Senator Yee issues statement on BART strike Leland Yee said this week that in order to facilitate the commuters that are without BART service during this strike the various transportation authorities in the Bay Area have and will continue to ramp up service and accommodate the extra amounts of passengers. Yee states, “I stand with BART employees in their efforts for a fair contract. VERY LARGE BANKS: UNADDRESSED ISSUES

Thoughtful comments by Mike Alvarado were gratefully received. On June 29, 2013, his email stated: “Publisher Morales: Thank you for your column. I understand and can agree with your many points.

However, several unaddressed issues remain. First, it is not clear how you propose to reform incentive systems?

If your proposals are contrary to incentive systems, it seems to me that they will not be realized even if enacted. Second, banks do not carry the loans they make in the vast majority of cases. If this is denied, what are the consequences?

Third, borrowers contributed to those many bad loans.

What should be done to better prepare people for credit decisions? I believe much evil has been done by banks, but your proposal is only partially addressing the situation in my opinion. Thank you.”

Let’s deal with these unaddressd issues raised: 1) No reform of the current incentive system is required.

What is required is effective monitoring which would expose wrong-doing before harm happens. Consequences could be fines, adjudicated sentencing and loss of license.

2) Who ‘carries’ the loan?

The public must understand they are the ultimate guarantors of the Federal Reserve Bank. When FRB purchases ‘bundled’ mortgages and bonds, cash returns to the economy. The FDIC (Federal Deposit Insurance Corporation) is one of several programs administered in the public interest by the Sec-

retary of the U.S. Treasury.

Current IRS tax codes allow for the stashing of money in banking silos offshore. Money stashed in protective silos located in Swizerland and Cayman Islands is effectively removed from commercial activity. One solution is to create a uniform global financial standard which requires the payment of taxes due regardless of where profits were earned. Money needs to cycle about’ so as to facilitate commerce.

3) An informed borrower’s role would be enhanced if the borrower was not always at a disadvantage. Like it or not, each of us need reliable information. Each individual must know and understand ‘financial matters’, creation and accumulation of wealth.

Basic is knowing that ‘assets minus debts equals net worth’ (equity). Currently there are no clauses in many contracts which protect the purchaser.

When loss of income happens from illness, job going ‘offshore’ (no-fault income loss), no contractural renegotiation terms exist. The Lender is fully protected by the FRB which buys ‘Derivatives’, thereby making cash available again.

Many home mortgages failed when payment schedules could not be met. In some cases, the dwelling buyer inflated personal income or had ‘help to make payments’.

Allegedly, some arrangements were known to, and aided by, the broker. Misrepresntations of pertinent matters happened. The establishment of an excellent mortgage contract understood by the buyer must be achieved. There must be consequences if fraud happens: i.e. the mortgage loan is denied. If a real estate broker is culpable, a variety of consequesnces up to loss of license would be appropriate.

An objective would be to ‘correct and modify’ current mortgages by introducing

terms which protect the buyer’s equity. If at all possible, new terms which permit the family to stay in that dwelling, which is their home, should be offered. A bill of rights for the buyer needs to be included in future mortgage contracts to provide for contingencies such as a) loss of income; b) impact of severe illness; c) impact of job loss through no fault of the home buyer. The financial industry has resisted such changes in mortgage contracts. as has been proposed by the Office of Consumer Affairs (Obama Administration).

In addition, local schools need to be teaching the basics of arithmetic to all students ,i.e. local school districts need to improve their core curriculum content so that all learn to manage their ‘personal business’ affairs. A good system of financial logic is required along with honesty, integrity, and factual documentation.

It begins with ‘Let the buyer beware (or be wary). It is very important that all individuals have good logic and financial management skills. As entrepreneurs, an understanding of ‘cash flow’, balance sheets, profit/loss statements and ‘return on investment’ is essential. These require more sophisticated knowledge, expertise, and reliable truthful factual information.

Being bilingual and knowing cultural values and traditions is another ‘intangible asset’.

