La pelea por la regulación de las armas de fuego muestra que ningún cambio profundo es fácil, pero no hacer nada sería la peor ofensa a la memoria de las víctimas. hree people die every 24 hours in the United States at the hands of the police, according to data from a report made last year by the investigative site "Mapping Police Violence". About 24% of the victims are AfricanAmerican, despite being only 13% of the country's population. It is in recent years become an alarming trend that has been made visible like never before by the omnipresence of cell phones and social networks. Although no one could describe the United States as a police state, more than 12,000 local police departments

It is indisputable that there are legitimate reasons for the sometimes lethal use of force by law enforcement. For example, when the police officer reasonably believes that an attacker poses a significant threat to the physical integrity of the police officer or other persons, or if a suspect escapes and may pose a threat to others. Under those rules, the death of AfricanAmerican George Floyd in Minneapolis, Minnesota has been declared a "homicide”. Derek Chauvin, the police officer who applied knee pressure to his neck for 8 minutes and 53 seconds, including nearly 3 minutes when the subject was immobile, was charged with thirddegree murder (Editor’s note: since writing, Derek Chauvin’s charge has been raised to second-degree murder). According to Campaign Zero figures, a total of 253 unarmed people were killed by police in 2014 in the United States. Ninety-one fatal incidents started with simple traffic violations. The pertinent question is: What should society do to reduce the excessive use of police force and unnecessary deaths? You don't have to dig deep to find the best police practices not only in other countries but within the United States. Among the experts' recommendations: Extensive compulsory cultural training of police officers to protect communities, especially minorities, without resorting to the use of lethal force, as in Germany or England; review the rules of the use of force, including against moving vehicles; establish a requirement for police departments to report and review violent incidents; mandatory use of body video cameras; end the transfer of military equipment to the police, among others. The police response to protests sparked in more than 70 cities by the death of George Floyd, however, confirms the difficulty of achieving rapid and significant change. Agents are being accused of using rubber bullets, pepper spray, and tear gas indiscriminately, including against peaceful protesters. Neither intimidation nor militarization are the solution to the problem. The fight over firearms regulation shows that no profound change is easy, but doing nothing would be the worst offense to the memory of the victims. For more information visit www.laredhispana.com.

ome European countries have announced plans to reopen their borders in a bid to kickstart summer tourism after the coronavirus pandemic. Italy has opened its borders again; Germany is set to lift its ban on international travel, but the United Kingdom continues to quarantine foreign arrivals. ITALY Italy allowed free movement between regions and opened its borders to European Union countries on Wednesday after almost three months of closure due to the outbreak. The country was one of the worst infection hotspots in Europe with more than 233,500 confirmed cases and 33,500 deaths. It has been gradually reopening after bringing the contagion under control and tourism is high on the list of priorities as it is one of the main industries for the nation. After some opposition from regional leaders, especially in the south and on the islands, which were not as badly affected as the north, it was agreed to lift travel restrictions. Each region can impose its own measures to screen arrivals for possible infections, including temperature checks, rapid testing, health questionnaires and recording people’s movements during their stay. Germany has also announced it will lift its blanket travel ban for most European Union countries.

The country’s foreign minister Heiko Maas said the advice against international travel will be eased from 15 June for 25 of the 26 EU nations in three of the four countries in the Schengen zone. The order against leaving the country has been in place since mid-March. There have been more than 183,800 confirmed cases and 8,500 deaths in the country, which has been easing restrictions after bringing its infection rate under control.

llergy season is causing congestion, coughing, itchy eyes and other classic symptoms for people across the country. However, this year brings new concerns as COVID-19 has dramatically impacted everyone's lives, and people with asthma and allergies have many questions. "With the coronavirus pandemic coinciding with allergy season, many people with asthma and allergies have questions about symptoms, risks and medication," says allergist Dr. J. Allen Meadows, president of the American College of Allergy, Asthma and Immunology (ACAAI). "It's more important than ever to use medications to control symptoms while taking precautions to stay healthy. Remember that your allergy symptoms usually happen annually. So if symptoms seem familiar and you've had them in the past, there's a pretty good chance it's your allergies at work again."

"ACAAI recomienda que cualquier persona que tenga alergias o asma debe seguir las orientaciones de los CDC, como usar tapabocas cuando está en un lugar público, mantener una distancia apropiada de las demás personas, lavarse las manos con agua y jabón durante 20 segundos como mínimo, y no tocarse los ojos, la nariz ni la boca", aconseja Meadows. intranasal corticosteroids for nasal allergies and your inhaled corticosteroids or biologic therapy for your asthma. There is no data to show that continuing these allergy and asthma medications will have any effect on increasing your risk of getting COVID-19, or if you get the infection, lead to a worse outcome.

