massive $ 3 trillion infrastructure plan, it is highly likely that the history books will credit him as the political leader who managed to save the country from health chaos and an economic crisis.

ace 103 años, la humanidad confrontó la amenaza de la pandemia de “flu” de 1918-1919 que contagió a una tercera parte de la población mundial y dejó un saldo letal de hasta 50 millones de personas, unas 675,000 de las cuales murieron en los Estados Unidos. Pocos recuerdan al presidente estadounidense de aquella época, Woodrow Wilson, por haber liderado al país en esos tiempos aciagos. Pero si el presidente Joe Biden logra que el país supere la pandemia de COVID-19 y además consigue la entrada en vigor de su masivo plan de infraestructura de 3 millones de millones de dólares, es muy probable que los libros de historia lo acrediten como el líder político que logró salvar al país del caos sanitario y de una crisis económica. Por supuesto eso no quiere decir que la mención honorífica en las enciclopedias de historia esté asegurada. Aunque Biden haya decidido que el combate a la pandemia y el impulso económico son las dos más altas prioridades de su administración, el desenlace depende en gran medida de factores fuera de su control: las reglas sanitarias de los 50 estados del país y el comportamiento individual de más de 300 millones de residentes de los Estados Unidos. A poco más de un año de los primeros casos identificados en los Estados Unidos y a pesar de que se han administrado más de 143 millones de dosis de las vacunas, se ha registrado en la última semana un aumento de 12% de casos a nivel nacional, a pesar de un incremento sistemático de la elegibilidad para la vacunación. Sólo un estado, Michigan, reportó un alza de 57% de nuevos casos y un repunte de más de 47% en hospitalizaciones. En cuanto al plan de infraestructura de la Casa Blanca, su arquitectura refleja dos áreas bien delimitadas. El primer edificio alberga iniciativas tradicionales para detonar inversiones y creación de empleos en carreteras, puentes, transportación, acceso a Internet y energías “verdes”. El segundo contiene programas sociales cómo garantizar ayuda mensual a familias de bajos ingresos y acceso gratuito a los colegios públicos comunitarios, entre otros. La estrategia es más o menos clara: La Casa Blanca y los demócratas buscarían un consenso bipartidista para construir el primer edificio y, de ser necesario, arrollarán a los republicanos para aprobar la construcción del segundo inmueble de políticas sociales, tal como lo hicieron para aprobar el masivo paquete de alivio por la pandemia de COVID-19, a través del proceso de reconciliación legislativa que requiere sólo de mayoría simple en el Senado. Although Biden has decided that fighting the pandemic and boosting the economy are the two highest priorities of his administration, the outcome depends largely on factors beyond his control: the sanitary regulations of the 50 states of the country, and individual behavior of more than 300 million residents of the United States. Now, a little over a year after the first cases identified in the United States, and despite the fact that more than 143 million doses of the vaccines have been administered, in the last week there has been an increase of 12% in cases nationwide, despite a systematic increase in eligibility for vaccination. Only one state, Michigan, reported a 57% rise in new cases and a more than 47% spike in hospitalizations. As for the infrastructure plan of the White House, its architecture reflects two well-defined areas. The first building houses traditional initiatives to spark investment and job creation in roads, bridges, transportation, Internet access, and green energy. The second contains social programs on how to guarantee monthly aid to low-income families and free access to public community colleges, among others. The strategy is more or less clear: The White House and the Democrats would seek a bipartisan consensus to build the first building and, if necessary, they will overwhelm the Republicans to approve the construction of the second social policy building, just as they did to approve the massive relief package for the COVID-19 pandemic, through the legislative reconciliation process that requires only a simple majority in the Senate. Of course, the big question is how a massive infrastructure package is to be financed without generating new debt. The answer is more or less clear: with a tax hike, especially for the wealthiest companies and families. The White House has made it clear that no family with incomes less than $ 400,000 a year should expect an increase in their federal taxes. If President Biden manages to close that health and economic clamp, the least important thing will be his name in the history books, but rather having managed to avoid a catastrophe of historic proportions and have created the conditions to alleviate the inequality and poverty that have been deepened by the pandemic. “(The judge) essentially indicted remote learning as a failed learning model and slammed the state for creating rules that arbitrarily forced some students into remote learning while allowing others to attend inperson,” said Scott Davison, co-director of the Parent Association of Carlsbad and a supporter of the suit.

