or primera vez en siete años, la tasa de natalidad en los Estados Unidos ha registrado un repunte. Y esas son buenas noticias… hasta cierto punto. De acuerdo con un nuevo Reporte del Centro Nacional de Estadísticas de Salud de los Centros para el Control y la Prevención de Enfermedades (CDC), la tasa promedio de natalidad aumentó 1% en relación con 2020, con el nacimiento de 3,659,289 bebés. Si se analizan los grupos raciales y étnicos del país, la tasa de natalidad aumentó 2% para las mujeres hispanas y las blancas no-hispanas. Pero descendió 2.4% y 2.5% respectivamente para el caso de las mujeres negras y asiáticas, y un 3.2% en el caso de las nativas americanas.

or the first time in seven years, the birth rate in the United States has seen an uptick. And that's good news… up to a point. According to a new Report from the National Center for Health Statistics of the Centers for Disease Control and Prevention (CDC), the average birth rate increased 1% in relation to 2020, with the birth of 3,659,289 babies. Looking across the nation's racial and ethnic groups, the birth rate increased 2% for Hispanic and non-Hispanic white women. But it fell 2.4% and

If we add restrictive immigration policies to that, we are facing a perfect demographic storm. Although an average increase in the birth rate seems like good news at first glance, the reality is that it may be an anomaly caused in part by the uncertainty of the COVID-19 pandemic and even by the fear of global warming, according to the results of a survey conducted by the prestigious Pew Research Center.
Some 44% of non-parents ages 18-49 say they are not very likely to have children someday, an increase of 7 percentage points from 37% in 2018. Even more: 74% of adults under 50 who are already parents say they are unlikely to have any more children, virtually unchanged from 2018, according to Pew. The worrying thing, at least from a demographic point of view, is that the majority of adults (56%) who do not plan to have children do so for a very simple reason: they simply do not want them. For the rest (43%), there are other reasons: medical, financial, lack of a partner, age, global situation, etc.

If the assessment is correct in the sense that this rise in the birth rate is temporary, it is an unbeatable reason to recalibrate the immigration policies of the United States: The country needs new blood, fresh labor. It is a great argument to defend a more generous and dignified immigration policy from the point of view of national security and economic security. Will they understand it in Congress?

ome 40 million children currently enrolled in Medicaid or CHIP (Children's Health Insurance Program) nationwide are at risk of losing their health insurance once the COVID-19 Public Health Emergency (PHE) expires. Declared in early 2020, the PHE provides a federal guarantee of continuous Medicaid coverage during the pandemic. Initially set to expire on July 15, the Biden administration last week extended the declaration to October 15. a provision included in the Families First Coronavirus Relief Act approved in March 2020. Now states are once again required to check eligibility for everyone enrolled in Medicaid, including kids. According to the California Department of Health Care Services (DHCS) of the 5.7 million children covered by Medi-Cal in the state, between 800,000 to 1.2 million kids will lose their coverage. “This will disproportionately impact children of color, who are more likely to rely on Medicaid for coverage,” said Mayra Alvarez, president of The Children's Partnership during a briefing hosted by Ethnic Media Services on May 20. “75% of the more than five million kids covered are kids of color who will miss out on critical preventive and primary care services that are especially important for our youngest children.” During the PHE, families could stay enrolled in health care coverage through Medicaid without additional administrative renewals or having to prove their eligibility. There were flexibilities with COVID testing and treatments, vaccinations, telehealth access and other public programs. “Children still need to catch up on their well child visits that were not only missed during this pandemic, but that are particularly important during the first few years of a child's life when 90% of her brain development occurs”, said Alvarez. For Georgina Maldonado, Executive Director of the Community Health Initiative of Orange County these changes are part of the systemic barriers “we have been fighting historically as a community.” “If this is working, why bring back the barrier that has prevented us historically, from obtaining healthcare coverage?”, Maldonado said. “What we're facing is that most parents have never navigated the manage health care system in our county and our state, they have never had benefits in the past. Enrollment and disenrollment is vital.” Governor of California, Gavin Newsom has launched a multibillion-dollar initiative to prioritize child and youth mental health, including early care and learning investments. Thanks to grassroots organizations like Maldonado’s, undocumented children are now eligible for full MediCal scope. In spite of all these efforts, less than half of uninsured children who are eligible for Medicaid, are enrolled in the program. That is why the Children’s Partnership has been working with Assemblymember Blanca Rubio (D) on AB 2402, a piece of legislation

