nformation Technology has changed dissemination of good, factual, truthful and useful information in ways that were not foreseen. EO readers are encouraged to google and read the Declaration of Independence (1776) and the U.S. Constitution to personally acquire direct knowledge of these two documents. If American Democracy is to be adopted by more nations throughout the world, then the American version needs to become known and practiced by its residents. Its citizenship is being suppressed by efforts of certain white supremacists and oligarchists who want to ensure that their AngloSaxon folks continue to be the dominant political decisionmakers in America. Residents need to know firsthand that the original ideal of one vote which is counts per registered citizen is the basic law and ideal of this American nation. America is the largest and oldest democracy on earth which provides governance by the people, for the people, and with the people as first described this way by former President Abraham Lincoln in The Gettysburg Address.

There are today those who support this ideal of governance, but I would be remiss not to inform you that certain groups are working diligently to suppress having an accurate census. An accurate resident count which includes all who reside in existing state jurisdictions. It is the state which registers citizens as voters; it is the Federal government which decides who is a documented resident or undocumented plus who is qualified to become a Naturalized Citizen”. Those individuals who were born in established jurisdictions (including Puerto Rico and District of Columbia) have citizenship by birthrights. Keep in mind that the 2020 Census ideally must count all residents, whether citizens or not; whether undocumented or not. The goal is to count each individual resident living within the American National borders. The 2020 Census data is not shared with any federal or state jurisdiction. All those who are counted (i.e., participate) are assured that their personal information is not provided to any other jurisdiction, such as the Department of Homeland Security's Immigration and Customs Enforcement (ICE). Every residential individual (including all young children) must be counted. The goal is a total count of all residents regardless of their legal residential status.
A correct count is used to determine how many elected officials will be in the House of Representatives” (based upon total resident count). Each State is represented by only two Senators in the U.S. Senate. It is the House and the Senate who vote approval (or rejection) of all allocations of resources to different federal programs. An undercount will lower the level of funding for programs which address health care; education; housing, and infrastructural services. Voter suppression has been implemented in those states having conservative Republicans in office as Governors. Gerrymandering, Jim Crow laws, limitation of precinct poll stations, and setting inconvenient times to vote, these are all ways to suppress the votes cast during any election. Those state jurisdictions which are designed to ensure that one political party has an advantage is undoubtedly gerrymandered. Too often the redistricting is done by a commission whose members have a conflict of interest. It is best not to have any elected official appointed as a member of any redistricting commission may be guilty of having a conflict of interest. It is best to have redistricting commissions which have no elected officials appointed as members.
There is a need to have voting rights advisory commissions whose purpose is to provide community input and perform monitoring or oversight efforts which ensure that a jurisdiction's Registrar of Voters performs in an evenhanded fair manner. No groups of votes should ever be lost or remain uncounted. Adequate numbers of ballots need to be printed and made available at each and every polling site. And no political advocacy can be allowed in and near all polling sites. Most importantly, the Registrar of Voters must routinely purge the registered voter listing to remove those voters who have moved elsewhere or died. And the voting procedure must ensure that each and every voter has only one ballot. Vote-by-Mail systems could be made available to those voters who would have difficulty in getting to a polling site during any election. A few states already employ vote by mail ballots delivered to all registered voters as this enables each and every registered voter to cast a ballot at their convenience and without loss of a day's wages (very important for low income citizens). The 2020 Census is very important because of the need to have proportional representation which results in having elected officials who

TOY ADVENTURES, HUMAN SCALE STORIES: A LOOK INTO “TOY STORY 4” As the new sequel to one of Pixar’s most beloved franchises inches closer to release, we discover what this newest incarnation brings to the world of our favorite group of toys

Peep had always been an intriguing match for Woody’s character, one that the creators felt was worthy enough to bring back and create a payoff for in a new story.
ust shy of a quarter of a century ago an animated film told the story of children’s toys that had the ability to think, interact with the world, and most importantly, feel. That is the tale of “Toy Story”. After its revolutionary animated beginnings in 1995, the film series has continued to live in the hearts of new fans, years after the original generation of viewers grew up and had their own children.
Cooley says, “Woody and Bo have this relationship from the previous pictures, so there’s definitely an element of that. But it was clear it couldn’t just be that. It would become a tiny people movie as opposed to a “Toy Story” film. There’s a ton of adventure in it. I think of it as, “Raiders of the Lost Ark” isn’t a love story but it has that great romantic element in it.”