Rapidly declining case rates and teacher vaccinations have drastically changed California’s reopening landscape after a year of most K-12 campuses staying closed. Gov. Gavin Newsom said Tuesday that 9,000 of the state’s schools — an “overwhelming majority” — are either open for some in-person instruction or will be by next month. As of Tuesday, 88% of Californians lived in counties that now allow in-person instruction for middle and high school students. But whether the state’s schools will expand to offer full-time in-person instruction this spring or in the fall will largely depend on state distancing requirements that school officials say effectively prevents most schools from operating full-time in-person schedules, particularly for middle and high school grades. Spacing requirements California’s rules for reopening, updated in late January, allow schools to physically reopen if they follow strict safety measures, which includes spacing desks no less than four feet while making a “good-faith effort” to maintain six feet of spacing. Recent studies have suggested schools can safely operate with three feet of distancing versus six feet. The Centers for Disease Control recommended six feet of distance in its latest February guidance, but doesn’t set a minimum standard. The CDC said this week that it would reconsider easing its spacing guidance.

“We look forward to working through that in real time once we have more clarity from the feds,” Newsom told reporters.
Speaking at an elementary school in Alameda, Newsom said the state would revisit its own rules for reopening schools based on whether the CDC updates its guidance while touting the state’s progress in reopening schools.

He added that mom-and-pop landlords tend to know their tenants personally. “The relationships have typically been very, very amicable,” he said. Rent relief programs like the $2 trillion CARES Act have primarily benefited larger, wealthier real estate corporations, leaving behind mom-and-pop landlords. “The policy choices that the state has made have just made no distinction between large landlords and small landlords,” Brown said. “State policy choices have squarely placed the burden of nonpayment of rent on the shoulders of small landlords — of small, affordable housing providers.”

Many have lost their jobs during the pandemic. Eviction moratoriums protect tenants who can’t pay part or all of their rent. But small housing providers like Wang still have mortgages, utilities and other expenses. A lack of government support puts pressure on them to sell their properties. “Nobody can escape from this coronavirus,” Wang said. “I have a very good relationship with all my tenants. I try to help them.” Wang spoke on a recent panel hosted by Ethnic Media Services along with other housing rights advocates and researchers. The panel discussed the risk of treating all landlords the same. The word “landlord” stirs up connotations of large real estate corporations, wealthy enough to maintain their properties through the pandemic. However, small landlords, often referred to as momand-pop landlords, have been hit hard by losses in income due to tenants who have been at least partially unable to pay their rent during the pandemic. According to the Urban Institute, individual investors like Wang rather than large conglomerates own more than 75% of one-to-four-unit rental properties. In addition, mom-and-pop landlords of color are more likely to own duplexes, triplexes and fourplexes. Their rent rates tend to be cheaper, so they’re also more likely to draw minority tenants. Maeve Brown is the executive director and founder of Housing and Economic Rights Advocates, a statewide nonprofit law office that provides free legal services to low- and moderate-income Californians. She works with many people of color who have never had any training on how to manage their properties and consistently charge below-market rent rates. “Another key part of the story here is our failure to appreciate what small landlords are actually providing — our failure systemically to recognize that they really are affordable housing providers,” Brown said. “If localities and our state government actually recognized the truth of that, that should have an impact on the policy choices that they make.” Mom-and-pop landlords often are also more connected to their communities and tenants. John Wong, the founding chairman of the Asian Real Estate Association of America, has lived in San Francisco for nearly 67 years and been a realtor for over 40. In the briefing, he described the relationships he’s experienced and witnessed between mom-and-pop landlords and their tenants.
The danger with placing that burden on mom-andpop housing providers is that it pressures them into selling their properties to investors and real estate conglomerates. The result is that California will lose more and more of its affordable housing. “If they lose their property, they’re probably going to lose it to an investor who will charge as much money as the market can possibly bear,” Brown said. Landlords of color are also more likely to have a mortgage and lower income, so the pressure to sell during the pandemic is higher, according to Urban Institute. There may be new hope for mom-and-pop landlords and their tenants in the form of a new rental assistance program, but it comes with a caveat. The new California rental relief program intended to help the state’s most vulnerable renters and landlords opened March 15. The program, which comes from Senate Bill 91, extends the eviction moratorium to June 30 and draws from $2.6 billion in federal funds for rent relief. “The SB 91 moratorium and the state rental assistance program, in my opinion, is the most important thing to have for smaller mom-and-pop housing providers,” Wong said. Tenants and landlords both have to fill out certain parts of the online application, available on the California state website Housing is Key. The first group of eligible renters are those with greatest need — households making 50% or less of the area’s median income, or anyone who has been unemployed for at least 90 days. The next group includes households making 80% or below the area’s median income. Undocumented tenants are also eligible. Data from Urban Institute shows that, throughout the U.S., less than a third of tenants and less than half of landlords are aware of federal rental assistance programs. This is why John Wong aims to spread information about rental assistance programs to mom-and-pop landlords, especially those who may be linguistically isolated.

