Niños en Crisis Algo verdaderamente atroz está sucediendo en nuestra frontera del sur. Algo que no solo afecta a los valores estadounidenses, sino también a los valores humanos. Y se está haciendo en nuestro nombre. ¿En quiénes nos hemos convertido cuando nuestro propio gobierno no solo separa a los niños pequeños de sus padres y guardianes, sino que los obliga a entornos masificados, insalubres y peligrosos? Los bebés y niños pequeños no deben ser llevados de una instalación a otra. Los niños aterrorizados no deben estar sujetos a condiciones que sean gravemente inhumanas. A medida que surgen los detalles, nos sentimos conmocionados, enojados y totalmente desconsolados. Pero la acción es el mejor antídoto. Hay decenas de organizaciones a lo largo de la frontera y aquí en el Área de la Bahía que están haciendo su mejor nivel para brindar atención a estos niños. COMMUNITIES NE E D TO CREATE , USE AND SUPPORT MORE 'SQUADS' some 87 public policy issues could be addressed.

recent report covered a meeting between Speaker of the House Nancy Pelosi (Dem, S.F.) and a group of four recently elected House members who are persons of color; duly elected by their constituencies; all citizens advised by Mr. Trump to go back to their country of origin’. Each was eager to influence the legislative process. They have been labeled “THE SQUAD” comprised of Alexandria Ocasio Cortez (Dem; Bronx, N.Y); Talib, Pressley, and Omar. All are able to be outspoken' in your face which is how issues get higher priorities and more attention, perhaps even resolution. A friend, Philip Palmer, distributed a petition which very well documented, as usual - from MomsRising / Mamas con Poder, that demanded that every member of the House and the Senate condemn Trump's racism as revealed in his attack on Reps. Ocasio-Cortez, Talib, Pressley, and Omar. You don't have to agree with everything that these congress members say to realize that Trump's attack on THE SQUAD is unacceptable. With so many urgent public policy issues, it may be a good idea to create five membered squads' (87 such squads are possible in the 435 member House. Each squad could address and analyze in depth just one public policy issue and share its analysis with others who need to know'. In this manner,

I simply do not know if the House leadership, which includes Speaker Nancy Pelosi, has applied any such method. The traditional approach of having everyone deal with policy issues in committees has been simply unproductive of information which permits crafting of appropriate legislation. Effort is expended to follow the established process' rather than deal with urgent priorities. Speaker Pelosi had already established her priorities by crafting legislation dealing with voter rights, gerrymandering and taxation equity. Medicare for All, Affordable Housing, and wealth inequities are also issues which impact all, especially working class constituencies. An urgent policy issue is for the U.S. Congress to reclaim its authority to declare war (which was recently accomplished so as to curtail Trump's capability to enter into a warring conflict with Iran). The meeting was characterized by Republicans as being confrontational so that there were concerns about Dems airing their dirty laundry publically rather than dealing with it behind closed caucus doors. A leadership challenge is to create and use five membered squads' to analyze each public policy issue and share that with those colleagues who need to know; who are crafting the legislative language needed. Since the U.S. Congress controls the national purse, it is essential that legislation crafted include appropriate funding allocations which underwrite the actions to be taken.

One necessary analysis which needs to be put in the public limelight is the extreme power and influence of Republican obstructionists. For example, Senator Mitch McConnell has doubled down on blocking progressive policies, saying that “If I’m still the majority leader in the Senate think of me as the Grim reaper. None of that (progressive) stuff is going to pass.” Unfortunately, he’s earned that nickname. From protecting Roe v. Wade to taking action to combat the climate crisis, we can’t move progressive policies forward with McConnell leading the Senate. Democrat and Marine Corps veteran Amy McGrath just launched her campaign against him and we’re helping her raise $8,000 to get her off on the right foot. I do not hear Democratic Party Leaders voicing any plans to change cur-

rent public policy which restricts the use of foreign steel & iron on domestic projects. It's not just about beating Trump in 2020. What is needed are target squads' which make plans to beat his GOP cronies and billionaire enablers. This will mean that ordinary Democrats may win back control of the Senate by organizing the collection of small contributions' in sufficient critical amounts to ensure several victorious efforts. It takes continual vigilance and involvement to return progressive liberal Democrats back as majorities which are in charge'. This may mean that certain Members of the House who have served as elected officials since 1990's need to be replaced by current aspirants. The current Democratic establishment is not being creative nor strategic enough to elect Democratic majorities' which have new millennials such as those of ‘The Squad', which Mr. Trump has immediately targeted because squads with targets have defined missions to accomplish. Less time is spent wondering what to do or address.