Intangible requirements in an economy are faith, trust and integrity. These seem to be lacking because of past abuses for which perpetrators suffered no consequences.

que sentí es difícil de describir. El resto del día fue muy interesante, tratando de concentrarme en el trabajo. Supe que tenía que celebrar para tranquilizarme. Mi pareja, mi hermano, y yo, terminamos bebiendo limonada y jugando Monopoly. Así de cool somos.

dres me entienden y no fue una etapa de rebeldía sino que así realmente soy. A veces me gustan los chavos y la mayoría del tiempo me gustan las chavas. Es algo muy difícil salir del clóset en una familia latina, pero es posible y estoy tan contenta de haberlo hecho.

Para entender porqué esto es tan importante, les tengo que platicar un poco sobre cómo fue crecer en una familia semi-católica (íbamos a misa todos los domingos y tuve que ir a estudio de la Biblia.) Para hacer las cosas más interesantes crecí en un lugar muy conservador. Siempre supe quién era pero en realidad en mi comunidad no se tolera el comportamiento homosexual, pero es tan difícil negar quién soy realmente. Fue un poco duro para mí comprender que a veces no me sentía aceptada pero todo iba a estar bien porque tenía lo más importante, “el apoyo familiar”.

Mi madre me envió un mensaje de texto y ella dijo que finalmente vamos a tener esa boda que ha estado soñando. Una nota rápida, mi mamá a veces tiene sueños extraños y un poco psíquicos. Leí el mensaje y me hizo sonreír. Le dije que tal vez encontré una esposa potencial.

At a rally on Monday, 07.01.13 at Congress 19 District office, Congress woman Zoe Lofgren gave those attending this rally a current status report on the progress being made with Comprehensive Immigration Reform legislation. The U.S. Senate passed, by a vote of 67 to 12 its version late last week.

Now, the U.S. House of Representatives will address assembling its version of the legislation re immigration.

One rally placard correctly stated, “Zoe Lofgren knows Immigration Issues’. This is a truthful statement, since Lofgren is a trained immigration lawyer (University of Santa Clara Law School). Congress member Lofgren described the reality that the immigration legislation had to be supported

by ‘both sides of the aisle’. The Republican members are in a state of disarray at the present with the result that no one knows exactly what will happen.

However, Lofgren is hopeful that a bill dealing with all immigration concerns can be assembled which will garner the support of enough Republican Representatives to ‘pass’ and then to get through the ‘joint conference committee where final legislation acceptable to enough Senators and House members will pass and then be delivered to President Obama for his signature when it becomes ‘the law of the land’.

Local registered voters (constituents) were encouraged to continue to send communications (letters, emails, etc.) to any and all Members of the House of Representatives known to

them. In recent months, Lofgren and a bipartisan group of House Members have been working overtime together to assemble the legislative language which will become the Comprehensive Immigration Reform Act 2013. This bill will overhaul America’s national immigration system. House Speaker John Boehner (ROhio) has clearly stated that any proposed immigration legislation must have the support of “a majority of the majority” before he will bring it up for a vote in the House. Legislators on both sides of the aisle are already projecting ‘a long fight’ however supporters of immigration reform will persevere. OFA’s Stephanie Rabiner thanked Lofgren for her diligent efforts and pledged the local support of OFA members.

Mountain View CALIFORNIA Silicon Valley Community Foundation announced it will award a total of more than $2.8 million to improve legal services available to local immigrants, help struggling homeowners avoid foreclosure and provide food and shelter for the region’s most vulnerable residents, among other services.

“Silicon Valley Community Foundation is committed to improving the quality of life in San Mateo and Santa Clara counties, and the grants.

What we’re announcing today will help us do that in diverse ways – from ensuring that immigrants seeking the American Dream can get affordable legal help to providing shelter and food to those who need a helping hand,” said Erica Wood, SVCF’s vice president of community leadership and grantmaking.

Grant amounts range from $10,000 to $300,000 and are spread among three of the community foundation’s five grantmaking areas: immigrant integration; economic security; and safety net services.

Of the total amount granted, $1.04 million will go to support 13 charities in San Mateo and Santa Clara counties whose programs align with SVCF’s grantmaking strategy for immigrant integration. That strategy

promotes mutual benefits for immigrants and their receiving communities, while encouraging newcomers’ civic participation and economic mobility.