The unprecedented scale of these incidents is so dramatic, President Biden recently condemned the violence against AAPIs in his first national primetime address, stating that “at this very moment, so many of them, our fellow Americans, are on the front lines of this pandemic trying to save lives and still — still are forced to live in fear for their lives just walking down streets in America. Gavin Newsom nominated Assemblymember Rob Bonta Wednesday March 24th, as California’s next attorney general, handing one of the state’s most powerful offices to a trusted political ally who will make history as the first Filipino American to hold the position.
Newsom said he had discussed the attorney general nomination with law enforcement leaders and that he believes Bonta will “keep an open mind” in working with them. Bonta said he respects police and will dialogue with their leaders, but also anticipated some “respectful disagreements.” He made clear he is committed to what he sees as urgent reforms.
“This is an incredibly important office in the cause of, yes, racial justice, social justice, economic justice, environmental justice,” Newsom said, adding that Bonta “has been on the forefront” of those causes.
“Too many Californians have faced unfairness in the many broken parts of our criminal justice system,” Bonta said at Wednesday’s press conference. “And they deserve more compassion, more humanity and a second chance.”
Bonta, 49, a Democrat from Alameda, developed a record as one of the Assembly’s most liberal members during his eight years in the Legislature and had backing from prominent civil rights advocates as he sought the post often called the state’s “top cop.” His selection, which requires confirmation by the Legislature, will likely play well with progressives who are hoping to see the attorney general take a more active role in holding police accountable for misconduct — something former Attorney General Xavier Becerra was reluctant to do.
Police groups responded with polite statements that masked any sense of rejection they might feel from Newsom picking a top law enforcement officer who is a critic of their profession. Eric R. Nunez, president of the California Police Chiefs Association, said in a statement, “We stand ready to collaborate and assist the new Attorney General and wish him shared success in safeguarding victims and keeping California safe.”

Becerra was confirmed last week as President Joe Biden’s health and human services secretary, handing Newsom the opportunity to fill what’s normally an elected office with his own pick. It’s the third such opportunity Newsom has had in recent months, as political dominoes fall following the 2020 election — a rapid run of topflight appointments a California governor hasn’t enjoyed since the 1950s. In December, Newsom appointed Alex Padilla to fill the U.S. Senate seat vacated by Vice President Kamala Harris, and Shirley Weber to fill Padilla’s prior role as secretary of state. With all three picks, Newsom diversified the highest ranks of California politics, choosing barrierbusting Democrats who make history as the first person of their ethnic group to hold the position. Padilla is the son of Mexican immigrants, Weber is the daughter of an Arkansas sharecropper and Bonta emigrated to California from the Philippines as a baby.

