who receive certain types of public assistance to be approved. Benefits used before February 24 will not count, and the changes do not include the use of WIC or Medi-Cal for children. At Plascencia Consulting, immigration advocate and executive director Hector Plascensia says before this, the feds only considered use of programs like Supplemental Security Income, Cal Works and nursing-home care under Medi-Cal. "What is being added - starting this coming Monday, February 24th - it's going to include Cal Fresh, housing Section 8 and public housing, and federally funded Medicaid," says Plascensia. The changes don't affect many immigrants, including those who are U.S. citizens, legal residents, refugees or asylees, Deferred Action for Childhood Arrival or Temporary Protected Status recipients, or those with U-visas and T-visas - which are for victims of violent crime, trafficking and domestic violence. The U.S. Supreme Court upheld the new rule, which the Trump administration argues is necessary to make sure that immigrants can

support themselves financially. Plascencia notes that use of certain benefits doesn't automatically make someone a public charge - rather, it triggers a step known as a "totality of circumstances" review. "They look at your age, employment, education, health, income - to be able to determine your entire case," says Plascensia. There's concern that the rule change will prompt people to drop out of needed social programs, or be afraid of contact with the 2020 Census, schools, hospitals and police officers. Plascencia says people concerned about the public charge rule can get more details on the website 'keepyourbenefitsCA.org.'

SCIENTISTS WARN CLIMATE CHANGE IS DESTROYING CA KELP FORESTS ESPAÑOL

ONTEREY, Calif. -Kelp forests off the West Coast are being decimated at an alarming rate by marine heat waves linked to climate change, according to seven top marine scientists who just wrote an open letter about it that was published in Science magazine. Fiorenza Micheli, a professor of marine science at Stanford University and co-director of the school's Center for Ocean Solutions, said kelp forests are a sentinel for the health of the oceans. "We are seeing change that is happening very rapidly and on a very large scale," she said, "and it's affecting this ecosystem -- and very little is being done." Studies have predicted that unless the world stops dumping increasing amounts of CO2 into the atmosphere, marine heat waves will become the "new normal" by the end of this century. Micheli called for better monitoring and more research to identify heat-resistant types of kelp that can be used for restoration. Off the coast of Northern California, 90% of kelp has died off in the past five years, which threatens many species of commercially important fish. Micheli said she believes the United States must join other countries to tackle climate change, the ultimate driver of this problem. "Global action in addressing the ultimate cause of this problem -- that is the most important part of this," she
said. "Everything else is really just a way of buying some time." She said California, Oregon and Washington state need to coordinate efforts to restore damaged kelp forests, remove some of the sea urchins that are overfeeding on the kelp, and protect otters and other species that prey on sea urchins. The letter is online at science. sciencemag.org. --Support for this reporting was provided by The Pew Charitable Trusts.
