ABOUT THAT COVID-19 ‘CORONAVIRUS’ SPREADING IN OUR COMMUNITY, AND HOW TO HELP COMBAT ITS SPREAD

D
uring last December 2919 a Chinese physician identified a new respiratory ailment caused by a virus which was highly virulent and infectious. Chinese government authorities required that doctor to retract his heads-up notification which had been communicated to the local medical community. The physician became ill with that very same viral infection and died. Then a Chinese community of 11 million residents located in the city of Wuhan was quarantined to no avail because tourists from a cruise ship had contacted that same respiratory illness. That cruise liner was denied docking services at several ports until Cambodia allowed it to use its docking/harbor facilities. Now here in our very own community, Dr. Sara Cody, M.D., the Public Health Officer of Santa Clara County, has confirmed that up to eighteen individuals who have had exposure to this virulent infectious virus have returned to the County of Santa Clara. It is my understanding that all are being quarantined at home for 14 days while monitored by the Department of Health.

Back in China, the community which first experienced this highly infectious respiratory disease, has had 1500 patients die out of the 35,000 individuals who were stricken by this COVID-19 (initially referred to as the ‘Wuhan Virus’, then ‘Coronavirus’) viral respiratory disease. In order to avoid having an epidemic anywhere, all individuals need to do what is most effective in restricting the spread of this disease to any and all individuals with whom they have made contact.

Infected hands are the most effective distributors of viral and bacterial diseases because many viruses and bacteria survive on many surfaces. When you sneeze or cough into the crook (bent elbow area) of your arm, that surface hardly ever comes into contact with others. The wearing of long-sleeved shirts or blouses (cotton surfaces are best) has a very effective absorption surface. Try to cough or sneeze into the crook of your arm rather than

I have presented this detailed analysis so that we all understand that healthy individuals do not need to use facemasks for protection and avoidance of viral infections. It is the infected individual who must be responsible for getting and using a facemask or staying in voluntary isolation which amounts to voluntarily going into seclusion and isolation.
Viruses are able to survive on many environmental surfaces. A virus is composed of a surface capsule made up of lipids, carbohydrates, and proteins. Their interior contents are almost entirely DNA (deoxyribonucleic acid) or RNA (ribonucleic acids) which have the capacity to take over the metabolism of any cellhost infected where they multiply (replicate). At the completion of that replication process, the host cell disintegrates resulting in the release of multiple viral progeny. The cellular debris causes a strain on the immune system which actively works to neutralize it and remove it via kidneys and liver functions. Therefore, an infected individual is advised to drink a lot of water. The urinary elimination process is the quickest and most effective way your body's physiology keeps itself in a healthy equilibrium state, a process which goes on all the time any metabolic process is in operation. It is an infected individual who should wear a face mask to minimize contamination of local air space. Many healthy individuals purchase and wear facemasks to protect themselves and sustain their health status. The maintenance of a clean air environment is better served when infected individuals wear the facemasks whose effect is to minimize the amount of infectious aerosols (put into the air space by coughing or sneezing which contaminates the environment). It is this type of system analysis which is employed by public health science specialists to figure out what is the best thing to do. The outcome is that infectious individuals are quarantined for 14 days while monitored by physicians and public health specialists. Therefore “it is the infected individuals who must all participate in doing what is possible (such as wearing a facemask) to minimize their infectious contributions to the air space used by others. If this community is to be successful in the containment of COVID-19, then it is very essential that those infected individuals be the ones who actually wear facemasks which minimize infections aerosols coughed or sneezed out there. Peer pressure is effective. If you have a friend who has a cough or the flu, do

Now remember to decontaminate yourself. Wash your hands with warm soapy water for at least 20 seconds. Remember to use a damp wash cloth to decontaminate your cell phone (wipe it several times). Learn to not touch your face (mouth, nose, or eye areas) with your soiled hands. The eyes, nose and mouth are openings through which an infection may enter your body's physiological systems. These sorts of infectious routes can be stopped cold by becoming consciously aware that these are entry portals for infectious materials. Do not do anything to your eyes, nose, mouth and facial surfaces without first washing your hands. When I was a supportive surgery staff member (155th Station Hospital, 1946-49), I learned to scrub my hand and arms from finger tips up to elbows for at least 5 minutes to ensure surgical cleanliness which enabled being an assistant whose patients healed without infections of any sort. This level of surgical cleanliness may be achieved by anyone of us. When the majority of us routinely practice surgical cleanliness, or at least wash our hands for 20 seconds at a time, we will be able to prevent the spread of this COVID-19. Also add in the task of dust control - thoroughly removing dust in your home and work area is encouraged at least once every two weeks. The spread of this COVID-19 can be achieved with dust free cleanliness, its practice will reduce asthma and other respiratory afflictions. Dust-free level of cleanliness is a very healthy environment to live in, but it takes effort, time, and consciousness. When the residents of this community understand this viral infectious system, then it may be possible to effectively restrain and contain the spread of that COVID-19 strain. Now you know why when at least 65% of all of us do what is needed, then it is possible to effectively stop the spread of any and all viruses and/ or microbes.