He blamed former President Donald Trump for attacks on Asian Americans because Trump described the coronavirus with terms such as “Kung flu” and “Chinese virus” — similar to rhetoric organizers of the recall campaign recently came under attack for using. Bonta has been a loyal lieutenant in Newsom’s early fight against the recall. He recently organized a group of Asian American Democrats to blast the campaign to oust Newsom from office, one of several events Democrats have held as they work to portray unity. The California GOP, which is backing the recall, dismissed Bonta as “soft on criminals” and a “loyal friend to unions” and called his nomination “another failed decision by the worst governor in California history.” Selecting Bonta helps Newsom shore up support from his liberal base heading into the recall.
Prominent civil rights advocates, including Black Lives Matter co-founder Alicia Garza and attorney/CNN personality Van Jones, endorsed his candidacy. Several progressive interest groups — including powerful labor unions, plaintiffs attorneys and criminal justice reform advocates — immediately praised his selection. But it could cause tensions in Newsom’s relationships with law enforcement. As a lawmaker, Bonta wrote bills friendly to the marijuana industry, gave more rights to immigrants in interactions with federal immigration agents and attempted to abolish cash bail. After Newsom called for an end to California’s use of private prisons in his 2019 inaugural speech, Bonta wrote it up as a bill that Newsom signed into law. Under a new law signed last year, the new attorney general also will be tasked with investigating all deadly police shootings of unarmed civilians — one reason civil rights advocates pressured Newsom to appoint someone who will take a

A CalMatters investigation found that he helped his wife’s nonprofits raise more than $560,000, largely by soliciting donations from companies that lobby the Legislature. He also asked interest groups to donate to a foundation he created, which in turn loaned $25,000 to his wife’s employer. The arrangement is legal but controversial. Regulating charities is part of the attorney general’s portfolio of responsibilities, along with consumer protection, gambling and firearms regulation, internet privacy enforcement and criminal investigations. While California’s last attorney general made headlines for suing the Trump administration more than 100 times, Bonta is likely to keep the focus closer to home.
Newsom drew attention to Bonta’s heritage by holding the press conference announcing his choice at the International Hotel in San Francisco, which was a residential hotel for Filipino and Chinese families and the site of a large protest amid evictions in the 1970s. “Forty-five years ago, my mother Cynthia was one of those great activists who stood outside the International Hotel, linked arms and formed a circle to protect those who were inside from being evicted,” Bonta said, nearly choking back tears. “And now my mother, Cynthia, and my father, Warren… will see a governor nominate their son to be the first Filipino American attorney general.”
The Peace Officers Research Association of California, a powerful lobbying group, said it looked forward to working with Bonta on “improved policies that will raise recruitment standards, increase transparency and place officers in the best possible position to serve Californians.”

Attorney general is widely seen as the secondmost powerful office in state government, and has historically been a launching pad for higher office. Harris went from attorney general to U.S senator to the nation’s first female vice president, and Jerry Brown went from attorney general to his second stint as governor, cementing his position as California’s longest-serving governor. Bonta said that he plans to run for the office in 2022 — the same year Newsom will be up for re-election, if he survives the recall — and that he will be “moving from day one with the re-election in mind.” He almost treated the nomination process like a campaign, hiring Newsom’s former press secretary to help build visibility for his support. hile many of us thought Ronald Reagan sounded crazy back in 1981 when he told America that “trees cause more pollution than automobiles do,” the then-President may have been on to something. Researchers from the University of California at Berkeley recently unveiled the results of a study in which they determined that certain trees and plants common in Southern California off-gas natural yet nevertheless harmful volatile organic compounds (VOCs)—to attract pollinators, protect against environmental stressors, and repel herbivores—especially during the hottest months of the year. This so-called particulate matter pollution is not only dangerous in and of itself to breathe in as the tiny molecules can get lodged in the lungs, but it also leads to the formation of ground-level ozone and smog. While Reagan’s comment may have been an utter falsehood back then, who knew it would take the electrification of the transport sector to make it actually ring true today? The only way researchers could have any way of knowing that these plants are a significant contributor to air pollution would be by the elimination of the vast majority of fossil-fuel-derived “background noise” that we are no longer subject to as we breathe in the air around the streets of California—where the nation’s strictest automotive fuel efficiency standards have driven many to Teslas, Bolts, Volts, Leafs, Polestars, e-Trons, Priuses and other green rides—and elsewhere.
The researchers found that over the past two decades, concentrations of these VOCs fell by 50 percent between 1999 and 2012, and then to undetectable levels during the cooler months thereafter.
But when the mercury rose, even without additional automotive emissions, so did concentrations of airborne VOCs. Four out of five excessive heat days (with air temps topping 100℉) led to unsafe VOC levels outside. With transportation emissions off the hook as the culprit, researchers looked to the plant community for answers. One of the worst offenders is the iconic and ubiquitous fan palm, but sycamores, poplars, willows and many oaks and pines also off-gas their fair share of VOCs when the weather heats up — which will be happening more frequently as we warm the atmosphere with greenhouse gases. Backyard planners and landscape designers concerned about air quality and the environment might want to steer clear of these species when choosing plants. “I am not suggesting that we get rid of plants, but I want people who are thinking about large-scale planting to pick the right trees,” says Ronald Cohen, the Berkeley atmospheric chemist who led the research effort. “They should pick low-emitting trees instead of high-emitting trees.” If you have the luxury of choosing which trees to plant and/or replace, and you care about your community’s air quality, some good choices include alders, magnolias, manzanitas, birches, hazelnuts, gingkos, apples and elms. In Virginia, even unpaid leave isn't an option for 55% of workers. But lawmakers against a paidleave requirement say it could hurt small-business owners, and that these types of policies should be set by employers. Vasu Reddy, senior policy counsel for the National Partnership for Women and Families, disagreed, saying the lack of paid leave is doing real harm to families across the country. In the last year, many Virginians have been caught between caregiving