That is what your individual vote, which is your projected voice, will determine come November 2020.

My observations are that, with regard to impeachment, the three votes already taken have peaked at 80. It requires 218 Aye votes to move impeachment proceeding along. That is not happening.

The complicity of staying on the sidelines is not recommended because during 2016 it is what enabled Trump to win enough electoral votes to become the most destructive, inept, and incompetent President of the United States of America. History will, no doubt record that outcome.

Therefore, it is prudent to move resources towards those strategic programs which increase the likelihood that Trump will not garner enough support to earn a second term. This effort will require a voter turnout in excess of 66% during the coming March 2020 primary and especially during the November 2020 Election Day. Peninsula Corridor Joint Powers Board Las reuniones públicas y el aviso de audiencia Cambios propuestos de tarifa de Caltrain La Peninsula Corridor Joint Powers Board está considerando los cambios propuestos en la estructura tarifaria de Caltrain con el fin de mantener el sistema adecuadamente financiado y en un estado de buena reparación. A diferencia de la mayoría de los sistemas de tránsito, Caltrain no recibe actualmente fondos dedicados para apoyar sus operaciones. ANTA CLARA COUNTY, CALIF.— The County of Santa Clara is committed to providing high quality services to all residents, regardless of immigration status, and stands by its commitment to not cooperate with ICE. In Santa Clara County, all immigrants are welcome and the Trump Administration’s latest move for ICE raids goes against the County’s values. “In light of the threat of federal immigration raids we reaffirm our commitment to providing legal assistance to all who need it and due process to every person residing on Santa Clara County soil,” said Supervisor Dave Cortese, District 3. “Immigration raids and deportations put undocumented families in fear, which limits their ability to become productive members of the community,” said Supervisor Cindy Chavez, District 2. “Residents of this county, regardless of immigration status, must be allowed to thrive and contribute to the greater good.” The Office of Immigrant Relations urges all residents to reach out if they have encounters with ICE. The County has invested more than $500,000 into the Rapid Response Network (RRN), a hotline to report ICE activity and provide 24/7 help in real time. Residents should call the RRN hotline at (408) 290-1144 if they see ICE in their neighborhoods, if ICE knocks on their door, or if a loved one has been detained. “We believe in protecting all of our residents, regardless of whether or not they have proper documentation,” said Supervisor Susan Ellenberg, District 4. “There are currently more than 10 million people living in the U.S. without proper documentation. More than 130,000 of those people live in Santa Clara County. The vast majority are employed, pay taxes, educate their children, and are engaging in constructive, beneficial ways in our community. They are an asset to the county, to their employers, and to their families.” “The wellbeing of our community is improved when all residents have timely access to quality services,” said County Executive Jeffrey V. Smith, M.D., J.D. “The County of Santa Clara stands with our immigrant families and we encourage all residents to continue accessing needed care and services at our hospitals, clinics and other County facilities.” “For decades, Santa Clara County has been a leader in creating policies and programs that promote inclusion and access to services for immigrant residents,” said Miguel Márquez, County of Santa Clara Chief Operating Officer. “We were the first County in the nation to ensure virtually every child—undocumented or not—has access to health insurance. We’ve invested in immigration legal services, created health coverage programs for undocumented low-income adults, and been a leader on litigation to block the repeal of the Deferred Action for Childhood Arrivals (DACA) program and to stop the citizenship question from being