guaranteeing multi-year continuous Medi-Cal coverage for 0- to 5-year-olds. The Senate has included this bill in their budget priorities that are currently under negotiations with the Assembly. “The opposition to the bill comes from people who believe poverty is a personal responsibility, and that there should be steps for people to prove their eligibility for these programs,” added Alvarez. “Some people are concerned with the cost of programs more broadly.” On a federal level, the expiration of the PHE will cause that 80 million people, including 37 million children, will have their health insurance checked, said Joan Alker, healthcare research professor and Executive Director at the Georgetown University Center for Children and Families. “Families could lose coverage as they're not going to be eligible if their income has gone up a little bit. Adults may be eligible for subsidized marketplace coverage and children may be eligible for CHIP,” explained Alker. “In some states like California, Medicaid and CHIP are all in one program now. But in Texas, Georgia and Florida, they're not.” States have 12 months to check everybody's eligibility once the PHE is expired. Alker is hopeful that with the prediction of a fall and winter COVID’s surge, Xavier Becerra, Secretary of the Department of Health and Human Services, will give at least another 90 days extension (beyond July 15th) to the PHE.

'S' is for speech, listening to hear if it's slurred. And 'T' stands for time to call 911 if any of these signs are present. Dr. Jennifer Pary is a stroke neurologist at Kaiser Permanente in Spokane. She said in a stroke, time equals brain. "If you have signs and symptoms of stroke, there's something that can be done about it. And there's new treatments all the time," said Pary. "But time is brain and the longer you wait to go in, the more damage that can be done to the brain that is irreversible." Pary said strokes are the number four cause of death in the United States and the leading cause of disability. An average of 800,000 Americans experience strokes each year. Pary said there are factors that increase the risk of stroke, including diabetes and high cho-

Pary also warned about mini-strokes, or transient ischemic attacks, which are strokes that only last for a few minutes. She said this often is a warning sign that a bigger stroke is around the corner.

eing a California resident can save you a lot of money at the University of California — about $30,000 in tuition per year. At California State University, a non-resident student pays nearly $10,000 more than a California resident with the same 12-unit class load; at a community college, it can be up to about $7,500. For more than 20 years, California has exempted many undocumented students from having to pay non-resident tuition at the state’s public colleges and universities. But gaps in the law mean that some undocumented students and visa holders still don’t qualify for in-state prices — even if they’ve lived in the state for more than a decade. Now, state lawmakers are debating two bills that would make it easier for even more students to become eligible for in-state tuition. UC and Cal State could lose millions in revenue if one or both of the bills pass. But supporters say the bills would reduce equity gaps and increase access to an affordable higher education — especially critical, they say, when the state is enjoying a record budget surplus and students are recovering from a global pandemic. Take the case of Sakshi Savale, a senior at San Jose State University. She didn’t have many options to choose from when she applied to college. Savale came to California in 2009, two years after her family immigrated to the U.S. from India.
IN CALIFORNIA FOR YEARS, BUT STILL CAN’T QUALIFY FOR IN-STATE TUITION
But Savale wasn’t undocumented. She was a dependent visa holder, which meant her stay in the U.S. was dependent on her father, a business consultant, who has a work-related visa. While many colleges considered her an international student, San Jose State allowed her to pay in-state tuition, saving her family tens of thousands of dollars. That changed this school year, however, after Savale turned 21 and had to switch to a student visa. Now the university says she has a backlog of about $1,500 in fees from the fall that she must pay before she can receive her diploma. “Now I’m about to graduate and this might hold me back from getting my diploma, and it’s been extremely stressful,” said Savale, who hopes to stay at San Jose State for graduate school. Senate Bill 1160, authored by Los Angeles Democrat María Elena Durazo, would help students like Savale by allowing students whose parents have certain longterm U.S. visas to qualify for in-state tuition if they meet the law’s other requirements. At an April hearing of the Senate Education Committee hearing, members said a pathway should be provided for students who have been in the state for a long time, but some posed concerns about wealthy foreigners taking advantage of the bill. Savale and other

