n los pasillos del poder en la Casa Blanca y el Capitolio de los Estados Unidos empezó a correr con velocidad una idea que podría cambiar el rostro de la política y de las políticas sociales de los Estados Unidos: “la opción nuclear”. Entender las implicaciones de ese concepto es clave porque podría tener un impacto significativo para nuestra comunidad en el futuro inmediato. Bajo las reglas del Senado de los Estados Unidos, se requieren en la práctica 60 senadores para llevar cualquier iniciativa de ley a votación final. Esto significa que una minoría de 41 senadores de la República tienen de facto un poder de veto sobre las decisiones de una mayoría de 59 senadores. En papel, ese procedimiento conocido como “filibuster” en inglés, obliga a los dos principales partidos a buscar áreas de consenso en las piezas mayores de legislación. En la práctica, es un mecanismo que ha permitido que el Senado se convierta periódicamente en rehén de una minoría de senadores radicales de ambas partes. Si los demócratas deciden aplicar la “opción nuclear” para acabar con el “filibuster”, se abriría la puerta a la aprobación de iniciativas de ley mayúsculas, como una nueva legislación para la regulación de las armas de fuego, a raíz de los nuevos incidentes de violencia armada, la reforma migratoria integral que legalizaría a 11 millones de indocumentados y el masivo plan de infraestructura para crear cientos de miles de empleos en medio de la pandemia. El presidente Biden ha dejado abierta la posibilidad de hacer cambios en las reglas. Senador por Delaware desde 1972 hasta 2009, cuando fue escogido por Barack Obama como su vicepresidente, Biden conoce de primera mano los efectos perniciosos del “filibuster”, y cómo ha sido regularmente usado por ambos partidos para bloquear legislación que cuenta con el apoyo popular, como la reforma migratoria. Se trata sin embargo de una decisión política difícil. Por un lado, demócratas “moderados” como Joe Manchin no apoyan la idea y su voto es crucial. Por otro lado, la opción nuclear es un arma de dos filos. Por el momento los demócratas tienen el control de la Casa Blanca, gozan de una mayoría relativamente cómoda en la Cámara de Representantes y de una mayoría raquítica en el Senado. n the corridors of power in the White House and the US Capitol, an idea that could change the face of US politics and social policies began to spread rapidly: "the nuclear option." Understanding the implications of that concept is key because it could have a significant impact on our community in the immediate future. Under the rules of the United States Senate, 60 senators are required in practice to bring any bill to a final vote. This means that a minority of 41 sena-

If the Democrats decide to apply the "nuclear option" to end the "filibuster", it would open the door to the approval of capital bills, such as new legislation for the regulation of firearms, as a result of the new incidents of armed violence, the comprehensive immigration reform that would legalize 11 million undocumented immigrants and the massive infrastructure plan to create hundreds of thousands of jobs in the midst of the pandemic. President Biden has left open the possibility of making changes to the rules. Mitch McConnell, the Republican senator from Kentucky and leader of the senators of that party in the Upper House, warned the Democrats that if the nuclear option were put into effect there would be a "nuclear winter", that is, the Democrats would have the certainty of count on the obstruction of Republicans for the rest of the legislature. But many of us remember when in the last year of the Obama administration, it was precisely the leader McConnell who threw any bipartisan spirit overboard when he personally boycotted the confirmation of Obama's nominee to the Supreme Court of justice, the current Attorney General Merrick Garland, only for after voting for a Trump nominee in his final year in office. It seems to me that the "nuclear option" is a legitimate tool of the exercise of power and the Democrats should not worry about Republican threats. New research paints a portrait of community college students who have children - and finds that compared with nonparents, they have better grades and are more likely to be female and AfricanAmerican. For the first time ever, researchers at the Center for Community College Leadership and Research at the University of California, Davis were able to use financial aid data to identify student parents. Report co-author and Executive Director of the California Education Lab at UC Davis, Sherrie Reed, theorized that student parents may have higher grades