ANTA CLARA COUNTY, CALIF.— The County of Santa Clara Board of Supervisors today voted 5-0 to help fund seven new affordable housing developments in San José, Santa Clara and Mountain View through the 2016 Measure A Affordable Housing Bond and No Place Like Home program. Combined, funds for the projects total approximately $155 million, with most funding coming from Measure A and approximately $18.5 million from No Place Like Home. With today’s approval, the County has now approved 2,900 new or rehabilitated affordable apartments and is now approximately halfway to its total 10-year housing production goal. So far, the Measure A Affordable Housing Bond has provided $375 million in funding 27 projects in seven Santa Clara County cities as well as $25 million to the first-time homebuyer program. “These approved projects are the fifth wave of the $950-million dollar affordable housing bond and we can thank the residents of Santa Clara County for them because they approved the money,” said Cindy Chavez, president of the Santa Clara County Board of Supervisors. “These new projects are going to be all over downtown, West San José, Cambrian, Mountain View and the city of Santa Clara.” Today’s round of approvals include the Moorpark Apartments in San José, which is the genesis of a unique partnership and multi-year vision between Immanuel Evangelical Lutheran Church, nonprofit housing developer MidPen, the County and other entities. The church intends to provide MidPen with 99-year ground lease for the development of 106 affordable and supportive housing units on the same property as the church. Church leaders have spent two years exploring this innovative approach and working with surrounding neighbors and part-

"However, we still have much work to do. To truly end homelessness in our community, we must tackle the root causes of our crisis and address both the disproportionality of who is becoming homeless and the severe lack of housing for our lowest-income and most vulnerable neighbors."

EL CORONAVIRUS ¿QUÉ PREDICEN LOS ASTROS?

ran conmoción mundial está causando el Coronavirus, parece ser que el mundo entero estará en cuarentena. Juegos deportivos, festivales y todo tipo de eventos masivos, están siendo cancelados o postergados hasta nuevo aviso. Lo que en su inicio fue una epidemia con epicentro en China, ahora se ha vuelto una pandemia, presente en todos los continentes del planeta. Se llama “pandemia" a la propagación mundial de una nueva enfermedad. Uno de los países más afectados por el virus después de China, es Italia, todo el país está en cuarentena y los únicos establecimientos a los que se les permite abrir sus puertas son, las farmacias y los supermercados. Esta nación es una de las más afectadas con la propagación del virus. Más de 3 mil personas infectadas y decenas de pacientes fallecidos. El país entero estará en cuarentena de manera indefinida. Están viviendo su peor crisis humanitaria. Lo mismo sucede en Irán y Corea del Sur. En Estados Unidos, el número de contagiados sigue en aumento con el paso de los días. En el Área de la Bahía, ya hay fallecidos. Hace unos meses atrás, entrevisté a varias personas de origen asiático, respecto a los presagios que traería el nuevo año chino, el año de la rata. Entre esas personas, platiqué con mi agente de seguros quien es de origen chino. Me sorprendió ver su reacción y el semblante de su rostro: “El año de la rata trae consigo presagios desafortunados, en mi cultura el año de la rata es temido por los augurios que representa, no es un buen año, señaló”. Sea mito o realidad, quizá sus comentarios tengan mucho de cierto. Hace doce años en otro ciclo lunar de la rata, ocurrió la terrible recesión económica padecida por casi todo el mundo. Epidemias y pandemias han afligido a la humanidad en siglos pasados, por ejemplo “la
peste negra" que azotó a Europa, Norte de África y Asia en el siglo XIV y que acabó con la vida de millones de personas, un tercio de la población murió en aquel entonces, solamente en Europa. El mundo entero ahora se pregunta si la tan ansiada vacuna para evitar el coronavirus será creada con prontitud. Los presagios astrales de los próximos meses traen consigo, augurios desalentadores. Habrá mucha retrogradación planetaria durante este año. El planeta Venus que rige entre otros aspectos la salud y la apariencia personal, estará retrógrado del día 14 de mayo al día 24 de junio. Serán cuarenta días complicados, durante los cuales la propagación del virus podría extenderse aún más y crear estragos en todo el planeta. Incluso, nuevas enfermedades podrían surgir de un momento a otro en ese lapso. Parece ser que el mundo está enviándonos un mensaje, somos los peores depredadores de la Tierra, hay mucha avaricia, ambición y egoísmo. Creemos que los bienes materiales lo son todo y que el dinero lo compra todo. Somos crueles con los animales y con la naturaleza. Creamos promontorios de basura en las ciudades, en los ríos, en los océanos y no nos importa seguir dañando a nuestro planeta. Entonces que nos asombre que este tipo de enfermedades y otros trastornos terribles aparezcan. Éste, será un año complicado por muchos factores, ocurrirán muchos hechos lamentables en mayo, junio, septiembre y octubre. Tratemos de ser mejores seres humanos, más generosos, más compasivos, no sólo con otros seres humanos sino también con la naturaleza en general. Está en nuestras manos darle un giro diferente a los años venideros. Si seguimos actuando de la misma manera, lo lamentaremos y será quizá demasiado tarde. Oremos al Creador y convirtámonos en ecologistas. Estas acciones son las mejores vacunas ante lo que puede suceder en el futuro próximo.