added to the 2020 Census. Despite the noise at the federal level, our commitment to protecting and serving all residents is unwavering.” The County of Santa Clara has invested over $5.5 million to fund education campaigns and services for immigrants in our community. uevo Parangaricutiro (México) - México cuenta con su propia versión de Pompeya en el estado occidental de Michoacán, donde parte de la estructura de una iglesia señala el sitio donde se encontraba el pueblo de San Juan Parangaricutiro, sepultado por las lavas del Paricutín, el volcán más joven del mundo. Como el Vesubio, que además de Pompeya arrasó con Herculano y otras poblaciones al hacer erupción en el año 79 d.C., el Paricutín sepultó al pueblo del que tomó su nombre así como a San Juan Parangaricutiro al nacer en 1943. Pero a diferencia del volcán italiano, que causó probablemente la muerte de miles de personas (la cifra exacta no se conoce), el mexicano no provocó ningún deceso durante su espectacular nacimiento, ya que los pobladores alcanzaron a dejar sus casas antes de que la lava las alcanzara días después. Actualmente el sitio donde estuvo San Juan Parangaricutiro se llena de turistas que admiran un paisaje que pareciera de otro mundo a excepción de los restos de la iglesia, de la que sobrevive el campanario, parte de la fachada y un nicho en el que los fieles aún acuden a orar y colocar veladoras. A sus 95 años de edad, Francisco Lázaro camina apoyado en un bastón entre las rocas volcánicas, contando a los visitantes la historia del nacimiento del volcán. En un español titubeante, este hombre de la etnia purépecha afirmó este domingo a Efe que más de un mes antes de la erupción hubo terremotos y después se abrió una grieta en la tierra que siguió creciendo durante dos o tres días. Finalmente, en la tarde del 20 de febrero de 1943 el terreno comenzó a elevarse hasta formar al cabo del tiempo un cono de 424 metros desde la base, su altura actual.

"No tronaba nada, nomás se ve ceniza. Cuando ya terminó, nació el volcán", dice Lázaro, que entonces tenía 18 años. Según recuerda, a las nueve de la noche del mismo día "ya tronaba (el volcán), aventaba viento, lumbre". "Por eso corrió la gente, por susto. Ni cerraron las casas, nomás agarraron lo que vieron", refiere. Recuerda que un vecino le decía a la gente que era el fin del mundo. "No sabe (esta persona) que nació un volcán", añade. Nueve días después el volcán recién nacido hizo erupción, sepultando a San Juan Parangaricutiro y a Paricutín. El Paricutín es uno de los 3.000 volcanes monogenéticos, aquellos que tuvieron una sola erupción y se apagaron, presentes en México. Un estudio de la UNAM de 2016 apuntó que el Paricutín, tuvo "la eyección más larga" con "nueve años de duración". Ubicado en el estado occidental de Michoacán, con una altura de 3.170 metros, el Paricutín hizo erupción el 20 de febrero de 1943 y su actividad terminó el 4 de marzo de 1952. La lava cubrió un área de 40 kilómetros y destruyó el pueblo de San Juan Parangaricutiro. El volcán se encuentra en una de las dos zonas mexicanas más peligrosas: el campo MichoacánGuanajuato (con 1.100 de estos volcanes y 400 medianos) y la sierra Chichinautzin. Según el Instituto de Geofísica de la UNAM, en México existen 12 volcanes activos, entre los que destacan el Colima (oeste) y el Popocatépetl (centro), porque sacan fumarolas con cierta frecuencia y el primero tuvo en 2015 erupciones de lava y material piroclástico. Lázaro se dedica ahora a contar la historia del nacimiento del Paricutín a los visitantes, que al llegar preguntan quién les puede ayudar. Los lugareños responden, según cuenta el propio Lázaro: "El que vio cómo nacer volcán".