Police accountability groups said despite the attention the case has received, they're not satisfied with policy action so far. Floyd's killing sparked massive protests around the world over police mistreatment of Black individuals. In Minneapolis and at the state Capitol, reform efforts have been adopted and floated over the past year. Jae Yates, organizer of the Twin Cities Coalition for Justice 4 Jamar, said they'll keep holding demonstrations and pursuing other avenues in hopes of getting a Minneapolis police department overseen by a citizen council. "There's not going to be any placating us with half-measures or with meaningless promises of name changes or other useless reforms," Yates vowed. At the state level, activists want the Legislature to go further than it did last year when it approved a police reform bill. While the measure had bipartisan support, some said it lacked real substance. The calls come amid counter-arguments from some police advocates who claim the reform groups don't want any kind of authority, a claim activists say isn't true. Asma es una condición crónica de los pulmones que afecta cerca de 25 millones de americanos, de los cuales 5.5 millones son niños. Las Actualizaciones Enfocadas de las Guías para el Manejo del Asma del 2020 (en inglés) tienen como objetivo mejorar el cuidado de las personas que padecen asma. Juntos, las personas que padecen asma, sus cuidadores y los proveedores de salud pueden tomar decisiones informadas basadas en estas nuevas guías. Las guías contienen 19 recomendaciones en seis importantes áreas del diagnóstico, manejo y tratamiento del asma. Por ejemplo, sugieren que las personas de 4 años o mayores con asma moderada o persistente usen un único inhalador que contenga un corticoide y el broncodilatador formoterol. Las guías recomiendan este tratamiento tanto para el control diario del asma como para el alivio rápido. Los corticoides inhalados son medicinas que ayudan a controlar la inflamación en la vía aérea a través del tiempo, y los broncodilatadores ayudan a mantener los músculos de la via aérea relajados. he National Heart, Lung, and Blood Institute (NHLBI) of the National Institutes of Health recently updated national guidelines for the diagnosis, treatment and management of asthma. Asthma is a chronic lung condition affecting about 25 million Americans, 5.5 million of whom are children. The 2020 Focused Updates to the Asthma Management Guidelines aim to improve the care of people living with asthma. Together, people with asthma, their caregivers and health care providers can make informed decisions about asthma management based on this new guidance. The guidelines contain 19 new recommendations in six key areas of asthma diagnosis, management and treatment. For example, they suggest that people ages 4 and up with moderate to severe persistent asthma use a single inhaler that contains an inhaled corticosteroid and the bronchodilator formoterol. The guidance recommends this treatment both as a daily asthma controller and as a quick-relief therapy. Inhaled corticosteroids are medicines that help control inflammation in your airways over time, and bronchodilators help keep your airway muscles relaxed. The guidelines also suggest that people ages 12 and up with mild persistent asthma may do well with inhaled corticosteroids along with a type of medication called a short-acting bronchodilator for quick relief. People who are sensitive and exposed to indoor allergy triggers, such as dust or animal dander, may find that these allergens affect their asthma. A few different strategies, used together, can help reduce symptoms. Using only one strategy often does not improve asthma outcomes. For example, using a high-efficiency particulate
air (HEPA) filtration vacuum cleaner along with pillow and mattress covers that prevent dust mites from going through them could benefit those sensitive to dust. Using an integrated pest management plan may be helpful if you are allergic and exposed to cockroaches, mice or rats. Talking with your health care provider about these and other updates to the asthma management guidelines is an important part of your asthma care and can help you make informed decisions about your treatment. ORTLAND, Maine -- With the rise in anti-Asian violence and hate since the pandemic began, Mainers say elected officials have a key role to play in combating discrimination.