Propelled by its intriguing perspective of the world from a playthings angle, the “Toy Story” franchise has been one of pop culture and film’s undeniably classic stories. With the release this June 21 of “Toy Story 4”, Pixar aims to bring new emotional scope to the world of Woody and Buzz, by introducing new environments, new friends and foes, and the return of a memorable character that has the potential to uproot everything the toys believe in. Recently I was able to attend the media day for “Toy Story 4” at Pixar Studios, in Emeryville, California. I had attended several times before but this specific time it would be a truly awe-inspiring trip. We were going to get a look at the new sequel for what can be described the foundation for what we know as Pixar Studios is now. Not just in its technical advancements in animation, but behind the tech, the stories. The heart and soul that could be brought to inanimate objects, in a 90’s animation style that beforehand had been less close to human emotions and more creepy shiny dolls moving about. Pixar came with “Toy Story”, and with it, imagined a world full of opportunity and life. You could be an RC car, or a Cowboy from a TV show, in the world of “Toy Story”, your parts don’t matter, just your character. During a press conference at this event, Director Josh Cooley and Producers Jonas Rivera and Mark Nielsen gave us some insight into what exactly began the idea for a new “Toy Story” after the main protagonist Andy gives his toys away to a little girl named Bonnie at the conclusion of the third film. Well, it happened. In “Toy Story 4” Bonnie is entering kindergarten and during a preview day in class during arts and crafts, the lonely and miserable Bonnie sits at her own table and builds a spork friend, naming it Forky. Lo and behold, Forky becomes sentient and is freaking out because he’s alive, and not just in the waste bin after being used for his purpose as a food tool. The googly-eyed, red pipe cleaner-armed Forky is introduced to Woody and the gang at home,
Producer Jonas Rivera adds, “She represented something that would challenge his place in the world, and just lean into that. It was almost like a “Lady and the Tramp” analogy, one’s out in the world, “Why wouldn’t you want all this?” The other just wants to be at home. Woody is that. So [Bo] became this catalyst. All this change she’s done over the years, we thought she had the potential to change more than anything ever has.”

and although Woody is kind and accepting of him Forky continues to hate his new situation as a plaything. Bonnie’s family goes on a road trip and Woody and friends are brought along. As is with most of these films, something goes wrong or some toy gets lost. In this case, Forky falls out of the RV, and this spurs Woody and others to jump out and find him. As they explore the world around them and try to figure out how to get back to the RV, they arrive at a little town and find out that an old friend, Bo Peep, has managed to make a life out here. A Spork, and the “Midi-chlorian Question” When answering questions about the introduction of a character that’s essentially a child’s school art project made out of inanimate objects, Producer Jonas Rivera began explaining the first ideas for Forky, describing a situation where a kid at Christmas would open a toy and then play with a box instead of the actual contents inside. “If you were a toy it would be the worst insult.” That’s really what drove one piece of the concept of identity for “Toy Story 4”. Director Josh Cooley says of the inanimate objects having life, “It’s the truth of it, our kids do make craft projects, and they would be alive in this world”. Adding to that, once Bonnie writes her
name on Forky, “it seals the deal.” Asked about what prompted them to choose what is alive and what isn’t in the “Toy Story” universe, Cooley says, “Even in the first “Toy Story” where they say, “Oh well the lawn gnome across the street hasn’t seen them.” There are things in the world that are alive, but we just don’t see them. I kind of feel that it’s a little like a “Midi-chlorian” question.” Cooley references the “Star Wars: Episode I The Phantom Menace” film from 1999 which retroactively tries to explain what “The Force” is - intelligent, tiny particles in the body. It didn’t go over so well with fans, but in essence, having to go back and overexplain what and why things have life in “Toy Story” would be like the Midi-chlorian situation. Forky is a new toy and discovering what that means, plain and simple. The Return of Bo Peep Bo Peep is introduced as a porcelain shepherdess figurine in “Toy Story” and a romantic foil to Sheriff Woody. In the second film, she has short appearances and isn’t featured in the third. So why bring her back?
Woody’s worst fear, to be a lost toy, has always permeated the film's storylines. For Bo Peep to become the thing Woody has always feared was an interesting proposition for the crew of “Toy Story 4”. “We rallied around the idea of just keeping Bo as a [really] special and unique standout character that didn’t fall into tropes or anything that you typically see in an action film. It was very important to us that Bo had a different world view than Woody,” says Producer Mark Nielsen. In fact, Bo Peep is so critical to this movie that in the end, I won’t be surprised if she has a huge effect on this franchise, even if it ends with “Toy Story 4” or continues on in the future. As Cooley adds, “If you were to ask Woody as a character, ‘What was the biggest moment of your life?’ He would say, ‘It’s when I met Bo Peep for the second time.’ And that was our goal with this film, to make this meeting with her so powerful that it was deserving of “Toy Story 4”.” So, “Toy Story 4” brings in these new and evolved characters to bring new motivation to these toys, and a new understanding of the world around them. I, like Pixar and many fans, hope that this leads to a wonderful conclusion to the story of Woody and the gang, a journey that began in 1995.