uevo Parangaricutiro, Mexico Mexico has its own version of Pompeii in the western state of Michoacan, where the ruins of a church mark the site where the village of San Juan Parangaricutiro stood before it was buried by ash and lava from the Paricutin Volcano, the world's youngest fire mountain. Like southern Italy's Vesuvius, which along with Pompeii wiped away the towns of Herculaneum and other villages when it erupted in AD 79, Paritucin buried the town from which it took its name along with San Juan Parangaricutiro when it burst into existence in 1943. But, in contrast to the huge Italian volcano, which probably killed thousands when it blew - although the exact casualty count will forever be unknown - the Mexican volcano caused no fatalities during its spectacular birth, since local residents managed to leave the area before the lava flowed into the village a few days later. Currently, the site where San Juan Parangaricutiro stood is a tourist attraction, a barren, lava-covered area except for the ruins of the church, the bell tower, part of the facade and an altar of which survived and where people now come to pray and light candles. Francisco Lazaro, 95, uses a cane to walk among the volcanic rocks, telling visitors the story of the volcano's birth. In a shaky voice, this member of the Purepecha Indian people told EFE on Sunday in Spanish that more than a month before the eruption there had been earthquakes in the area and then a large fissure opened up in the Earth and kept growing for two or three days.

Finally, on the afternoon of Feb. 20, 1943, the ground began to rise into a volcanic cone some 424 meters (1,391 feet) high. "There was no rumbling, and we didn't see any ash. When it stopped, the volcano was born," Lazaro - who at the time was 18 said, recalling that at 9 pm that same night the volcano "rumbled, expelled (gases) and glowed." "That's why people ran, out of fear. They didn't even lock up their houses, or even grab anything," he said. He said that a neighbor told the people it was the end of the world. That person "didn't know that a volcano had been born," Lazaro added. Nine days after the new volcanic dome appeared, it erupted, burying San Juan Parangaricutiro and Paricutin. Paricutin is one of Mexico's some 3,000 volcanoes that have erupted just once and then become - at least temporarily dormant. A 2016 study by Mexico's National Autonomous University (UNAM) found that Paricutin's eruption was the longest, "lasting for nine years." Standing 3,170 meters high, Paricutin's eruption ended on March 4, 1952, with the lava that issued from it covering an area of 40 square kilometers (15.4 square miles). The volcano stands in one of Mexico's most dangerous zones - the MichoacanGuanajuato field, where some 1,000 volcanoes are located, and the Chichinautzin mountains. According to UNAM, Mexico currently has 12 active volcanoes, including Colima and Popocatepetl, all of which frequently emit smoke and gas, the former spewing lava and pyroclastic material in 2015.

We have one minor child together, Anthony Louis Capone, (DOB 06/12/18). We separated shortly after Anthony was born in July, we both filed Petitions to Establish Parentage. I also filed a DVTRO on July 16, 2018 which was granted and has been in effect ever since. 2. At the initial hearing on my DVTRO on August 10, 2018, Father was provided with supervised visitation 2 times per week for up to 2 hours. Father never exercised any visitation. 3. After numerous violations of the DVTRO, Father was arrested and was in custody from sometime in October 2018 until approximately April 19, 2019. To my knowledge, he pled guilty to the charges involved with the restraining order case and a 5-year criminal protective order was issued with me as the protected party. It has been 10 months since Father has seen our son. 4. On April30, 2019, trial on my DVRO request was held. Father failed to attend despite having been present when trial was set, and I was granted 5-year Restraining Order. Our son is a protected party and, due to Father’s history, no visitation is currently ordered. II. REQUESTED ORDERS: 1. I am requesting to change our son’s name from Anthony Louis Capone to Anthony Louis Chu. 2. I am requesting permanent sole legal and sole physical custody with no visitation to Father. III. SIGNIFICANCE OF SURNAME 1. When our son was born, I had concerns about not including my surname in our son’s legal name. I felt pressured by Father to use the name Capone and to use Father’s middle name, Louis. Given Father’s history of anger and abusive behavior, I did not feel as though I had a say. 2. Now that Father and I are no longer together and his actions over the past 10 months demonstrate that he is mot committed to providing for our son or having a relationship with him, I would like our son’s name to include my surname so that he more closely identifies with me and the bond we have created. 3. While my hope is that Father can better himself and be a Father figure to our son, that is simply not the case, and I believe my son’s strong bond with me should be reflected in his name. Given that our son is solely in my care, I would like him to grow up sharing my name as well. Further, I believe keeping Anthony’s middle name the same as Father’s middle name continues to keep that bond with Father if at some point down the road, the Father-son relationship can be repaired and the two of them can be reunified. IV. PERMANENT CUSTODY AND VISITATION SHOULD BE ORDERED. 1. Our son will be one year old in June. Father has not seen our son since he was less that 1 month old. It is

