ne of the most enduring aftermaths of the COVID-19 pandemic will not be medical but economic in nature. The virtual paralysis of productive activity deepened economic disparities to levels not seen since the Great Depression.

As a result, Hispanic workers now experience the worst level of unemployment in history, at 18.9 percent, higher than any other racial or ethnic group in the United States.

According to figures from the Centers for Disease Control and Prevention (CDC), nearly 25% of Hispanics and African Americans are employed in the service industry, compared to only 16% of non-Hispanic whites. In another critical sector, agriculture, Hispanic workers represent 57% of the workforce.

It is for this reason that one of the great paradoxes of the current public health crisis is that Hispanics and other minority groups do critical and essential work, where the risk to our health is higher than other groups, and we find some of the highest unemployment rates, thus deepening the situation of historical inequality in our communities.

Of course, a bill that privileges one ethnic or racial group over another is not politically salable. But it is time that any new package is inclusive and generous for ALL essential workers, without applying artificial criteria to exclude some, especially the most vulnerable. s some of you may already know, the federal government has made some recent changes to public charge, an immigration rule that decides whether certain immigrants will become a financial burden on the government.

Public charge can make it more difficult for some immigrants to obtain a green card or to be admitted to the United States.

The new rule looks at more, but not all, public benefits programs and went into effect on February 24, 2020. While harmful for some impacted immigrants and to the idea of the United States as a country welcoming of immigrants, the effect of the public charge rule is not as widespread as some would have you believe. Unfortunately, fear, confusion and the chilling effect are key parts of the anti-immigrant agenda. I’m writing today to help fight back against this chilling effect.

First, it is important to remember that the public charge rule only applies to some types of immigrants applying for a green card or visa, primarily those applying through family-based petitions.

The rule does not apply to U.S. citizens and exempts broad categories of immigrants.

Those exempt from public charge include those with a U-visa, T-visa, Special Immigrant Juvenile Status, and VAWA self-petitioners. Asylees, refugees and some other immigrants with humanitarian parole (i.e. NACARA, Lautenberg, HRIFA, etc.) are also exempt from the rule. Legal permanent residents with green cards already are also largely unaffected, except for those who leave the country for six months or longer and then return to the United States.

Second, in addition to not being applicable to all immigrants, public benefits use is limited to only certain programs. Under the old and new public charge rule, cash assistance, like TANF and SSI, and long-term institutional care can be considered.

Under the new rule, immigration authorities can now also consider the receipt of federal Supplemental Nutrition Assistance Program (CalFresh), Section 8, federal public housing and federallyfunded Medi-Cal (with exceptions for emergency services, children under 21 and pregnant

women/new mothers) received after February 24, 2020 for some immigration applications filed on or after the February 24, 2020. The new rule is not retroactive and will not consider these new public benefits received before February 24, 2020. Other programs, such as unemployment insurance, WIC, Medicare, state funded MediCal, CHIP, social security retirement and school meal programs are not considered for public charge. Even then, many of the immigrants potentially subject to the new public charge rule are ineligible for the affected public benefits programs anyway.

Third, public benefits received by other household members, such as a spouse or a child, do not count against the immigrant. Public charge only looks at benefits received by the immigrant directly. For example, in a mixed-status family with documented children and undocumented parents, children receiving impacted public benefits like federally funded CalFresh would not impact the public charge determination of their parents, if the parents are subject to the rule at all.

In addition, the federal government has stated that COVID-19 testing, treatment, and preventative care (including a potential future vaccine) will not count towards public charge.

Unfortunately, some in our community are forgoing or disenrolling from public benefits to avoid potential public charge issues because they believe that they could jeopardize their immigration status, whether it actually impacts their family or not. Families in this situation could put their health and well-being at tremendous risk, especially in the midst of a global pandemic.

Public charge does not affect all immigrants or immigration applications, and does not apply to all types of public benefits. Immigrants with questions about public charge should speak to a qualified attorney familiar with immigration and public benefits about the potential impacts of the new public charge rule.

Together, we can fight the fear and misinformation around public charge, empower immigrant communities and counter the chilling effect impacting so many immigrant families.

Use tech to your advantage It is always important for consumers to be aware of the digital banking resources available to them, but now with social distancing measures in place across the country it is more important than ever to know how to use your bank's website or mobile app to manage your finances from home.

