Thefigures for the number of victims of firearms in the United States are tragic, devastating and unacceptable:

• Firearms are the leading cause of death among American children and adolescents.

• One in 10 deaths by firearms corresponds to children under 19 years of age.

• Four out of 10 adults in the United States live in a home where there is at

least one firearm.

• About half of firearms deaths are suicides, followed by murders. Only a minor amount are accidents.

• About 433 million firearms are in the hands of US civilians.

• Only 6 million of the total guns owned by adults have been legally registered, according to the Pew Research Center.

The dramatic statistics reflect the reality of a perfect storm in the society of the United States: a disproportionate number of firearms, the politics of debate over common sense regulations, the insufficiency and inequity in mental health services and a perverse influence of organizations in favor of licentiousness in the acquisition and possession of firearms.

Only in the United States is there a preventable and deadly epidemic: gun violence and student massacres.

Many of us believed that the massacre of children at Sandy Hook Elementary School in Newtown, Connecticut in 2012 would be the watershed moment that would change the national debate on gun control. We were wrong. The hemorrhaging of deaths continues and the national ban on AR-15 style assault rifles has yet to be reinstated.

But as the United States celebrates National Gun Violence Awareness Month in June, it's not all bad news.

An increasing number of states in the country have approved the so-called "Red Flags Laws", which allow family members, law enforcement officers and others to request in court the temporary removal of firearms from people who pose a risk to themselves and to others.

Some of those states include California, Colorado, Connecticut, Delaware, Florida, Hawaii, Illinois, Indiana, Maryland, Massachusetts, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, Virginia, and Washington.

Faced with insufficient progress in Congress, the states are setting the example. Those politicians who claim that no legislation will be able to prevent each and every massacre with firearms are not doing their job.

Thousands and thousands of people dress in orange this month, in honor of Hadiya Pendleton, a 15-year-old girl with a promising future who was killed with a firearm in Chicago in 2013, just a week after participating in the inaugural parade of then President Barack Obama.

We cannot allow the death of Hadiya or the angels of Sandy Hook or the youth of Parkland and thousands upon thousands more to be in vain. Let's wear the color orange today, this month and until the November 2024 election day, join local groups and raise our voices, because a national outcry is unstoppable.

TEACHERS' UNION CALLS FOR SOCIAL MEDIA INVESTIGATION SINDICATO

DE MAESTROS PIDE INVESTIGACIÓN SOBRE

REDES SOCIALES

Meta, the parent company of Facebook and Instagram, is brushing off calls to investigate the effect its social media platforms have on children's mental health.

Last week shareholders rejected a proposal to hire an independent law firm to evaluate the effectiveness of Meta's audit and risk oversight committee.

The resolution alleges the company regularly breaks pledges to remove content harmful to children.

American Federation of Teachers President Randi Weingarten spoke out in favor of the resolution.

"In classrooms and communities across the country," said Weingarten, "AFT members are witnessing firsthand the impact of students suffering from anxiety, bullying, trauma, body dysmorphia and the eating disorders - as a direct result of exposure to images on Instagram, as well as the violence glorified on Meta's platforms."

Meta's proxy statement advised a "no" vote, saying the company already prohibits harmful content and provides parents tools to monitor their children's activity online.

Last week the U.S. Surgeon General issued a 19 page advisory on adolescent social media use, saying it is predictive of a decrease in life satisfaction for girls 11 to 13 years old and boys 14 to 15. Weingarten is a member of the AFL-CIO Executive Council. The labor organization's pension fund holds significant shares in the company, and it introduced the resolution at last week's Meta shareholder's meeting.

She said we need more clarity on what Meta is doing to protect children.

"While Meta's audit and risk oversight committee is charged with evaluating risks," said Weingarten, "shareholders have no idea how the committee operates, what information it considers or whether it just cedes its authority entirely to CEO Mark Zuckerberg."

The White House recently called for changes, alleging that Meta uses "manipulative design techniques embedded in their products to promote addictive and compulsive use by young people to generate more revenue."

The Federal Trade Commission is calling for a ban on collecting young children's data.