ASHINGTON — El Servicio de Impuestos Internos urge a los contribuyentes que adeudan impuestos y no han presentado su declaración de 2018, que actúen antes del viernes, 14 de junio y eviten una multa mayor. La multa por no presentar se aplica si hay impuestos no pagados y el contribuyente no presenta una declaración de impuestos o no solicita una prórroga para la fecha límite de abril. Esta multa es usualmente el 5 por ciento del impuesto para el año en que se ha pagado para la fecha límite de la declaración original. La multa se cobra por cada mes o parte de un mes en que una declaración de impuestos está atrasada. Pero, si la declaración tiene más de 60 días de retraso, hay una multa mínima, de $210 o el 100 por ciento del impuesto no pagado, lo que sea menor. Reglas especiales de presentación Las reglas especiales afectan el cálculo de multas e intereses para aquellos que califican, como los miembros de las fuerzas armadas que sirven en zonas de combate (en inglés), contribuyentes que viven fuera de los EE.UU. (en inglés) y aquellos que viven en áreas declaradas zonas de desastre. Los contribuyentes en una zona de combate pueden extender aún más la fecha límite de presentación y pueden encontrar detalles en la Publicación 3, Guía tributaria para las fuerzas armadas, en inglés. Para los contribuyentes que viven y trabajan fuera de los Estados Unidos y Puerto Rico, o en servicio militar, la fecha límite para presentar es el 17 de junio. También tienen hasta el 17 de junio para presentar el Formulario 4868 (SP) para una prórroga hasta el 15 de octubre. Una prórroga de tiempo para presentar no es una extensión de tiempo para pagar cualquier impuesto adeudado. Cuando el presidente declara un área de desastre, el IRS puede posponer fechas límite para los contribuyentes que residen o que tienen un negocio en el área afectada. Si un contribuyente afectado recibe un aviso de multa por presentar tarde o pago tardío del IRS, y ellos presentaron o pagaron por la fecha límite establecido en el comunicado de prensa de aplazamiento de las fechas límites para presentar y/o pagar del IRS, deben llamar al número de teléfono que aparece en el aviso para ver si el IRS puede anular la multa debido al desastre. ASHINGTON — The Internal Revenue Service urges taxpayers who owe tax and have not filed their 2018 return to act before Friday, June 14, before a larger penalty kicks in. The failure-to-file penalty is assessed if there is unpaid tax and the taxpayer fails to file a tax return or request an extension by the April due date. This penalty is usually 5 percent of tax for the year that’s not paid by the original return due date. The penalty is charged for each month or part of a month that a tax return is late. But, if the return is more than 60 days late, there is a minimum penalty, either $210 or 100 percent of the unpaid tax, whichever is less. Special filing deadline rules Special deadlines affect penalty and interest calculations for those who qualify, such as members of the military serving in combat zones, taxpayers living outside the U.S., and those living in declared disaster areas. Taxpayers in a combat zone may be able to further extend the filing deadline and can find details in Publication 3, Armed Forces’ Tax Guide. For taxpayers living and working outside the U.S. and Puerto Rico, or on military duty, the deadline to file is June 17. They also have until June 17 to file Form 4868 for an extension until October 15. An extension of time to file is not an extension of time to pay any tax due. When the president declares a major disaster, the IRS can postpone certain deadlines for taxpayers who reside or have a business in the impacted area. If an affected taxpayer receives a late filing or late payment penalty notice from the IRS, and they filed or paid by the deadline stated in the IRS news release of postponement of the deadlines for filing and/or paying, they should call the telephone number on the notice to see if IRS can abate the penalty due to the disaster. Penalty relief may be available Taxpayers who have filed and paid on time and have not been assessed any penalties for the past three years often qualify to have the penalty abated. See the First-Time Penalty Abatement page on IRS.gov. A taxpayer who does not qualify for the first-time penalty relief may still qualify for penalty relief if their failure to file or pay on time was due to reasonable cause and not due to willful neglect. Taxpayers should read the penalty notice and follow its instructions to request this relief. For more information, see the Penalty Relief page on