The White House this week unveiled plans to address racism against the Asian American and Pacific Islander community ranging from increasing access to hate-crime data, to requiring law enforcement training on hate crimes. Tae Chong, member of the Portland City Council, said it's important to show unity in the face of hate crimes in Georgia, New York and even here in Portland, the site of a recent incident where a white man allegedly yelled racist remarks at an Asian woman and her 12-year-old daughter, attacking their car. "Part of hate being spread is just the language people use to characterize Asian Americans as carriers of COVID, which is absolutely not true," Chong explained. "You know, facts don't seem to matter when you add hate to it, because any kind of hate language is about misinformation."

He urged residents to challenge misinformation, even when it may be uncomfortable. s California killing the golden goose with taxes and regulations that drive businesses and their jobs to more hospitable states?
That question has been debated for years without a definitive answer, flaring up whenever there’s a high-profile move out of the state. With the recent relocation of several wellknown firms to Texas, along with one famous billionaire, Tesla’s Elon Musk, the question once again reverberates in political circles.

Musk first threatened to shift locales last year after his manufacturing facility in the Bay Area was hit with a pandemic shutdown order. “Frankly, this is the final straw,” he tweeted last May. “Tesla will now move its HQ and future programs to Texas/Nevada immediately.” “F*ck Elon Musk,” Assemblywoman Lorena Gonzalez, tweeted in response. Gonzalez, a San Diego Democrat and the Legislature’s most outspoken proponent of unionization, later added, “California has highly subsidized a company that has always disregarded worker safety & well-being, has engaged in union busting & bullies public servants. I probably could’ve expressed my frustration in a less aggressive way. Of course, no one would’ve cared if I tweeted that.” In December, Musk announced his personal move to Texas and his plans to expand activities in that state. Last week, the Center for Jobs and the Economy, an arm of the California Business Roundtable, offered new grist for the debate by launching “CaliFormers,” a running list of companies that have relocated from California or expanded operations elsewhere. “California policies have created the highest in the nation cost-of-living and strictest in the nation regulatory costs which have caused jobs in key sectors such as manufacturing to start-up, scale or relocate in other lower-cost states, sometimes just across the border

from California,” the CaliFormers announcement declared.

“As we look to the future of our post-pandemic economy,” it added, “the shift of the tech industry and the movement of its executives and investors will significantly impact the stability and solvency of our general fund since the state’s progressive tax structure relies heavily on taxes paid by California’s highest earners.”

CaliFormers arrives on the scene not only as the perpetual debate heats up again but as the Legislature considers a new spate of bills that would impose additional costs on business and/or levy new taxes on business or wealthy individuals such as Musk. CaliFormers gives the perpetual debate a factual underpinning, but it also falls short of a much-needed comprehensive analysis of the issue. Jerry Nickelsburg, who runs the Anderson Forecast, an economic research organization at UCLA, quickly criticized it for lacking context. “The list does not sort by year or normalize by u-rate or employment,” Nickelsburg tweeted. “It does not track moves to CA. (e.g if a company adds 200 jobs in CA and moves 100 to TX it appears on the table as a move of jobs to TX). So, a nice graphic, but not very useful as an analysis.” Nickelsburg makes a valid point. Obviously the issue is an important one. California depends on a vigorous private sector to provide jobs and indirectly provide revenues for the services that Gonzalez and other politicians want to expand. In fact, those one-percenters at the very top of the income ladder, such as Musk, are paying half of the state’s income taxes. It’s so important that it deserves far more serious analysis. Gov. Gavin Newsom and the Legislature have immense research capabilities at their command and should order up a comprehensive and independent examination of whether California is becoming toxic to vital business activity. It’s time to settle the argument once and for all.
