he new figures released by the Centers for Disease Control and Prevention (CDC) on the advance of the COVID-19 epidemic should be a wake-up call at the national level about the health crisis that is currently hitting Latino, African American, and Native communities within the United States. Although we already knew that minority communities were being disproportionately impacted by the infections, the new data suggests that the impact is not only deeper, but threatens to worsen the health crisis and become a chronic public health problem for communities of color in this country.

Although the CDC recognized that the proportion of missing data on race and ethnicity limits the conclusions, the figures are consistent with an analysis by the Associated Hospitalization Surveillance Network (COVID-Net), which found higher proportions of AfricanAmericans and Hispanics among hospitalized patients with COVID-19 relative to the entire population Hispanics are hospitalized at a ratio of four to one compared to non-Hispanic whites, African Americans at a ratio of 4.5, and natives at a ratio of five to one. The racial and ethnic photography of COVID-19 infections in the United States is completed by 36% among the nonHispanic white population, 4% among the Asian population and 1.3% among the Native Americans and Alaska Natives, the latter also even more so disproportionately since they represent 0.7% of the US population. Although the incidence of COVID-19 was practically similar between men and women, the most serious cases were reported among men. Similarly, people over 70 years of age, regardless of the underlying conditions, had the highest level of hospitalizations, admissions to intensive care units and fatal outcomes.

The Tijuana River National Estuarine Research Reserve, on the U.S.-Mexican border south of San Diego, showcases the salt marsh where the Tijuana River meets the Pacific Ocean. Education coordinator Anne Marie Tipton says the reserve's virtual field trips teach classrooms around the state about the estuary's role in the environment.

os Angeles - While United States’ most popular theme parks, including Disneyland, have announced their reopenings, one of the world’s largest music festivals, Coachella, has called off its 2020 edition due to fears of contagion amid the coronavirus epidemic. The original Disneyland Park and the new Disney California Adventure will open on July 17 after being closed for nearly four months due to the coronavirus epidemic, the company announced on Wednesday. This is the longest closure in the history of the first Disney park in Anaheim, California, which since its opening had only suspended its operations three times – during the Sep. 11, 2011 terror attacks, the morning President John F. Kennedy was assassinated in 1963, and during the Northridge earthquake in 1994.

LA HISTORIA DE JOSÉ Y LOS SUEÑOS DEL FARAÓN

no de los relatos más antiguos en el que se tiene en referencia a los sueños, lo encontramos en la Biblia, en el capítulo 40 del Génesis, en el que se relata la historia de José descendiente de Isaac, quien fue traicionado, vendido y abandonado por sus hermanos en Egipto. Y después de trances, dificultades y constantes peligros, terminó preso debido a una calumnia. Durante su estancia en aquel calabozo, José se había bien ganado la reputación de ser un interprete de sueños. Sucedió una mañana en la que dos prisioneros se le acercaron y comenzaron a relatarle lo que habían visto en sus sueños la noche anterior; ambos estaban en la cárcel debido a una ordenanza del mismo Faraón. Uno de ellos soñó con tres ramitas que brotaban flores, frondosas uvas, una copa y que nuevamente servía la mesa del faraón, entonces José descifró el sueño como una buena nueva que presagiaba su pronta liberación y restauración a su antiguo puesto en el lapso de tres días. El segundo había soñado con tres canastas repletas de panes, frutos y exquisiteces de las cuales degustaba el Faraón, de pronto observó unas aves que comían de aquel festín sobre su misma cabeza y de aquella escena solamente el Faraón, era testigo. El mensaje onírico para el panadero no era tan benévolo como lo fue para el servidor de copas, en realidad fue funesto porque José le pronosticó que en tres días sería colgado. Después de las interpretaciones de José, a ambos reclusos solamente les quedaba esperar. Sucedió pues que al tercer día se celebraba el onomástico del Faraón y justo como José lo había pronosticado, así fue el destino del servidor de copas y del panadero. Dos años más tarde José, continuaba descifrando visiones nocturnas y repartiendo buenas nuevas en el calabozo, hasta que un buen día retornó el servidor de copas, le sacó de la prisión por orden explícita del Faraón, y lo presentó ante su majestad como << el profeta de los sueños>> En aquellas fechas el faraón había tenido sue-