4 WAYS PARENTS CAN HELP THEIR YOUNG DRIVERS BE ROAD READY

4 MANERAS DE AYUDAR A SUS HIJOS ADOLESCENTES A ESTAR PREPARADOS PARA CONDUCIR ESPAÑOL ENGLISH

BPT

Doyou remember the excitement of getting your driver's permit and license? For teens, driving represents freedom and independence. However, they must understand it's a privilege with serious responsibilities.

You may be feeling some anxiety about your teen driver, but you can help prepare them for this important milestone. Before letting your teenager behind the wheel, check out these four tips that can help them get ready to hit the road.

1. Drill the basics

Before you hit the road, train your teen on the basics. Show them how to adjust the seat, steering wheel and the side and rearview mirrors to suit their needs. Make sure they can locate the car registration, insurance card and car manual and discuss situations they'll need to pull them out.

Also, take a few minutes to review the vehicle controls and demonstrate how each works. For example, point out and explain the dashboard controls, turn signals, headlights, safety features like airbags and seat belts, wipers, emergency lights, parking brake and release, engine on/off and warning indicator lights.

2. Review rules and responsibilities

Talk with your teens about the rules and responsibilities of driving so they can get themselves and their passengers safely from Point A to Point B. It's especially important to emphasize that driving requires their full attention and that removing or reducing distractions, such as their phone, is essential.

According to the National Highway Traffic Safety Administration (NHTSA), a teen's chances of crashing increase six times when dialing a phone and 23 times when texting. Meanwhile, State Farm's 2023 Distracted Driving survey found that drivers who had their license for five years or less

were significantly more likely to use smartphone apps and record and watch videos while driving than drivers who had been licensed for more than 10 years.

Let your teens benefit from your driving knowledge and experience. Share stories about distracted driving and the outcomes for drivers, passengers and pedestrians. These stories can help them understand that even a momentary distraction can lead to serious consequences.

3. Practice driving at night

Experienced drivers know driving at night is more difficult than during the day. Practice is essential to staying safe while driving in the dark.

More than half of the State Farm survey respondents did not have nighttime driving practice while learning to drive. Nearly half did not feel they had sufficient driving practice overall before getting a license. Make sure your young driver gets some nightdriving experience so you're both more comfortable with evening outings.

4. Be a good role model

Your teen's driving education starts at home. You can't rely solely on driver's education class to teach your teen the rules of the road and safe driving practices. Model safe driving practices by remembering to buckle up and always keep your hands on the wheel and your eyes on the road.

Also, when you're in the driver's seatwhether it's to the grocery store, school or sports practice - use the trip to explain the choices you're making behind the wheel. You can also share tips you learned from your driving experiences that may not be covered in class.

Be proactive and get your teen road ready this summer. Using these four tips and other Teen Driving 101 tips from State Farm, you can ensure your teen is prepared to get behind the wheel.

AMICUS BRIEFS FILED IN CA ELDER ABUSE , ARBITRATION CASE

ESCRITOS DE AMICUS PRESENTADOS EN CASO DE ARBITRAJE DE ABUSO DE PERSONAS DE LA TERCERA EDAD DE CA

ENGLISH

Suzanne

California

Thisweek, four advocacy groups have filed an amicus brief in a case before the California Supreme Court involving allegations of elder abuse and the use of arbitration.

A skilled nursing facility, Country Oaks in Pomona, is trying to compel arbitration in a case where the patient, Charles Logan, gave his nephew power to sign healthcare documents but did not give him power of attorney - and later Logan sued Country Oaks, alleging negligence.

An appellate court decided the nephew had no legal standing to sign the mediation agreement as part of the intake forms.

Jessica Pezley, senior staff attorney with the advocacy group Compassion & Choices, contended the California Supreme Court should uphold that prior decision.

"The healthcare decisions law only concerns healthcare decisions," said Pezley. "It does not concern decisions affecting future legal rights. And so, when somebody signs an advance directive, nowhere in their mind, are they thinking they might be waiving their constitutional right to a jury trial."