Generally speaking, financial technology can help you with managing your bills, set up direct deposits or make and receive payments from friends and family. Also, if you are still expecting a stimulus check, check your banking app for mobile deposit capabilities.

Stay alert to scams Experts suggest triple-checking your social messages, emails, or other solicitations for potential fraud. For example, a scammer trying to steal your stimulus check may claim the IRS needs personal information such as your name, password, PIN, or account information.

Legitimate financial institutions will never ask for such confidential information when reaching out to you.

Be especially alert to messaging that mentions COVID-19 and/or includes either an urgent call to action or contains suspicious links.

If you are in doubt, check out official resources like the Federal Trade Commission's consumer website for information on common scams and how to report them. Also, be sure your financial institution has your latest contact information so they can reach out to you if they

detect any suspected fraud on your account.

Check your due dates Round up all your pending bills and make a list of when they're due. You can then check the websites listed on bills for utilities, auto loans, mortgages or credit cards to find out if the companies are allowing delayed payments and/or waiving late fees during the COVID crisis - and whether opting in on those options could adversely affect your credit score.

If you must delay payments, contact the payees to discuss your payment plan; they may be able to negotiate better terms.

Review what money is available to you You're bound to feel more financially secure if you're aware of all sources of cash and credit you could draw upon to help you through difficult times.

Adjust and readjust Keep evaluating and changing your budget to account for income reductions and changes in expenses. Recording all purchases can help you pinpoint exactly where your money is going.

You may find you're now spending significantly less on transportation, clothing and entertainment and can reallocate that money toward other essential needs. Don't have a budget currently built? There are various free online tools that can help you get started.

Keep current on credit Understand which of your financial actions can impact your credit score; that can be particularly important if you're applying for a loan or credit card or refinancing debt on your home loan. ith 30 million American workers filing for unemployment since the COVID-19 pandemic pushed the U.S. economy to the brink, 49% of U.S. Latinos say they or someone in their household have taken a pay cut or lost a job. Given the dramatic growth in our U.S. Latino population, along with its economic force, our country can’t afford to overlook the needs of the population that will be vital to the future of our nation.

Prior to the downturn, the U.S. Latino market accounted for $2.3 trillion in GDP, reflected more than 80% of net new growth in our labor force, and comprised 86% of net new businesses in the last ten years. Additionally, our real consumption grew 72 percent faster than that of non-Latinos. Post-COVID-19, there is little doubt the future of the economic rebound and growth rests largely with Latinos and the businesses we own and operate.

The small business sector has been especially hard hit by the economic effects of the virus, with Latino business owners more susceptible to closures and job cuts. However, even with the Federal government stepping in with the Paycheck Protection Program (PPP) to support businesses, owners are still finding the application process cumbersome, tedious and difficult. The National Association of Real Estate Professionals (NAHREP), alongside the Latino Business Action Network and the Hispanic Chamber of Commerce have been hard at work advocating to fix some of the elements that have not been working with the PPP. We must ensure that Congress continues to replenish the funds and that the Small Business Administration improves its administration of the program and clarifies some of the confusion that has led to so many independent contractors being left without access to the funds.

Regardless of where Latin business owners are in the process, we’ve compiled a few key tips to make the application process as simple as possible.

1. Use Your Network…¡Sin pena!

With the PPP application process being cumbersome to begin with, it’s even more critical that you prepare and have on-hand all necessary documentation before starting the application. Call your bank in advance to inquire about the type of background materials you’ll need (including 2019 tax returns). If you use an outside service for bookkeeping and payroll, the company will most likely already have the information you’ll need.

3. Be Clear!

Make sure you clearly note on your loan application what exactly you will be using the PPP funds for. Acknowledging that the funds will be used to maintain payroll, make mortgage, lease or utility payments will increase your chances of loan forgiveness down the road. If you’re going to use the money for more than payroll, check the applicable boxes accordingly. Though these steps will be important when it comes time to determine loan forgiveness, a very low interest rate of 1% will apply for those who do not apply or qualify for loan forgiveness.

