a emergencia de salud pública por el Covid-19 no sólo desnudó las insuficiencias de un sistema sanitario estadounidense que era visto como el número uno del mundo, sino también confirmó que en un mundo globalizado las pandemias no reconocen fronteras, ni diferencias raciales, étnicas, generacionales o estratos económicos Nadie estamos a salvo. Desde el más humilde trabajador informal hasta la casa real británica, desde un indefenso infante hasta una ancianita de 102 años, nadie está exento del contagio. La ocurrencia de que el coronavirus era un patógeno elitista ha quedado desmentida por las circunstancias, conforme avanza invisible, paso a paso, por todos los rincones el mundo. Es entendible por ello el reclamo de organizaciones de defensa de hispanos por la decisión de excluir de la llamada Cares Act, el inédito paquete de rescate económico de 2 trillones (millones de millones) de dólares, a la abrumadora mayoría de inmigrantes indocumentados, a pesar de que unos 8 millones de trabajadores sin autorización contribuyen anualmente con miles de millones de dólares de pago de impuestos. No sólo no tendrán acceso a los cheques de desempleo, sino que no hay garantía de cobertura de salud para quienes carecen de seguro médico. Sólo los “dreamers”, los beneficiarios de DACA, y los del TPS, tienen la opción de aplicar para el seguro de cesantía y recibir los $600 dólares semanales adicionales. En la misma semana que se aprobó la Cares Act, un record de 3.2 millones de trabajadores solicitaron apoyo por desempleo. No está de sobra afirmar que la emergencia de salud pública golpeará desproporcionalmente a las familias latinas en general.

Tiene lógica por ello que muchos lideres comunitarios o activistas de grupos independientes prefirieran la más generosa versión de rescate patrocinada por la presidenta de la Cámara de Representantes Nancy Pelosi, quien decidió apoyar la versión del Senado en aras de la rápida expedición de los pagos a 150 millones de hogares. Los demócratas dejaron en claro que están planeando ya una cuarta iniciativa de rescate con un componente de inversiones en infraestructura. Se trata de una propuesta en sincronía con una de las prioridades del presidente Trump, lo cual puede ser un gran remedio para un gran mal. Si los lideres políticos nos muestran nuevamente que ningún afán partidista está por encima del interés general, las nuevas iniciativas de rescate deben ser justas y equitativas, y no excluir a nadie, porque el bienestar es cosa de todos y en materia de salud pública las cadenas se rompen por el eslabón más débil. From the humblest informal worker to the British royal household, from a defenseless infant to a 102-year-old woman, no one is exempt from contagion. The occurrence that the coronavirus was an elitist pathogen has been denied by circumstances, as it advances invisible, step by step, in all corners of the world.

ICHMOND, Va. -- Farmworkers have been classified as "essential" during the COVID-19 pandemic, and groups in Virginia are now urging the governor to guarantee these vital workers receive a minimum wage. Kim Bobo, executive director with the Virginia Interfaith Center for Public Policy, said agricultural workers are risking their lives to bring food to America's tables, yet they're exempt from Virginia's new Minimum Wage Act. She said groups are asking Gov. Ralph Northam to amend the act to allow farmworkers to qualify for a living wage. "We don't want them to stay home, we want our food supply to continue. And in other fields people are getting hazard pay for doing this work,"

Bobo said. "Well, we believe at the minimum, farmworkers deserve to have the minimum wage as part of their pay." Agriculture is Virginia's largest private industry, and more than 10,000 immigrant farmworkers come to the state each year to harvest crops, according to the Legal Aid Justice Center. The governor has until midnight April 11 to make an amendment. The Minimum Wage Act will raise the minimum wage to $15 an hour by 2025. Bobo pointed out that last year's Legislature eliminated many minimumwage exemptions that had been in place for jobs traditionally held by African-American workers, including shoe shiners, ushers and doormen. But lawmakers still didn't exempt agricultural workers. "Farmworkers historically were African-Americans. They're now immigrants. And we've

OS ANGELES -- The COVID-19 crisis is really hurting nonprofit organizations -- in particular those that serve vulnerable populations. The LGBTQ community, for example, suffers high rates of HIV and cancer, which makes it more susceptible to the virus. Alphonso David, president of Human Rights Campaign, says his group is finding ways to put its programs and services online. "Not-for-profit organizations exist be-

cause in most cases they are providing critical services and resources to marginalized communities," he points out. "And those services and resources are more important now than ever. " Many groups, including Human Rights Campaign and Equality California, have had to postpone fundraisers that make up a big part of their budgets. So they're eager to hear more about the new Coronavirus Aid, Relief and Economic Security Act, just passed by Congress. The act provides loans and grants to help keep nonprofit groups afloat. Many nonprofit groups are sending out pleas for donations on their websites and on social media. Eddie Martinez. executive director of the Latino Equality Alliance, says he fears that many donors are in wait-andsee mode. "I don't think, right now, a lot of people are in a giving mode," he states. "I think a lot of people are holding onto their resources because they don't know what to expect."