because they're focused on performing well so they can earn a degree and support their kids. "They earn fewer units than the nonparents," said Reed. "But their GPA is slightly higher than non-parents." The report finds that the percentage of student parents who are Black is 13%, whereas the percentage of nonparents who are Black is 7%. Almost three-quarters of student parents attend a community college. Many are slightly older than the general student population and they tend to go part time and take longer to graduate, likely because they have to work more to pay the bills. Reed suggested the state do more to help student parents by subsidizing child

care, providing extra academic support and offering them a quiet space to work. Schools also could offer student parents more financial aid, so they can work fewer hours and spend more time studying or playing with their kids. "If we directed our efforts, we could improve their degree attainment," said Reed. "I think that will benefit the state in terms of the contribution that they can make to the economy." The report also found that about 25% of student parents make it to graduation, which is just three percentage points lower than the nonparent student population. OVID-19 has caused many disruptions in families' lives - and in some cases, it has meant that children have missed or delayed their wellness checkups and vaccinations. These routine checkups, however, are a critical part of ensuring children stay healthy. The Centers for Disease Control and Prevention (CDC) and the American Academy of Pediatrics (AAP) recommend that children stay on track with their well-child appointments and routine vaccinations - even during COVID-19. Well-child visits are essential. At these appointments you can track your child's developmental milestones, discuss any concerns about your child's health, and get your child vaccinated to help protect them from 14 serious diseases. "We know it has been challenging for parents to manage so many responsibilities during this pandemic," said Lee Beers, MD, FAAP, president of the AAP. "As a parent of schoolaged children myself, I understand that. But now is the time to get your children caught up on their immunizations and well visits, and your pediatrician wants to help. As things open back up, children will need the protection that vaccinations give them." As schools continue to re-open and warmer weather brings more opportunities for in-person, physically distanced activities, CDC recommends checking with your child's healthcare provider to make sure your child is up to date on recommended vaccines. You and your child's doctor can make a plan to ensure your child stays on track - and that your child is ready for school and play. In recent years, gaps in vaccinations against vaccine-preventable diseases - particularly measles - have caused outbreaks. These contagious diseases can pose serious risks and complications for infants and young children. Getting vaccinated following the recommended schedule allows children to build immunity before they may be exposed to potentially life-threatening diseases. You have the power to protect your child's

health through on-time vaccination. Many doctors' offices and clinics are taking steps to ensure your safety and prevent the spread of COVID-19, including: * Scheduling sick visits and well-child visits during different times of the day * Limiting the number of people in waiting rooms * Offering sick visits and well-child visits in different locations * Providing curbside visits or mobile vaccination options There are resources available about regular checkups and routine vaccinations during this time that will help answer your questions, such as: Which vaccines does my child need? Check out CDC's easy-to-read childhood immunization schedule to see the vaccines recommended for each age and the diseases they prevent. If your child missed a vaccine, they should be caught up as soon as possible using CDC's catchup immunization schedule. Are routine childhood vaccines safe? Vaccines are safe and effective for children to receive at the recommended ages at the recommended doses. Did you know your child could get free vaccines? Vaccines for Children can help. The Vaccines for Children (VFC) program provides free vaccines to children who qualify. About half of American children younger than 19 years old receive VFC vaccines. Ask your doctor if you qualify. During these challenging times, remember that you have the power to keep your child healthy by keeping any scheduled appointments for well-child visits and rescheduling appointments that may have been missed. Y mientras la sociedad se movía al teletrabajo y la educación remota por causa de la COVID-19, casi el 40% de los hogares hispanos carecía de internet lo que promovió escenas como la de niños conectados a los Wi-Fi gratuitos en los parqueaderos de McDonald’s. “Nuestros voluntarios bilingües llaman por teléfono a ancianos latinos que no se sienten cómodos usando internet o a inmigrantes que no tienen la educación digital para meterse en línea y anotarse para recibir la vacuna”, dijo el Dr. Turner Lloveras sobre su iniciativa que también hace uso de mensajes de texto y de WhatsApp y visitas puerta a puerta con los protocolos requeridos, para mejorar las habilidades digitales entre la comunidad. “Otro componente (del programa) es abordar la vacilación sobre la vacuna que ha sido un tema muy confuso en los últimos meses”, aseguró Turner Lloveras. A través de reuniones públicas virtuales, trabajadores de la salud han desacreditado los mitos sobre los peligros de la vacuna diseminados por las redes sociales, lo que ha animado a muchos a recibir su dosis.

