CORONAVIRUS AND INDIVIDUAL RESPONSIBILITY ametrically opposed responses among the American public. On the one hand, there are those who have reacted with an exaggerated anxiety that manifests itself in panic purchases of food and cleaning supplies. They are the people who have crowded supermarkets and have put their own security at risk by standing in long lines in public spaces a short distance from each other.

n the short term, we only have one weapon at our disposal to start stopping the Coronavirus pandemic (Covid-19). It is not a vaccine or a miracle treatment, neither of which is foreseeable to be achieved in the immediate future. I'm talking about our individual responsibility in the face of a collective threat that has triggered two kinds of di-
On the other hand, there are those who have Olympically dismissed the severity of the risk and behave as if nothing had happened, despite the overwhelming evidence of more than 200,000 infections and a lethal severity more than 10 times higher than seasonal influenza, which kills 36,000 Americans each year. Both behaviors - exaggeration or disdain - are inappropriate but ignoring or minimizing danger can have much more
serious consequences. The images of young people crowding the beaches, bars and restaurants of various countries on the occasion of spring break are a terrible sign that they do not understand the gravity of the situation. It is true that many young people are less likely to have serious complications, but no one is exempt from the risk. On the other hand, the decision of some supermarkets chains to assign special hours only to the elderly, the most vulnerable to the most severe symptoms of Coronavirus, is admirable. Most counties suspended classes, other cities closed public spaces, some more decreed curfews. Ideally, encourage more responsible behaviors like these, rather than behaviors that minimize the seriousness of one of the most serious public health crises of the modern era. A bouquet of special
admiration for our health workers, who risk their lives on an otherwise dangerous battlefront. They need masks and gloves to have the minimum necessary protection. It is clear that many authorities have been put in check by the speed of contagion. If they did not initially size the size of the problem, reality prevailed. Now it is up to them to deal with both the medical and financial aspects: Enabling respirators and passing measures to provide relief to thousands of people who have temporarily lost their income. No mathematical model can accurately anticipate the extent of the Coronavirus pandemic because the outcome largely depends on the actions we take or fail to take responsibly and individually. AS COVID-19 WRECKS OUR ECONOMY, IT IS ALSO EXPOSING OUR LOCAL AND NATIONAL FAULTS. Italians to take shelter in place (stay home).

W
hat we are experiencing as a community of freedom loving individuals is called a pandemic. This COVID-19 virus, first characterized by a Chinese physician, who died after being infected by this highly virulent disease, has spread throughout the world. Since modern medical practitioners had no prior experience treating it and since no pharmaceutical drugs are effective, those experiencing this disease are being isolated and told to get a lot of bed rest and sleep. The reality is that COVID-19 virus causes a respiratory disease which is spread quickly even by those individuals who are displaying no symptoms (i.e., an asymptomatic). Those patients who have severe respiration difficulties are assisted by respirators which are in short supply. It was good of President Trump to step aside to permit public health experts to tell the people what to do to increase the likelihood that this COVID-19 viral disease could be contained. But unfortunately, that was not achieved because of the current worldwide traveling capability of those travelers who had been exposed, were asymptomatic, and ‘did their thing’ - which was to travel unrestricted. A pandemic happened. Its afflicted Italy so bad that its Premier ordered all
New York's Mayor Cuomo asked U.S. Federal Government officials to ship 4,000 respirators to New York City whose available supply was inadequate. Some numbers suggest as many as 30,000 are needed there alone. In addition, certain profiteers went to Walgreen's and all other vendors to purchase all respirators and face masks available. Facemasks, which originally sold for $3.00 or less, suddenly were priced at $9.00 or more. President Trump asked manufacturers to ramp up their production of respirators. In response one vehicle manufacturer switched its mass production lines towards the production of needed respirators. Public Health officials estimated that the nation would need 50,000 hospital beds. In New York City, an arena became the site where five mobile hospital units were placed in service in order to add 500 bed capacity for patients who did not require respiration assistance. This allowed the hospitals to have beds available for those patients who needed respirators. Fortunately, modern medical science and its applied technologists are able to keep many patients having respiratory issues on their feet (ambulatory). These patients can be fully assessed by their physicians and sent home where their therapy includes bed rest and minimal activity. A challenge is the infection control which must be practiced. The shortage of face masks impacts negatively the respiratory infection control efforts in the

