REPARATIONS YESTERDAY! REPARATIONS TODAY! REPARATIONS FOREVER! immigrants mix with nativeborn math geeks to create an entire new world and national, albeit mostly White, wealth. Missing from the Valley is a significant presence of African Americans.

for example, live with median household incomes of $43,000 to $45,000, while California, where Hispanic businesses sprout like weeds, has a household median income of $71,805.

S

A look at California demonstrates what an “American minority group” can do with free enterprise when not burdened with de facto and de jure skin color discrimination and bias.

California enables the Spanish-speaking to earn more than minimum wage, especially when they “want to be their own boss.” The California “pond” has so many more dollars to earn.

No! No need.

Despite whining by a few radical “Chicano-type” Mexicans about discrimination by evil “White” people, Mexican Americans and recent Central American immigrants and their American-born children establish businesses whenever they scrape together 20-extra dollars. Albeit most are one and two person businesses, nonetheless, there are almost a million Hispanic enterprises in California.

For example, in college attendance and high school dropouts, the Hispanic drop-out rate is plunging in California while Hispanic college matriculation is booming.

Raoul Lowery Contreras Special to El Observador hould the United States establish a commission to research effects on African American descendants of slavery and the Jim Crow era? What the U.S. should do is acknowledge the obvious; keeping millions of people in slavery for over 200 years and in a state of less-thanAmerican status by skin color for another 100 years has been - ipso facto - detrimental to African-origin Americans and United States. Period. Moreover, intentionally preventing millions of African-origin people from participating in the greatest wealth-creating machine in world history, free American enterprise, has limited productivity and wealth-creation. Example: Mississippi with the most poverty of any U.S. state. California’s Silicon Valley demonstrates what can happen when Asian, South Asian Indians and myriad other

California is the number one Hispanic business state with Florida number two, Texas three, Arizona four and New York five. No southern state, except for Florida, rank high because they are labor intensive low wage societies dependent on slaves or minimal wage workers since slaves were introduced in 1619. Alabama (45th), Mississippi (49th), Arkansas (48th),

At the 23 campus California State University, 40 percent of the system’s 460,000 student body is Hispanic, 90% plus of which is Mexican American. California Community Colleges alone enrolled 1,065,863 Hispanics, 90% plus Mexican Americans in the fall of 2017; more since. There is no widespread cry baby whines for reparations for treatment of the Mexican American despite many evil things that were promulgated against them by local, state and in some cases the federal government. To compensate for previ-

ous bad behavior by many American Whites against those with slavery/Jim Crow roots, money and education are the key elements, here is a proposal: By modern means, determine what families, institutions (like Roman Catholic Georgetown University), companies like Citibank benefitted from slavery before 1865 and any that participated, enforced or profited from Jim Crow policies in the Post- Civil War era through the Civil Rights Acts of the 1960s To be clear, families, institutions, businesses that owned and or managed lands and plantations, traded in slaves, prevented slaves and their descendants from being educated, split families, transported slaves, made judicial decisions that harmed African Americans or passed local and state ordinances that harmed African Americans should be identified and their identities and actions that harmed African Americans should be publicly revealed. The follow-up step would be to federally fine those identified in punishing amounts of millions of today’s dollars that will be spent on free college tuition for African Americans. Requirement: They must be descended, of course, from slaves. Part of the funds

would be dedicated as a capital source for would be business founders. Emulating California Hispanics/Mexican Americans “to be their own bosses” is the best way to improve one’s future.

PUBLISHER EMERITUS Hilbert Morales hmorales@el-observador. com

What we do know is that under this plan only those descended from people or organizations that benefited from slavery or Jim Crow would pay and people like Barack Obama or General Colin Powell would not benefit because they have no American slave or Jim Crow origins.

Me siento honrado y comprometido.

