atience is one of the greatest attributes for those who have had to carry out procedures to legally immigrate to the United States. However, a new analysis by the Migration Policy Institute (MPI) suggests that for many people it would take more than a lifetime to complete their dream of legally immigrating to the United States. What are we talking about? About 3.9

EATTLE -- May is Mental Health Awareness Month, and as life returns to normal, many people are coming down from more than a year of anxiety. A Census Bureau survey found symptoms of anxiety or depression had increased among adults from 11% in 2019 to 41% in 2021. Dr. Mabel Bongmba, adult psychiatrist at Kaiser Permanente in the Greater Seattle area, said a return to pre-pandemic life also brings new stressors, such as returning to the office or school. She cautioned people should have measured expectations. "Know that other folks are in the same boat," Bongmba urged. "A lot of us are feeling some stress and anxiety with the prospect of yet more changes, and feeling a little stress around change is a pretty normal thing under any circumstance, pandemic or no pandemic." Bongmba pointed out behavioral health and mindfulness apps such as Calm and myStrength can help people with self-care if they're feeling anxious.

She advised people not to keep it to themselves and speak up to a health professional.

Gavin Newsom's May budget revision, which pours almost $122 billion into public schools, the highest level of funding in California's history. The money will support the California for All Kids Plan, a five-year strategy of public school investment. Jeff Freitas, president of the California Federation of Teachers, said low-income school districts in particular will see big improvements. "The additional funding for summerschool programs, after-school programs, for making a universal earlychildhood education system, is the right direction that we need to be going," Freitas contended.

The Governor's plan promises to open pre-K classes to an additional 159,000 4-year-olds. It also would fund more school counselors, social workers and nurses, and would increase access to high-speed internet and laptops. The funding is made possible by a $76 billion budget surplus in the Golden State. Freitas noted the windfall comes from taxes on the ultra-wealthy who continued to prosper during the pandemic. "The unexpected revenue came in because of factors like Prop 30 and Prop 55, the millionaires' tax that we passed a few years ago," Freitas explained. The plan also puts more than $3 billion toward programs to attract more teachers. The legislature now has until June 15 to pass a budget for the next fiscal year.

1. Combine all the ingredients for the mojo and mix with the diced pork. Let it rest for about 20 minutes. 2. In a hot skillet, add the diced pork with the marinade and brown over high heat for 3 to 5 minutes or until the pork is a nice golden color. Set it aside while you prepare the salad. 3. In a bowl, combine the vinegar, coriander, lemon juice, honey, and olive oil and whisk vigorously until the mixture is emulsified. Season to taste with salt and pepper. Reservation. 4. To assemble the salad, place the lettuce in a large bowl. Top with arranged rows of avocado, eggs, pork, tomatoes, red onion, and corn. Serve with a cilantro-lemon vinaigrette.

ive months after COVID-19 vaccinations began, only two California counties are close to reaching “herd immunity” while most trail far behind with less than half of their eligible population vaccinated.

One reason for the low vaccination rate may be prison employees. A recent CalMatters report shows that in the vast majority of prisons, less than half of employees are fully vaccinated.

Lassen has a large Republican base — about three times more registered Republicans than Democrats. Former President Trump had overwhelming support in the election there. Longo, however, doesn’t think political views are having a significant influence on her county’s vaccination rate.

A CalMatters analysis of state vaccination data found that in nine counties, less than a third of residents ages 16 and over were fully vaccinated as of last week. In 45 of the state’s 58 counties, less than half were vaccinated. Two remote Sierra Nevada counties — 180 miles apart along Highway 395 — illustrate California’s extremes: Lassen County is at the bottom with only 21% of residents 16 and older fully vaccinated, while Alpine has a rate more than three times higher, at 69%. Alpine, California’s least populous county, is tied for the top with Marin, the state’s most affluent. Some experts anticipate that the Bay Area will be the first region in the state to reach herd immunity, or as experts more commonly refer to it, “community immunity.” Of the 13 counties where at least half of eligible residents have been fully vaccinated, eight are in the Bay Area. Still, Longo thinks the most challenging part is yet to come — convincing parents to vaccinate their 12–15 year-olds. “We’ve already had parents yell at us,” she said. Public health experts are uncertain why there are such big disparities between specific California counties because a mishmash of factors are at play. Reasons why people aren’t vaccinated include lack of internet access or mobility, political leanings, language barriers, distrust of vaccines and lack of time, among others. The Bay Area has consistently responded quicker than most of the state throughout the pandemic. It was the first region to lock down in the entire country, for example.