Still, he said, it makes sense to grant in-state tuition to students who have been a part of California for years and will continue to contribute
to the state’s economy. Another bill, Senate Bill 1141, would reduce from three to two the number of years undocumented students or others without legal California residency have to attend high school or postgraduate classes in the state in order to qualify for in-state tuition. The state has enough extra money in its budget this year, though, to offset much of the immediate cost, Trinidad said. “The surplus has been so strong, I think it’s more of a matter of whether folks think (college affordability for these students) is an issue,” he said. “We believe it closes a really critical gap in access, particularly for undocumented students.” -DAVID O’BRIEN, VICE CHANCELLOR FOR GOVERNMENT RELATIONS, CALIFORNIA COMMUNITY COLLEGES Lowering the attendance requirement to two years could inspire more prospective students to attend the state’s community colleges, which are facing declining enrollment, said David O’Brien, vice chancellor for government relations for the California Community Colleges Chancellor’s Office.
“We believe it closes a really critical gap in access, particularly for undocumented students in higher education in California who were locked out,” O’Brien said. The bill would also remove a provision requiring eligible community college students to enroll in non-credit courses to meet the attendance requirement, which some students said causes them to waste time in classes that don’t help them progress toward a degree. Limón said the bill could immediately help up to 900 students, and supporters of the bill believe the long-term impact would be much greater. Undocumented students don’t qualify for federal student aid, making access to state aid and lower tuition critical. “There’s thousands of students that would be eligible,” said Nancy Jodaitis, director of higher education at Immigrants Rising. Esther Ugwuezumba, an undocumented El Camino College student whose family is from Nigeria, applied for in-state tuition last winter but wasn’t approved, she said. As a high school graduate who attended school in California for two years, she would qualify under the bill. Her mother foots the bill for her tuition by working two jobs, as a caregiver and a certified nursing assistant at a hospital. Ugwuezumba, who’s majoring in nursing, also works as a caregiver to help with the cost. The family will soon also have to pay more fees when Ugwuezumba’s brother starts attending a Cal State University this summer. If Ugwuezumba’s application for in-state tuition gets approved, she said, “it’s going to reduce a lot of pressure on my mom.”
California law allows undocumented immigrants and some others without legal California residency to be exempted from paying out-of-state tuition if they attended three years of a California high school, community college or adult school and received a diploma. Students eligible for the exemption can also qualify for the Cal Grant, the state’s main form of financial aid.

s California makes progress toward meeting its ambitious climate goals, one concern has gone unanswered: How can it stop burning fossil fuels while ensuring the power grid remains reliable?
Proponents laud nuclear power as zero-carbon, lower-cost
That question is at the center of a debate over the state’s use of nuclear power.
Diablo Canyon has played a crucial role in providing carbon-free energy and maintaining the reliability of California’s power grid, said Jacopo Buongiorno, a professor at MIT’s department of nuclear science and engineering. Without it, Buongiorno said, it will be difficult to meet demand as intensifying weather patterns increasingly strain the grid. He said the state needs to rely on all kinds of renewable and carbon-free sources, including nuclear energy, to achieve carbonneutrality by 2045.
Nuclear power does not rely on fossil fuels, so it doesn’t produce large volumes of planet-warming pollutants as other energy sources do. While it’s seen as a climate-friendly alternative, opponents cite safety threats and problems storing radioactive waste. Now, nearly six years after the decision to close California’s last nuclear power plant — the 2,240-megawatt Diablo Canyon facility — Gov. Gavin Newsom says he is considering applying for federal funding that would keep it open past its scheduled 2025 closure. It’s a move, he said, that could avoid rolling blackouts and power shortages as the state transitions to renewables and braces for more extreme heat, wildfires, drought and floods. Newsom has until July 5 to apply for the funding and would need the facility’s owner, Pacific Gas & Electric, to get on board, too. Some experts say if Diablo Canyon is shut down, there’s a good chance state officials will be scrambling to replace the lost megawatts. So what should Californians know about the state’s reliance on nuclear power? Here are five key takeaways: Diablo Canyon supplies enough power for 3 million people Perched on California’s gusty Central Coast, Diablo Canyon has been supplying power to the state’s electric grid since 1985. But the plant near San Luis Obispo has been battered by controversy the entire time. Just a few years into construction, PG&E found the site was near several seismic fault lines. That spurred lawsuits and massive, statewide protests, culminating in the largest arrest in the history of the country’s anti-nuclear movement. Despite the opposition, the plant was completed.