¿NO TIENES CUENTA BANCARIA? ES UN PASO DON'T HAVE A BANK ACCOUNT? IT'S AN IMPORTANTE PARA TU SALUD FINANCIERA IMPORTANT STEP FOR YOUR FINANCIAL HEALTH

aving a bank account is the beginning of actually being in charge of your money, as well as offering you the convenience of handling and receiving payments. If you have never had a bank account or have had maintenance issues in the past, there are options at your disposal. Here are three reasons why it's important to have a bank account: Savings on paying fees When you get a check, do you find it hard to exchange it for cash? It doesn't matter if you get a family message, if you don't have a bank account, you'll likely need to take additional steps and pay a fee to collect it. With a bank account, you can cash your checks easily without paying the extra fees, as well as take advantage of direct deposit or digital deposit by mobile phone, how it can be viewed automatically and not having to visit a Branch. In addition to being convenient, you'll save money because when you pay, you don't have to pay debts for the charges accrued with each check, which can total hundreds of dollars a year! Paying bills

Another obstacle facing people without bank accounts is paying their bills and obligations. It is difficult, and even risky, to carry large amounts of money in your pocket, to pay for housing rent, travel and childcare. In addition, the frequency of electronic and digital payments remains higher, it is a safer alternative to cash payment. In addition, you have a bank account that includes a debit card, you can easily pay your bills anywhere and at any time. Set up automatic payment of your rent or electricity bill by the beginning of the month. Pay in-store with a single pass of the card to finish your purchases easily and quickly. Keep the budget Excessive expenses can often lead to overdraft charges. However, some accounts do not charge overdraft fees. These accounts make your budget easier and avoid overspending and overdraft fees altogether. Conclusion Having a bank account helps you gain confidence to manage your money and have more control over what you earn and what you spend. So you can use your money in any way you want, with no extra steps, no problems, no unnecessary fees. Take control of your finances and consider your options today.

iami - Activist Nora Sandigo, who legally tutors a class of more than 1,500 children of undocumented immigrants in the US to keep them out of the hands of state institutions, now gets more requests than ever from parents terrorized by the threat of massive deportations, she told EFE. "There's something that's broken, that isn't working right," she said, and when asked exactly what she was talking about, she replied "the head of the president," Donald Trump. The founder of the Nora Sandigo Children Foundation noted that announcements of massive roundups for the expulsion of undocumented immigrants, estimated at some 11 million people, have instilled terror in the immigrant community that still reigns despite the president's decision to postpone the operation. "People know the risk (of being detained) will be back again" so they are taking precautions, Sandigo said, though she believes a lot of Trump's announcements and retractions are "political rhetoric." In her opinion, the Republican is using the same anti-immigrant strategy in his campaign to be reelected in 2020 that got him into the White House in 2016. Without saying how many, she said requests for her to take legal custody of minors born in this country to undocumented parents have increased greatly over the past few weeks. Above all, she said, if the kids are of Mexican or Guatemalan parents "desperate" to avoid their children being sent to orphanages or being adopted if they themselves are detained and deported. "The Great Mother", as she was called in a likenamed 2018 documentary produced by two young American filmmakers, Dave LaMattina and Chad Walker, read to EFE in a voice shaking with emotion one of the most recent messages she has received from an undocumented father. The sender was Jose, a Honduran living in Wisconsin with his 14-year-old daughter Rosa, for whom he has been the legal guardian since she

was 2, and who is worried about "what could happen to her" if he is caught in a raid. For that reason he asked Sandigo to keep Rosa safe while he goes through the deportation process, so she can return to Honduras later and get back together with him there. Jose told Nora he would go to Miami with his daughter in order to leave her in the tutor's care, but she told him that was too dangerous because he could be arrested along the way. She advised him to stay where he was and send her the legal authority so she could have custody of Rosa as soon as possible. Once completed the procedure, Jose would only have to use the phone call to which he has the right if arrested to talk to Sandigo. If she gets the call, this woman, who now has legal custody of over 2,500 minors, will fly to Wisconsin and pick up the young Rosa. The girl will live with Sandigo's other foster kids on a ranch in Homestead, an agricultural area south of Miami, where among the farm hands are many undocumented immigrants, some of whom have more than 20 years in the country, with American children and who pay their taxes, the tutor said. For an activist who has spent more than 30 years of her life working for the cause of US minors with undocumented parents, "the priority" is to travel in search of children in other states, because South Florida has plenty of other people who can represent them before the authorities. She also has a legion of volunteers who help make sure the foundation that bears her name can continue to feed and care for minors left alone if the parents or family members who have them in custody are detained. When asked how many "children" she has now, Sandigo answered 1,513, a figure that can increase if the threats of massive deportations are maintained during the long campaign for the 2020 presidential election. Trump said this Sunday that Democrats have two weeks to negotiate "simple changes" in the asylum process and loopholes in immigration law, and indicated that if no agreement is reached, he will start "the big Deportation."