The U.S. Centers for Disease Control and Prevention considers asthma to be one of the chronic illnesses that may increase the chance of a severe case of COVID-19. Here's what you need to know if you or a family member suffers from asthma:

"It's more important than ever to take medications and control allergy and asthma symptoms because they may lead to misdiagnosis of COVID-19 as there is some overlap of symptoms," says Meadows.

Respiratory viruses trigger asthma flares

It is important if you have been diagnosed with COVID-19 (or suspect you may have COVID-19) and are using a nebulizer at home, that you know the virus may persist in droplets in the air for 1-2 hours. Therefore, you should use a nebulizer in a location that minimizes exposure of droplets to members of your household who aren't infected.

Respiratory viruses are the most common trigger for asthma flares - the severe worsening of the condition that typically requires oral steroids to relieve symptoms. Not all viruses affect asthma patients equally and some viruses such as influenza and rhinovirus are more likely to trigger asthma flares than others. "Right now, we don't know if COVID-19 is one of those viruses that tends to trigger an asthma flare," says Meadows. There's not a higher risk of contracting COVID-19 Currently, there is no clear evidence that patients with asthma are at a higher risk of contracting COVID-19. However, asthma is an underlying medical condition that may be associated with more severe disease if you are infected with this virus. "ACAAI recommends that anyone with allergies or asthma should follow CDC guidelines such as using a face mask while in public, keeping an appropriate distance from others, washing your hands with soap and water for at least 20 seconds, and avoiding touching your eyes, nose and mouth," says Meadows. Asthma and allergy medications don't increase COVID-19 risks You may be concerned about using your

Take precautions if you do get COVID-19

"Choose a location for your treatment where air is not recirculated into the home," Meadows says. "Places like a porch, patio or garage with surfaces that can be cleaned more easily are good options." Reach out to an allergist with questions Allergists recommend people with asthma stay on medications to control symptoms. If you have questions about your symptoms or current medications, contact your allergist. Many now offer telemedicine where they meet with you remotely via video or phone. And many telemedicine visits are covered by insurance. "Allergists are asthma specialists. They can help answer questions, provide guidance and ease concerns regarding both asthma and allergies. You can find a local allergist at acaai.org/locate-an-allergist," says Meadows. "If you do become infected with COVID-19, use caution and avoid experimental treatments unless the treatment is specifically recommended by the physician caring for you."

HOW DOES RACISM AFFECT HEALTH? ¿CÓMO AFECTA EL RACISMO A LA SALUD? LOS MÉDICOS DE CALIFORNIA HABLAN CALIFORNIA DOCTORS SPEAK OUT ENGLISH

Claudia Boyd-Barrett California Health Report

t’s not uncommon for Dr. Ilan Shapiro to confront ailments in his child and teen patients that defy a straightforward medical explanation. At his practice at AltaMed Health Services in Los Angeles, the pediatrician has treated children with insomnia, teens whose hair is falling out and kids who have stopped trying in school, despite being academically capable. Often, these children are struggling with depression, anxiety and stress. But there’s also a deeper, less tangible cause, Shapiro said. Racism, whether overt bullying at school, or the less obvious day-to-day toll of social exclusion and economic disadvantage, underpins many of these children’s health issues, Shapiro has found. Experiencing racism can undermine a child’s physical and mental wellbeing from an early age, and increase the risk of lifelong health problems, research shows. “It’s a cumulative effect,” Shapiro said. “Some kids are fine and resilient, but others respond physically to what’s happening … Over the long term you start seeing the kids that have issues with the way they’re managing anger, depression. All those little things start adding up.”

larly acute, said Mayra Alvarez, president of The Children’s Partnership, a California-based health advocacy group. She’s heard from schools, clinics and community organizations about increased incidences of race-related bullying. Alvarez said some immigrant families live in fear of taking their children to the park, local events or even the doctor. “That takes a mental toll on children and their wellbeing,” she said.”We know that racism, the environment of fear, of a lack of safety, has translated into increased anxiety in our kids, increased levels of depression.”

Medical providers in California and nationwide are increasingly recognizing that racism and discrimination affect children’s health, and they’re seeking to tackle the problem. Last month, the American Academy of Pediatrics issued its first policy statement on how racism affects the health and development of children and teens. The academy called racism a “socially transmitted disease” with historical origins that continue to affect the circumstances children grow up in, how they’re treated and the opportunities they have today.