Country Oaks argues the mediation agreement should remain in force.

Logan has since passed away. Federal policy under the Centers for Medicare & Medicaid Services states that mediation agreements are strictly optional and cannot be required for admission to a facility.

Pezley said corporate mediation is often weighted in favor of the defendant.

"By compelling arbitration, Logan would not have had his constitutional right to have a trial by jury," said Pezley. "Instead,

he would go in front of an arbitrator, which tend to be in favor of corporations - just because corporations are the ones who are tending to use arbitration on a repeat basis."

Logan's estate is now pursuing the case. The California Supreme Court has not yet announced a hearing date.

A BREAK FOR RENTERS? CALIFORNIA CONSIDERS REINING IN HIGH SECURITY DEPOSITS

A bill would hold security deposits to one month’s rent, not three. The California Apartment Association says it could drive up rents, making it harder to find a home.

¿UN ALIVIO PARA INQUILINOS? CALIFORNIA CONSIDERA CONTROLAR LOS ALTOS DEPÓSITOS DE SEGURIDAD PARA LA RENTA ESPAÑOL ENGLISH

Alejandra Reyes-Velarde CalMatters

Mostrenters know securing housing isn’t as simple as finding the perfect place.

California’s renters must save up thousands of dollars to provide security deposits that can legally be as much as two months’ rent, or three months’ for furnished units.

Add in the requirement that renters put up the first month’s rent before they can move in and low-income families are most likely to give up hope of finding a home.

The state Assembly on May 22 passed a proposal that could change that.

Assembly Bill 12 would limit security deposits to one month’s rent, regardless of whether a unit is furnished or not. If the bill passes and gets Gov. Gavin Newsom’s signature, California could become the 12th state to limit security deposits.

“Security deposits present barriers for people to move into apartments, which can lead them to stay in apartments (and) in homes that are too small, crowded or even unsafe,” said Matt Haney, the Democratic Assemblymember from San Francisco who authored the bill. “In other cases, people take on debt or financial burden that leaves them unable to afford other necessities.”

Haney said the bill has attracted widespread support in the Assembly, including from lawmakers who are landlords as well as labor organizations representing teachers, nurses and grocery store workers.

Assemblymember Diane Dixon, a Republican from Newport Beach, was among the Nos in the 53-14 vote. She cited concern about the bill’s potential to reduce the housing supply.

“The more we over-regulate people’s ability to offer a successful product, the scarcer it will become,” she said in a statement. “Landlords charge security deposits to cover potential damages and any unused funds are returned to the renter.”

Like a downpayment

Haney said the issue caught his attention when a janitor in his district described living with his wife and three children in a one-bedroom apartment.

“He wanted to move into a larger unit so his kids didn’t have to sleep in the same room as him and his wife,” Haney said. “He said he could afford the rent, but he couldn’t afford the deposit and first month’s rent to move in. Unfortunately that’s not an uncommon situation.”

In California, the median rent for a two-bedroom apartment is $2,538 and for a three-bedroom home is $3,795 according to Zillow. For a $3,000-a-month unfurnished unit, a landlord can charge as much as $9,000 for a security deposit and the first month’s rent.

“People are being asked to pay the equivalent of the down payment of a home in many parts of the country just to move in,” Haney said. “It’s really untenable.”

Tina Rosales, housing attorney and policy advocate with the Western Center on Law & Poverty, said the bill could help fight homelessness.

She came across a San Francisco apartment that called for $10,000 up front, including a security deposit, first month’s rent and fees.

“That’s a lot of money for anybody,” she said, “but especially for low-wage workers, and particularly for Black, Latin and indigenous households. No one can afford market rate housing, plus first, last and two months of security deposits, on top of other excessive fees landlords are permitted to charge.”

Alternatives to security deposits

Debra Carlton, spokesperson for the California Apartment Association, said the landlord group is disappointed that Haney did not consider alternatives.

“The vote on the bill came earlier than we thought, and we had hoped that he would work with us to find perhaps a different solution, but obviously that didn’t happen,” she said.