M

SUMMER TECH TIPS FOR PARENTS to check with your wireless provider to make sure you’re getting the best deal.

CONSEJOS TECNOLÓGICOS DE VERANO PARA PADRES

If you’re taking a trip outside the country, check your wireless provider’s international rate plans. They may have a variety of international plans with different data allotments or roaming fees, while some operators provide minimum data/texting in certain countries for free. Figure out what plan or add-on is best for your travels before you arrive at your vacation destination. 2. Staying at home? Don’t let your devices keep you away from the sunshine.

he sun is out and the smell of fresh-cut grass and barbecue is in the air. That’s right – summer officially began June 21st! It’s a great time for families to reconnect, relax, travel and enjoy the sunshine. Below are some helpful tips on how you can use wireless technology to make this summer one of the best ones yet. 1. Taking a summer vacation? Don’t forget your smartphone.

Wireless technology has its benefits—we can stay connected with anyone at any time and we can find anything we want with a couple swipes (or clicks). But too much wireless connectivity can also have some drawbacks. Children and teens are spending more and more time on their devices. According to the National Cyber Security Alliance, “children and teens aged 8-18 spend an average of seven and a half hours each day during the summer with electronic devices.” We know too much screen time has consequences but above all, it can take away from enjoying the most beautiful months of the year. Be proactive and set expectations with your kids (or yourself!) about technology usage. 3. Teach your kids about internet safety. While summer officially begins in June, it’s also National Internet Safety Month. With less time in a classroom during summer break, kids are likely going to use their electronic devices even more.

Summer is one of the most popular times for vacations. If you're planning on travelling, make sure you have a wireless plan that will help you, or your family, stay connected.

Talk to your kids about how to stay safe on the internet and put content restrictions in place. Lifehackerhas a great list of rules to help teach kids how to stay safe online, including not sharing personal information, being nice online and being wary of potential scams.

Your current rate plan might already work great if you’re traveling domestically, but it’s never a bad idea

Summer is arguably the best season of the year, and it can be even better if you use wireless tech wisely.

1. Tomar unas vacaciones de verano? No olvides tu smartphone.

"Elderly migrants must only show their Sole Identity Document (DUI), while minors must present their birth certificate or passport," it said. For the company, this is an "alternative solution for the migratory phenomenon" that has occurred in recent months. Since mid-October 2018 there has been an unprecedented increase in the number of migrants, chiefly Central Americans, who routinely enter Mexico in order to reach to United States, which has in turn sparked a crisis between the two countries. Faced with the rising number of irregular migrants and applicants for asylum who reach the United States, the president of that country, Donald Trump, threatened last May 30 to impose

Photo Credit: Pixabay tariffs on all Mexican products. After some arduous negotiations in Washington, an accord was announced on June 7 that called for sending 6,000 troops of Mexico's National Guard to the southern border as another measure to stop illegal migration. The accord includes a period of 45 days to evaluate the results of the measures, and if the United States judges them to be unsatisfactory, the tariffs could be reactivated. Mexico and El Salvador also launched this Thursday a Comprehensive Development Plan that will establish in the Central American country a Mexican reforestation program with an investment of $30 million to create 20,000 new jobs and thereby halt migration in the region.

cne—when sebum from oil glands under the skin clogs pores causing small bacterial infections that lead to swelling and discomfort—isn’t just a temporary annoyance during our teenage years; it plagues many of us throughout our adult lives as well. Some 85 percent of Americans are prone to at least occasional break-outs or worse. But common over-the-counter treatments— most contain either benzoyl peroxide or salicylic acid—can irritate the skin, eyes and lungs and are also linked to more serious health problems. The U.S. Food & Drug Administration (FDA) warns that the use of these over-the-counter topicals “can cause rare but serious and potentially life-threatening allergic reactions or severe irritation.” Most of the top-selling brands incorporate benzoyl peroxide or salicylic acid in their acne treatments, but the only way to know for sure what’s inside any given product is to consult its label. Even better, do some research online before you buy. The Environmental Working Group’s free online Skin Deep database lists ingredients— and more important, the health and environmental threats—of over 120,000 personal care products, including more than 2,000 different acne treatments now or recently available on store shelves. As far as alternative treatments go, tea tree oil, distilled from the leaves of Australia’s Melaleuca plant, seems to be a favorite. Studies have shown it to be equally as effective as benzoyl peroxide in reducing both the number of acne lesions and their severity. Likewise, Witch Hazel has similarly positive effects for most who try it, although there hasn’t been any scientific research to back that up yet.