OS ANGELES -- Groups that promote public health and clean air and that advocate for consumers all are vowing to fight the Trump administration's new rollback of vehicle-emission standards. The new rule was finalized on Tuesday. Dave Cooke, senior vehicles analyst with the Union of Concerned Scientists, slammed the administration for pushing the change during the COVID-19 crisis. "This rollback defies science and common sense," he said. "It hurts the economy and the climate, and it's appalling that they'd still try to push it through in the middle of a crisis." Administration officials have said the plan will allow automakers to produce cheaper cars, which should encourage Americans to trade in their older vehicles. However, opponents of the change have pointed out that lower fuel economy means people will pay more at the pump. The nationwide standards require an improvement of 1.5% per year in fuel economy, less than the standard set by the Golden State.

Prioritize large surface areas

his year spring cleaning is more than ever about the deep clean. Spring typically inspires a little more time dedicated to cleaning, in fact, a recent survey commissioned by Bona and conducted by Harris Poll found that more than half of U.S. adults say that the start of spring triggers extra cleaning in the household. While in the past it might have been more about simply dusting hard-to-reach corners and cleaning out the fridge, this year it's also about deep cleaning and disinfecting for health and safety.

Once you've cleared the excess clutter, wipe down the room from top to bottom. Clean the dust accumulated on top of bookshelves or ceiling fans first, then wipe down walls from top to bottom to remove dust and grime, using a microfiber mop or cloth. Prioritize large surfaces like countertops and tables as well as potential germ hotspots like the kitchen sink. Finish up with the floors by vacuuming carpet or by using a cleaner tailored for your hardwood or hard-surface floors.

Here are a few tips to deep clean this spring for anyone tackling the task.

At every opportunity look for areas that can be disinfected. Focus on high-use items and areas like remote controls, doorknobs, drawer pulls, and keypads. Consider using products that use hydrogen peroxide, a proven, healthier way to kill germs. Many traditional antibacterial cleaners use quaternary ammonium compounds or "quats." This specific class of chemicals is linked to skin irritation and respiratory problems and use of quats is contributing to the global problem of antimicrobial resistance.

Focus on high-use areas first It may not be realistic to deep clean your whole home in one weekend so consider targeting busy areas of your home first. Bedrooms, bathrooms, family room, kitchen and entry areas likely get the most foot traffic, so start there and leave lesser used areas of the home for later. Gather some helpers and set a timeframe to establish a clear goal and end time. Consider a second round of cleaning if you're unable to complete the task. Clear out the clutter Create a system that works for you to clear out the clutter and make space to deep clean. Set up boxes or bags clearly labeled "Trash," "Recycle," "Donate," and "Belongs elsewhere." Go through each target room, putting anything that shouldn't be there in one of the labeled containers. Be sure to get these boxes or bags where they belong to avoid additional house clutter (we've all been guilty of moving a pile from one room to another!). You'll feel lighter and happier just seeing those boxes and bags head out the door. Consider tasking a family member with trash or donation dropoff.

Finishing touches Once you've thoroughly cleaned and refreshed your rooms, brainstorm other ways to improve your living space: • Donate excess, little-used furniture to create more space • Identify tasks best left to professionals, like exterior window cleaning or hardwood floor refinishing • Display brightly colored artwork to renew your walls • Set out a vase or two of colorful flower arrangements Let your deep cleaning this spring bring a little renewal and brightness to your home. n Tuesday, March 31, Dr Sara Cody, the County’s Public Health Officer extended the Shelter in Place Order through May 3, for the six most populous Bay Area counties, including Santa Clara County. The health conditions locally and across the United States have worsened in the past two weeks. The County also has determined that more and stricter distancing is needed to slow the rate of COVID-19. Major new guidelines include: 1. Social distancing requirements are mandatory. Unless strict compliance is explicitly waived, everyone must comply with the social distancing requirements at all times. 2. Before Friday, April 3, 2020, essential businesses that continue to operate facilities in the County must complete, post, and implement a social distancing protocol for each facility that remains open, using the template attached to the Order. 3. Essential businesses must maximize the number of employees who work from home, excepting only those employees who cannot perform their job duties from home. 4. Essential businesses that continue to operate facilities in the County must scale down operations to their essential component only. 5. Businesses that supply products needed for people to work from home are no longer essential businesses under the Order and must cease operations (except minimum basic operations) at facilities in the County. 6. Use of playgrounds, dog parks, public picnic areas, and similar recreational areas is prohibited. These areas must be closed to public use. 7. Use of shared public recreational facilities such as golf courses, tennis and basketball courts, pools, and rock walls are prohibited. These facilities must be closed for recreational use. 8. Sports or activities that require use of shared equipment, like frisbees, basketballs, baseballs, and soccer balls, may only be engaged in by members of the same household. 9. Most construction—residential and commercial—is prohibited. Exceptions are made for healthcare facility construction directly related to the COVID-19 response; affordable housing; public works projects when designated as essential by the lead governmental agency; shel-