4. Stay Organized Once approved, organize your accounts to best track PPP money once it gets distributed. This will make it easier to break down the spending when it comes time for the forgiveness consideration. Open a new account just for your PPP funds with the same bank that is facilitating your PPP loan – keep it under the same roof! This will ensure all of the designated money is managed and documented properly and filed for when you need it at a later date.

5. Be Patient and Don’t Give Up Though the process can be long and tedious, it’s definitely worth the wait. Patience and organization are crucial to getting through this crisis. Your chances of receiving this loan are high especially with the approval of a second round of funds being allocated by the Federal government. Perseverance is key and it’s up to us to fight for our businesses’ success.

A

s we continue to follow Shelter in Place Order guidelines, I want to thank all of you for getting us to a point where we are can move into the second phase.

Despite hardships and disruption of your daily lives, your cooperation in stopping the spread of COVID-19 -- by staying at home, keeping social distancing and wearing a face covering when necessary -- brought us to place where Dr. Sara Cody, the County’s Public Health Officer, could loosen restrictions a bit.

Starting May 4, construction projects resumed, such outdoor businesses as plant nurseries reopened, childcare for essential workers became available and we started to enjoy some recreation activities, including golf and tennis. For all the details, please visit sccphd.org.

However, the Public Health Officials have said that we still need to keep following initial guidelines and the new safety precautions that are required as a condition to some of the activities now allowed. Until we have a vaccine, our vigilance is the most effective tool we have to fight this deadly virus.

There are five indicators that Dr. Sara Cody, our Public Health Officer, looks at before deciding if some of the restrictions can be loosened. She says that we’re doing well on the first two: • The total number of cases in the community is flat or decreasing, and the number of hospitalized patients with COVID-19 is flat or decreasing.

• We have sufficient hospital capacity to meet the needs of residents.

But Dr. Cody wants to see more progress on these indicators: • Sufficient COVID-19 viral detection tests are being conducted daily.

• We have sufficient case investigation, contact tracing and the capacity to take care of those who need to be isolated or quarantined.

• We have at least a 30-day supply of Personal Protective Equipment available for all healthcare providers.

The County has ramped up testing for COVID-19 with community-based sites along with those already established, but many testing sites are not being used to capacity. Currently, the County has the capacity to investigate 25 new cases a day, each of whom may have only a few contacts because of the Shelter in Place Order. Health officials believe we will need the capacity to investigate and contact trace 50 to 75 cases a day, with an anticipated average of 40 contacts per case.

To reach this goal, the current team needs to expand to about 1,000 members, including volunteers. More information about this will be available soon.

A significant number of individuals will need to isolate or quarantine to make our contact tracing efforts effective. We will need substantial support from cities and other community partners to help provide housing, food, income support and other services.

We’re also not at the level of personal protective equipment that we need to have. Acute care hospitals’ basic PPE needs are generally being met, but this is because patient volume is extremely low. As patient volumes return to normal, PPE usage will increase significantly.

Regular sized N95 masks and gowns are still in short supply.

ACRAMENTO, Calif. -- Over the weekend, President Donald Trump said California's plan to open up an additional voting site and mail ballots to every voter is a "scam" and an attempt to steal the November election, and insisted the votes must not count.

On Friday, California mandated that all voters receive a vote-by-mail ballot, while also preserving in-person voting options. Dora Rose, deputy director with the League of Women Voters of California, pointed out mail-in ballots go through multiple security checks to prevent fraud.

"Every voter has to sign the outside of their vote-by-mail ballot envelope. That goes through a verification process," Rose said. "And when a vote-by-mail ballot is received, it's logged into the statewide system. So, you can check to see if somebody has already submitted a vote-by-mail ballot."

A new study from UCLA found voter fraud happens so rarely as to be a non-issue. People who are uncomfortable mailing their ballots can still drop them at a polling place or at secure vote drop boxes in each county.

Rose said the state is expanding voting options, not scaling them back.

"Those in-person locations are really essential," she said, "especially for voters with disabilities or who have limited English proficiency and who need the assistance in in-person voting, for people who won't receive their mail ballots because they're un-housed or, now, because they're displaced because of the pandemic."