Carlton said security deposits are important because they allow landlords to pay to repair damage to units. And, should an eviction be necessary, deposits help landlords cover those costs. The average court eviction can take as long as six months and cost an average of $10,000, the association said.

Carlton suggested tenants participate in insurance or bond programs, which could help cover potential damages, like security deposits.

“People are being asked to pay the equivalent of the down payment of a home in many parts of the country just to move in.”

-MATT HANEY, DEMOCRATIC ASSEMBLYMEMBER FROM SAN FRANCISCO

She added that the bill could force landlords to increase rents and become stricter when vetting tenants, ultimately making it harder for tenants to find housing.

Haney said his staff met with the California Apartment Association and he is open to talking with them, but he believes the limits are necessary.

He said he would consider amending the bill to exempt homeowners who rent out a single room or a guest house.

GAVIN NEWSOM WANTS RON DESANTIS CHARGED WITH ‘ KIDNAPPING ’ MIGRANTS. IS THAT POSSIBLE?

Thereare lots of thorny legal problems with filing kidnapping charges against a rival governor, but the most important one is simple: Proving that the chief executive of the other state is, in fact, responsible for luring migrants onto a plane under false pretenses.

But Gov. Gavin Newsom, on Twitter, is threatening to do just that after two recent flights delivered 36 people to Sacramento. The first flight arrived Saturday and a second arrived on Monday morning.

Though neither flight originated in Florida, California’s governor put the blame squarely on the Sunshine State, as he did last year when planeloads of migrants were flown into Sacramento and Martha’s Vineyard, Mass.

“You small, pathetic man,” Newsom tweeted at Florida Gov. Ron DeSantis on Monday morning. “This isn’t Martha’s Vineyard. Kidnapping charges?”

Newsom then linked to the California criminal code statute on kidnapping, specifically the section on bringing someone into the state against their will.

Newsom also made noise last year when requesting the federal government investigate the previous flights, but so far, the U.S. Department of Justice has not made public any such investigation.

Immigrant advocates said on Monday that the human consequences of federal inaction last year are arriving tired and hungry in Sacramento this week.

“I think it was a mistake to dismiss these flights as a stunt in September,” said immigration and border consultant Chris Rickerd. “It was a mistake not to stop the escalation then.”

A spokesperson for California Attorney General Rob Bonta told The Associated

Press that the migrants were transported through a program run by Florida’s Division of Emergency Management and carried out by the same contractor paid by the state of Florida to fly migrants from Texas to Martha’s Vineyard in September.

“While we continue to collect evidence, I want to say this very clearly: Statesanctioned kidnapping is not a public policy choice, it is immoral and disgusting,” Bonta said in a statement.

Brian Hofer, an attorney and executive director of the Oakland-based nonprofit Secure Justice, which advocates against what the organization deems to be state and corporate overreach, said the legal ground is “messy” for determining charges, much less where to file them.

“You took people from one state, on flights which are funded by another state, dropped them off in a third state, and you’re going to say they were coerced or taken under threat of force?” Hofer said. “What court do you bring that in?

“It’s just a mess. The legal ground is certainly messy.”

Mark Meuser, a San Francisco-based constitutional and election law attorney, disputed Newsom’s legal reasoning in a tweet on Monday.

“Can you please cite one

Florida law that prohibits the transportation of individuals who are in this country illegally to a sanctuary state?” wrote Meuser, a Republican who ran against U.S. Sen. Alex Padilla in last November’s election.

Gavin Newsom called for Justice Department investigation

White House press secretary Karine Jean-Pierre called the flights “dangerous and unacceptable” on Monday, but the Biden administration’s response to previous migrant flights has been, at the very least, out of public view.

Newsom in September asked the U.S. Justice Department to investigate whether the flights could be considered kidnapping under state laws. If they could, he wrote, then the U.S. Justice Department should get involved

because they could be considered violations of the federal Racketeer Influenced and Corrupt Organizations Act.