Among the grantees: The Immigrant Legal Resource Center will receive $300,000 for the Collaborative Resources for Immigration Services on the Peninsula (CRISP) program, to increase its capacity to handle complex immigration cases, increase collaboration with Santa Clara county-based immigration service providers, and test and expand the use of technology in its work.

Catholic Charities of Santa Clara County will receive $250,000 for coordination of the South Bay Legal Immigrant Services Network, with an increased emphasis on preparedness for widely anticipated comprehensive immigration reform.

A total of $1.5 million was awarded to 37 nonprofit organizations offering safety net services in San Mateo and Santa Clara counties, including food and shelter programs for individuals, families with children and elderly residents.

The community foundation is also awarding $500,000 to such organizations in Santa Clara County. Among the grantees from both counties:

Second Harvest Food Bank received $200,000 for its Food Assistance Program, which includes a network of over 300 safety-net providers and alleviates hunger for an average of 207,000 individuals each month at 740 food distribution sites.

First-time grantee Rahima International Foundation will receive $10,000 to provide food to needy families in Santa Clara County, most of which are refugees from Afghanistan, Iraq, Bosnia and Somalia.

In addition, $285,000 was granted to eight nonprofit organizations that help local homeowners avoid foreclosure and assist renters whose landlords are being foreclosed upon. Among the grantees: Community Legal Services, based in East Palo Alto, received a $40,000 grant to provide legal counseling and conduct educational presentations in local communities to increase foreclosure prevention awareness and educate residents about the protections provided by the Homeowners Bill of Rights.

Neighborhood Housing Services Silicon Valley also received a $40,000 grant to provide financial counseling to homeowners who are delinquent in their mortgage payments or who are struggling to maintain them.

Supervisor Dave Cortese and Director of Office of Women’s Policy, Esther Peralez-Dieckmann, opened the forum by explaining the problems within the Military structure and our own communities.

Cortese laid out facts and his opinion regarding sexual abuse within the military, “I want to ask you to think about what you can do. What simple but profound act of outreach you can do after you leave this chamber today to make a difference when it comes to MST.” He continued to say that the information from this meeting should be exported to the other 58 counties in California and beyond.

Esther Peralez-Dieckmann continued, “Within the last decade there has been an ongoing investigation into the epidemic of rape in the US military. An estimated 30% of servicewomen and at least 1% of men are sexually assaulted.”

These events are devastating on many levels and cause friction between the higher command chains who are required to, but alarmingly rarely report, these events of sexual abuse. The ratio of abuse in the military was an-

According to the briefing, only 8% of cases went to trial and of those only %2 resulted in any convictions. Mrs. Peralez-Dieckmann offered a sign of hope in the form of a collaborative of women dedicated to helping those in need as well as raise awareness of MST. “Out of these events we connected with a small, thoughtful group of women who formed a local women’s military collaborative.” They later joined efforts with the Moffett Field Collaborative.

That collaborative addresses the needs of military women and their families. Together they put on the ‘call to action’ and were able to bring plenty of light on a dark subject, which is rarely approached by conventional media outlets.

The three women who appeared in front of the audience were Charlotte Bear, Army Veteran and Facilitator for the Moffet Field Collaborative, Kate Weber, Army Veteran and TriCounty Collaborative, and Carolann Wunderlin, Air Force Veteran and member of the American Legion. They recounted their experiences within the military and their very dif-

ferent but similarly handled accounts of assault. One of these vets stepped down from a military organization that was meant to help women because she did not believe that particular organization was doing what needed to be done to help women in service. Another recounted being raped within the first week of deployment, overseas, at the age of 18. After suffering PTSD, and years of learning to cope, she was speaking strongly about policy change and ways to help service people in that position. She learned that her empowerment and eagerness to inform and help others were ways to live with that situation. Now these women courageously voice their realities and what can be done to stop these situations.