But local health departments focus on eligible populations instead because vaccines have not been approved for children under 12. Many have goals of vaccinating 75% to 80% of eligible residents.

Swartzberg said there is a unique trust between local public health experts, elected officials and the community that stems from when the Bay Area was the epicenter of AIDS in the 1980s. “The Bay Area struggled for a few years but public health and elected officials figured out how to work hand in glove with the community, and I think that’s had a halo effect extending to now,” he said.

Community or herd immunity is important to protect those who cannot get vaccinated and to return to normal activities with little or no restrictions, such as on June 15, when California lifts its indoor mask order for vaccinated people.

In counties with large agricultural communities, Swartzberg thinks people may be facing logistical barriers, like taking time off work. Also, vaccines, like face masks and much of the pandemic, have been politicized.

Dr. John Swartzberg, an infectious disease specialist at UC Berkeley, said the concept of herd immunity can’t really apply to counties or cities alone because they aren’t insulated from one another.

The Central Valley has a wide range of vaccination rates; Kings County is at 25% fully vaccinated and Fresno is closer to 40%, according to the state data.

“I think a better way to look at it is: as we approach this theoretical number, things will get better, even one percent of increase in vaccinations translates into thousands of fewer infections,” he said. Just under 50% of Californians 16 and older have been fully vaccinated and another 15% have received one dose, according to state data. The numbers are promising, experts say, but progress can vary greatly by county. In many communities, demand for the vaccine has subsided so public health officials are trying to get creative to persuade remaining residents to get their shots. Why such disparities among counties? The data raises a lot of questions: Why are more people vaccinated in the Bay Area? Why does one remote, mountain-area county, Alpine, have three times more of its population vaccinated than another, Lassen? And why are some Central Valley counties lagging farther behind than others?

In Kern County, where 33% of people 16 and over are fully vaccinated, fear of side effects and lack of transportation continue to be significant barriers, said Michelle Corson, a spokesperson for the Kern County Public Health Department. “Also, many members of our community that we talk to are interested in getting vaccinated, but they just don’t see it as something that needs to be done with urgency,” she said. Kern went from receiving about 30,000 doses per week in March, to more recently needing under 10,000 as demand slows. Big gap between Alpine and Lassen In counties with small populations, a few vaccinations can make a big difference in their rates. Dr. Rick Johnson, Alpine County’s public health officer, said he thinks the key to his county’s success was in keeping vaccine registration simple and personal. With a population of just over 1,100 permanent residents, officials there opted for a call-in appointment system.

Johnson and his program manager answered the line and talked to people directly. “We didn’t use a text system or the MyTurn system,” he said. “They called, and people knew who they were going to talk to.” Alpine County, located between Yosemite National Park and Lake Tahoe near the border with Nevada, has been vaccinating all adults since Feb. 24, ahead of the state’s timeline. Also, compared to other rural counties, Alpine tends to vote more blue than its neighbors, which Johnson believes is benefitting their vaccination efforts. About 43% of Alpine’s registered voters are Democrats. In the last election, almost twice as many people voted for Joe Biden than Donald Trump. “There are typical attitudes that come with a political stance,” Johnson said. An anti-vaccine sentiment is not prominent in his county, he said. Johnson said Alpine’s numbers are likely even better than the state data show: His county has a large Washoe tribe community served by clinics operated by the federal Indian Health Service. State numbers do not include vaccinations administered by the agency or by the Veterans Health Administration, Department of Defense and Federal Bureau of Prisons. In Lassen County, which is a heavily forested area north of Tahoe, health officials have little confidence in the state’s numbers. While state data shows that 21% of residents 16 and older are fully immunized, Barbara Longo, the county’s health and social services director, said by the county’s estimates, it’s closer to 56%. Longo said the discrepancy between state and county data is likely due to several factors that make Lassen, which has a population of about 27,500 and three prisons, unique. Her population numbers to calculate the vaccination rate don’t include state prison inmates because they don’t mingle with others, while state population numbers do. Also, many community members have told Longo and her team that they received their vaccines in Nevada while shopping in Reno. A spokesperson for the Nevada Department of Health and Human Services said the agency does not share vaccination data with other states. “We continue to explain our data to the state,