In September, Rachael Rollins, former U.S. Attorney for the District of Massachusetts, pledged to “look long and hard” at potential charges. But Rollins has since resigned, and it’s unclear where that investigation led. The U.S. Attorney’s Office in Massachusetts did not return calls from CalMatters on Monday.

DeSantis’s office also didn’t return calls and emails from CalMatters. Florida’s Republican-controlled legislature has set aside $12 million for the migrant flights.

Bonta, as California’s attorney general, also didn’t file state charges related to those September flights, and it’s unclear what would be different this time. Bonta did not responded to re-

quests for comment from CalMatters.

Newsom’s office released a statement late Monday that expressed support for Bonta’s investigation into the flights.

“As to specific charges and laws that may have been violated, that will ultimately be determined by the attorney general’s office,” Newsom spokesperson Daniel Lopez wrote.

It’s one thing to know the planes came from Florida and another to connect those flights directly to DeSantis. But at least one investigation into that connection is continuing, as the sheriff in Bexar County, Texas, has turned over the results of a criminal investigation into DeSantis for his alleged role in transporting 49 migrants from San Antonio to Martha’s Vineyard last year.

The Texas Tribune reports that the Bexar County Sheriff’s Office recently filed several counts of unlawful restraint, both misdemeanors and felonies as a result of the investigation, but didn’t name individual suspects. The investigation has been turned over to the Bexar County District Attorney.

Sacramento surprised by migrant flights

California was caught unaware by the latest arrivals, who were diverted to

a small airport in the city and met by local outreach groups and law enforcement.

Sacramento County spokesperson Kim Nava said the migrants left from Texas and changed planes in tiny Deming, N.M., before arriving in California.

“The county did not know the flight was coming in,” she said. “We don’t have communication (with the state of Texas) at this time.”

Sacramento Mayor Darrell Steinberg said the migrants were being used as “political pawns.” He said he’s focused on “making sure the people who landed here are cared for, and that’s our job.”

Steinberg, a Democrat who is considering a run for attorney general, said he supported a review of whether criminal charges should be filed.

“I mean, I think we ought to, you know, await the result of an investigation, but certainly, an investigation into potential criminal culpability is warranted,” he said.

Each of the migrants carried a clear plastic bag, inside of which were papers directing them to immigration courts, some as far away as Chicago, according to an advocacy group that has been supporting them. Landing in California could make it more difficult for those individuals to reach their court appearances.

“So they’re not even trying to get them closer to families or closer to their court,” said Lydia Guzman, national immigration chair for The League of United Latin American Citizens. “This is all politics.”

Guzman said the organization also demanded action from the federal government in September.

“We inquired with the (U.S.) Department of Justice, we wanted them to look at who was behind all of this,” Guzman said. “We never heard back from DOJ on this issue.”

DOLLY PARTON’S IMAGINATION

LIBRARY TO BE STATEWIDE IN CA

Millions of Californian children will be eligible to receive a monthly English or Spanish book.

Selen Ozturk Ethnic Media Services

On Tuesday, June 6, California launched a statewide Imagination Library Program.

Through Senate Bill 1183, which established the statewide rollout of Dolly Parton’s nonprofit program, every Californian under the age of 5 will be eligible to receive a free monthly book in the mail. The bipartisan bill was written by Shannon Grove (R-Bakersfield) and Senate President Pro Tempore Toni Atkins (D-San Diego) in partnership with the Dollywood Foundation, and signed by Governor Newsom on September 30, 2022.

California is the 15th and largest state to launch this program statewide, and the first to offer bilingual book options (English and Spanish). The bill allows a one-time $68.2 million state budget fund to launch the program, by which the Imagination Library Foundation under the administration of the California State Library will deliver books through local partners in each county.

Since Parton established the Imagination Library in her home Tennessee County in 1995, the program has gifted over 186 million books across five countries.

“Before he passed away, my Daddy told me the Imagination Library was probably the most important thing I had ever done,” Parton has said of the program. “I can’t tell you how much that meant to me because I created the Imagination Library as a tribute to my Daddy. He was the smartest man I have ever known, but I know in my heart his inability to read probably kept him from fulfilling all of his dreams.”