IRS.gov. The IRS also expanded the penalty waiver for those whose 2018 tax withholding and estimated tax payments fell short of their total tax liability for the year. The penalty will generally be waived for any taxpayer who paid at least 80 percent of their total tax liability during the year through federal income tax withholding, quarterly estimated tax payments or a combination of the two. The usual percentage threshold is 90 percent to avoid a penalty. In addition to penalties, interest will be charged on any tax not paid by the regular April due date. For individual taxpayers it is the federal short-term interest rate plus 3 percentage points, currently 6 percent per year, compounded daily. Interest stops accruing as soon as the tax is paid in full. Interest cannot be abated. Payment options Many taxpayers delay filing because they are unable to pay what they owe. Often, these taxpayers qualify for one of the payment options available from the IRS. Taxpayers can use their online account to view the amount they owe, make payments and apply for an online payment agreement. These include: • Installment Agreement — Individuals who owe $50,000 or less in combined tax, penalties and interest can request a payment plan using the IRS’s Online Payment Agreement application. Those who have a balance under $100,000 may also qualify for a short-term agreement. An installment agreement, or payment plan can usually be set up in minutes. Requesters receive immediate notification of approval. Visit Payment Plans, Installment Agreements at IRS.gov for more information. • Offer in Compromise — Struggling taxpayers may qualify to settle their tax bill for less than the full amount owed by submitting an offer in compromise. See an allergist. Before the season kicks in, make an appointment with an allergist to find out exactly what is causing those itchy, watery eyes. Much like successful pain management involves getting in front of pain before it kicks into high gear, by taking your allergy medications before the worst symptoms develop, you’ll be doing a lot to alleviate those symptoms. 6. Commit to a thorough spring cleaning. It's not just to give the house a fresh look after the long winter. A deep clean will reduce allergens like mold, which build up in basements and other areas where you might not go every day. It’s also a great way to get rid of the pet hair and dander that have built up in places like your sofa. Wash throw rugs regularly, too, in hot water. 7. Wash the day away before going to bed. Take a shower and wash your hair before hitting the hay to rinse away pollen and other allergens you've picked up during the day. Similarly, wash your sheets and bedding once a week in hot water. 8. Use the AC. It’s tempting to throw open the windows and let that fresh spring air waft into the house. The only problem is, pollen and other allergens will waft in with it. Instead, use your air conditioner and make sure the filter is clean. Change your filter every three months and use one with a MERV rating of 11 or 12. With a few commonsense tactics, you can get ahead of your allergies and keep them in the rear-view mirror all season long. he Census Bureau has said it expects to hire about a half-million people nationwide to help in its all-important counting of everybody living in the United States, something the government has done every 10 years since 1790. That half-million hiring target is a sizable decrease from the last census, in 2010, when the bureau was more dependent on shoe leather than silicon to get the work done. Instead of the 635,000 people hired in 2010 to knock on doors to fill out questionnaires with people who hadn’t gotten theirs to the mailbox, in 2020, for the first time, the government is counting on people filling out their forms online. The half-million Census Bureau jobs are open to any U.S. citizen who can pass a background check, is at least 18 and possesses a Social Security number. In California, census officials project they will fill or already have filled about 12,800 positions. “It’s a relatively fluid number, just a projection,” said Celeste Jimenez, assistant regional census manager based in Los Angeles. That’s because for “enumerators,” the biggest category of census workers, the number of people hired will depend on how many people didn’t complete their census questionnaires promptly next year, leading the Census Bureau to hire people who know their PRESENTED BY communities and languages and can go out into the field and come back with completed PRESENTED BY questionnaires from the non-responders.