California imports more electricity than any other state — about 30% of its supply in 2020, including some from coal-fired plants that are larges sources of greenhouse gases, according to the California Energy Commission. Hurdles remain to keeping the plant open In 2016 PG&E announced plans to permanently shutter Diablo Canyon, noting that the transition to renewable energy would make continued operations too costly. The California Public Utilities Commission approved the closure in 2018, after the utility reached a settlement agreement with advocacy groups and environmentalists. One reactor is slated to close in 2024, followed by the second in 2025. Faced with a potential power crunch as climate change ravages the state, Newsom said PG&E should consider applying for $6 billion in federal funds that the Biden administration set aside to rescue nuclear plants from closing. But the prospect of keeping it open could face numerous technical, financial and logistical hurdles.
Today, the facility employs about 1,500 workers. Its 2,240 megawatts of electricity generation is roughly enough to support the needs of more than 3 million people, according to PG&E.
PG&E and the Nuclear Regulatory Commision, which issues the licenses to keep the plant operating, would have to expedite the renewal process in time for the quickly-approaching shutdown.
Nuclear power accounted for 9.3% of California’s electricity in 2020; natural gas was by far the primary source at about 37%, according to the California Energy Commission.
PG&E did not respond to multiple requests for comment. In a statement to CalMatters, the CPUC said “all options are on the table.”
California gets nuclear power from out of state, too Most of California’s nuclear energy is generated by Diablo Canyon, but it also imports nuclearpowered electricity from Arizona and Washington state, according to the California Energy Commission. Twenty-eight states have at least one commercial nuclear reactor. But some also are facing possible closure in the decades to come. Arizona’s Palo Verde Generating Station is the country’s largest power plant, with three nuclear reactors built in the late 1980s. The Nuclear Regulatory Commission in 2011 granted the plant a license to continue operating until 2047. Twelve commercial reactors have closed in the past decade, including in New York, Massachusetts, Nebraska and Iowa. Yet Oregon-based NuScale Power recently gained approval to build test reactors in Idaho in 2029 and 2030.
“Electricity reliability for California is a main priority,” said spokesperson Terrie Prosper. “Extending the operation of Diablo Canyon will require examination by the CPUC.” PG&E also would have to address aging infrastructure problems and make investments to comply with the state’s water-cooling regulations, according to Matthew Freedman, a staff attorney with The Utility Reform Network, a consumer advocacy organization. Delaying the closure could potentially be more expensive for ratepayers. A better alternative would be to improve the state’s energy storage capacity for renewable energy, he said. “Since the continued operation of Diablo Canyon could prove to be very expensive, any proposal to keep the plant alive must be accompanied by binding cost containment and protections for ratepayers,” Freedman said. “PG&E’s rates have already been skyrocketing and we want to do everything we can to bring it down. So we’re definitely against any proposal that would give
PG&E a blank check.” Nuclear power comes at an environmental cost Nuclear energy is generated from splitting uranium atoms in a reactor. This process, called fission, produces steam that is then used by turbines to create electricity. The result is a reliable, 24/7 energy supply. But operating the plant still has consequences for communities and the environment. Nuclear plants require water as a cooling mechanism to prevent them from overheating. That water is often released back into the ocean at a much higher temperature that could damage marine habitats. And while power plants don’t produce greenhouse gases, they do produce a toxic byproduct: spent nuclear fuel, which must be disposed of safely. Opponents of nuclear energy argue that people of color, including Black, Latino and Native American communities, are especially vulnerable to harm from mining uranium as well as the disposal and storage of radioactive waste. Companies that operate these plants have long used ancestral native lands and other areas near disadvantaged communities to source materials and store spent fuel, said Shaun Burnie, a senior nuclear specialist with Greenpeace. Critics of Diablo Canyon also say the facility’s infrastructure is outdated and flawed. Burnie said the threat of earthquakes is a top concern. The 2011 nuclear disaster in Fukushima was caused by an earthquake and subsequent tsunami. “It’s a complete distraction, it’s infuriating. This is about saving an embattled nuclear industry — it’s not about saving the climate.” -SHAUN BURNIE, GREENPEACE Instead, he said the state should abandon the idea of keeping the plant open, focusing solely on renewable energy projects and decentralizing the power grid.
“Given the magnitude of the challenge that we’re facing in terms of decarbonizing and mitigating climate change, I would argue that we should use more nuclear energy, we should use more solar and more wind,” he said. “Everything that does not emit carbon dioxide should be on the table.” Buongiorno acknowledged safety and nuclear waste concerns, but described the risks as minimal compared to the detrimental effects that fossil fuel emissions have on the environment and heavily-polluted communities. He said the storage of nuclear fuel is also highly regulated and handled in a “safe, effective manner” with the use of dry cask storage. “Given the magnitude of the (climate change) challenge that we’re facing, I would argue that we should use more nuclear energy, we should use more solar and more wind.” -JACOPO BUONGIORNO, MIT’S DEPARTMENT OF NUCLEAR SCIENCE AND ENGINEERING If Diablo Canyon were to close, maintaining a carbon-neutral grid by 2045 would require more energy storage — at least 18 gigawatts of solar power, according to a joint 2021 Stanford and MIT study co-led by Buongiorno. To build those solar facilities, the state would need about 90,000 acres of land compared to the 900-acre Diablo Canyon site. Finding that available space could be a challenge due to an executive order requiring the state to preserve 30% of its natural and coastal lands by 2030. The study found that keeping Diablo Canyon open could save an estimated $2.6 billion in power system costs from 2025 to 2035. The price of natural gas has risen recently, so existing nuclear power plants tend to be more competitive, Buongiorno said. The cost of electricity from solar and battery storage is higher than the cost of Diablo Canyon alone, “so there are savings simply from operating a cheaper asset,” he said. Excluding the price of nuclear fuel, PG&E spent $1.2 billion in 2021 to operate Diablo Canyon.