In 2018, California implemented the Voter's Choice Act, which allowed counties the option of mailing ballots to all voters. About 15 counties have pared back some local polling places, in favor of opening large vote centers that are more central and more amenable to social distancing.

riana Greenblatt is a twelve-year-old actress who most recently was in the spotlight as young Gamora in a memorable scene alongside her onscreen father Thanos in 2018’s “Avengers: Infinity War”. Now she’s jumping into the Mystery Machine as the voice of the young Velma in “Scoob!”, which releases digitally on Friday May 15.

Recently Greenblatt spoke to EO about helping give a new voice to an iconic animated character, and what her first experience with voice acting was like.

This new film chronicles the beginnings of the group of teen detectives before getting into the present day, where Scooby Doo and Shaggy face their most difficult trials as friends and alongside their pals of Mystery Inc. must undertake a mission of great proportions that involves Scooby Doo as the key piece of a puzzling mystery.

Castmates for “Scoob!” include Gina Rodriguez, who takes the reigns voicing the older Velma, alongside comedy greats Zac Efron as Fred, Amanda Seyfried as Daphne, Will Forte as Shaggy, and Frank Welker as the iconic Great Dane, Scooby Doo. Hi Ariana, thanks for taking time to talk about your role in “Scoob!” My first question was regarding animation voice work. I was wondering what your experience was like working on voice acting compared to regular acting and whether you have a preference on either?

This was my first actual voice acting job on screen. So, it was really cool to like learning how they do that. I don't have a preference. I love them both equal. They're very different in their own ways, but it was such a cool experience. To see everyone working the controls, and changing my voices, It's really cool. But I don't have a preference. I love them both and I hope to do more voice over work in the future.

What was the preparation like for “Scoob!”?

Did you have to binge watch Scooby Doo movies and TV shows?

Well, I grew up watching Scooby Doo and everything Scooby Doo, so I kind of like already knew how Velma acted and her body language and her voices. But it was cool because I kind of made up my own voice because I do play the young version of her.

So, the preparation was kind of just me watching all the Scooby Doo, see how [Velma] acted, see her facial expressions. because when you're doing your voice acting, sometimes there's a camera to capture the actual actor's facial expressions, so they can actually animate that on the character, so it's more realistic, I guess. That's what I learned. So, the preparation was watching all the fun Scooby stuff which was kind of just fun work for me.

Thank you. And so, you mentioned that there's cameras there that the animators with animated show commissions. So, in a way, you were still kind of physically acting as well to provide that visual for the animators?

Yeah, I'm collaborating with the director. Because me personally, even though I'm just using my voice, I like to use my facial expressions and my body language just to make it sound more realistic. But you’re kind of acting in real life because you have to do everything you do [in] normal acting to portray the sound of the voice...and you have to use your imagination.

Tell me a little bit for those that might have missed the trailer, what is "Scoob!" about?

What is the story surrounding?

It's telling the backstory of the characters and how they became so close and also how they interact with each other. So, they focus, obviously, on the mysteries but they also introduce these new characters into the movie, which is very exciting. When I watched, it was awesome to see.

But yeah, it's the backstory and introducing the new characters and the relationship between one another even more.

Would you say this is a movie that is tailored toward one type of age group type audience like the people that grew up with Scooby Doo? Or is it for everyone?

I always think Scooby Doo is for everyone. I mean, the characters are so advanced, and the mysteries are so fun, it's timeless. Scooby Doo

What parts of working on this film were the most memorable or fun for you?

Well one time when I was doing a session, I came to set as Velma, just for like a little fun surprise. I was fully in costume, the glasses, the wig, the sweater, the skirt, everything. I came in and I was like, "Hi it's Velma!" And that was one of my first sessions in there. It was so cool. And I actually met the voice of Scooby Doo, which was awesome as well.

Did dressing up like Velma that day help get you 'into the zone' for the acting part of it?

I guessed it helped get into character because I feel like when you're acting once you fully transform, you automatically transform into the character and you sound like her and act like her, and although the wig was kind of uncomfortable, it definitely help me get into the zone and [be] like [Velma].

Were there any challenges in working on this film that you'd like to share that you remember?

No challenges that I remember, it was all pretty easy and just a fun experience. Working with the director and the first voice acting [job] was great.

Speaking of voice acting, were you in the studio recording with your fellow actors, or did you ever meet them or how did that work when you were running lines?

So, I eventually met all the young actors, but we never actually recorded the lines together. We all did them individually. So yeah, I eventually met all the actors they're so sweet and so nice and it's so fun to be a part of a movie with them in it.