Those people are now just getting a second dose. As of last week, Pfizer’s vaccine is also available for teens 12 to 15. In the state’s most populous county, Los Angeles, about 45% of the eligible population was fully vaccinated as of last week. The county administers about 400,000 doses each week, so if these numbers hold, about 80% of Angelenos 16 and older could be vaccinated by the end of July, public health director Barbara Ferrer said. State officials have not said what rate California must reach to attain immunity. “The more who are eligible for a vaccine, the better chance we have to reach that critical number, whether it be 70% or 75%,” said Dr. Mark Ghaly, the state’s health secretary. Q&A: SOCIAL UNREST, WEDDINGS, AND THE “DANCE” OF FILMING WITH NAIAN GONZÁLEZ NORVIND The Mexican Actress Gives Us Insight into her new Dystopian Thriller “New Order”

What would you say was a takeaway for you personally or a lesson from working on this film now that it's out and in the world?

ecently I spoke with actress Naian González Norvind about her role in the thrilling and controversial Mexican film by Michel Franco, “New Order” (“Nuevo Orden” in Mexico).

[There’s] So many, from actually doing it and learning how to work with a new and different director, every experience, every movie or series or play is an opportunity to connect in a different way with other people, with other actors or your director to understand someone else's point of view, including the characters.

The film won one of the top prizes, the Silver Lion Grand Jury Prize, at its premiere at the 77th Venice Film Festival in 2020 and continues to spark conversation with its themes of social and wealth inequality, discrimination, and corruption. The drama/thriller stars González Norvind as Marianne, who we find consumed by her busy wedding day festivities taking place at her home in an upper-class region of Mexico City. With only the drama and stakes involved with a typical wedding day at first, we steadily start to see what unrest is brewing beyond the secure high walls of the Mexican elite, where we are led into an increasingly chaotic story of how Marianne and others around her deal with a law-and-order breakdown, corruption, and violent social upheaval. The following is a conversation about “New Order” with González Norvind, her experiences working on this dystopian film, and its lasting impact on her. Hello Naian, thanks for the time. To start off I wanted to ask if you could set the stage for the beginning of the film and what your character Marianne is up to? In the beginning of the film, when it starts, Marianne is enjoying her wedding day and she's about to get married in her family home. The problem then comes up when - the issue is that you can tell that there's been some social unrest that then explodes the day of this wedding. And it kind of just blows apart the lives of four or five characters that intertwine in various ways. Including Marianne's. And what was it that attracted you to the script and the story in the messaging of the film? I think very naturally, what first attracted me was the urgency and the relevance of the subjects that that this film was putting on the table, you know, and how it was criticizing society, the way in which we have structured society - that leave so few with so much; with so many resources and so many with so few resources, and that social inequality is something that I thought was really important to talk about, that social unrest, that discontent. Also, how much we participate on an individual level in those labyrinths of corruption and of impunity that we criticize

but that we don't do anything about. So that was the first thing. Then also working with Michel and the challenge of playing such a hard part or the character that goes through so much. Now, what was the process like for you to bring the character of Marianne to life? And did you get an inspiration from anywhere?

Could you expand a little bit on what it was like working on set with Michel and working on something like “New Order”?