This year, the Census Bureau is focused on setting up and staffing offices across the country and checking and updating the list of addresses used to send people reminders and instructions on filling out the 2020 Census questionnaire online when it is released in mid-March. In California, where there will be 30 census offices up and down the state, the administrative jobs mostly already filled or due to fill soon (https:// census.gov/about/regions/los-angeles/jobs/ california.html) are expected to last all the way through till the census gathering is completed next summer, at a pay scale ranging from $18 to $51 per hour, depending on the assignment and the location. The next wave of hiring, for “listers” who will do the address verification work this year, is under way. Those jobs pay from $16.50 to $33 per hour and are expected to last only for a couple of months, including paid training. To apply for these positions, go to https://2020census.gov/en/jobs.html. Yolanda Lazcano, recruiting coordinator for the “Los Angeles Region” which covers the entire West Coast from California to Alaska, plus Hawaii, Idaho and Nevada is hoping to recruit 11,000 applicants for approximately 3,500 lister positions in California. Next year, after mailings are sent out with instructions on the legally required process of filling out the census questionnaires, the biggest wave
of hiring will begin: for “field staff” or “enumerators” to do the “non-response follow-up” work that in large part consists of knocking on doors at addresses where residents didn’t file completed questionnaires. These positions also will be filled through the Census Bureau website: https://2020census.gov/ en/jobs.html. The Census Bureau hopes that having people file their questionnaires online will yield billions of dollars in savings on the shoe leather it’s always needed to get those questionnaires completed. It expects at least half of the country’s more than 300 million people to take the online option. Nonetheless, Lazcano expects that each of California’s 30 census offices will need about 300 enumerators. In the past, with questionnaires submitted through snail mail, the cost per person of gathering census data had grown to $92 in 2010, from just $16 in 1970, as measured in constant dollars. The ability to bridge language barriers will be invaluable, and in fact is a requirement for some of the managerial positions the Census Bureau still has open in California, such as this one for a Spanish speaker in Bakersfield (https://census.gov/ about/census-careers/opportunities/positions/ region-field/cfm/LARO-CFM-CA22.html) or this one for a Chinese-language speaker in the Contra Costa County city of Concord: (https://census.gov/ about/census-careers/opportunities/positions/ region-field/cfm/LARO-CFM-CA47.html). (The application period for those two positions closes June 14.) The Census Bureau is touting its jobs as ideal for people just starting their working life who need to establish a record of reliability, for people who can use the frequently evening or weekend hours to supplement jobs they already have, or for retirees who would like to re-enter the workforce in a limited way. As for the background checks, Lazcano said that hiring will be on a case by case basis, so having a felony conviction, for instance, isn’t necessarily a disqualifier. Lazcano said bilingual census staff will be needed wherever 5% or more of a community is believed to primarily use another language. Payday comes every week and people using their cars will be reimbursed. Although the jobs are in most cases temporary, the work occasionally can lead to a career. The state of California also is devoting millions of dollars to help ensure that the 2020 Census includes everyone in the state. As of early June, there are just a few state of California jobs related to the census, listed at https://census.ca.gov/ job-opportunities/. But the state will not be hiring enumerators or listers. That’s the federal Census Bureau’s responsibility.

rainchild of Harvard biochemist Daniel Nocera, the “bionic leaf” is a small man-made solar collector that takes sunlight and water and turns it into any of a variety of usable fuels or fertilizers. Nocera’s first iteration, the so-called “artificial leaf,” was developed in 2011 at the Massachusetts Institute of Technology (MIT) and could split water into oxygen and hydrogen when exposed to sunlight in a process similar to (and inspired by) Mother Nature’s photosynthesis. Nocera soon thereafter moved his lab to Harvard and teamed up with Pamela Silver there to create the “bionic” version which takes the concept further. There they fed the resulting hydrogen to an on-board catalyst, resulting in the generation of immediately useable downstream liquid “fuels” such as fertilizer for farms, isobutanol to run generators and engines, and PHB, a precursor for bioplastic. The team’s first version of the “bionic” leaf was about as efficient as natural photosynthesis, that is about one percent of the solar energy flowing in came out as biomass dense enough to use as fuel. But their most recent version ups the ante considerably, clocking in at 10 times more efficient than Mother Nature’s fastest growing plants. “If you think about it, photosynthesis is amazing,” Nocera tells the Harvard Gazette. “It takes sunlight, water and air—and then look at a tree. That’s exactly what we did, but we do it significantly better, because we turn all that energy into a fuel.” When mass-produced, these tiny solar “carbon-negative” fuel factories could be inexpensive enough for everyday people to use to power their vehicles and run their lights and appliances. Farmers with a small on-site array of bionic leaves could create enough fertilizer for their own needs instead of buying container-loads of synthetic fertilizer produced at sprawling CO2-spewing factories and shipped for thousands of miles. The widespread application of bionic leaves could be especially advantageous in developing countries (and remote areas in general) where access to conventional fuels and fertilizers is limited and expensive or nonexistent. Nocera hopes his work can bring
the poor of the world their “first 100 watts” of energy through one form or another of the technologies he is developing. A Harvardfunded pilot program putting bionic leaves to use in India is just getting off the ground and Nocera hopes to expand globally within the near future. The vision is for retiring every fossil fuel out there and replacing them with solar fuels from your own “bionic” garden.