A documentary film called “Invisible War”, which is about MST, is currently out on Netflix streaming and online. The film was referenced during the meeting and has won numerous awards, including a audience award for a documentary at the Sundance Film Festival. CONCLUSIONES DEL COMITÉ DE VIGILANCIA CIUDADANA CREADO POR LA MEDIDA A DEL AÑO 2000 PARA EL AÑO FISCAL 2012 La Medida A, aprobada por los votantes del condado de Santa Clara en el año 2000, establece un impuesto de medio centavo a las ventas durante 30 años, lo cual genera ingresos para mejorar el sistema de transporte público del condado. It was with great strength and empowerment that three veterans of various military agencies gathered to speak about their experiences with abuse within their respective branches of military this week at the Santa Clara Board of Supervisors Chambers in San Jose. They spearheaded Tuesday ‘mornings call’ to action alongside members of local and California government, as well as news agencies and organizations, aimed at rape prevention and aid to victims.

Their goal was to provide their perspectives on Military Sexual Trauma (MST) as well as the constructive things that can be done to provide support and justice towards MST victims.

Rub the steak with oil and season with salt and pepper, then the rub. Place the steak on the hot grill for 3 minutes on each side. Squeeze a lime half on each steak. Remove and rest for at least 3 minutes. Squeeze all citrus into a mixing bowl. Whip the dressing into citrus mixture and place in a squirt bottle. Cut steak against the grain and drizzle the citrus mayonnaise mixture over top.

Serve immediately. *Tip: Any good chili powder based rub can be used.

El estado de California fue la primera entidad en celebrar matrimonios homosexuales en el 2004. En ese año, el estado tuvo poco más de cuatro mil matrimonios legalizados.

En el 2006, hubo más matrimonios cuando la Suprema Corte del estado determino que la Constitución de California no se veía en ningún conflicto con los matrimonios homosexuales.

La corte federal impulso a una apelación de los defensores de la Proposición 8 en el estado, aprobando en un referéndum en 2010, que el que modifico la constitución estatal para reconocer el matrimonio solo entre un hombre y una mujer.

More than simply embellishing the streets of Pacoima in the heart of the San Fernando Valley with his art, Ponce has filled the area with cultural meaning. The young muralist who is quickly becoming an icon in the community continues to attract media attention, was recently featured on BBC Latino, and has received invitations to speak about his work, being honored with a special recognition from the City of Los Angeles and Councilman Alatorre for his artistic and social contributions.

Born in Pacoima, California, the visual artist picked up his paint brush as a child, helping his Salvadorian father paint walls. It was his father’s literally colorful and vibrant occupation that nurtured Ponce’s own art, and later turned into a Bachelor Degree in Art with a concentration in animation, and now a full-fledged career that boasts an entire mile of works along Van Nuys Boulevard in Los Angeles.

Ponce is passionate about putting Pacoima on the map through this work, and his efforts aren’t going unnoticed. His canvas work has been exhibited at the Los Angeles Craft and Folk Art Museum as well as private galleries.

Already a media darling, the muralist has already been featured on The Daily News, Fox Good Day LA, Univision, EFE, La Opinion and various other media.

Nonetheless, the most significant self-funded labor of love has been the artist’s mural work 12 murals along Van Nuys in the East San Fernando Valley - which he started on his own and then they became community projects.

This aspect of his work, its evolution from personal passion to community collaboration, is perhaps Ponce’s most proud achievement. In painting his murals, he has been joined by other artists as well as community folks, without artistic experience, who found themselves drawn to the art, picked up a brush and began to add their own color and lines. To Ponce, the community coming together, in the name of art and culture, is the biggest reward he can get as feedback for his purposeful labor.

México (Notimex) El cineasta mexicano Guillermo del Toro aseguró que “Titanes del Pacífico” es la película que siempre quiso hacer, la que más ha disfrutado porque representa su más grande amor a los monstruos, “son las únicas criaturas que después de 48 años no me han fallado nunca”.

Del Toro se encuentra en México para promocionar la cinta protagonizada por Charlie Hunnam y Rinko Kikuchi, luego de que eligiera este país para iniciar la presentación del filme que se estrenará el próximo 12 de julio con dos mil copias.

En conferencia de prensa, en la que estuvo acompañado de los actores Rinko Kikuchi, Charlie Day y Ron Perlman, Del Toro destacó que el resultado en la taquilla nunca ha sido su prioridad al involucrarse en un proyecto fílmico, “lo que me interesa es coherente con la parte de mi vida en la que me encuentro cuando hago una película”.