due to Father’s own actions that he was in jail for many months. At the DVRO hearing on April 30, 2019, I was granted temporary sole legal and sole physical custody of our son and no visitation was granted to Father. The Court made a Family Code section 3044 finding and Father was ordered to participate in Parenting without Violence class (or 52 week batterers intervention program if ordered as a condition of his Criminal case). Father has a lot of work to do to be able to reconnect with our very young son. I would like to be able to move on with my life and be able to obtain a parentage Judgment with long term orders. I don not have the money to keep fighting with him in Court over many years. 2. I am requesting permanent sole legal and sole physical custody of our minor child. I am also requesting no visitation for Father until he can show a change in circumstance such that implementing visitation would be appropriate. V. CONCLUSION Based on the above, I respectfully request that the Court grant my request to change our son’s surname to Anthony Louise Chu and a permanent order on custody/visitation so that I can finalize this aspect of my case. My name is Silvia Velasquez Salguero. I am the mother of Ivan Salazar Velasquez and if called to court and were sworn under oath, I would testify to the truth

of the facts obtained in this declaration. I make all statements based on my personal knowledge and belief. I am a citizen from Guatemala and married the respondent in this case, Angel Salazar Martinez in the year 2000, though we started our relationship in 1996 and had our first child in 1997. I was a victim if domestic violence during that relationship and I separated from my child’s father and went to live my mother briefly when my youngest son as on a few months old. I then decided to move to the United States and left my two sons with my mother. Eventually my mother became ill and could not care for the child, so he was sent to live with his father, Mr. Salazar Martinez. I provided financial support for both of my sons during all the years that I have been apart from them and called them almost everyday. Mr. Salazar Martinez has gone on to have several relationships and had several children with other women. Due to the difficulty of raising and supporting so many children, especially young me who could easily be recruited by dangerous gangs, he decided to send my sons to live with me in the United States. I did not agree on my child coming because it was very dangerous, but he sent him anyway. In early September 2016, respondent paid a smuggler to guide my son to the United States. He was not accompanied by any close family members. The child was placed in grave harm on a long journey to the United States. My child was detained by immigration at the border and eventually released to my care. Since he has been here, he has been healthy, and going to school regularly without fear of being harmed by gangmembers. His father kept in touch initially, but since September 2018 he has not been in contact. My eldest son was detained by immigration in July 2018 and by the time he was returned to Guatemala in October 2018, he learned his father had left to the United States. My eldest son spoke to his grandmother and the only information she provided is that he is living somewhere near San Francisco California. I believe that he doesn’t want his mother to tell us where he is staying because he is afraid that I will ask him for financial support now that he is here. Since his father has not reached out to him to visit or provide support, and because Guatemala is such a dangerous place to live in at this time, it is in the best interest of my child that he be placed under my legal and physical custody at this time. As far as I can tell, nothing being suggested by any politician or pundit will do anything to change any of the above. But let’s review.

echlash has been brewing for years. No one should be surprised that “Break up big tech!” is a major talking point for many 2020 presidential hopefuls. But how, exactly, would this be accomplished? And, what would the world look like in the aftermath? Let’s start with a few observable techno-facts: • We are using more digital technology today than ever before. • We will use more digital technology tomorrow than we use today. • Technology is way ahead of any policy or law that might govern it. • Societal norms and mores cannot keep up with our technological progress. • Social media addiction is real. • Social media–empowered tribalism cannot be controlled. • Echo chambers are virtual vortexes, escape from which requires exceptional force. • We have granted a small number of very large companies permission to transform the data that we

The Plans

Despite opposing agricultural and pharmaceutical mergers throughout his career as a senator, Cory Booker has countered Warren’s ideas: “I don’t think that a president should be running around, pointing at companies and saying breaking them up without any kind of process here.”