And then the San Sebastian Film Festival, Toronto, the controversy, and the conversation that it engendered in Mexico, which is what Michel wanted in the first place.

Well, as you know, the first part of the of the film is in the family's home and it's the wedding scene and everything. And it was like dancing with the camera. It was long shots where you go from this character to this next one, etc. So, you felt

I think it's a film that does not leave you indifferent and it definitely doesn't leave me indifferent after I watched it. It was funny how big of an impression it made on me, despite having made it right, despite having participated in it and knowing what was going to happen, I was still very shaken by what I saw.

I hope that people are so shaken as I was after seeing the film that they question what part they play into the status quo. Yeah, Michel actually wrote the part for me. He named her Marianne because it rhymed with Naian. And so, there's a lot of common elements between Marianne and I, mainly, I think our temperament and our desire to help others. From what he told me; I'm not going to be that self- flattering! But then also what happened was he gave me a few film references that he was inspired in himself to do this film. Films by Buñuel like "Viridiana" and films by Pasolini, "Melancholia" by Lars von Trier, another film where marriage, you know, a wedding day goes haywire. And I did research on my own and I read some testimonies about abuse, about women who have found themselves or people who have found themselves in situations as dire as what Marianne goes through, just to have like a real-life reference for myself to empathize with.

And so that I take with me first and foremost and then also the beautiful experience that has been just everything that's happened after the film was finished and going to the Venice Film Festival and seeing how the film was received there and how it did so well.

like you were part of a bigger machinery. You're like a little screw in a little machine, in a bigger machinery, and everything had to coincide and be synchronized perfectly so that the shot would work. So, it was really demanding in that way, and you had to be hyper focused, which is what Michel was always asking of us. And I really enjoy that kind of challenge where you have to hit your mark perfectly, your eyes turn to the right at that exact moment when you see that person, you move when they move, et cetera. So, it does it feels like an orchestration of some sort. And that was really fun to do. And then the language of the film changes visually and everything starts going down the drain. And that challenge was different. It was more of an emotional situational challenge, more than a kind of craftsman challenge, you know.

Keeping in mind the ideas of wealth inequality, social unrest, and even color divisions, what do you hope that audiences take away from the film? That violence begets violence, that to understand that and that truly, if we want to make a change collectively, we have to make a change in ourselves. I hope that people are so shaken as I was after seeing the film that they question, you know, what part they play into the status quo, right? Into these same paradigms that we live by. And how much of society is structured [benefitting] a few and is to the detriment of so many. And I think that, you know, the film forces you to you have to question your own privilege and the way you treat people. And that's also why I wanted to do it in the first place. Thank you so much, Naian, I was wondering if there is anything else you'd like to add? No, only that I'm super excited that it's coming out in the US on Friday. And I hope to see all of people's reactions and opinions. I think that's what cinema can do for the world, like not purely serve us only as entertainment, but to really make us think about ourselves.

Fueron tomas largas en las que pasas de este personaje al próximo, etc. Así que, te sentías como si formaras parte de un mecanismo más grande. Eres como un pequeño tornillo en una maquina pequeña, en una maquinaria más grande, y todo tenía que coincidir y estar sincronizado de manera perfecta para que la toma pudiera funcionar.