Before you snuggle up to your new baby, it's important to get a Tdap shot, which protects against whooping cough (also called pertussis), tetanus, and diphtheria. Ideally, the vaccine should be given at least 2 weeks before visiting the baby. Whooping cough is easily spread and can cause serious illness and even death. It is particularly dangerous for infants younger than 6 months of age who are too young to be well protected by whooping cough vaccines. "Babies who get whooping cough often catch it from family members, including grandparents, who may not even know they have whooping cough," said Dr. Melinda Wharton, Acting Director of the Centers for Immunization and Respiratory Diseases National Center. for Disease Control and Prevention (CDC). "That's why it's important for parents, grandparents, and other family members to get a Tdap shot to prevent catching whooping cough - and spread it to others." Although most adults were vaccinated against whooping cough as children or could have had the disease as children, protection disappears over time. The Tdap vaccine is recommended for adults - even pregnant women - as
well as teens and tweens. The vaccine is particularly important if you are going to be in contact with a newborn baby. The Tdap vaccine also provides important protection for you against whooping cough and its severe symptoms, which can last up to 10 weeks or more. Vaccinating adults who are in contact with infants is not a substitute for vaccination of children. Babies and young children need to get five doses of the DTaP vaccine according to the CDC recommended vaccination schedule for maximum protection against whooping cough. In 2012, we had over 41,000 reported pertussis cases and so far we know of 15 children who died of the disease. We have not had such high numbers of cases since 1955. s the 2020 Census gets underway, a group of four civil rights organizations is providing telephone hotlines in a range of languages to give people information and, when needed, legal referrals if they’re unsure about filling out the questionnaires.
Together with the Leadership Conference, the Brennan Center and MALDEF (the Mexican American Legal Defense and Education Fund), the groups have also organized a network of legal specialists across the country to respond to questions as basic as obligations regarding the census to concerns about threats to disrupt census participation.
The government uses the once-every-10-years census provides to annually distribute up to $1.5 trillion tax dollars’ worth of services (https://tinyurl.com/ SpendingViaCensus) and guide the creation and realignment of political boundaries for allocating representation in Congress, the Electoral College and local governments across the United States. The census, included in the original 18th century wording of the U.S. constitution, is the country’s largest peacetime project and participation is required by law. It invariably falls short of its mission to count absolutely everyone, no matter if they’re citizens, English speakers, homeowners, renters or homeless. But the census is intended to be a benefit to all who participate, and it is widely understood to be riskfree. Four organizations are stepping up to provide confidential information to the communities they serve: the Arab American Institute, Asian Americans Advancing Justice, the Lawyers’ Committee for Civil Rights, and NALEO (the National Association of Latino Elected Officials). “The reason for the hotline is we have to be available to our community and every person who has a question to make sure they understand their participation in the census is critical,” said Maya Berry, executive director of the Arab American Institute. “If they drive a car on a road, or they take public transportation, if they have a kid in school … there is nothing that’s not impacted by having an accurate census count.” Her organization has been involved in census work since its formative days in the 1980s, but 2020 is the first time it’s participated in providing a hotline. “In the lead-up to the 2020 Census, we really did see

Her organization believes that, beyond the 2.1 million Arab Americans counted in 2010, another 1.6 million were missed. The telephone hotlines already are operating and will be available throughout the census data-collection period. Census questionnaires have been distributed to some communities, but the effort begins in earnest in mid-March and April. Follow-ups to those who have not responded to initial Census Bureau outreach efforts will continue through July. The hotlines will operate throughout that entire time. Callers who speak Arabic are invited to call 833 3336864, or 833-3DDOUNI (“Count me,” in Arabic). This line is staffed from 9 a.m. to 5 p.m. EST already. As of March 1, the hours will be extended to 9 p.m. EST. The Arab American Institute promises to return voicemail messages within 24 hours.

One widespread concern about the 2020 Census is whether respondents can trust that their personal information will truly be kept confidential, as promised and required by law. Applicable laws include some of the strictest confidentiality regulations anywhere in government, such as fines of up to $250,000 and years of incarceration for anyone who shares a person’s personal information with other government agencies such as police, ICE (U.S. Immigration and Customs Enforcement), the IRS or the Border Patrol, to name a few examples. But in case those laws and promises aren’t enough, the organizations, with MALDEF leading the way, also have taken a census confidentiality protection pledge. Intended to boost confidence among socalled hard-to-count populations, it commits a coalition of individuals and organizations to using their power and influence to address, deter and end any breaches of census data confidentiality. The Census Bureau, as part of its own efforts to overcome language barriers, has prepared 10-15 minute instructional videos about the census ranging from 10 to 15 minutes long in these 27 languages: Amharic, Arabic, Armenian, Bengali, simplified Cantonese, traditional Cantonese, English, Farsi, French, German, Greek, Haitian Creole, Hindi, Italian, Japanese, Korean, simplified Mandarin, traditional Mandarin, Polish,