Many retail outlets were ordered closed by public health specialists. City police monitored this effort with a high level of effectiveness. Nonetheless, a few ‘essential’ retailers stayed open for business. Pharmacies, supermarkets, and local grocery stores were permitted to stay open.
The same program also supports school lunches which were being distributed as box lunches by local schools. This particular activity brought to my awareness the large number of families who have modest incomes which in turn require the parent to depend upon their local school districts for those lunches during the week when schools are in session.
In many neighborhoods, concerned citizens checked on their elderly who lived alone. Many made arrangements to deliver meals and/or groceries. This past Sunday, in keeping with edicts requiring individuals not to gather in groups larger than two or three individuals, my parish electronically streamed the mass to its parishioners using emails to distribute the links which allowed the faithful to view their Sunday mass services at home on their computer. The local economy shut down. Hotels room reservations were canceled because local conferences were rescheduled or canceled. Many restaurants switched to only filling takeout orders. Everybody, who could, sheltered in place. The impact on sales tax revenues has not been determined yet but have no doubt that those revenues will be drastically lower. Those revenues are used to support school districts whose boards will have to cope with funding shortfalls. I go to the Stevenson House in Palo Alto to enjoy their senior citizen luncheons (cost is only $3 for a sit-down meal meat, mashed potatoes, and a vegetable with a salad and desert, plus coffee tea or milk). This luncheon meal program is funded by a collaborative Palo Alto-federal food program which underwrites its cost of operations
I am informed that many schools with lunch programs, though shut down, had their kitchen/ cafeterias continue to cook and distribute breakfast and lunches as if their schools were still open. I wonder if this is also an indication of underemployment coupled with low wages which results in some families not having sufficient incomes to provide full nutrition to their kids. The resulting food insecurity must cause anxiety amongst parents, especially single mothers. A homeless lady, who has been so for 8 years and lives in her car, was referred to me and asked if she could take a shower at my home (the YWCA was closed). Of course, I said ‘yes’. She told me that she sleeps in her car parked in a shopping mall where the security guards have become friends who look out for her safety. Even Palo Alto has its residents who cannot afford renting an apartment. This homeless lady lives on her social security monthly check which is her sole income, She is one reason why I favor a family/individual support program which would directly deliver funds (let's say, $2,000 per month) for living expenses and health care. Those funds would immediately be spent on essential goods and services
thereby becoming part of the local micro-economy. I relate all of the above because America has the wealth and resources which need to be made available to the impoverished and handicappped. And somehow, the stigma of being poor and impoverished needs to be set aside because many of these impoverished individuals, especially the elderly, did work all their lives and did fund retirement programs. Unfortunately, assistance programs are not available to many of these impoverished individuals simply because they own assets such as the vehicle they sleep in. Those welfare programs need to be evaluated again on a periodic basis. Now where is this coronavirus-19 pandemic taking us to? I support having all welfare programs being reassessed and updated to become more relevant, accessible, and have the capacity to assist those who are truly impoverished but not incapable. This Silicon Valley community is wealthy enough to afford doing that much for its longtime residents whose retirement arrangements simply did not keep up with inflationary cost rises, mismanagement and misfortune. As a community, we need to care for our needy while carefully excluding the greedy. There, but for the grace of GOD who provided me my good fortune of being well-off', but not wealthy, go I. This too will pass, but while it does, we must all be concerned and look out after each other.