MASS VACCINATION SEEKS TO WIN THE RACE AGAINST NEW STRAINS OF COVID-19 The B117 mutant variant, more contagious and virulent than its predecessor, could become the dominant strain by summer. Can the U.S. achieve herd immunity before it prevails?

"With these variants, the therapies developed tend to be less effective, and vaccines can be less effective ... People who had one strain of COVID might be infected with a new strain that is a variant of concern," said Shah.

Latinos, African Americans, and homebound seniors, who have suffered the highest rates of COVID-19 infections, still account for the lowest vaccination rates nationwide. "Minority communities are being left out of the telehealth boom and far behind in the race to sign up for vaccines," said Dr. Daniel Turner Lloveras, founding member of the Latino Coalition Against COVID-19, during a media briefing hosted by Ethnic Media Services on March 19th. "Unless we do something about it, they will continue to be left out and thus contributing to the inequitable distribution of COVID-19 vaccines." Turner Lloveras created the "Digital Compañero'' program, an initiative to address digital literacy among the Latino community, especially affected by the transition to virtuality during the pandemic. According to a survey by the Pew Research Center, before the pandemic only 57% of Latino families owned a desktop computer compared to 82% of white families. And while society was forced to move to remote work and education due to COVID-19, nearly 40% of Hispanic households didn't have internet access, which caused scenes of children trying to connect to free Wi-Fi in the parking lots of McDonalds to do their homework. “Our bilingual volunteers reach out by telephones to elderly Latinos not able or comfortable to use the internet or the computer, or to immigrants who don't have a digital literacy to get online and sign up for the vaccine,” explained Dr. Turner Lloveras about his initiative, that also uses text messages and WhatsApp, and door-to-door visits to improve digital skills among the community. “The community developed a very rapid trust in us. They call us when a community member tests positive, and we bring him personal protective equipment (PPE) and groceries, so we break the change of transmission.” As a community-based organization, Umoja became the official vaccine provider in Alameda County using a model of pop-up clinics to reach neighborhoods and streets where African Americans live, with the help of volunteers. "One of our collaborators described that in a pop-up clinic, black people were running to be vaccinated ... the (alleged) hesitancy in the community is a pretext for explaining the (access) inequities that we are inevitably going to see," she said.

"The rate of vaccination among the homebound elderly was only 20%," said Dr. Nirav Shah, adjunct professor of medicine and primary care and population health at Stanford University. "We need to achieve herd immunity to help those not protected by the vaccine even for immune reasons or because they are vulnerable populations such as the homebound elderly," he added. Herd immunity is achieved when 70% of the population is resistant to the virus and has developed immunological protection against its potential genetic variants. In recent months these mutations have appeared in places like the UK, Brazil, and California, and it only takes a small change in the spike protein for the new strains to be more contagious and lethal and become the dominant variant, Shah explained.

Contagious strains

Scientists study the variants in three categories: interest (early stage), concern (more contagious), and high consequences (those for which there are no medical countermeasures yet).

Preheat oven to 400 F. Rub bell peppers with 1 tablespoon oil then use grill, broiler or gas stovetop burner to cook peppers, turning occasionally, until well charred, 12-15 minutes. Transfer to bowl, cover and set aside until cool enough to handle, about 10 minutes. In large skillet over medium heat, warm remaining oil. Add onion and cook, stirring occasionally, until starting to brown, 3-5 minutes. Add mushrooms, garlic salt and black pepper; cook, stirring occasionally, until mushrooms are browned and liquid is almost entirely evaporated, 7-10 minutes. Rub charred skin from bell peppers. Slice off tops and remove seeds. Fill bell peppers with mushroom mixture, top with cheese and arrange in baking dish. Replace bell pepper tops and bake until cheese melts, 8-10 minutes. Serve with cooked rice.