ños que le inquietaban en demasía, los interpretes del saber onírico y magos de su séquito, no tenían respuestas ni podían descifrar los sueños de su amo, el servidor de copas por su parte había presentado a José ante el Faraón, como un interprete de sueños, favorecido por el poder del Dios de los hebreos. Al presentarse José ante el Faraón, éste le miró fijamente a los ojos y comenzó a relatarle dos sueños. En el primero de los sueños, el Faraón, observó siete vacas robustas y hermosas que ascendían en la rivera del Río Nilo, de pronto aparecían otras siete vacas de aspecto deplorable; flacas y enfermas, y sucedió que las vacas flacas comenzaron a devorar a las vacas gordas, pero aun así conservaron su lóbrega apariencia. En el segundo sueño había contemplado siete espigas frondosas y doradas por el resplandor del sol, de pronto observó otras siete espigas muy secas que comenzaban a crecer y devoraban a las espigas frondosas. Al concluir el Faraón su relato, casi de inmediato José, se dispuso a descifrar el mensaje de los sueños. “Vienen en camino siete años de gran abundancia, riqueza como en sus tiempos más gloriosos han de cubrir a todo Egipto, pero inmediatamente llegarán siete años de gran escasez y hambruna, la riqueza que un día ha de conocer la región será borrada por aquella tremenda carestía que ha de sufrir todo tu pueblo". José era muy joven en aquel entonces, aun así se mostró dispuesto a dar consejos al Faraón. Le recomendó que durante esos siete años maravillosos, se guardara la quinta parte de todos los granos, cereales y víveres, que se nombrara a un hombre discreto y de gran sapiencia para que se encargara de aquella magistral obra. De modo pues que el Faraón, decidió nombrarlo a él mismo como el hombre en quien se depositaban los destinos de los habitantes de Egipto. “El pueblo te obedecerá José y tú gobernarás en Egipto, solamente en el trono estaré yo más arriba que tú". Palabras textuales del Faraón. José realizó un trabajo extraordinario durante los siete años de abundancia, justo cuando éstos acabaron, una gran carestía y miseria se hizo presente no solamente en Egipto, sino en toda la región del Mar Mediterráneo.

According to Omar Gonzalez-Pagan, senior attorney with Lambda Legal, the decision, written by conservative Justice Neil Gorsuch, illustrates how the plain meaning of the law which bans discrimination based on sex clearly includes discrimination based on sexual orientation or transgender status. "It is really one that is faithful to the text, a roadmap that we laid out for the courts over the years, and we're ecstatic at this decision," Gonzalez-Pagan said. The dissenting justices, Clarence Thomas, Samuel Alito and Brett Kavanaugh, held that Title 7 only applies to discrimination based on gender, not sexual orientation or gender identity. Gonzalez-Pagan said the ruling will have implications for how other laws are interpreted. That includes last Friday's announcement by the Department of Health and Human Services that it will reverse a rule prohibiting discrimination against transgender people in health care. "We have the backup of the Supreme Court for our argument that that rule is not rooted in the law," he said. "And now it will be that much easier for us to get that rule overturned."

AN FRANCISCO -- LGBTQ+ groups are celebrating, as the decades-long struggle for equal rights in the workplace won a huge victory at the U.S. Supreme Court. The high court justices ruled 6-3 Monday that people cannot be fired on the basis of their sexual orientation or gender identity. Samuel Garrett-Pate, communications director with Equality California, said the Golden State already has strong protections - but this decision will benefit millions in dozens of other states. "In more than half of states, there are no state-level protections," Garrett-Pate said. "So what this says is, indeed federal law protects those employees from discrimination based on the fact that they are LGBTQ+, regardless of what the state law says." Justice Neil Gorsuch, writing for the majority, argued that the Civil Rights Act of 1964 does apply to LGBTQ people. Justice Samuel Alito, in his dissent, accused the court of legislating from the bench and argued that the original intent of the law was to cover bias against women or men, not to curb discrimination on the basis of sexual orientation or gender identity. Garrett-Pate said the ruling is a stunning rebuke to the Trump administration, which just on Friday declared anti-discrimination rules in the Affordable Care Act do not apply to LGBTQ+ patients. "So just a few days after the Trump administration tries to say that no, discrimination on the basis of sex is not the same as discrimination on the basis of the sexual orientation or gender identity, the Supreme Court says actually it is," Garrett-Pate said. Advocates are calling for passage of the Equality Act, which would make it illegal to discriminate against LGBTQ+ people in all areas of life, including housing, educa-

tion and public accommodations. The bill passed the House of Representatives more than a year ago but is opposed by President Donald Trump and remains stalled in the Senate.