ters and temporary housing; projects necessary to provide critical services to certain vulnerable individuals; construction necessary to secure an existing construction site; and limited essential residential or business repairs. CENSO 2020: LA IMPORTANCIA DE SER CONTADO DURANTE EL CORONAVIRUS

No toma mucho tiempo, más o menos unos 10 minutos. Obviamente eso depende del hogar de uno, porque hay que contar a todos en ese hogar. Entonces, no importa si son familia o no. Es decir, si hay una casa con dos familias distintas.

omo esta semana fue el Día del Censo, que se celebra una vez cada década, queríamos brindar a nuestros lectores la información más reciente y confiable sobre el Censo 2020.

La persona que está completando el Censo para ese hogar, para esa dirección, tiene que contar a todos que viven bajo ese techo, sin importar que son familia o no. Puede ser un inquilino en un cuartito atrás, puede ser el primo que se está quedando ahí por ahora.

Ahí es donde entra en juego la Jefa de la Oficina de Coordinación de Comunicaciones Decenal de la Oficina del Censo de los Estados Unidos, Erika Becker Medina. Recientemente respondió preguntas importantes con respecto al Censo para actualizar sobre COVID-19, y qué tan fácil ha sido diseñado el cuestionario. Recordarle a la gente que tan importante es tener datos que reflejan la realidad de la población para poder ayudar y preparar nuestras comunidades. Y lo importante es que los datos del Censo no solamente determinan la representación política en el Congreso, pero ayudan a informar cómo se distribuyen miles de millones de dólares federales a nuestras comunidades. Además de eso los datos del Censo nos ayudan a predecir el número de posibles contagios por enfermedades como el COVID-19 para poder preparar a nuestras comunidades durante epidemias o una pandemia como ahora. ¿Cuál es la última oportunidad de llenar antes que se acabe? Bueno, [hay] censista que son los que estamos contratando de su propia comunidad, para ayudar a los hogares que no han respondido; estos censistas van a ir a los barrios, a los vecindarios, a tocar las puertas a partir del 28 de mayo. Entonces lo mejor es responder ahora, este mes o el mes entrante, pero responder ahora porque estamos mandando varios recordatorios. Y para los que no han respondido hasta finales de abril y ya a finales de mayo, si todavía no han respondido, allí es cuando los censistas van a ir a tocar las puertas y invitarlos a responder en persona. Pero lo mejor es hacerlo antes para no tener que mandar a un censista a su hogar.

Miguel García, un fiel creyente de Jesucristo, nos comentó que durante mucho tiempo se sintió acosado día y noche por un mal espíritu, veía sombras oscuras y escuchaba voces perturbadoras. Recuerda que fue una etapa muy difícil, que no pudo superar hasta que entregó su alma y corazón al poder del Señor de la Misericordia “Él escucha a los que tienen verdadera fe, les perdona sus faltas y les brinda una oportunidad para mejorar sus vidas. El conteo nacional de esta década ya comenzó en algunas zonas de Alaska, y en menos de un mes, el resto de los hogares estadounidenses comenzarán a recibir los cuestionarios del Censo. Participar en el Censo es mandatorio por ley y las respuestas pueden enviarse tanto por correo, como a través de la internet o por teléfono. Aquellos hogares que no respondan al cuestionario recibirán la visita de un enumerador para recabar la información. La información obtenida

durante el conteo es fundamental para la planificación y creación de servicios y recursos para la población. Alrededor de 1,500 millones de dólares en fondos federales para programas comunitarios dependen de dicha información. Es por ello que es tan importante que todos participen en el conteo. Sin embargo, aquellos grupos que más se beneficiarían de ser contados, tienden a ser los más reacios a participar. Un ejemplo de grupos “difíciles de contar” son las comunidades migrantes, que temen que su información sea compartida con otras agencias, como ICE. Desconfianza y confusión El Instituto Urban, Urban (urban.org), una organización de investigación sin fines de lucro basada en Washington DC, realizó una encuesta entre diciembre de 2019 y enero de 2020 para determinar la intención y preocupaciones relacionadas a la participación en el Censo, de las po-