To make avocado radish salsa: In small bowl, combine avocados, onion, radish, chile peppers, cilantro, garlic and lime juice. Add salt and pepper, to taste. Set aside. Heat grill to medium heat. Rinse fish and pat dry with paper towels. Rub oil on both sides to coat; season with salt and pepper, to taste. Grill fish 6-9 minutes until cooked through; cool slightly. Remove skin and bones; cut fish into 1 1/2-inch strips. In medium bowl, toss fish with lime juice and cumin. Warm tortillas in microwave or at 275 F in oven. Place equal amounts of fish, cheese, tomatoes, cabbage and salsa in center of each tortilla. Roll up tacos to serve. The schedule features eight nationally televised matches, with select games airing on Univision, UniMás, ESPN and FOX Sports 1. Broadcast details for locally televised matches will be announced soon. After mortgages, student loans are the second largest class of U.S. consumer debt. Kat Welbeck, civil rights counsel at the D.C.based Student Borrower Protection Center, says it’s impossible to examine this debt without a lens of racial equity and economic justice.

Promised a high-paying job after graduation, he instead is barely able to pay the interest on the loan with the income from multiple jobs, and he fears that missing payments will affect his credit score. He, his wife and son still live in a small room in his father’s house.

“Black and Latino borrowers have less household wealth and are taking more loans to pay for school,” Welbeck said. “Therefore, they have more debt, which cuts into opportunities for wealth creation over time. And so what happens when it’s time for their children to go to college? There is potential for that cycle to repeat.”

“I couldn’t pay rent anywhere,” Stewart said during a March 5 press briefing hosted by Ethnic Media Services. “All of our money was going to paying off our debts.” Today, 45 million student borrowers have $1.7 trillion in student debt. Stewart’s current job at a software company and a pandemic-related moratorium on loan payments have helped his financial situation, but his debt prevents him from buying a car or borrowing money for other needs. “It’s always that looming feeling of when the payments start again and how we are going to be able to afford them,” Stewart said. “It’s a constant stress in the back of my head.” President Joe Biden recently rejected a Democratic proposal to forgive up to $50,000 in federal student debt, saying he only supports the cancellation of up to $10,000. He argues that the higher amount would benefit the rich, who can afford to pay it, and that it would need Congressional approval. But according to California Democratic Representative Ro Khanna, Biden has the authority to forgive the debts by executive order. Canceling $50,000 debt per student would cost a little over a trillion dollars, free 75% of borrowers from debt, help boost the economy and offset the pandemic-related decline in first-time college enrollment. Khanna says cancelling the debt could be funded through his proposed Stop CHEATERS Act***, which would collect $1.2 trillion dollars in 10 years by auditing the wealthiest people’s income to prevent tax evasion. “If we forgive the student loan, people will be able to start families, buy houses and start businesses. It’s really lifting the burdens on this next generation and letting them pursue their dreams,” said Khanna. “Certainly student loans should not be forgiven to people like me who are in a position to pay them off, but for the vast majority of Americans, especially those making under $125,000 a year, we need to forgive those loans.” For-profit colleges and the debt For-profit colleges have benefited from a business model that pressures students into applying for expensive federal and private loans, and promises them a complete education in a short time leading to high-paying jobs.

These schools don’t offer scholarships or financial aid, but many have been forced into bankruptcy or shut down by the U.S. Department of Education for unlawful activity. Corinthian Colleges, an institution with 91 campuses in 21 states, filed for bankruptcy in 2015 after several state attorneys general took legal action for misleading advertising to recruit students, securities fraud and consumer fraud. For-profit schools enroll more than a million students who are less likely to graduate, more likely to default on their student loans, and more likely to end up with higher debt burdens, said Joe Jaramillo, a senior attorney with the Oakland, Calif.-based Housing and Economic Rights Defenders (HERA). “Indeed, half of these students default on their student loans within five years of leaving

the school,” Jaramillo said. HERA has helped hundreds of Californians manage student loan repayments and apply for relevant loan-discharging forgiveness options. Its multilingual curriculum on choosing a college and paying for education is available to its clients, most of them Latino and Black students and low-income seniors. Their debt is so high that if they default, their wages, Social Security benefits or tax refunds may be garnished or liens put on their private property. “The federal government can do all of this automatically without even going to court,” Jaramillo explained. “Private (student) debts are treated like any other credit card or loan debt that typically requires them to go to court, which can also be very harmful because a lot of people get sued and can’t afford legal

Heald offered to forgive Campo’s $13,000 debt if she renounced her credits, but the process was so difficult to navigate, her debt kept going from one creditor to another for several years. “This has impacted my life significantly,” said Campo, who was raised by her grandparents and was the first in her family to complete high school and go to college. As a 19-year-old with no understanding of the complex system she was entering, she said she felt “deceived by the recruiters. I thought that to have a prosperous future, I shouldn’t have put a limit on the financial burden of education.”