ompared to other fruits and vegetables that are grown closer to home, eating avocados—most of which are flown in from Central America—can be a drag on your carbon footprint. Furthermore, they require a lot of water, fertilizers and pesticides to grow, further complicating this seemingly “green” superfood. Avocado’s environmental impacts come from the “energy, water, fertilizer and pesticides required to grow them, the resources used for packaging materials and the energy used in processing, transporting and keeping them cool to preserve their freshness,” Tom Cumberlege of Carbon Trust tells Vice.com, also pointing out that some of the biggest markets for avocados are in the UK, northern Europe and Canada.” Despite that avocados can now be grown around the world, the majority of them (upwards of two metric tons annually) come from Mexico. “A Mexican avocado would have to travel 5,555 miles to reach the UK,” reports Honor May Eldridge of the nonprofit Sustainable Food Trust. “Given the distances, fruit is picked before it’s ripe and shipped in temperature-controlled storage, which is energy intensive.” Avocados also require an astonishing amount of water to grow, some 320 liters per fruit. “The UK’s imports of avocados contain over 25 million cubic meters annually of virtual water—equivalent to 10,000 Olympic-sized swimming pools,” reports Eldridge. “With global temperatures rising and water becoming scarce, this has serious impacts on local communities who do not have access to drinking water.” Furthermore, the global popularity of avocados in recent years has led to “monoculture” farms that grow only one crop over and over, degrading soil quickly and requir-

ing increasingly more chemical fertilizers and pesticides. Surging demand has also led to rampant deforestation, especially in areas like Mexico’s mountainous Michoacán. A researcher from Mexico’s National Institute for Forestry found that avocado production there tripled there from 20012010—causing the loss of some 1,700 acres of forest annually. Compared to meat, avocados are still a much better deal for the environment—and much less of a drag on your carbon footprint. Indeed, the Evening Standard reports that eating a kilo of lamb generates some 46 times the carbon emissions as the average pack of avocados. Enjoying a piece of farmed salmon will also increase your carbon footprint more than having some guacamole or avocado toast every now and again. Sí, debido al COVID-19 el Censo suspendió todas sus operaciones, pero éstas se han reanudado el 1° de Junio – con la operación que ya había mencionado, dejando material informativo en las áreas rurales dónde no llegan los correos; Cabe aclarar que ésta operación es sin contacto.

he 2020 Census has been extended, and if you have not yet completed it, it is very important that you do so. The results will not only be used to help allocate funding to educational and community programs, but it is important that you count toward the next decade in this country.

En respuesta al COVID-19 se extendió el plazo oficial de la participación y se modificaron las fechas. En el plan original por ejemplo, las auto-respuestas hubieran sido aceptadas hasta el 31 de julio. Ahora la fecha límite fue extendida hasta el 31 de octubre, lo anterior incluye a los censistas que visitarán las casas de las cuales no se ha recibido respuesta.

Recently, Census spokeswoman for the U.S. Census Bureau Angelica Vásquez briefed us on the 2020 Census, who gave us promising figures on census responses in the Bay Area. Within Santa Clara County, 70% of the population has responded so far. In San José specifically, it is a little less than 70%. While still a fair amount of response from the population, more can be done. Everyone is encouraged to answer for a more accurate picture of communities and what they need in federal aid, from school lunch programs to health care and community aid for the elderly. Vasquez is still waiting and asking those who have not responded to do so, especially in the Hispanic community. For starters, could you give me a general update from when the 2020 Census began until now? Well, I tell you that the percentage of people who to date have completed the census in the country is 61%. In California, the response rate has been 62.5%. In the Bay Area there is more participation, for example, in San Mateo County, with 72%, and in Santa Clara County, it is 70%. However, in San Francisco County it is 59%. We are trying to get more responses, especially in areas [where] there is not much response, such as Pleasanton, Alameda, Contra Costa, and San Francisco. Why do you think that in places like those you mentioned there is not as strong of a response rate to the census? Well, right now the census is doing [an] operation where census staff are going to rural areas or no physical correspondence is coming in and they are leaving packages with census information for those people to fill out. Why? Because initially in March we were doing this operation, [and] we had to suspend it and those homes have not had the opportunity to fill it out or to know census information. So that's also a reason many counties in rural areas haven't reached or are in the same percentage as the San Mateo or Santa Clara area. So, one can still participate in the 2020 Census? Yes, due to COVID-19 the census suspended all its operations - but as of June 1 it began, with the operation that I mentioned leaving material in rural areas and that no physical correspondence arrives; Furthermore, this operation is contactless. Also due to COVID-19 it has been extended and dates have been modified. For example, in the original plan it was that self-response would be going on until July 31, but now it has been extended until October 31, along with censors [who] are going those homes to those homes that have received no response. Why is it so important for the Hispanic community to specifically respond to the 2020 Census? Well, it is definitely very important that the Hispanic community participate in the census. Why? Because there are many programs that we participate in each community and by answering the census it will determine the amount of federal funds that will go or will reach that community. If we as Hispanics do not complete the census, we do not complete how many people live in our homes, from the smallest to the oldest person who