Alvarez said California is making progress in addressing health inequities related to racism. She applauded a bill now before the governor that would require all doctors, surgeons and nurses to receive training on how to reduce bias in patient treatment. Gov. Gavin Newsom has appointed a surgeon general, Dr. Nadine Burke Harris, who is an expert on early childhood trauma, including the impact of racism. And the state plans to pay for routine trauma screenings for children and adults enrolled in Medi-Cal starting next year.

African American, Latino and Native American children, for example, are more likely than white children to live in low-income households, lack access to quality education and be involved in the juvenile justice system. On top of this, racism and unconscious bias can lead people such as health care providers, teachers or law officers to treat minority children differently than white children. In turn, children may internalize biased attitudes, leading to negative, self-limiting beliefs about themselves and others, the academy said.

But more can be done, Alvarez and Johnson said. At the clinic level, doctors must make sure their practices are welcoming to people of different cultures and ethnicities, Johnson said. Educators and law enforcement officers, as well as health care providers, should receive anti-bias training, she added. More broadly, the state needs laws that tackle structural racism by supporting fair housing and reducing criminalization of youth, for example, Johnson said.

Dr. Tiffani Johnson, a pediatric emergency physician at UC Davis Health and member of an American Academy of Pediatrics committee on health equity, said the organization has been aware of race-related inequalities affecting children’s health for years, but is now moving more aggressively to address the problem. “Racism is an issue that is difficult to take on, it’s an issue that makes a lot of people feel uncomfortable,” she said. However, “If we want to achieve our mission of health for all children, we need to tackle racism head on. There’s just such a growing body of evidence showing that, yes, children and families experience racism, and these experiences have a negative impact on their health outcomes.” Current anti-immigrant policies and political rhetoric have made the need to address the health impacts of racism on children particu-

Alvarez agreed that tackling racism requires a multi-pronged approach. Given the political environment, providers especially must make sure they’re aware of how immigration policies are affecting people’s health, she said. And communities need to do more to connect vulnerable families with legal aid and health services that can help reduce their anxiety, she added. For Shapiro, helping children and their parents cope with racism can start with naming the problem. Talking about racism helps children better understand the issue and how it affects them. Then they can come up with strategies to deal with it, he said. “It makes everybody happier, because at least you’re acknowledging that there’s something there,” Shapiro said. “It’s important to understand that (racism) is not going to go away, and we need to be prepared to talk about it with our kids, with our families … We can help them improve their resiliency.”

Todas esas pequeñas cosas comienzan a sumarse.”

ACRAMENTO, Calif. -- Latino conservation groups say battling the pandemic goes hand in hand with fighting climate change, because poor air quality exacerbated by climate change makes people more vulnerable to COVID-19. Juanita Mora, CEO of the Chicago Allergy Center, said Latino communities are disproportion-

"As of May 20, over 60% of the reported COVID-19 deaths were from the Hispanic or Latino community," Mora said. "Latinos across this country face numerous health risks associated with air pollution and climate change, which is making air quality worse." Advocates are calling on Congress to pass the Great American Outdoors Act. Shanna Edberg, director of conservation programs at the Hispanic Access Foundation, said the bill would fund thousands of conservation projects across the country, creating jobs to limit the economic fallout from COVID-19. "It would fully and permanently fund the Land and Water Conservation Fund, which reaches parks in every county in the U.S. and apparently provides $4 in benefits to every dollar that is invested in it," Edberg said.

Michelle Burroughs, deputy director of the Center for Healthy Communities at UC Riverside School of Medicine, said increasing access to green space would offer significant health benefits to low-income communities. "A lot of the communities of color live right next to either industrial areas or close to the freeways interchange," Burroughs said, "And so they have increased exposure to harmful pollution." The Hispanic Access Foundation has created an extensive Congressional Toolkit available on its website to help advocates and lawmakers better understand the role of the Latino community in promoting conservation. Graciela Cabello, director of youth and community engagement at Los Padres ForestWatch in Santa Barbara, said the issues are multi-faceted. "When you talk about the importance of public lands, Latinos are not just talking about access. We're also talking about how they relate to health, cultural heritage, history, jobs and the economy," Cabello said. Cabello is calling on the Senate to take up the public lands package passed by the U.S. House, which would preserve hundreds of thousands of acres as part of the California Central Coast Heritage Protection Act.