ecientemente hablé con la actriz Naian González Norvind acerca de su rol en la emocionante y controversial película Mexicana de Michel Franco, “New Order” (“Nuevo Orden” en México). La película ganó uno de los premios más prestigiosos, el Silver Lion Grand Jury Prize, en su premiere en el 77o Festival de Cine de Venecia el 2020 y continúa encendiendo conversaciones con sus temas de inequidad social y de riqueza, discriminación y corrupción. En el drama/suspenso aparece González Norvind como Marianne, a quien encontramos abrumada por las festividades de su boda que se lleva a cabo en su hogar, ubicada en una región de clase alta de la Ciudad de México. En un inicio, sólo con el drama y los menesteres propios de una boda típica, comenzamos a observar cómo el descontento se construye por encima de los altos muros de la élite mexicana, y nos conducen hacia una creciente historia caótica de cómo Marianne y la gente que la rodea, lidian con la ruptura de la ley y el orden, la corrupción y la agitación social violenta. Lo siguiente es una conversación con González Norvind acerca de “New Order”, su experiencia trabajando en un film distópico y el impacto que tuvo en ella. Hola Naian, te agradezco el tiempo. Para comenzar ¿Podrías establecer para nosotros el contexto inicial de la película y la situación de tu personaje Marianne? Al inicio de la película, cuando comienza, Marianne está disfrutando el día de su boda, está a punto de casarse en su residencia familiar. El problema comienza cuando –te puedes dar cuenta de que existe un cierto descontento social que termina de explotar el día de su boda. Y de cierta forma destruye las vidas de 4 o 5 personajes que intervienen en distintas maneras. Incluyendo a Marianne. ¿Y qué fue lo que te atrajo del script y la historia en el mensaje de la película? Pienso de manera muy natural, lo primero que me atrajo fue la urgencia y la relevancia de los temas que la película pone sobre la mesa, y cómo hace una crítica a la sociedad, la forma en que hemos estructurado la sociedad –que dejamos a pocos son tanto; con tantos recursos, mientras que a una mayoría con muy pocos recursos, y la inequidad social es algo que creí muy importante abordar, ese malestar social, el descontento. Además, qué tanto participamos en un nivel individual, en estos laberintos de corrupción y de impunidad que criticamos, pero no hacemos nada al respecto. Eso fue lo primero. Después también trabajar con Michel y el desafío de interpretar esa parte tan complicada de un personaje que pasa por tantas cosas. Ahora, ¿Cómo fue el proceso de llevar al personaje de Mariannne a la vida real, obtuviste la inspiración de alguna parte? Sí, Michel de hecho escribió ese papel para mí. La llamó Marianne porque rima con Naian. Así que hay muchos elementos en común entre Marianne y yo, principalmente, creo que el temperamento y nuestro deseo de ayudar a otros. Según lo que me dijo; ¡no quiero halagarme a mí misma! Pero también él me dio un par de películas como referencia, que lo inspiraron a realizar éste film. Películas de Buñuel como “Viridiana” y películas de Pasolini, “Melancholia” de Lars Von Trier, otra película donde la celebración de una boda se torna caótica. Y también investigué por mi cuenta y leí testimonios sobre abuso, sobre

Bueno, como ya sabes, la primera parte de la película se re-

Y luego el lenguaje de la película cambia de manera visual y todo empieza a echarse a perder. Y ese desafío fue diferente. Fue, sobre todo, un desafío emocional y circunstancial, más que un tipo de reto de artesano. ¿Qué te llevas personalmente o alguna lección de tu trabajo en esta película ahora que ya salió al mundo? Hay muchas, desde simplemente hacerlo y aprender a trabajar con un director nuevo y diferente, cada experiencia, cada película o serie u obra es una oportunidad de conectarse con otras personas de una manera diferente, con otros actores o tu director para entender el punto de vista de alguien más, incluyendo los personajes. Entonces, antes que nada, es lo que me llevo conmigo y también la experiencia bonita que fue todo lo que ha pasado desde que terminamos la película e ir al Venice Film Festival, ver cómo fue recibida la película allá y que le haya ido tan bien. Y después el San Sebastián Film Festival, Toronto, la controversia, y la conversación que generó en México, que es lo que Michel quería lograr desde un principio. Creo que es una película que no te deja indiferente y definitivamente no me dejó indiferente a mí después de verla. Fue gracioso qué tanto me impresionó, a pesar de haberla hecho bien, a pesar de haber participado en ella y saber qué es lo que va a pasar, aún así, me conmovió mucho lo que vi. Teniendo en cuenta las ideas de la desigualdad de la riqueza, los disturbios sociales, e incluso las segmentaciones por color, ¿Qué esperas que la gente se lleve de la película? Que la violencia engendra violencia, que para entender esto de verdad, si queremos hacer un cambio colectivamente, debemos hacer un cambio en nosotros mismos. Espero que la gente esté tan conmovida como yo después de ver la película y que se pregunten cuál es su papel en el status quo. En los paradigmas que obedecemos. Y cuánto de nuestra sociedad está estructurada para el beneficio de los pocos y el detrimento de tantos. Y creo que la película, ya sabes, te obliga a que cuestiones tu propio privilegio y la manera en la que tratas a la gente. Y también por eso la quería hacer desde un inicio. Muchísimas gracias Naian, ¿Hay algo más que quisieras agregar? No, solo que estoy muy emocionada que se estrena el viernes en los Estados Unidos. Y espero ver las reacciones y opiniones de toda la gente. Y creo que esto es lo que puede hacer el cine para el mundo, que no solo nos sirva como entretenimiento, sino que también nos haga reflexionar sobre nosotros mismos.