de salud, que arriesgan la vida en un frente de batalla por demás peligroso. Ellos necesitan las máscaras y los guantes para tener la mínima protección necesaria. Es claro que muchas autoridades han sido puestas en jaque por la velocidad del contagio. Si inicialmente no dimensionaron el tamaño del problema, la realidad se impuso. Ahora les corresponde lidiar tanto con el aspecto médico como económico: Habilitar respiradores y aprobar las medidas para dar alivio a miles de personas que han perdido temporalmente sus ingresos. Ningún modelo matemático puede anticipar con exactitud el alcance de la pandemia del Coronavirus porque el desenlace depende en gran medida de las acciones que hagamos o dejemos de hacer de manera responsable e individual. Fundada en 1979 en el armario de una iglesia, Reaching Out es ahora la segunda despensa de alimentos más grande del norte de California. Founded in 1979 out of a church closet, Reaching Out is now the second largest food pantry in Northern California. It provides more than 15 million dollars’ worth of groceries to struggling families annually and is the largest outreach ministry at Cathedral of Faith located in San Jose. The California Department of Agriculture has recognized Reaching Out as one of the most efficient food programs in the state. Reaching Out has taken extra measures to do our best to ensure the safety of our staff, volunteers, and the handling of groceries. Some of those measures include wearing gloves, drive-by food distributions, practicing social distancing, and more. Valley Water invites you to a meeting regarding adoption of modified groundwater benefit zones W-2 and W-5, and new zones W-7 and W-8. Groundwater benefit zones are geographic areas benefitting from a similar set of Valley Water activities. All operators of water-producing facilities (well users) within these zones are subject to Valley Water groundwater production charges. Groundwater charges collected from these zones fund Valley Water activities to protect and augment groundwater supplies. The charges for each zone are based on the specific projects that benefit the zone. Activities funded by these charges include groundwater replenishment, the provision of alternative water supplies, water conservation, and groundwater protection programs. ACRAMENTO, Calif. -- California is making gains in getting Latino children insured -- in contrast to the national trend, where decades of progress are slipping, according to a new report. Researchers from Georgetown University and UnidosUS found the number of uninsured Latino children rose by 122,000 nationwide -- to 1.6 million -- from 2016 to 2018. But report author Kelly Whitener with the Georgetown University Center for Children and Families says things are looking better in the Golden State. "California was the only state with a statistically significant decrease in the number and rate of uninsured Latino children from 2016 to 2018," she states. "And their rate in 2018 was 3.7%, which is well below the national average." That national average rate of uninsured Latino children grew from 7.7% to 8.1% during that time period. In 2016, California became the first state to make lowincome undocumented children eligible for MediCal. Mike Odeh, director of health policy at nonpartisan research group Children
Now, notes that the rate of uninsured children in California's Latino community dropped by 11% from 2016 to 2018. "California's leadership and investment in health coverage for all kids, regardless of immigration status, has shown that we can continue to make progress in reducing the number of uninsured kids despite challenging times and some really unhelpful federal policy," he states. However, disparities remain. Latino children in California are still one-and-a-half times more likely to be uninsured than non-Latino children. Whitener blames the worsening situation nationally on an erosion of the Affordable Care Act under the Trump administration, and on fear generated by anti-immigrant policies. "Researchers at the Urban Institute have found that Latino communities and immigrant communities are fearful of getting health coverage, or participating in government programs, because they think there may be immigration consequences for themselves or their family members," she states. The Trump administration has changed the "public charge" rules, making it harder to get a visa or green card if someone has used certain types of public assistance.

ALM DESERT, Calif. -- Local groups are springing up across the state to produce homemade face masks for medical providers if they run out of the real thing. But some experts say the masks may do more harm than good. The Centers for Disease Control and Prevention said on its website that health care providers might use homemade masks as a last resort. But Ken Zinn, political director with National Nurses United, said the N95 respirator is the minimum protection necessary for all health care workers. "They downgraded the guidance to allow hospitals to say to nurses and other front-line workers, 'Well, just wear a scarf or a bandanna,'" Zinn said. "This is absurd. Scarves, bandannas, surgical masks, none of them keep front-line health care workers safe." A 2015 study published in the British Journal of Medicine cautioned against cloth face masks, saying they may increase infections because they retain too much moisture and don't filter out enough particles. Some doctors have warned they may give a false sense of security. On Monday, North America's Building Trades Unions announced its member groups will be donating N95 respirator masks to local hospitals around the nation. Shelley Blume is a volunteer with Coachella Valley Mask Makers, which is handing out kits that enable people to make paper-cloth masks with a glue gun. She said the group hopes to make 1,000 masks a day, then sanitize them and make them available to local hospitals. "So these masks are not meant to replace the personal-protection equipment mask," Blume said. "They are to supplement medical staff who otherwise would not have a mask."
Hospitals are scrambling to see if they can accept the masks and figure out under what circumstances they night be used. Tenet Healthcare, which runs 13 hospitals in the state, said it will accept hand-made items once the CDC issues guidelines. The California Department of Public Health on Monday declined to give guidance on homemade masks, directing people to call their local hospital to inquire.