Steven Chu, a Stanford University physics professor and the energy secretary during the Obama administration, said the state should be making every effort to reduce its reliance on fossil fuels. Closing Diablo Canyon would only slow that transition, he said.
Still, the state’s plan to reduce its reliance on nuclear energy has not been an easy transition. Renewable energy projects have faced delays due to the pandemic and worsening drought could drive declines in hydropower energy production. Heat waves have triggered rolling blackouts and brownouts as demand for electricity soars.
“Nuclear power may be certainly the lesser of two evils compared to keeping oil and natural gas plants,” he said. “You can’t wave a magic wand and say we go 100% wind and solar because they are intermittent. It’s easy to go from zero to 50%. It’s much harder to go from 50 to 75% and nearly impossible to get to 100%.”

AKLAND, Calif. – The Center for Elders’ Independence (CEI) is entering its fifth decade of helping East Bay elders age independently and gracefully. More than 5,000 senior participants and their families have benefited from the dedication of CEI’s staff and leadership. “This talented team has worked so incredibly hard, especially during the COVID-19 pandemic, to provide high-quality care for participants through a very challenging time,” CEI President and CEO María Zamora said. “We recognize that we have a great responsibility and each one of our team members continually steps up to meet that responsibility in amazing ways.” CEI celebrates its 40th anniversary by continuing to expand operations to bring quality care to senior residents in the area. Currently, the organization serves more than 950 older adults through the Program of All-Inclusive Care for the Elderly (PACE) healthcare, which allows seniors to receive the care they need, all while continuing to live at home. CEI recently opened its latest PACE center in Concord. “I am humbled by CEI’s rich history of serving seniors over 40 years and honored to lead this organization into the future,” Zamora said. “Looking forward, I am grateful for our strong financial position as we remain committed to providing high-quality services to our participants.” During the pandemic, CEI’s PACE program had one of the lowest COVID-19 infection rates — 11.2%, compared to 62% in nursing facilities in the state. This is a testament to the power of PACE, commonly referred to as the gold standard of long-term care. About Center for Elders’ Independence (CEI) Now in its 40th year in the East Bay, CEI is a comprehensive healthcare model for vulnerable older adults. CEI serves 950 senior participants using PACE (the Program of All-Inclusive Care for the Elderly), which provides medical care and integrated support services, enabling older adults with multiple health challenges to live safely in a home setting for as long as possible. CEI also provides care coordination for more than 470 residents of all ages in Alameda and Contra Costa counties through the Home and Community Based Alternatives (HCBA) waiver program. Período de Comentarios Públicos para el Propuesto Willow Village Borrador del Plan de Acción de Remoción de Respuesta Disponible para Revisión ¿QUÉ SE PROPONE? El Departamento de Control de Sustancias Tóxicas de California (DTSC) le invita a revisar y comentar el borrador del Plan de Trabajo de Acción de Remoción (RAW) para la porción de 17.7 acres del desarrollo de uso mixto propuesto para Willow Village (Sitio) ubicado en la esquina de Willow Road y Hamilton Avenue en Menlo Park, CA 94025. El propietario propone construir una nueva zona residencial y comercial. El borrador de RAW es un plan de remoción para descontaminar el suelo y el vapor del suelo (espacios entre las partículas del suelo) para garantizar que sea seguro para uso residencial. Los principales contaminantes son el combustible de diésel y los compuestos orgánicos volátiles (VOCs), incluido el tricloroeteno (TCE), que se encontraban en los disolventes utilizados anteriormente en el Sitio. he latest mass shooting that left 19 schoolchildren and two of their teachers dead in a small Hispanic community outside of San Antonio has renewed calls for Congress to take action. Gov. Gregg Abbott, speaking at a Wednesday news conference, said little is known about the motive of the gunman, who appears to have posted about his intentions online just 30 minutes before the shooting occurred. "The gunman was 18 years old and reportedly a high school dropout," Abbott stated. "There has been no criminal history identified yet. There was no known mental-health history." Despite multiple mass shootings in Texas, Abbott has presided over legislative sessions where lawmakers weakened gun regulations. The National Rifle Association's annual meeting in Houston was on the governor's schedule this week, but he declined to say whether he still plans to attend. Beto O'Rourke, the former Texas Congressman and a Democratic gubernatorial candidate, approached the stage following the governor's remarks, and accused him of "doing nothing" to address gun violence. Once outside, O'Rourke railed against those who blame such shootings on mental illness, arguing for universal background checks and redflag laws, consistently blocked by Congress. "It is absolutely wrong, in fact it is insane," O'Rourke asserted. "The governor talks about mental health. It is insane that we
allow an 18-year-old to go in and buy an AR-15. What the hell did we think he was going to do with that? This one is on us." Uvalde school superintendent Hal Harrell commended the teachers at Robb Elementary School. "If it weren't for them, along with the law enforcement that came, that were willing to cradle their kids, get them out of the classroom when it was safe, when they were guided, that says volumes," Harrell said. Less than two weeks ago, 10 primarily Black grocery shoppers were gunned down in a Buffalo, New York supermarket by a teenage gunman who proclaimed racist conspiracy theories often referred to as the "great replacement." Among those surveyed, 82% of Black adults and 58% of Hispanic adults said gun violence is a very big problem in the U.S., while only 39% of White adults agreed, according to Pew Research.