"These were people going about their day, doing their food shopping and their lives were cut abruptly and tragically short," Dougherty remarked. "I hope the people of this country send the families of the loved ones their thoughts and prayers. But from my perspective there's more for us to do than just give them our thoughts and prayers." Earlier this month, a state district judge ruled Boulder could not enforce an assault-style weapons ban, something citizens voted for in 2018, after the Parkland, Florida shooting. It is unclear if the rifle used by the shooter would have fallen under the proposed ban.

E GRAND, Calif. -- In recent years, California farms have seen a massive decline in beneficial insects, especially pollinators like bees, so nonprofit groups are stepping in to help bring them back. The nonprofit Wild Farm Alliance is helping promote the state's Healthy Soils program, which pays farmers up to $11 a foot to install hedgerows of native plants around their fields and orchards. Sam Earnshaw, agricultural consultant for Hedgerows Unlimited, which works with the Alliance on the Healthy Soils program, said pollinators are being wiped out for several reasons. "The heavy use of pesticides, and then habitat degradation, and then climate change, of course, is affecting the way these organisms live," Earnshaw outlined. "All these are a problem for pollinators, and we depend on pollinators for our food." He pointed out hedgerows made of native plants that flower sequentially all year long attract pollinators and beneficial insects, provide wind protection, store carbon and help with erosion control. Christine Serrano grows almonds, corn, wheat, alfalfa and apricots at Serrano Farms in Le Grand, outside of Modesto. "We've just noticed that we don't have the bugs or the pollinators like we used to have," Serrano observed. "They used to be prevalent, all around, and due to all the pesticides and things being sprayed, we just don't have those anymore." Michael Serrano, her brother and co-

manager of the ranch, said he's trying to bring back the biodiversity that once existed, and rely less often on expensive pesticides. "If the hedgerows can help us manage, where we don't have to spray as much, and we get more 'beneficials' to our crops, that's a win-win for everyone," Serrano remarked. The Serranos said they're working to convince neighboring farms to be part of the hedgerow program, in hopes of making the entire area healthier and more productive. Other types of landowners also can apply for grants to install native plantings through the Endangered Species Coalition's "Pollinator Protectors" program.

sian Americans across the U.S. reflected on their community’s vulnerability to racist attacks, after 21-year-old Robert Aaron Long killed six Asian American women at three locations in Georgia on March 16. Long, who told police the shootings were not racially motivated, has been charged with eight counts of murder. Atlanta Police Chief Rodney Bryant said it was too soon in the investigation to classify the shootings as a hate crime.

A barrage of responses on social media characterized Baker’s statements as “sympathetic” to the suspect and “offering up excuses” for the fatal attacks.

Social media posts show Long deeply involved with his church: police said he allegedly has an addiction to sex and was attempting to “eliminate temptation.” The suspect confessed to the murders and told police he was on his way to Florida.

Speaking at a press conference March 17, organized by the National Organization for Women, John C. Yang, President & Executive Director of Asian Americans Advancing Justice, said: “Yesterday’s attack was on the most vulnerable in our community.”

Using a gun he had purchased just a day earlier, Long first attacked Young's Asian Massage Parlor in Acworth, about 30 miles north of Atlanta, at about 5 p.m. Three Asian American women and one man were killed in that incident: Delaina Ashley Yuan; Paul Andre Michels; Xiaojie Yan, 49; and Daoyou Feng, 44.

Christian Nunes, national president of NOW, said Asian American women are viewed in a hyper-sexualized, highly desirable way which makes them more vulnerable to attacks. She noted that crimes against Asian Americans have risen by 150 percent in the past year, amid the pandemic. In New York, hate crimes against the AAPI community have spiked by 833 percent, she said.