According to National Geographic, dabbing a pasty mixture of powdered nutmeg and

honey onto a problem pimple and leaving it there for 20 minutes can help unclog pores. Another trick is to soak a chamomile tea bag in cold water, squeeze it out, then hold it onto a pimple for 30 seconds. Icing a new pimple can also help reduce swelling and discomfort and shorten its lifespan. And smearing a little milk of magnesia on your face at bedtime can help prevent breakouts to begin with. Healthline’s Kayla McDonnell suggests dabbing zits with apple cider vinegar or witch hazel or applying a honey/cinnamon mask. Her other tips for pimple remediation include regular exfoliation, taking a zinc and/or fish oil supplement, eating a low glycemic load diet, cutting back on dairy, reducing stress and exercising regularly. If your acne is more severe, it might be worth consulting a dermatologist who can recommend prescription-strength treatments that can work with your body chemistry to limit the production of sebum in the first place. But drying, irritation and/ or other side effects can ensue from these doctor-prescribed treatments as well, so be sure to let your doctor know so he or she can adjust the dosage or treatment plan. COULD CA’S INTERNET PRIVACY LAW HELP SAVE JOURNALISM?

ACRAMENTO, Calif. — Journalists and internet privacy activists are speaking out in the wake of a recent hearing on big data and privacy in Washington, D.C., arguing that tech companies' ad practices are hollowing out the news business and even threatening democracy. They contended the problem is that companies like Google and Facebook use people's personal data to control 60% of the digital advertising market. Brian O'Kelley, who invented the back-end system that supports digital ads, said big tech can out-compete news sites for ad dollars because they monetize users' every move online. "Google and Facebook specifically are really aggressive with how they use our personal data,” O’Kelley said. “And one reason they can make so much money in advertising is because of the data they have that the fragmented, local newspapers and news stations just don't have." Thousands of journalists have been laid off nationwide this year, and a University of North Carolina study found more than 1,800 local newspapers have closed since 2004. The Los Angeles Times and San Diego Union Tribune

have both seen waves of layoffs in recent years. Perhaps ironically, both papers got a lifeline when tech billionaire Patrick Soon-Shiong purchased them in 2018. Data privacy activists who would like to loosen big data's grip urged Congress to pass a federal version of California's Consumer Privacy Act of 2018. The law forces tech companies to tell people what kinds of data they are collecting, and delete it on request. It also allows users the right to opt out of having personal information collected, with no penalty. Laura Bassett, a freelance journalist formerly with the Huffington Post, said she wants Congress to break up - or at least better regulate - Facebook and Google, so news companies can recapture the ad revenue to fund their reporting efforts. "We create the content, write the stories. Facebook takes that content for free and posts it on their site and then takes all of the advertising money that would otherwise be going to us,” Bassett said. “And suddenly, we're not getting paid for the work that we're doing, and having to lay off journalists and unable to financially survive." Bassett pointed out a vibrant press helps ensure a free society by investigating corruption, explaining the impact of government policies and fostering a sense of community.

(See Attachment 10) Date: April 25, 2019 Silvia Velasquez Salguero /s/ Silvia Velasquez Salguero Short Title: Velasquez v. Salazar ATTACHMENT 10 TO FL-300 Facts to Support Requested Orders CASE NO: FLIN1901507 PETITIONER: Silvia Velasquez Salguero RESPONDENT: Angel Salazar Martinez MC-025 Attachment (Number): 2.c. and Attachment 10 My name is Silvia Velasquez Salguero. I am the mother of Ivan Salazar Velasquez and if called to court and were sworn under oath, I would testify to the truth of the facts obtained in this declaration. I make all statements based on my personal knowledge and belief. I am a citizen from Guatemala and married the respondent in this case, Angel Salazar Martinez in the year 2000, though we started our relationship in 1996 and had our first child in 1997. I was a victim if domestic violence during that relationship and I separated from my child’s father and went to live my mother briefly when my youngest son as on a few months old. I then decided to move to the United States and left my two sons with my mother. Eventually my mother became ill and could not care for the child, so he was sent to live with his father, Mr. Salazar Martinez. I provided financial support for both of my sons during all the years that I have been apart from them and called them almost everyday. Mr. Salazar Martinez has gone on to have several relationships and had several children with other women. Due to the