En el caso de “Titanes del Pacífico”, explicó que no buscó ser una oda al poder

armamentista de Estados Unidos, lo que quiso fue hacer una película de ciencia ficción en la que los personajes se ayudaran unos a los otros, todos de nacionalidades distintas, “es una aventura con espíritu romántico”.

Indicó que tuvieron que pasar tres años para poder ver este proyecto cristalizado, “pero estoy muy satisfecho con el resultado porque creo que hasta ahora no se ha realizado algo similar, es increíble en cuanto a espectacularidad e incluye escenas que nunca antes se habían visto en el cine”.

Por lo anterior, aconsejó a los espectadores ver la cinta en 3D, porque aunque no se siente un fanático de dicho formato y considera que no es ideal para todas las películas, “definitivamente se volvió mi formato favorito para verla (Titanes del Pacífico)”.

Del Toro apuntó que esta producción surgió a partir de sus influencias del anime, el cine mexicano de terror, los cómics y los libros que siempre le ha gustado leer y que han dado pie a la creación de sus personajes, pues todo inicia a partir de un dibujo.

“Mi generación creció con una invasión del pop japonés que incluía personajes como ´Señorita Cometa´, ´Ultraman´ o monstruos del espacio, pero considero que las nuevas generaciones no tienen películas que representen un espectáculo de esta magnitud”, manifestó.

Señaló que se trata de un filme para toda la familia, pero particularmente para niños, “espero que conecte con el público a nivel emocional y a nivel de espectáculo pues la gente podrá ver monstruos y robots de más de 25 pies de altura.

Respecto a la selección de los actores que reunió en el filme, Del Toro explicó que para él los personajes son como una sinfonía y el director debe encontrar el tono de la película que sea acorde al mundo que está creando, “no debe haber división entre efectos y actores”.

El cineasta, quien confesó que ha dicho no a varios proyectos, destacó que “Titanes del Pacífico” es la representación de su niñez bizarra, en la que el pequeño Guillermito se sentaba en la casa de su abuelita a ver películas de terror y series muy extrañas”.

“La publicación ofrece una mirada íntima al corazón y al alma de esta mujer que con su propio esfuerzo alcanzó la cima del éxito venciendo todos los obstáculos para convertirse en una leyenda en un género musical dominado por hombres”, señaló la editorial mediante un comunicado.

De acuerdo con la versión electrónica de la revista “Entertainment Weekly”, Bale dijo que no podría encarnar a otro “Batman”, a menos que Christopher Nolan optara por hacer una cuarta entrega de “Batman: El Caballero de la Noche”.

“Nosotros fuimos muy afortunados en hacer tres películas de ?Batman?. Y ya es suficiente, no somos codiciosos. Nolan siempre dijo que quería hacer una película y acabamos haciendo tres.

Lo cierto es que nunca supimos que iba a ser así, pero fue como tuvo que ser y ya debe acabar”, destacó el actor.

Although some gases are naturally present in the atmosphere, such as water vapor, ozone, methane, carbon dioxide and nitrous oxide, human activities have created a new set of greenhouse gases (GHG) that are negatively affecting the ozone layer. GHGs are making it easier for the sun’s harmful UV rays to pass through, which has resulted in global warming.

The United States is among the world’s worst offenders when it comes to GHG emissions per capita, according to the United Nations Statistics Division. In 2008, the U.S. emitted 22.22 GHG per capita, which was a 13.3 percent increase from 1990.

One thing Americans can do to change is to support environmentally friendly mandates and legislation that are specifically targeted at large businesses and manufactures, since they tend to be the largest producers of GHG. Some companies are already striving to reduce their environmental footprint.

The second thing Americans businesses can do to be more eco-friendly is to strive to implement their own green practices, such as recycling paper and using energy efficient light bulbs.

The U.S. Small Business Administration has even developed a Small Business Guide to Energy Efficiency that offers tips, advice, and resources on how to help companies do this.

The third thing Americans can do to make the earth a better place is to be more conscious of their own impact on the environment. There are many simple things people can do every day in order to be conscientious consumers, according to Green America, a non-profit organization founded in 1982 to harness economic power to create a socially just and environmentally sustainable society. Aside from buying green products and recycling, Green America offers easy, sustainable tips, such as how to make nontoxic cleaners to air drying your clothes and how to choose energy efficient appliances over conventional models. “Going green” doesn’t have to be a daunting task, and simple changes can have a positive impact.