Now, thanks Ariana for the time, my final question would be, why would you recommend people watch "Scoob!" which comes out this Friday?

Well, you could watch it because everyone loves the relationship between [friends], you know, everyone loves a message of friendship and we definitely see that in this movie. You see the backstory of having the same friends and how they came together to start solving these mysteries, which is a really cool aspect of the movie.

Also, there's a lot of modern references in this movie. So, I think it's for every age group, you'll love the message of friendship, and there's a lot of fun little things in there.

n short, the huge growth in gaming, and the inefficiency of the consoles from the major manufacturers like Microsoft and Sony, has led to a surge in electricity demand associated with kids’ enjoyment of Fortnite, Minecraft, Roblox and other popular gaming platforms.

The first video games came out in the 1950s, but their popularity has increased exponentially since then with the advent of better computer graphics and processing.

What’s more, when technology in recent years enabled mobile gaming to be set in motion, the industry’s potential skyrocketed.

In 2018, the revenue for gaming products in the United States was $18.4 billion; industry analysts expect the figure to be closer to $230 billion a year by 2022.

But this popularity doesn’t come without an environmental price. For starters, the mass production of boxed video games— the kind that come on CDs or DVDs and which you load into your computer or console—generates tons and tons of carbon dioxide (CO2), the leading greenhouse gas.

Researchers have found that ~0.39 kilograms of carbon dioxide are released into surrounding airspace with the production of each single boxed game. While less than half a kilogram of pollution doesn’t seem like much, it adds up when you figure in how many individual games are produced.

In the last year alone, the production of just one popular new Xbox and PlayStation game, FIFA 20, led to the emission of almost 600,000 kilograms of CO2, roughly equivalent to the energy needed to run 100 cars for a year.

The carbon emissions linked to video gaming don't just end at production. Once the game is purchased, it requires a gaming console to actually play it; these consoles are especially energy-inefficient. Certain gaming devices such as the Xbox Series X produce 0.07 kilograms of CO2 for every

hour played.

Another way that video gaming contributes to the climate crisis is that there are a multitude of ubiquitous games that have extensive “play times,” squandering substantial quantities of energy. Popular video games such as Assassin’s Creed and Grand Theft Auto V can take upwards of 35 hours to complete—and that’s just the main storyline, disregarding freeplay and extra “missions.” The average gamer will use more kilowatt hours of energy in a year than an energy-efficient washing machine. Meanwhile, heavy gamers consume almost three times as many kilowatt hours annually as typical moderate users.

But eco-conscious gamers (and parents) can be happy that Sony, Microsoft and other console makers are streamlining production processes to align with wider efforts to curb CO2 emissions, and consumers can expect future iterations of Xbox and PlayStation to sip electricity compared to current models. Likewise, most new games are available for digital download these days which spares the packaging and shipping—and related greenhouse gas emissions—of individual CDs and their plasticwrapped boxes.

A partir del próximo jueves 12 de marzo, todos los hogares estadounidenses —independientemente de su composición, raza, edad, ubicación o estado migratorio— recibirán las instrucciones para participar en el Censo nacional, que tiene lugar cada 10 años.

La información recabada por la Oficina del Censo es totalmente confidencial y es fundamental para distribuir los fondos a programas y servicios que ayudan a la comunidad, así como para la representación de la población en el Congreso.

“Tenemos mucho que ganar y mucho que perder”, indicó Patricia Ramos, vocera de la Oficina del Censo, en entrevista con La Opinión.

Además recordó la importancia de que todos seamos contados. “Es nuestro deber cívico, todos ocupan ser contados”. La participación en el conteo es mandatoria por ley.

Prepárate con tiempo Responder al cuestionario del Censo ocupa solo 10 minutos, indicó Ramos y recalcó la importancia de prepararse de antemano, para saber qué esperar.

Para hacerlo, puedes visitar la página de la Oficina del Censo que ofrece información detallada sobre las preguntas, fechas y maneras de responder. El sitio también ofrece seguimiento en vivo del conteo, a través de mapas interactivos.

Ramos destacó las diferencias en materia de tecnología entre este conteo y el ocurrido 10 años atrás y recordó que México también está realizando su conteo nacional.