JUSTICE ADVOCATES EXPRESS RELIEF OVER NEW CHARGES IN FLOYD CASE

INNEAPOLIS -- All four former Minneapolis police officers involved in the death of George Floyd now face criminal charges. Justice advocates say they have mixed feelings about the latest developments in the case. The office of Minnesota Attorney General Keith Ellison is now overseeing the investigation. Ellison says Derek Chauvin, the white officer caught on video kneeling on Floyd's neck for several minutes, is now charged with second-degree murder. And the other three officers involved have been charged as well. Michelle Gross, director of Communities United Against Police Brutality, calls it a first step in establishing systemic changes in honor of Floyd and all the other black individuals victimized by authorities. "We have so many changes that need to be made and people have cried out for these changes for so long, only to be ignored," she states. "So now the next step has to be, you know, sitting down, figuring out what it is that we need to do to bring about the changes so that something like this never, ever happens again." Gross and other advocates say they're not convinced the state's civil rights investigation of the Minneapolis Police Department will result in anything substantial. The Department of Human Rights insists its probe will be thorough in examining mistreatment of black residents by police. Derek Chauvin was initially charged with third degree murder and manslaughter

before the new charges were announced. The other three officers are charged with aiding and abetting a murder. Their union leader said he will fight for their jobs, while blaming city and police leaders for the protests and chaos that erupted in Minneapolis following the incident. Jaylani Hussein is executive director of the Council on American-Islamic Relations - Minnesota, part of a broad coalition of groups demanding justice for Floyd's death. He agrees that there's mixed emotion in the air following Wednesday's announcement. "It's generally a relief at this moment, but we are we are not going to be satisfied until the system that killed George Floyd is also transformed," he stresses. Hussein, along with Floyd's family, say they want Chauvin charged with first-degree murder. But Gross says that could complicate matters by requiring the involvement of a grand jury and hindering any hopes of securing a conviction.

EW YORK -- A federal lawsuit claims many people with disabilities are being excluded from New York state's expanded absentee ballot program. To help keep voters safe during the COVID-19 pandemic, New York is allowing anyone to apply for an absentee ballot that can be mailed in rather than going to the polls. But many people with visual or physical disabilities such as paralysis, dystonia and tremors cannot independently and privately mark a paper ballot. According to Susan Dooha, executive director of the Center for Independence of the Disabled New York, New York already has an alternative system that could work.

"What better way to celebrate than to enfranchise New Yorkers with disabilities?" The court filing is online at dropbox.com. "People in the armed services and Americans overseas already can vote by an email ballot that is sent to them," she said. The lawsuit, filed in the Southern District of New York, seeks reforms to voting practices in time for the June 23 primary election.

New York ("Center for Independence of the Disabled New York").

Dooha noted that at least six other states have online absentee voting procedures that work for people who are blind or have low vision, or who cannot use their hands to fill in a paper ballot. "We believe that is easily within reach," she said. "Maryland has offered us their solution, as it has to other states."

Other states that already have online absentee voting include Colorado, New Mexico, Ohio, Oregon and West Virginia. Dooha pointed out that accessible voting has been an issue in New York for

NEW ENGLAND EPISCOPAL BISHOPS DENOUNCE TRUMP CHURCH 'PHOTO OP'

Bishop Rob Hirschfeld of the New Hampshire Episcopal Church, who drafted the statement, said he feels the church was trespassed upon.

ONCORD, N.H.

"The blatant use of religious symbols merely to exploit the backdrop and the symbols of our faith -- a Bible, a religious setting -- in order to say, 'I have the church behind me,' and he certainly does not have the Episcopal Church behind him in this," Hirschfeld said.

Hirschfeld stressed that the Episcopal Church has congregants from all political backgrounds. He described church leaders in New England and around the country as "united" in objecting to the presidential photo opportunity at St. John's.

ONCORD, N.H. -- New England's Episcopal bishops unanimously are calling out President Donald Trump's appearance in front of St. John's Episcopal Church in Washington, D.C., on Monday as "disgraceful and morally repugnant." In an unprecedented move, they released a statement on Tuesday, also condemning law enforcement use of force and tear gas to clear a path for the president through peaceful demonstrators. Trump's display of the Bible in front of the church, without quoting Scripture, also disturbed them.

New England bishops wrote that the real injustice is the continued oppression of and violence against people of color in the United States. The protest was in response to the police killing of George Floyd, a 46-year-old black man, by a white police officer in Minneapolis. Bishop Thomas Brown of the Maine Episcopal Church echoed the need for healing. "The real concern here is addressing the inequality and the pain that people throughout this land have been trying to say and have been wanting us to address," he said. "So, we who are white, we who have authority and privilege -- we need to be listening, and we need to be bringing people together." The Episcopal bishops of New Hampshire, Connecticut, Maine, Massachusetts, Rhode Island and Vermont signed the letter. More information is online at episcopalnewsservice.org.