Dr. Sharon McLennon-Wier, executive director of the Center for Independence of the Disabled-New York, said during Mental Health Awareness Month, it is important to recognize the barriers to receiving mentalhealth treatment people with disabilities face. "For a person with a disability, who has issues with transportation and traveling, may feel stuck that they can't physically go out and seek services," McLennon-Wier explained. "Because of their limited incomes, may feel that they can't afford mental-health services." McLennon-Wier added mental-health resources are available through telehealth for people who may face transportation challenges. In New York, psychologists, social workers, mental-health counselors and marriage and family therapists are permitted to deliver services virtually. The American Academy of Physical Medicine and Rehabilitation estimates 22 million people nationwide may identify as a person with a disability as a result of complications from long COVID. McLennon-Wier said the major life change may be difficult for people to grapple with, but they should know they are not alone. "That person who is newly disabled is going to have a lot of different emotions tied to the diagnosis," McLennon-Wier noted. "So it takes time to adapt and to rethink how you

Q&A: THE BILINGUALISM & LOVE OF ROMEO Y JULIET Playwright Karen Zacarías Discusses Her New Play’s Visionary Adaptation of Shakespeare’s Iconic Romantic Tragedy

adapted it like three times! We did one version with KJ, what's really interesting is KJ has been Juliet, so she's been inside the play and I'm looking at it as someone from outside and I'm more bilingual than she is. I was born in Mexico and all of that. So we both brought our skills together and her was her innate knowledge of Shakespeare, and mine with my more innate understanding of the language and the rhythms of Spanish, we were this great partnership because we both carry parts there.
aren Zacarías is a playwright who is originally from Mexico and who has written extensively about the Latinx experience in the US. From writing heart wrenching plays about young people caught in the web of the undocumented immigrant experience in America, to various award-winning and educational family friendly productions, Zacarías brings forth a vivid spectrum of human emotions in all of her work.
So the original script I have looks nothing like the script we have now. And covid came in and so we threw out the pre-covid script and redid it. It's interesting because we have also never been in the room together with the actors, so developing this wasn't as natural as it would have been if we'd all been in one room. So we keep discovering things now that we're in a room together.
In 2020 California Shakespeare Theater (Cal Shakes) was to premiere Zacarías’ newest play, a reimagining of William Shakespeare’s most famous work, titled Romeo y Juliet. The all-bilingual show was postponed due to the pandemic, and after two years of preparation and retooling it is ready to premiere this season at the Bruns Amphitheater in Orinda from May 25 – June 19, 2022. The adaptation of this story of star-crossed lovers destined to be together in life or death takes place in Alta California in the 1840’s, where two opposing Mexican families battle for control and power amongst the natural wonder that is present day Northern California. On the opposite ends of these families are their two young daughters, Romeo and Juliet. Their love finds itself at odds within a clashing world of politics and morality involving their families, the Catholic church, and the quickly changing world of California as it is taken over by the United States. Recently we were fortunate to have an opportunity to speak to Zacarías about Romeo y Juliet and its aim to tell a story that never forgets the Shakespearean roots but makes everything fresh and inventive, and rooted back to Latinidad and Mexican history that is forever entwined into the soil of California. To start off I wanted to see if you could give some insight into where the idea came to make this bilingual version of Romeo and Juliet? I had written a bilingual version of Romeo and Juliet many years ago for another project, and director KJ Sanchez and artistic director Eric Ting had found it. And I was young when I wrote it, and it was just a reading kind of situation. It was an early idea, and they were very intrigued by it, [so] we decided to go back and revisit and reimagine it, making it more relevant to California and issues that we were all dealing with now.

Speaker or you speak none of the languages, that the power and emotional resonance of the story will help carry us along to any parts that you don't understand with your ears, but you understand with your heart. How much of your original concept continued on to this expanded version, or how did you go about evolving it to this finished play? We completely took what I left behind and I re-
The story of this play takes place in Alta California and involves feuding families just like the original, but it's two daughters on opposing sides in this one. Could you elaborate on where that came from and why you chose that direction?
I was curious because it does take place here in California, how much research was done for it and how much inspiration from actual historical aspects is in this? Yes. Different things like first of all, the costumes are of the time. Second of all, historically, it raises stakes because both the Montagues and the Capulets are Mexican families and the treaty of Hidalgo just happened, the Americans are taking over California. And even though they promised Mexicans they could keep their land; we all know how that story ended up. And so people are vying to staying in the good graces with the prince and also competing for which party basically wins, the Capulets or the Montagues. I think there's a big resonance there. And the idea of errant priests, or renegade priests the further you get from the Vatican, as we see with the independence of Mexico, like Miguel Hidalgo and all of that. The idea of priests straying a little bit from the teachings of the Church, but to do what they think is right, also kind of informed the script.
And also, KJ kept saying, "I want it to be that the two lovers have so little options, but you understand why it seems like that is the only out be-