Pero luego de un año de batallas legales, la Corte Suprema bloqueó dicha pregunta. Sin embargo, el efecto del anuncio original aún genera temor entre las comunidades de inmigrantes. Karpman señaló que si bien el 72% de los inmigrantes encuestados indicaron que sí completarán el cuestionario y que son conscientes de la importancia y obligación de hacerlo, existía mucha preocupación en la comunidad.

El reporte encontró que cerca del 70% de los adultos cree que les preguntarán si son o no ciudadanos estadounidenses.

Intención de participar Según el informe, más de tres cuartos, o el 77.2% de los adultos entrevistados tiene la intención de responder al cuestionario del Censo, ya sea por correo o en la internet. La intención de participar en el Censo es más baja entre los grupos de adultos de entre 18 y 34 años de edad, en las familias hispanas y con miembros que no son ciudadanos estadounidenses, y entre las comunidades que viven bajo niveles de pobreza. Al no querer participar y no ser contados, los individuos de los grupos más pobres corren el riesgo de que no se destinen fondos para programas, servicios y recursos que los beneficiarían, por desconocerse su existencia. AN JOSE, CA – While Holy Week is one of the most sacred times of the year for Christians, the Coronavirus pandemic has caused the global Catholic community to adjust their spiritual practices to comply with stay-at-home orders and social distancing requirements. “Holy Week is meant to remind us of the great sacrifice of Jesus Christ leading to the joy of His Resurrection,” explained Bishop Oscar Cantú of the Diocese of San José. “Although we are unable to come together as a community this year, our parishes are doing their part to help ‘flatten the curve’ by finding creative ways to continue our ministry: livestreaming liturgies, activating phone trees to check on vulnerable parishioners, and offering drive-through Confession and online retreats. Though we will be apart physically, we are working to bring our communities together virtually, as one family in Christ, to celebrate this most sacred of weeks.” Since March 13, all public Masses in the Diocese of San José have been suspended until further notice, in line with the State and County Health Departments’ Stay-at-Home orders. All Holy Week celebrations, which will be closed to the public, will be livestreamed and have been modified in accord with recent guidelines published by the Vatican. The schedule of Diocesan Holy Week celebrations with Bishop Cantú is listed below. Parishes within the Diocese of San José have their own Holy Week livestream schedules. Catholics are also encouraged to check with their local parish for details. Liturgical Adaptions Palm Sunday Holy Week begins this Sunday, April 5, with Palm Sunday celebrations commemorating the Lord’s entrance into Jerusalem. Parishioners often look forward to the beginning of Mass on Palm Sunday, which traditionally begins distribution and blessing of palms and a procession of the blessed palms during the entrance rite. Because there will be no assembly, this year’s Palm Sunday Masses will include a simple entrance, in which the priest proceeds to the altar during a regular entrance procession and continues Mass in the usual way. No palms will be distributed this year. Holy Week Prayer during the Coronavirus with Bishop Cantú Bishop Cantú invites all to join virtually as he leads a special Holy Week Prayer on the evening of Palm Sunday to pray for the healing of our community and world and for renewed strength as Catholics deal with the effects of the Coronavirus crisis and prepare to encounter the Lord during this most sacred of weeks. The prayer will include Scripture and adoration of the Blessed Sacrament. Holy Thursday On the morning of April 9, Bishop Cantú will celebrate the Chrism Mass, in which he will bless and consecrate the Holy Oils. The oils are used in liturgies and sacraments by all parishes throughout the year also. Typically, during the annual Chrism Mass, all of the clergy from the Diocese gather to celebrate the liturgy and renew their priestly promises. This year, while the holy oils will be blessed, the renewal of the promises of priests will be rescheduled for the Fall. In the evening, the Mass of the Lord’s Supper will be celebrated privately at parishes. This year’s the traditional washing of the feet, which is already optional, will be omitted. At the end of the Mass of the Lord’s Supper, the procession with the Blessed Sacrament to the place of repose will be omitted. Good Friday Good Friday is the one day in the year that no Masses are celebrated. In remembrance of Jesus’ suffering and death on the Cross, Catholics gather for a Communion service and to venerate the Holy Cross. This year on April 10, the Good Friday Liturgy