JUN 28 - JUL 04, 2019 difficulty of raising and supporting so many children, especially young me who could easily be recruited by dangerous gangs, he decided to send my sons to live with me in the United States. I did not agree on my child coming because it was very dangerous, but he sent him anyway. In early September 2016, respondent paid a smuggler to guide my son to the United States. He was not accompanied by any close family members. The child was placed in grave harm on a long journey to the United States. My child was detained by immigration at the border and eventually released to my care. Since he has been here, he has been healthy, and going to school regularly without fear of being harmed by gangmembers. His father kept in touch initially, but since September 2018 he has not been in contact. My eldest son was detained by immigration in July 2018 and by the time he was returned to Guatemala in October 2018, he learned his father had left to the United States. My eldest son spoke to his grandmother and the only information she provided is that he is living somewhere near San Francisco California. I believe that he doesn’t want his mother to tell us where he is staying because he is afraid that I will ask him for financial support now that he is here. Since his father has not reached out to him to visit or provide support, and because Guatemala is such a dangerous place to live in at this time, it is in the best interest of my child that he be placed under my legal and physical custody at this time. CONFIDENTIAL REQUEST FOR SPECIAL IMMIGRANT JUVENILE FINDINGS- FAMILY LAW FL-358 PETITIONER: Silvia Velasquez Salguero RESPONDENT: Angel Salazar Martinez Case No. FLIN1901507 1. A COURT HEARING WILL BE HELD AS FOLLOWS: a. Date: 7/23/2019 Time: 8:15am Dept: 2E b. Address of Court: Superior Court of California, County of Indio 46-200 Oasis Street, Indio, CA 92201 2. I am the Petitioner. I allege the following facts and request that the court make the specified findings and conclusions. 3. This court has jurisdiction to make a custody determination about the child in item 4 under the Uniform Child Custody Jurisdiction and Enforcement Act (UCCJEA), (Fam. Code, §§ 3400-3465.) If not currently on file with the court, Declaration Under Uniform Child Custody Jurisdiction and Enforcement Act (UCCJEA) (FORM fl-105) is attached.

4. The child (name): Ivan Alejandro Salazar Velasquez Date of Birth: 9/29/2001 5. The child’s parents are (name each): Silvia Velasquez Salguero, Mother Angel Salazar Martinez, Father 6. The following petition have been filed at the same time as this request. a. Petition - Marriage/ Domestic Partnership (form FL-100), asking for sole physical custody of the child named in 4. 7. This case in item 6 is pending in this court. 8. After the court has made final orders in this case, identified in item 6, the child will be legally placed under the custody of an individual appointed by the court. The court will have jurisdiction to determine requests to modify or terminate these orders, unless another court acquires valid jurisdiction, until the child reaches 18 years of age. 9. I understand that section 3026 of the Family Code prohibits the court from ordering reunification services as part of a child to the physical custody of another parent (i.e., reunification) will not be legally possible while those order are in effect. I REQUEST THAT THE COURT MAKE THE FOLLOWING FINDINGS: 10. The child has been placed in the custody of (name): Silvia Velasquez Salguero who is an individual appointed by the court as described in the orders referred to in 7, 8, and 9. 11. Reunification of the child with the father is not viable under California law because of (check all that apply): Abandonment Facts supporting this finding (specify): Ivan’s father abandoned him. Ivan’s father’s conduct falls within the following definitions of abandonment under California Law: Family code sections 3402(a), and section 7822. Please see attachment 11 for further details in support of this finding. Continued on Attachment 11. 12. It is not in the best interest of the child to be returned to the child’s or the parent’s country of nationality or country of las habitual residence (specify country or countries): Guatemala Facts supporting this finding (specify): Please see Attachment 12 for facts that demonstrate that it is not in Ivan’s best interest as defined by Family Code Section 3011 to return to Guatemala.