Let’s have a look some candidates’ plans for the dismantling of big tech.

Big Tech

Joe Biden

In America, when people say, “Big Tech” they mean GAFAM (Google, Amazon, Facebook, Apple, Microsoft). These companies are both dollar- and data-rich, and they are exceptionally efficient at translating the value of our behavioral data into wealth.

Biden has yet to formally lay out his tech policy.

Some say that GAFAM are de facto monopolies. They may be, but that doesn’t mean they don’t vigorously and actively compete on many levels, including for ad dollars with traditional media businesses and with each other. In the past few years, Amazon has gone right after Google and Facebook, snagging about 9 percent of the digital ad sales market. By 2023, it could take as much as 14 percent of total U.S. digital ad sales. No matter how you look at it, you need scale to play this game. How big is big enough? “Are we big enough to effectively compete?” is a question every manager of every unit across GAFAM asks themselves every day. When you couple the unprecedented decline in ratings with the aging of its audience, television can no longer effectively reach many of the target audiences mass marketers desperately seek. To compensate, big advertisers are in need of data-driven one-to-one marketing at scale, and GAFAM are laser focused at putting the right message in front of the right person in the right place at the right time. GAFAM can do this precisely because they collect and analyze data at scale. Take away the scale and the economics don’t work. Can It Be Done? There are several legal hurdles to breaking up big tech. As big as Amazon is, its business represents only 5 percent of the total U.S. retail market. Facebook is the largest collection of human beings on the planet, but it offers its services for free. Free is very pro-consumer. Alphabet (Google’s parent company) is already separated into individual units, each with its own P&L, so it already acts like a bunch of separate operating

Elizabeth Warren Under Elizabeth Warren’s proposal, regulators would be appointed to undo some tech mergers, and new legislation would prohibit “platforms like Amazon from both offering a marketplace for commerce and participating in that marketplace.” Her proposal would also roll back acquisitions like Instagram and WhatsApp (by Facebook), Whole Foods (by Amazon), and Waze (by Google). She’s not backing down, either, having put up a giant tech breakup billboard “in San Francisco’s face.” Bernie Sanders Bernie Sanders supports calls to break up big tech, saying we have “an increasingly monopolistic society where you have a handful of very large corporations having much too much power over consumers.” Pete Buttigieg While Pete Buttigieg thinks no company “should have the type of power that… these tech companies have,” he hasn’t said these companies should be broken up. Rather, he’s proposed a “spectrum” of regulation with ideas like fines and preventing new mergers. Andrew Yang Andrew Yang has also been outspoken about wanting to break up big tech. The former start-up CEO said they’d be “well served” if broken up: “I think in many cases they are too big.” But Yang has other issues with big tech that wouldn’t be remedied if they were broken up. Yang’s biggest concern is the “negative effects on young Americans’ mental health and the effects of depression and dependency on social media websites,” a problem he acknowledges would not be solved by breaking up a company like Facebook.

Other Candidates’ Positions Want more candidates’ stances? The New York Times lists 21 Democratic candidates’ views on breaking up big tech, among many other topics. Innovation is America’s Competitive Advantage! The idea that breaking up big tech will somehow allow for more control over technological advancement is a false premise. “Break up big tech!” may be a great soundbite, but it is not sound policy. No regulation or law or anything other than a return to the dark ages is going to slow down or control the pace of change. Innovation is America’s competitive advantage. Our country has been the most innovative in the world for more than two centuries. Now we have real competition around the globe. For America to be competitive (and digitally secure), we need tech policies that encourage innovation and reward success. I’m all for watchdog groups, sensible regulation, and laws that protect us from bad actors. I am not in favor of framing big tech as one thing that can be “fixed” with a soundbite policy.