Q: Does the 2020 Census collect data about LGBTQ people? A: The 2020 Census will collect information about same-sex couples who are living in the same household.
However, the census won’t collect any data about same-sex couples who don’t live together, nor about transgender people, nonbinary people, single LGBTQ people or bisexual people in different-sex couples. Q: What will the 2020 Census tell us about the LGBTQ community? A: Because the census only collects data about same-sex couples and not about the full LGBTQ community, it won’t tell us as much as it could. Data on same-sex couples deduced from earlier decennial censuses did help show racial and ethnic diversity, geographic distribution, total number in a state or region and the percent who have children. Same-sex couples’ experiences don’t always mirror those of the broader LGBTQ population. For example, the unemployment rates of same-sex and differentsex couples are roughly equivalent. However, data on the whole LGBTQ community’s unemployment rates are higher than for non-LGBTQ people. Data for subsets reveal even greater disparities: 14.3% of transgender people received unemployment benefits compared to 4.3% of cisgender people and 7.2% of LGBTQ women receive unemployment benefits compared to 4.4% of non-LGBTQ women, according to the Center for American Progress (https://tinyurl.com/LGBTQdata). Because census data provide information only about a small proportion of the LGBTQ community, the resulting data are limited. Q: When did the census first collect data about same-sex couples? A: In 1990, the Census Bureau added an “unmarried partner” response option for its “relationship to householder” question. At the time, LGBTQ advocates launched a campaign (https://tinyurl.com/taskforce1990) urging people in same-sex couples to check the “unmarried partner” box on the 1990 Census. The campaign’s stated mission was “to increase public awareness of the question and pressure the Census Bureau to be more sensitive to gay and lesbian concerns.” But rather than publishing data

In 2000, the census once again had an “unmarried partner” category as part of its “relationship to householder” question. A: The “sex” question on the 2020 Census only allows respondents to choose “male” or “female.” For some transgender people and most nonbinary people, this does not give them an accurate way to portray their gender. And even when it does, the resulting data tells us nothing about whether that person is transgender.

oronavirus has killed thousands of people and sickened hundreds of thousands (if not millions) more around the world. It has also caused mass hysteria and public health officials are bracing for the worst. The situation is mostly bad news, but the “silver lining” for the environment might be a downturn in carbon emissions and other pollution due to reduced manufacturing, people staying home, less air travel, far fewer cars on the road—and generally less overall physical movement and economic activity. A recent analysis by Carbon Brief, a UK-based website covering news in climate sciences and climate and energy policy, found that measures to contain the Coronavirus in China have resulted in reductions in output of 15 percent to 40 percent across key industrial sectors there, with an overall reduction in greenhouse gas emissions by some 25 percent below normal over the course of February 2020. Only time will tell if the situation here gets as dire as in China. “Some data indicate school closures and work-from-home mandates have already reduced traffic flow around Seattle,” reports E&E News. “Similar statistics have suggested that rush-hour traffic is down in New York City, as well.” Meanwhile, BART ridership in and around San Francisco is down 25 percent so far in March as a result of people staying home. These examples don’t add up to a huge downturn in emissions yet, but we’re still in the initial stages of the pandemic’s spread. For those who would like to see this reduced output continue even after we are over the hump with this outbreak, don’t count on it. We’re all used to the conveniences and creature comforts that a buzzing economic system brings us, and fat chance if the Chinese, Europeans or Americans are going to voluntarily return to a more ascetic lifestyle once the Coronavirus eases its chokehold. To wit, the Chinese government is already hyping a stimulus package designed to make up for the months of lost economic opportunity for businesses there. And we aren’t far behind with President Trump promising a payroll tax cut, an infrastructure push, paid sick leave for hourly employees and the potential delay of estimated tax payments as ways to stimulate the economy in the wake of the pandemic. As for whether there’s an environmental “cause” of the pandemic, we don’t think so—except in as much as it probably came to us from wildlife. But according to the World Health Organization, environmental factors that lead to human congregation—such as sunny weather—could theoretically increase the rate of spread. On the other hand, studies suggest that warmer temperatures reduce the spreading of respiratory infections, due to their effects on the dynamics of cough droplet flight. But all in all, the research shows that environmental conditions do little to affect the transmission rates of viruses such as Coronavirus.