Another thing is that we make this feel accessible, etcetera. We streamlined the story so it's shorter, it's not the whole Shakespeare script. And we really focus on the young people because in many ways, Romeo and Juliet is about how society has been getting involved with their fights and power and all of that, how young people have been left to fend for themselves. And it really is a story about adults failing our children and I think we found a way to really kind of accentuate that storyline through this adaptation. You were mentioning that you've streamlined and made it more accessible. Is it your hope that young people and Latinos in general come and see this? Yeah, because our show is short, it's swift, it's sassy, and it's controversial. We're playing with Shakespeare in a way that hasn't been played with in a long time. And after a pandemic and being caught and seeing the whole kind of mess around us in so many ways, we're like, “What is it that we want to say as a troop, as a society, as cultural Americans? What is it that we want to say about this world?” And I think KJ's production is going to be really sexy, really fierce, and I think people are going to be talking about it because in some ways, what I hope, is that it being bilingual actually makes it more understandable than if it was just in one language, there's an energy about it.
I was like, "no, no, no, almost everyone is bilingual except the prince Paris. Like, it's the idea of what it means to be Latino, Chicano or etcetera living in this country. Though it's set in 1848 in Alta California, when the American government is taking over Mexican land, so it's at a very fraught moment.”
So, it's this interesting experiment that we're doing with feathering and finding dramatic moments to why we change, why the actors change language. And as bilingual people know, sometimes being bilingual is like, you grab the words like a piece of fruit that's closest to you, you can pick. And so that kind of energy is in it. But we hope that whether you're only a Spanish Speaker or only an English
And it's actually very moving in the sense, there's a sensibility that changes both because of the language and both about seeing these young women meet such violent ends.
KJ, having been Juliet, she was like, "There's always something about the idea of making it a love story [where] the stakes are higher, not only because both families are feuding and trying to get in the good graces of the new American invaders right?" They want to hopefully keep their land. With the idea that the daughters don't fit into the norm, so it's not just their love that's the problem but their kind of love.
We all discussed about [how] Romeo and Juliet has been done in so many different ways, and considered what a bilingual version would look like and every time I bring it up, they're like, "oh, the Montagues speaking English and the Capulets speaking Spanish?"
And so once we started doing that, it became like this labor of love, of how to take this beautiful [text] I mean, no one can fault Shakespeare, right? Like, he's got a beautiful text, but how to start weaving in a more contemporary Spanish and how to make sure that it's an interesting experiment, how to make sure that by adding Spanish, we actually make the text more accessible and more understandable to both language speakers, because in some ways, to experience English can seem like a foreign language in a way that's more far from us than actually Spanish is.

And also with it you have "what is love anyway?", it was another experiment that we just wanted to try and we had also a wealth of amazing Latina actors to play with on it. And so that was kind of born of it.

Y así, la gente está compitiendo por mantenerse en buenas relaciones con el príncipe y también compitiendo por qué partido ganará básicamente, los Capuleto o los Montesco. Creo que hay una gran resonancia ahí. Y la idea de sacerdotes errantes, o sacerdotes renegados cuanto más te alejas del Vaticano, como vemos con la independencia de México, como Miguel Hidalgo y todo eso. La idea de los sacerdotes desviándose un poco de las enseñanzas de la Iglesia, pero haciendo lo que creen que es correcto, también influyó en el guión.

Además, están usando lanzas, es el salvaje oeste, tenemos a Romeo con un lazo y la actriz que aprendió a hacerlo.