The [funding] is not going to arrive, or its going to be less than what it really is. So that's why it's so important that we all count them, because those activities, those programs that we normally participate in, are going to benefit from those federal funds and we all benefit. If we don't count, we lose, in other words. A note I have here is that in the 2010 Census, there was a sub-count of children under 5, and wanted to know what could be done to prevent the same situation in this year's census? Yes, unfortunately that was not taken into account and the children were not put on. So that's why we are encouraging and incentivizing the entire population to count everyone. All babies born until or before April 1, those children have to make sure to count them. And to young children. People have to count children where they live and sleep most of the time, even if their parents don't live there. If children spend their time in more than one place, count them where they stay most often. If their time, for example, is divided equally or it isn’t known where they stay more often, then people counting should put where they stayed on April 1, 2020. That is the benchmark to guide us regarding the population count. Also, by responding to the census you can definitely help shape the resources for children and their communities for the next decade. This, as I mentioned earlier, may include support for food programs, health insurance programs, hospitals, daycare centers, schools, and early childhood development programs. For all that, the census was counted and to distribute those federal resources or funds to each institution, each area that these programs organize. Finally, is there anything else you would like to add about the 2020 Census? Well, I just want to encourage all people to respond to the census. We have the website 2020census. gov, and you can also call 844-330-2020 to answer the questionnaire by phone. Or you can also fill out the printed form and send it by mail, as is traditional, as it has always been done. Currently in the San José area the response is deficient 69.5% in total, it is a good sign. From August 11 to October 31, all the households that have not responded can answer it; but also on these dates the census takers will be going in those cases that have not received their questionnaires. Then they will knock on your door and help you complete the census form.

Los resultados no sólo se utilizarán para ayudar a asignar fondos para programas educativos y comunitarios, también es importante que usted cuente para la próxima década en este país. Recientemente, la portavoz de la oficina del Censo, Angélica Vásquez, nos informó que la tasa de participación en el Censo en el Área de la Bahía es prometedora. Hasta ahora, el 70% de la población del condado de Santa Clara ha respondido. Específicamente en San José, la tasa de participación es un poco menos del 70%. Entonces esos programas – como por ejemplo alimentos en la escuela o aquellos dirigidos a la gente mayor en diferentes instituciones – nunca nos llegarán. No se nos otorgarán fondos federales o por lo menos no la cantidad necesaria. Por eso es tan importante que todos nos contemos. Todas las actividades y programas en las que participamos se beneficiarán de los fondos federales y así todos nosotros también nos beneficiaremos. O en otras palabras: Si no nos contamos, perdemos. Una nota que tengo aquí es que en el Censo 2010, hubo un sub-conteo de niños menores de 5 años, y quería saber ¿Qué se podría hacer para prevenir esa misma situación en el Censo de este año? Sí, desafortunadamente, eso no se tomó en cuenta y los niños no fueron incluidos en el conteo. Por lo tanto, queremos alentar e incentivar a toda la población a que nos cuenten a todos. Debemos asegurarnos de contar también a los bebés que nacieron hasta el 1° de abril o antes y también a los niños pequeños. La gente tiene que contar a sus hijos e indicar dónde viven y duermen la mayor parte del tiempo, incluso si sus papas no viven con ellos. Si los niños pasan su tiempo en más de un hogar, cuéntenlos dónde se quedan más seguido. Si su tiempo por ejemplo, se divide por igual o si se desconoce dónde se quedan más tiempo, entonces cuéntenlos en el hogar dónde estaban el primero de abril del 2020. Esta es la marca para orientarnos con respecto al conteo de la población. Responder el Censo también ayuda a darle forma a los recursos destinados para los niños y sus comunidades en la próxima década. Esto, como ya había mencionado antes, podría incluir apoyos para programas alimenticios, programas de seguros médicos, hospitales, guarderías, escuelas, programas de desarrollo para niños de temprana edad. Para todo eso se contó el censo y para distribuir esos recursos o fondos federales a cada institución, cada área que organiza estos programas. También pueden llenar el formulario impreso y mandarlo por correo, como siempre se ha hecho de manera tradicional.