Community involvement

Greg Lucas, who has been California’s 25th State Librarian since March 2014, said, “One of the strengths of this program is the community involvement that it fosters … partners which sign up kids in their community can be a school district, a Friends of the Library, a rotary club or other service organization, or a First 5 office, to name a few.”

Of the 2.4 million eligible children across California’s 58 counties, only 1% were enrolled in an existing Imagination Library program in the state when SB1183 was passed in fall 2022, while one out of every 10 children in the country then received a monthly book.

Lucas said that, before the statewide rollout, the Imagination Library was “available to any kid who wanted to join in 20 counties around California … in about 40 locations.” Now, “The state will write a check for 50% of the cost of each book that goes to kids. The books are free to kids, but local partners have to come up with the cost of mailing and printing. That’s

LA BIBLIOTECA DE LA IMAGINACIÓN DE DOLLY PARTON LLEGARÁ A TODO EL ESTADO DE CALIFORNIA

about $2.60 a month, and now the state is picking up half of that.”

Countering the tide of book bans

This accessibility comes as a counter to the wave of school and library book bans which, since 2021, has spiked in other states — particularly Texas and Florida — to a 20-year high.

“Of the states that have passed these laws that restrict the sorts of books that can be on shelves and subject librarians to penalties … you can trace back most of these challenges to about 11 people,” Lucas said. “So it isn’t about lots of people supporting the removal of books. It’s a few people creating the fear of having to go through all these challenges in the first place.”

He continued, “If you’re a local or school librarian, the school board and other community and parent groups are involved, and the result is that people are reluctant to put the book on the shelf. It creates this climate of fear and self-censorship, which is probably the objective.”

Governor Gavin Newsom, Attorney General Rob Bonta, and State Superintendent Tony Thurmond sent a joint letter to school administrators across the state cautioning them against book bans, noting legal mandates around providing access to diverse perspectives and curricula.

“Access to books – including books that reflect the diverse experiences and perspectives of Californians, and especially, those that may challenge us to grapple with uncomfortable truths – is a profound freedom we all must protect and cultivate,” the letter read.

As for distribution, the Imagination Library chooses books — all published by Penguin Random House — through a panel of early childhood learning and reading experts; the first book that each child receives is “The Little Engine That Could.”

“California is the most diverse group of people that have ever been brought together as equals in the history of human civilization,” Lucas said. “Over 200 languages are spoken here. Of course, it’s a challenge to line up local partners to enroll as many of 2.4 million kids as possible to receive books every month until they turn five, but as Dolly Parton says, ‘You’ll never do a whole lot unless you’re brave enough to try.’”

“Building a home library is key to consistently getting books in kids’ hands, and this is key to raising strong readers,” he added. “Whatever the challenges that we face in this — in the words of Congressman John Lewis — it’s good trouble.”

Peter White Ethnic Media Services

DEBT CEILING DEAL AVERTS DEFAULT, WITH POOR AND ELDERLY PAYING THE PRICE

Held for ransom by Republicans, the debt ceiling deal Biden signed Saturday leaves those on the lower rungs with less support even as the nation’s debt continues to mount.

Peter White Ethnic Media Services

Thedebt ceiling deal brokered last week between Democrats and Republicans staved off potential economic disaster. But experts say the bill will have long-term consequences for those on the lower rungs of the economic ladder.

There is also growing concern about the nation’s mounting debt and what that means for the many federal programs that millions rely on.

“We know those effects would have been felt deeply, very deeply by people who are the least economically secure,” says Shannon Buckingham, Senior Vice president at the Center on Budget and Policy Priorities, speaking about the potential consequences of a default.

“Sixty-five million Social Security beneficiaries could have seen their benefits delayed, six million veterans and their survivors could have had their benefits held up. Families could have seen their monthly rental assistance, food assistance, childcare delayed,” Buckingham said.

Without a deal we could have seen a loss of 7-8 million jobs and a spike in unemployment. Buckingham spoke with reporters Friday during an Ethnic Media Services press briefing, one day ahead of President Biden signing the deal, extending the debt limit through 2025 and ensuring the US avoids a first-ever default.