Y una vez que comenzamos a hacer eso, se convirtió en una labor de amor, de cómo tomar este hermoso [texto]. Quiero decir, nadie puede culpar a Shakespeare, ¿Verdad? Por ejemplo, tiene un texto bonito, pero cómo comenzar a entretejer un español más contemporáneo y cómo asegurarse de que sea un experimento interesante, cómo asegurarse de que al agregar el español, en realidad hacemos que el texto sea más accesible y comprensible para ambos hablantes de idiomas, porque de alguna manera, experimentar el inglés puede parecer un idioma extranjero de una manera que está más lejos de nosotros de lo que realmente está el español. Por lo tanto, es este experimento interesante que estamos haciendo con emplumar y encontrar momentos dramáticos de por qué cambiamos, por qué los actores cambian el idioma. Y como saben las personas bilingües, a veces ser bilingüe es como agarrar las palabras como una fruta, la que está más cerca de ti, puedes elegir. Y entonces ese tipo de energía está en él. Pero esperamos que ya sea que solo hablas español o solo inglés o incluso ninguno de los idiomas, que la fuerza y la resonancia emocional de la historia nos ayuden a llevarlos a aquellas partes que no entiendes con los oídos, pero entiendes con el corazón. ¿Cuánto de su concepto original continuó en esta versión ampliada, o cómo hiciste para evolucionarlo hasta esta obra final? ¡Tomamos por completo lo que dejé atrás y lo readapté como tres veces! Hicimos una versión con KJ, lo que es realmente interesante es que KJ ya ha sido Juliet, entonces ella ha estado dentro de la obra y yo la veo como alguien de afuera y yo soy más bilingüe que ella. Nací en México y todo eso. Así que ambas reunimos nuestras habilidades, lo suyo era un conocimiento innato de Shakespeare, y lo mío una comprensión más innata del idioma y los ritmos del español, éramos esta gran pareja porque ambas llevamos partes ahí. Entonces, el guión original que tengo no se parece en nada al guión que tenemos ahora. Y entró el covid, así que tiramos el guión anterior a covid y lo rehicimos. Es interesante porque nunca habíamos estado en el cuarto
junto con los actores, por lo que desarrollar esto no fue tan natural como hubiera sido si todos hubiéramos estado en un cuarto. Así que seguimos descubriendo cosas ahora que estamos juntos en un cuarto. La historia de esta obra tiene lugar en Alta California e involucra familias enfrentadas como la original, pero en esta hay dos hijas en bandos opuestos. ¿Podrías explicar el origen de eso y por qué elegiste esa dirección? KJ, después de haber sido Juliet, dijo: "Siempre hay algo en la idea de convertirla en una historia de amor [donde] hay más en juego, no solo porque ambas familias están peleándose y tratando de ganarse la gracia de los nuevos invasores estadounidenses, ¿Verdad?" Quieren, con suerte, conservar su tierra. Con la idea de que las hijas no encajan en la norma, por lo que el problema no es solo su amor, sino su tipo de amor. Y también, KJ seguía diciendo: "Quiero que las dos amantes tengan pocas opciones, pero entiendes porque parece que esa es la única salida porque de alguna manera podrías pensar, 'Oh, bueno, Juliet podría ser desterrada o algo así, pero su amor es más intenso'". Pero también te preguntas "¿Qué es el amor de todos modos?" Era otro experimento que solo queríamos probar y también disponíamos de una gran cantidad de actrices latinas increíbles con las que jugar. Y así nació eso. En realidad es muy conmovedor en el sentido de que hay una sensibilidad que cambia tanto por el lenguaje como por ver a estas jóvenes encontrarse con fines tan violentos. Tenía curiosidad, ya que la historia tiene lugar aquí en California, ¿Cuánta investigación se realizó y qué tanta inspiración de aspectos históricos reales hay en la obra? Sí. Cosas diferentes como en primer lugar, los disfraces son de la época. En segundo lugar, históricamente, aumentan las apuestas porque tanto los Montesco como los Capuleto son familias mexicanas y el tratado de Hidalgo acaba de suceder, los estadounidenses se están apoderando de California. Otra cosa es que logramos que la obra se sienta accesible. Simplificamos la historia para que sea más corta, no es todo el guión de Shakespeare. Y realmente nos enfocamos en los jóvenes porque, en muchos sentidos, Romeo y Juliet se trata de cómo la sociedad se ha estado involucrando con sus luchas, el poder y todo eso, cómo se ha dejado que los jóvenes se las arreglen por sí solos. Y realmente es una historia sobre adultos que fallan a nuestros hijos y creo que encontramos una manera de acentuar esa historia a través de esta adaptación. Mencionaste que lo has simplificado y lo has hecho más accesible. ¿Esperas que los jóvenes y los latinos en general vengan a ver esto? Sí, porque nuestro programa es breve, rápido, atrevido y controvertido. Estamos jugando con Shakespeare de una manera que no se ha jugado en mucho tiempo. Y después de una pandemia, de estar atrapados y de ver todo tipo de desastre que nos rodea de tantas maneras, estamos como, “¿Qué es lo que queremos decir como tropa, como sociedad, como estadounidenses culturales? ¿Qué es lo que queremos decir sobre este mundo?” Y creo que la producción de KJ va a ser muy sexy, muy feroz, y creo que la gente va a hablar de eso porque de algunas maneras, lo que espero, es que ser bilingüe en realidad lo haga más comprensible que si fuera solo en un idioma, hay una energía al respecto.