He then drove to the Gold Spa in Atlanta, and killed three Asian American women there, then crossed the street to the Aromatherapy Spa, where another woman’s body was found. Long was arrested two hours later. Atlanta police have not released the names of the victims. Asian American leaders said the murders were targeted attacks which occurred during a dramatic spike in the past year of antiAsian hate violence and intimidation. Stop AAPI Hate, a web portal allowing victims to report hate incidents or violence in several Asian languages, has collected more than 3,800 reports in the past year. Community activists believe the spike in hate violence is the result of President Donald Trump’s vilification of Asian Americans: the former President called the COVID-19 virus the “Chinese virus,” “the Kung Flu,” and the “Wuhan virus,” among other names. Elderly Asians and women have been targets for the majority of attacks. A poll soon to be released by the National Asian Pacific American Women's Forum found that 55 percent — more than half of AAPI women — reported being affected by anti-Asian racism at least once in the past 2 years. “We never expected this now: we thought it was over after Trump lost. But hate crime never seems to go away,” Atlanta-based Korean American activist Jongwon Lee told Ethnic Media Services March 17, amid a day of mourning. Lee said the local community’s first priority was to identify the victims — a difficult task as many of the women used pseudonyms for their spa work — and to help their families. He expressed his concern that law enforcement officials have not charged Long with hate crimes, and hoped that the FBI, which is involved in the investigation, will find evidence

In both cases, the dispatcher could not understand what the caller was saying and did not comprehend the gravity and immediacy of the situation. Yang and Gregg Orton, national director of the National Council of Asian Pacific Americans, said increased funding should be allocated for in-language interpreters across all sectors of government and law enforcement, as more than one-third of Asian Americans have limited English language proficiency. The place they call home is not a safe place for them.” Aisha Yaqoob Mahmood said AAAJ Atlanta was working with the victim’s families to provide emotional and financial support. “Anti-Asian bias is not new to our community,” she said, noting the Chinese Exclusion Act of 1882, which prohibited all Chinese immigrant laborers, and the internment of Japanese Americans during the second World War. “But violence definitely has increased over the last year, impacting our businesses and our families. Yesterday’s shootings have put an additional fear in our heart,” said Mahmood.

The Facebook Users Union has a message for him about what he should pledge to do to stem the flow of hate and lies: Facebook should create a circuit breaker to help prevent dangerous disinformation and incitements to violence from ever reaching a mass audience.

A simple circuit breaker could have stopped disinformation about the pandemic and about the 2020 elections from reaching millions of people.

Only Facebook has real-time data about what the right trigger point would be to prevent lies and hate from reaching a mass audience.

“By the time millions of people have shared false information, it’s already too late,” said Charlie Wang, an activist with the Facebook Users Union. “If social media companies had used a circuit breaker when the Plandemic video went into circulation, they would have stopped the verifiably false information in the video from spreading to 8 million people before the video was taken down.” Circuit breakers are used in stock exchanges when there's a dramatic drop, to pause trading and allow traders to assimilate new information and make better-informed choices. Social media circuit breaking would work the same way, pausing the most high-volume posts for fact-checking before they reach millions of people. The circuit breaker would automatically be flipped when a superspreading post is heading to tens of thousands of people’s newsfeeds at an unsafe speed. Some researchers have suggested a trigger for posts with 100,000 Facebook interactions in 12 hours, which would mean roughly the top 0.01 percent of Facebook posts from public pages within the period. Others have suggested that Facebook implement a circuit breaker that would be flipped

• A certain number of reports or complaints have been made about a post.

• A post is being amplified by pages that have previously been penalized by Facebook for spreading misinformation.

Once the circuit breaker is triggered, the post would be “paused” until it’s reviewed by a human being. It would remain on the user’s profile page but not be eligible for amplification. The Working Group on Infodemics Policy Framework recommends that the circuit breaker would temporarily prevent the content from algorithmic amplification in newsfeeds, appearing in trending topics, or via other algorithmically aggregated and promoted avenues.