The San Jose Earthquakes revealed their full CONCACAF Champions League schedule on Monday with their first game set for Wednesday, Aug. 7 in Montreal against the Impact at 5 p.m. PT.

The Earthquakes qualified for the 2013-14 CONCACAF Champions League after winning Major League Soccer’s Supporters’ Shield last season, a trophy given to the team with the best regular season record. San Jose was drawn into Group 5 along with the Impact and Guatemala’s CD Heredia. Each team will face each other twice – at home and on the road – with the group winner advancing to an eight-team single-elimination tournament to be contested next year.

Champions League action starts on Aug. 7 in Montreal. San Jose hits the road again for their second fixture, a trip to Guatemala City to face CD Heredia on Wednesday, Aug. 28 at 7 p.m.

PT. The Earthquakes host their final two games, the first on Tuesday, Sept. 17 against the Impact followed by a Wednesday, Oct. 23 date with the CD Heredia. Both home games will be played at 7 p.m. PT at Buck Shaw Stadium.

The Earthquakes’ match against Montreal on Tuesday, Sept. 17 will be Bonus Game B for the club’s season ticket holders. Hilbert Morales EL OBSERVADOR The Silicon Valley community, especially its Latino youth, need to know that ‘one of their own’ is an inventor and entrepreneur who crafted and holds programming patents being used in ‘cloud computing’. Google, Facebook, and all other Internet firms use these programs innovatively crafted by Reynaldo Gil who holds several pioneer patents. A pioneer patent is an invention that breaks new ground in a technological art or creates new art. In this case, his patents enabled ‘cloud computing and memory storage’.

Gil is a Cuban youth immigrant who began learning his craft by visualizing outcomes in his mind. He is an Overfelt High School dropout, ESHSD, San Jose, CA., who returned back to school at CCOC, while working for IBM. At IBM Gil was introduced to computer programming and information flow systems processing.

Gil has worked for many information technology firms. He became friends with Craig Newmark, who is founder of Craig’s List while the two were Technologists at Charles Schwab, Inc. (an investment bank at Wall Street, New York).

Gil is a member of LINC (Leveraging Influence in Neighboring Communities) where he assembled the functional traits needed in an electronic aid. The ARCE tablet was purchased as a designated gift funded by another LINC member who volunteered to provide the funds which placed one ARCE tablet in the hands of each student attending Adelante Dual Language Immersion Academy, ARUSD. Gil developed the training

This electronic teaching aide was an awesome success as evidenced by the Academic Performance Index (API) scores. Adelante went from the near bottom to the top ten schools in ARUSD in terms of student academic achievement. Through this pilot project, it has been demonstrated that Latino English Language learners can learn and achieve.

Today, Gil is committed to assisting local HispanicLatino youth in the development of their talents using proven and effective methods of teaching. Many of his students end up as entrepreneurs who are now in business for themselves rather than being an employee of a local corporation or some ‘boss’. Gil is a creative ‘disruptive’ innovator who solves challenges not being resolved by others.

He has just been selected by the U.S. Air Force to do work for them that requires top level security clearances which have been already established after being vetted exhaustively.

An analysis of the impact of his patent portfolio was completed by a Professor at NHU/ITU and a graduate student. Gil has been contacted by Intellectual Property brokers located in Hong

Kong, Zurich and London who now list him in their global knowledge expert directories.

At this juncture, Gil, with the support of his wife, Linda, is involved with Center for Training and Careers (CTC), the Cesar E. Chavez American Legion Post 505, (San Francisco, CA), Community Tech Training Partners for Vets (an NGO/CBO educational nonprofit firm), and WDYWTB (What do you want to be?) Foundation (founded by legendary quarterback Joe Kapp) and VET-TECH (which accelerates U.S. Veteran’s start-ups).

Gil is currently focused upon development of a training center in East San Jose which will provide Information Technology training to local youths, especially targeting underemployed and under challenged Hispanic/ Latino youth.