Increased hunger, poverty for older adults

Shannon Buckingham, Senior Vice President for Communications and Senior Counselor, Center on Budget and Policy Priorities, explains how the new work requirement for older adults on the Supplemental Nutrition Assistance Program puts these recipients at risk.

Buckingham called out Republicans for using the debt ceiling as a hostage to force deeply unpopular and harmful policies that they could not pass when they held full control of Congress.

“We saw the extreme nature of their demands in the bill that (the Republican-controlled House) passed a few weeks ago. Fortunately, the ultimate agreement that was reached avoided much of the damage that that bill would have inflicted,” she said.

The bipartisan deal, which passed despite resistance from far-right GOP lawmakers in the House, has some bad news for people who struggle to make ends meet. For example, a work reporting requirement for low-income older adults who receive SNAP benefits will increase hunger and poverty for people, age 50-54. Buckingham said many people in that age group are in poor health and can no longer do the physically demanding jobs they once held. “And so many will lose the basic assistance that they count on to buy groceries,” she says.

People can get a medical waiver, but the process is notoriously laden with red tape and just doesn’t work, Buckingham added.

“We applaud Congress’s willingness to avoid default,” says Rachel Snyderman, Senior Associate Director of business and economic policy for the Bipartisan Policy Center in Washington.

The deal targets discretionary spending – about one quarter of the federal budget – and Snyderman says we have seen political brinkmanship surrounding the debt limit intensify in the last decade.

“We’ve started to see the debt limit be kind of a hostage-taking device. It’s the only time when both parties come together to have fruitful, meaningful discussions about fiscal policy,” she says.

‘Time to act’ on debt

Rachel Snyderman, Senior Associate Director, Business and Economic Policy, Bipartisan Policy Center, says the debt ceiling does not address the need for revenue beyond cutting taxes.

“The interest on our debt is going to outpace our spending on Medicaid next year. It’s going to become the largest federal expenditure within the next 30 years,” Snyderman warned.

She then listed things the government won’t have money to pay for when interest payments become the nation’s largest expense. They include critical social programs that millions of American families rely on, spending for defense in our military, and foreign aid investments in clean energy, and education.

“It’s time to act now,” she says.

The national debt of $31 trillion amounts to about one third of the total sovereign-debt market.

“Before we’re even talking about default, we’re seeing a reflection of increased risk aversion among global investors holding and buying our debt,” says Snyderman.

Increased yields that investors demand on treasury notes only drive up our costs to borrow, but those are then paid for by taxpayers. If we were to default, there would likely be a rapid decrease in demand for US securities and negative shocks to economies around the world.

Two years from now Republicans could force another game of political brinkmanship to cut back social programs like Social Security and Medicare.

Eliminating the debt ceiling

Could the debt limit be suspended for a longer period of time or eliminated altogether?

“The answer is absolutely one hundred percent,” says Lindsay Owens, Executive Director of the Groundwork Collaborative, a left-leaning think tank in Washington.

“There is no sort of glory in the fact that it is bipartisan. You know, we should not be in a position where the American government is getting within a week of defaulting on its obligations.”

Owens stressed that the debt ceiling isn’t about future spending. It’s about paying bills on spending that’s already been incurred.

“So, this lifting the debt ceiling has absolutely no bearing on fiscal matters moving forward,” she says. As a structural matter, the budget and talking about fiscal matters is mostly unrelated to the debt ceiling, she says.

“It’s because a contingent of Republicans in Congress insisted on tying a budget fight to the debt ceiling elimination, right? So, the pairing of these two things is strictly artificial and strictly a political construction, not a requirement of lifting the debt ceiling.”

Reducing the newly approved IRS budget will deprive the agency of the staff and technology it badly needs to crack down on tax evasion and ultimately cost the U.S. millions of dollars, says Lindsay Owens, Ph.D., Executive Director, Groundwork Collaborative.

Getting our fiscal house

in order

The IRS budget cuts of $21.4 billion over ten years included in the bill actually results in a net increase to the deficit, Owens says.