T. PAUL, Minn. -- A marijuana legalization bill in the Minnesota Legislature faces an uncertain future, despite winning House approval last week. Whether it becomes reality now or at a future point, advocates see it as a way to help end racial disparities in criminal justice. The measure would legalize marijuana use for those 21 and older, while expunging most minor criminal convictions related to the drug. Julia Decker, policy director for the American Civil Liberties Union (ACLU) of Minnesota, said it wouldn't solve all the disparities within the system, but is a break from the status quo. "Even if a major change will not do everything that we want it to do, the status quo has not worked," Decker argued. "It's not working, and

The majority leader in the Republican-controlled Senate opposes legalization, citing unintended consequences, but hinted he's open to sentencing reform. Supporters of the bill said those who are disproportionately affected by marijuana enforcement have a hard time recovering from their experience in the legal system. Decker noted the effects can be wide-ranging. "Even an arrest, all of those contacts with the criminal legal system, can impact things like housing, jobs, for some communities, immigration status," Decker outlined. Hall emphasized Boston-Thurmond Community Network worked out a deal with the local housing authority and cable provider last fall to provide internet access to residents in the neighborhood. "And now we're expanding our efforts where, by the end of the year, we're hoping that we will have between 50% and 75% of the households in the neighborhood with school-aged children, to have hardwired internet," Hall stated. Hall added she'd eventually like to see state and local partners come together to establish a universal Wi-Fi policy throughout the city and county. En noviembre de 2016, los votantes del Condado de Santa Clara aprobaron la Medida B, un impuesto de medio centavo a las ventas, durante un periodo de 30 años en todo el Condado, el cual está destinado a mejorar el transporte público, las carreteras, los ejes viales y el transporte activo (bicicletas, peatones y calles completas) dentro del Condado de Santa Clara. OISE, Idaho -- Idaho lawmakers are among the first in the country to attempt to ban critical race theory in public schools. Conservatives across the nation have seized on the term over the past year, although the concept has been around since the 1970s. It's a theory underpinned by the idea systemic racism continues to exist in the United States and impacts opportunities for and treatment of people of color. Adrienne Evans, executive director of United Vision for Idaho, said when diverse groups of students aren't included in the country's collective story, it sends a powerful message about who is and isn't valued. "The ramifications for excluding this kind of truthful, albeit hard, history is deeply disturbing," Evans explained. "It has a serious impact on students and children, has a serious impact on how we contextualize the world that we live in." House Bill 377, which passed this session, withholds funding from public schools and higher-education institutions if teachers compel students to adopt or affirm the tenets of critical race theory. Supporters said it inflames divisions among people of different backgrounds. Evans pointed out such conservative organizations as the American Legislative Exchange Council have been leading the charge against critical race theory, and note bills to ban or limit it have been introduced in at least ten states. "This is a really concentrated, coordinated effort to undermine public education and to cast America as something other than what we are, and that in and of itself is in-

doctrination," Evans contended. Evans stressed the country is doomed to repeat its past sins if it can't come together to understand its history. "We have to speak out loudly that this is not the kind of representation that we need, and it is really, deeply harmful to all of us and to our collective future together," Evans concluded.