“That’s because it results in foregone revenue collection by the IRS. So that’s just a really important piece of the deal,” she says.

The deal freezes discretionary funding for one year and increases it by 1% in the second year. But if you consider inflation is running about 5%, Owens says it means less housing assistance, fewer slots for toddlers to go to Head Start, less services for seniors, and the like.

Denmark does a better job than the U.S. handling its debt, Owens notes, adding that while these are politically motivated discussions, there is a way forward.

“We have to have the political courage to get our fiscal house in order.”

While we fault other countries for their sluggish economies, the U.S. continues to live beyond its means.

“As the world’s strongest economy, we’re leaving default on the table for purely political reasons, not because we don’t have access to capital markets, which differentiates us from the crises that we’ve seen in Greece and Argentina and Venezuela, for example,” Owen says.

EARTHTALK Q&A: GREENER AC

Dear EarthTalk: With summer bearing down on us, are there any environmentally friendly air conditioners out there? --Fred Johansen, Grand Rapids, MI

ENGLISH

Roddy Scheer & Doug Moss EarthTalk

Air conditioners are essential for keeping us cool and comfortable during hot summer months, but their environmental impact cannot be ignored. Traditional air conditioning units consume significant amounts of energy and rely heavily on refrigerants that contribute to global warming. However, the good news is that there are several environmentally friendly air conditioning options available today.

One notable advancement is the development of energyefficient air conditioners. These units are designed to use less electricity, reducing their carbon footprint and lowering energy bills. Energy Star certified air conditioners are a reliable option to consider. They meet strict energy efficiency standards set by the U.S. Environmental Protection Agency (EPA) and can help reduce energy consumption by up to 15 percent. By choosing an Energy Star certified model, consumers can make a positive impact on both the environment and their wallets.

Another eco-friendly air conditioning solution gaining popularity is the use of evaporative coolers, also known as swamp coolers. Unlike conventional air conditioners, which use refrigerants and compressors to cool the air, evaporative coolers work by passing air over watersoaked pads, causing evaporation and cooling the air. These units consume significantly less energy than traditional air conditioners and are a suitable option for dry climates. However, they may not be as effective in areas with high humidity.

In recent years, researchers and engineers have been exploring more sustainable alternatives to refrigerants used in air conditioners. One such alternative is hydrofluoroolefin (HFO) refrigerants, which have a much lower global warming potential compared to hydrofluorocarbon (HFC) refrigerants commonly used today. HFOs are less harmful to the ozone layer and have a significantly lower impact on global warming. Some manufacturers have already started producing air conditioners that use HFO refrigerants, offering a greener cooling solution.

Additionally, there is a growing trend towards the use of

geothermal heat pumps for cooling purposes. These systems utilize the constant temperature of the earth to provide cooling, rather than relying on electricity to generate cool air. Geothermal heat pumps are highly efficient and can save up to 30-60 percent on energy costs compared to traditional air conditioners. They also have a longer lifespan and require less maintenance. While the initial installation costs may be higher, the long-term environmental and financial benefits make them a viable option for those looking to minimize their ecological impact.

Finally, it is essential to consider sustainable design and proper maintenance practices when using air conditioners. Optimizing insulation, reducing air leaks, and shading windows can help reduce the load on air conditioning systems. Regular maintenance, such as cleaning filters and ensuring proper airflow, ensures that the unit operates at maximum efficiency.

While there is no one-size-fits-all environmentally friendly air conditioner, consumers now have several options to choose from. Energy-efficient models, evaporative coolers, HFO refrigerants, and geothermal heat pumps are all promising alternatives that can help reduce the ecological footprint of cooling our homes and buildings. By making informed choices and adopting sustainable practices, we can stay cool without compromising the health of our planet.

In the face of climate change and growing energy demands, it is encouraging to see advancements in air conditioning technology that prioritize energy efficiency and environmental responsibility. As consumers, we have the power to support and demand these eco-friendly solutions, driving the transition towards a greener future.

Remember, staying cool doesn't have to mean heating up the planet!
